W.E. Maxey Jr. – one of a kind By Ben Orcutt News Editor

The Courthouse Village area was William E. Maxey Jr.’s domain. It’s where he was born, served as Powhatan County Circuit Court Clerk for more than 56 years and where he died at home on Sunday, Dec. 22, as the clock struck noon. In the days since his passing, those who knew him

best spoke about his dedication as Circuit Court Clerk and his love for Powhatan. “We worked together for over 32 years,” said retired 11th Circuit Court Judge Thomas V. Warren. “He was the consummate clerk.” Maxey was a stickler for accuracy, Warren said. “He was just meticulous in everything that he did,” Warren said. “He always made sure he was in court

on the day court was held from the time he became clerk in the 1950s up until maybe eight years ago when his health every now and then wouldn’t permit it. He was always very careful about not answering a question quickly or commenting quickly. In fact, sometimes you would think maybe he wasn’t going to reply at all and then he would come out with something that was ab-

solutely dead on. He had an uncanny ability to do that.” Maxey was born upstairs over Maxey’s store, which is now the building that houses the Four Seasons Restaurant, Warren said. It was not uncommon for Maxey to arrive at work at 7 a.m. and stay until 8 p.m., Warren said, adding that Maxey would often work on

Daniel LeMaster is on a first-name basis with Santa, whom he visits every year when the Jolly Old Elf stops at the Powhatan County branch of Central Virginia Bank each Christmas season.

While he’s not a name dropper, Powhatan County resident Daniel LeMaster is on a first-name basis with Santa Claus. Daniel, 21, has been seeing Santa at Central Virginia Bank in Powhatan since 1994 and on Dec. 21, Daniel made his annual visit when Santa

stopped at the Powhatan branch this year. “Oh, I love it,” Santa said of seeing Daniel. “Every year I come and see him grow up.” Asked if Daniel had been good this year, Santa replied, “Oh yes, Daniel’s been awesome.” Chris LeMaster, Daniel’s mother, said Daniel tried to visit Santa at a local mall when he was a year old, but it

was too overwhelming. “He was crying,” she said. “He was over stimulated and so we had to go home.” However, when she found out the next year — 1994 — that Santa was going to be at CVB near their home in Powhatan, Mrs. LeMaster thought there wouldn’t be as many people and it would be a more see Season page 5A

Saturday and sometimes on Sunday after church. “He loved the job of clerk and he loved the people of Powhatan,” Warren said. “Bill Maxey was one of my dearest friends.” Gloria Blankenship served as Powhatan County General District Court Clerk for 40 years and also got to know Maxey well. “His door was always open and he was always near the telephone if I needed him on a delicate situation that I knew he would have the answer to,” she said. “He labored over the decision to resign from his office that he had held for so many years. I was with him several days after he called me and told me what he was going to do and I could see the relief in his face and hear the relief in his voice. I did not get to see him on my last visit after he came home from the hospital but could feel the warmth in the home from his dedicated son who seldom ever left his side. I know he will feel the loss, as I will because I lost a buddy and pal, but we rejoice in his peace as he is welcomed into the arms of our Heavenly Father.” Kathryn C. In his resignation statement, Maxey had high praise for Powers and she in turn has great respect for him. “Powhatan County has lost one of the finest men I’ve ever known,” she said. “Having worked for Mr. Maxey for more than 40 years, it’s like we’ve lost a member of our family.” Although their 42year relationship started off a little rocky, Maxey and John F. Rothert grew to become close friends. “I always referred to him as the ‘Chief’ and he’d usually refer to me as ‘Mayor or Big John’ or something like that,” Rothert said. “But I’d always try to go see him on Fridays and between the two of us in the old days as we talk about, probably a decade or more ago, we had our thumb pretty much on the pulse of what was going on. So if he didn’t hear it firsthand, chances are I did and we’d call each other or something like that. But the Chief, he was a very special guy.”

The two of them grew to trust each other implicitly, Rothert said, noting that Maxey trusted him with the renovation of the courthouse in the 1990s “He was an institution,” Rothert said. “I don’t think it’ll ever be excelled in terms of service in the Commonwealth. That job was his life. He did face health difficulties in the waning years. You know people say well he didn’t come to the office very much. Yeah, but he was in the office Saturdays and Sundays enough over the first 50 years to total any time he might have missed in the last two. He was that kind of guy — devoted to every detail of the office.” Maxey was a gentleman too, Rothert said. “He was also a very no-nonsense guy and an astute politician,” Rothert

added. “You don’t stay in office that long without knowing where all the skeletons are buried and which strings to pull when. You don’t transcend an era from Yellow Dog Democrat to Yellow Dog Republican. He always ran as an Independent, but you don’t transcend that without a very adroit sense of the political.” Maxey was appointed Powhatan County Circuit Court Clerk by Judge J. Garland Jefferson on July 1, 1957, to complete an unexpired term. Following completion of the unexpired term, Maxey was elected to seven eight-year terms as Circuit Court Clerk and was six years into his seventh term upon his retirement. Maxey was the longest-serving clerk in state history and is Past President of the Virginia Court Clerks’ Associa-

tion. In 2006, the Supreme Court of Virginia honored Maxey with its Outstanding Career Service Award. In addition to being Circuit Court Clerk, Maxey also served the county in a number of different roles. He was the Board of Supervisors clerk, Commissioner of the Revenue, Director of Civil Defense, Chairman of the Planning Commission, Electoral Board Secretary and Justice of the Peace. Maxey is survived by his wife Joyce; five children, Betsy M. Combs, Chess Dobbins, Tricia D. Flippo, William E. Maxey III and Brenda D. Walton; nine grandchildren and 16 great-grandchildren. Maxey always lived within a short distance of the courthouse, William E. Maxey III said of his father.

“He was a very humble man,” his son added. “He had no ego. He was very even-tempered. Nothing got him very excited one way or the other.” His father didn’t stray far from Powhatan, except overseas for a stint in the military during World War II and rare trips within the state, his son said. According to his son, his father’s integrity was his greatest attribute. “He simply was absolutely honest and upright and all of those things that model citizens are supposed to be and you don’t see a whole lot of these days,” William E. ask for a better sentence.” Wolfe broke into Anderson’s home, attacked her with a meat cleaver, robbed her, set her house on fire, forced her into his vehicle and drove her to a bank where he forced her to withdraw $400 from an ATM machine before dumping her on the side of Midlothian Turnpike near Johnston-Willis Hospital. Anderson suffered a skull fracture, brain bleed, broken right arm, fractured left eye socket and multiple cuts on her body.

Chesterfield man sentenced for sisters’ death, DUI A Chesterfield County man was sentenced in Powhatan County Circuit Court in October to 23 months of incarceration after pleading guilty to charges resulting from a May crash on U.S. 60 in Middleton Powhatan that claimed the lives of three of his sisters. Jerry B. Middleton, 53, of the 3000 block of Holridge St. in Chesterfield, pleaded guilty to three counts of involuntary manslaughter and no contest to one count of driving under the influence, second offense within five years. Judge Paul W. Cella accepted a plea agreement fashioned by Powhatan Commonwealth’s Attorney Robert B. Beasley Jr. and Richmond defense attorney Kevin D. Purnell. Middleton lost his driver’s license for three years and was ordered to pay a $500 fine. Middleton is a former chief deputy with the Richmond Sheriff’s Office. In his evidential summary, Beasley said the crash occurred about 8:30

More than a decade in the making, Powhatan State Park on the Historic James officially opened in July with Virginia Gov. Robert F. “Bob” McDonnell delivering the keynote remarks and presiding over the ribbon cutting ceremony. The land for the roughly 1,570-acre park was acquired by the Department of Conservation and Recreation through a transfer from the Department of Juvenile Justice Services, thereby saving state taxpayers roughly $8 million, according to Powhatan resident Joe Elton, who is the director of state parks. The park is located in the northern part of the county off U.S. 522 along Old River Trail or Va. 617. Plans are in the works for the Virginia Department of Transportation to upgrade the 522617 intersection to access the park.

6. Poe and Timberlake die unexpectedly The September deaths of Vernon M. Poe and James Barksdale “Jimmy” Timberlake were great losses to the residents of Powhatan County. A veteran law enforcement officer, Poe, 67, worked for a number of agencies around the state, the last of which was the

guished career with law enforcement as an administrator and as an investigator.” At the time of his death, Poe was about halfway through his four-year term on the Powhatan County School Board after having been elected in 2011 to represent District 5. Weiler hired as county administrator After a search that went on for slightly more than a year, the Powhatan County Board of Supervisors hired Patricia A. “Pat” Weiler as county administrator in January. She Weiler officially stepped into her new role on Feb. 25. They’ve just been wonderful. They have. They just have been wonderful.� Daniel suffers from developmental disabilities and autistic, his mother said. Although he graduated from Powhatan High School in 2011, he still attends school there because students enrolled in special education can attend public school through the age of 21. Greg LeMaster, Daniel’s father, also appreciates the way that CVB has embraced Daniel

when he visits Santa. “They’ve been accommodating to him and know him by first name when he walks in here,� LeMaster said. CVB employees look forward to Daniel’s visits with Santa, Powhatan branch manager Debbie Ellis said. “Oh we get so excited to see him,� she said. “He’s so enthusiastic. It just makes you smile when he comes in. He’s so excited to see Santa. Santa’s so excited to see him. It really truly is magical.� Daniel says he looks forward to seeing Santa all year, adding that this year, he asked Santa to bring him a “basketball, train, Power Ranger, and Woody [from the movie Toy Story] and a [Christmas] tree.� The LeMasters have

“All her life she’s done nothing but help him. She’s always been there. She’s always stood up for him. She’s always done that and he just like loves her — worships the ground she walks on. We couldn’t have

9. Jones succeeds Meara as superintendent of PCPS Dr. Eric L. Jones succeeded Dr. Margaret S. Meara as superintendent of Powhatan County Public Schools in July after having served as assistant superintendent for secondary instruction for Henrico County Public Jones Schools. As superintendent of PCPS, it was estimated that Jones would oversee a school division of 4,300 students in grades pre-K through 12 and a staff that included 363

Luck Stone withdraws lawsuit Luck Stone Corporation and Powhatan Plaza LLC became free to refile a rezoning request following a unanimous decision by the Powhatan County Board of Supervisors in September to accept Luck’s withdrawal of a pending lawsuit against the county. A December trial date had been set for the lawsuit filed by Luck Stone Corporation against Powhatan County for what the corporation believed was an improper denial of a rezoning request for property Luck owns on the northeast quadrant of U.S. 60 and Luck Stone Road. Based on the resolution adopted by the Board of Supervisors, the county said it believed that a request for dismissal of the lawsuit filed by Powhatan County Attorney Thomas E. Lacheney would have been granted by the court because Powhatan Plaza LLC, to whom Luck Development Partners LLC had deeded its real property, was not a party to the lawsuit, but should have been. But he’s just such a joy because we don’t see it as a burden just because of the way he is. He loves us and he appreciates us and that comes out in everything he does and says so it’s just OK.� “He’s like a 7 or 8year-old in a 21-year-old body,� his father added. LeMaster, 55, is an outreach minister at Graceland Baptist Church.

Powhatan experienced eventful year in 2013 By Ben Orcutt News Editor

Over the past year, Powhatan County residents have witnessed a variety of events ranging from the miracle of life to the sadness of death, as well a number of occurrences within that spectrum that bear reflection. Powhatan native Briana Davis was pregnant and visiting her parents, Matthew and Pamela Davis on May 31 at their Powhatan County home.

During the visit, Briana went into labor and the rescue squad was called. However, before the ambulance could make it to St. Francis Medical Center, the baby started to crown and the ambulance pulled off the side of U.S. 60 near the Virginia Department of Transportation’s facility and emergency personnel successfully delivered the child in the ambulance. In May, tragedy struck when Jerry B. Middleton of Chesterfield County was returning

home from an outing with three of his sisters and ran off U.S. 60 in Powhatan and crashed into a tree, which resulted in the death of his siblings, Shirley M. Smothers, 73; Thelma L. Middleton, 70; and Joan V. Middleton, 62. He was sentenced to 23 months of incarceration after pleading guilty to three counts of involuntary manslaughter and no contest to one count of driving under the influence, second offense within five years. In July, James Lee Wolfe Jr.

of Amelia County was sentenced to life in prison plus 85 years for brutally attacking Mary Lee Anderson in her Powhatan home at night with a meat cleaver and dumping her on the side of the road with injuries that almost claimed her life. In October, Jason Merritt Overbey of Amelia got a step closer to being tried for the slayings of two county men in 2011 – Kenneth William Moore Jr. and Robert Linwood Mann Jr. – when it was determined that he was

competent to stand trial. On a brighter note, Blanton and Debora Gordon are in the final stages of completing a “rustic chic” wedding venue at the site of an old dairy farm in the western Powhatan County, which they hope will become a thriving business and provide lifetime memories for brides and grooms and their families and friends. The show was directed by two local dance teachers, Mindy Wright and Serrah Brod. Brod is the owner of Premiere Dance Studio in Powhatan. Both women teach dance to local students at Premiere, as well as choreograph

for competitions and local performances. Two summers ago, both dance teachers got together and decided to produce and direct a holiday production where proceeds would benefit the Powhatan Christmas Mother. The Powhatan Christmas Mother program has been helping the community since 1967 and its goal is to provide gifts and food to families in need, especially children and the elderly. Both women felt

like this would be a great way to teach their dance students to give back to their community. The whimsical holiday show featured dancing Sugar Plums, Toy Soldiers, Mice, a beautiful Snow Queen and of course a visit by Santa and his Reindeer. Both Wright and Brod agree that they will continue to direct their Holiday show each year, and help support those in need in the community.

1927 and became affiliated with the FFA — Future Farmers of America — in 1928, the first year of its existence. The NFA — New Farmers of America — was the student organization for agriculture students in black segregated high schools in the South from the early 1930s until the two organizations merged in 1965. Dear Editor: The election — clerk of the Circuit Court. We have eight candidates who have covered up our highways and streets with signs. I am sure they are all good citizens — good people with good intentions. But none but perhaps one has any experience. Something is wrong! To qualify you need 125 signatures of registered county voters to run in the election and if elected, look what you get: a job that requires no qualifications; no boss; pick your own hours; you cannot be fired; and you earn $106,000 per year, plus all the fringes. Something is wrong! Let’s all run. If the job is so trivial that anyone can do it, the $106,000 salary should be adjusted to fit the responsibilities. My point is we all have a mentality when it comes to voting for the good ol’ boys or looks good, sounds good, and the party affiliation, never the qualified. Something is wrong! I never have seen a company or corporation hire or promote on these characteristics — with any business it is always job qualification. Government is a business and let’s run it like one. As I stated earlier, they are all good citizens, but only one has experience — Teresa H. Dobbins, whom I will vote for. Let’s be more selective in our candidates. Look at the qualifications only and let’s get away from our good ole’ boys mentality. Qualified people always do a better job and we want and expect the best. Thomas Edward West, 80, of Lake Monticello, died Monday, Dec. 16, 2013, at Lucy Corr Village in Chesterfield. He was born on Nov. 29, 1933, in Powhatan, the son of the late Turman Gaylord and Lillian (Timberlake) West. In addition to his parents, he was preceded in death by two grandchildren, Sarah and Jonathan West. Mr. West was a graduate of Virginia Polytechnic Institute, where he was in the Corps of Cadets and later served in the Army National Guard. He retired as an engi-

Huguenot Trail house fire under investigation Contributed Report Just after 9 p.m. on Dec. 21, volunteer firefighters from companies 4, 1 and 2 responded to a reported house fire in the 2800 Block of Huguenot Trail, according to Pat Schoeffel, assistant chief of the Powhatan Fire Department. Engine 4 was on the district and arrived to find heavy fire coming out of the front of the house and across the

porch. Engine 4’s crew quickly had the fire darkened down and then they advanced hose lines into the house to extinguish additional fire that was inside, Schoeffel said. There were no injuries reported and the Red Cross was not needed, Schoeffel added. The cause of the fire is still being investigated.

Buck: Skinning the deer was a ceremony of male bonding between brothers and their father Continued from page 1B

I hesitated. “Alright,” I sighed. “I’ll be over around 4.” When I got home, my father and brother were still in the woods. In the meantime, I went upstairs and threw on some tarnished rags — an old, puke green flannel and some scrappy Levis — in preparation for the ceremony about to commence. For comedic effect, I stuck on a fake mustache I found in the trunk of my car and Bob Dylanesque wayfarer sunglasses. I was under the carport when my father and brother zoomed up on the four-wheeler, the beast’s carcass — limp and bloodied — resting on the front half of the vehicle. It was a three-pointer, and somehow the entire left side of the rack had been broken off. “You slugged him good,” I may have uttered to my brother. “Nice shot.” The first order of business was to hang the creature’s husk from the carport with straps. My father, a seasoned hunter, did this with relative ease. He had gutted the creature in the woods — save the heart and the lungs — so a prominent footlong gash was visible from his stomach to his ribcage. It was a bit unsettling, especially for a non-hunter such as myself, but it soon became just another bloody part of the scenery: gory,

yes, but necessary. For the next two hours or so, my father, brother and I proceeded with the operation, using two tools essential to every deer-skinning endeavor: the hacksaw and the buck knife. I’ll spare some of the grislier details — and, as you can imagine, there are many grisly details — for those out there who may be queasy-of-stomach. It was a ceremony of male bonding of sorts, my brother and I tentatively feeling our way around the deer while our knowledgeable father offered instructions (“Don’t cut yourself!” was an oft-repeated phrase) and stepped in to help when the situation called for it. By the time the sun had set behind the collection of trees beside our house, we had cleanly removed the hide from the husk. I stored the heart — which was rock-solid and apparently a great meal — in a Ziploc bag and chucked the fake mustache in the trash. Then the three of us, dressed in rags, went inside to enjoy a delicious taco dinner. For a while, everything was really, really good. So what sort of lessons can be taken from my first deer skinning experience? The first is that venison heart, as the pundits claim, really does make for a delectable meal. Marinate that thumper in teriyaki sauce and top it with sautéed mush-

rooms and you’ve got a feast for one you won’t soon forget (I know it may take some serious mental gymnastics to convince yourself to take a bite out of a heart, but trust me, it’s worth it.) The broader philosophical lesson, I suppose, is to never write off something just because it seems foreign or doesn’t appeal to you right away. By refusing to take part

in something solely because it doesn’t neatly assimilate with your sense of self, you are building a wall between yourself and an endless world of possible life-changing experiences. Experiences that may, over time, build upon one another and help you grow into a more complete, well-rounded individual. I will never become the Great White Hunter. I still

have no desire to drag myself out of a warm bed at six a.m. to wander into sub-freezing temperatures on the off-chance a deer will wander across my path. Maybe one day I’ll give it another shot. But, for now, I’m content knowing the basics of skinning a buck — even though it may take some welcomed help from my brother and father to put them into practice.

Rivalry: Event atmosphere was festive and lighthearted with a dash of competitive flair Continued from page 1B

It wasn’t a battle for the James River, per se, but divvying the teams up in such a manner allowed creators to slap the catchy moniker “Big River Rivalry” on their product. That clever selling point seemed to work pretty effectively. The game took place four days before Christmas at Randolph-Macon College in front of an enthusiast group of nearly 3,000 fans. It was technically the first day of winter, but the

weather could not have been less reflective of the season. Cloud cover was non-existent, temperatures rose into the low 70s, and sun warmed the recently installed grassy turf on Day Field. T-shirts were the norm, not the exception. Adding to the fanfare was the Atlee Raiders cheering squad, which was out in full force to rile up the North fans. The Highland Springs marching band did their part as well, supplying the necessary brass instruments and percussion. All in all, the atmo-

game could succeed on a grand level. Though Dowdle, (as well as Blessed Sacrament standouts J.T. Taylor and Tyler Dobrucky) ultimately ended up on the losing end of things, the offensive lineman had the pleasure of sharing a uniform with several players he had suited up against during the regular season — an experience that he cited as the highlight of his Big River experience. “Playing on the same team as a few guys [Hopewell’s Tabyus Taylor and Tyler Smith, Midlothian’s Jay Klein and Carl Courter] that we competed against during the regular season was pretty memorable,” said Dowdle. “Being able to talk about the game and remember going against each other was awesome.” Taylor is easily the most noteworthy of Dowdle’s teammates. In December, he committed to Virginia Tech, and is expected to be a jack-of-alltrades when he suits up for the Hokies. In his final year at the high school level, he finished with 26 touchdowns and 177 yards rushing yards per game in 2013. Despite those gaudy numbers, Dowdle can take pride in the fact that the Indians intercepted Taylor three times in a 30-24 victory over Hopewell on Sept. 13 — a fact he may or may not have brought to Taylor’s attention. Taylor saved his best performance of the season for the packed and

jovial crowd at Day Field, accounting for four touchdowns — two passing, one rushing, and one receiving — while throwing for 173 yards and rushing for 69 more. It was a classic Tabyus Taylor performance. Senior quarterback Bryce Hamilton of Benedictine, who logged a significant amount of time under center for the North squad , watched Taylor rule the day from the opposite sideline. He was impressed by what he saw, just like everyone else. “He was unstoppable today,” said Hamilton. “He’s just an incredible athlete.” Like Dowdle, Hamilton’s most notable takeaway from the Big River experience wasn’t the game itself, but the honor of being surrounded by so many high-level athletes. “To see what some of the great plays these guys make in practice is remarkable,” said Hamilton. “And then, for them to transfer that talent to the game field, is something that I’ll remember for a long time.” Hamilton is an accomplished athlete in his own right. During his senior season with the Cadets, he led the military prep school to the VISAA Division I semifinals, where they fell to the eventual state champions, Liberty Christian Academy. Hamilton has garnered interest from several college football programs in the state of Virginia, but he is currently undecided about his post-graduation plans. While he continues to weigh his options, he can bask in the special memories of his last prep football game. “To come out and have a chance to play one last high school game with some of the best players in the area is something really special,” said Ham-

ilton. “I’m thankful for the opportunity and I won’t soon forget it.” As a parting gift, of sorts, Dowdle, who like Hamilton is planning on continuing his football career at the college level, offered a sentiment that likely encapsulates the thoughts and feelings of many players who competed in a game that may soon become a winter tradition in Central Virginia. PHS graduates making impact at collegiate level Mike Schoeffel Sports Writer

Two recent Powhatan High School alumni are making news at the collegiate level, albeit at two different institutions in two very different sports. Ben Lewis, a 2012 PHS graduate and sophomore at Bridgewater College was named to the VaSID College Division Men’s Soccer AllState second team on Monday, Dec. 9. His 17 points and team-high eight goals helped lead the Eagles to a winning record (5-4-2) in the Old Dominion Athletic Conference (ODAC) and an 8-8-3 overall record. Lewis and his teammates advanced to the quarterfinals of the ODAC tournament where they lost a 2-1 over time heartbreaker to Virginia Wesleyan. In the Wesleyan game, Lewis assisted Patrick Thorton on the game-tying goal in the 86th minute of regulation. However, Wesleyan would score the game-winner in the 90th minute — a 10-yard shot into the right corner of the net

off of a crossing pass from the left by Kyle Fisher. The outcome evened the season series between the two teams, as Bridgewater had defeated Wesleyan 1-0 at home on Oct. 2. Despite the early exit from the postseason, Lewis is starting to build a legacy as one of the premiere players in the ODAC conference. A forward by trade and assignment, Lewis was a consistent presence in the Eagles starting lineup, never going longer than two games without scoring a goal. Between Sept. 14 and Oct. 5, he scored four goals over a six game span. Interestingly enough, all three of his gamewinning goals came on the road — at Guilford on Sept. 28, at Shenandoah on Oct. 16 and at Emory & Henry on Oct 29. His lone two-goal game of the season came during that matchup with Shenandoah back in October. Thomas Smith, a 2013 PHS graduate and freshman at Ferrum College, boasts a 3-3 record (as of Dec. 20) in what is still a season very much in his infancy. Smith has wrestled in

In the Jefferson District meet in February of this year, Smith was one of four Indians wrestlers to win his weight class. The following uses/structures conditionally permitted under R-U with a CUP will now be permitted by right: kennel, private on parcel with minimum lot size of two (2) acres. The following uses/structures permitted by right or with a CUP under R-U will be deleted: group homes (term deleted, not use); non-commercial greenhouses; accessory apartments which exceed 35% of the gross floor area of the single-family dwelling to which it is accessory; and amateur radio towers. The following additional uses/structures will be permitted under R-U by right or with a CUP: telecommunications facility, collocated; fire and EMS stations; community garden; museum (CUP); vocational or trade school (CUP); law enforcement facility (CUP); post office (CUP); and public square or plaza (CUP). Residential Commercial (R-C). The R-C Zoning District provisions will be moved to Sections 83-360, et seq. of the Zoning Ordinance. This amendment sets forth lists and provisions for permitted, conditionally permitted (CUP), accessory and temporary uses and structures within the R-C District. Differences between the current R-C District and the proposed R-C District are noted below. The following uses/structures permitted under R-C will now need a conditional use permit (CUP): two-family dwellings as permitted in R-U; single-family detached dwellings; dwelling units attached as accessory uses to commercial establishments; churches; public utility facilities (major); massage clinics; recreational facilities such as swimming pools, tennis courts, and clubhouses to serve the residences of this district to be preserved and maintained by a homeowners association and/or a conservation easement; parking lots or parking structures (as principal use); and non-profit meeting halls/lodges. The following uses/structures conditionally permitted under R-C with a CUP will now be permitted by right: temporary manufactured home residence while the occupant constructs, rebuilds or remodels a conventional dwelling as a primary residence; temporary family health care structure; and kennel, private on parcel with minimum lot size of two (2) acres. The following uses/structures permitted by right or with a CUP under R-C will be deleted: individual manufactured homes on a single lot; accessory apartments which exceed 35% of the gross floor area of the single-family dwelling to which they are accessory; home based business; group homes (term deleted, not use); bed and breakfast home; radio and communication towers; truck hauling business; and flea market. The following additional uses/structures will be permitted under R-C by right or with a CUP: telecommunications facility, collocated; community center; post office; community garden; animal grooming; veterinary clinic; specialty eating or drinking establishment; auditorium or stage theater; country club; art, crafts, music, dance, photography, or martial arts studio/school; farmers’ market; dwelling, multifamily (CUP); dwelling, townhouse (CUP); assisted living facility (CUP); continuing care retirement community (CUP); hospice facility (CUP); rooming or boarding house (CUP); medical or dental clinic (CUP); medical or dental lab (CUP); medical treatment facility (CUP); nursing home (CUP); cemetery (CUP); public square or plaza (CUP); halfway house (CUP); homeless shelter (CUP); shelter for victims of domestic abuse (CUP); automotive painting or body shop (CUP); automotive repair and servicing (CUP); automotive wrecker service (CUP); car wash or auto detailing (CUP); taxi or limousine service facility (CUP); tire sales and mounting (CUP); hotel or motel (CUP); and recycling drop-off center (CUP). General Commercial (C). The C Zoning District provisions will be moved to Sections 83-380, et seq. of the Zoning Ordinance. INSTALLATION & MAINTENANCE BUILDING SUPERVISOR TECHNICIAN (HVAC) Powhatan County Department of Public Works Grade 12 Salary Range $39,042- $48,000 Powhatan County is currently recruiting for the position of Building Supervisor Technician (HVAC) for the Powhatan County Department of Public Works. This position is full time, 40 hours per week, and benefit eligible. Duties include supervising building maintenance staff, establishing and ensuring the integrity and validity of a preventative maintenance program, performs and manages preventative maintenance for County HVAC systems, prepares daily maintenance schedules, coordinates electrical and plumbing maintenance and repair, assists Facility Manager with maintenance and capital projects, and other tasks as needed. The preferred candidate will be capable of producing accurate work on a daily basis and will be proficient in Word, Excel and Power Point. Requires High school diploma. Must have skills and knowledge in HVAC typically gained from a three (3) year technical program and have at least 5 years of experience in the HVAC field with EPA certification. The Powhatan Sheriff’s Office is currently accepting applications for the position of Deputy Sheriff at an annual starting salary of $34,523, plus benefits, for applicants with no experience or training. Law enforcement experience or degree preferred, but not required. The Powhatan Sheriff’s Office is a full service Sheriff’s Office and applicants must be willing to accept assignment in any office division: Patrol, School Resource, Civil Process and Courtroom Security, Investigations, and Animal Control. Applicants must submit to a full background investigation including, but not limited to, a criminal history, DMV check, etc. All appointees of the Sheriff are subject to random drug testing. Applicants must be at least 21 years of age, a high school graduate or equivalent, possess good moral character, be in good physical condition, and pass a physical and psychological exam. HEALTHCARE Monacan Services Supervisor: This position will supervise the provision of day support services to adults with intellectual disabilities. Position works under the supervision of the Director of Community Supports. Salary $47,006 - $49,145. Masters or Bachelors in human services preferred. QMRP required. The following uses/structures permitted under CHSC-1 will now need a conditional use permit (CUP): museums; churches; and utility uses, major. There are no uses/structures conditionally permitted under CHSC-1 with a CUP that will now be permitted by right. The following uses/structures permitted by right or with a CUP under CHSC-1 will be deleted: duplexes, semi-detached dwellings; home occupation; group homes (term deleted, not use); bed and breakfast home; multi-family dwellings; more than one (1) dwelling unit provided that the minimum size per dwelling unit for the district is met; accessory apartments which exceed 35% of the gross floor area of the singlefamily dwelling to which they are accessory; parking lots or parking structures (as a principal use); self-service storage facilities; recreation facility, commercial indoor; recreation facility, public; and recreation facility, nonprofit. The following additional uses/structures will be permitted under CHSC by right or with a CUP: community center; private school; vocational or trade school; courthouse facility; fire or EMS station; law enforcement facility; post office; nursing home; community garden; brewpub; specialty eating or drinking establishment; contractor’s office; motion picture theater; art, crafts, music, dance, photography, or martial arts studio/school; convenience store; farmers’ market; lawn care, pool, or pest control service; hotel or motel; recycling drop-off center; medical treatment facility (CUP); public square or plaza (CUP); halfway house (CUP); homeless shelter (CUP); shelter for victims of domestic abuse (CUP); conference or training center (CUP); auditorium or stage theater (CUP); and tattoo or body piercing establishment (CUP). Route 711 Village Service Area Overlay. The Route 711 Village Service Area Overlay District will be re-designated as the Route 711 Village Special Area Plan Overlay (711 VSAPO) District. The provisions of the overlay district will be moved to Sections 83-330, et seq. of the Zoning Ordinance. The amendment eliminates the list of prohibited uses; amends the boundaries of the overlay district to coincide with the boundaries set in the Comprehensive Plan; and divides the provisions for front yard setbacks along Route 711, into two provisions (east and west of Bernards Creek). This amendment does not affect the underlying base districts. Historic Overlay (H). The H Overlay District provisions will be moved to Sections 83-410, et seq. of the Zoning Ordinance, with no deletion of provisions. This amendment expands upon the current provisions by setting forth detailed provisions for the procedures and criteria for reclassification of land into a Historic Overlay District. Floodplain Overlay (FP). The FP Overlay District provisions will be moved to Sections 83-420, et seq. of the Zoning Ordinance with the following amendments: Provisions for Standards for Approximated Floodplain have been enhanced Under the provisions for variances, consistent with the Model Floodplain Ordinance, Planning Commission is replaced with Board of Zoning Appeals as the entity to which appeals are made. 2.

AN ORDINANCE AMENDING AND RE-ENACTING PROVISIONS CONTAINED IN ARTICLE 24, CONDITIONAL ZONING, OF THE ZONING ORDINANCE OF THE COUNTY OF POWHATAN, RELATED TO THE ACCEPTANCE OF VOLUNTARY PROFFERS AS PART OF A CONDITIONAL ZONING OF A PROPERTY, IN ACCORDANCE WITH THE PROVISIONS OF §15.22303 OF THE CODE OF VIRIGNIA, INSTEAD OF §15.2-2298 OF THE CODE OF VIRIGNIA, WHICH THE COUNTY CURRENTLY UTILIZES.

AN ORDINANCE AMENDING AND RE-ENACTING PROVISIONS CONTAINED IN SECTION 83-521, DEFINITIONS, OF ARTICLE XI, DEFINITIONS, OF THE ZONING ORDINANCE OF THE COUNTY OF POWHATAN, TO DEFINE “ACCESSORY DWELLING UNIT,” “COUNTRY INN,” AND “FORESTRY AND LOGGING,” AND “CONSERVATON EASEMENT.”

AN ORDINANCE AMENDING AND REENACTING PROVISIONS CONTAINED IN SECTION 83-485, FARMLAND COMPATIBILITY STANDARDS, OF ARTICLE VIII, DEVELOPMENT STANDARDS, OF THE ZONING ORDINANCE OF THE COUNTY OF POWHATAN, TO ELIMINATE THE AGRICULTURAL BUFFER REqUIREMENT IN THE ROUTE 60 EAST, COURTHOUSE VILLAGE AND 711 VILLAGE SPECIAL AREA PLAN AREAS, AS DESIGNATED BY THE COMPREHENSIVE LAND USE PLAN
