Residents work to bring back Lake Louise By Laura McFarland News Editor

P

OWHATAN – The residents of the Powhatan County neighborhood that saw its beautiful lake drained overnight 16 months ago are still fighting to get it back. Lake Louise, located in the Red Lane Subdivision, drained of almost all of its water on the morning of Saturday, Oct. 17, 2015, and several dedicated neighbors have spent much of the time since then figuring out how they can fix it. If they can fix damage to culverts that are meant to keep the lake at a certain level, they believe nature would take over and its tributaries combined with some good rain could quickly refill Lake Louise, resident Joe Washington said. Once that happens, they hope to slowly get back what they miss the most – a place to fish, observe wildlife, and simply sit and enjoy the view, he added. “In the words of one of the people who used to live here, you are so used to seeing the lake when you go by,” he said. “Now you see a big mud hole. It is very disheartening to see what it is now compared to what it used to be. Even the kids in the neighborhoods ask when the lake is coming back.” In the more than a year that followed the lake draining, Washington said he visited everyone he could think

of to ask for advice or help before he finally got permission from the U.S. Army Corps of Engineers to make the necessary repairs. He said residents are hoping the next step – raising $18,750 for parts and labor to make the actual repairs – takes far less time. To help with the process, residents around the lake have already committed to fundraising the $4,750 for

Board members discuss future housing security By Laura McFarland News Editor

POWHATAN – The Powhatan County Board of Supervisors expressed their desire last week to be proactive about the security and appearance of any multifamily dwellings that may one day be built in the county. During a board workshop held on Tuesday, Feb. 21, Carson Tucker, who represents District 5, suggested having the Powhatan County Sheriff’s Office involved earlier in the planning process if multifamily

dwellings such as apartments, garden apartments or townhouses are ever developed in the county. Tucker said he wasn’t looking for a change to the zoning ordinance or even a vote from the other board members. He said he was only seeking general agreement among the members to formalize the sheriff’s office’s involvement early on in the planning process of a multifamily dwelling should one come about. Tucker supported developing see DWELLING, pg. 9

POWHATAN – The stress and worry that comes with tax season isn’t going away anytime soon, but a dedicated group of local volunteers are working to make the process easier for some taxpayers in Powhatan County. Powhatan County’s location of AARP Tax-Aide, the nation’s largest free, volunteer-run tax assistance service, just finished its first month of offering free tax return services to elderly and low- and moderate-income taxpayers, and organizers say they’re off to a good start. The Tax-Aide program, sponsored by

the AARP Foundation and the IRS, began in 1968 in response to the need of senior citizens for free, quality assistance in filing their income tax returns. Tax counselors meet with clients for free but by appointment from 9:30 a.m. to 3:30 p.m. every Wednesday and from 9:30 a.m. to 2:30 p.m. every Friday through April 14 at Powhatan County Public Library. They file state and federal returns for free electronically. The group of roughly 12 tax counselors and greeters, who take turns volunteering, have been busy in their first month and are currently booking clients about two weeks in advance, said Maureen Emerson, volunsee TAX, pg. 6

Resident loses, keeps weight off for a decade By Laura McFarland News Editor

OWHATAN – For Wayne Hamrick, losing 80 pounds wasn’t necessarily the hardest part of his weight loss

journey. Keeping it off for 10 years, now that is a challenge he said he is proud to have accomplished. On Feb. 13, the 69-year-old Powhatan resident celebrated a decade of having kept off an excess 80 pounds. He said he does it by recognizing that see WEIGHT, pg. 4

O B I T UA R I E S MILLARD DEAN SR. Millard Hilton Dean Sr. was born in Powhatan, Virginia on October 19, 1922, to Ethyl Horton Dean and James Dean. He was preceded in death by his wife of 65 years, Constance Whitlow Dean; and his 11 brothers and sisters. He is survived by his daughter, BevDEAN erly; his son, Rusty; his daughter-in-law, Tee; his grandson, Tres; and his granddaughter, Maddy. Shortly after Pearl Harbor, Hilton joined the Army Air Corps. He was a Staff Sergeant in the 455th Bomb Group, 743rd Bomb Squadron and served in the European Theater of World War II. His job was an engineer and gunner in a B24 Liberator, and as the name implies, helped to liberate Europe. Hilton flew 51 missions in his plane, the “Menacing Messalina. Half of his missions were flown in the nose of the plane, and the other half in the ball turret. The 455th Bomb Group bombed the Moosbierbaum Oil Refinery in Austria, and the Daimler Aircraft factory in Steyer, Austria. The group received the Distinguished Unit Citation for both these mission. As with so many members of the Greatest Generation, he served his country and never asked for thanks, bragged about his exploits, or complained about his hardships. He simply did his duty, came home to Virginia, got a job, married and raised his family. Hilton spent most of his career working for Otis Elevator Company. He either installed or worked on most of the older Otis elevators in and around the City of Richmond. He eventually was promoted to district maintenance supervisor. He was a strict and demanding task-master with the men who worked with him, but with his family, it was a different story. As he told his son, Rusty, the key to raising children is giving them everything they want. He definitely abided by this belief. Above and beyond the superficial, material things of life, Hilton and his beloved wife, Connie, gave their children two precious gifts. There was never a day that went by that they did not feel complete love and security from both their parents, and they also instilled in them the belief (in their strictly middle-class upbringing) that they were the equals of kings and presidents. Hilton’s two grandchildren, Tres and Maddy, were also very special gifts to their grandfather. As with his children, there was nothing he wouldn’t do for either of them, and he loved them both unconditionally. Apart from his immediate family, his nephew, Kenny Whitlow, and Kenny’s son, Cole, were special to

Dean. We thank them both for their love for our father. We would also like to thank our cousin, Midge Flannagan, for her love and care for our father. She has cared and watched over him for the last six years. We could not have done it without her. Special thanks to his nurse practitioner, Tammy Krukiel. She was a blessing to our family. Visitation was from 12:30 to 2:30 p.m. on Thursday, February 23 at Nelsen Funeral Home, 4650 S. Laburnum Ave., Richmond, followed by a private burial.

WILLIAM DOMER William “Dennis Domer went into the presence of his Lord and Savior Jesus Christ, on Friday, February 17, 2017 as a result of a motorcycle accident. Dennis was 67 years old and had just retired from a long career as a trucker with an incredible record for DOMER safety, the last 30 years with ABF Freight. Dennis was a faithful and loving servant of God having become a Christian early in his adulthood. He had two loves: first was his love for His Lord and serving Him in his church of 33 years. Last Sunday, he prophetically stood before his church and stated, “What do you do when you retire? You go be with the Lord! All of us who knew and loved him are shocked that his word would be so quickly fulfilled. He often prayed for God’s protection when riding, and always prayed that God would be glorified in all he did. Thus his homegoing was not an accident, but a call to come home from His God. Dennis was that quiet, faithful servant who was always there to do the little things hidden, unseen, and unnoticed by others, not looking for the reward or applause of men, but only that of his God. He had deep spiritual perception and understanding that few knew about. He loved studying his Bible, and listening to Christian music in his truck as he drove, not having a CB like almost all truckers. He did not own a TV – not for any religious reasons; he just had no interest in watching. He was a humble man with a sweet spirit that invited the love of others. Dennis second love was riding his Harley’s. He began riding motorcycles in his teens and presently had three, each one with over 100,000 miles on them, only because he maintained them so well. He probably had more than a dozen different Harley’s. He was planning on buying a new Harley Road King for his retirement riding, but now is riding “bike-free with His Lord and Savior. He was a faithful

member of the Christian Motorcycle Association, having served both as chaplain and vice president of the Living Wheels chapter. He was a lifetime member of the Harley Owners Group since its inception in 1983 and the local Steel Horse H.O.G. Chapter. He always felt he was most at home either with his Christian brethren or in the saddle. His most well-known comment was, “I could ride all day! He was an extremely safe and careful rider, riding almost like he was driving an 18wheeler. Dennis served in the Navy during the late 1960s with an honorable discharge. He is survived by his son, William Adam, and two granddaughters, Trista and Kloe and his sister Diane Dunlap in Florida. His parents are deceased. Funeral services will be private.

DOROTHY FUNDERBURK Dorothy J. Funderburk, 99, of Midlothian, passed away on Monday, February 20, 2017. She was preceded in death by her husband, Dr. William H. Funderburk Jr.; and son, William H. (Hank) Funderburk III. She is survived by her daughters, FUNDERBURK Dianne Trauber of Powhatan, Jennifer Holloway (Robert) of Murrells Inlet, South Carolina, and Kathryn Yoder of Surfside Beach, South Carolina ; seven grandchildren and 16 great-grandchildren. Dorothy lived a long, active life. She was a charter member of Salisbury Country Club, where she was an avid golfer. She also enjoyed bridge and painting. Funeral services will be private. The family of Dorothy Funderburk would like to thank Brookdale Midlothian and Hospice Community Care.

JIMMY GRISSOM SR. Jimmy J. Grissom Sr., 90, of Powhatan, widower of Annette G. Grissom, went to be with the Lord on Tuesday, February 21, 2017. He is survived by his children, Jimmy Grissom Jr. (Cathy) of Cumberland, Bonnie G. Bayliss of Powhatan; five grandchildren and GRISSOM seven great-grandchildren. The family received friends from 2 to 4 p.m. on Sunday, February 26 at Bennett & Barden Funeral Home, 3215 Anderson Highway, Powhatan. Graveside services were held at 1 p.m. on Monday, February 27 in Dale Memorial Park, Chesterfield.

KENNETH MOORE SR. Kenneth William Moore Sr., 79, of Powhatan, departed this life on Tuesday, February 21, 2017. He was preceded in death by his wife, Laverne Moore; parents, Ruth and Jessie Moore; brother, Melvin Moore; and son, Kenneth Moore MOORE Jr. He is survived by one sister, Maxine Rose (Sam); three grandchildren, Ashley Moore, Taylor Bailey and Cody Moore; one greatgrandson, Javari Mayo, and special friends, Angel Skelton, Michael Dolin and Brenda Caurnour. The family received friends from 10 to 11 a.m. on Friday, February 24 at Graceland Baptist Church, followed by a funeral service at 11 a.m. Interment church cemetery. In lieu of flowers, contributions may be made to Graceland Baptist Church Memorial Fund, 975 Dorset Road, Powhatan, VA 23139.

MARYLOU PAQUETTE Marylou Snow Paquette, 89, of Powhatan, passed away peacefully at home surrounded by her loved ones on Sunday, February 19, 2017. She was born and raised in Springfield, Massachusetts. Marylou is survived by her devoted husband of 69 years, Harvey J. Paquette Jr.; her brother, Robert PAQUETTE Snow, wife Shirley and family, and many nieces and nephews. She is also survived by her five children, her son, Terry and his wife Laurie, daughters Susan Bennett and her husband Bobby, Sally Paquette, Gail Spruill, and Laura Batts and her husband Martin. Marylou was blessed with 12 grandchildren whom she adored: Jennifer (Rob), Tommy, Chris (Molly), Thomas (Amy), Joey, Lucy (Will), Sarah (Tyrone), Andrew, Chris (Stacy), Laura, Erika, and Anna (Sam); 14 great-grandchildren; Ricky, Trevor, Brandon, Connor, Cameron, Betsy, Evan, Kyle, Ella, Sutton, Channing, Corwin, Sophia, and Caleb. Also, her cat, Ching. Marylou will be remembered for her love of nature, her generous heart, her wit and her well-lived life full of grace. Oh, and her love of Cheerios and raisin toast. In lieu of flowers, consider a donation in her memory to the Nature Conservancy or the Powhatan United Methodist Church Discretionary Fund. A memorial service in celebration of her life will be held at 3 p.m. on Saturday, March 11 at Powhatan United Methodist Church.

every day he has a choice to make, starting from the moment he wakes up. He makes choices about what he eats and whether he will go work out, usually at the Elizabeth Randolph Lewis Powhatan YMCA at least three times a week. He also makes a choice not to let what others might see as limitations – such as the fact a failed back surgery means he almost always uses a wheelchair – stop him from leading an active life. “I wake up in the morning and feel aches and pains and I think about coming to the Y and that is not at the top of my list because of the way I feel,” Wayne said. “I force myself to get out of bed and get moving, and once I do, I feel better about myself. It is a

very fulfilling type of experience.” Janet, his wife of almost 45 years, set out to celebrate the achievement by having Wayne recognized at the monthly senior luncheon held on Wednesday, Feb. 8 at the YMCA since the gym had been an integral part of helping him maintain his weight loss. Janet said that her husband was heavy for most of their marriage, so she knows, if he was still carrying around an extra 80 pounds and pushing 300 pounds, their life would be vastly different. “We were talking about the other day he wouldn’t be able to exercise the way he does today if he still had an extra 80 pounds. We wouldn’t be able to travel. Life would be different. He would be sitting at home getting larger,” she said. At his heaviest,

Wayne stepped on the scale and weighed in at 300 pounds. But when he started his weight loss journey by agreeing to attend a Weight Watchers meeting with his wife, he weighed 283 pounds. That was in September 2006. Their son was moving to Florida with their only grandchild at the time, which hit the couple hard, Janet said. She told her husband they could either sit at home and be depressed or do something about it. “He said how much does it cost, like a typical male. I said it is not about the money; it is about taking care of ourselves,” she said. Ultimately, Janet said it had to be Wayne’s choice, or it never would have worked. “The more I nagged the heavier he became. I was trying to change my husband. You can’t change someone else. The change has to come from within,” she said.

at McDonalds and buying a soft serve cone; eating high calorie desserts every night; eating a sandwich or some other high calorie snack late at night; eating at restaurant buffets, and drinking beer or mixed drinks on a regular basis along with the snacks.” “If I am going to have a snack, I try to make it a healthy one, such as an orange or an apple versus cookies or other sweets,” he said. “And I avoid such things as a sandwich or other maincourse foods unless I haven’t had a maincourse meal for the day.” That good habit started with assessing what Wayne was eating and learning what the food value was based on the Weight Watchers food point system, as well as how it impacted his daily point allowance, he said. Many times when he did this he either had to eliminate a food or adjust the portion size. “For example, I thought that the baked chicken at Arby’s was a good choice because it was baked versus fried. Boy was I wrong! Under the Weight Watchers program I was allowed 28 points per day. This baked chicken accounted for 23 points, and that was just the chicken! It didn’t account for the oven-fried potatoes or bread or dessert,” Wayne said. “The moral of this story is before you put anything in your mouth, know what you are putting in your mouth.” He also set a personal goal of exercising minimum of three times a week at the Powhatan YMCA. He usually does the stationary bike, step machine and some weight lifting. He said he established a routine

Going too fast In the first few weeks of his weight loss journey, Wayne said he would weigh in every week and consistently be down 4 to 5 pounds. Higher numbers at first aren’t uncommon, but he didn’t level off to the suggested 1 to 2 pounds a week of consistent weight loss that is considered healthier and more sustainable, he said. “My record was showing anywhere from 3 to 6 pounds a week I was losing. They said that was too much,” he said. Wayne was told he couldn’t participate in the program anymore until he went and saw a doctor. He thought that the more he could lose quickly, the better, which turned out to be errant thinking on his part. “When I visited my

doctor and he reviewed my weight loss he quickly told me what the problem was with the rate at which I lost it. He said that too rapid a loss can create an imbalance in metabolism and could adversely affect the liver,” he said. “Luckily, I did not have any negative effect from the experience.” Wayne slowed down his weight loss, but he still managed to reach his new goal weight of 210 pounds by Feb. 13, 2007. Wayne said the doctor adjusted his goal weight because the one the weight loss charts told him was the right one for his height and weight, about 185 pounds, wasn’t deemed to be the healthiest option for him. “Years ago I lost down to 195 pounds, and people told me I looked like death warmed over. I had dark circles under my eyes and my face was sunken in,” Wayne said. “That was before the weight loss. That is the reason I was reluctant to take my weight down too low to be consistent with weight charts.” Once he reached his goal weight, Wayne said he became a lifetime member of Weight Watchers and could attend monthly meetings for free as long as he stays within a certain range. In 10 years, he has only had two months where he was not within that goal weight range. Wayne said that the need to make good choices is on his mind on a daily basis, and he intends to keep it there so he can “add years to this success story.” Laura McFarland may be reached at Lmcfarland@powhatantoday.com.

When he started the weight loss program with a group of ladies at his church and his wife, what really helped motivate Wayne and keep him going was that he was seeing great results, he said. He and Janet supported each other, with her buying and preparing healthy foods for them and limiting their unhealthy foods. He also took a look at some of the bad habits he had adopted that were only harming him and stopped. One bad habit he had was grabbing a snack when he got home from work when dinner was only about an hour away. He said he also struggled with “stopping

that is not particularly strenuous but is consistent. One thing that surprised Wayne’s Weight Watchers facilitator was when he said he had downsized his wardrobe to his new size and got rid of his old wardrobe. She said that she had saved most of her larger clothes and just put them in another closet, but he didn’t want that option. “I felt, for me, that this would just create a crutch to fall back on and I would gradually just fall back on my old habits and clothes size. If I didn’t have them to fall back on and I found myself squeezing into my old clothes it would motivate me to knuckledown and get back with on track with the program,” he said. “I can only say it has worked so far and I am happy about that.”

Cinderella Dreams oers prom dresses for local girls Contributed Report

T

he Midlothian Junior Women’s Club, Puritan Cleaners, YMCA’s of Greater Richmond, Westchester Commons and Summit Media are once again joining forces to ensure that no young woman is denied her chance to experience a quintessential event of adolescence – attending her high school prom. The Cinderella Dreams Project aims to help shoulder the financial burden of attending this formal event by providing gowns and ac-

cessories for free to any girl who, like Cinderella, needs help obtaining a gown for the ball. All high school age girls are welcome to prom shop for a $5 donation to help cover the annual costs of the project. Shopping is first-come, first-serve and the line will cut off an hour before shop closing. Puritan Cleaners and area YMCAs collected dresses through Feb. 28. The 2017 shopping hours are from 5 to 8 p.m. on Friday, March 10; from 10 a.m. to 2 p.m. on Saturday, March 11; and from noon

to 2 p.m. on Sunday, March 19. The storefront is located at Westchester Commons (former Famous Footwear Location) at 301 Perimeter Drive, Midlothian, VA 23113. anniversary with art contest

Contributed Report The Virginia War Memorial is inviting student artists from across the Commonwealth to enter its first annual art contest. The contest is open to all middle and high school public, private and homeschooled students living in Virginia. The year 2017 marks the 100th anniversary of the United States’ entry in World War I. To highlight this anniversary, the theme of the artwork submitted will be “How do you see the legacy of World War I in the world around you today? The Virginia War Memorial is partnering with the Virginia World War I and World War II Commemoration Commission for the contest. Entries chosen as finalists will be displayed at Virginia’s World War I Memorial, the Carillon in Richmond, on April 6, during the Commonwealth’s Commemoration Ceremony of America entering World War I. First place winners in the middle school and high school categories will receive a cash prize of $200 each and first runners-up will receive $50 each. All finalists and their families will be invited to the April 6 ceremony and to an award ceremony at the Virginia War Memorial. For complete rules of the contest and a registration form, students should visit www.vawarmemorial. org/wwiart or contact the Virginia War Memorial’s assistant director of education, Morgan Guyer, at morgan. guyer@dvs.virginia.gov or 804-7869700. All entries must be received by 11:59 on Friday, March 10.

Memorial is to honor veterans, preserve history, educate youth and inspire patriotism in all. Dedicated in 1956, the memorial includes the names of the nearly 12,000 Virginia heroes who made the ultimate sacrifice during World War II, Korea, Vietnam, the Persian Gulf and the Global War on Terrorism. The Virginia War Memorial is a division of the Virginia Department of Veterans Services and serves as an integral part of its mission in support of all Virginians who served in our military forces. Visit www.vawarmemorial.org or Facebook/virginiawarmemorial. The Virginia World War I and World War II Commemoration Commission was created by the Virginia General Assembly during its 2016 Session by expanding the existing World War II 75th Anniversary Commission to include programs and observances marking the 100th anniversary of World War I. Over the next four years, the commission will carry out programs to recognize the 75th anniversary of World War II and the 100th anniversary of World War I, which begins in April 2017. For more information on the Commission and its projects, visit www.VirginiaWorldWarI.org and www.VirginiaWorldWarII.org. Founded in 2000, the Virginia War Memorial Foundation (VWMF) is the nonprofit 501c3 corporation dedicated to the financial support of all of the educational outreach, patriotic programs, historical exhibits and documentary films of the Virginia War Memorial. to a different vendor, so we have brand new different software that everybody in Tax-Aide nationwide has to use. It is called Tax Slayer, Saxton said. “It switched this year so there was a big learning curve. Everybody had to be retrained on this program. Especially now that the volunteers have been working with the software for several weeks, the people having their tax returns prepared don’t notice much of a difference, he added. The main difference is that with a new program, information from last year was not stored so it all has to be keyed in again.

“All of them are trained. All of them have to pass certain certification tests before they can do taxes for anybody, he said. “Even the greeters, who do not do taxes, have to pass ethics rules as to privacy, confidentiality and things like that. We try and keep it professional and protected. Organizers are confident that when a return is submitted it is correct, and part of the reason for that is that every return is quality checked by another tax counselor before it is sent out, Saxton said. Giving girls a Cinderella moment By Laura McFarland News Editor

M

emory and news recently collided in my heart and caused a moment that was simultaneously joyful and sad. This writer recently shared that my grandmother passed away early last month after several years of suffering from dementia and then a possible stroke that caused her to go downhill rapidly. Since returning from the funeral in Texas, there have been many days when I go along living life and it suddenly just pops back into my head that she is gone. Most of the time it makes me sad, but there was a moment last week that held only sweetness. To start, my grandmother, Jene, or Mamaw as I called her, was very crafty. She painted beautiful paintings and sewed a multitude of lovely clothes for her granddaughters and their dolls for as long as I could remember. As a senior in high school, one of the most enjoyable rites of passage to anticipate was the senior prom, at least in my high school. In the months leading up to the big event, I went along with my mom to look at dresses, but nothing on the rack quite fit my quirky personality. Truth be told, the rack was never going to hold what I most wanted to wear, which was the medieval ball gown from the Cinderella story “Ever After,”

which had been released about two years earlier. Fortunately, I had a grandmother who loved me and knew how to sew. The agreement was, if I bought the medieval dress pattern and fabric, she would make the dress. The result was an exquisite white and ivory creation that still hangs in my closet today. It is a cherished item not only because it represented a fantasy come true and a great night out but because it was made with such love by Mamaw. So, of course, when a press release came in last week announcing the return of the Cinderella Dreams Project, that awesome memory of my grandmother came back to me and made me smile. Cinderella Dreams is a wonderful collaboration project that solicits donated dresses from the community that can be cleaned and worn by young ladies who want their own Cinderella moment but may not be able to afford it. All high school age girls are welcome to prom shop for a $5 donation that helps cover the annual costs of the project. In 2015, I actually had the opportunity to volunteer a few days with the program, first by sorting the dresses and then working on one of the nights to help girls find a dress. That night I was pleased to act as a personal shopper/gopher to several girls, helping them find just the right dress among all that had been donated. Each time a girl found a dress that made her feel

beautiful and special, it was really rewarding. It felt like helping the girls have their own “bibbidi-bobbidi-boo” moment. I loved the fact that organizers worked hard to make sure the shopping experiences were fun and not embarrassing for the girls just because they weren’t buying new. I also love the fact that another group of senior girls from around the region will have the chance to experience that same feeling starting next week. The 2017 shopping hours are from 5 to 8 p.m. on Friday, March 10; 10 a.m. to 2 p.m. on Saturday, March 11; and noon to 2 p.m. on Sunday, March 19. The storefront is located at Westchester Commons (former Famous Footwear Location) at 301 Perimeter Drive in Midlothian. For more information, got to www.cinderelladreams.net. While I am not one of those people who thinks prom is the most significant moment in a teenage girl’s high school life, I recognize that it is an important event for them. For some, it can be really magical. That’s why it is so wonderful that several organizations and numerous volunteers are coming together again to make sure going to prom is a special night for some local girls who deserve their own “bibbidibobbidi-boo” moment. Memories don’t pass with loss of friends By Jim Ridolphi Contributing Columnist

Almost 50 years ago, I was embarking on what turned out to be the first in a long series of spring break adventures. In those days, Daytona Beach was the preferred destination to escape the doldrums of a harsh winter, and celebrate the rites of spring. Admittedly, we were too young for the mission, but we readily accepted the challenge and four of us headed off in a 1965 Camaro owned by Scott Elias, headed for the Hawaiian Inn in Daytona Beach, Florida. The trip didn’t take as long as I anticipated, and Scott did most of the driving, a large amount of it at high speed. We didn’t worry about numerous radar traps or pesky state troopers because Scott was always older than the rest of us, not in years but in maturity and experience, and we arrived in record time to sunny skies and warm temperatures. It was a week filled with wild parties, a dog named Budz and a realistic preview of what the next few years of our lives could look like, at least the vacation portion of it. But, the next spring brought higher expectations, and Scott’s older Camaro had been replaced with a shiny new fancier edition of the classic complete with a convertible top. And this time we set our sights farther south in Fort Lauderdale, the alltime destination of destinations for spring break insanity. It was 1969 and the atmosphere was more than electric on the streets of the most times sleepy resort town. As an army of students from across the country engulfed every motel and hotel in the town, the locals stood and marveled at the unbridled debauchery. Music blasted from motel balco-

nies, and psychedelic lights reflected from over-stuffed rooms filled with over-zealous students. As high school seniors, we somewhat observed the wildness from a distance. Truth be told, we had our moments, but again left after a week, tired, tanned, and amazed at what we had witnessed. When high school ends, most friendships become lasting memories with brief interludes of reacquaintance. But the closeness often disappears with years of changing lives. That didn’t happen with Scott, also well known by now as the Fish for his enormous attraction to anything gambling. From the time I knew him as a freshman in high school, Scott spent time at Triple Triangle, the local pool hall. In the fall of 1970, Scott and I ended up on the campus of Southwood College in Salemburg, North Carolina. It was your typical junior college campus compiled mostly of kids from up north, where opportunities were limited for students not able to gain admittance to larger universities. It was a place where you went to college so you get into college later. And we made the transition or, more aptly put, culture shock, of life in Salemburg compared to our familiar haunts in Richmond quite nicely. We accomplished this by spending much of the week in neighboring Fayetteville, and when Friday arrived, we were on the road to Richmond. That freshman year of college contained enough good stories to fill a book, or maybe a couple of volumes, and Scott was almost always at the center of our adventures. I most remember the nights sitting around the dorm and debating about who could beat who in tennis. More times than not, the dispute ended in a caravan of cars heading to the Roseboro Country Club and the only two

lighted tennis courts in the county. It was usually well after midnight when we arrived, and the club was deserted. Being the decent and trusting individuals they were, the owners of the club didn’t lock the box that controlled the lights on the court. Why would they think that a crowd of mostly Yankees would invade their club in the dark of night and stage tennis matches with gambling involved? And Scott, not to my surprise, never disappointed. First appearances did not divulge his athletic prowess, but, in reality, Scott was a talented athlete, proficient in most anything he pursued that involved hand-eye coordination. Once the year was over, Scott and I lost touch with each other, and, over the years, we only passed briefly as he pursued different restaurant and club ventures, moved away, married and had a family and finally returned to Richmond and opened a deli in the far West End. A year ago, I stood outside Boychik’s Deli waiting for a friend to ar-

rive, when the door swung open and Scott walked out. We immediately made eye contact and it was if those many years disappeared, and we were back in that Camaro headed for Spring Break or on that tennis court in Roseboro. We spent some minutes catching up but he was on his way to the doctor and I was having lunch with a friend, so we exchanged a hug and briefly talked. He shared his latest challenges and diagnosis and I offered my words of encouragement. As it turned out, it was our last meeting — the final episode in a life of shared experiences that spanned five decades, a slew of friends, a few heartbreaks and lots of laughs. My friend lost his battle with cancer last year, and a powerful, witty, thoughtful and kind man was silenced but will exist and live in the memories and the minds of his beloved family and the friends who are left to mourn … and miss him.

Powhatan mother sentenced for hit and run By Laura McFarland News Editor

POWHATAN – A Powhatan County mother of three was sentenced to three years in prison last week after pleading guilty to hit and run, eluding police and driving under the influence in relation to an incident in June 2016 in the county. Laura Elizabeth Brown, 32, of Powhatan was sentenced to three years by Judge Paul W. Cella on Thursday, Feb. 23 in Powhatan County Circuit Court. She was convicted of hit and run and eluding arrest, both felonies, as well as driving under the influence second offense within five years, a misdemeanor, in relation to incidents that occurred on June 11. As part of a plea agreement with the Powhatan County Commonwealth’s Attorney’s Office, Brown had pled guilty in November 2016 and in exchange the commonwealth agreed not to prosecute her for the reckless endangerment of her three children, who were in the car when she hit and injured a bicyclist and then fled the scene, said Rob Cerullo, deputy commonwealth’s attorney. “The guidelines called for a high-end sentence of one year, eight months. He was transported to the hospital, where an x-ray showed there were no breaks. Witnesses to the accident said Brown’s vehicle attempted to pass the bicyclist when the right front mirror of the vehicle struck the bike rider in the back, causing him to tumble off the bike, Cerullo said. Witnesses said Brown’s vehicle slowed and then drove off, he added. A passenger in the vehicle, Kayla Rivenbark, told the sherriff’s deputy that after striking the bike rider Brown told her “I think I killed a guy” but continued to flee from the scene, Cerullo said. Also in the vehicle were the defendant’s three young children, ages 5, 3, and 1. A description of the vehicle that caused the accident was put out, and about 45 minutes later, Deputy M.T. Boggs spotted one that matched traveling the opposite way on Clayville Road. After a short pursuit, the car turned into a driveway and Brown ran onto a house porch, where she was then apprehended. At the time of her arrest, Brown denied driving the vehicle. Laura McFarland may be reached at Lmcfarland@powhatantoday.com.

a checklist of appearance and safety concerns that may need to be addressed. Then, if a multifamily dwelling is proposed and begins to move forward, having that check list brought in earlier in discussions “essentially lets the developer know what we would be looking for as they proceed with multifamily dwellings,” he said. “I would like to have a trial run first so that the planning department can get a feel for what might be coming,” Tucker said. “At least by going forward now we have something on the books when the first one comes before us that the planning department can use.” Chairman Bill Melton, District 4, clarified that currently, when a formal application is made by a developer, the materials are sent to pertinent entities such as the fire and EMS department, the public works department and the Virginia Department of Transportation (VDOT). Bret Schardein, director of community development, said the sheriff’s department had not been included in that list up now, but it could be. “I don’t think it would add time to the process. We’ve got the plans going to all of those agencies anyway, so as long as we sent it to them at the same time as those, they should be viewing them at the same time, so it shouldn’t add any time to the process. I would certainly welcome working with them and getting their expertise,” he said. Tucker challenged the sheriff’s office and fire and EMS department to put together a short list of the kinds of measures that a developer’s attention ought to be called to, “like the height of the windows above the

ground, that the lighting is appropriate, that ingress and egress for fire equipment is clear, that security windows are put in.” “There is a whole body of knowledge already that has been created by professional organizations and I would like the developers to know that up front before they go too far in their design,” he said. “So, they can either argue with us that it is too prohibitive or we can come to some accommodation to make sure our apartments in the future look the way we want them to look and are policed the way we want them to be policed so they don’t end up being something we are not proud of.” Schardein said Henrico and Chesterfield counties are two localities that already have similar measures through their law enforcement offices but that there are many counties that do not have any programs. Chief Deputy Adam Sadler spoke to the board and pointed out that these preemptive measures are the kind of suggestions the sheriff’s office makes when it consults with an existing community about establishing a neighborhood watch. Sadler praised Sgt. Brad Luxford, a deputy in the department who has spearheaded the effort to establish these kinds of check lists for new developments. Tucker also lauded Luxford’s efforts to get in front of this issue to help the county get ahead of the curve instead of being reactive. Tucker said he wasn’t looking to implement “onerous rules and regulations that will stymie development or hold up in time or add significantly to the money.” By having the sheriff’s office consult with developers earlier in the process, it saves developers from needing to make costly changes when they are further along in the

process, Luxford said. He also pointed out that if community leaders don’t do anything, it increases the odds of problems later. “I think just from the sheer nature of having more people, you are just naturally going to have more problems to a degree, but I think you can mitigate a lot of that. … I don’t think there is any guarantee, but you hedge your bets,” Luxford said. Larry Nordvig, District 2, said that any talk about apartments in the county leads to concerns for some residents, who are worried that building them in Powhatan would result in an increase in the crime rate, drug usage, juvenile delinquency, gang involvement and other criminal activity. “I know when some people hear we have been talking about apartments, there is a certain section of people, at least in my district, that get nervous,” Nordvig said. A few days after the meeting, Schardein said that the only application for multifamily dwellings the county has received recently is Winterfield Place II, which was approved in 2016. “We have had general inquiries from developers considering multifamily dwellings within the Route 60 corridor, but no actual applications at this time. We do anticipate that within the next several years we will continue to see interest in multifamily,” he said. While multifamily dwellings initiated the discussion, the principles of safer design are just as applicable to townhomes, single-family, commercial and industrial development, he pointed out. larger task of raising $14,000 for the labor, they are appealing to the public for help. The group started a Go Fund Me page in early February and has so far raised $985 on the website toward the $14,000 goal. The link to the fundraising page is www.gofundme. com/bringlakelouiseback. Organizers knew that with so many internet scams, people are wary of pages like this and if the money is being used for the purpose claimed, Washington said. That’s why he agreed to become a public face and contact for the fundraiser. As a decorated Vietnam vet, a retired U.S. Marine, a motorcycling enthusiast, and being well known in several local churches, he

wanted to help add legitimacy to the neighborhood’s call for help.

Wider appeal After losing Lake Louise, Washington, who has lived on Lake Louise Drive since 1976, said there were some people that thought it was just a problem affecting the residents who live there and thus their issue to fix. He says it goes further than that. Part of the issue surrounding fixing the lake came down to figuring out who owned it and thus was responsible for the repairs, he said. The homeowners’ deeds showed that their properties comes up to the water’s edge and follows the edge of the water. At the time, the lake had a listed owner of the Red Lane Land Corporation,

but it had dissolved in 1983 and had not turned the lake over to the county or state. Nor did the subdivision ever form a neighborhood association. There are 15 plats, or individual properties, that border some part of the lake with some people owning more than one lot and some lots not developed. However, Lake Louise is not a private lake, as many people think, and even has a portion along Moutainview Road that is accessible to the public, said Wingding Davis, a Lake Louise Drive resident since 1988. “At the road side they can still park somewhere, walk down there and fish when the lake is full, he said. Besides the residents, the ones who felt an immediate impact was the wildlife who visited or

called Lake Louise home, Davis said. Before it drained, the lake had a bald eagle, herons, ducks, turtles, snakes and fish. “We had wild geese that would come in there when they migrated, he said. Now it is rare to spot any wildlife there, Washington said. Lake Louise turned into a big mud hole when it drained, and even as grass has grown and gone from green to brown, “it is still more like a swamp than anything else. An even wider impact can be found in the loss of Lake Louise as one of the county’s roughly 70 dry hydrants, which are used by Powhatan County volunteer firefighters as a source when they need extra water to put out fires, Steven Singer, Powhatan County Fire and Rescue chief, said. A pipe connected to the lake allows firefighters to quickly and easily draw water. “Since the dry hydrant has been exposed for such a long time, we would at least look at approaching the new owners to ask for permission to perform maintenance or replace the existing plumbing. That would best coincide with any other repairs done to the lake, Singer said last week. “To my knowledge we have not been approached by anyone with firm plans to perform repairs at the lake. About 645 dwellings, or a population of about 1,683 people, along the Red Lane Road corridor have been affected by the loss of Lake Louise as a dry hydrant until it is fixed, Singer said. He said that the initial department re-

sponse involved for a house fire in this area brings 8,350 gallons of water from six different fire engines and tankers, but if they need more and don’t have the lake, the units have to travel further to shuttle water into the area. The closest water supplies to replace the lost hydrant are the domestic water supplied hydrant at 2660 Anderson Highway (3.2 miles) and the dry hydrant at 3225 Lee’s Landing Road (4.1 miles), he said. Singer said he notified the five fire companies two days after the lake had run dry that it was no longer in service and gave them the locations of the nearest dry hydrants in the general vicinity. “Everybody benefits from that being a source of firefighting water, said Robert Phelan, a resident since 1995. “Otherwise the fire trucks have to travel 6 miles to get more water if they run out.

Making progress In the months after losing the lake, Washington said he talked to lawyers and made inquiries at the county courthouse and government offices, with the Virginia Department of Transportation and with Powhatan’s Fire and EMS Department before turning to the Army Corps of Engineers to get a permit that allows the repair work. According to an email from Julie Hamilton, an environmental scientist with the Army Corps of Engineers, the work needed to be done on Lake Louse had “already been determined to have mini-

mal environmental impact and the permit it granted could “be written to anyone even if they don’t own the land. Having the permit allowed Washington to approach a company about pricing the replacement parts. While there, a representative from another company heard about the neighborhood’s plight and offered its services. While a total of $18,750 is nothing to sneeze at, it is far less than the $100,000 estimates the residents heard when the lake first drained, Washington said. Washington said he was glad to see that people hadn’t let the issue of losing the lake chase them away from the neighborhood and said one person has even moved in. Phelan said that property values of those with land bordering the lake were negatively affected since they were no longer lakefront properties. Jamie Timberlake, commissioner of the revenue, said that some residents came to the Board of Equalization (BOE) about the fact that their property was labeled/assessed as lakefront when the lake had actually drained. The board lowered their land values by $10,000, he said. “Fixing the dam would re-establish lake frontage, and in theory, the lot values would increase during the next reassessment. I would not like to rub my crystal ball and guess at the amount, but I would think it would be relative to the decrease, he said. Laura McFarland may be reached at Lmcfarland@powhatantoday. com.

lessed Sacrament Huguenot boys basketball coach Chris Hamner said prior to the Virginia Colonial Conference tournament beginning that he wanted a home game. He said his team really responded to playing in front of a home crowd. The Knights did indeed get a home game to begin the VCC playoffs and the team took every advantage they could get from their home court and rolled to a 71-47

win over Brunswick Academy. “I don’t know officially, but I think it’s been a long time since this school has hosted a playoff game,” Hamner said. “Everyone bought in. We worked really hard to (host a playoff game), that was one of our team goals. Our cheering section tonight was the best it has been all year. The guys bought in to our game plan.” The visiting Vikings were no strangers to Blessed Sacrament Huguenot as the Knights had defeated them on Feb. 17, which allowed Blessed Sacrament Huguenot to have the home game.

It was a roaring start for the Knights as they jumped out to a 9-0 lead. While the deficit knocked Brunswick Academy down, they tested the Knights with a 14-0 answering run to quickly flip the script and put Blessed Sacrament Huguenot behind. The Knights were able to respond with a 5-0 run to tie the game before the Vikings hit a prayer of a threepoint shot at the buzzer of the quarter to lead by three. see KNIGHTS page 2B

Blessed Sacrament Huguenot’s Reed Hildebrand, seen here last year, is one of a few returning players from the title winning team last season.

Last season, the Blessed Sacrament Huguenot Knights reached their goal of the Virginia Colonial Conference championship after a long drought of a title. And as the 2017 season approaches, the task of defending the crown is upon the team. “We’ve got our work cut out for us,” coach Grayson Lovern said. “We lost a lot of leadership, a lot of experience with seven seniors graduating from last year. So, plugging those holes early on will be big for us. We’ve got a lot of new kids, a lot of new ninth graders that we’ll be expecting a lot from. I think we’ve got the skill, it’ll just be about getting everyone on the same page.”

Last year’s VCC Most Valuable Player, Matt Schiefer, is one of the biggest holes that Blessed Sacrament Huguenot will have to fill this year, and not just from a goal scoring or assisting standpoint. “Matt was the heart and soul of our team,” Lovern said. “We’ve got Colby (Johnson) and Reed (Hildebrand), so we’ll be leaning on them pretty heavily.” One positive for the Knights is that Johnson and Hildebrand, along with Nathan and Diego are two of a mostly returning offense for the Knights. The duo both scored goals in the 4-0 win over Southampton in the championship game last season. see SOCCER page 2B

BSH looking for continued VCC ascension By Billy Fellin Sports Editor

Last season, the Blessed Sacrament Huguenot Knights finished runnerup in the Virginia Colonial Conference (VCC) and qualified for the Virginia Independent Schools Athletic Association (VISAA) state tournament for the 12th time in the last 16 seasons as the number seven seed. The season before that, the Knights finished fourth in the VCC. “Every year, we’ve improved,” Blessed Sacrament Huguenot baseball

coach James Poore said. “Now, it’s just a matter of putting it all together. “We’ve got a lot of guys coming back. We’ve got some good baseball players.” Coming into the 2017 season, the Knights lost just two seniors from last year’s team. Tanner Dobrucky, a second team AllVCC selection also departed for Douglas Freeman. Among the returning players are Carter Davis, who was a first team AllVISAA selection last season, as well as Coleman Smith and James Heldma-

nn, just to name a few. “James Heldmann had a fantastic year pitching,” Poore said. “He threw a ton of strikes and didn’t walk a lot of people. He pitched really good baseball. Hitting wise, you had Coleman do extremely well. Behind the plate, Carter did extremely well. We hit the ball really well.” As a team, Poore said that they hit at over a .300 average last season. But, he does want to work on the defense side of the ball. “I think we struggled a bit defensively,” he said.

Roundup: Schwartz finishes sixth at states in shot put By Billy Fellin Sports Editor

“Even when they made their run, I wasn’t too worried,” Hamner said, “because we’re the type of team where when we play as hard as we can play, which we have the past five or six games, I know when the effort is there, we’re going to get there. Once we adjusted to them, guys got going.” The lead was fleeting as the Knights started to show their confidence of playing on their home court and the offense came alive. Blessed Sacrament Huguenot went on a 13-0 run and held the Vikings to just four points in the entire second quarter to build their lead and put the hammer down on the game. “It’s a great win for our school, it’s a great win for our program,” Hamner said. There were several ele-

senior Will Schwartz, who threw a 46-foot, sevenand-one-half-inch toss to medal with a sixth in the state. In the high jump, Ashley Trevillian finished eighth overall with a jump of four-feet, 10-inches. Lindsey Fanz finished 10th in the state in the 1000 meter run with a time of 3:07.86.

ments that came through for the Knights that had been somewhat absent throughout the season. One such element was the ability to sink threepoint shots. Against the Vikings, the threes came in bunches, with Deion Butler, Noah Dowdy and Robbie Kurtz sinking shots with authority. Butler hit two of his three three-point shots in the Knights opening 9-0 run. “He’s been doing that in practice,” Hamner said of Butler’s range. “The last three games, I told him it’d be his game. Finally, it was. We’ve been seeing that the past few weeks, so it didn’t surprise any of us.” Kurtz hit three as well, each one causing the fans to roar louder and louder. “We got some guys that can shoot it really, really well,” Hamner said. “They started buying into

what I’ve been telling them all season. They have the confidence where if we give them an open look, they’re going to knock it down.” The Knights also had many different players contribute throughout the game. Chris Gupton’s size and athleticism was big in grabbing rebounds and he contributed offensively as well. James Heldmann was a key player on defense for Blessed Sacrament Huguenot as well. After taking the 13 point lead to halftime, the Knights were able to keep Brunswick Academy at a distance the rest of the game. Dowdy led the Knights with 31 points. The Knights faced Amelia Academy on Feb. 24 and fell 69-50. Colby Johnson scored 12 points to lead Blessed Sacrament against the Patriots.

Powhatan had one representatives on each of the boys and girls All-Conference basketball teams. For the boys, senior Justin DeLeon was named to the first team. On the girls side, junior Kylee Maiolo was named to the second team.

“We’re going to work on that a lot, that’s something I really want to focus on.” As far as new faces go, Chris Gupton is one player that Poore feels can make an impact this season for the Knights. “He played basketball and football for us,” Poore said. “(Gupton) played at Hermitage last year. He played the outfield for them. I haven’t seen him play much, but watching him play other sports, he’s a really good athlete and a really good teammate. I think he’ll be a perfect fit for the team.” Just like last year, the

Knights will face some of the best teams in the area when it comes to private school baseball. Collegiate, the defending Division-I state champions, Steward School and Trinity Episcopal are just some of the teams that Blessed Sacrament Huguenot will face this year. “We’re going to play some good people,” Poore said. “The reason we do that is because I believe that I have some good kids, some good ballplayers. I think it pays dividends at the end of the year when you’re facing tougher

teams like that.” As far as what Poore would like to see from his team throughout the season, his mantra is simple. “I’ve already told the guys this, but they’re goal should be to win every pitch, to win every inning and do that for seven innings,” he said. “Everything else will take care of itself.” The Knights begin the year on March 15 against Walsingham Academy at 4:30 p.m. Billy Fellin can be reached at wfellin@powhatantoday.com or on Twitter at @BillyFellin.

Knights. “I’m more concerned with the defense and the cohesiveness,” he said. “I know we can produce the goals, it’s just a matter of not letting as many (goals) in.” Lovern said that he’s seen flashes of what the new crop of soccer players can do for Blessed Sacrament Huguenot, but still needs to see those flashes come through in games and against the talent of the VCC soccer scene. “We’ve got Hawkins,

who played for us as an eighth grader last year. We’re going to be looking to him for a full game this year,” Lovern said. “We’ve got a couple eighth graders who might be playing defense for us. We’ve got some ninth graders who might be able to let Reed slid into midfield and not play up top. There’s a lot of room for growth. I’m waiting on kids to step up and be vocal leaders. We’ve got the talent, it’s just figuring out the best place for that talent.”

Continued from page 1B

“Reed was our biggest goal scorer last year,” Lovern said. “He’s in the best shape of our players. We’re going to lean on him (in the midfield.) Lovern isn’t worried about producing goals, but rather preventing them from being scored.
