t’s important to consider the needs of others. And, a mission group from the Powhatan Christian Church has been doing just that since it began traveling to Belize to provide much-needed help

to inhabitants of that foreign country. The group’s desire to provide assistance abroad is the motivation behind the second annual Spring Extravaganza that will be held on Saturday, May 10. The celebration is scheduled from 10 a.m. to 4 p.m. at the Powhatan

Christian Church’s Powhatan Campus at 4480 Anderson Highway in Powhatan. Proceeds from the event will help to fund the Belize Mission Team’s upcoming excursion. Powhatan Christian Church has two other locations: one in Midlothian

and one in Bremo Bluff. Members of each campus will participate in the mission trip. Tim Dickson, the team leader and the Spring Extravaganza’s organizer, said the Belize Mission Team has been visiting the country since 2007. see MISSION page 4A

ays from a possible vote by the Powhatan County Board of Supervisors on ending the school division’s controversial Supplemental Retirement Program, District 3 supervisor Barry Hodge issued a statement to the media stating his consternation over attempts to obtain documents on the program. Debate has been ongoing for months about the program’s fiscal stability and the transparency with which it has been administered since it was created nearly 20 years ago. The Board of Supervisors was considering the matter at a Monday, May 5 meeting that was ongoing at press time. In a press release dated Thursday, May 1, Hodge wrote that Powhatan County Public Schools has been “less than forthcoming” when asked for audits, correspondence and other documents associated with the program. Hodge made a verbal request under the Virginia Freedom of Information Act for more information during an April 21 Board of Supervisors meeting, then made that request in writing the next day. Specifically, Hodge called for documents outlining the plan and any amendments or changes to the program since it began, documents on a trust fund from which participants in the plan are paid and any changes to that fund, all Internal Revenue Service documents regarding the plan, all correspondence with third parties about the plan or

The Board of Supervisor-School Board Dinner is one of 15 sessions that informs, educates and enlightens interested citizens about issues facing the county in order to foster citizenship involvement in making Powhatan an even more desirable place to live, work and enjoy life. She was preceded in death by her husband of 72 years, Howard John Arthur; grandson, Howard Arthur Jr.; twin sister, Lola Gentry. She is survived by her children, Arthur Howard R. Arthur Sr. (Nancy) of Farmville, James R. Arthur (Lois) of Columbia, Donald L. James Brown BROWN, James William “James Bebbs,� of Richmond, departed this life April 22, 2014 at his home in Midlothian after an extended illness. He was born in Powhatan on February 19, 1932. James proudly served in the United States Air Force, where Brown he was honorably discharged, holding the position of Sergeant, in November 1952 due to a physical disability. Upon returning to Virginia to visit his mother in the hospital, James met and fell in love with nursing intern, Emma Jane Ferebee. They eventually moved to Brooklyn, N.Y., and on June 14, 1957, the two were married, forming the unbreakable and united front of Mr. and Mrs. James and Jane Brown. Determined to be the strong provider he believed he should and to secure his family’s future, James founded Brown’s Maintenance Service. With his keen sense of business and unwavering work ethic, his company became a tremendous success and one of the industry leaders in the New York market for almost 40 years. James’ two greatest goals in life were to become a successful business man and devoted husband and father. On January 4, 1963 and July 22, 1967, his dreams of becoming a family man were complete, with the birth of his two sons, James Jr. and Joseph Andrew. Above all of his accomplishments, James loved and adored his family. On August 13, 1993, James lost his beloved wife, Jane. And in 1998 he hung up his work boots for retirement, returning to his home of Richmond, where he remained until his passing. James was preceded in death by his wife of 36 years, Jane Ferebee Brown; mother, Susie Robinson; father, Peyton Harris; stepfather, Julian Robinson; adopted mother, Lelia Bebbs; adopted father, Joseph Bebbs.

He is survived by his two sons, James William Brown Jr. and Joseph Andrew Brown; grandson, Julian Anthony Brown; brother, Daniel Robinson; cousin, Geraldine Brown; his favorite and devoted niece, Della Scott; nephew, Paul Jones; sister-inlaw, Rosie Harris; daughter-in-law, Jeannine Borzello Brown; goddaughter, Lesa Marie Wiggs; lifelong friend, latter day companion and partner in crime, Evelyn Tucker; along with numerous other nieces, nephews, cousins and friends. Remains rested at Mimms Funeral Home, 1827 Hull St., where funeral services were held on April 30. Rev. Ronald C. Taylor officiated. Interment will be in Queens, N.Y.

Roland Bourne BOURNE, Roland L., 80, of West Point, Va., passed away April 27, 2014. He was a Navy veteran of the Korean conflict and retired from Chesapeake Corporation as a paper mill assistant superintendent. Roland was preceded in death by his wife, Christine; his parents, Clarence Bourne and Cora Lee Johns; and a brother, Sonny Bourne. He is survived by his children and their spouses, Patsy and Steve Ogg, Dr. Belinda and W.E. Hooper, Vicky and Rick Reid, Ricky and Mary Bourne and Timothy and Crystal Bourne; a sister, Margaret Jackson; a brother, Leo Bourne; eight grandchildren and 11 great-grandchildren. A memorial service was held on April 29 at First Baptist Church, 414 Main St., West Point, Va. 23181. MELUSO, Angelo P. “Chubby,� 94, of Powhatan, a WWII veteran, member of Knights of Columbus and a beloved member of St. John Neumann Catholic Church, passed away May 7, 2014. He is survived by his daughters, Joanne D’Esposito (Anthony), Annette Caughorn; son, Thomas Meluso (Lori Kanaly); five grandchildren, Susan, Mike, Kevin, Devin, Nicole and six great-grandchildren. trust, and all audit documents — all since the plan’s inception in 1996. Dr. Eric Jones, superintendent of schools, initially responded to Hodge by email on Monday, April 28, telling him that the request would require more than $200 in staff time to complete, noting that if more documents exist, they are likely located in “scores of boxes in our attic that have been stored haphazardly for years.� Jones also asked Hodge to provide more clarification for his request to be provided with all correspondence with third parties regarding the plan or trust fund. Hodge replied on May 1, asking for a cost estimate. Under the Virginia Freedom of Information Act, public bodies like the school division must provide public information when it is requested, but can charge for employees’ time and other costs associated with producing the information, including the paper and toner required for copies. In his statement to media, Hodge wrote that the school division has rolled more than $4 million in taxpayer money into the Supplemental Retirement Program, then added, “The schools now want at least $200 more from Powhatan County taxpayers to provide documents that Powhatan’s elected representatives should have already been given.� On Friday, May 2, Jones responded to Hodge and told him that, according to school division estimates, producing all of the requested documents will cost $4,100 in staff time and copying costs. Reached for comment on Friday, Jones said the school division has supplied every document officially requested by the county administrator on behalf of the Board of Supervisors. “This request was a new request for new information or further information from what we had already turned over,� Jones said. “It was Mr. Hodge who filed a FOIA request, which he’s entitled to do, but he filed it as an individual citizen,� he added. Jones said that fulfilling the request could require not only thousands of pages of documents, but also would require staff to examine those documents and redact any personal financial information relating to specific employees. “We’re talking potentially hundreds of hours of manpower to fulfill this request,� Jones said. County administrator Pat Weiler clarified Friday that the request was not an official request from the board of supervisors, nor was the press release sent on the board’s behalf. On Friday, Board of Supervisors chairman Carson Tucker pointed out that the full board had not yet taken a vote on the program. That said, Tucker said there are several issues that need to be addressed in what he termed the “SRP imbroglio� — not only the fiscal questions about the plan, but also fairness to employees who had been planning to retire under the plan in the next year or two. “The third issue, and one we don’t seem to be considering in our deliberations, is the damage we are doing to our community,� Tucker said, adding that he is concerned the heated debate is hurting the county’s image and possibly even its attractiveness to businesses or residents who may be thinking of locating here. “The relationship between the two elected boards is now so fraught with animosity and suspicion that it substantively distracts us from a core function of government — namely, the education of our youth to prepare them for productive and fulfilled lives,� Tucker said. He added that it’s time the boards make a decision and move on. School Board chairman Rick Cole said, as he understands it, the school division has provided everything the board of supervisors has officially requested.

the time, and he can eat at the table with the rest of his family.” According to Dickson, the Spring Extravaganza was a natural fit for the Powhatan Christian Church since reaching children in the local community is one of its ongoing aims. “We tried to think out of the box a little bit and involve the community because that’s what PCC is about: reaching people, making them feel comfortable and accepted,” Dickson said. “It’s a way to get the community involved in what we’ve got going on.” Broken Road Farms will provide a petting zoo and pony rides, and Jump Masters Moon Bounce Rentals will bring in inflatables. Carnival food and games will be available, and adults can visit an assortment of crafters and vendors. The Spring Extravaganza is expected to be a fun day that will help the Belize Mission Team to continue its benevolent efforts. Registration for crafters and vendors is $40. “That was the first international mission trip for our church, and we have a partnership there,” Dickson said. “We built a church there called Calvary Baptist Church, and we also built the first Christian youth center there.” The team will visit Belize City from Saturday, July 12, through Monday, July 21. “When we go down, we do a lot of cinderblock work and roofing,” Dickson said. “The youth center is still under construction, and part of the mission trip will be spent doing that.” “We will also hold a Vacation Bible School during the day with the kids and do light construction in the neighborhood, such as painting houses and so forth. And, we’re trying to put a metal roof on the parsonage for the pastor because termites have eaten away at much of the roof that’s currently on there.” Dickson said the group will host an evening ministry for adults and teenagers and a street party for the neighborhood. He also said his team members will visit a Mayan village in San Ramon. During their visit, the team members will stay at a secured compound

called Black Orchid just outside of Belize City. That’s because, as Dickson explained, the area that it plans to visit is generally considered unsafe. At the same time, it’s a community that needs as much outside assistance as it can get. “We work mainly in Belize City on Crawl Road, which is one of the worst drug-infested and

“Every piece of information this School Board has had, we have shared with them,� Cole said. “I thought the line of communication between the county administrator and Dr. Jones had been very open,� Cole said, adding that he was “shocked and surprised� by the suggestion that anything had been withheld. “The majority of both boards wants to move forward,� Cole said. “In the greater scheme of things, is this the best way for us to be spending our time? That’s time, I think, our staff could be spending doing something more productive for kids.�

of the groups that have benefitted from funds raised during previous Virginia Hops and Barley Festivals. “Well, it’s the biggest fundraiser that we do, and this is, by far, the largest,� Napier said. “We raise money for local charities in Powhatan and the surrounding area.� “And, we raised $35,000 from all of our fundraisers. So, the whole thing is about giving back to the community.� About 2,500 attendees participated in 2013’s event. And, Napier said he expects nearly 4,000 people to visit this year’s festival. But, rather than spotlighting major beer brands, the upcoming Virginia Hops and Barley Festival will showcase the efforts of 30 different micro-breweries. The Rotary Club of Powhatan has teamed up with Brown Distributing Company to attract even more beer producers to this year’s affair. According to Napier,

(SRP), which was started in 1996 but altered in 2002 to remove maximum age cut-offs, employees who have served a minimum number of years with the school division and are nearing retirement can opt to work one more year for a portion of their salary, either 25 or 35 percent, with the rest of their earnings for that year placed in a special trust fund. After that year, the employee retires, but continues to receive payments for 25 to 35 percent of their salary for five to seven years. By the end of an employee’s years in the program, they receive a total of 175 percent of the salary they would have earned for working one year. A total of 70 employees have participated in the program since its inception. Right now, three employees who have enrolled in the program are working their final year in schools

and will enter retirement with payments from the trust fund in July, joining 34 employees who have retired and are still receiving payments. The Board of Supervisors has been considering two options to end the program. One option would immediately close the program to new participants, ending it completely once the retirees already participating receive their remaining payments from the trust fund. A second option would keep the program open for one more year, allowing 17 employees who currently qualify to participate to opt in by June 30, 2015, then end the program once all participants are paid out. Although the School Board hasn’t taken a vote on the matter, the majority of that board has agreed to phase the program out after the 17 eligible employees are given the opportunity to participate.

And, since we already have Festival of the Grape in Powhatan, we didn’t want to compete with the [Powhatan] Chamber of Commerce, so we decided to focus our festival on different types of beers instead.� Although samplings are included with general admission, full-sized pours will be available for $5 each. And, fun features such as a kids’ area make it an event the whole family can attend. Napier also mentioned that craft and food vendors

will be on hand with wares that visitors can purchase. Bands such as Southern Tide, The Wrest with Pat O’Brien, The Deloreans and Everwilde will provide live music for festival-goers. When asked why local residents should take part in this year’s Virginia Hops and Barley Festival, Napier said it’s because it’s a fun time that benefits local charitable organizations. “We had some not-sogreat weather last year, but everybody had a great time in spite of the weather,� Napier said. “And, this year, we’ve got more vendors and more breweries.� “So, the biggest thing is for them to come out and support the Rotary Club because all of our money goes back to local charities. In other words, you can help the community and have fun at the same time.� On the day of the event, tickets will be $25 at the gate. VIP tickets are available for $50 while supplies last. Contributed Report Saturday, April 5, was spring cleaning for Powhatan County residents as an Amnesty Day Recycling Event offered the community an opportunity to recycle items free of charge. Totals collected for the day included: 921 vehicle tires, 235 electronics and 86 appliances. Paper shredding also was made available and 65 individuals took advantage of this option. The annual event is sponsored by the Powhatan Anti-Litter Council (ALC). Thanks were extended to the many ALC volunteers who made the event possible, including: James Babcock, Betty Handy, Karen Ylimaki, Johnny Melis, Roscoe Evans, Bonnie Schulkers, Steve Jenkins, Dan Jones, Angie Cabell, Randy Stickles, Gay Bartlett

and Cathy Howland. Residents filled two tractor-trailers with old, worn tires ready for recycling with assistance from Craig Bodette and John Cole of the Powhatan Facilities Department, as well as the work gang from Powhatan Correctional. Steve Glazebrook, representing the Powhatan Fair Association, made sure that the site was available and ready for the event, which started at 8 a.m. with citizens waiting in line to do their part to clean up the county. Portable cigarette butt buckets, as well as vehicle trash bags made of recycled materials, were distributed to residents as they dropped off items. A column written by news editor Jodi Deal for another one of our publications was inspiring in that she talked about the good ol’ days of actually playing outside. Yes, there was a time when the streets and alleys were filled with the sounds of children — and sometimes “the big kid” adults — enjoying the sunshine and all that “being outside” meant. Through the years, technology has changed the way kids determine the pursuit of fun. And, for the record, yours truly is a strong supporter of the convenience of immediate access through hand-held devices (remember, I’m an acknowledged iPhone addict). But, there’s nothing like playing whiffle ball or tin can alley or hide and go seek with the neighborhood kids. Ah, those were good times. During summer vacation, you headed outside right after breakfast, returned home at lunchtime, and went back out until dinner. Thanks to Daylight Saving Time, the childhood games continued until dark. While the multitude of recreational sports were not available “back in my day,” it’s refreshing to hear co-workers talk about the many activities in which their children participate. I was an OK softball pitcher when I was younger, but I can’t envision me ever making a mark on a soccer field. All that would have created would have been entertainment for the audience. Fond memories stir when the giggles and laughs of families enjoying the playground in a neighboring subdivision waft across the street. There’s nothing like the sight of a child delightfully swinging or coming down the slide. Yes, spring is here

and it’s time to get outside. Experience Mother Nature in all her glory. If you’re a true nature lover (this writer’s idea of camping out is a hotel), then take advantage of the fishing, hiking, biking and rafting opportunities, among others, in our great state. Or you can always head to my home state, West Virginia, for whitewater rafting. Not on my bucket list and won’t be. You’re never too old to enjoy being outside, whether it’s leisurely “watching the world go by” in a porch swing or strolling through the neighborhood. And, I would be remiss if I didn’t mention grilling. Yum!

I’m a sucker for good fried chicken, and I’ve searched high and low for that perfect piece of fried bird, cinched with that perfect burn. And there are plenty of good places around here to get real Southern fried chicken, but you have to look. Some local grocery stores make chicken that’s as good as restaurant cooked I’ve had. And there are tried and true versions throughout the city and its surroundings, and, of course, those hidden gems that only the most local of locals know about. Sadly, I’ve come to the conclusion that the fried chicken heyday has ended, and healthy and less burdensome editions have replaced the once king of fast food. When we first arrived in Richmond, the choices were limited, and my father often piled us into a 1952 Chevy and drove down Broad Street to a place called Wakefield Grill. Their chicken was a thing of beauty, perfectly browned and crisp, but still moist and tasty on the inside. It came in a box with scrumptious French fries and a homemade roll. Once Wakefield closed, a place called Lendy’s served a new fangled invention called Kentucky Fried Chicken. Like a lot of things in my life, the KFC back then tasted better than the current version, but it’s still good. But, that Lendy’s chicken was something special, and we made the trip down almost to the Boulevard often to get the crispy delights. I’ve worshipped at the all the altars — Golden

Skillet, KFC, Lee’s, Church’s, Popeyes and all the rest, but the results only temporarily fulfill this need for the perfect piece of fried chicken. I’m not sure what this lifelong attraction, or addiction, to fried chicken is or what the origins may be, but it’s a part of my psyche I’ve learned to accept. But, it’s still a fact that once I land at an unknown location, the first thing I do is Google fried chicken and start searching for that poultry nirvana that is out there. I have results to back up the hours of searching, and, admittedly, some bad plates of chicken. But it’s paid off more times than not. For example, on a trip to Barbados, a local told me of a local chain of fried chicken stores in the Georgetown area. I rented a car, crossed the island and ended up at a place called Cheffette, where some of the best chicken I’ve ever eaten was served. The cook told me it was broasted chicken, which brought back a slew of childhood memories when broasted chicken flashed on many a restaurant neon sign. Can you still get broasted chicken in the United States? Hey, you are talking to an expert. Jack and Jill in Charlottesville has the best broasted chicken I’ve had since I was a child. The search continues, the mission always unfulfilled, but the effort fueled with enthusiastic worship of the bird, and a distant memory of what Sunday dinner tasted like at my grandmother’s house. On Thursday, April 24, the Powhatan County Sheriff’s Office received three calls from citizens, all advising they had received telephone calls in reference to their grandchildren, asking for large sums of money. In one case, according to crime analyst Anne Reynolds, the caller identified herself as their granddaughter and that she had been in a vehicle accident, DUI related, in another state. The victim spoke to the “Public Defender” as well and the victim was instructed to go to Walmart and purchase Green Dot Cards and forward to them. This victim lost in excess of $5,000. The second victim advised that an attorney from New York was calling, advising that their grandson was in jail and needed money for the bondsman. This victim forwarded approximately $1,000 through Western Union. The third victim was contacted by someone claiming to be her grandson and needed her to forward money as he had

been locked up and needed money for a bondsman. This victim called the Powhatan Sheriff’s Office and was advised not to send any money. Without question, all victims are senior citizens who love their grandchildren and wanted desperately to help them. However, Reynolds added, be aware this is a fraudulent scam that is repeating itself daily, all over this country. Historically, the suspects are forwarding this money out of the country, and the monies cannot be recovered nor can anyone be arrested or prosecuted. Before sending any money, in any form, based on this type of phone call, it is imperative that you verify all information. Should you be a victim of this type of crime, Reynolds said, contact the Powhatan Sheriff’s Office.

On June 14, Fighting Creek Park will host “Swinging Back for Anna,” a home run derbystyle event that will seek to raise money for Powhatan resident Anna Guthrie. Guthrie, 13, has been subjected to a series of surgeries in an attempt to correct issues caused by prader willi syndrome. Anna was born with this rare disease and has spent her entire life fighting against the grain to obtain a sense of normalcy. Prader willi, as defined by the Mayo Clinic, is a “rare disorder present at birth that results in a number of physical, mental and behavioral problems. ” It’s a chromosomal disorder which manifests itself in a number of ways. One of the more bizarre symptoms is a borderline insatiable appetite, which has caused Anna to put on weight to the point of obesity. (“She could literally eat herself to death,” Anna’s mother Lori said). Perhaps the most devastating symptom, however, is the inability to produce proteins correctly. This defect leads to extremely low muscle tone, which in Anna’s case has caused a severe

The surgery was meant to fuse several of Anna’s vertebrae together, but it left her paralyzed from the waist down. “I raced her to the door the morning of the surgery,” Lori said. “She was a delightful, happy little girl. spinal defect known as scoliosis. “She had an operation back in 2009 in which they placed a vertical expandable prosthetic titanium rib (VEPTR) in her spine,” Lori said. “That acted as a titanium ribcage that held her up until they felt there was enough room in her chest cavity to sustain her lungs until adulthood.” After the insertion of the VEPTR, there was a series of “six expansions” aimed at improving Anna’s breathing. Before long, another VEPTR was surgically implanted.

All told, Anna has labored through a total of 15 surgeries, with more likely on the not-so-distant horizon. “That’s more surgeries than birthdays,” Kaitlyn Crane, a softball coach and Powhatan native who has been one of Anna’s biggest supporters, said. Augie Sneed Former PHS soccer player leading active scorer for Waynesburg By Mike Schoeffel Sports Writer Powhatan High School graduate Augie Sneed has been a crucial part of an impressive turnaround by the Waynesburg University (Pennsylvania) soccer program. The year before Sneed enrolled at Waynesburg (2010), the Yellow Jackets had a record of 5-131. Since Sneed’s arrival, their record has improved to 26-21-4. “I chose Waynesburg because … I wanted to become part of a program where I could make a difference.” By the looks of it, Sneed has done just that. This past fall, Sneed scored seven goals in 17 games for the Yellow Jackets, good enough for second most on the team. If everything unfolds as planned, Powhatan County could have its first professional rugby player by the time summer rolls around. Maureik Goode, a 2006 graduate of Powhatan High School, attended the National Rugby Football League Combine in Minneapolis, Minnesota, on April 5 and 6. It was, by

all accounts, the first professional rugby combine in United States history. Upwards of 150 invitees — including ex-NFL players, former Division I college players, and current rugby players — descended upon the frozen tundra of the upper midwest with the hopes of having their talent noticed by a professional scout. The combine was originally slated to be held at the University of Minnesota. But frigid temperatures and 10 inches of snow forced the event indoors, to a local domed high school football field. The end of April was an outstanding time to be a hunter with the surname “Caldwell.” On Saturday, April 19, Marvin Caldwell shot a 19-pound turkey with 7/8 inch spurs and a 10 1/2-inch beard. Marvin’s son, Doug, a Powhatan resident, had been right on the bird’s heels during the two days prior to his

father’s kill. “I had been hunting this bird Thursday and Friday with no luck. I put a pop-up blind up and gave that spot to my dad because it was an easy walk for him.” “He ended shooting ‘my’ bird,” he added humorously. But Doug wouldn’t have to wait long to get a notable kill of his own. Five days later, on Thursday, April 24, he harvested a turkey of nearly equal prominence. It weighed in at 19 pounds, with 3/4inch spurs and a 10inch beard. Both harvests were made in Prince Edward County.

been much talk within the rugby community about the vast pool of untapped athletic potential in the United States. In fact, Mac Robertson, managing partner of Rugby Law, offered the following telling quote during an interview with espnscrum.com: “By 2023, we’ll have 30 American players in the European Premier Leagues. And if we’re successful, and Americans love elite rugby enough to make it the smallest major league, USA will win the 2023 World Cup.” Goode could be a potential steal for an NRFL team, considering he may get glanced over by many squads due to the fact that he comes from a Division III school.

recently have been staying at the hospital so Lori and Michael could go back to work. Crane has also visited Anna on numerous occasions. Lori said Crane has been an absolute blessing for her family. “Kaitlyn has latched on to Anna, and Anna to her,� she said. “She’s been an angel to Anna.� “Regardless of the age difference, they’re best friends.� Kaitlyn said she knew immediately after visiting Anna in the hospital for the first time that she had to find a way to raise money for her cause. “To see her in that

condition showed me that I needed to do something,� Crane said. “With Powhatan being a big baseball and softball community, I thought a home run derby was the best way to go about it.� Crane has been running what amounts to a one-woman show to get the logistics of the derby -- which she has dubbed “Swinging Back for Anna� -- properly lined up. She secured three fields at Fighting Creek Park for Saturday, June 14, which was the first big step in realizing the vision for the event. She’s recruited Tidewater Physical Therapy as a

sponsor, and is hoping to bring a few more sponsors on board before the end of the month. She plans to post flyers at local ball fields within the coming weeks to help recruit participants, and is steadily searching for volunteers who would be willing to devote a portion of their Saturday to a worthy cause. The process has been difficult, she said, but the thought of helping out a beloved friend has kept her motivated. “There have been a few sleepless nights,� she said. “But if it works out in the end, it will all be worth it.�
