Administrator outlines future projects By Laura McFarland News Editor
POWHATAN – The Powhatan County Board of Supervisors took a more detailed look at its proposed fiscal year 2016 five-year capital improvement program last week to get a better idea of the kind of needs the county is facing in the coming years. School board approves budget With last-minute change By Laura McFarland News Editor
POWHATAN – The Powhatan County School Board made an 11th hour change before approving its proposed fiscal year 2016 budget to demonstrate it is committed to fiscal responsibility. JONES The board unanimously voted to approve a recommended operating budget totaling $44,203,072 during its meeting on Tuesday, March 17. The board also approved the recommended food service budget in the amount of $1,299,182. The vote went smoothly, but a discussion in the board’s workshop a few hours earlier about a proposed change showed there were some misgivings about a new change proposed at that time. Eric Jones, superintendent, and Larry Johns, assistant superintendent for finance and business operations, presented a new option to the board that would allow it to set up a funding stream for capital projects going forward, which it does not currently have. Jones said he made the recommendation after attending the Powhatan County Board of Supervisors’ budget workshop on Monday, March 16. Picnic puts positive spin on stamping out child abuse By Laura McFarland News Editor

OWHATAN – The Powhatan Department of Social Services is heralding the arrival of Child Abuse Prevention month in a way that will celebrate families. The department will hold Powhatan’s Pinwheel Picnic as a free celebration that will have families focus on the fun they can have together while also offering them educational opportunities, according to Sadie Wilson, family services specialist. The event will be held from 10 a.m. to 2 p.m. on the front lawn of the Village Building at 3910 Old Buckingham Road. It is open to the

The celebration will come a few days before people may start to notice blue pinwheels planted at different locations in the county in recognition of Child Abuse Prevention month in April, she said. At least 300 will be planted this year. “We wanted to have an event where we could really let people know this is what the pinwheels are about,” Wilson said. The family-focused event will include a bouncy house, games, face painting, petting zoo and a DJ playing family-friendly music, Ashley Rimmer, family services specialist, said. Powhatan State Park to offer special spring break options Contributed Report Powhatan State Park is one of several state parks that will offer special programming from March 27 to April 12 to coincide with spring break. “It has been a long, hard winter and spring break will be the perfect time to get outdoors and enjoy the many outdoor activities that Virginia State Parks offer,” Craig Seaver, state parks director, said. Powhatan State Park will hold Hiking Sticks and Guided Hike from 3 to 4:30 p.m. Saturday, March 28. Participants can decorate a hiking stick and then use it during the guided hike along Cabin Trail. A Campfire Program will be held at 5 p.m. March 28 where people may gather

About $28.3 million could be funded using the county’s debt service, so as debts are paid off, the amount the county was using to repay existing loans could then be applied to new loans, she said. The calculations used the fiscal year 2016 proposed annual operating revenues of $74.2 million. There is a policy that says debt service will not exceed 12 percent of annual operating revenues, which in this case is $8.9 million, Weiler said. Another $6 million would come from debt service related to savings the school district is expecting with the closure of Pocahontas Middle School, she said. Closing the school is expected to save $658,000, mainly from costs in personnel, which would be about the 10 percent in debt service needed for a $6 million bond. The remaining almost $31.2 million would need to come from a real estate tax increase, which would occur if voters approved issuing bonds in a bond referendum, she said. Using the very conservative numbers of no growth in real estate, paying for that $31.2 million would require an 11 cent increase from the current 90 cent tax rate, Weiler said. For example, the average residential assessed value is a home worth $197,793. An 11 cent increase for that homeowner would mean an increase of about $218 a year, or 60 cents a day. This is a corrected figure from the one given at the meeting.

With bus leases, Weiler proposed using possible savings from a refinancing the supervisors are considering combined with debt service. The plan she laid out would earmark a cap of $764,000 (built up by fiscal year 2019) to be used for bus replacement each year as they gradually become older and need to be replaced. Having these funds designated this way on an ongoing basis means the county isn’t putting off buying vehicles and then suddenly finding it needs to replace a large group of them all at once, Weiler said. “It is really hard on a locality if all of their buses are replaced in the same year because you take a huge hit in that year. If you can keep a rolling replacement and it is built into your operating budget, you can maintain that,” she cautioned.
Public safety A similar use of debt service could help pay for fire apparatus leases in coming years, Weiler said. This equipment is paid off in 15year leases rather than the five-year leases on school buses. “Unfortunately, I think that we do need some more fire vehicles after the year fiscal year 2020 so we may have to address that. But it is a start,” Weiler said. Another needed project under public safety is a sally port, or a secured, controlled entryway, for the Powhatan Courthouse that would also offer a temporary (five to 10 years) location to house 911 dispatchers, Weiler said. The $2.7 million project would address two immediate concerns: the overcrowd-

In addition to the safety risk this poses, there is the issue that prisoners could be passing by families or even victims. The other proposed project is the replacement of self contained breathing apparatus systems used by Powhatan Fire and Rescue ($550,000) and replacing the public safety communications system used by the sheriff’s office, fire and EMS, emergency management and the communications center ($7 million).
Public works Several projects under public works were ones that were already on the CIP, so Weiler highlighted two new ones. Road improvements to Old Plantation Road would involve asphalt paving for about a half mile stretch for a total of $56,000. The improvement is needed because the road is the only access to the county’s animal shelter, Fighting Creek Waste Water Treatment Plant, a storage warehouse used by multiple departments and a soccer field used by athletic groups, she said. “It is washed out frequently and we have more traffic going down there,” she said. The extension of Mann Road to meet up with Old Plantation Road would provide another point of access to all of those county buildings. This project would cost about $600,000. Other projects already on the public works list were repairing the façade of the Human Services building ($255,000), projects to improve parking and drainage in the Village area ($133,000) and replacing the roofs and HVAC systems on certain county buildings.

three new projects for the CIP. A consistent concern from residents is the need for more ball fields in the county, Weiler said. Purchasing lights for the junior high’s field would make it into a multipurpose field that could be used for lacrosse, soccer and football, she said. The project would cost $250,000. The county owns land at Appomattox Trace that could be used as a basic practice field (not lighted) with a gravel parking lot. This project would cost $200,000. The final project, costing $450,000, would see the construction of a central concession building with restrooms and a pavilion for seating at the softball complex. Staff is recommending the junior high field project be done out of general fund money and the other two be bonded in the future, Weiler said.
Utilities
The county added eight utilities projects to the CIP, several of which came out of the utilities master plan. The ones staff are recommending are the Flat Rock elevated tank mixing system ($80,000); purchasing a UV Davit crane, a lime feed system and a portable belt press ($395,000); upgrading the influent pump station, grinder/bypass screen and influent static screen ($730,000); conducting a study for the need for a chloramines booster station and installing one if needed ($250,000), and installing radio read water meters and an 8-inch water meter and vault ($200,000). The final project, Powhatan’s part in the Cobbs Creek Reservoir to be located in Cumberland County. The county is still negotiating with Henrico County so the numbers were left blank, Weiler said. for the schools to show that initiative, too, he said. “I feel that identifying a funding source that would assist with this would be a show of good faith to the county that we are also pitching in and helping out,” he said. “It would also be a tangible move that could create a long-term revenue stream for us to be able to take care of some of our capital projects without going out for a bond referendum for every project we need completed.” Major capital improvements would still be with the county but smaller capital items could take place with the school budget, Johns said. The money for a proposed capital fund of $201,429 came out of targeted pay raises the board had prioritized of increasing pay to workers who were far below the median rankings of the region. The targeted pay raises would affect 281 out of 344 teachers; 14 of 23 cafeteria workers; six of six cafeteria managers; 55 of 64 teacher assistants; seven of seven mechanics; 25 of 88 drivers; five of five nurses; seven of eight assistant principals and six of six principals. That is 406 employees affected out of the school district’s total of about 634. The board was especially focused on targeting pay adjustment for the schools’ five lowest paid employee groups – the cafeteria workers, teacher assistants, mechanics, drivers and nurses. Under the new plan, pay increases would be capped at 7 percent, which only affected some of the groups, Jones said. Salaries for targeted principals and assistant principals was lowered to a 2 percent raise. Because there is no adjustment more than 3.5 percent for any of the teachers, their proposed salaries stayed the same.

money but he would caution the board that there are many employees who aren’t getting any raises. People may look at the lump sum amount or the percentage, and for those looking at the percentage, it might cause some “hard feelings.” Kunka said he doesn’t know if the board will ever have the possibility of doing this kind of adjustment again so he would like to get as much adjusted as possible. Valarie Ayers , District 3, said the difference between 7 percent and 10 percent is not a great deal of money, but the $201,429 “looks like a really good faith effort for us to still accomplish some of what we were trying to do.” She also pointed out that the budget can still be changed going forward and that adjusting the salaries to the median is a moving target. Sammy Frame, District 4, said that with only a short amount of time for deliberation, he wasn’t comfortable with either the 7 percent or 10 percent options. He pointed to the example of the cafeteria workers, who are last or next to last in salary in the majority of steps in the regional comparison. “I just want to see us treat these people fairly according to the market valuation of where they are. The 7 to 10 percent gives me a lot of heartburn for that reason,” Frame said. He said he is willing to compromise because he understands the reality, but he wanted to express his sentiments. Jones said the 7 to 10 percent could be adjusted later. What the board was adopting was a balanced budget amount. He added that he and Kunka were meeting with Weiler and could discuss the capital fund and report back to the school board members.
Rick Cole, who represents District 1, said he likes the concept but he was disappointed the school board couldn’t give the raises members wanted. He had also heard comments about the high percent raises and pointed out how much that actually was in a low salary. “If this will help in getting some of the other things we need, I think it probably is the right step to go in,” he said. Kim Hymel, District 5, echoed Cole’s disappointment in not reaching those targeted salaries like the board wanted but said it was a balancing act to pay for other things the county needs. New quilter finds home in guild By Laura McFarland News Editor
S
tarting out in a new endeavor can be difficult. Whether it is a new project, job, place to live, relationship, game, sport or hobby, there is that period of time – unless you are a natural – where you have to accept that you are still learning and others with more experience might just know more than you on this one particular topic. It can be not only hard but sometimes downright frustrating to have to accept this concept. Such has been the case with this writer’s attempts to learn how to quilt. Scheduling classes has been difficult and online instructional videos can only take you so far. What has been the most helpful in this journey is finding a quilt guild, the Country Piecemakers Quilt Guild of Powhatan, which meets every second Saturday at the Powhatan County Public Library. This guild is not the only guild of its kind; it is simply the one I discovered and the one that has been the most helpful personally. These women embrace new members and work to make them feel welcome from the start. They genuinely want to find out about not only your quilting experience but you as a person. And, when you have questions, they are quick to help, which is an invaluable tool for a beginner in a craft.
The concept of a guild dates back centuries. Craftsmen in a particular trade banded together to protect mutual interests and maintain standards of workmanship. Similar to a trade union or even a business association, the crafters were self-employed or part of small groups that belonged to the larger group. Some guilds begun centuries ago still survive today. That is boiling history down to the bare bones as there were many other implications involved with guilds – not all of them pleasant.
One of the modern interpretations of a guild keeps that concept of artisans coming together but seems to make it more of a cooperative learning and sharing environment. This definition is obviously not being applied universally as there are simply too many guilds in existence to know how they all operate. The Country Piecemakers guild has dues-paying members who come to monthly meetings. The meetings feature reports from different chairs, the donation of quilts for babies in the hospital and nursing home patients and a show and tell of other projects that members are working on or have
completed. Whether the quilts shown are simple pieces they threw together quickly or complicated works of art that took months of toil, the guild members are complimentary and supportive. This attitude extends to the time after the meeting, which sometimes stands alone and other times features a scheduled class, activity or “sit and stitch.” The sit and stitch sessions are a personal favorite because it is by working alongside people with more experience that you pick up small tips and tricks that make your work go better and smoother. This month, some members stayed after the meeting and worked on several quilts that will be presented to veterans as part of the Quilt of Valor program. It was an awesome time of learning and cooperative work made all the more special because you knew your work was part of an effort to thank local veterans for their service. There is a fount of knowledge in groups like Country Piecemakers, other quilting guilds and organizations that focus on other crafts – knitting, crocheting, scrapbooking, painting, drawing, ceramics and the infinite number of other interests that draw people together. Classes can be fun and highly informative. But, on top of those, if you can find or even start a group that celebrates the concept of helping to pass on a skill to a new generation of artisans, it is a powerful feeling and highly recommended.

Taser incident at school leaves unanswered questions Dear Editor,
Personally, if I was a parent and my kid got kicked out of school for not following rules, I would be upset and I would take corrective action to discipline my child. Right now getting kicked out of school is extremely difficult because of the mandate, but there would be less tolerance if a mandate requiring kids to go to school did not exist. As of right now parents are not paying attention to their children’s behavior, so the burden is left on the school and the current consequences are failing to change behavior of their disruptive students. If the officer who tased the student was to plea selfdefense or defense of others, that officer must show that he reasonably feared death or serious bodily harm to himself or others, otherwise under Virginia law an individual must try to escape the situation or avoid creating a more violent outcome. Also we must look at the officer’s state of mind at the time of the incident. We must determine whether the officer was acting in a reasonable manner under the color of the law. I f the officer was simply acting in anger due to disobedience of the student then his actions were not justified. If the student did indeed attack the officer, then in order for the officer to claim defense, he may only give the same amount of force back to the student. Unfortunately, not all the facts are known in the situation, but personally it is hard for me to believe that the student was going to cause enough harm (harm equal amount of force to a taser shock) to be justified. I hope Sherriff Greg Neal, as well as the Powhatan County School Board, look into this objectively. Although the student may have been wrong to misbehave, were the actions of the officer justified? That is for you to decide objectively.
The tasing incident of March 13 at Powhatan Junior High School shall not be overlooked. This is a serious issue that must be reviewed. It must be determined whether the officer followed the proper procedure of defense in the Commonwealth of Virginia for him to reasonably take the action of tasing a student. One must also determine whether the student’s age is relevant. I will not be discussing this element. Before we get into analyzing the situation, we must evaluate the laws that infringe on the rights of the individual. All people are forced to go to school until the age of 16 in the Commonwealth of Virginia. This mandate is the origin of misbehavior in schools as not everyone is meant to further themselves in education. If an individual is not interested in getting an education, then why permit these individuals to disrupt others from actively learning? By mandating education until the age of 16 you indirectly ruin the education of the ones who have the desire to learn. There are always going to be people that do not care to go to school and are only going to school because they are required to. The parents as well as the student should be able to make the decision whether or not school shall be an option for them to consider. Most can see that public education today has moved completely away from what is needed to succeed in the real world. A parent and student should be able to decide whether they should go to school or work to gain experience in a trade at a younger age. This would eliminate the problem of the individual leaving the school grounds or not abiding by the rules of the educational system. If they choose not to abide by the rules, they shall not go to school. Day Tripper By Jim Ridolphi Contributing Columnist
As a child, I often thought my family took day trips because we couldn’t afford overnight accommodations. We had our share of family vacations usually in week-long doses, but the interim months were filled with day trips. For some reason, day trips lost their appeal for me when I started having kids and quickly realized that too many hours in a car and small children is not a good combination. On reflection, the old day trips don’t seem so bad now. On countless occasions, my father and mother would pack us up for a day trip to the beach, mountains or some unique state park. The days were long, busy and packed with miles. We often stayed late and arrived home in the wee hours after a full day of day tripping. We are, indeed, fortunate to live in a state where day trips offer an endless array of adventure, heritage and historical opportunities to discover, most of them only a day trip away. And with spring in the air, it might be time to pack up your family and head out on an Old Dominion adventure. The results may surprise you. With my three kids, I’ve found the oneday mission has many untold advantages, and the singular focus of a one day trip is a good fit for our travels. We often pack up for Williamsburg, Charlottesville or the beach and make a one-day outing. It brings back fond memories from my childhood where picnic lunches were highlighted by my grandmother’s famous fried chicken, deviled eggs and a jug of the best sweet tea in the world. Our one-day outings almost always involved a picnic. I must admit the picnic lunch is a bridge too far for my group, and just organizing three kids for a trip proves difficult enough without the burden of preparing food for the day, so we usually head out without the picnic basket. But, the joys of day tripping do not depend on packed lunches. The adventure focused on the journey, and the whirlwind schedule that always accompanies our trips. I’m not sure what parameters determine the difference between a day trip and a vacation, besides the obvious time factor, but there’s something about a day trip that draws my family closer together. In a world where I’m often competing with electronic devices for attention and guidance, the day trip presents a unique opportunity to do things just the way we did them when I was young. Sure, the car is nicer, the roads much improved and the signs along the road, mostly gone. But, a day in the car certainly allows for conversation, interaction and a family engaged, something we sometimes miss with iPads drawn at the ready. The possibilities are endless. Our next day trip is a scheduled escape to Wintergreen for a day of tubing. We hope to get in a late winter ride on the tubing runs before spring melts the snow. More importantly, we plan to enjoy each other’s company for at least the duration of the trip. Pat Weiler, county administrator, reviewed expenditures and requests relating to different aspects of public safety and law enforcement the county is expecting after the new fiscal year begins on July 1. Weiler touched on several departments and issues, sometimes taking questions from the supervisors. The overall county budget of $54,388,140 represents an almost $2.5 million, or 5 percent, increase from fiscal year 2015, Weiler said. At the time, the supervisors had not yet received an adopted schools budget from the Powhatan County School Board. Weiler made a point later in the meeting that all of the departments are asked to fill out requests of what they need, not a wish list of what they would like to get. “I then have to make a decision – and it’s a tough decision – about which need is more needy than another need,” she said. “One of the things I used was the board of supervisors’ adopted strategic action plan.” Within the four Monday budget meetings, the supervisors are going more in depth into the budget and looking at the increases and decreases in line items that led to this year’s proposed amount. The fiscal year budget may be found online at www.powhatanva.gov under the budget tab. Some of the budget items discussed at the meeting include: The library made a request to add funding for a new librarian, which county staff did not recommend, Weiler said. The position would have cost $47,250 for salary and benefits. Weiler also pointed out that the library’s proposed fiscal year 2016 budget, which looks to be a decrease from the year before, actually contains a transfer of $4,000 relating to the law library. It was moved out of the library’s budget and into its own fund, Weiler said. That means the library saw a slight increase in other areas. This agent would be shared with another county, which currently has a full-time agent but would like to reduce its agent back to part-time. The position would not be a new county employee since extension agents are employees of Virginia Tech, Weiler said. The county would contribute part of the salary, a cost of $22,396, to the agent, who would still be full-time but now serve two localities. Powhatan previously had a part-time family and consumer sciences agent but the position was removed from the county budget. David Williams, who represents District 1, asked whether the services provided by this position would overlap with what other organizations provide, such as the YMCA. Cathy Howland, 4-H extension agent, said that she couldn’t speak to other organizations’ programming but pointed out that most of the cooperative extension’s programs are free. Barry Hodge, District 3, asked what would happen if the position was not provided. Howland said she would provide a more in-depth explanation. Weiler went through the potential increases on a list of agencies that the county has contracts with to provide services. The county has requests from each agency on the amount it would be required to fund them to continue with the services, for a total of $147,925. The increases and decreases in the line items come out to an overall increase of $1,605 over the previous year. In response to the board’s vision for helping the population age healthfully, the proposed budget includes $31,500 in contributions to programs that support the county’s aging population, Weiler said. The proposed budget allocates funds to Senior Connections, Meals on Wheels, the YMCA, Senior Navigator and the Free Clinic of Powhatan. All of these agencies received contributions from the county in the past, but those were almost entirely cut in fiscal year 2012, Weiler said. Williams asked about
the process that went into choosing these agencies and whether services they offered were duplicated in any state or federal agencies. The staff members who recommended the organizations found there are services provided to seniors that are not being provided by the county, state or federal agencies, Weiler said. Weiler said she didn’t support recommending any others that didn’t tie to that vision item and didn’t support the aging. “The thing I would like to say about every single one of these organizations is that they have continued to provide services to our seniors even though we cut the funding,” she said. In the judicial section, the proposed budgets reflect no change in the circuit court or general district court. The clerk of the court’s office had additional funding for salaries for a position the board already approved, Weiler said. The commonwealth’s attorney budget had a decrease in salaries because the new person in office, Richard Cox, does not make as much as Bob Beasley did when he left the position after almost 15 years. Weiler pointed out the clerk, Teresa Dobbins, has a reduction in her budget for record books because she is using a state system. Dobbins was asked to discuss some of the changes she had made since becoming clerk of the court. She enumerated cost savings and increased revenue opportunities, including getting four of the counties historical deed books restored for free; processing 206 passports since the service was added in October, which has brought in $5,150 to the county, and greatly increasing the secure remote access fees the county is receiving. “We are working hand in hand to do as much as we can to keep the money here in Powhatan,” Dobbins said. Several board members commended her on the work being done by her and her staff. “I appreciate personally the amount of work and professionalism that you have applied to that office since coming in,” Williams said Larry Nordvig, District 2, said he was concerned
that the county’s historical books are not stored in a place where they would be safe from water damage if the sprinklers went off in the building. Weiler went over an analysis of the money spent on detention. The county is still seeing an increase in health care and also saw increases for the detention of both adults and juveniles. Bill Melton, District 4, asked if the closing of Powhatan Main Correctional Center would change the budget and was told it will be about the same. In the budget for the Powhatan County Sheriff’s Office, Weiler highlighted Sheriff Greg Neal had made a request for two deputies and two dispatch ers. The proposed budget grants the two dispatcher positions, she said. The budget did increase by $93,450 to fund $40,000 for overtime, which has never been budgeted for before; $40,000 for school events, which is reimbursed by the schools; $10,000 for part-time courthouse security, which the board previously approved, and $3,450 for FICA increases on the overtime. The overtime money will probably be about the same this year as last, Neal said. Savings from open positions in his office is greater than what is paid in overtime. Neal said the positions were originally awarded in fiscal year 2010, but due to budget cuts lost them in 2012. He said he was promised by Elmer Hodge, interim county administrator before Weiler was hired, that when the county began hiring back, “I would be first on his list.” He doesn’t consider these new positions but getting back ones he lost. “If the money is available, just please keep me in consideration,” Neal said. The board asked for an update on information Neal had provided last year about how Powhatan County compares to surrounding localities. Nordvig said he supported Neal’s request, saying the “sheriff’s office affects every single citizen every single second because that is the safety net for the entire county.” Weiler said Nordvig’s request would be added to the open items list, which went before the board at its March 30 meeting to de-
cide what will be added to the budget. Prior to 2014, the salaries of 911 dispatch employees were found in the sheriff’s budget and all other costs in the emergency management budget, Weiler said. Starting in 2014, the county started tracking dispatch salaries in its own division, and for the first time this year it is moving anything related to dispatch out of emergency management. The funds for the two dispatchers the county is proposing be filled are listed along with all other proposed positions in an account called salary contingency, Weiler said. If approved by the board, the positions are move to their relevant departments. This was important so if people look at the budget figures, they don’t see that there is a $158,050 increase in the communications center E-911 dispatch budget, she said. The majority of that is simply changing which department the costs are listed under. However, there is a proposed $9,150 increase. The same thing happened with the fire and rescue budget, which looks like it has an increase of $172,100 to its budget, Weiler said. In actuality, staff moved expenditures that were recorded in the rescue squad budget over to the fire and rescue budget. The actual changes were an increase of $2,500 for vaccinations and inoculations for volunteers, $13,005 for maintenance service contracts, $20,000 for training and seminars for volunteers and $20,100 for rent to the fire companies. This is rent to both the fire companies and Powhatan Volunteer Rescue Squad. Weiler pointed out $20,000 in funds to be used for matching grants in the amended fiscal year 2015 budget and said a similar request will be put in the fiscal year 2016 budget. With the rescue squad’s budget, she recommended changing the way the expenditures for the rescue squad are processed so they are done in the same way as the fire departments. The county pays rent on the use of three of the stations because those buildings house county vehicles (fire trucks). That money is used to pay costs to maintain the stations.
Currently, the rescue squad submits its invoices to the county, which pays them. Weiler recommends changing that so the county treats the rescue squad the same as all the other organizations. By doing that, there will be some expenditures that will not be paid by the county directly anymore, she said. “There will be some costs which we have previously paid for them that they will have to bear the burden of. We will be making a rent payment to them to offset some of those costs,” she said. The net amount that the rescue squad would pay is $3,915 if the supervisors adopt the change in rent at the amount staff is recommending, which is $2.13 per square foot of the buildings that don’t belong to the county, she said. If the board stays with the current rate of $1.85 per square foot, the rescue squad would be responsible for $6,475. Melton pointed out the rent was last adjusted in 2009 and said he was in support of the increase because he is sure costs have gone up in five years. A fee to use the rescue squad’s building as one of two emergency shelters for the county – the other is Powhatan High School – would also be affected by that rent increase. The Comprehensive Services Act department saw an overall increase in the proposed budget of $140,000 toward services it offers, Weiler said. Although not related to the budget, the board looked at an amendment to the bylaws to add a closed session protocol. Tom Lacheney, county attorney, offered the potential amendment, which would mean closed meeting items receive the same treatment of regular agenda items and would require a five calendar advanced notice with the disclosure of all of the relevant documents that would be used in the closed meeting. Lacheney said he also added to the draft a provision that four board members could override this and allow a closed session if it was brought up less than five days before a meeting. It’s hard to imagine a better start to the 2015 season for the Powhatan High School varsity softball team. In Powhatan’s first two games, the Indians collected consecutive mercy-rule shortened victories over Hopewell High School – 25-0 at home on March 17 and 22-0 on the road two days later. Offensively, the Indians were led by Harley Conner’s six hits, two home runs, and 10 RBI. Four Powhatan pitchers – Valarie Fridley, Mason Basdikis, Ali Celiberti and Conner – combined to complete the two shutouts. It was an inspiring start to the season, especially for a young team that will be working extra hard to replace a number of crucial players from a 2014 squad that featured seven seniors.
“The two wins are important,” said head coach Marie Crump. “We have goals, we have expectations. The key for this group is becoming a team. There are a lot of new parts, and we need to figure out how to get them to work as a group.” Crump’s words about this year’s team needing to gel ring true, considering the Indians lost a talented core of players to graduation: Christina Boyles, Addi Johnson, Maddie Hutchison, Melissa Rundstrom, Sami Pearce, Ryan Kirtner, and Mackenzie Barrett have all moved on, leaving the youth brigade to run the show. Expectations are high, as usual, for a program that has won five state titles and is run by the winningest softball coach in Virginia High School League history. Last year, the Indians ended their season in heartbreaking fashion, losing a 2-1 extra inning affair to Nansemond River in the regional semifinal. Perhaps Crump’s most pressing order of business will be to put together a pitching staff in the shadow of Hutchison and Rundstrom, the Indians’ top two pitchers from a year ago.

During the Crump Era, Indians’ softball has been defined by seemingless endless procession of dominant pitchers. Consecutive shutouts by Fridley, Basdikis, and company seem to hint at that this year’s team continuing that tradition. “We have a lot of depth on the pitching staff, but
not the same amount of experience we’ve had in years past,” said Crump. “As we progress through the season, certain girls will step up and roles will start to become more defined,” she added. Powhatan softball, like most spring sports in the area, was greatly affected
by a wet and snowy winter. In light of this, Crump hasn’t had many opportunities to see her pitchers throw in game situations – or even on a field, for that matter. Crump treated the Hopewell games similar to scrimmages, utilizing more pitchers than usual in an attempt to get a better feel for
what she’ll be working with this spring. All four hurlers proved they were prepared to make major contributions at the varsity level. In the first game, Fridley pitched two innings and struck out five, Basdikis threw two innings and see SOFTBALL page 2B

A barrage of rain and snow over the past month forced the Powhatan High School varsity baseball team to hold most of its practices indoors – and occasionally even in the student parking lot. But by March 18, the wintry wetness had departed, and with Baltimore
Field finally dry and gameready, one of the youngest Indians teams in recent memory sprinted onto the pale grass and carefullymaintained dirt to test itself against the visiting Matoaca Warriors. It was Powhatan’s first scrimmage of the season. Though Matoaca technically won 17-7, the final score was secondary to the fact that the Indians, at long last, got a chance to take the field. The scrimmage lasted 10 innings, and marked only the second time the Indians have set foot on the field this preseason. The biting chill served as a reminder that spring was still two days off, but there wasn’t much complaining about the cold in the dugout. Baseball was back, and that alone was enough
to warm the bones. One of the biggest takeaways from the afternoon was the surprising amount of youth on the Indians roster. Six positions – possibly more – will likely be filled by players who were not varsity starters last year. This rampant inexperience stands in stark contrast to the 2014 team, which boasted eight seniors. With so many new faces vying to become starters, head coach Gregg Conner stressed the importance of getting out on the field before the first game. This week is a busy one for Conner and the Indians. They traveled to Midlothian on March 23, will host Monacan on March 25, and will travel to Atlee on March 26.

After this week, which features games against Midlothian, Monacan, and Atlee, she should have a clearer picture of her team’s identity. “It’s too early to tell how everything is going to pan out,” she said. “I know we have the pieces to the puzzle. We just have to figure out how to put those pieces together.”

Crump. “Mason [Basdikas] is one of the freshmen I’m hoping will contribute on the mound. Ali [Celiberti] and Harley [Conner] looked good at the end of the games. All in all, we have high expectations for this group.” Offensively, the standouts were almost too numerous to list. Conner’s numbers were the most eye-popping, but several others made significant contributions. Haley Marshall had five hits, four RBI, a double, and a triple. Basdikis had five hits and five RBI. Amiss got the start in right field, batted second, and also spent some time at catcher – his main position on the junior high school

team. Tiller, who goes by “Ace,” displayed a devastating curveball, striking out two batters over two innings of work. Church worked the 10th inning and exhibited polished mechanics that belied his youth. “Some of the young kids really stepped up,” said Conner. “We know they’re young, and they’re going to learn as they go. We’ll find the best nine or 10 to go on the field, regardless of what grade
they’re in. We are replacing an awful lot of people from last year, so it’s going to be a lot of learning as we go along.” The focus on the development of young talent makes it easy to overlook the fact that the Indians do, in fact, return some varsity-hardened players. ence behind the plate. Ryan Brinkley can pitch and play infield, and he did both during the scrimmage. Mitchell Frank, perhaps the Indians’ most physically imposing presence, batted clean-up, and will see time as a designated hitter and first baseman. Tony Maiolo will likely have an opportunity to fill those roles, too. The speedy Jeremy Mayo has his eye on becoming the starting center fielder, while Peyton Mawyer, the starting pitcher against Matoaca, will be a valued member of the staff. While starters at some positions are closer to being confirmed than others, Conner stressed that no position has been finalized as of yet. Almost everything, it seems, is still up for grabs. “We’re still trying to figure out who’s going to play,” he said. “We have a wide range of kids, and we’re trying to put them into as many game situations as possible. The ones that do the job are the ones that are going to get to play.” One thing that Conner won’t have to worry about this season is depth within his pitching staff. He used seven pitchers in the scrim-
mage – Mawyer, Tiller, Hunter Langston, Brinkley, Noah Wolf, Adam Seal, and Church – and though the group wasn’t flawless, each pitcher showed seeds of potential that could prosper if properly nourished. Another freshman pitcher, Hunter Montgomery (who didn’t suit up for the scrimmage and will likely start the season on JV) is currently one of the hardest throwers in the program. Depending on how things shake out, he could find himself in a varsity uniform before the end of spring. “I like that we have a lot of pitching,” said Conner. “I like that a lot.” Overall, both teams looked justifiably rusty during the scrimmage. Walks and errors reared their gnarly heads, perhaps stemming more from a lack of field time in practice than any sort of fundamental shortcoming. The Indians’ lineup appeared punchless over the first few innings, but gained steam as the afternoon progressed, tacking on seven runs by game’s end. The ultimate fate of Powhatan’s season seems destined to hinge on how quickly the younger play-

ers and newly-minted starters are able to adjust to the increased pressure of varsity-level baseball, and how well veterans like Llewellyn, Brinkley, and Mawyer can slip into leadership roles. The ubiquitous inexperience hints at
this spring being a “rebuilding year,” but don’t expect a Conner-coached team to concede victories for the prospect of future success. This team will play hard, and as always, to win. Expectations are high (as they should be for
a team that has won two state championships in the last seven years), but reasonably tempered. Success will reside on a sliding scale, perhaps measured in incremental progress instead of victories. The Indians have been
patiently waiting for winter to release its soggy grip on Baltimore Field. They’ll have to remain patient over the next three months, as faces, new and old, adjust to their unique roles within the context of Conner’s grand scheme.

Zion Electoral District) request renewal of a conditional use permit (CUP) for a temporary second dwelling unit for an elderly or infirm family member on a lot in the A-10 Agricultural District per §83-164(c)(1) of the Zoning Ordinance. The 2010 LongRange Comprehensive Plan designates the subject property as Rural Preservation on the Countywide Land Use Plan Map.
