hief Minister Kiran Kumar Reddy has directed the police chief to take special steps to nab the psycho who stabbed to death three RTC bus passengers and inflicted grievous wounds on another in Nellore on Saturday. Initially, the dreaded psycho killer R Sambasiva Rao alias Psycho Samba, was suspected to be the culprit but the police were quick to deny it saying that the passengers could not confirm it was Samba after his photograph was shown to them. But so far the suspicion is focussed on Samba. The outrageous attack on innocent passengers throws light on an equally outrageous escape of the criminal within hours of his capture in Guntur on July 11 this year. He was caught after a massive man-
hunt similar to that launched against Veerappan in his initial days. But he soon managed to escape. Here is the news of his capture and escape in quick succession that appeared on TeluguOne on July 12.
SAMBA CAUGHT
Mangalagiri police had finally nabbed a man, who has been attacking lonely women for the past two years. A man named R Sambasiva Rao alias ‘Psycho Samba’ and also known as ‘Guntur Psycho’, was arrested by the police on July 11. Samba, who mainly targeted women, was chased by locals when he attacked a woman on the outskirts of the town. They alerted the police who caught him and shifted him to the police station. The Mangalagiri police, who had launched a serious hunt for Samba after three successive attacks against women about six

SAMBA ESCAPED
This appeared in TeluguOne online on July 12: Guntur Psycho alias R Sambasiva Rao, who was arrested by Mangalagiri police, escaped from custody. He jumped from the jeep, in which he was being shifted from Guntur to Vijayawada.
Psycho Samba, as he is also called, has been creating sensation for the past two years by attacking lone women and robbing them. He was caught yesterday by the police while trying to attack a woman. Guntur CCS men have been interrogating him since yesterday. According to sources, police have recovered some stolen jewellery in Guntur based on his confession and were taking him to Kondapalli to recover some more. Two SIs, two CIs and 10 constables were with van. Near Kondapalli, he suddenly jumped out of the van and fled. The police alerted the surrounding police stations and launched a manhunt. Senior police officials in Hyderabad whom Postnoon contacted for their stance said the psycho’s photograph should have been well flashed in media soon after his capture. Keeping it away from public glare was a grave mistake, they said.

ith the academic year just started, the officials believe that the ‘special drive’ recently launched would help control fraudulent behaviour amongst youngsters. According to officials, the special vigilance teams were able to nab 60 people, including ticketless travellers on the City roads in these three days. According to officials, the regular squads who caught some of the big fish in their nets drew accolades for their achievement in this endeavor. Traffic inspectors 3 of Secunderabad enforcement squad, led by BS Reddy and the TTIs (travelling ticket inspectors) Rajender Reddy and S Janardhan were able collect the highest ETF (extra fair collected) of `1,07,380 in June. According to them, this was a record in the history of RTC. They were also able to make four police cases against the offenders by July.
MAKING EASY MONEY
The modus operandi of most of these offenders is the usage of technology to make easy money by fleecing non-students. For instance, a BA student who graduated in 2009 who was caught with 850 ID cards. After generating a fake bonafide copy of his college, he was able run this business. “This youngster was being helped by one of the outsourcing managers, who used to collect `200 on each pass,” points out a TTI. there is huge difference of cost between student pass (`85) and non-student pass (`550), youngsters are being lured by these tricksters, who collect between `1,000 and `1,500. In this case, Prasad, was selling each pass at `1,200. A resident of Bibinagar, he was charged under IPC sections – 464, 468, 420, 473, 120B, 34.
GRADUATES IN THE LOOP
Another case which came to light was that of an MCA graduate, who duplicated the bonafide of not one but three different private colleges. Besides this, he had stamps and ID cards of the colleges. “Sometimes technology has a dark side,” laments an official.
The modus operandi is the usage of technology to make easy money by fleecing money from non-students. According to the accused, he sold each pass for `600. Working for Hayathnagar Bus Pass Section, M Beerappa was caught by the team during the inspection. While these were the cases from July, during May an eye-
opening case revealed how a stranger could also be involved. Narsimha, who worked as private security guard managed to make stamps of the picket depot manager, hospital superintendent (Tarnaka) and additional SP vigilance. An outsourcing home guard was also suspended over this incident.

“As most of the cases are under investigation, we cannot say if there were any others involved,” T Venkat Rao, joint director (V&S) said. According to him the drive shall continue until the department is convinced that there are no more fake passes onboard the RTC buses.

krishna visited the Burmese families and took an inventory. It was found that only a few of them are officially acknowledged as refugees and allotted refugee cards from Delhi. Others are illegally landing in the City. The ongoing ethnic war in Burma has been ejecting thousands of minorities to neighbouring countries. While Bangladesh refuses to accept more and China is trying to send them back, India continues to keep silence over the issue.

he GHMC has some good news for denizens who wish to maintain their localities in hygienic conditions. People can now directly contact a sanitary supervisor and driver for clearing the garbage, if delayed, by calling their mobile numbers, inscribed on a label glued near the site of the garbage container. In a move to give City roads a cleaner look, the GHMC has been making efforts to relocate most garbage containers from main roads to bylanes. Despite some opposition from locals, most of
the garbage containers have been relocated. “Between 70 and 80 per cent of containers have been relocated into colonies. The remaining will be relocated within a month,” said Vandana Kumar, additional commissioner (health and sanitation). To ensure that containers are cleared regularly and as per schedule, residents now have the option to contact the person responsible directly. Within the next two months, the GHMC will be pasting labels with details at every dumping site. According to officials, this will provide locals an opportunity to directly deal with the people responsible for picking up the garbage. It will also reduce
delay generally observed in various localities. “Whenever garbage accumulates, they can

The decision to shift garbage containers was taken well before preparations for COP-11 started. Officials believe that this is a permanent situation to beautify the roads. As most residents live in lanes and bylanes, the authorities thought it fit to place garbage containers inside localities. “Now all the City roads will look more beautiful, some of which were once perceived as ugly,” added an official. Densely populated zones like Central zone will now engage rickshaws to carry the waste to far-off locations.
Some garbage containers are being places in open government grounds, to counter any opposition from locals. “Recently, around five garbage containers located near Government Printing Press in Khairatabad were shifted and placed near the parking lot opposite People’s Plaza,” said Md Asifuddin, sanitary field assistant. However, some residents are complaining about the unhygienic conditions caused by the relocation. “There will be no issues if the GHMC picks up the garbage regularly. But what if it is delayed by several days, as is the usual situation,”asked a businessman Santhosh Singh, who had resisted a garbage container being shifted to near his house. Similar opposition from residents in many localities has proved to be a hindrance for the GHMC while shifting all the garbage bins within the stipulated time. In addition, some lanes in the City are very narrow, and there is no space to keep garbage containers. The normal frequency at which electricity is transmitted through the Northern grid ranges from 49.5 to 50.2 Hz (cycles/second), at the time of the collapse the grid frequency was 50.46 Hz, a few notches above normal. According to energy experts, overloading could be one of the probable reasons for the grid collapse. Power supply across nine states of north India including Delhi, Haryana, Punjab and Rajasthan has been hit. The northern grid, which caters to about 28 per cent of the country’s population, covers nine states — Punjab, Haryana, Rajasthan, Delhi, Uttar Pradesh, Uttarakhand, Himachal Pradesh, J&K and Chandigarh.

an emergency meeting along with P Sri Rama Rao, director (Grid)/ AP Transco and senior engineers reviewed the latest power supply position and precautions to be taken for maintaining better grid stability in the State. The grid officials informed the meeting that there has been no power blackout in the Southern grid since the September 11, 2001 and it was mainly possible due to enhanced grid discipline along with advanced planning, adequate investments in strengthening the Transmission and Distribution Network and upgrading of the sub stations. f there is one area in the City which has truly progressed in the last two decades, it is West Marredpally. This area, which was once populated mainly by Tamilians, is now considered a cultural melting pot. Over the years, West Marredpally has seen a sea change. The demography and geography of the area has changed in leaps and bounds. But today, citizens dread living in this area, which was once considered one of the best areas to live in. The roads are used more for dumping garbage than to commute. The main road is in a bad shape, but the bylanes are worse. The lanes connecting West Marredpally to Picket and Jubilee bus station had been dug up to lay a bigger drainage pipe earlier this year. However, the roads were not leveled and are now covered with mud and slush. “Last year, we had drainage problems. To solve that, they replaced the drainage pipe with new, wide ones. However, they left the roads dug up and this is causing problems. It’s all slushy and even walking is difficult, forget about driving,” complains Andrew P, an IT professional. Every day, more than four minor accidents are recorded in the area. Since last month, Sushi Jain, an ice-cream shop owner has been keeping a first-aid box in his shop. That is why I opened this hospital,” said Dr Muralidhar, founder of the clinic. This multi-speciality hospital has facilities like ECG, ultra sound, X-Ray, dog dialysis, ICU, 2d eco and a well equipped operation theater. In the last six months, canine patients have only been increasing. Now on an average the clinic gets 30 animals each day. Most Indians pessimistic about job market Europeans were the most pessimistic. WASHINGTON: Most of the world, including India, was pessimistic about the job market last year with 57 per cent of adults saying it was a bad time to find a job, according to a new Gallup survey. Only one-third of the people said it was a good time, the leading US opinion poll organisation said Monday releasing the results of Gallup surveys conducted in 146 countries. Indians were only a little more optimistic than the average adult worldwide with 52 per cent saying it was a bad time and only 36 per cent saying it was a good time. Europeans were the most pessimistic, with 72 per cent saying it was a bad time. Optimism was highest in the Americas, where a still dismal 38 per cent said it was a good time. Incomes here have plummeted since the start of the financial crisis in 2008, especially after international lenders imposed debt repayments on the country two years ago. “My family still pays taxes but very soon we won’t be able to buy what we need,” said Marcos, who plays guitar and appears older than his age. “That’s why we’re careful with what we spend — we have very few possessions.” Nena works 11 hours a day, six days a week to support her son. But although she often runs out of money by the end of each month, she considers herself lucky because her parents send fruit and vegetables from their rural garden. f Ferdinand Magellan revealed the true dimensions of our Earth by circumnavigating it, its true limitations have been revealed to us in the 20th century, said Magellan’s compatriot, the Portuguese Prime Minister José Manuel Barroso. In our time, air and water have become dangerously polluted, and many life forms have disappeared. Ozone layer depletion, the green house effect, melting of the arctic ice, rising sea levels and erratic monsoons have been most worrying. In 1992, the United Nations held its Conference on Environment and Development (UNCED), also known as the Earth Summit, at Rio de Janeiro in Brazil. This watershed event resulted in the famous Rio Declaration on Environment and Development - endorsed by all the nations of the world. A voluntary agreement called the Forest Principles dealing with how forests should be managed and conserved, and another non-binding blueprint for sustainable development in the 21st century called Agenda 21 were released at the Earth Summit.
The Earth Summit at Rio also issued two important Conventions: formal agreements between sovereign states are called Treaties or Conventions. A Convention is drafted under the aegis of an international body like the UN, and is updated through additional Protocols which are the result of further rounds of negotiations. The Framework Convention on Climate Change (UNFCCC) aims to stabilize greenhouse gas concentrations in the atmosphere and has been ratified by 195 countries. There have been further negotiations at meetings of State Parties at Kyoto, Copenhagen, Doha etc. The Convention on Biological Diversity (CBD) aims at conservation of biological diversity, its sustainable use and a fair and equitable sharing of benefits arising from genetic resources. It has been ratified by 193 countries and is governed by a Conference of Parties i.e. all the countries which have ratified the Convention. Its secretariat is in Montreal in Canada. There have been additional Protocols to the CBD: at Cartagena in Colombia where countries agreed on safe handling, transport and use of living modified organisms (LMOs) resulting from modern biotechnology. At Nagoya in Japan, in 2010, another Protocol has been
agreed upon, dealing with a transparent legal framework for ‘Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilization (ABS)’. The next Conference of Parties is now scheduled to be held in Hyderabad in October 2012 and its primary objective is to review the status of the Nagoya protocol and to understand where each country stands in that regard. A Hyderabad Declaration on Biodiversity is likely to be issued. But are Hyderabad and Andhra Pradesh ready for such an important event? Preparing for the Conference of Parties which will bring some 10,000 diplomats to Hyderabad is not the work of the Tourism department alone! And it will not be enough to
improve signages on roads and to handle traffic efficiently which seems to be the main focus of the preparations! What should Hyderabad do to deserve a permanent place in the historic efforts to save our planet? The state which has many environmental issues first needs a modern, scientific, people oriented policy on Biological Diversity and Sustainable Development. It is time for the Bureaucrats and Ministers to wake up to this important responsibility and they could declare it ahead of the Conference of Parties in October. Enlightened citizens should help our policy makers and stakeholders understand that the Earth does not belong to us we belong to the Earth.

Guardian report says there is increasing presence of al-Qaeda in Syria’s civil war. The report says the terror group is on the side of the rebels and helping them with providing assistance in making car bombs and IEDs. One is perplexed about the consequences of the development. The report also says that rebels are gaining in Eastern Syria, thanks to al-Qaeda. But the predominant feeling is one of wariness: if Basher al-Assad falls, what role will the “Strangers”, as they call themselves, play? Will they try to usurp the rebels and take over the reins of Syria, which is a secular state, that shows tolerance for all religions? Christians have been in the government and many of the commanders of the Syrian Army are Christians. Could the terrorists have seen this as the right moment to sneak in and steal the show and bring darkness to Syria? If that be the case, it’s one scourge after another: out goes Assad and in comes Dark Ages. Let’s hope to God that it does not happen.

The fact that he/she wins an award determines that the employee is high on creativity. There should be a dialogue between the manager and the employee. The feedback process is very essential to close the loop of the performance appraisal process. Through this feedback process the individual development areas are drawn out and the training needs are set to be worked upon the next year. The performance management process is the symbol of fairness and objectivity in the organisation. emember that sore feeling in your throat and the trouble you faced each time you tried to swallow? Often a symptom of tonsillitis, inflamed tonsils, the condition can cause a patient quite a bit of discomfort and pain, with even swallowing saliva becoming a challenge, let alone food and water. A few years ago, doctors would have suggested removing the tonsils, in a surgical procedure called tonsillectomy. However, these days, treating the inflammation with medication and avoiding a tonsillectomy, unless it is absolutely necessary, is being advocated.
SYMPTOMS OF TONSILLITIS Some of the most common symptoms of tonsillitis are difficulty swallowing, ear pain, sore throat and headache, tenderness in the jaw and throat etc. A physical exam may reveal that the lymph nodes at the back of the throat are tender to touch or the tonsils are red with white spots on them.

WHAT IS A TONSIL? The tonsils are lymph nodes that are located at the back of the mouth and just above the throat. They normally function as the body’s protection system when it comes to filtering

“While earlier doctors did advise removing the tonsils, these days it is managed with medication. Unless the tonsillitis is so severe that it obstructs the airways, there are repeated attacks and pus formation there is no need for a tonsillectomy,” explains Dr Rambabu. He goes on to add, “In some cases the tonsils may be removed as a treatment for snoring in both adults and children. However, tonsillitis usually gets cured with medication. It may pose some trouble when it comes to breathing or swallowing, but it is only temporary. There is no need to remove it, if it is not causing any other serious problem.”

Down’s syndrome test gets Swiss go-ahead Switzerland has approved a test that involves screening pregnant women’s blood samples to either rule out or confirm the presence of foetal Down’s syndrome. GENEVA: Switzerland has given the green light for prenatal testing for Down’s syndrome, Swiss media reported on Sunday. The controversial test will be available in the country from mid-August following the decision by Swissmedic, the national agency for therapeutic products, Neue Zuercher Zeitung Sonntag reported. The test, developed by life science specialists LifeCodexx, involves screening pregnant women’s blood samples to either rule out or confirm the presence of foetal Down’s syndrome, which is also known as trisomy 21. The German-based firm describes the procedure, marketed as PrenaTest, as a “risk-free alternative to common invasive examination methods such as amniocentesis”. Demand is high in Switzerland from doctors and expectant mothers, the company said. The test will also be marketed in Germany, Austria and Liechtenstein, according to the firm’s website. The development follows an attempt by the international federation of Down’s syndrome organisations to convince the European Court of Human Rights that it should not recognise people’s right to such tests. The federation, grouping 30 associations in 16 countries, said in June that the Strasbourg court must “recognise the human condition and protect the right to life of people with Down’s syndrome and those handicapped”. Down syndrome gets its name from John Langdon Down, the British physician who described the syndrome.Dr Jérôme Lejeune in 1959 identified Down’s Syndrome as a chromosome 21 trisomy . Down syndrome can be identified in a baby at birth, or even before birth by prenatal screening. Down’s syndrome is said to affect five in 10,000 children around the well. This new test is said to help expectant mothers conduct tests in the foetal stage itself.

Forgiving is good for the heart: Study Researchers have found that forgiving others can actually be beneficial for our health.

orgiving others, no matter how badly they may have hurt us, could actually prove to be beneficial for our health, a US study has found. Researchers from the University of California, San Diego, found those people who let go of their anger were less
likely to see spikes in blood pressure, Daily Mail reported. The research has been published in the Journal of Biobehavioural Medicines. During the study, over 200 volunteers were asked to think about the time when a friend offended them. Half of the
group was told to think about how it angered them while the other half was advised to consider it in a more forgiving manner. Both the groups were then distracted for five minutes and then told to rethink about the event in any way they wish to
while the group members were wired up to monitors, observing blood pressure and heart rate. The team, led by Britta Larsen, found the angry group saw the highest increase in BP compared to the forgiving group after the first session. IANS
New strain of E.coli decoded WASHINGTON: Researchers have decoded the deadly 2011 E.coli outbreak in Germany, which killed 54 people and sickened more than 3,800, tracing it to a particularly virulent strain. A team led by Shannon Manning, molecular biologist and epidemiologist at the Michigan State University, suggests a way to potentially tame the killer bug, named as E coli O104:H4, shares some characteristics as other deadly E.coli bacteria, but its combination is novel. They haven’t yet figured out the mechanism it uses, although Manning and her team were able to find the strain’s Achilles heel — its bio-film, the journal Public Library of Science ONE reported. By focusing on the bug’s biofilm, the grouping of many E.coli bacteria that stick to a cell’s surface and grow encased in a selfproduced protective coat, Manning and colleagues were able to determine why it was so deadly. When the bacterium found in Germany forms a biofilm, it begins to make more toxic genes like the Shiga toxin. Increased production of the Shiga toxin is the probable culprit that contributed to so many incidents of kidney damage and death during the 2011 outbreak, Manning said, according to a university statement. “What made the German outbreak so different is that many victims suffering from kidney failure were adults,” she said. “Rather than attacking adults, other types of E.coli that produce Shiga toxins typically damage kidneys of children under 10.” Besides, the incubation period was considerably longer among individuals infected with the German outbreak strain compared to individuals infected with E.coli O157. Manning believes this is because the German strain needs a longer period of time to form a bio-film. IANS

She took a small break from the shooting and went to Delhi and she’ll join the crew soon in Ladakh to complete the rest of the schedule. SUDOKU How to play kakuro Kakuro is a popular game similar to sudoku in some ways. But is also suitably different. The key question: ‘How do you play kakuro?’, well here are the rules of kakuro. The answer: The kakuro grid, unlike in sudoku, can be of any size. It has rows and columns, and dark cells like in a crossword. And, just like in a crossword, some of the dark cells will contain numbers. Some cells will contain two numbers. However, in a crossword the numbers reference clues. In a kakuro, the numbers are all you get! They denote the total of the digits in the row or column referenced by the number. Within each collection of cells — called a run — any of the numbers 1 to 9 may be used but, like sudoku, each number may only be used once. Let’s have an example to explain this concept more clearly: In the image above, which shows a section of a kakuro puzzle, you will see the numbers ‘26’ and ‘14’ in the top row. Look at the 14. This means that the total of the three cells underneath must sum to 14. Therefore 9, 4, 1 could be the answer, or perhaps 7, 4, 3 and so on... So, how do you work out the actual combination? Well, this is done through elimination and cross-referencing. For instance, as you work out the answers for other kakuro clues, this will naturally limit the valid combinations, and hence the answer for this particular run. Note the second cell in row two — it contains two numbers, 30 and 11. The 30 refers to the vertical run underneath the number 30 and the 11 refers to the two cells to the right, horizontally, of the number 11.

But this is also very good. It will certainly boost his morale for the remaining two events,” an elated Narang senior told mediapersons, here today. When someone asked what will he tell his son once he gets a call from London, the proud father replied,”If he calls me, I will congratulate him and tell him to do well in the next two events. He still has two more events left on August 3 and 6 (50m Rifle 3-Position & 50m Rifle prone).
