Just days after being hailed as a hero for supposedly pulling a man from a burning vehicle, Harley Crawford resigned his position of patrol deputy with the Powhatan County Sheriff’s Office. Crawford, 36, said he worked for the department for 11 years. While on patrol on U.S. 60 in the early morning hours of Sept. 21, Crawford said he received a call for a reckless driver westbound on U.S. 60. “As I got to the intersection of Bell Road and 60 I saw a vehicle on fire and then I noticed it had been in a car accident,� he said. “A person was still in the driver’s seat.� The motor compartment on the Dodge Neon was fully involved, Crawford said, so he used a small fire extinguisher to see Deputy page 2A

VDOT discusses plans for problem intersection By Ben Orcutt News Editor
Nearby Powhatan County residents have known for some time that the intersection of U.S. 522 and Va. 617 is a dangerous area and has been the site of numerous vehicle crashes with some fatal. With the recent opening of Powhatan State Park off Va. 617 (Old River Trail) near the intersection, the need for road and sight improvements has
become even more critical, according to the Virginia Department of Transportation. On Sept. 24, VDOT representatives met with area residents in the auditorium of the Powhatan Village Building to discuss preliminary plans to improve the intersection. According to VDOT, the estimated cost of the project is $3.75 million, with construction expected to begin in early 2017 and completed in about see VDOT page 8A

In the days following the incident, Crawford appeared on local television stations talking about what had occurred and spoke with Powhatan Today as well. However, things quickly took a dramatic turn as the result of an investigation by the Sheriff’s Office and on the night of Sept. 24, Crawford resigned and turned in his badge and gun. On Sept. 25, Powhatan County Sheriff Gregory A. Neal said in a press release that “due

I would really rather go a little further than that, but that’s what I’ve been advised to do.” Crawford could not be reached for comment following his resignation. Pinzon, 21, of the 1400 block of Clarkson Road in Richmond, Molnar said. Online records for Powhatan County General District Court indicate that Pinzon has been charged with DUI, first offense, and operating a motor vehicle without a driver’s license. Both charges are Class 1 misdemeanors. Pinzon is scheduled to go on trial for both offenses at 10:30 a.m. on Nov. 1. Transition Day encourages boys to stick with scouting By Jodi Deal Regional Reporter
On Saturday, Sept. 21, Tommy Justis’s Powhatan property was crawling with 10-year-old boys. More than 120 boys spent their morning scrambling up a climbing tower, zipping down a zip line, sampling cake made in a Dutch oven, crafting gourds into birdhouses and shooting BB guns. The action-packed day was hosted by the Midlothian-based Boy Scout Troop 800. The camp facility on Justis’s property is the troop’s home base, and the activities were part of a district-wide Transition Day, designed to show boys who are nearing the end of Cub Scout activities what they’re in for if they continue with the scouting program. Bill Mulvihill, program chairman for the Huguenot Trail District of Boy Scouts, said that only about 50 to 60 percent of boys make the transition from Cub Scout to Boy Scout nationwide. Often, he said, that’s because Webelos – Cub Scouts who have ascended through the Tiger, Wolf and Bear designations to reach Cub Scouting’s highest rank – are tired of waiting for the “big kid” activities. “We hold this event to try to get their interest – to say, ‘If you wait six months, this is what’s available to you,’ ” Mulvihill said. “We’re all about keeping the boys active.” According to Mike Davis, who coordinates the district-wide event, the turnout Saturday was the biggest in Transition Day’s eight-year history. After all, he said, not every troop has the luxury of having its very own camp. “If you have a facility like this, it makes perfect sense to share,” Davis said. Davis noted that every station at the camp was overseen by a qualified adult, but featured scouts from Troop 800 as instructors, too. Paul Fulghum showed the Webelos what he’s learned in scouts about building a campfire, while Lars-Eric Pierson, Tyler Easton and George Welch helped the youngsters learn about knife sharpening under the watchful eye of adult instructor Gennaro Milo. John Matthews encouraged a Webelo who was having trouble with a bow and arrow at the archery station. At all stations, one message was constant: safety first. performance on the SOLs make graduates more attractive to colleges and universities.” The achievements of PCPS on the SOL tests and the resulting full accreditation rating for all six schools is good news for all county residents, Jones said. “The whole community should be proud of our schools’ performance on

will be about $10,000 and the cost of adding the special election for the District 4 School Board seat will be minimal, Alexander said. “It’s not going to be much of an expense at all,” she said. “We have two voting precincts in District 4 and that’s Powhatan Courthouse [Company 1 Volunteer Fire Department] and Mt. Zion Baptist Church and those are the only two precincts that will have that race on the ballot.” Deadlines for the Feb. 4 District 4 School Board special election are the same as those for the Circuit Court Clerk special election, Alexander said. Candidates for the District 4 School Board seat have to pick up packets
and collect 125 signatures from fellow registered voters in the district. The required paperwork, along with 125 valid signatures, must be filed with her office by 5 p.m. on Dec. 6, Alexander said. As of last week, there were about 3,800 registered voters in District 4 and the deadline to register to vote in the Feb. 4 special School Board election is Jan. 22, she said. “We are expecting a very small turnout,” Alexander said. “We hope there will be a higher turnout in that district because of [the School Board special election]. There will be some people that just come to vote for the School Board office and they won’t vote for the Clerk’s office. That always happens. One man’s trash is another man’s best friend
Kind act helps area teachers

One cold January morning, a tiny puppy, just a few weeks old, was found barely alive near a community swimming pool in far southwestern Virginia. His tiny body was filthy, covered in scabs and nearly hairless. He was so weak he could barely move. One day later, the seizures started as his exhausted organs began to shut down. A few weeks ago, that same dog, plump and covered in a shock of fluffy orange and black fur, soared over an extra tall baby gate at least four times his height in my kitchen, just to be naughty. He is a whirl of energy,

Thanks to a generous donation by a Powhatan County business, teachers at Powhatan Junior High School started off the 2013-2014 better equipped with supplies. This is the kind of act we so appreciate and thoroughly enjoy recognizing. Walmart presented 20 PJHS teachers with $50 gift cards in a gesture that is making the classroom experience more rewarding. The gift cards are part of the national retailer’s Teacher Rewards Program. And there is no group more deserving than our school teachers. What a happy day it was for Powhatan Junior High when the school was randomly selected for the donation. We agree with Kathy Conner, PJHS’s assistant principal, in her assessment of the gift: “It’s a great honor for us, for our teachers. They do give so much and it’s nice that the community’s giving back to them.” But the celebration didn’t end with the presentation of the gift cards. To show the teachers how much they – as well as what they do for their county – are appreciated, the acknowledgement of their efforts included a cake and a gift bag filled with rulers, pencil boxes, tissues, notepads and pens. Giving back comes in many forms. Teachers do so much for our county’s future and a partnership that brings financial assistance to their good works is the icing on the cake. To Powhatan Junior High School’s administration, staff, the recipients of the gift cards and, most of all, the students, we say “Thanks for a job well done and congratulations.”

He loves to snooze on my lap as my husband and I watch television or lie on the back of the couch at the window, watching the world go by. Harry, who was jokingly given that name as a nod to his former hairlessness, makes me smile every day. He didn’t cost me a dime – except a nominal adoption fee – and he’s perfectly adorable, despite not having a prestigious pedigree. What someone threw out like trash is my cherished friend and companion, who luckily bears no scars from the mistreatment he suffered – at least, none we can see.
In Powhatan County, as in communities across the country, tireless volunteers and dedicated employees work day and night to try to find loving homes for dogs just like Harry. It’s a labor of love for those who answer late-night calls about animals in distress, who clean up messes and try to round up supplies to take care of unwanted animals. The Powhatan Animal Shelter always needs support to keep going – from pet supplies and cash to volunteers to lend a helping hand. They also are in constant need of pet “parents” willing to take on a new member of the family and treat them right. My life has been enriched
by my decision to take in Harry and Starbuck, who also was adopted from a rescue organization. Those two little stinkers have helped make my house a home. WOODWORKER RELISHES HIS BELOVED PASTIME By Ben Orcutt News Editor
By gazing at the detailed intricacies of a wooden clock that he finished making recently, you’d be hard-pressed to believe that Powhatan County resident Fred Cole only started working with wood several years ago. The 82-year-old West Virginia native and his wife JoAnn have lived in Powhatan for 15 years. Four or five years ago, his son David, who lives in Kansas, suggested that he take up woodworking and Cole said he discovered early on that he had a natural talent for it. His son sent him some drawings and he was off and running, Cole said. “The first thing I made I guess was a small bird house and then I made these out here,” Cole said of two large bird feeders that reveal his craftsmanship. Mr. Forbes and many of his counterparts in our Congress seem to be quick to condemn along party lines. I don’t remember any concrete plans to fund the wars [or police action] in Iraq or Afghanistan. I have heard some say that it was done
on a credit card. Having children and grandchildren, and having had a father who was a World War II veteran, I enjoy the history of our once great nation’s military endeavors. With Mr. Truman’s order to drop a nuclear bomb to save American lives from the invasion of Japan, our military endeavors around the world have changed greatly, starting with Korea. were rationed – sugar, gas, tires, shoes, and items that were needed for the WAR effort. Yes Virginia has huge military bases, and they really benefit our economy here. But I feel as a whole most Americans aren’t affected by our involvement in these wars/police actions. When the Chinese entered the Korean conflict, our leadership faced a big decision – use our nuclear weapons or fight till it became a stalemate. Since that time we have poured billions in to our military budgets, and killed many of our great American kids and for what benefit? You can go
to Kohl’s or Walmart and buy many items made in Vietnam or China. To all true Americans may I suggest some historical reading. President Eisenhower gave a speech late in his presidency on the military/industrial complex that wanted to control our country. Altman new director of community development Contributed Report
John March Altman Jr. is the new Director of Community Development for Powhatan County, according to a news release issued by County Administrator Patricia A. Weiler. Altman assumed his new post on Sept. 23. A veteran of local government for more than 17
years, Altman has been a senior planner/zoning administrator, director of development and most recently Assistant City Manager for Development for the city of Hopewell. Altman earned an undergraduate degree from Virginia Tech and has a master’s in Urban and Regional Planning from Virginia Commonwealth
University. In addition to serving as project manager for the environmental clean-up of the Exeter Superfund Site, Altman oversaw Hopewell’s downtown revitalization effort, including the design and construction of the downtown library and streetscape enhancements. Altman is a member of the American Planning
Association, the Urban Land Institute and the International City/County Manager’s Association. “March brings to the county experience in all the functions of the Community Development Department,” Weiler said. “He has an outstanding reputation with the development community of Hopewell and will cultivate that relationship with
Powhatan businesses and developers very quickly. March will fill a great void created with the loss of the Planning and Economic Development Directors.” Altman was upbeat about becoming Powhatan’s Director of Community Development. “Powhatan is a beautiful community at a crossroads and I look forward

He followed that up the next year by taking first place in arts and crafts at the State Fair of Virginia with another bird feeder. Cole still has the uncashed $5 check he was awarded from the State Fair behind the framed blue ribbon that he received for first place. “It meant a lot,” Cole said of his success at the State Fair. “That’s what you expect when you take it up there you know to win.” He wanted to enter the wooden clock that he recently finished in this year’s State Fair, but when an official said she couldn’t guarantee that the delicate timepiece would not be damaged, neither one of them thought it was worth the risk, Cole said. The clock took him about three or four months to complete, Cole said. He has a storage shed behind his house where he builds his projects and he said he usually works a few hours a day on them and then there are days that he doesn’t work on them at all. Mrs. Cole, 81, said her
husband is hyperactive and so it’s good that he has a hobby like woodworking. “Oh it’s wonderful,” she said, adding that she’s proud of her husband’s talent. “I asked him to make a cedar chest, but he ignored me,” she said good-naturedly. Cole retired from Bethlehem Steel after working in purchasing and his wife retired from the old C&P Telephone Company. The Coles attend May Memorial Baptist Church in the village of Powhatan and have settled nicely into county life. “Powhatan’s a good community,” Cole said. “It’s quiet, peaceful and friendly.” And it’s a nice place to ply his craft as a master woodworker. “It’s a pastime really,” Cole said, adding that he also enjoys the outdoors and doing yard work, fishing and walking. Cole said he doesn’t have any interest in selling his creations and has only given two items away – a bird feeder to his daughter, Joyce Roberts, and one to his distant
cousin and former neighbor, Janet Woodward. “He’s amazing,” Woodward said. “He is absolutely amazing. His work is beautiful. It’s perfect.” Woodward said she had a planter built around her bird feeder and when family and friends visit her home and see the bird feeder, their reaction is often something like, “’Wow! Will he build me one?’” While he admits that he’s “pretty much” a perfectionist, Cole said he has gotten better at his craft. “Yeah, I feel like you improve at anything that you do,” he said. Cole takes a great deal of pride in his work and it’s satisfaction with the end result that’s most rewarding, he said. “Just to say I made it and by myself and that was it,” he said. Cole’s accomplishments prove the adage that you’re never too old to learn something new. “No you’re not,” he said. “I would like to see it be a safe intersection, but I’m probably going to lose some land and I’m OK with that if it makes it safer,” Goerss said of the proposed changes. Most of the other citizens who spoke at the meeting shared his concern that safety is the top priority. Tom Hawthorne, VDOT administrator for the Richmond District, also attended last week’s meeting. “Tonight is really just the first step,” he said “We want to put a concept out there just for people to react to, get as much comment as we can and then when we go back to start doing survey and environmental and detail design, then we can incorporate as much of this into the design as we can so that when we come back for a public hearing, it’s something that people have already seen and we’ve done hopefully the best we can to build a project that meets everybody’s needs, recognizing that we can’t do everything, but at least we try to incorporate as much as we can into the design of the project.” According to VDOT, a formal public hearing is planned for early 2015. The final decision on the design of the project
will be made by VDOT Chief Engineer Garrett Moore, to whom he reports, Hawthorne said. “What’ll happen is after we have a public hearing, which occurs after we have a complete set of plans and we know we have a final proposal of what we want to do, we’ll incorporate any final changes after the public hearing and then I’ll make a recommendation to the chief engineer to approve or not approve or to approve with certain changes and then he’ll accept or reject or modify my recommendation and approve the project – the design,” Hawthorne said. “It’s at that point in time after he approves the project that we can go start buying right of way.” In the interim, VDOT will consider cutting back a portion of a dirt bank on the west side of U.S. 522, just south of Va. 617 to improve sight distance, pending approval from the property owner and other considerations, Hawthorne said. The project is located in District 5, which is represented on the Board of Supervisors by Carson Tucker, who also serves as vice chairman of the panel. Tucker also attended the informational meeting. Like Goerss, Tucker said the most difficult

However, Tucker said he is confident that VDOT will make the project work. “VDOT is a professional group of folks,” he said. “You saw the way they handled the questions tonight [Sept. 24]. Their prime concern is safety. They understand clearly what the county has asked for….I trust VDOT to do the right thing. They’re going to listen to everybody. We’re going to have more than one of these meetings where people are asked to give their input. So yes I do believe that VDOT is going to listen.” Meaghan O’Brien is the VDOT manager for the project and following last week’s meeting, she said she and a team of some 20 designers will work on development of the design. O’Brien said she thought last week’s meeting went well. “I am very pleased and I appreciate the citizens coming out and having great feedback,” she said. Monticello rushes for 368 yards, defeats Indians 45-19 Mike Schoeffel Sports Writer
Last season, Monticello running back T.J. Tillery led the Mustangs’ stampede when the Indians came to town. A junior at the time, he ended up running for 136 yards and three touchdowns – all in the first half – as the Mustangs galloped past the Indians by a 42-13 final. This year, it was a kid by the name of Kyree Koonce: a 5’9, 190pound ground gainer made of solid
muscle, who gave the Indians’ defense fits the entire evening. The junior ran 14 times for 175 yards and two touchdowns, and caught a screen pass for a 36-yard score, as the Mustangs rolled the Indians 45-19 in a battle of two undefeated Jefferson District teams. The student section – which featured kids with their chests painted black, an official “Powhatan Student Section” sign, and one particularly dedicated fan in an Indians headdress – was in full throat see Stampede page 2B
The Indians had a rough go with it against the undefeated Monticello Mustangs, losing 45-19 in front of a packed home crowd. The running attacks for both teams had big games, with two players from each squad cracking the 100-yard plateau. Even with so many different running backs having big nights, Monticello’s Kyree Koonce stole the show, rushing 13 times for 163 yards and two touchdowns. He also had a 38yard touchdown reception on a screen pass. The Mustangs – Koonce in particular – exposed some weaknesses in the Powhatan defense (namely, tackling ) that will need to be addressed during practice this week. They won’t face a running back as strong or difficult to tackle as Koonce when they travel to Louisa, but still, their tackling must improve if they want to improve their record to 4-1. The offense, on the other hand, looked pretty solid, with L.J. Jackson and Logan Allen breaking the 100-yard barrier. The offensive line was able to get a pretty good push, despite the fact that the Monticello front four had a bit more heft than the Indians. If they can do the same against Louisa, they shouldn’t have a problem getting back on the winning side of things. After a brilliant punt from Logan “Slash” Allen pinned the Mustangs on their own 6-yard line, the Monticello offense pulled off a play that, in retrospect, can be viewed as the catalyst for the offensive exploits they would enjoy for the remainder of the night. On the first play of the drive, quarterback James St. Hill connected with Alex McNair on a fly route down the visitor’s sideline, and McNair proceeded to outlast cornerback Jonathan Caporale in a sprint to the promised land. With McNair standing roughly five inches taller than Capo-
for most of the evening, especially early on, when it looked as though the Indians had a chance of hanging close with the supremely talented visitors from Charlottesville. Following a 36-yard touchdown sprint straight-up-the-gut by Koonce that saw the young stallion power through several ill-fated tackles, Indians’ running back L.J. Jackson broke off a 46-yard touchdown run of his own that tied the game at 7. Jackson was one of four running backs (along with teammate Logan Allen, and Tillery and Koonce from Monticello) that ended the night with over 100 yards rushing. The one play that re-
rale, it was only a matter of time until St. Hill chose to exploit such a glaring mismatch. Perhaps the second pivotal play of the game came on the Indians’ ensuing possession. Cambrun Graham attempted to connect with an open receiver, but his pass was tipped at the line and intercepted by Tillery. A few plays later, Monticello was in the end zone again: a 38-yard screen pass from St. Hill to Koonce (who else). With that score, the Mustangs took a 21-7 lead into the locker room. The seas would only get rougher for the Indians over the next 24 minutes of play. Less than one minute and 10 seconds into the second half,
the venerable Koonce pulled another one of his signature runs – this one right up the gut, per usual, from 27 yards out – 28-7, Mustangs. Two possessions later, Monticello put together a methodical drive that ended with a 1-yard touchdown plunge from St. Hill – 357, Mustangs. The stampede had now garnered a full head of steam. It wasn’t as though the Indians’ potent rushing combination of Allen and Jackson was failing to find holes in the defense. They certainly were: both finished with over 100 yards rushing (Allen had 165, Jackson had 132) and the Indians, as a team, averaged over six yards per carry. It’s just
that Monticello’s twoheaded thoroughbred attack of Tillery and Koonce was doing it a tad bit better, and at a quicker pace. Koonce ended with up with 163 yards– on 13 carries. Tillery finished with 142 on 11 carries. Monticello as a whole ran for 370 yards on 38 carries for an average of almost 10 yards per carry. No matter how good your offensive backfield may be, it’s difficult to win a football game when the opposing team is averaging nearly a first down on every rush. The Mustangs tacked on 10 more points – on a Josh Malm field goal and a Darian Bates run – to give the black and gold an even 45 points. The
Indians would score two touchdowns, the last of which was a 44-yard run by Jackson with less than three minutes left in the game. The Indians missed two extra points on the night, which brought their final point total to a lopsided-looking 19. It’s the Indians first lost of a still-young 2013 campaign. They’ll have a chance to right the ship next week against the Louisa Lions (2-2) in the unfriendly confines of “The Jungle.” Monticello, on the other hand, improves to 4-0 for the second season in a row. They will travel to Charlottesville next Friday to take on a Charlottesville team that lost 14-13 to Louisa last Friday.

Contributed Report On Monday, Sept. 13, Backpacks of Love, Inc. put on the Second Annual Foundry Fall Golf Classic. For the second straight year, the tournament was a rousing success – one that was made all the better by some brisk early-autumn weather. Fifty-six golfers turned out to participate in the tournament for a total of 14 teams. The event ended up raising approximately
$44,000 in total, all of which will go directly to Backpacks of Love. The Anchor Sponsor was Powhatan Community Church which generously donated $10,000 prior to the start of the tournament. “That was huge,” said Brenda Fulcher. “To get them as an anchor sponsor right off the bat made the going much easier.” Next year’s tournament is tentatively scheduled to take place in mid-October. The Indians competed in the Conference 19 tournament on Monday, Sept. 30 in Wiliamsburg, but the results from the match could not be included in this week’s paper because it took place past deadline.
The Indians competed in their final district match of the season on Monday, Sept. 23, and rolled past the competition for another first-place finish. Powhatan shot a collective 302, a full 12 strokes lower than second-place finisher Western Albemarle. On an individual level, Luke Hill was named match-medalist with a score of 72. Current Douglas Freeman head coach Mike Henderson was named the Redskins High School Coach of the Week for the week of Sept. 16. Henderson, who led the BSH Knights to five state championships before taking over the head coaching gig at Douglas Freeman in 2012, received the honor after the Rebels defeated then fifth-ranked Atlee 2414 on Sept. 20. Douglas Freeman (3-0) was ranked fifth in the Times-Dispatch Top 10 poll as of Friday, Sept. 27.

This position is full time, 40 hours per week, and benefit eligible. Duties include supervising building maintenance staff, establishing and ensuring the integrity and validity of a preventative maintenance program, performs and manages preventative maintenance for County HVAC systems, prepares daily maintenance schedules, coordinates electrical and plumbing maintenance and repair, assists Facility Manager with maintenance and capital projects, and other tasks as needed. The preferred candidate will be capable of producing accurate work on a daily basis and will be proficient in Word, Excel and Power Point. Requires High school diploma. Must have skills and knowledge in HVAC typically gained from a three (3) year technical program and have at least 5 years of experience in the HVAC field with EPA certification. Journeyman’s HVAC certification and supervisory experience with work crews and coordination of work in building operations and maintenance preferred. Powhatan County is currently recruiting for the position of Grounds Supervisor for the Powhatan County Department of Public Works. This position is full time, 40 hours per week, and benefit eligible. Duties include supervising grounds maintenance staff, developing schedules for the maintenance of County grounds, athletic fields, and utility facilities, assists with the coordination of construction/renovation of athletic fields, the installation/design/repair of irrigation systems and the implementation of the turf management program, oversees litter/refuse control and portable restrooms, and other tasks as needed. The preferred candidate will be capable of producing accurate work on a daily basis and will be proficient in Word, Excel and Power Point. Requires High school diploma with at least 5 years of experience in grounds and athletic field maintenance. Supervisory experience with work crews and coordination of work in all aspects of maintenance of grounds, repairs and athletic field renovations preferred. Any equivalent combination of education, experience and/or training sufficient to demonstrate the knowledge, skills and abilities is acceptable. Must be able to acquire a Virginia certification in pesticide/herbicide application within one year of employment.
