Travis Ball appeared by video on Thursday, June 29 for a minutes-long arraignment in Richmond Circuit Court, where Judge Beverly W. Snukals notified him that he had been indicted by a grand jury on the charge of capital murder in connection to last month’s fatal shooting of Virginia State Police Special Agent Michael T. Walter. Because the charge carries a potential penalty of death or life imprisonment, Snukals appointed a capital defender to represent Ball, 27, as well as another seasoned defense attorney Cary Bowen, when Ball said he wasn’t sure if he could afford to hire his own attorney. He worked “off-andon” before his arrest, Ball told the judge in a deep, resonate voice. “It wasn’t a stable job.” The case was continued until this week to set a date for a status hearing. After the brief hearing, Richmond Commonwealth’s Attorney Michael Herring spoke to media outside the John Marshall Courthouse. Herring said he was still evaluating evidence and wouldn’t make a decision on whether to pursue the death penalty for some time. “It’s too early to say,”
Herring said. Capital cases are complicated, and take time, he said. “I can’t imagine that it will be tried in calendar year 2017.” Ball was indicted on Wednesday, June 28 on a charge of capital murder.

POWHATAN – The Powhatan County Board of Supervisors last week adopted the county’s fiscal year 2018 Five-Year Capital Improvement Plan after biting the bullet on an unexpected roughly $1 million increase for the courthouse expansion project. In 2016, the board allocated $2.4 million for the construction of an expansion to the Powhatan County Courthouse. The project will add a sallyport for safe prisoner movement, additional chambers for judges, and a new, much larger emergency 911 communications dispatch center. However, a delay caused by changes to the design, a natural rise in construction prices, and a low number of

(Editor’s note: For this year’s James River Batteau Festival, News Editor Laura McFarland had the chance to be a crew member on one of the vessels, the Lady’s Slipper, to experience first-hand a day in the life of a batteau crew. The story is being written from her perspective.) POWHATAN – The crew of the Lady’s Slipper was seldom at a loss for words, but, even with a steady chatter, the peace of the James River remained intact. The rustling of the tree leaves in the wind and the chirping and tweeting of birds perched in their branches provided a harmonious backdrop to the steady splash of wooden sweeps cutting through the water and guiding the long boat as it floated along. It was Friday, June 23, and day seven out of eight of the 32nd annual James
River Batteau Festival. On this stretch of the journey, the two-year-old vessel would travel about 21 miles, pulling up anchor at the Slate River Landing in Buckingham County in the morning and arriving about 11 hours later at Cartersville Landing in Cumberland County. Treading the boards were six experienced crew members – led by the intrepid captain of the day, Joy Daniel of Powhatan – and one local news editor/novice sailor who set out on this journey with two main goals: don’t get in the way and don’t fall overboard. I accomplished both. Normally, the Powhatan Today would be covering the festival from Cartersville Landing, where I would be perched on the overgrown remnant of a railroad bridge that overlooks the James River and the landing, watching and waiting for the batteau to arrive. bids received contributed to a new projected cost at $3,470,635, which includes a 10.6 percent contingency fund in case of unforeseen problems, Ramona Carter, director of public works, said during a presentation to the board at its meeting on Monday, June 26. Carter also pointed out that the county will be able to make up most of the difference in the original amount and the new projection through savings on other projects. Not included in any of these amounts is the architecture and engineering contract, which was for $295,820 and was already paid at the time of the bond, she said. ter, also reviewed the current conditions of the county’s emergency 911 communications and why the courthouse expansion was needed in the first place. After a lengthy debate, the board approved a resolution authorizing county administrator Ted Voorhees to execute a contract with the lowest bidder for the courthouse expansion project in a vote 4 to 1 in favor of approval. Carson Tucker, who represents District 5, was the lone vote against it. However, when the board then faced adopting the five-year Year 2018 Five-Year Capital Improvement Plan and Other Capital Program (CIP), the vote was unanimously in favor of it.
Understanding the increase When the supervisors approved about $54.5 million worth of capital improvement program (CIP) bonded projects in May 2016, included in that was $2.4 million for the courthouse expansion. One of the big factors in the increase to $3.4 million was the fact that the county only received two bids for the courthouse expansion project on May 23, Carter said. The low bid for the project was from Daniel and Co. Inc., which is currently building the joint transportation facility, and was $3,144,000. The only other bid was for $3,700,779 from Structural Engineering Group. “Part of that was just because the construction industry has picked up. We had the architect contact several people that picked up plans to ask why they never submitted bids, and they said they were just too busy, they just had too much work,” she said. The county did the reference checks on the low bidder, Daniel and Co., and they came back as highly recommended, Carter said. They also spoke with Russell Wilson, who retired last week as the school district’s director of facilities, and he said he was very happy with the company’s work on the transportation facility and that they were on budget and on schedule, she added. Because the courthouse is an older building, a contingency fund of 10 to 15 percent is recommended in case there are any unforeseen problems, Carter said. So while the low bid is about $3.1 million, adding a contingency of 10.6 percent, or $335,635, brings the total project cost to almost $3.5 million. The amount of the contingency was dictated by where the county could source the money to pay for the unexpected increase in cost, she said. A new proposed water tower servicing the village area is coming in under budget, so she recommended moving $773,633 off of that project for the courthouse. An additional $200,000 could be found by delaying Smart Technology improvements to water meters of existing county water customers until fiscal year (FY) 2019. Chesterfield County will be making the same improvements, although on a much larger scale, and by waiting and collaborating Powhatan is likely to get a better savings on the project. Another $106,000 comes from capital maintenance reserve savings. All of those savings combined add up to $1,079,635 to fund the increased bid and contingency amount, Cater said. Carter said she went back to the architect to ask why the original projection was so much lower than the lowest bid that came in. She was told that in March 2017, they did an estimate and it came back at $2,537,462.51, but that figure did not include the full security specifications-containment doors and access control/security cameras were not included. Some of those additions were because of changes made by the judges to the design, she added. “They also said that the site was very challenging because of storm water retention that had to be done and all of the materials that they excavate have to be moved off the site. It is a really tight space for construction,” she said. Construction costs also experienced an 8 percent increase from March 2017 to May 2017 due to an upturn in the construction market, Carter said. Architects predict this trend will continue, so if the board decided to delay or re-bid they should expect prices to come in even higher, she said.
Need for the project Before getting into the reasons why the courthouse expansion cost was increased, Nolan reviewed why the project was needed and Carter laid out why staff still felt it was the best option. Under existing conditions, the land mobile radio (LMR) equipment and the 911 recording equipment are located in the sheriff’s office in two different closets that experience spikes in temperature that can be dangerous for the equipment and overwork the building’s HVAC system, Nolan said. More importantly, as the county moves forward with purchasing not only new LMR equipment but a new computer aided dispatch (CAD) system in the next 18 to 20 months, there is a significant need for space that isn’t currently available. Delaying the courthouse expansion would result in the purchase of new equipment with no place to install. Both systems are also extremely temperature sensitive, he said. The work environment for the current 911
communications dispatchers also has only a tight space for three people to be working at a time, which means when it gets busy that they are dealing with emergency situations simultaneously and in close quarters, Nolan said. The work space has no natural light, poor ventilation, and often experiences temperature spikes. Nolan pointed out there has been an increased workload for emergency services dispatchers, including an increase in traffic stops by deputies, which require intensive dispatcher interaction with the officers in the field. Currently there is no secure path to bring a prisoner into the courtroom from outside, so prisoners are walked through public areas, which poses a risk to the prisoner, the guard and the general public, Nolan said. Juvenile and Domestic Relations Courtroom is not secure for the judge and incarcerated juveniles do not have privacy that they are entitled to, he added. Juveniles must be brought through the main courtroom and then through a public area shared by Circuit Court. Based on population growth projections, the new 911 center will serve the needs of the citizens of Powhatan for the next 10 years, Carter said. She also talked about the other options the board had and their pros and cons, including laying out what the planned courthouse expansion brings to the building. Some of the pros she pointed out were the security added by the sallyport; improved space and other conditions for the 911 dispatchers and their equipment; improved JDR courtroom and prisoner movement; a new space for 911 communications that, if it ever moved, could be easily converted to courtroom/alternate use in the future, and keeping the center close to the sheriff’s office. The cons for the project were that the property limits the size of expansion that can be added; an addition has to match the historic nature of the courthouse; it has an estimated 10 years before 911 communications outgrows the space, and there is limited parking, Carter said.

KAREN CARTER Karen Curry Carter, 75, of Ruskin, Florida, formerly of St. Albans, passed away on Friday, June 16, 2017, at Tidewater Hospice House, Ellenton, Florida. She was born in St. Albans to the late Ralph and Mabel Lowe Curry. Karen was a homemaker and a longtime member of the First Baptist Church of St. Albans, where she served as deaconess. After retirement, Karen and her husband lived at the Hawaiian Isles mobile home park, where they were active in the park church. She also participated in the annual Wounded Warrior Project, where she helped raise thousands of dollars for the organization. This was a charity close to her heart. She also worked in the office at the park and directed social events. Karen loved riding around in her golf cart while her friends played a round of golf and also volunteered at various PGA Golf events. Surviving is her loving husband, Eddie W. Carter; children, Lynne Samples, Wade Samples and Dale Samples, all of St. Albans, Linda Carter of Largo, Florida, Corinne Campbell of Powhatan, and David Carter of Charleston, South Carolina; sister, Anita McDonie of St. Albans; grandchildren, Zachary, Jarrod, Amesley, Donovan, Dareian, Devyn, Amy, Noah and Christian; and great-grandchildren, Sophia and Aubrie. Funeral service was held at 2 p.m. on Friday, June 30, at Mount Vernon Baptist Church, 11220 Nuckols Road, Glen Allen. Burial followed in Mount Vernon Baptist Church Cemetery, Glen Allen. Friends called one hour prior to the funeral service at the church.

Board reactions During the presentation, Larry Nordvig, District 2, was the first to ask how the courthouse expansion project had increased so much in such a short time. Carter reiterated that the low number of companies bidding was a major factor, because the bids aren’t as competitive when contractors are aware of the lack of competition. Chairman Bill Melton, District 4, also pointed out that changes made to the design at the order of the judges, which had to be accommodated, delayed putting out the bid. Nordvig said he wasn’t trying to point a finger at anyone to blame, but when the supervisors are pitched a project and decide to move forward, they do it based on the figures they believe to be accurate. When staff comes back a few months later with radically different numbers, he said he doesn’t think “that is a good way to do business.” “It is not that I am against some of the things that I’m hearing, the items; it’s the fact that I didn’t hear them before,” Nordvig said. Nolan noted again that with the schedule for the LMR and CAD systems being purchased, if the courthouse expansion is not completed, that disrupts the timeline. Carter said delaying the project would only increase costs because of the current construction market. Tucker said that he wasn’t denying the need for or the board’s commitment to a new radio system or improved conditions for 911 communications dispatchers. However, when he saw the cost overrun, he began talking to different individuals and groups to assimilate more information. He asked the board to pass the CIP without the courthouse expansion and in the next six months do a “hard pro-con analysis looking at all the options again and the timing involved.” David Williams, District 1, asked if any of the information other than the overrun in cost was new to the board. Carter said that it was not – it was all in a needs assessment that had been done. Williams reviewed the limitations of the current space and pointed out the board had talked about them all in depth when making the decision about approving the project initially. He said he was not happy about the additional cost, but given all of the money the county had already put into the project and that prices are not likely to get cheaper, he recommended moving forward. Nordvig said he basically agreed with Williams’ summation. Melton said he wrestled with the project when it was first approved and again when the bonds were issued. He said he liked the adaptability of the expansion, especially if the judges ever ask for a new courtroom, because the county wouldn’t have a choice in building it. He said he supported the project before and still thinks it is a good project. He added he is “not going to get cold feet here. It was the right decision months ago and it’s the right decision now.” Angie Cabell, District 3, said she agreed with all of the board members, but her decision comes down to there not being an acceptable level of interaction between the public and the dispatchers and hearing earlier in the night during public comments from Floyd Greene, emergency management coordinator, who said there is a critical need for improved conditions with emergency dispatch. Staff Report A Powhatan County man was killed on Monday, June 26 after the motorcycle he was driving collided with a deer on Judes Ferry Road. David A. Jordon, 54 of Powhatan County died as a result of a single-vehicle crash that occurred at 10:55 a.m. at 2570 Judes Ferry Road, a half mile east of Mill Road. Jordon was operating a 1985 Harley Davidson motorcycle that was traveling east on Judes Ferry Road when a deer ran out, striking the motorcycle and causing him to be thrown to the pavement. Jordon was transported to St. Francis Watkins Center Hospital, where he died from injuries sustained in the crash. Virginia State Police Trooper W. Boelt is investigating the crash.

She also served as president of the Powhatan County Teachers Association. Two of Fannie’s daughters, Novella and Connie, followed her as teachers in the county. Many others were added to the growing family tree of teachers throughout the 1940s, 50s, 60s and 70s. A more complete picture was written and published by Richard Clark in the August. 7, 2002 issue of Powhatan Today, entitled “Finney family teachers honored for service.”
A new memorial bench has been added to the Powhatan County Courthouse lawn. This bench pays tribute to members of the Finney family, who have taught in Powhatan schools over the past century. During this period, many Powhatan children have benefited from the influence of more than 20 teachers from the family. The saga began in the 1870s, when the Finneys first acquired land in Powhatan. Robert Louis Finney was the first family member to become a teacher. He completed his formal education, graduating from Virginia Normal and Industrial Institute (now Virginia State University) in 1898. He was immediately employed by the Powhatan County School Board, where he taught at the Powhatan Court House School and later at Belona School. Soon after beginning his teaching career, he met and married Nannie Dungee, who taught at Logansville School in the Trenholm 2515 Anderson Hwy. Powhatan VA 23139 area. – and probably by name – and he was going to make sure that they left with a smile on their face. “He was a dedicated employee, always customer focused, and he brought such a positive work environment,” said Powhatan Post Master Danny Owen, adding that Williams has been truly missed since his last day. Williams, who retired on May 26, said it was a job he came to relish over the years, even if it meant getting up every day at 4:30 a.m. “It feels good to be retired, but I do miss the people,” he said recently, adding that he often felt as though he knew just about everyone in the county. Williams came to the Powhatan Post Office after spending several years as the head custodian for Powhatan County Public Schools. Before that, he served for three years in the United States Air Force. People would often be surprised that he knew
them by name –and even what they were coming in for – but Williams says there wasn’t much of a secret to that. “I’m really a people person,” he said, so it was never too much trouble to learn someone’s name, or what they did for a living. Over the years he listened as people shared what was happening in their lives – both the good and the not so good – and he watched a generation of children grow up. cessful attempt to participate last year, when high waters ended the festival early for the Lady’s Slipper, the stage was finally set for me to see what would make people travel 120 miles downriver in a mode of transportation popular in the 1700s.
Morning on the river The crew of the Lady’s Slipper always comes in and out of shore dressed in some kind of period garb, adding to the historical experience for observers, according to Gail Timberlake, president of the Virginia Canals and Navigation Society and the one who allowed me to come on the batteau. “It’s a historical re-enactment, and we should look as authentic as we can for the people who come to the festival for the educational aspect. It’s not just a good time on the river,� said Gail, who also is from Powhatan. So adding a period powder blue shirt and beat-up straw hat to a pair of pants –
some of the women wore skirts, but I didn’t feel like it – I joined in waving goodbye to the Lady’s Slipper’s ground crew and other observers and we started our river adventure. At first, feeling like a bystander, I used the opportunity to grab as many photos as I could. But not long after our departure, I was given my first task: helping bail out the water in the bottom of the batteau underneath the deck. It would be a regular chore throughout the day and was always a group effort. Some boats don’t bail as much, Gail said, but the extra water slows them down. After bailing water, I had the opportunity to take hold of the rear sweep, which helps with the steering of the boat largely done by the front sweep with the occasional help from poles, when needed. It took me awhile to get the hang of the rear sweep because you are dipping the long wooden instrument in the opposite way from which you want to go. When I tried it later in the day, I much preferred working the front sweep. It is a position of vigilance as you have to watch for what is ahead and navigate it successfully so you don’t run over or into rocks or fallen trees. But when I was standing there holding the sweep and feeling the movement of the batteau in the water, it also was extremely peaceful. The crew was a lively bunch filled with stories of previous floats on the James and even the happenings of earlier in the week. We passed an oil tank that somehow ended up in the river. Seeing the sunny side in life, someone painted a smiley face with an eye patch on one end, giving a smile in return to those who see it. The tank, located in the James not far from where the south bank transitions from Buckingham to Cumberland counties, was in the middle of a stretch of the river the boat’s map refers to as a “sweet slow ride,� and it was that exactly. I had heard festival participants refer to “river time� when covering the event previously, but it really is something you have to experience to understand. It’s the reason a few of us looking at the map thought we had well passed Spicer’s Island and Boatwright Island only to realize we were not nearly as far along as we believed. Part of it was the simplicity of the experience. On the river, there aren’t the constant distractions on your attention that you find in everyday life. There is you, the batteau, the river and your crew. That’s it unless another boat comes along or you see someone on shore. I like the way Gail described it: “I like to tell people being on the river is like having a week of Sundays, because, for me, the creation, the beauty and the birds – it’s all for renewal.� Unfortunately, not all of the recollec-
tions shared were good memories, whether it was the storm that wrecked the previous Lady’s Slipper batteau in 2015 or, more recently, a fatality that occurred on the river earlier in this year’s festival. On Tuesday, June 20, Deborah G. Stacil, 58, of Hopewell and another female were on a canoe on the swiftly moving water when their canoe got caught sideways and then pushed up on a log,
according to an incident report provided by Lee Walker, outreach director for Virginia Department of Game and Inland Fisheries. The canoe began to fill with water and overturned, trapping Stacil under the canoe, the report said. Three individuals were able to cut the canoe free, retrieving the victim and giving her CPR, before she see BATTEAU pg. 6

was taken by Med-Flight to the University of Virginia Medical Center. Gail said several of the festival participants tried to rescue the woman and then later comforted her friend. It was a tragic reminder of the powerful force the river can be and why batteau festival participants are told to always respect it. “You need to address the fact that we had a very tragic incident. That put a damper on our time. Yet we worked as a community. We still had a bonding moment of truly caring for the survivor and each other,” she said.
We’ve gone how far? We stopped for lunch at Rivanna River, dropping the anchors (a large stone tied to ropes near the front and rear sweeps) and enjoying a shaded spot with slow moving water. We ate sandwiches, fruit and snacks, taking our time to enjoy the respite and continue to ponder the question that had been asked all day: left or right? Elk Island is a long island on the James River located in the stretch between Cumberland and Goochland counties. The question had to be considered carefully because the left side is trickier, with two bridges to navigate under, and longer, Joy said. Often trees have fallen and are blocking the river, and, as Gail said, you don’t want to have to pole your way back against the current if you find yourself at an

To be on the safe side because of bridges we would be going under and uncertainty on how high the water would be, we took down the canopy that stretches over the center of the boat and provides shade. We made it through the first bridge without incident and stopped at a sandy shore for a refreshing swim. It was a warm sunny day, so easing into the cool water was nothing short of bliss. Several other batteau passed us by and, as with the rest of the day, it was fun to note their names: Morning Dew, Anthony Rucker, Jubilee, Fine Creek Mill and Se-

The only boats we weren’t always happy to see were the motorboats, and that was only because the roar of the motor sounded like a heavy metal concert after the peace and quiet of the rest of the journey. When we finally looked at the time, we realized it was after 4 p.m. and we still had about 5.5 miles to go before reaching Cartersville. So we all got back in the batteau and set out, poling to not only help us move a little faster but to get back in front of some of the batteau that had previously passed us. I was in no hurry as this was my only day on the river, but I recognized that some of the crew members had either been on the boat or worked the ground crew for the other days of the festival, some of which were in much rougher waters. Everyone became excited when we made it back to where the water on either side of Elk Island joins again, although there were still 2 miles to go. It was a slow, steady stretch filled with some talk, more bailing and anticipation of the dinner waiting at the landing. I took the opportunity to speak to another Powhatan resident, Dot Samuel, who participates in the festival with her husband, David. This was her 11th year in both the festival and with the Lady’s Slipper, although she and David also have participated in kayaks. Eight years ago, they married the day before the festival started and spent their honeymoon on the river, with her on the batteau and him in a kayak. She said she looks forward to the festival all year long. “We are not in it for the revelry. We love the camaraderie, beauty, peace and inspiration of the river. We just enjoy being a part of everything,” she said. Finally, the bridge next to the landing was in sight, and we inched our way closer. As we put into shore, there were jubilant shouts of welcome from people on shore and on the boats already tied up. The festival still had another day, with the final push a 22-mile stretch from Cartersville Landing to Maiden’s Landing in Powhatan County on June 24, but this is where my adventure with the Lady’s Slipper would end – at least for this year.

A special week for special kids By Jim Ridolphi Contributing Columnist
Time flies when you are having fun. For a group of campers, truer words were never spoken as they wrapped up a week of sun and fun at MDA summer camp in Wakefield. The annual event attract kids from across the Commonwealth who suffer from some form of muscle disease, and allows these special campers a unique opportunity to live in a world where their condition is not the exception, but the rule. It’s something those of us who walk through life don’t really think about as we go about our routines among fellow humans who have no physical limitations or special schedules. For kids suffering from muscular dystrophy and other related diseases, it’s not so easy as they negotiate a life filled with obstacles, stares and cruel comments, and a world that often doesn’t recognize the limitations they encounter daily. Thanks to the Muscular Dystrophy Association (MDA), this special week of the year is more than just a celebration of summer of a week away from home. It’s a chance for them to feel normal, accepted and appreciated. And it doesn’t take long to witness just how special this group of kids is. A few minutes in their presence reveals the true nature of what the term hero really means. They embrace everything the word encompasses, and display daily the grit it takes to fight overwhelming odds and enjoy the simple pleasures of life. And the volunteers and counselors who care for these kids for every hour of the week make the experience carefree and a no worries escape for the kids. The number of people who make MDA summer camp possible is just too long to list, but suffice it to say, it is a community effort. Firemen come from various locations to cook for the kids and every meal is special, not only for the kids but the guys and gals who cook the delicious treats. Goodies are provided by a number of organizations and national companies who know that supporting MDA is more than a fundraising effort - it’s a mission of hope. And now that camp is concluded and everyone heads back home, the real work begins -- raising funds for research and an eventual cure for this special group of kids and the families who love them. MDA lock-ups, fill the boot campaigns and fundraising efforts in local stores provide the backbone of the work that MDA promotes and funds. Local fire departments and other agencies will be holding special events for MDA, and the summer is filled with special events and promotions. One of the dollars raised at these events could be the one that brings the reality of a cure closer to home for the thousands who suffer. It also shows these special kids that they are not forgotten, and their struggle belongs to a community, not just an individual. It’s a gesture that is greatly appreciated by those who need the help the most. The acts of kindness represent more than just a donation to them. It’s a sure sign that they are not alone in their struggle. And that’s a gift that keeps giving.

At the Powhatan County School Board’s meeting on Tuesday, June 13, the members recognized the division’s VMEA Blue Ribbon Award and Virginia Honor Band Award. Powhatan High School is being recognized as a 20162017 Virginia Music Educators Association Blue Ribbon School. The purpose of this award is to recognized schools throughout the Commonwealth who have superior performing ensembles. Superior performance as evidenced by District Performance Based Assessment ratings from each of the top performing groups of each ensemble course taught at the school. Both the Powhatan High School Wind Ensemble and One Voice Chorus earned a Superior rating this year. This is the second consecutive Blue Ribbon Award for Powhatan High School. The music faculty is made up of Nicholas Snead, Neil Landini, Roxanne Witt, and Linda Smith-Utt. The Powhatan High School Band Program is to be congratulated on attaining the status of Virginia Honor Band as awarded by the Virginia Band and Orchestra Directors Association for the 2016-2017 school year. The purpose of this award is to recognize schools throughout the Commonwealth who have superior bands in the concert assessment and on the marching field. Powhatan is one of 72 high school band programs in the Commonwealth of Virginia to earn this status. The band is under the direction of Nicholas Snead, director of bands, Neil Landini, and Andrew C. Snead, assistant directors. Additional staff includes Jaraun Ransome, James Stegner, Wyndell Wilson, Jabrond Gamble, Gabrielle Vita, Tykeem Rainey, Scot Mitchell, and Michael Saunders. Governor announces winners of the “NSA Day of Cyber” Challenge Contributed Report Governor Terry McAuliffe recently announced the winners of Virginia’s “NSA Day of Cyber” School Challenge. The governor launched the challenge in October of 2016 and it concluded in March of this year. The commonwealth leads the nation in the total number of students who participated, and out of the five winning schools, three hold top spots nationally. “Virginia’s national leadership in the ‘NSA Day of Cyber’ is proof that our schools and our educators are dedicated to making the commonwealth a hub of cybersecurity excellence,” said McAuliffe. “I want to congratulate the top five schools for their hard work and all the students across the state that used this unique opportunity to explore cuttingedge careers and learn more about the skills that will lead to success in the new Virginia economy.” Since last October, more than 110 schools and nearly 7,000 students have gained first-hand experience in cyber careers and explored the skills and tools used by NSA cyber professionals. Pocahontas Middle School was one of seven schools in Virginia to have a quarter or more of students participating. The local school had 540 students, or 57 percent, participate. While PMS did not have the highest number of participants, it did have the highest percentage of its student population participate.

At the Powhatan County School Board’s meeting on Tuesday, June 13, the members recognized teachers and students of Pocahontas Middle School for participation in Governor Terry McAuliffe’s “NSA Day of Cyber” School Challenge, which officially concluded on March 31 but had a reception on Wednesday, June 8 at the Governor’s Mansion. Pocahontas Middle School was one of only seven schools in the Commonwealth that had one third or more students take part in this cutting-edge challenge. Overall, Virginia had more students participate than any other state in the nation. Angels take down Fluvanna for district title By Ellis Hopson Contributing Writer
E
ntering the championship round of the Dixie All-Star Tournament, the Powhatan Angels looked like heavy favorites to capture the title. The team went undefeated through the opening rounds of the tournament, and entered the final night needing just one win to secure the crown. However, Powhatan’s eventual title did not come easy. After a 4-1 loss in the first
game, Powhatan bounced back with a strong 9-1 victory to earn the trophy. Game one started badly for Powhatan, as defensive miscues allowed Fluvanna to get their offense going. After two walks placed runners on base, a wild pitch allowed one run to score and the other baserunners to advance. Fluvanna scored a second run after a mix-up while trying to get the ball back to the pitcher, before Powhatan managed to escape the inning. “Our pitching struggled at times, and
defensively we had some struggles,” coach Donald Robinson said about the slow start to the first game. Powhatan’s best offensive effort came in the bottom of the third inning. After hitting a leadoff single, left centerfielder Kendra Turner-Gregory took advantage of a defensive error to advance to third base. Turner-Gregory would eventually score on a fielder’s choice to put Powhatan on the board, but the Angels were only able to record the lone run.
Fluvanna sealed the win in the top of the fifth inning, manufacturing two runs to seal a 4-1 margin of victory. Powhatan showed their resiliency in the way they refocused between games, a factor that Robinson saw as a key: “They bounced back in the second game. I was really proud of them in between the games, with how they just wiped it clean. They knew it was a 0-0 game and that we still had a chance.” Powhatan looked focused from the see ANGELS, pg. 2B
Belles take district crown after winning streak sparks By Billy Fellin Sports Editor
In a double elimination tournament, one loss puts a team on the edge of elimination with no room for error. The Powhatan Youth Athletic Association (PYAA) Belles All-Star softball team found themselves in that exact situation during the District 5 tournament after dropping the second game of the tournament on June 23. But, the team didn’t panic and instead just focused on the singular mindset that they entered the tournament with.
“I think these kids just made up their minds that they were going to win this tournament,” head coach Matthew O’Quinn said. “Instead of getting down in the dumps, they won three straight games.” The team’s grit didn’t end there as they were down to Fluvanna 5-0 in the championship game’s second inning on June 26. And yet again, the team didn’t flinch. “A lot of teams would have hung their head and gotten ready to head home,” O’Quinn said. “But, they started hitting the ball. I’m super proud of these guys.”
The outcome was the Belles scoring seven unanswered runs in a 7-5 win over Fluvanna and a district championship. O’Quinn said that that never-say-die mindset comes from the experience of the team playing with each other for so long. “We’ve been practicing several days a week to try and get them to bond as a team,” he said. “They went out in the hot weather and have been practicing for two or three hours a day. I think all of that paid off. I really think it was a mental game for those kids. They decided that this was an elimination game and that

we were going to go to a state tournament together. The dugout got louder as it got closer and even when we were down five-

Post 201 falls to 175 after seven-run inning By Billy Fellin Sports Editor
I
t was the hot start that Powhatan Post 201 was looking for against Mechanicsville Post 175 on June 27 at Powhatan High School. But, it wasn’t the strong finish that Post 201 had hoped for. Led by a grand slam off Post 175’s Trey Karnes’ bat in the top of the seventh inning, Post 175 scored nine unanswered runs, including seven in the seventh inning, in a 12-8 win over Post 201 at Powhatan High School. “That’s a really good baseball program right there,” Post 201 coach Eric Mead said of Post 175. “I’m really proud of my guys. We battled back several times. We talked today about momentum and it’s not what you do at the beginning, but what you do at the end. I’m really pleased with how we played today.” Post 175 got on the scoreboard in the first inning after Dalton Davis reached on an error and was brought by Canon Lambert’s RBI single to make it a 1-0 game. Powhatan responded in the bottom of the first as Jacob Talley and Cale Agee each reached base off pitcher Landon Smith.
John Reynolds knocked in two runs on a double to make it a quick 2-1 game. Reynolds would score on a wild pitch as would Wayne Butler in the inning with Justin Bales being knocked in by Austin Nicholas to turn a 1-0 deficit into a 5-1 lead for 201. Then, Post 175 just started to chip away at the Post 201 lead. Karnes reached on a single in the top of the second inning and scored when Nicholas walked Jonathan Spaulding with the bases loaded to make it 5-2. The next run wouldn’t come until the top of the sixth for either team, when Karnes again reached on a single and scored on a fielder’s choice to make it 5-3. Powhatan had some chances, most notably in the bottom of the third inning with the bases loaded, but couldn’t push across any more insurance runs against the Post 175 pitchers. Hunter Montgomery relieved Nicholas on the mound to begin the seventh and that’s when 175 pounced. Three out of the first four batters for Post 175 worked walks to load the bases with one out. Karnes stepped to the plate and put an offering from Montgomery over the

Post 201 mounted a late charge of their own in the bottom of the eighth inning, when they started touching up relief pitcher Antonion Balducci. Montgomery had a one-out single, which was followed by Butler
doubling. Two batters later, Ross Lewis singled in Montgomery to make it 10-6. An RBI single by Cale Agee and two walks in a row with the bases loaded scored a total of four runs for Post 201 to bring them within one run. “We’ve gotten hits, but we’ve struggled to string them together this season,” Mead said. “I think tonight we were able to get those together and get those bursts.” Post 175 got some insurance runs in the top of
the ninth when Smith reached base on a single and was moved to second by a sacrifice bunt from Spaulding. Davis brought him home with an RBI triple and would score on a wild pitch to make it the final of 12-9. Powhatan got one runner on the bottom of the ninth, but another comeback wasn’t in the cards. Powhatan Little League’s Senior All-Stars were on the brink of a comeback against Central Chesterfield on June 26. The team had gotten two runs back after being down by three early on. However, a seven-spot by Central Chesterfield in the bottom of the third inning sank the hopes of the seniors and eventually led to a District V tournament-ending 14-4 loss at Ironbridge Park. “I think we told these boys to come out and battle,” coach CJ Lindhjem said. “We felt like we were being overlooked. the Powhatan Belles team are on the younger end of that spectrum. “It’s typically 13, 14 and 15-year-old girls,” O’Quinn said. “We had some 12-year-olds on the team who are playing up. We had about half the team that should be play-
til the end for us. We were overlooked and we made them pay attention to us today.” Powhatan immediately put pressure on Central Chesterfield as they loaded the bases in the top of the first inning with no outs. In a big swing of momentum, however, Central Chesterfield struck out two Powhatan batters in a row and got the third to groundout to second, ending the threat with no runs. “You can’t leave that situation without putting something on the scoreboard,” he said. Central Chesterfield then added three runs in the bottom of the first inning, though it could have
been worse as they also left the bases loaded. Powhatan started their comeback in the top of the second inning. Grayson Walker led the inning off with a single, then two batters later Todd Osborne got on base with a single, as Walker moved to third. Mason Pinnell brought Walker home with another single to make it 3-1. Central Chesterfield was threatening again in the bottom of the frame, but a heads-up play at third base by Adam Mitchell quickly ended the opportunity as he stepped on third for a force out and then completed the double play with a strong throw to first. Powhatan was able to put two more runs on the

us. Our pitchers did an excellent job.” Powhatan tacked on two insurance runs in the bottom of the fourth inning, with a sacrifice groundout by Olivia Snider and a sacrifice bunt from Flora allowing runners to score and sealing the 9-3 margin of victory. Robinson expressed pride in the team for their
efforts throughout the tournament: “The girls practiced so hard over the last month. They came together and gelled faster than I’ve seen before. It really is the work of players and the heart they had through this tournament.” With the district title, the Angels will advance to the Dixie state tournament.

the Dixie state tournament atmosphere. Most of the team played in the state tournament one season ago on the district champion Ponytails team, also coached by O’Quinn. He said that that experience will be valuable for the team come state tournament time. “We faced some pretty
tough pitching (last year),” he said. “So, over the next three weeks, we’re going to have to face some faster pitching. We have arranged for some scrimmage games against some really good pitchers locally. Being able to catch up to a faster ball that you’re going to see in the state tournament is going to be important. You’re going to
see a lot of travel ball and junior high kids that are going to be pitching. Our girls have decided the faster the girl throws it, the further that we can hit it.” O’Quinn said that, overall, the team isn’t just happy to have gotten a berth in the state tournament. “We’re here to win it all,” he said.
