As the Powhatan County school board addressed a room full of parents and school personnel during a school safety meeting on Jan. 29, their message was clear: officials will do every-
thing they can to protect students – within reason. “While we can’t be prepared for every eventuality, we are doing our best to Meara provide the safest environment possible,” said school superintendent Dr. Margaret S. Meara, after detailing over a dozen steps school officials are taking to help protect students and calm parents’ fears in the wake of last
December’s mass shooting at Connecticut’s Sandy Hook Elementary School. Measures include investing in rolldown shades to use Cole during school lockdowns and reviewing background check procedures. The schools have also taken steps to beef up the presence of law enforcement on the various campuses, offering free lunch to any local law enforcement
officer who comes by during the day. Conversely, Meara noted a few suggestions that school officials had examined but would likely not pursue, including installing bulletproof glass in windows and doors – ruled out due to the expense – and using metal detectors at school entrances, a tactic Meara said could cause significant delays in school start times. When it came to the suggestion of arming teachers, Meara pointed out see Meeting page 3A

When the newly-elected Powhatan County supervisors decided, in early 2012, that the county could no longer afford to have a full time fire chief, it marked one more step in a cost-cutting campaign that would result in several county positions being eliminated or, as in the case of the chief’s position, left vacant. But while county business may continue on without a planning or parks and recreation director, the role of fire chief, at least according to one local volunteer firefighter, should be filled as soon as possible. “I really think that they need to put him back,” said Company

COMMUNITY BRIEFS Annual statewide tornado drill will be held March 12 During the past two years, 62 tornadoes hit Virginia, killing 10 people and injuring more than 200. Some 210 homes were destroyed, and more than 1,050 were damaged. Nearly every part of the state was affected. According to emergency management officials, it is critically important to know what to do when a tornado warning is issued. All Virginians can practice taking cover from tornadoes during the Statewide Tornado Drill, set for 9:45 a.m. on March 12. It is recommended that every home, business, organization, school and college hold a tornado drill. To start the drill March 12, the National Weather Service will send a test tornado warning at 9:45 a.m. This will trigger a tone alert and message on NOAA Weather Radio, which will prompt local radio and TV stations to broadcast a test message. When a tornado warning is issued for your area: • Go immediately to a safe area – usually the lowest level of your home, office or school. • Move to a windowless interior room, closet or hallway. • Take a “drop, cover and hold” position. This means crouch as low as possible to the floor, facing down and covering your head with your hands. Registration for the statewide drill is now open at www.ReadyVirginia.gov.

Powhatan’s popular 4th Friday concert series will be returning in 2013, bringing with it the wonderful music and rollicking good time so many residents enjoyed in years past. The only differences now, according to Powhatan Chamber of Commerce Executive Director Tina Bustos, are in the location – shows will now be held in the Village as opposed to South Creek – and the predictable dates. This year’s events will all still be held on a Friday, just not always the fourth Friday. “In order to keep this event sus-
tainable, flexibility is key when it comes to booking bands,” said Bustos. “Many bands cost more on Friday nights, so we like to keep our options open as far as night of the week and week of the month. Fortunately for us, [event coordinator] Iris Woodson is a fabulous negotiator and is working miracles on that end.” Bustos said the concert series will once again offer family and friends an opportunity to gather together and enjoy music, food and fun. “This is a fabulous opportunity for the Chamber to fulfill the piece of our mission to give back to the community,” said Bustos. “So once again, local charities will receive
part of the gate money and our local businesses will have a chance to promote. This is not a fundraiser for the Chamber, but our goal is to make the event sustainable so we can provide this for the community for many years to come.” The 2013 concert dates are as follows: Friday, April 19 - Casper Friday, May 24 - The Pizazz Band Friday, June 14 - Emma White Friday, Sep 13 - Hotcakes Band Parking will be at the rescue squad lot which is adjacent to the new venue. Chief: Volunteer says fire companies in need of an advocate 1 District Chief Carroll Smith recently, speaking of former Powhatan County Fire Chief Rick Bucher. “Not next year, but right now.” Smith, who recently retired after 43 years with the Richmond Fire Department, said he understands that the county needs to make sound financial decisions, but added that he also hopes county leaders will consider the implications, from a safety standpoint, of having no one overseeing the county’s fire and EMS services. “Anytime you take away from first responders, your taking away from the safety of your residents,” said Smith. The impact of the vacancy has been felt on other levels as well. Without a full-time chief, Smith said, the five
county fire departments have no one to coordinate operations between them and no one to act as an advocate when it comes to issues before the board. Bucher was a unifier, said Smith, and was able to make sure that the needs of the various departments were being met. “Right now, we’re losing all that,” said Smith. Powhatan County Supervisor Carson Tucker, who recently met with Smith to discuss his concerns, said there is little doubt in his mind as to the importance of the position. “It’s not a decision on whether the county needs such a position – that’s not in question,” said Tucker. “It’s strictly an issue of money.” Tucker said he does not know when it might be possible to fill the po-

that the General Assembly is currently looking at the issue and that, in her view, there are pros and cons that will need to be weighed carefully before ever considering that option.
“We can have the safest building in the world, but if there is nothing going on inside the building there is no need to bring the students here.” School Board Chairman Rick Cole Meara also said the school system was being careful about just what information they would share with the public. School floor plans, for example, will not be made available online, despite requests from some parents to do so. “People want us to put the floor plans on the website, but we try to be very careful about how we disseminate this information,” said Meara. “We don’t want to give out information that is just out there for anyone to have.”
While most parents who spoke during last week’s meeting urged school officials to consider tougher security measures – including a suggestion of offering front office staff bullet proof vests – one mother in attendance took her allotted time before the board to make a plea for a more conservative approach. “I have to be honest,” said Jeanne Wade, a mother of two and a former law enforcement officer, “the idea of bringing in things like bullet proof vests scares me … I’m more worried about a tornado wiping out the school than I am about something like what happened in Connecticut happening here.” Wade told board members that she would rather have less security than to have the school turn into a place where children were constantly made to feel afraid. “I don’t want my children to have to live like that,” she said. School Board chairman Rick Cole appeared to agree with Wade. “A school’s primary focus is education,” said Cole, a former teacher and Powhatan High School principal. “We can have the safest building in the world, but if there is nothing going on inside the building there is no need to bring the students here.”

sition, but noted that the county is currently looking at all open positions and attempting to ascertain “how many of them we can fill, in what order, and how fast.” To board chairman Barry Hodge, direction on what action – if any – to take on filling the fire chief’s position will come from new county administrator Pat Weiler, who will officially take over for interim county administrator Elmer Hodge on Feb. 24. “One thing we want to do is to allow her to assess where the county is now, and decide how she wants to rank and prioritize what vacancies we will fill,” said Hodge. Hodge said the board would then take Weiler’s recommendations, assess then in terms of revenue projections, and make the final decision.
At this point, said Hodge, “we need good information to make a good decision, and we should have a lot of answers to these questions as we move closer to March.” As for who might fill the role of fire chief, should the position be reopened, there is at least one person ready to answer the call. Asked last week if he would consider stepping back into the job, Bucher didn’t hesitate: “I’d be glad to,” he said.

grace, a soul generated by love.” “We’re neighbors in the community,” Harris said, “and we would like to have people share in our progress today and throughout the year.” Volunteers assisted in scraping wood, painting windows and organizing materials and equipment in the church’s annex. Many of them said that they would like to come back and help with other projects because they had a good time. A second day of service is planned for the spring.

Contributed report Volunteers from across central Virginia came to St. James Baptist Church on Jan. 19 to participate in a National Day of Service event in tribute of Dr. Martin Luther King, Jr. For many Americans, opportunities to get involved in community service have grown to become a tradition for the official observance of the King holiday, which was first observed as a federal holiday in 1986. In commemoration, Congress passed the King Holiday and Service Act, designating the holiday as a national day of volunteer service in 1994. Runda Harris, a longtime St. James Baptist Church member, helped to organize the “Rebuild Hope” project in an effort to advance the progress of the church’s reconstruction. She said that the day of service is a way for the community to come together for a good cause. “We put the notice out there and had more volunteers than expected,” Harris said, “twenty-five people signed-up. One person even drove more than an hour to get here. We’re so grateful because we need all of the help that we can get to rebuild.” Threatened with collapse after Hurricane Isabel and Tropical Storm Gaston in 2003, the church’s sanctuary was condemned in 2007. Since then, the congregation has been meeting in its cinder-block fellowship hall. Now the exterior walls have been erected and other permits have been approved. Harris said,

Powhatan’s new Pizza Hut hosts grand opening ceremony Powhatan celebrated the grand opening of the county’s first Pizza Hut Jan. 24 with a ribbon cutting at the new Academy Road store. According to Pizza Hut’s Alnese Thomas, the small carry-out only location represents a new direction for the chain, which had previously been known primarily for free-standing stores offering a dine-in option in addition to carry out and delivery.
Powhatan residents, it seems, have been taking notice: general manager Derek Byrd said Thursday that business so far has been booming. The only real complaint so far? The delivery radius, which isn’t nearly big enough to accommodate all the Powhatan residents looking for a hot pizza on their doorstep (management said this will be addressed in the near future). — Roslyn Ryan

Extension office offering kids’ sewing class Contributed report The Powhatan Goochland Extension Office will be offering a basic sewing class for middle and junior high students during the month of March. Youth in grades 5-8 are invited to register for this 4-H afterschool enrichment workshop to be held on the following Wednesdays: March 6, 13, 20, and 27. Participants will learn the basics of sewing and how to use a sewing machine, and will complete a project to take home at the conclusion of the four-week course.
Workshops will take place from 3:15 to 5 p.m. at the Powhatan Village Building. There will be a $20 fee to cover supplies and a snack. The program will be taught by members of the Crazy for Quilters Club of Powhatan. Class size is limited and registration forms can be picked up at the Powhatan Extension Office, 3910 Old Buckingham Road. As winter rages, Powhatan troops struggle to find supplies To mark the 150th anniversary of the start of the Civil War, Powhatan Today will run a monthly article detailing what is happening during the same time period as one hundred and fi fty years ago. These articles are written in real time, the better to experience the facts as readers would have during the war.

Since last month was dedicated to the history of slavery, I will update the actions of the three Powhatan units for January and February this month. The 4th Va. Cav. Reg. spent the last two months picketing the Rappahannock River from US Ford to Banks Ford. Pvt. Lawson Morrissett wrote: “Nothing of interest occurred during January of this year. The regiment encamped on the Plank Road, picketed the Rappahannock, weather disagreeable and no fighting.” The weather, as mentioned by Morrissett, did cause great suffering in the camps. Several snow and ice storms hit the unit causing increased sickness and a decrease in the number of healthy soldiers. The unit has 888 men and officers on its rolls, but can muster only 454 effectives. The 59th Va. Inf. Reg. was ordered to make camp on the Diascund Creek near Diascund Bridge in New Kent and James City Counties. The unit was ordered to erect breastworks to defend the position from land and water attack. They were also required to establish relay stations across New Kent and James City Counties, so information on Federal naval movements could be tracked. The Powhatan Artillery sits in winter quarters at Bowling Green. The unit has been camped there for months, and there ap-
pears to be no immediate need to move. Capt. Dance’s unit has fared better than the Powahtan Troop with regard to sickness, but is suffering a shortage of horse and man power. The Powhatan Artillery has never been at the army recognized full strength of 100 to 125 men. Its strength has fluctuated between 60 and 80 men with a top of 100 men. During the winter, the unit had trouble maintaining supplies for the horses required to pull the artillery, ammunition and other supplies. An inability to provide for the horses will force the unit to remain in camp for the foreseeable future. With the coming of a new fighting season comes a new leader for the Army of the Potomac. Major General Joseph Hooker replaced Maj. Gen. Ambrose Burnside on January 25, 1863. Fighting Joe earned his nickname by accident, but the reputation it denotes by action. Hooker is a West Point graduate who was brevetted in rank three times for valiant service during the MexicanAmerican War. Hooker left the army after the war, moved to California and failed as a farmer. When the current conflict started, Hooker joined the California militia under Henry Halleck. The same Henry Halleck currently serving as commanderand-chief of Union forces. Hooker was passed over for a regular army commission, but after observing the debacle at 1st Manassas, he obtained an audience with Lincoln. Hooker told Lincoln: “It is no vanity in me to say that I am a damned sight better general than any you, sir, had on the field.” Lincoln was impressed and commissioned Hooker as a brigadier general. Hooker commanded a brigade, division and corps before being ele-
vated to command the entire army. Hooker earned his nickname during the Peninsula campaign. A reporter sent a dispatch to New York written: “Fighting – Joe Hooker.” The term fighting was a tag used to identify the story, but was not for publication. The typesetter in New York did not understand that fighting was a tag, so the story went to press as “Fighting Joe Hooker.” Thus Hooker’s nickname, which he hates, was born. It, however, does reflect accurately his method of campaigning. In the Peninsula Campaign, Hooker commanded the 2nd Division of the III Corps. He handled himself well and aggressively sought out key points on battlefields at the Battle of Williamsburg for which he was promoted to major general. Throughout the Seven Days, he chafed under the cautious leadership of McClellan and openly criticized him. The quarrel between the two led to the development of cliques in the Army of the Potomac with upper echelon officers taking sides. Hooker was transferred to Pope’s Army of Virginia for the 2nd Manassas campaign, and at the conclusion of the campaign was promoted to command III Corps, later re-designated I Corps, for the Maryland Campaign. Hooker’s forces fought aggressively at Antietam and he was considered an inspiration to his men receiving a foot wound during the fighting. Upon recovering from his wound, Hooker commanded V Corps. Burnside promoted Hooker to “Grand Division” commander with Hooker controlling both III and V Corps. Hooker derided Burnside for attacking fortified heights at Fredericksburg and the subsequent Mud March. Hooker
described Burnside as a “wretch ... of blundering sacrifice.” Burnside planned to purge Hooker from the army, and drafted an order for presidential approval. He stated that Hooker was “unfit to hold an important commission during a crisis.” But Lincoln removed Burnside. Yankee papers report that Hooker has been working diligently to improve the morale of the Union army. He has improved sanitation standards, the barracks for winter quarters, increased the rations, granted regular furloughs, has obtained the soldiers’ back pay and increased the drill and instruction for all ranks. Hooker has also created the Union’s first independent cavalry corps with Maj. Gen. George Stoneman commanding and a Union intelligence department to organize and analyze military in-

sugar rations have been decreased, there is a shortage of shoes and winter clothing and the men are suffering from scurvy. The army has been divided to help ease logistical problems. Part of Longstreet’s corps, 13,000 men of Hood and Pickett’s divisions, has been sent to Norfolk-Suffolk to check Federal forces on the Peninsula and gather supplies from the North Carolina-Virginia border. This has left General Lee with 60,000 men to confront an army of 133,000 bluecoats. About the only good cheer for the month was a massive snowball fight. Texas and Georgia units started the fight, but it escalated to a division sized engagement involving over 9,000 men. Jason Moore is a Powhatan county supervisor representing District 2.

Gun rights stunt was out of line
Story painted county school as unsafe place for students

If one were to judge solely based on recent news reports, common sense would appear to be in shorter supply these days than ever before. Case in point: A gentleman caught the attention of both shoppers and authorities last week when he walked into a Charlottesville grocery store with a loaded AR-15 rifle over his shoulder, reportedly to make a point about his Second Amendment rights. After terrified customers called 911, police responded to the scene. The man was questioned and allowed to go on his way, since he was not technically violating any laws. The gun was in plain sight, after all, and Virginia law allowed him to carry it into the store. What the man did was well within his rights. It also was stupid, counterproductive and chillingly callous. Let ‘s be clear: our Second Amendment rights should be protected, as should all of our rights, and plenty of credit should be awarded to those who work tirelessly to ensure that we continue to enjoy the protections and freedoms our forefathers laid out at the birth of this great country. But in this day and age, on the heels of a year that saw mass shootings on a scale never before seen, there is simply no place for this kind of “activism.” *** Concerning the sense of security so many of us are so desperately seeking these days, the Powhatan County School Board received a number of suggestions from local parents last week during a workshop on school safety. Reading between the lines of most parents’ suggestions – which included everything from asking the National Guard to patrol the schools to giving bullet proof vests to front office staff – the reality was clear: People are scared. And, sadly, they seem to want the one thing they can’t ever have -- namely a guarantee that nothing bad will ever happen. The prevailing hope among those in attendance seemed to be that – with enough vigilance and enough money – the schools can somehow offer that guarantee. Who could blame them? What parent would not do anything and everything – inside and outside the bounds of reason – to ensure their child was safe from harm? Even so, school officials gently told those in attendance that they are doing all they can, but there needs to be a balance between the resources devoted to safety and those devoted to learning. We applaud the School Board and superintendant Dr. Margaret Meara for taking this stance, and for relaying a difficult message: Schools cannot be turned into de facto prisons and students need not be made to feel that danger is lurking around every corner.
Dear Editor, I would like to inquire about the recent article: “School Safety Remains Topic of Concern,” by Emily Darrell. How much research went into writing this piece other than what was witnessed at the latest school board meeting? Ms. Darrell wrote, “Of Powhatan County’s six public schools, the one that seems to be the cause of most concern is Powhatan Elementary.” The key word in that statement is “seems.” It “seems” that what had the potential of being an informative news article evolved into an editorial based on the fact that Powhatan

We have a new message on the refrigerator after the weather experiences of the past two weeks. It’s a simple message, but heartily endorsed by my three kids. “Think Snow.”
It’s the most anticipated news since Christmas Eve for thousands of local kids as they sit in front of the television and scan the scrolls for updates on school closings. There are few words in the English language that evoke as much joy in a child as “Snow Day.” It’s no different for my three children, and Thursday night, Jan. 24, found them fit to be tied with anticipation of an impending snowstorm. Although the forecast called for only an inch or two, it was more than enough to place them in a frenzy over the possibility of a day off from school, playing in the snow. For me, watching them wait and wonder brought back memories of my childhood and the similar experiences I experienced when waiting for the announcement. Back in the old days, it seldom came early, and officials were stingy with their days off, but the anticipation of the announcement was much the same as it is today, just delivered differently. I recall early mornings at a warm breakfast table with the radio blaring, the announcer updating the latest list of closings. We waited impatiently for the alphabetical order to reach our district. Sometimes it came so late you were already dressed and ready to go, but the redemption was no less exciting. My children immediately hit the computer as much of the snow melted early in the day on Friday, Jan. 25, but they managed to discover a small shaded hill near my condo that was still a solid sheet of snow. We had no sleds, so I thought we would be safe and warm. But you can never underestimate the creativity of a child and they quickly gathered the lids off storage bins in my closet and Jim Ridolphi is a columnist for headed for the slopes. Elementary School had more parental representation at this meeting than any other school in our district. I’m not arguing the concerns that were addressed by parents, however it “seems” that little effort went into collecting information from parents or teachers of other schools. In this report, it “seems” that Powhatan Elementary School has more safety discrepancies when compared to any other school in our county. How many parents, teachers, administrators, and/or safety personnel did Ms. Darrell interview from each school? Was data collected from each school’s safety committee to determine that Powhatan Elementary School is the least safe? As a teacher of Powhatan Elementary School, I am grateful that we have a group of parents who are willing to step forward and voice concerns for the safe-

Kemper Baker Red Ink: Inside the High Stakes Politics of the Federal Budget by David Wessel Well, we have charged up to the fiscal cliff, peered over the brink, and put off our plunge for another day. While we wait, a quick look at what is down there might be of some use or interest. David Wessel, long-time financial observer and journalist, lends a hand. At the end of the day, though, it is still pretty murky at the bottom of the cliff. In Red Ink: Inside the High Stakes Politics of the Federal Budget, Wessel walks us through some of the major budgetary issues we face today. The size of the problems defies comprehension or even imagination, but this little book provides perspective and insight. Other than for their sheer immensity, most big issues are treated pretty much conventionally. The federal budget is depicted as the battle ground where we contest the proper role and scope of federal government. As such, budgetary considerations pervade our society. Readers in one camp might enjoy Paul Ryan’s quip, provided by Wessel, that he, Ryan, “doesn’t want to see government turn the safety net into a hammock.” There are abundant references to amuse those in other camps, as well. The very immensity of these concerns makes organizing and executing the debate nearly impossible. Everyone has a dog in this fight. A 2008 poll by Cornell University revealed that 44 percent of social security recipients and 40 percent of Medicare bensee Book page 9A

Book: One step toward finding some common ground? Agreeing on definition of ‘fair’ Continued from page 8A
eficiaries say “they have not used a government social program.” Yet, social security and Medicare, along with Medicaid and interest on the debt, account for nearly two-thirds of federal government spending, that which is on auto pilot and requires no annual action by the Congress. In fact, twothirds of spending absorbs all of the government’s annual revenues. Remaining spending, the so-called discretionary parts, is financed with debt. As for some specifics, in 2009 Medicare paid for 264,000 hip replacements at $12,000 each. Few of us, I suspect, would consider hip replacements a major government program, and at only a tad over $3,000,000,000 it certainly is not. Keep in mind, though, that from 2004 to 2009 the number of hip replacements grew by 40 percent and the cost of each grew by 60 percent. At such growth rates, pretty soon we are talking real money. One discouraging aspect of this story is our failure to find common ground for discussion. One DC insider, Stan Collender, is quoted to the effect that the average person doesn’t want less government. He just wants it to cost less. Social Security recipients, 44 percent of whom don’t think they have used government social programs, receive about one-fifth of federal spending. Fareed Zakaria writing in the current issue of Foreign Affairs, restates Mr. Collender’s point that “In poll after poll, Americans have voiced their preferences: they want low taxes and lots of government services.” How to resolve that dilemma? Of course, one solution is to give me lots of services and collect lots of taxes from everyone else. Anticipating the 2012 presidential election campaign a Pew poll, cited by Wessel,
found the public’s frustration to be not how much they themselves pay, but rather their impression that wealthy people are not paying their fair share. In December 2011, Pew found that 55 percent of Americans don’t think the tax system is fair. Perhaps we could find common ground by agreeing on a definition of “fair.” My desk dictionary offers 11 definitions for the first homograph, three more for the second, and five homographs altogether. What, indeed, is a “fair” tax system? That, unfortunately, is a question for another day, but if the answer is for me to pay less and everyone else to pay more, we won’t get very far. Wessel’s observes that “…nearly half of Americans sixty-five and older would be below the poverty line if not for social security,” and one quarter of our elderly get 90 percent of their income from the program. He tells of a 73 year-old woman who owns her own home but subsists on $950 per month from social security. She says, “I do wish the government would do a better job of minding their accounts. We poor people have to.” Red Ink also treats a well known, but poorly understood, piece of the puzzle – “tax expenditures.” This is an interesting term and a more interesting concept. “Tax expenditures” allow Congress to do favors without spending money, at least without increasing measured and reported expenditures, though these provisions now amount to some $900 billion per year. The Congress gives away tax breaks -- deductions, exemptions, credits, preferences, etc. Nearly everyone is a beneficiary of one or more of these “expenditures.” Some of them are so deeply embedded in our economy that eliminating them borders on unthinkable -- think exclusion of employer
sponsored health insurance, home mortgage interest deduction, exemption of interest on municipal securities, charitable contributions deduction, …. Of course, the list goes on…, and on. Such provisions are popular with policy makers in part because they have staying power. These “expenditures” don’t require annual appropriation or renewal. They keep going and going until repealed. Along the way, readers will encounter a number of personalities from today’s headlines – Leon Panetta, Rob Portman, Jack Lew, Doug Elmendorff, for instance. Reading the book will save some googling in search of details on key players and appointees. Secretary Panetta, of course, has long and varied experience in Washington, and changes of duty have pushed him, at different times, to different sides of the same issue. Senator Portman sums up the whole matter as being about health care: more beneficiaries, more services, and higher prices. Think 10 years out at recent growth rates to more than 500,000 hip replacements at $30,000 each. That is more than $15 billion and the youngest baby boomers are just turning 50. Is it real money yet? The take away here is that these problems are huge and likely intractable, while the trends are unsustainable. Wessel provides no comfort and avoids speculation on the outcome. What he does, though, is provide a brief, highly readable overview of where we as a country stand, and why, even as we approach the precipice, we are unable to take decisive action. The book has one peculiar feature that may rankle rhetoric purists. There are pages and pages of end notes, but no indication in the text as to where they apply. Each note is associated with a page number, but even in the case of direct quotations there is no
clue in the text that a note applies. The reader must turn to the notes to learn more, and even then might find scarce information on the exact source or circumstances of the quotation or reference. We have to wonder how a journalist came to adopt this feature. And why? Where might we begin to put today’s budget on a sustainable course? In today’s introductory economics classes we spend a good bit of time analyzing the notion of cost. What does something cost? What is its true cost? To get to a piece of the answer, I instruct students as follows: when someone promises or offers you something, you should ask “Instead of what?” Answering that question will get us some way toward establishing the cost of the offer. In the wake of the fiscal cliff debate, Larry Harris wrote in the January 10, 2013 issue of the Wall Street Journal about the hurricane Sandy relief bill. Congress was considering $61 billion in Sandy relief. Instead of What? Harris provides several answers: $194 for each person in the United States, $530 for each household, $69 million for each mile of coastline from Maryland to Maine, 1.6 million full university scholarships, five million years of food for a family of four, one year of 1.1 million policemen, 61,000 miles of resurfaced fivelane urban roads, or 1.97 years of medical research by the National Institutes of Health. We can choose only one, including the Sandy relief. The catch is that we have to agree on which one. He serves on the boards of a commercial bank, a low-income housing tax credit syndicator, a small private university, and the Powhatan YMCA.

Dear Editor, I have seen a dangerous road intersection that should be pointed out to drivers on Three Bridge Road. When approaching the stop sign at Maidens Road (Route 522) from the eastern direction, it is very difficult to
see oncoming vehicles from the North. A driver’s view is sometimes blocked by the window post. You must veer slightly to the right for a better and safer view. There have been servral accidents with people killed, that could have been avoided if this intersection

Indians dominate tournament By Bruce Wells Sports Editor

(170) both earned district titles with technical falls. The title was especially sweet for Tomlinson, a 3rd year varsity, who was injured in last season’s district championships. Noah Green (195), who transferred to the Indians’ program this season from Annandale and senior David Roush round out the list of district champions from Powhatan. Green bested Raejion White of Fluvanna and Roush defeated Western Albemarle’s Donte Henry in the 285-pound final. Last year’s district champion at 138 Rich Chinappi was one of two Indians to fall one win shy of a district title. The other runner-up was Canin Ritz (152). A transfer this season from Discovery Valley-Colorado Springs, Co. Ritz had been a Colorado State qualifier at 160. It all added up to a big victory and a result that will give Powhatan’s wrestlers advantageous seeding for their Region II tournament, which will take place Friday and Saturday at Champe High School in Marshall Va. Matches begin at 1 p.m. on Friday. The next goal on the immediate horizon for the Powhatan Indians is a regional title and beyond that getting wrestlers qualified for state. It may well prove to be a long grind Friday and Saturday.
CROZET – Well it certainly looked familiar. Powhatan High’s wrestling squad picked up Saturday right where it had left off this same time last year by winning the Jefferson District team title at Western Albemarle High School. Winners of seven consecutive Southside championships before switching districts last season the Indians (214.5) had finalists in 12 of 14 weight classes and beat runner-up Louisa (182) by 32.5 points. Fluvanna County (176) WAHS (103), Monticello (87), and Charlottesville (78) round out the field. Powhatan won five individual championships Saturday, while Louisa took home four The victory wasn’t entirely unexpected – Powhatan had swept all five of its district foes in dual matches during the regular season and were the favorites coming into the tournament. As it was, the pre-finals introductions looked like the Indians were competing in a dual match against the rest of the district with all of Powhatan’s squad lined up on one side of the mat. Five Powhatan wrestlers won their weight class Saturday, led by an undefeated Thomas Smith (38-0). The senior rolled through the Team standings 182-pound bracket and overwhelmed MontiPowhatan 200.50, Louisa 182, Fluvanna 176, cello’s Sean Means en route to a victory by Western Albemarle 103, Monticello 87, Charlottechnical fall for his third district champion- tesville 78 ship. PHS girls wrap up regular season this week From Staff Reports The Powhatan High girls basketball team’s quest for momentum in the Jefferson District as they head into the last week of the regular season hit a snag with a loss to Western Albemarle on Jan. 28, but the Indians responded to that minor set-back by starting a mini winning streak. PHS used stifling defense to beat Fluvanna 47-37 last Thursday, improving to 12-6 overall and 5-3 in the district. Sophomore Timesha Morris led a balanced attack with 20 points and also pulled down a team-high eight rebounds in the Indians’ second consecutive victory. Addi Johnson finished with 10 points including a two-pointer at the buzzer to send the game into overtime. Sophomore Rayven Brown added seven points. Powhatan went 2-1 last week, losing to WAHS on Monday in a game that had originally been snowed out, and then beating Charlottesville 46-34 on Tuesday, followed by the win at Fluvanna Morris led the way against Charlottesville with 26 points, 19 rebounds and four blocked shots. the Johnsons (Addi and Montiera) added 8 points.

It’s one thing to participate in two sports in consecutive seasons. It’s yet another thing to flourish in back-to-back campaigns. Powhatan High’s Chris DeLeon deserves two stars by his name; he’s as gifted creating holes on the gridiron as he is filling the hole for PHS hoops. The stout 6-1, 205-pound senior with Brooklyn, N.Y., roots was an All-Jefferson District football offensive guard last fall. This winter, the multi-tasker leads the basketball squad in scoring (15.5) and rebounding (9.1), while also serving as a primary ball handler. “I do all I can,’ he said.
He was second-team All-Jeff as a junior and could move up this go-round. “I like to stay busy and I enjoy the team bonding,” said the athletic son of Damian and Barbara DeLeon of Powhatan’s Dorset Road corridor. DeLeon wears No. 54 for PHS football coach Jim Woodson and No. 4 for hoops coach Steve Washburn. He also tosses the shot and discus during spring track. “I never go home at the final bell,” said DeLeon. “But that’s the way I want it … I really enjoy every sport I’m in … even a little tennis and Ping Pong on the side.” And then there are the unreported pick-up basketball games in the home driveway. It’s not a traditional court.
There are two hoops … but with a fairly steep incline lies between the buckets. “You’re either going uphill or downhill, but we have a lot of fun … lot of family and friends,” he said. “We try and switch directions halfway through.” The DeLeons are cut from an athletic cloth. Chris’ older brother, Michael, was a former standout jump-shooter at Powhatan and now working his way onto the team at Eastern Mennonite. Older sister Jessica, now at University of Virginia, lettered on the Indians’ girls’ team. Then there is younger brother Justin, see DeLeon page 3B

Over her four years of varsity basketball for the Blessed Sacrament Huguenot Knights even a casual observer would have taken note of Katie Clarke’s growth as a player. But having recently reached the rare plateau that only a handful of BSH players achieved; scoring 1000 points, we would likely hang a tag of “scorer” on the 5’9” senior. But although she is a tenacious rebounder and can score off the dribble, in the paint and from three-point distance , Katie defines her greatest skill as a defensive stopper, particularly at the top of the 1-3-1trapping zone the Lady Knights employed this season. “I just love to play defense,” she said. Her development as a basketball player has been one of transition. Her transition from a post player in her freshman and sophomore years to a ball handling guard the last two seasons and the transition involved in three coaching changes with different coaching philosophies in the past three years have been difficult but important in rounding out her skills. “In one case we didn’t know till the last minute ( Coach Kristie Henderson) and the last one ( Coach Luke Bobbitt) we had only two weeks notice. And it was difficult.“ But these different philosophies and the way each coach wanted to use her talents has resulted in a tremendously well rounded player. For example, in a recent game she scored 19 points, pulled down 20 rebounds and had seven steals. Offensively, while she still she will share an occasional three-pointer, her forte is driving to the basket. “I don’t really have that many moves,” she said. “ But I have improved my ball handling skills and become a better shooter, but I still mostly drive. But I really do get mad at myself what I miss wide-open shots.” If she fails to get a defensive steal
Katie will crash the boards and then can often be found snaring the rebound and going coast-to-coast to score or feeding a teammate for a bucket. As a very physical player, Katie had considerable difficulty, particularly in her first two years, staying out of foul trouble. “Playing AAU ball you can be more physical, but I’ve had to adjust, particularly playing away games in the district.” Her current coach, Luke Bobbitt, sees her ability to adjust as a great asset. “She makes coaching easier because you know you can tell her something and she will go and do it. She is a great role model for the younger players and really for the school as a whole. I wish I could of had a few more years to work with Katie because she is a special type player that doesn’t come around every year.” A typical teenager whose favorite food is pizza and loves “to hang out with my friends,” Katie names math as her favorite subject. She intends to pursue “something in the math field,” in college. The University of Dayton is her first choice; “I hope to hear from them this week. I know a lot of people who go there and love it, and we have a lot of family in Ohio. “ What will she miss the most next year? “Playing on the team, ”she stated. This is a significant statement as, despite certain to be named one of the top players in the Virginia Commonwealth Conference and probably earning All-State honors, Katie will end her basketball career at Blessed Sacrament. “I don’t want to play in college,” she said .”I guess I’m just a little burned out.” Family here includes mom and dad and older brother Brian; also a BSH basketball player. But Katie claims there was not much of a sibling rivalry. ”We did play against each other some, but all he could really do was shoot and when I beat him once we stop playing.”

“If I don’t get a scholarship, I’ll definitely try out as a walk-on … in one or both sports,” said DeLeon. There is a stark contrast between PHS’s football and basketball programs. Indians football is a perennial juggernaut while hoops struggle.” Woodson, the long-time Activities Director, explains: “We just don’t get a lot of pure basketball players … most of our basketball players are just good athletes who play the sport in season.” A shining example of that is alltime scorer Shawn Minor (1,187 points). Basketball was arguably Minor’s third best sport after football and track. Minor is now playing football at Charleston University, W. Va. DeLeon has been a cog on three playoff teams on football varsity. Basketball wise, the Indians have hovered below .500. “It’s tough, but you’ve got to overcome it,” said DeLeon of hoops. “We look at each game as a new experience and feel we can beat anyone if we work hard enough.”

DeLeon is a coach’s favorite, as much for his work ethic as raw talent. “Chris is a high character guy … he was always on the same page with the coaches,” said Woodson, noting that DeLeon also played a frisky defensive end. Says Washburn: “He’s got a competitive motor … he gets as much out of his ability as possible.” You wouldn’t be reading this story if Damian DeLeon hadn’t moved his family from the bustling Big Apple to rural the relative calm of central Virginia some 12 years ago. The DeLeons first settled in Goochland before coming to Powhatan about five years back. Away from the athletic arena, DeLeon is a solid student, taking Advanced Placement Government. He has applied to James Madison, University of Richmond, University of Virginia and Christopher Newport.
