Broadband issue draws crowd

OWHATAN – Powhatan County showed up in force last week to seek solutions to one of the most persistent problems residents in a rural community face – lack of broadband Internet access. About 77 residents attended a meeting on Monday, Oct. 26 that organizers designed to share what plans may be coming to address the lack of broadband in the county and hear from the public about their own trials. After more than two hours of discussion, people left with more information but probably not the answers they were hoping for from county officials who have been working on the issue. The evening was moderated by a panel comprised of Pat Weiler, coun-

ty administrator; Bill Melton, chair of the Powhatan County Board of Supervisors; Dr. Eric Jones, superintendent of Powhatan County Public Schools; March Altman, deputy county administrator; Randy Buzzard, the county’s IT director, and Tom Lacheney, county attorney. They gave the residents a broad overview of the situation before going directly into questions and comments. Melton and Weiler stressed those comments were the most important part of the evening for them because county staff wants to hear from residents about what they are facing. They asked for all residents, regardless of whether they attended the meeting, to take a citizen survey to provide more information about residents’ access issues. The survey is at www.wired.virginia.gov. Melton said he and Weiler organized the meeting because they rec-

ognized how important the issue of getting broadband to everyone in the county was and wanted to get good information flowing between county staff and residents. “It is just like telephone service was many years ago and electricity. It is a need and we are going to figure it out,” Melton said.

Limited options Buzzard gave a brief introduction to some terms that might be discussed during the meeting. Some different broadband technologies include mobile, which is typically cellular based and relies on a signal from a tower, and fixed, which has a wired or wireless signal fixed from a transmitter to a particular location. POWHATAN – Organizers of two candidates’ night events that brought almost all of the people running for a Powhatan County-related office into one room last week were pleased with the outcome of the forums but disappointed in the community turnout. About 250 people attended the first event on Tuesday, Oct. 27 in the auditorium at Powhatan High School to hear from candidates in the races for the Virginia Senate, House of Delegates, Powhatan’s constitutional officers and the Monacan Soil and Water Conservation District directors’ positions. An even smaller crowd of about 220 people came to the second night on Wednesday, Oct. 28 to see the candidates for Powhatan County Board of Supervisors and School Board. Rainy weather and the fact many people may have already made their decisions about who they are going to vote for probably contributed to the low attendance, said John Rothert, president of the Powhatan County Historical Society. hosted the event with the government students at Powhatan High School. Other that the low turnout, both events progressed smoothly, with the majority of candidates staying close to the five-minute time limit they had to speak to the crowd and keeping their messages mostly positive, Rothert

said. All of the candidates agreed ahead of time that they would bring positive, informative messages to the crowd and not turn the evening into a mudslinging event, he said. see CANDIDATES page 7A

Powhatan Crime Solvers and C&F Bank co-hosted an event on Tuesday, Oct. 20 that looked at how people can make themselves targets without even realizing it. Topics included identity theft,

computer related crimes and being savvy and safe when using social media. Lt. Jason Tackett represented the Powhatan County Sheriff’s Office and helped spearhead the event. He said the increasing number of reports about people’s identities being threatened or compromised prompted the event. Although the evening didn’t have the

bandwidth and greater speeds than DSL, he said. It is expensive for providers to build out into the county. Satellite has a data cap and can be very expensive for families, he said. Fiber provides the best available broadband, but Powhatan County is extremely limited on this, he added. One of the options the county is considering is a fixed wireless network, which has a fiber backhaul that transmits to an antenna on a tower or high point in the county. Transmitters in individual houses then receive the signals. The county has cable franchise agreements with Verizon for certain parts of eastern Powhatan and signed a 10-year cable franchise with Comcast in 2014, Lacheney said. Verizon has had the option of expanding more into Powhatan County but thus far hasn’t been interested, he said. It isn’t something the county can force them to do, he said. Verizon had the opportunity to receive Connect America Funds to help the ongoing effort to push broadband out into rural communities and declined, Altman said. “For reasons not known to us, Verizon chose not to accept those funds. Those funds were approximately $144 million to deploy broadband throughout their network. For one reason or another, they chose not to accept them,” Altman said. Lacheney also made it clear that the county has little power over or negotiating room with Comcast because those services are regulated by the state and federal governments. “I agree with you guys. Comcast has the worst customer service in the universe, but there is nothing we can do about that. That is nationwide,” he said. The question of whether Powhatan County has any power to make these or any other providers do what it wants would come up several times in the meeting. Lacheney stressed that the franchise agree-

ments are only for cable television. The county has “zero authority to regulate broadband.” “We are not technically allowed to regulate or have anything to do with broadband. We are only allowed to regulate cable television,” he said. The franchise agreement requires there be at least 30 homes within a mile in order for Comcast to be legally obligated to provide service, and the county can require them to come up to 1 mile to get to those 30 homes, he said. That rule applies to houses with a certificate of occupancy issued after Dec. 19, 2014. With homes older than that, the requirement is 15 houses within 1 mile, he said. However, any house that is more than 275 feet from the road doesn’t count in those numbers. “It isn’t as simple as looking on a map and saying, ‘Oh it’s only 1 mile from my house to my neighbor’s house.’ It is really a question of how far the cable has to run to get to your house,” he said. The county is working to put pressure on Comcast and has been looking at specific instances where they might be able to make the case that the company is required to offer service. Lacheney encouraged people who think they might meet the requirements but haven’t had luck getting service to contact him at his office. Melton said the board of supervisors is not happy with Comcast and has asked Lacheney and Altman to make it clear during their interactions with the company they need to be fulfilling their end of the contract.

Broadband and education Jones said he is constantly asking for more broadband for the schools and its students. Twenty years ago, the primary source of information for students when they left the classroom was a textbook. “Textbooks are no longer that primary source. With the proliferation of video, audio and online resources, our students should be and some of

them do have access to much richer, more interactive resources to reinforce what they learn in the classroom,” he said. Educational institutions are offering more online learning opportunities and online classes. Students have access to those in the schools, which all have good Internet access, he said. However, some students don’t have access to them when they get home, which in the education world is called the “digital divide.” “Our concern as an educational system is to make sure that all of our students have access to these resources because they can be wonderful, enriching activities and reinforcement of what is taking place in the classroom,” Jones said.

Past broadband efforts In April 2011, a Powhatan County Broadband Needs Assessment was published, followed in June 2011 by the release of Powhatan County Broadband Recommendations, Weiler said. Both were funded by the Virginia Department of Housing and Community Development. Weiler said these documents and how the county proceeded with them predate her time as county administrator. As far as staff has found, broadband project efforts stopped when the previous county administrator left the county in January 2013. New staff met in July 2014 with the board of supervisors to develop an overall vision for the county, with broadband being one of the subjects discussed, Altman said. It is especially a need for education and economic development. In February 2015, the board requested that staff develop a broadband master plan, he said. Staff members are using the 2011 reports as a basis nut want to update them. The county applied for a grant to update the master plan but was unsuccessful. The county is working on an update and design of the public safety communications system, which

will probably look at the need for additional towers in the community, he said. Those efforts might lend themselves to the broadband option if the county used those towers for fixed wireless efforts. The critical need for broadband was highlighted in the county’s economic development plan, he said. The board of supervisors adopted a legislative agenda that included an item to seek assistance from Del. Lee Ware, R-65, to see if Powhatan can tap into a fiber belonging to the Mid-Atlantic Broadband Cooperative that runs through Powhatan on its way to Cumberland County, Altman said. The county is also currently working with the Center for Innovative Technology, an organization that provides assistance in multiple areas, including broadband, he said.

Looking forward The reason staff members are looking at fixed wireless as a possible option for Powhatan County is because they have seen examples in similar counties such as Charles City, Louisa and Franklin counties, Weiler said. All of them are trying fixed wireless in a different way, just as Powhatan, if it went this route, would look at how best to implement it here, she said. The options range from using grants to setting up an authority (separate entity from the government) to using local funds. County staff are actively looking for grants and are researching the authority option, Weiler said. She could not recommend using local funds because the county is already struggling with tax revenue to fund basic government services. Weiler stressed that the county currently does not have funds for any of these efforts, the public communications system mentioned by Altman and other projects in the county’s capital improvement plan. “I don’t want anyone to leave here with false hopes. We don’t have any funding for broadband,” she said. “We are looking for fund-

ing for broadband, but we are not funding broadband out of the current real estate tax rate or any other taxes that we have. We have other needs that are higher up. I am sorry to say that to everyone.”

Questions answered More than 20 residents spoke during the one and a half hour question and answer session that followed the panel’s introduction. Many questions related to specific residents’ situations, but some also raised key points important to the entire community: Pat Johnson of Powhatan said she is going to be forced to work out of her home by next summer or lose her job, but her broadband isn’t sufficient. She pointed out there are inclement weather days when she won’t risk going into work, and if more people had the option of working at home it would keep them off the roads in bad weather. Melton advised her not to give up her current broadband until she had something better to replace it because there are usually many people waiting in line to take an open spot. Steve Somerville of Powhatan asked if there is any way to force Comcast into compliance of its franchise agreement. Lacheney said he is looking for test cases of neighborhoods that seem to meet the requirements but aren’t being provided service. The county has the ability to accuse Comcast of a breach of contract and go to court, but he said he wants to do it with a case they are certain they could win to avoid setting a precedent the first time they litigate of losing on technical details. Somerville questioned why there wasn’t a map of existing cable lines in Powhatan County. Lacheney said the county was provided a map, but it is almost useless. One issue is when Comcast gets right-of-way access from property owners instead of VDOT and county staff isn’t involved or aware of it. Somerville also asked if with the fixed wireless option using towers, would

each house need direct line of sight? Buzzard said the county is exploring options, including line of sight and a wireless mesh with routers in a line of houses that talk to each other. Several people mentioned that when they bought their houses in Powhatan County, they were led to believe that they could get broadband access, but when they moved in, it wasn’t possible. Joan Golden of Powhatan asked if any Internet service providers besides Comcast and Verizon would be potential vendors. Weiler said that in one of the options the county is looking out, there would be a goal that if the county did the backhaul, or middle mile, then they could open it up to any provider to come in and offer competitive services. Andrea Weber of Powhatan also asked about exploring other options besides Comcast and Verizon. “If Google can provide Internet to the middle of the African continent to people that do not have electricity, why can’t we explore an alternative solution?” she asked. Paula Duncan of Powhatan spoke about school children who do not have access to broadband at home so they can look at the online resources teachers assign. Chris Cravey of Powhatan asked if there was any kind of timeline projected for broadband in the county. Weiler said the county is waiting for the public safety radio communications study results in December to know where towers are needed. The county will also continue exploring other options. She said she realistically didn’t see the county having a plan before June 30, pending a consultant being hired to design one. She heard that after Louisa County received its plan back, they realized it would take three to five years to implement countywide. There are certain pieces that can be completed earlier, she said. Powhatan’s plan depends on if the board of supervisors votes to fund the radio plan and put up towers that could possibly have broadband uses. CHARLES SHOOK Charles Romas Shook, 84, of Amelia, formerly of Powhatan, born August 11, 1931, died on Friday, October 23, 2015 after a three-year battle with SHOOK Myelodysplastic Syndrome (MDS). He is survived by his devoted wife of more than 65 years, Ala Shelton Shook; three daughters, Cheryl Linthicum (John G. Lewis), Lisa Whitus (Ralph) and Tammie Hoard (Scott); brother, Donald Shook; sister, Linda Shook; nine grandchildren, Greg Whitus (Candie), Drew Linthicum, Faith Handy (Jordan May), Ryan Linthicum (Misty Smith), Travis Whitus, Joel Linthicum, Wade Handy, and Lari Handy; two greatgrandchildren, Amie Whitus, and Kinsleigh Whitus; beloved extended family including sisters-in-law and brothersin-law, Naomi Shelton Dickerson, Lela Shelton Davis (Ernest), Eldon Shelton (Guarnita). He appreciated the visits, text messages, emails, and calls from his family and many friends as he spent those final weeks in the hospital. The family would like to thank the doctors and staff of McGuire Veterans Hospital for the wonderful care given, especially those in Journey’s Way, the Palliative Care Unit (1Q) during his final weeks with us. Family received friends from 6 to 8 p.m. on Monday, October 26 at Bennett & Barden Funeral Home, 3215 Anderson Highway, where funeral services were held at 1:30 p.m. on Tuesday, October 27. Interment was at 3 p.m. in the Virginia Veterans Cemetery at Amelia. Supervisors handle light load in October workshop News Editor

POWHATAN – The Powhatan County Board of Supervisors had a whirlwind workshop last week that lasted less than 30 minutes and was relatively quiet. The board met on Monday, Oct. 19 and handled a fairly light agenda with quick and pointed decisions. Business handled at the meeting included: Hearing public comments from four individuals. Three residents from Red Lane Subdivision spoke about the sudden draining of Lake Louise and asked the supervisors to

Having candidates take the pledge to remain positive provided an educational opportunity for the PHS government students who volunteered to help the event, Brooks Ann Smith, a PHS government teacher, said. “It is a great opportunity for them to see positive civic participation and to see how candidates can disagree in an agreeable fashion,” Smith said. “I think it is important for them to see how the functions of our government work and how it all fits in place with the election of candidates.”

Rothert said he was happy all but three candidates spoke during one of the two nights, including those running unopposed. People needed to hear from them to know what to expect for the next term, he said. Wayne Cosner of Powhatan was impressed by the number of people who came both nights to hear the candidates speak. “There are some very important issues facing the county and people seem genuinely concerned about what is going on here,” he said. Cosner said he always attends candidates’ nights because he wants to keep up with the candidates and make a wise, informed decision. He was happy the candidates maintained a mostly positive attitude and talked about what they could offer. “I am not going to vote

republican. I am not going to vote democrat. I vote for the person, so I want to hear the person,” he said. The answer to whether any of the candidates managed to change some minds is difficult to gauge, but Rothert said there was definite potential to have that happen. The candidates were energized and, while many people come with their minds made up about a few particular races, they might be open to hear more about others. “When they get to hear everybody, I think they get to form an opinion about all of the people on their ballot, and I think that is the most important mission of this event,” he said. Jeanette Reames of Powhatan attended the event to learn about all of the candidates and figure out where her vote was going to count.

The supervisors voted to support the resolution in favor of the stormwater opt out unanimously. Discussing an application to conditionally rezone 45 acres of land along Rocky Ford Road. Robert L. She added she was glad this year’s forum only had the candidates speak instead of allowing a question period that often becomes redundant. Patti Trojanowski of Powhatan said she attended the second candidates’ night because as a new teacher in the county it was important to understand who is running for the positions, what they support and how it affects the schools and her children. “I had done my own research and I feel like I knew about the candidates, but it was important to me that I have an opportunity to see them and hear them,” she said. Student-led tour sheds new light on school By Laura McFarland News Editor

U

nless you are a Powhatan County resident with little to no involvement in the community, you probably know that one of the biggest impending issues the county faces in the not-so-distant future is what to do with Powhatan Junior High School. The Powhatan County Board of Supervisors has approved funding for the complete design work for a new middle school on the junior high school site, including bidding and construction contract administration. That doesn’t mean that the county has to go with those plans once they are done, but the ball is rolling. This writer is no stranger to the issue of the junior high. I have been to numerous meetings and presentations regarding the school, including the one where the steering committee looking into possible building and renovation needs first decided on an option to recommend. I have been to the school several times for meetings, interviews or events specifically related to the subject of the renovation. Still, when the Powhatan County School Board hosted an event on Wednesday, Oct. 21, at the junior high to give county residents a chance to tour the facility for themselves, this writer decided to go. It was a good decision. In the past, the tours I attended were led or contributed to by school and administration staff or school board members, and they did an excellent job of relating the huge problems the junior high presents on an ongoing basis. The tour on Oct. 21 was different. People who attended were offered a private tour given by a student who actually attends the school. My tour guide was Jeanne Wolkiewicz, an eighth-grader who did an absolutely amazing job of relating the problems she sees as a student in a “candid but appropriate way,” as per her instructions. She started us off in the gym, talking about the many problems it faces. One

of the most interesting was when she pointed out the “snow,” or bits of ceiling that fall on the gym floor enough for it to have a nickname. The leaks can get so bad that indoor volleyball games have been canceled because of rain, she told me. I lost count of the number of times she pointed to a teacher’s classroom and said it is so cold that students don’t go in there without a jacket. Then there was the teacher’s room with a humidifier because it gets so damp that it makes the floors slippery, which could lead to

water fountains is “either warm or brown.” The lockers, stacked too high, are supposed to fit a student’s lunch, backpack (students can’t carry them in the halls), binders and any textbooks. They are definitely on the small size for all of that, she said. Jeanne plays percussion in the band, so that is a subject that hit home for her. Given the size of the room in which they are expected to fit a large group of students with instruments, chairs and music stands, her displeasure was un-

people falling. The cafeteria doesn’t have enough seating, has no windows, and has a ceiling that is entirely too low, she said. I tried reaching up toward the ceiling on tippy toe and, at 5 feet 8 inches, was only short by a few inches in my reach. The “tiny bathrooms” are a big problem and the glare of the bright yellow tiles and stalls are quite off-putting, she said. The water that comes out of the

he lady arrived at the over-packed dentist’s waiting room and searched for a seat, finally landing in the last available space located on a crowded sofa. As people read the ample supply of magazines waiting their turn to see the doctor, and others amused themselves with video games or worked on their computers, the lady removed an oversized cell phone from her bag and began calling. The tranquility of the waiting room was only disturbed by the constant beeping sounds emitted from her phone as she dialed number after number, finally connecting with someone on the other

end. She was wishing someone a happy birthday, her voice breaking the silence of a room. “Tell me what you are doing today,” she continued, as her conversation suddenly became everyone else’s in the room. I’m no expert on cell phone etiquette, but it seems the popular device has allowed folks to ignore the laws of common courtesy and share their business with anyone within listening distance. Should it bother me? Probably not. But, honestly, using a phone as entertainment and calling endless numbers just for the sake of killing time seems symptomatic of a culture that is losing its politeness. Each call required an additional amount of volume from her end, and conversations ran the gambit of subject matter from weekend plans to her friend’s birthday party. There are no rules regarding cell phone use, but a good rule of thumb to follow is that if you feel you are doing something inconsiderate or obnoxious, then you probably are. Honestly, no one wants or needs to hear about your trip to the shoe store or the way someone’s hair looked at work today. It’s way too much information. So is it rude to carry on conversations in public places? Apparently not if one considers how

When they got on the very touchy subject of the narrow hallways, I decided to do an experiment just to see something. I had the girls line up three across evenly and lift their arms until they touched each other or a wall to see how much space was left over. The space between these three very petite girls was laughable, especially when you consider that when the bell rings during the school day, hundreds of students are expected to traverse the same space. “Make yourself as little as you can. That is the rule in the halls,” Jeanne said. She was especially not happy about how many of her clothes get snagged or damaged because they get caught on other students in the halls passing by so closely. Not once throughout the entire tour did Jeanne have a negative word to say about a teacher or administrator. In fact, she said she loves being a Powhatan Junior High School student. “But I don’t think it’s healthy and I can’t learn when the humidifier is popping and the walls rattle,” she said. Renovating the junior high school would be a huge financial commitment for Powhatan County, and it is a decision that can’t and won’t be taken lightly. But with staff warnings that the building could experience a catastrophic roof or mechanical equipment failure at any time and students, staff and administration painting a picture of a frankly dismal environment in which to learn, it also is not an issue that is going to go away. In the weeks and months ahead, this writer urges residents to educate themselves more about this issue and start seriously considering the options and what they mean for the county. Not doing so is a disservice to yourself and Powhatan’s children, both the ones in the elementary, middle and junior high schools today and the future students to come. They recently took second place in a Roanoke tournament. They won three out of four games with shut outs. They played in the rain, cold and mud and never quit. They have worked hard as a team together, and the town of Powhatan can be proud of them. I would also like to thank coaches Joe Parker and John Hansen for all of their hard work and the time they put in. It was also great to see the coaches invite the opposing and first place team to join them in a team picture. because the cosmetology’s state test changed dramatically. Workplace readiness dropped significantly partly because teachers looked for credentialing tests that fit what students were learning in the classroom so they could instead earn industry certifications. “These students are graduating with tools in their toolbox. They are graduating with documents they can take on their interviews, proof that they have come through the course work and have … all kinds of experiences to show their potential employers, ‘this is what I am coming to you with and this is what is setting me apart from anybody else that you might be interviewing,’ ” Tibbs said. The total credentials earned was 321 and there were 203 CTE completers, he said. To be a completer, a student must have at least two courses within a sequence. Many students can be completers in multiple areas. For the fourth year in a row, the high school was named a W!SE Blue Star School for performance on the W!SE Economics and Personal Finance Literacy Certification Test, Tibbs said. “Our students have done very well, maintaining well above 90

percent on that test,” he said. The district also rolled out a CanDo competency tracking system in October that aids teachers in tracking student progress; increased focus on building and improving business, IT and trades courses; is looking at increasing involvement of area businesses and industry partners in the CTE advisory council, and is looking at increasing awareness of the CTE program by working on creating a brand and increased public relations, Tibbs said. Other business handled at the meeting included: Approving several new advisory committee members. The board approved 15 new members on two different advisory committees. Hearing a presentation on an external audit of the student activity funds. The student activity funds are audited twice a year – once internally with finance staff and once with an outside auditor, Larry Johns, assistant superintendent for finance and business operations, told the board. The audit of the student activity funds for the year that ended June 30, 2015, has been completed by Brown Edwards & Company, L.L.P. Brown Edwards was a new firm for the school district. It is always a challenge switching to a new firm,

which often has different procedures and criteria they are looking at, Johns said. At the same time, they bring a fresh perspective to the process and keep people from becoming complacent. Only one school, Pocahontas Middle School, had no audit findings or comments. The rest the school district has already started addressing, Johns said. Approving the 2015-16 Title II Statewide Consortium Application. The school district currently has less than 20 English Language Learner (ELL) students and qualifies for $2,093.35 in allocated Title III funds for 2015-2016. To access these funds, the division must submit a Title III application through the statewide consortium that has been established for use by divisions that receive less than $10,000 in Title III funds per year. In addition to professional development for teachers of ELL students and outreach to their parents that is being provided with Title I and Title II funds, as well as Title III funds from last year, the 20152016 Title III funds will be used to provide translations of parent communications that are allowed under the guidelines for Title III. many folks are doing it. But, I’m not sure that makes it acceptable or changes basic common courtesy when it comes to cell phones. But, to the person sitting there having to listen to your conversation, it’s beyond rude. Cell phones are not unique, and most Americans have one so the need to display yours as a badge of courage long ago became passé. I asked a younger friend if there was such a thing as cell phone etiquette, and the reply was not encouraging. “I don’t think so.” I questioned my own perceptions of what is rude and what isn’t, and quickly realized that it’s a moving target. Things that Emily Post outlawed many years ago are now acceptable behavior. It used to be unacceptable to wear a hat inside, but it’s common behavior now. Want to call someone after 9 p.m.? Not a problem. Maybe I’m overreacting to a problem that doesn’t exist and it’s just my grumpy nature that is causing the problem. So I turned to the aforementioned Emily Post Institute for guidance on what exactly is accepted behavior regarding cell phones. The rules listed on their website are strict, and I fear all of us are at least one-time violators — most of us habitual offenders in disobeying the Post guidelines. The Emily Post Institute lists the following as rules for good cell phone etiquette. Read ‘em and weep: • Be in control of your phone, don’t let it control you! • Speak softly. • Be courteous to those you are with; turn off your phone if it will be interrupting a conversation or activity. • Watch your language, especially when others can overhear you. • Avoid talking about personal or confidential topics in a public place. • If it must be on and it could bother others, use the silent ring mode and move away to talk. • Don’t make calls in a library, theater, church or from your table in a restaurant. • Don’t text during class or a meeting at your job. • Private info can be forwarded, so don’t text it. • NEVER drive and use your phone at the same time.

Often these scams involve asking a person to send a gift card or wire money to them first, which people should never do, Jones said. “When you wire money, the scammers like this because they can pick it up very fast as cash using false IDs. Once that money is gone, it’s gone. It’s not like a check that you can put a stop payment on,” she said.

Computer security and fraud protection Jones offered the people who came to the event a good introduction to how important it is to be aware of the areas where they are vulnerable and how Virginia law address those situations. From 2001 to 2014, there was a significant increase in all types of fraud and identity theft, she said. She cited the Consumer Sentinel Network Data Book, which showed an almost continuous climb in nationwide numbers from the 325,519 complaints in 2001 to 2,582,851 complaints in 2014. In 2014, Virginia ranked 11th in the number of fraud complaints (49,537) and 31st in identity theft complaints (5,921), she said. Fraud complaints are in the areas of impostor scams, debt collection, banks and lenders, and telephone and mobile services, she said. The top types of identity theft reported by Virginia victims were in government documents or benefits fraud, credit card fraud, phone or utilities fraud and bank fraud. People should help guard themselves against identity fraud by protecting their social security numbers; using caution when giving out personal information (phishing); disposing of documents securely; protecting their postal mail; checking their bank statements and credit reports often, and protecting their computers with firewalls, anti-viruses and locked wireless networks, Jones said. “I will be honest with you. It is very hard to prosecute these kinds of cases if it’s a large ring or a very complicated scheme, and it can take some time to get through the court system,” she said. “So, you know how they say the best offense is a good defense? In this case, the best recourse is to not become a victim of ID theft in the first place.” Be very aware of phishing scams, as when someone sends you an email saying an account has been deactivated and telling you to follow a login and reactivate it, she said. “Legitimate institutions will not send you emails like that telling you to log in from a specific link,” she said. People may learn they are the victim of identity theft when they notice withdrawals from their bank account that they can’t explain, bills and mail not arriving, debt collectors calling about debts that aren’t theirs and finding unfamiliar accounts or charges on their credit report, she said. Victims should report identity theft to creditors (card issuers and utilities), credit bureaus, Federal Trade Commission (FTC), local/state law enforcement, their financial institution and the Office of the Attorney General. Popular scams that still work sometimes include someone calling a grandparent saying their grandchild has been arrested and needs money; offers to work at home; offers to be a mystery shopper; debt relief scams; someone claiming the person called won a foreign lottery or had a relative die that wants to leave them money;

Being aware of your digital footprint People today live in an information age, and they must be careful what they post on the Internet, Holland warned at the beginning of his talk. While he would focus mostly on Facebook as a social media outlet where people need to exercise caution because of its prevalence, there are many other popular apps and websites where they should be aware of what information they are sharing, he said. Facebook is a global communication with 1.4 billion users, Holland said. If people have their information open or available to be open, they are sharing it with the world. “We forget as a society that many of us are law-abiding citizens, but there are many people on Facebook, Twitter, Instagram and email out there not trying to help you. They are there to hurt you and take your information, hurt your children, take finances from you and whatever they can do,” Holland said. In about 2012 and 2013, young people started migrating off of Facebook because their parents and grandparents were on the site, Holland said. Instead they started using sites and apps like Instagram, Kik, Twitter, Yik Yak and Snapchat, often on their smartphones where they aren’t being monitored as closely. Many parents aren’t aware of these apps or what they

do, he said. Some don’t know that they have age ratings, much like a movie or video game. Yik Yak and Kik both have ratings of 17 plus, which means that even if they are not using it with bad intentions, young people could be exposed to adult content if they use those apps. The information students share on the Internet, even if it seems harmless, can make them a target for pedophiles, Holland said. “Our kids are thinking very narrowly focused. They are thinking they are only sharing this with the people maybe in Powhatan. They are not thinking about the 1.4 billion people that have access to this,” he said. In the last five years, Holland said every case he investigated where a person was contacted through a social media site started because the criminal saw a photo. Teens posting risky behavior and provocative photos on social media can become targets for sexual predators who are on the lookout for them, he said. Holland gave examples of the most common ways predators target young people. One example started with a 12-year-old girl, who said she was 14 to get on Facebook, accepting a friend request from someone she didn’t know. The person who contacted her had a photo of an attractive 19-year-old male as his profile picture. He also had 2,644 friends, all of them young girls. She was chatting with him and finally alerted her parents when his messages began to become inappropriate. Holland recommends not having a personal photo as the profile image, especially a provocative one, and never accepting a friend request from someone you don’t know. In another example, Holland discussed a trend called sextortion, which was prevalent in 2011 and 2012, died down and now has started to spike again in 2015. In his example, a predator befriends a boy or girl with a fake profile and starts an online relationship. As the relationship progresses, they start exchanging photos that become increasingly provocative until the predator eventually gets the child or teen to take graphic photos or videos. Then the predator threatens to post the videos or photos they already have on a pornography website or share them with their parents and friends unless the young person sends more, Holland said. “They are getting free child pornography out of people, and (the children) never tell their parents,” he said. Holland warns people to protect themselves with a unique password and tighten up their privacy settings. On Facebook, he especially recommends tightening the privacy settings under the general, security, privacy and timeline sections. Do not post your full name, date of birth, address, phone number, or school. Also don’t post anything you wouldn’t want your grandmother to see, he added. Parents need to be aware of how and when their children are using their electronic devices, he said. There is no reason for a 13-year-old to be online at 2 a.m., he said. “Parents, if you’ve got a computer at home, where is it located? If your kid is spending an exorbitant amount of time in their room on their “i” device, iPad or computer, you need to have questions,” he said. On the first play of the game, Fluvanna quarterback Gavin Patrick dropped back to pass against Powhatan and completed a throw to Ju Ju Edwards. Unfortunately for Patrick, and what would become a recurring theme throughout the game, Edwards doesn’t play for the same team as Patrick. The Indians forced seven turnovers against the Flucos, two of which were returned for a touchdown by defensive lineman Will Schwartz, as Powhatan rolled on Fluvanna 63-13. “After what we’ve been through, the kids deserve a game like this,” Powhatan football coach Jim Woodson said. “They came out fired up to play. We needed it and it was a lot of fun for the kids.” After Edwards’ interception, the Indians were

able to drive down and Johnathan Caporale rushed it in for a touchdown to put the Indians ahead by seven. Fluvanna (0-9) received the ball and two plays later gave it right back to Powhatan’s offense after the defense recovered a fumbled

Both Fluvanna scores, a 1-yard run from Craig Russo and a 14-yard touchdown pass from Patrick to Jay Amos, came when the clock was in full-run mode and the Powhatan lead was insurmountable. Knights’ QB injures knee in 50-13 defeat By Billy Fellin Sports Editor

The injuries keep piling on for Blessed Sacrament Huguenot’s football team. Noah Dowdy, the Knights’ sophomore quarterback, fell to an injured knee in a 50-13 loss to Roanoke Catholic on Oct. 30. Since the team was short-handed to begin with, the injuries have hurt the Knights doubly hard since many players were playing both offense and defense.

“Last week we lost three starters,” Blessed Sacrament Huguenot coach Ron Gundry said. “So, we’re down to 17 kids. We’ve lost a total of 12 this year. We started off with poor numbers and those kids have to play the whole game and that’s what happens. (Dowdy) had missed one game due to his knee already. Hopefully it’s nothing serious, but he’s definitely not going to play next week.” The defense also isn’t in great shape after losing two defensive backs last week. “We’re just patched together,” Gundry said. “We’re just a good JV team. We’re playing with a bunch of

ninth and tenth graders, one junior and one senior. owhatan junior forward Hannah Adams refused to be stopped during the Conference 20 semifinal field hockey matchup with Hanover on Oct. 26. Adams sliced through the Hanover defense and was opportunistic with her stick during the first half, scoring four goals as the Indians took down the Hawks 5-1 at River City Sportsplex. “Everybody played really amazingly,” she said. “It’s just like the assists. They were what made it happen for me.” Defending set plays were one weakness that Powhatan was able to exploit Hanover on. Adams scored two of her four first half tallies as a direct result of corners. The Indians crashed in on the Hanover goal several times and were able to find the back of the net to jump out to an early 3-0 lead. “They connected their passes

really well,” Hanover coach Sarah Rowe said. “They were dodging and cutting in front of the ball really well.” When Hanover was able to flip the field and put some pressure on the Indians defense, goalie Gatlin Snyder was able to come up with some key saves that stopped the momentum from going Hanover’s direction. The Hawks lone goal came with 5:30 remaining in the first half, when senior forward Margaret Delaney beat Snyder off of a corner opportunity. But, the Hawks were stymied by Adams’ fourth goal of the half occurring just before halftime and Brie Burgio scoring 10 minutes into the second half, putting the game out of reach for Hanover. After the game, Adams was understandably very excited about the win. “I just love this team. We’ve played so amazing this year,” Adams said. “Everyone has improved and these new players are awe-

some.” The win clinched a spot in the Region 4A East playoffs for the Indians, regardless of what happened in the Conference 20 championship game against Midlothian on Oct. 27. The game against the Trojans did not go as well for the Indians as against the Hawks, with Midlothian winning the Conference 20 title in a 4-0 win. As the conference runner-up, the Indians will travel to James Monroe High School, located in Fredericksburg, for a regional showdown with the Yellow Jackets. Adams, for one, is confident that the Indians have what it takes to continue their banner season. “It’s the most exciting time ever. Everyone was hoping for it and now it’s here. Seniors shine for Powhatan volleyball on Senior Night By Billy Fellin Sports Editor

The Powhatan girls volleyball team sent their season out and paid tribute to the three seniors on the team in the best way possible. A victory over Charlottesville. On Thursday, the Indians honored seniors Julia Goodman, Celina Oliver and Gracie Dejoya in a pre-game ceremony, and then swept the Black Knights 25-13, 25-21, 2512. “Tonight was good,” Powhatan coach Amber Ortolano said. “They scored some points on us in the second set. I was running another lineup to

see what we had in case we lose someone in the playoffs.” During the game in which they were being honored, the seniors showed their strength for the Indians. Goodman was solid on the block and on the outside all night, as was Oliver and Dejoya was giving maximum effort in going for digs, doing somersaults following digging the ball out of seemingly nowhere to keep it in play. Oliver had seven kills, while Dejoya had 19 digs and two aces. While Ortolano has only had these three seniors for one season, she said that she has made a meaningful connection

with each of them over that short period of time. “They’ve had a huge role on the team this year,” she said. “Whether it’s on the court, on the bench, in practice, or just in a supporting role for the rest of the girls. They are definitely some big shoes to fill, especially with Julia leaving. She’s been a contributor to this program for four years. That’s going to be a huge hole in our lineup. It was a good learning experience for me as a coach to see what everyone else has.� While the Indians would have loved to have won the Jefferson District regular season title, Ortolano said that title is “peanuts� in the grand scheme of things with the Conference 20 playoffs starting tonight. “Our main focus is to come in on Wednesday night and handle Midlothian here,� she said. “Then, advance on and face the No. 1 seed, which is probably going to be Hanover and give them a run for their money and see what regionals brings us.�

The Powhatan girls cross country team was not going to let Midlothian have all of the glory during the conference meet. Lindsey Fanz led the Indians at the Conference 20 meet at Pocahontas State Park on Wednesday with a time of 20:04, slotting in second in the girls race. Fanz broke up the dominant Midlothian Trojans girls squad, which placed in seven of the first 10 spots during the race. Midlothian’s Camryn Adams was the conference champion with a 19:28. According to Fanz, about a mile into the race she saw her opportunity to keep up. “The Midlo pack started to break up, and I just decided to keep up with the top three girls,� she said. “And then we just started to spread out a bit and I caught them on the hills. Place-wise, I definitely did better than I thought I would. I’m very pleased with a secondplace finish.� Powhatan freshman Ashley Cooper also had a Top-10 finish for the Indians, coming home ninth

with a 21:23. Junior captain Megan Remillard was 11th with a 21:49 and Caileigh Dintino was 16th with a 22:59. Fanz, Cooper and Remillard were named AllConference 20 runners. “I am super proud of

began to close on the leader, which she nearly caught.� With the strength in youth on the girls team, Fanz said she hopes her performance can help those coming into the ranks. “It feels so good just to maybe be a role model for others coming up and being able to talk about some of the other races to people that are just starting cross country,� she said. “So I feel very honored to be blessed with my gifts.� Monacan was third with 78 points, Hanover was fourth with 88 points

and Dinwiddie was fifth with 143 points. On the boys side, senior captain Chase Miffleton was the top Indians runner, finishing in seventh place with a time of 17:33. He qualified as an individual for the 4A East regional meet and was named All-Conference. “It was a gutsy performance,� Miffleton said. “It’s the strongest we’ve seen from him all season. He definitely dropped the hammer with about 400 meters left to hold off a surging Dinwiddie opponent.� Powhatan’s Alec Hillen was 16th with an 18:59, one spot shy of qualifying for regionals, and Connor Fletcher was 18th with a 19:01. Just as in the girls race, the boys race was dominated by Midlothian, as the Trojans swept the top five positions. Midlothian’s Randy Hahn was the conference champion with a 16:19 and the team won the conference title with 15 points. Hanover was second with 60 points, followed by Powhatan in third with 89. Monacan was fourth with 108 and Dinwiddie was fifth with 116.
