Republicans add three more names to 2011 ticket By Roslyn Ryan Editor

For those keeping track at home, you can add three more names to the growing list of county residents seeking political office this year. Last Thursday evening, at the regular meeting of the Powhatan Republican Committee, Barry Hodge and David Williams announced their intent to run for seats on the Board of Supervisors in District 3 and District 1 respectively. Also during the meeting, Paul Escobar announced his intent to seek the nominaHodge tion for Treasurer. The three will join previously announced Republicans Jason Moore and Tim Gresham for seats on the Board of Supervisors from District 2 and District 5, Bob Beasley for Commonwealth Attorney, and Debbie Jones for School Board. In a statement released July 21, Hodge took aim at current county leaders for their handling of Powhatan’s finances. “While Powhatan citizens, families, and businesses have been struggling through the Great Recession to make ends meet, the County has increased taxes and spending,” Hodge wrote. “Other localities in the area have cut back spending; recognizing the drastic impact that the Great Recession has had on families and businesses while the County has gone in the other direction. The citizens of Powhatan deserve representatives that will treat the County’s finances the way families and businesses have been forced to deal with their own budgets.”

As Powhatan County continues to grow, county leaders see its role expanding in the Richmond region. “People are starting to realize that they can live in Powhatan and get to the city, get to the museums in downtown very easily,” County Administrator Carolyn Bishop said Wednesday as she led Richmond-area business leaders on a tour of the county. “We do have these lovely places to live … and the businesses are coming with the growth.” The county’s population — 28,046 according to the 2010 census — has grown by more than 25 percent in the past decade and the commercial tax base has increased, Bishop said. That Virginia Lottery ticket matched the first six numbers in the July 16 Win For Life drawing. Now the question is: Who has that ticket? It was bought at Al’s Market Place, 3440 Anderson Highway in Powhatan. The store that sold the winning ticket receives a $10,000 bonus from the Virginia Lottery. The winning numbers were 29-30-32-3839-41 and the Free Ball number was 13.

This is the 34th Win For Life top-prize win in Virginia since the game began in February 2006. Win For Life drawings are held Wednesday and Saturday nights at 11:00. The chances of winning the top prize are 1 in 5,245,786. Other prizes in the game range from $2 to $52,000. The Virginia Lottery generates approximately $1.2 million per day for Virginia’s K12 public schools. Defending champs, the Powhatan Community Church “Lambs� are tied at this point with the Powhatan Knights/ Graceland for the upper division title. The Mennonites are tied with Powhatan Community Church for the lower division title. The teams consist of young and old players, fathers and sons, and families present to cheer them on. Powhatan’s Weaver named winner of 2011 Pamplin Leader Award Christa Weaver is the recipient of the 2011 Pamplin Leader Award at Powhatan High School. The Pamplin Leader is a one-year, $1,000 tuition scholarship to Virginia Tech. It is presented annually to a top student from each public high school in Virginia. CORRECTION In an article in last week’s edition, it was suggested that County Building Official Ralph Shelton was responsible for bringing forward the idea of enforcing the state’s property maintenance ordinance. In fact, Shelton was reporting back to the board after being asked to do some preliminary research on the issue in response to residents’ complaints. Also, in the previous week’s edition, a story on Walmart’s progress in Powhatan stated at one point that the site plan had been approved by Shelton’s office. In fact, the line should have read that his office has approved the building plan. The site plan has yet to be fully approved. We sincerely regret the errors.

This year marks the 150th anniversary of the start of the Civil War. To commemorate this milestone, the Powhatan Today will run a monthly article detailing what is happening in Powhatan, with the two Powhatan units fighting in the same month as one hundred and fifty years ago. These articles will be written as if a reporter is living and experiencing the events first hand, in real time, and as if the correspondent knows nothing of the future. The soldiers mentioned and quotes provided, in the articles, are real. Some of the soldiers have descendants living in Powhatan. This article focuses on the Powhatan Calvary Troop and the Powhatan Rifles as they experience their first taste of combat at the Battle of Manassas and the Battle of Rich Mountain.

the county’s rural character and some of its assets, from facilities for sporting events and special occasions to popular dining destinations and historic treasures. “By the end of the day, you will all want to move here,” Bishop told the group of about two dozen business leaders. At least, she said, they would want to go back. “Powhatan is a friendly place, it is a lovely place, it is a happy place.” The tours are part of the chamber’s efforts to reach out to communities outside of the jurisdictions it has typically served in the past — Henrico, Hanover and Chesterfield counties and Richmond. In May, members toured Goochland

County; last month they visited New Kent County and their next visit will be to Charles City County. Ray Dewey, president of the Powhatan Chamber of Commerce, said he sees the visit as the start of greater collaboration within the region. Robert A. Crum Jr., executive director of the Richmond Regional

Planning District Commission, agrees. He said that as the Richmond business community sees what each county in the region has to offer, it leads to increased regional collaboration, which he said is important for Richmond to be more competitive. “What this highlights is the incredible diversity of our region,” he said.

Joan McDavitt Sisti Joan McDavitt Sisti, 97, of Powhatan, died peacefully at her home, Grassland Farm, on July 20, 2011. Joan was born on May 16, 1914, in Newfoundland, New Jersey, to Ethel Marie Brown and John Frank McDavitt. A direct descendent of Hendrik Braun, she traced her ancestry back to the earliest Dutch settlers in 17th century America. She grew up in New Jersey, New York and Massachusetts and attended Dana Hall School and Smith College. After her father’s untimely death, Joan’s mother remarried and the family moved to Virginia in 1939, when her stepfather, Edward Janney, secured a position as the farm manager at Westover Plantation (now a National Historic Landmark). In the early 1940s, after her mother purchased the property in Powhatan County, Grassland Farm became Joan’s cherished home. After several years living in the north, she returned to Powhatan with her family in 1968. She became Assistant Librarian at the Powhatan High School and a member of the Powhatan School Board in the 1970s. In her retirement, she was an avid gardener, who never missed an opportunity to be outside with her pets. Joan was a devoted daughter, sister, wife, mother and grandmother. She spent many years caring for her elderly mother, who also died at Grassland Farm at the age of 97. She was preceded in death by her brother, John Frank McDavitt. Friends and family remember Joan as a genteel woman who, above all else, radiated good humor, kindness and love. She will be greatly missed and never forgotten. She is survived by her husband, Sebastian Sisti; her son, Peter Sisti and his wife, Crystal Mario, all of Powhatan; and her granddaughter, Ashley Sisti of San Diego, Calif. The family received friends at the Bennett & Barden Funeral Home. At her request, Joan will be laid to rest at her beloved farm in a private service. In lieu of flowers, memorial contributions may be made to the Richmond SPCA. see Obituaries page 7A

When heat is on, let’s look out for each other

I am not particularly ashamed to admit that I don’t know the science behind modern day air conditioners, or the first thing about installing/fixing them. But I am even less ashamed to say that I spent most of last week silently thanking God for those people who do. As I’m sure I don’t have to tell anyone around here, the heat was positively blistering last week in Powhatan and sent many running for cover. People wilted, plants died—all around us were reminders that Mother Nature, when she puts her mind to it, can create one hot mess indeed. Powhatan residents rarely have to be told to look out for one another—it seems to come second nature to so many around here—but it’s still worth mentioning: if you know of a resident who may be struggling to deal with the brutal summer heat, be sure to check in on them and make sure they’re OK. We’ve still got a ways to go until the official end of summer. Let’s get through it together. *** I don’t find too many reasons (or much time) to leave Powhatan these days, but I did manage a quick trip up to Baltimore last week for a mini-vacation. We saw a few ball games (my husband is a die-hard fan of the Red Sox, who were in town to play the Orioles), toured around the city and pretty much tried not to get run down or bowled over by all the things you’re just not used to when you spend most of your time in the country. I won’t say the people weren’t friendly or the food wasn’t good. But as nice as it is to get out and see other places, Powhatan certainly remains a wonderful place to come home to.

L E T T E R S TO T H E E D I TO R Powhatan responders’ bravery did not go unnoticed Dear Editor, During the early evening of July 4 when a strong thunderstorm came through Powhatan, I was hurrying to my home in Lake Shawnee when I came upon a big fallen tree blocking the road. It was getting dark and I could see through the tree branches the headlights of a vehicle on the other side of the tree. A car pulled up behind me and we sat there with the pouring rain, flashes of lightening and roaring thunder overhead. Then through my headlights there appeared a young man in firefighter gear and wearing a company 4 helmet. He came to my door and said he had reported the tree down but it would be awhile before anyone would be there to move it, and if I had anywhere to go I should back up and turn around. Then he walked back to the car behind me. Afterword he went back around to the downed tree to the other side as the car behind me did not back up. As the road was not wide enough for me to turn around, I waited. But not for long because a short time later there appeared in my headlights the firefighter and four young men dressed in tank tops and shorts. They began heaving and pulling and pushing and got the tree off one lane of the road so everyone could drive on. This is an expression of thank you

They’re not Winfield Scott and Robert E. Lee. But 150 years after the start of the Civil War, two Virginians — generals, of sorts — are on opposite sides in another great struggle, this one to free the nation from the shackles of debt. It might seem Mark Warner and Eric Cantor occupy parallel universes, representing in the Senate and House, respectively, the same politically competitive state yet pressing such different solutions. The explanation is, in part, structural. It is rooted, too, in the personalities of the principals; their principles and forces shaping both. Warner, Democratic co-founder of the Gang of Six, urges new taxes to help repair federal finances. Polls suggest that appeals to many voters. Warner, representing more than 8 million, knows a centrist message is the best way to run and win statewide — as he has done twice. Cantor, Republican majority leader, opposes tax increases. In his made-to-order seat — perhaps because of it — tax enmity is acute. Cantor, representing about 800,000, knows that a conservative message is the best way to run and win districtwide — as he has done six times. Demographics are destiny, coloring the Warner-Cantor narratives and how they’re told. Eager to occupy the middle, wherever that is, Warner fuzzes the lines dividing the parties. He does so by selecting as partners on polarizing issues reliably conservative Republicans, these days, Saxby Chambliss of Georgia. But Warner offsets bows to the right with sops to the left, including support of Barack Obama’s health-care and stimulus plans. Determined to dominate the right, because for a Republican that’s where the threats are, Cantor draws the brightest lines. This is particularly the case in D.C., where the speaker-in-waiting defers to teapartiers for whom resistance to taxes is non-negotiable. Not that Cantor is above spending other people’s money. He swore off earmarks, the most visible form of congressional pork, but unsuccessfully scrounged for Obama stimulus dollars for improved rail service from Richmond. For Warner and Cantor, problems present different opportunities. For Warner, because of the luxury of longer terms and the electorate’s short memory, problems can be solved, sometimes with bitter medicine. Occasionally, this boosts public confidence in the elected class. As governor, he raised taxes — breaking a promise not to do so — but only after cutting spending in the first half of a four-year term. As senator, two years into a six-year term, Warner is peddling more castor oil. For Cantor, because of the discomfort of two-year terms, problems can be exploited. Too often, this requires fanning public fears. The result: the House is locked in a perpetual campaign that, in Cantor’s case, is about preserving or expanding the GOP majority — and his viability.

Knights’ Conte picks Virginia Tech By Richard Carrier Contributing Writer

After being pursued by three BCS schools -- the University of Virginia, Virginia Tech and the University of Maryland -- and another handful of FCS programs, Blessed Sacrament Huguenot Academy’s Augie Conte has chosen where he will play football on the next level.

“I really liked the coaching staff, the over-all program and the campus,” he said of his decision to attend Virginia Tech. “It just felt like home to me.” Conte, who is

considering a career in Physical Development, also took a long look at Tech’s educational profile. “They have a really great academic support system. Their emphasis on education was very helpful to me.” The 6-6, 280-pound rising-senior lineman at BSH is a true Cinderella story. Andrew Corbitt, a pitcher for Powhatan American Legion Post 201, stands in the dugout, the Rockwood Park all-dirt infield behind him, flipping a baseball in his mighty right hand. When he greets you, he wraps his fingers around yours and squeezes with all his strength. “I thought he had broken one of the bones in my hand,” assistant coach Wes Garrett said of the first time he shook hands with Corbitt. A rising senior at Powhatan High School, Corbitt has come a great distance with his right hand. But he was born without his left, the result of a condition known as amniotic band syndrome. Nonetheless, he can still pitch, hit and field. With the help of a fiberglass handle that wraps around his bat and an extra pocket sewn on his glove, he mans first base and the outfield and occupies a spot in the lineup. He can even squat behind home plate and call pitches. Bryan Hannum, the coach for Post 201, based out of Powhatan, never considered not keeping Corbitt on the team. He says his game is right on the brink of hitting the next level. Having played at RandolphMacon, Hannum said he thinks Corbitt would make a good Division III pitcher. “Amazing. That’s the only word that describes it,” Garrett said. “It’s amazing to watch the flip of the glove. How does he get rid of the bat? How does he flop the glove over so daggone quick? It’s amazing to watch him. You just go, ‘Oh my God.’ “ But to Corbitt, it’s just natural. It’s the way he’s always played. “Andrew doesn’t want to be remembered as the kid with one hand,” said his father, Rick. “He doesn’t care if you have two hands or three. He just wants to beat you.”

Now baseball is his life, says Tammy, his mother. He takes off only three days a month, maybe. He hits off the tee, throws bullpen sessions whenever possible and sometimes gets his girlfriend, Christina, to throw to him. Abbott retired in 1999 and now works as a motivational speaker, telling his story. How he won the gold medal in the 1988 Olympics. How he’s one of the few baseball players to make his professional debut in the majors. How he threw a no-hitter in Yankee Stadium in 1993. A few years back, Corbitt sent Abbott a letter, and Abbott sent one back, just to tell Corbitt how good of a job he was doing. “I do hear from a lot of kids,” Abbott said. “And it really makes me feel good that people remember my career this long after I’ve been done playing.

He says you can use it to fix just about anything around the house. “It’s a fancy version of duct tape,” he said. “I like to build things and figure out things. That’s just the way I am. Playing baseball for the Yellow Jackets will be the culmination of a lifelong dream for Crone. He grew up playing for Chesterfield Baseball Clubs (CBC) before joining the Richmond Braves travel

Group AA state tournament. Crone blanked York’s explosive offense for five innings in the regional semifinals. While the visiting Falcons eventually rallied to beat Powhatan 3-2 in 11 innings, he showcased the command and variety that made him attractive to Randolph-Macon’s coaches. “He has the ability to pitch and get people out because he can throw three pitches [fastball, curveball, changeup] for strikes,� Conner said.

Like Jolly, Conte will have the luxury of playing for a program with state-of-the-art facilities and a conditioning program that should help him add considerable strength (with weight room work, he already has added 20 pounds to last year’s

roster weight). The possibility of him taking a redshirt season (as many Tech linemen do) has been discussed, but no decision has been reached by either side. Conte thinks it could very well be the correct decision. “I most need to develop my experience, quickness and overall game speed,� he said. It’s the intangibles that Henderson stresses most. “ He’s very competitive, goal-oriented and very driven. He knew he wanted to earn a scholarship and what he would have to accomplish in order to achieve that,� he said. “And he’s strong in the class room

ORDINANCE AMENDMENT TO COUNTY CODE CHAPTER 42 (“ENVIRONMENT”), ARTICLE III (“EROSION AND SEDIMENT CONTROL”) THIS ordinance amendment to the current Powhatan County Erosion and Sediment Control Ordinance (Article III of the County Code Chapter 42) is proposed to: Designate the Erosion and Sediment Control Program Authority which has been added in new Section 42-60, Title, Purpose, and Authority. Re-designate the Plan Approving Authority as the County of Powhatan. Add new definitions to section 42-61, Definitions, which were excluded in the current Ordinance. Allow for exemptions from water flow rate capacities and velocities for stream restoration and stream relocation projects that incorporate natural channel design concepts in accordance with Code of Virginia § 10.1-561. Allow for exemptions from water flow rate capacity and velocity requirements for channels in land-disturbing activities that provide for stormwater management with practices designed in accordance with Code of Virginia § 10.1-561.

AMENDMENT TO THE COMPREHENSIVE PLAN 11-01-CPA. An Ordinance to amend Map 7, Countywide Land Use Plan, and Map 8, Route 60 Corridor East (Special Area Plan) of the 2010 Long-Range Comprehensive Plan. The real question is—how bad are your headlights? The cleaning and restore kits you can get at your local parts store can work very well if your headlights aren’t too far gone. If your problem is just the outer lenses they work great. If the silver reflective material behind the bulb is distorted, then they probably won’t help. I’ve stated before I’ve had very good luck just using some automatic transmission fluid on a clean cloth and wiping over the headlights. However, this procedure has to be redone more often than the kits. If this doesn’t solve your problem, new headlights may be in your near future.
