New businesses add to Powhatan’s tourism appeal By Laura McFarland News Editor

OWHATAN – While Powhatan isn’t setting any records with the commercial growth it has seen in recent years, a small but steady introduction of new business in recent months bodes well for the county’s ongoing tourism efforts. New additions to the county in recent months have included two new restaurants, a wedding venue, an upcoming distillery and an antiques mall, all of which have the potential to promote tourism in Powhatan by drawing in visitors that might otherwise not have come here, said Roxanne Salerno, the county’s economic development program manager.

POWHATAN – A 5 percent transient occupancy tax passed last summer went into effect on July 1 for the handful of Powhatan County businesses that provide lodging. The Powhatan County Board of Supervisors voted unanimously in July 2017 to implement the new lodging tax but set its effective date for this summer to give the county time to work out the details and businesses time to prepare for it. The tax will be 5 percent of the total amount paid for lodging at any hotel, motel, boarding house, travel campground, and other facilities in Powhatan County offering guest rooms rented out for continuous occupancy for fewer than 30 consecutive days. According to the ordinance, any excess over 2 percent of the occupancy tax shall be designated and spent solely to promote tourism and travel in the county. berlake, commissioner of the revenue, who consulted with colleagues in other jurisdictions to find an appropriate form and message to communicate with applicable businesses. Letters and forms were sent to businesses known by the commissioner of the revenue’s office to be engaged in some manner of overnight accommodations for fewer than 30 days of continuous occupancy, Voorhees said. Businesses are ex-

pected to report revenues monthly by the 20th following the month that lodging tax payments are received. The treasurer also set up a revenue line for this so that the county can account for the payments, Voorhees said. Charla Schubert, the county’s finance director, will segregate the total amount and divide it into two allocations, Voorhees said. Of the 5 percent tax, 3 percent will be reserved exclusively for promoting travel and tourism as required by the Code of Virginia. “With Powhatan’s recent membership in Richmond Region Tourism, we will exceed the requirement to invest in tourism promotion,� he added. Only a few weeks into paying the tax, the reactions of several of the affected businesses continue to be mixed. Lisa Benusa, co-owner of The Mill at Fine Creek, has been a supporter of the lodging tax since it was first proposed, saying it is a great way to provide the county extra revenue that is not a burden to local residents. LESLEY ANDREWS Lesley Duckworth Andrews, 73, of Powhatan, widow of Wayne Andrews, passed away on Saturday, July 14, 2018. She is survived by her children, Christine A. JERMINEDA BROWN Jermineda Brown was born in Richmond on March 27, 1977. He was educated in the Powhatan County Public Schools, where he was a standout athlete. At an early age, he became a member of the New Hope Baptist Church in Cartersville. He was always smiling and loved life. He was a hard worker who was always willing to lend a helping hand. For the majority of his life, he worked diligently as a landscaper. On Tuesday, July 10, 2018 at MCV hospital in Richmond, Jermineda Brown suddenly departed this earthly life and entered into eternal rest. He was preceded in death by his maternal grandparents George and Katie Brown. He is survived by his parents, Warren and Frances Rose; four sons, Jermineda Elijah Brown, Jah'lik Brown, Sav'yon Brown and Kymmothy Brown; one daughter, T'miya Murphy; three brothers, Leroy Brown (Nanette), Kenny Brown, and Bryan Rose (Ebony); two stepdaughters, Sham'iya Rose and T'yana Brown; five aunts, Bernetta Crump, Carrie Giles, Margaret Brown, Ruth Hampton and Carol Rose; two uncles, Raymond Brown Sr. (Caroline) and Darnel Brown; one great aunt, Amy Liggon; devoted friend, Dextrina Rose; as well as a host of nieces, nephews, cousins and friends. PATRICK DOLBY Patrick William Dolby, 81, was born in Leicester, England, March 12, 1937, to Lancelot and Edith Dolby, the middle of three siblings, with eldest being Michael and youngest, Joan. He left his earthly home with family surrounding and caring for him on Thursday, July 19, 2018. Pat was a veteran of the British Queen’s Navy, leaving England as a young adult, DOLBY working in Canada and then to the U.S. via California, where he worked at Stanford University. Shortly after moving to the east coast in 1972, he met the love of his life, Joyce, in Asheville, North Carolina, via Amateur Radio (WA4EQW) and spent the next 46 years being a loving, devoted, family-focused husband. After moving to Virginia, he became a proud patriotic United States naturalized citizen. Most of his working and child-rearing days were spent in Midlothian, where he was an active member of The Brandermill Church, Manchester Lodge 211 as a Master Mason, and the Brandermill Sailing Club. He had 26 years of service to the VA SCC as a Sr. Communications Specialist, before retiring to their “little dollhouse” in Ft Myers, Florida, where he was a faithful member of Faith United Methodist Church. Pat spent his life in service to God and others. Though his loved ones are mourning over losing him, they are rejoicing knowing this man of tremendous faith is in the arms of his Lord and Savior, Jesus Christ. Pat is survived by his wife, Joyce Allen Dolby, from Wytheville, now of Ft. Myers; his son, Patrick Dolby of Elk Grove, California; his daughters, Wendy Dolby of Upperco, Maryland and Amity Pickeral (Randy) of Powhatan; grandchildren, Kirstie, Rachel, Dylan, Matthew, Janine and many loving extended family and friends. His Celebration of Life was held at 2 p.m. on Sunday, July 22, at The Brandermill Church, 4500 Millridge Pkwy., Midlothian, VA 23112. The family received friends at a reception immediately following in the fellowship hall. WILLIAM HARLOW JR. William T. Harlow Jr., 78, of Powhatan, passed away peacefully on Friday, July 20, 2018, with his family present at his side. He is survived by his loving wife of 55 years, Marilyn; sister, Bonnie Fisher; sons, William III (Kim), David (Anita), Michael (Shannon), Christopher (Jennifer); grandchildren, Tommy, Ashley, David Jr., Gabriel, Autumn, Leonidas, Irelyn, Carson, Summer Violet; great-grandchildren, Jayden and Layla. William retired from Philip Morris after over 30 years of service. Using hands-on activities, Camp Invention promotes science, technology, engineering and mathematics (STEM) learning; builds resourcefulness and problem-solving skills; and encourages entrepreneurship — in a fun and engaging environment. The brand new cutting edge bank is located at 1870 Stoneridge Commerce Drive in Powhatan near the intersection of Route 60 and Stavemill Road. New Horizon has been in operation for 11 years and continues to have its headquarters operation on New Dorset Circle in the county. There are two pod stations with tellers waiting to serve you in a manner that allows you to communicate and see what is taking place. There is no wall and restricted access areas just pods sitting in the middle of the floor. Safety isn’t a concern due to the vaults that collect the money at the pod stations. By not having cash

drawers, it eliminates security threats as well as improves accountability by the bank and allows better auditing practices. New Horizon Bank is the first to install teller pods in Powhatan, and one of the few in the Richmond area. Among other changes to the bank are wider pull-through lanes with variable height service buttons. The bank has also made their very modern ATM maintainable from the inside, which provides safer and easier access for employees.

DOUGLAS HASTINGS Douglas "Doug" J. Hastings, 87, of North Chesterfield, widower of Nancy F. Hastings, passed away on Wednesday, July 4, 2018, after a lengthy battle with cancer. Douglas was born and raised in Vermont. He was preceded in death by his infant son, Michael Hastings; and his wife, Nancy F. Hastings. HASTINGS He is survived by his daughter, Julie Lawrence (Dennis) of Powhatan; son, Peter Hastings of North Chesterfield; and granddaughter, Kimberly (Shane) and their son, Shane Jr. of Chesterfield. He is also survived by his brother-in-law, Frank Gullen of Ellington, Connecticut; and his two nieces and their husbands and children. Doug served four years in the U.S. Navy. After serving in the navy, he worked his entire working career at Ralston Purina in St. Johnsbury, Vermont and later transferring to Ralston Purina in Richmond, where he later retired. Upon retiring, he enjoyed handiwork around the house and hunting. Doug was an active member of the Church of the Epiphany. He worked with the building and grounds as well as the funeral ministry committees. A gathering of family and friends was held

Hite (Regina), both of Powhatan; two brothers, Emmett Hite, Bobby Goode, both of Richmond; seven grandchildren, Jamie, Amber, Jordan, Ashley, Magee, Skyler, Kristi; one great-granddaughter, Savannah; and his racing family. The family received friends from 6 to 8 p.m. on Monday, July 23 at Bennett & Barden Funeral Home, 3215 Anderson Highway, Powhatan and where services were held at 11 a.m. on Tuesday, July 24. Staff prepared in advance for the July 1 transition and Benusa said no customers have complained or argued about it. “People are used to paying a lodging tax everywhere else, so it makes sense for the county to be able to capture those dollars,” she said. Polly Mullins, manager of Bienvenue, said she received the letter from Timberlake’s office letting her know how the lodging tax would work. She said it is essentially just an extra number on a page. The process might be more cumbersome for businesses that have more than the two rooms Bienvenue has, but it hasn’t been a problem for her, she said. Mullins informed guests scheduled to stay after July 1 that the tax would be going into effect and she heard no complaints. As for the tax itself, Mullins said she was fine with it because of the 3 percent going to tourism efforts. Even if it is a

small amount coming in at first, it has the potential to grow as the county does. One of the businesses that argued against the tax in 2017 and continues to be against it is Cozy Acres Campground. Larry Daniel, co-owner, said he thinks it is easy to put a tax on small businesses that don’t have a lot of clout to fight it. The amount of money the tax will actually bring in is minimal as far as the county is concerned, he said, but it can impact small businesses. For instance, his main competition is Powhatan State Park, which won’t be affected by the tax. Daniel added that it feels like taxes are always increasing but services don’t follow, specifically citing the continued lack of broadband in his area and how roads are maintained. “What the county needs is more services and not more taxes that don’t benefit our customers and our businesses,” he said. Daniel said the tax only applies to cottages and cabins at Cozy Acres, which he had been contemplating expanding but is reconsidering because of the tax. There is no job that is going to be stress free. There is no job that is going to be 100 percent every day, but this was pretty close. Clients were friendly and respectful and loved their animals,� she said. The sale has been pushed back a few times, so some people who attended a retirement party back on April 25 might be surprised that he is only now really preparing to stop work. Debbie Elam said she was so pleased to see about 120 people and even a few animals show up to that party to wish them well and thank her husband for his service through the years. Vickie Holpe of Midlothian was there to wish the beloved veterinarian well. Through the years, he helped take care of all five of her dogs – some purebreds and some mutts. Holpe appreciated that he was kind and treated her mutts as respectfully as her purebreds. “I just felt like he was a fair person and cared for all animals. It didn’t matter if it was the rescue dog off the street or a purebred, he did everything he could for them,� she said. Holpe recalled bringing one of her dogs, a yellow Labrador named Jax, who was not fully trained to Elam Animal Hospital. Nick Elam asked to keep and train him for two weeks for no charge. Ten days later, Jax came home a completely different and much improved dog. “Dr. Nick assured me I had a sweet, intelligent dog. been bringing dogs to see Nick Elam for 12 years, confident in the quality of care he was giving them and even boarding them at the animal hospital when she was out of town. Greenhow described Elam as knowledgeable, down to earth and personable with her and caring with her dogs. She was happy to wish him a happy retirement. “He needs to enjoy the rest of his years. Of course, we wish he wasn’t going, but that would be selfish. We are going to miss him and Debbie both,� Greenhow said. Duane Garner of Midlothian brought his dog Blitzen to the retirement party to say farewell and wish Elam well. He has been coming to the practice for eight years and appreciates the care the veterinarian and all of his staff gave to his dog. When he found out Elam was retiring, Garner said he was sad but happy for him. “He has been at this for a long, long time, so he needs a break,� Garner said.

the son of a dairy farmer and a school teacher. He graduated and earned an undergraduate degree but came home and worked on the farm with his dad. About eight or 10 years after graduating college, Elam said he knew he wanted to become a veterinarian, and he did. He initially wanted to have a large animal practice, but while in school, he decided instead to do a mixed practice. Initially he was going to open a practice in Georgia, but Elam said Stan Whitaker at the Bank of Powhatan offered to loan him the money to start one in Powhatan instead. So he did. “It was very rural. Most of my practice was large animal then when I came here. We had 25 dairies in the county, and the adjoining county Amelia had about the same number,� Elam said. “After I was in practice seven or eight years, I decided small animals (demand) was growing and large animals were declining. I went where the people wanted me to go.� One of the areas of his practice that always interested Elam was in animal reproduction. At first he focused on the reproduction of cows and horses, but that eventually shifted to an emphasis on small animal reproduction. “It flowed. I didn’t just cut off doing one thing and then another. As interest in large animals declined and interest in small animals in Powhatan grew to what it is now, my interest in serving the clientele shifted more toward small animals. I think that is called going with the flow,� he said with a grin. In the early days of the practice, Elam said he was more likely to be vaccinating or spaying an animal or helping with a birth. As with all things, veterinary medicine continued to evolve. “As time progresses and the knowledge and diseases and conditions of animals increase, we had to increase our diagnostic capabilities and we added a lot of equipment – machines and tests to serve our clients better. You can’t just stay, you have to move forward,� he said. Although Elam continued to have a general practice, working with artificial insemination and breeding dogs became specialties. His expertise in the dog reproduction field saw him garnering a name in the field not only in Virginia but well beyond, seeing him freeze and ship dog semen all over the world. He was the United States representative to the European Veterinarian Society for Small Animal Reproduction for five years, traveling to conferences in Europe

Regardless of why an animal came to Elam Animal Hospital, Debbie Elam said she watched for years as her husband was caring and patient with each one he saw. Through the years, what floored her the most was his amazing knowledge in his field and his lack of fear when it came to the animals who needed his help. “He was caring and he loved everyone that came in. Even the gruff ones or the ones that might be growling at him, he took care of them just the same. I never saw him fear an animal,� she said. In November 2015, Nick Elam was hospitalized for an infection in his left ring finger he got when one of his patients, a cat, bit him, she said. Despite properly treating the wound and working to fight the infection, he had permanent damage to his hand. In spite of that, the cat continued to be a patient, she added. “He almost lost his hand. He came very close to losing his hand,� she said. “It was no big deal to him. He was just going to keep on doing whatever he does in the same way.� Just as meeting the clients and helping them get better would be one of the best parts of the job they both love, Debbie Elam said one of the hardest parts came with the end of life decisions. She often counseled clients who were having to make hard choices regarding their pets and found herself crying right along with them many a time. She saw the impact it had on her husband as well. “I could tell when Nick would come home if he had a puppy day – which we love puppy days, bring them on – but I could also tell when he would have to euthanize an animal. That is probably the hardest thing we have to do,� she said. Debbie Elam said her husband’s kindness wasn’t limited to the animals he looked after. Clients would bring their grandchildren in to meet him. Families asked if their children could work at the animal hospital in the summer to learn about a veterinary practice. Nick Elam also became a mentor through Blue Ridge Community College’s licensed veterinarian technician program. He was also charitable, whether it was the causes they supported or helping animals whose owners couldn’t afford care. “He was so charitable. When people couldn’t pay, as long as they continued to pay $5 a month, he would care for them. We have received eggs in lieu of payment. We have received ham, cakes,� she said. Nick Elam joked that his wife brought to the practice “a pleasant face and conversation and she works hard. She is the business manager and she gives me some money to spend occasionally, but a lot of support.� Once they are both retired, the Elams, who have been married since 1999, plan to spend time with family and travel together, he said. “We have a camper and we are going to travel. Going south we will wind up in Texas and I want to see where the tall corn grows out in the Midwest. I am still a farmer at heart,� he said. It’s not what you look at but what you see By Laura McFarland News Editor

earls of wisdom are great. Actually taking them to heart and not just repeating them – that’s astounding. Two jobs ago, I was a features writer in North Carolina. On one of the pages each week, there was room for a quote from a book my editor had with journalism-related quotes said by different people throughout history. When I was in charge of laying out that page, it was always interesting to read through the book and pick out that week’s quote. My editor wrote the dates next to each quote as it was used to prevent repetition. The number of dates written in that book showed its pearls of wisdom had been shared for quite awhile. Part of what was appealing about it was finding a quote that I thought was truly insightful, funny or interesting and sharing it with others. Maybe it was my journalism roots and seeing what people in my profession or those speaking about my profession had to say. Maybe it was because I had already been sharing similarly in my own way for a few years, well before I got to that first professional newspaper job. I went to college before Facebook started and be-

came a big thing, first with college students and then with adults and businesses and what sometimes seems like the whole world really. But I think there was one trait in me that would have really jelled in those early days, and that was the social media habit of just hitting “share.” Having gone from dial-up at home to what seemed like rocket-like speed internet access in my dorm room, I thoroughly enjoyed exploring the World Wide Web in the first few years of college. One of my favorite things to do was find jokes, stories, drawings, and other things that I could print out and tape to my dorm room door for anyone who wanted to read them. Looking back, I realize how silly it was to expect that tons of people were going to want to spend time standing outside my door reading those written offerings, if they even noticed them in the first place. But, to be honest, I don’t know if I even considered that. I thought they were fascinating, so, of course, I had to share. It is the same force I think that drives us to share all of the humorous, sad, uplifting, degrading, shocking, maddening, ridiculous, informational, and mundane posts we see on social media every day. Many of the things we see on social media are the equivalent of learning names in a large group. Bob, Sarah, Jamal, Tina, Raven, Kevin, Eric, Dale, Quan, Melissa, Betty, Rosita, and so on. By the time you got to Kevin, you probably couldn’t have picked Sarah out of a lineup unless something really stood out about her. So why do we continue to engage in it as if it is our true lifeline to the world? Entertainment, connection, boredom, attention, a release of emotions – take your pick. Believe it or not, this isn’t a diatribe against social media. It definitely serves its purpose in a number of situations. If anything, writing this column seemed to come down to an issue of perspective for me. I was thinking about what we do that actually has an impact on people’s lives versus what we celebrate and choose to embrace in life. It’s the difference between what we see and what we experience. With that in mind, I think it would be fitting to end on a quote that got me thinking about all of this in the first place. L E T T E R S TO T H E E D I TO R Backpacks of Love grateful for county support Dear Editor, Backpacks of Love would like to express our thanks to the Powhatan community. Since the inception of BPOL in 2011, we have delivered over 83,000 bags, which equates to over 500,000 meals. Our mission is to make sure that no child goes hungry over the weekend. While children are in school, many are served breakfast, as well as lunch. Over the weekends they have no access to nutritious meals. That’s where BPOL steps in. We deliver bags to each school on Thursday to be sent home with the children on Friday. During the summer break, we deliver to the participating children that are in summer school programs. We are currently in seven counties including Powhatan, Cumberland, Amelia, Goochland, Henrico and Chesterfield counties. Without the support of the community this could not be possible. Our dedicated volunteers pack bags weekly, deliver bags to the schools, dispose of our recyclable items, hold fold drives, donate

money, host fund raisers and of course support our Peanut Butter Drive. We have even had children that instead of gifts for their birthday ask for food donations to be given to needy children. BPOL is truly blessed to be based in a county that reaches out to help one another, when in need. As we gear up for another school year, we will be reaching out to our current volunteers to start scheduling packing and delivery days for the 2018-2019 school year. We have many volunteer opportunities and welcome civic groups, ball teams, businesses, etc. As they say, “it takes a village.” Our largest fundraiser is the annual Backpacks of Love Fall Golf Classic, held at The Foundry Golf Club on Monday, Oct. 15, 2018. Comments regarding landfill are misguided Dear Editor, Why do residents of Powhatan think they have the right to tell residents of Cumberland what they need instead of a landfill? Maybe the landfill proposal is misguided, but your comments about our county and our County Board of Supervisors are misguided. l felt you were wrong in your decision not to approve an apartment building for people that worked in your county but could not afford the housing in your county. But I didn’t feel I had the right to interfere in your decisions. But you sure didn’t let that stop you from interfering with our county. And you write that you think we would be better off with a casino or a solar farm. Well, nobody has come to the county with a proposal with either of these. And I personally don’t think that anyone would want to build a casino here. Remember, the two-lane highway through most of our county? We don’t have any fancy restaurants nor hotels for these people who would come to the casinos. In my opinion, that is

rather a dumb suggestion. We have watched the building going on in your county on Route 60. That is adding more traffic, but I suppose that is OK with you. We spend a lot of our money in Powhatan at your Food Lion and your WalMart. And, two of our favorite restaurants are in your county, Allen’s Chinese and Four Seasons. That means a lot of your tax money is coming from residents of Cumberland. We are very appreciative to have those places to shop and eat out. But that doesn’t mean we have to continue. There is a Food Lion and a WalMart in Farmville that we could spend our money at and restaurants where we could eat out. You came to the landfill meetings with your anger, interruptions, and loud protests that made some Cumberland County residents feel unsafe to attend. We want to be good neighbors but that works both ways. Insults to our people don’t seem very neighborly to me. M.J. Stidham Cumberland County

Three Crosses Distilling Company Scheduled to open in the second week in August, Three Crosses Distilling Company, located at 3835 Old Buckingham Road, is the project of coowners Michelle and John Davenport. While the couple doesn’t live in Powhatan, they have family here and fell in love with the rural and friendly nature they found when visiting. The distillery will serve whiskey, rum, spiced rum, vodka and moonshine, and eventually, in a couple of years, will add bourbon, Michelle Davenport said. Everything will be made on premise except the starting batch of the whiskey, which was made using their recipe and specifications on the barrel char and aging so they could have a whiskey available when the doors opened for the first time. A big point of pride for the Davenports is that the distillery is “veteran owned and female run,” she said. The couple has already committed to give a percentage of sales from each kind of spirit they offer to different designated nonprofits, including ones dedicated to veterans, wildlife conservation, women’s causes and nokill shelters. “Something we are passionate about is being able to give back because we have been so blessed ourselves,” Davenport said. The distillery will offering tastings from Thursday to Saturday, bring in

entertainment, and offer private events, she said. Davenport said she wants Three Crosses to be a destination in Powhatan that draws people into the county. Whether they come to Powhatan for another reason and discover Three Crossings or visit the distillery and the business can tell them about other local places to visit, there is opportunity to work in tandem to help each other, she said. “We would like to be just one stop on people’s road trip through Powhatan,” Davenport said. El Jinete Mexican Restaurant When the owners of El Jinete Mexican Restaurant in Cumberland decided to open their first restaurant in July 2015, it took a huge leap of faith. Three years later, Rosie and Alberto Cobian are taking another leap with the opening of their second El Jinete, located at 1795 South Creek One. The newest addition to Powhatan’s restaurant offerings opened its doors on July 9 for a busy first week and had its grand opening on July 21. Rosie Cobian said she was grateful for the welcome the restaurant received in Powhatan and the number of repeat customers they are already noticing. “We are just very thankful that a lot of the customers here have embraced us, made us feel at home and given us an opportunity. We definitely hope to provide good food and good service,” she said.

The Cobians first got the idea to open a restaurant in Powhatan because many of their regulars at the Cumberland location are from here and asked for it, she said. The second location is much larger than the first, both with the 271-seat regular dining room space, an outdoor patio, and, in a few months time, a private meeting/party room that will be available. The quality and variety of the food was a big draw in Cumberland and will continue to be so at the new location, Cobian said. Customers appreciate that they can get dishes ranging from Tex-Mex to more authentic cuisine, and even the unexpected with a selection of steaks. Something she also hopes set El Jinete apart will be the family atmosphere, she said. “We make people feel welcome and we care about our customers to the point we try to remember their names and treat them like family because it is a family-run restaurant,” Cobian said. El Jinete’s Cumberland location has a Facebook page, and Cobian said the Powhatan restaurant will be getting one as well.

Smok N Pigz BBQ Smok N Pigz BBQ had already existed as a successful food trailer operation for four years when owner Kyle Crowder decided to open a restaurant on April 6 in Powhatan at 2090 Anderson Highway. Crowder, who has lived in Powhatan a decade, said he prefers the county’s good environment over the city atmosphere, and felt it would be a good place for an old school, diner-style barbecue restaurant. Like the Cobians, Crowder said he has been surprised and pleased by the reception the restaurant has received, which he said was more than he could have anticipated. The restaurant serves brisket, ribs, smoked baloney, smoked chicken, and pulled pork, and Crowder can often be found in the back working over the smoker. It also has a range of sides, ranging from hush puppies to cheese fries to cole slaw to sweet corn nuggets. Catering events is still a huge part of the business, he added. Crowder said he likes the fact that Smok N Pigz BBQ is now part of the Powhatan community, which fits in with the atmosphere he wanted to create. “Powhatan is so community-oriented with how people get along and help each other. It is kind of like a big family of friends. That is how I want it to be dining in here or coming in here with friends. I want it to be like you are dining with a friend,” he said.

Lakeside at Welch Estate Adding to an already stellar list of local wedding venues located in Powhatan is the newest kid on the block – Lakeside at Welch Estate, a wedding venue tucked back from view on 3661 Anderson Highway. Co-owned by Ashley and Bobby Welch, the wedding venue is completely private for its guests and set on a lovely lake, which the couple also now owns. The privately owned lake is a nice draw, because guests can use it for fishing, kayaking or just sitting back and enjoying the view, she said. Currently, Lakeside is a tented venue, but the owners are working on plans for an enclosed structure for 2019, she said. The most recent addition to the fledgling events venue is a 110-foot custom made dock that holds up to 200 guests for ceremonies on the water. As a wedding venue, Welch said they work to make each wedding unique and give the happy couples plenty of room to choose what will make their day the most special. Like the other events venues in town, Lakeside will be a good tourism draw for the county, bringing in people from all over the state and even beyond throughout the year, Ashley Welch said. “We have brides that are coming from out of state wanting to get married at our venue because of what it is and what we offer,” she said. When the couples and their families come to the wedding venue, Welch said they are encouraged to explore other places in the county and visit other local businesses. “We have our own onsite coordinator that handles our brides so they are not overwhelmed with the process. Mill at Fine Creek bakery expansion While not a new business, the Mill at Fine Creek has been steadily expanding its offerings for several years to serve its customers. Recent new ventures have included a brewery, cottages and a little shop. The newest addition to the tourism-driving business is a bakery expansion that has been

added to its offerings. When the cottages were built, a small store serving both guests and visitors to the property was also created in a renovated building on the property, opening again as Fine Creek Provisions, said Lisa Benusa, co-owner of The Mill at Fine Creek. The newest innovation is a selection of pastries that will be sold in the store that have been created by Pierre Tocco, who will also be making inhouse wedding cakes for the couples, she said. Tocco has been voted one of Richmond’s top pastry chefs and has brought his classically-trained skills to The Mill. Tocco came on board about two months ago and soon after a new pastry kitchen was added on to the buildings. Now, he will make daily fine pastries as well as slices of cake to be sold in the Fine Creek Provisions store on the grounds. “I can see people from out of the area coming to get nice pastries. Vintage Antique Shack Although a little older with its opening back in September 2017, Vintage Antique Shack, a vendor mall at 4140 Anderson Highway, has been proving to be a good draw for the county. Owner Holly Johnson, a Powhatan native, used to have a vendor booth inside another store. She wanted to open her own store in the county, and when she found out about this building being available, the choice just made sense. Vintage Antique Shack is a vendor mall and consignment store with 60 vendors offering everything from new homemade creations to antiques. In addition to locals looking for something for their homes, Johnson said the business has drawn people from all across the state to come check out what the antique mall has to offer. Similarly, people who are just passing through the county see the business and stop to check it out. “We do have good prices and we have different stuff than your normal big box store would have, and I think people like that,” she said. Westchester Commons While Westchester Commons doesn’t fall within Powhatan County’s borders, its proximity to the county and placement on Midlothian Turnpike coming into Powhatan make it a popular destination for local residents. It has also led to partnerships with Powhatan groups, such as the relocation of the weekly farmers market and the Hops and Barley festival to Westchester Commons. Belles win Dixie Softball State Championship By Billy Fellin Sports Editor

W

henever a team climbs the mountain and wins a championship, it is an extraordinary accom-

plishment. For the Powhatan Youth Athletic Association Belles All-Stars, the state championship win was just that much sweeter for the team as they defeated Halifax, the team that beat them last season in the final, to claim the throne this year.

“After coaching these girls for four years, it all came down to that one game,” coach Matt O’Quinn said. “It was really gratifying to see the smiles on all of their faces. To get the win over Halifax, after they beat us last year, was just that much sweeter.” Powhatan entered the finale undefeated and the Belles would have to win just one game to be state champions. Halifax jumped right out on Powhatan in the first game, building a lead in the opening inning to stake a claim early on and would ride that early lead to a game

one win. Between games, as had been done prior to the first game, the two coaches met for a coin toss to determine which team would be home and away. O’Quinn lost the toss and Halifax chose to be the home team. The Belles were able to flip the script on Halifax and went up 3-0 in the first inning en route to a 17-6 win over Halifax to claim the state championship. “Usually the team that wins the first game wins the second game,” O’Quinn said. “But, (the players) weren’t moping

between games and we went out and got up on them in the first inning. We went after it in the first game. I felt good about it, but we had some defensive issues. There might have been some nerves there.” The turning point in the second game came when Erika Roark came to bat. Two runners were on base and O’Quinn thought of giving her the bunt sign. Debs All-Stars fall one game short of state final By Billy Fellin Sports Editor

After losing to Luneburg in the third game of the Dixie State tournament on July 15, the Powhatan Youth Athletic Association Debs All-Star team stayed alive for two more games in Farmville. But, a familiar foe brought their run to an end. After outscoring their opponents 3212 over the next two games of the tournament, the Debs fell to Clarkesville 14-2 on July 18, ending their state tournament. “We just came out a little flat,” Debs head coach Marshall Davis said. “We got PHOTO BY BILLY FELLIN behind early and couldn’t battle back. On July 16, Powhatan took down Dinwiddie 15-6, followed by a 17-6 win over Clarkesville on July 17. But, in the second game against Clarkesville on July 18, the Debs succumbed to one bad inning. After leading 2-1 early on, Powhatan allowed 13 runs in one inning, coming at the expense of errors and misplays in the field, which allowed Clarkesville to blow the game wide open. While Powhatan had scored large chunks of runs in one inning previously in the tournament, it just wasn’t meant to be against Clarkesville. Post 201 Juniors approaching this season’s end By Billy Fellin Sports Editor

The American Legion Post 201 Juniors team has just one game remaining this season, which took place against Post 125 at Douglas Freeman on July 24. In its second season of existence, the Juniors have had some solid games this season and have grown overall as a team. “We’ve been playing well,” assistant coach Nathan Mullins said. “The guys have started coming together. We’ve been swinging the bats well. When we played Spotsylvania and 125, we were mashing the ball.” The Juniors team has had a relatively sparse schedule overall, as there

aren’t as many Junior Legion teams around. The start-and-stop flow of the schedule hasn’t been a detriment to the team, Mullins said, as the players know how to focus in for game time. “We have some kids that this is the only team they play for, and we have some who play travel ball or do hitting lessons,” he said. “They’re all really good kids and do a good job on game day. They take it seriously and get ready for the game. The season is a little difficult, but it’s not too bad. Most of these kids have been playing since February or March, so they’re in rhythm. The time off is good for them to rest the bodies and for the pitchers to not be throwing every

day.” While several of the players on the roster are already playing baseball at the high school level, a few of the players for the Juniors haven’t played on 90-foot base paths before. “We’ve had some guys out in the field, the younger guys, who haven’t played on a 90-foot field,” Mullins said. “A lot of those younger guys don’t cower and they could use it as an excuse, but they’ve stepped up to the challenge defensively and communicated with everyone.” A solid strength of the team this season has been its pitching. Mullins said that of the 18 players on the roster, they all have ability on the mound and can be called upon at any time.

“We could tell someone to go warm up and put them right into the game,” he said. “The kids are embracing it and they’re like ‘I’ll just throw strikes and make my defense go out and work for me.’ As a pitcher, if you’re going out there with a 7-0 lead, you can throw to contact and see if the batter can beat you.” One goal of establishing the Juniors team was to continue the consistent instruction in the Powhatan baseball pipeline, whether that is at the plate, defensively or instructing pitchers. Mullins, who is the junior varsity coach at Powhatan High School, has been assistant coaching with his dad, Ott, the Powhatan Middle School base-

ball coach, this season and said he’s learned a lot from his dad. “With my dad coaching the middle school team, and me at JV, they get that consistency of instruction and that helps the Powhatan guys when they go from MS to JV and varsity,” he said. “It’s consistent and it’s good for us to coach during the summer together and bounce ideas off each other. I’m a younger coach and I don’t have all the tools in the toolbox and it’s really helpful to get the perspective of someone who has been coaching for a long time. Eventually, these guys will hopefully move up to 201 seniors and the varsity team as well.” Mullins said that he feels that the team contin-

ued to accomplish the goal that the organizers of the Junior Legion team had when the team was formed last season. “One of the biggest goals that we wanted to accomplish was to stay in the community and help the kids in our community become better baseball players and make sure that they have fun doing it,” he said. “Last season, we played some older teams and it was kind of difficult. But, this year we have played around our age group and it’s been nice to see the young kids step up and take it seriously. 201’s Seal knocks in three runs in 7-3 win over 186 By Billy Fellin Sports Editor

The weather hasn’t been very cooperative for Post 201’s Senior Legion team. On July 16, Post 201 played at L.C. Bird against Post 137 and the game was called after just two innings of play. This was a beneficial turn over events for Post 201, as the team trailed 5-0 when the game was called. The game was attempted again on July 17, this time at Powhatan High School instead of L.C. Bird, but that day didn’t work out either. Post 201 finally did get to the field on July 18 in a 6-0 loss to Post 175. The game from July 17 was attempted and completed against Post 137 on July 20 at L.C. Bird and resulted in a 7-3 loss. Aus-

tin Rose was 2 for 3 in that game, but Post 201 left eight runners on base. The District 11 tournament was also plagued by rain. The tournament was scheduled to start on July 21, but most of the teams were forced to postpone due to wet fields. Post 201 moved to the field at Powhatan Middle School and attempted to play on July 21, but the district ruled that they couldn’t play when the other teams were rained out. Instead, the district scheduled three games to be played at Powhatan Middle School in an impromptu first day district tournament jubilee. “It’s summer baseball,” coach Eric Mead said of the delays. “You have guys coming and going for work and everything else. Every time a schedule changes, you have to redo your lineup. So, yea, it’s

frustrating. It’s tough.” Despite all the shuffling of schedules and venue changes, Post 201 got their district tournament underway on July 22 at Powhatan Middle School with a 7-3 win over Post 186. Tommy Preston went two innings for Post 201 and allowed one run on two hits and struck out five batters. Post 186 scored in the top of the first inning to take an early 1-0 lead. Adam Seal brought home Carter Mimmick after Mimmick doubled in the first inning to tie the game at 1-1. TJ Jordan gave Post 201 the lead when he stole home in the first inning, with Seal scoring later in the inning to make it 3-1. Seal launched a home run to centerfield in the bottom of the third inning to make it 4-1.

“We needed this win some kind of bad going into the first round of the district tournament,” Mead said. “It was a good win.” Post 201 played against top seed Post 175 on July 23 at Atlee High School in the second round of the double-elimination tournament.

Matthew, 9 years old, and Bryce, 5 years old, have qualified for the largest amateur motocross race in the world, the 37th Annual Rocky Mountain ATV/MC AMA Amateur National Motocross Championship presented by Lucas Oil. The race is run the historic Loretta Lynn Ranch. Both brothers took on over 22,000 hopefuls from across America to earn one of just 1,446 qualifying positions. “The Amateur National at Loretta Lynn’s is the best of the best motocrossers in America and around the world,” said Tim Cotter, director of MX Sports. “Just

Matthew has won many races in the last five years, and both boys compete nearly every weekend at tracks around the country. The Williams family will make the long journey to Hurricane Mills, Tennessee, along with their grandparents Sharon and Perry Cummings of Dinwiddie, to compete in the Amateur Nationals. The race runs July 30

As the innings wound closer to the Belles grabbing the state tournament title, Coach O’Quinn was wearing out the dirt of the dugout. “Coaches have 100 percent confidence in their players,” he said. “But, I’m not gonna say that I wasn’t pacing.” If he didn’t say it, his Fitbit did. O’Quinn said that he has his device set to alert him when he takes 12,000 steps. The Fitbit went off in the dugout. The win qualified Powhatan for the Dixie World Series and the team will swap out Powhatan for Virginia on their jerseys. While playing in the

World Series will be new territory for all involved, O’Quinn has been a spectator at the World Series before. “Last year, my daughter said that she wanted to go to the World Series,” he said. “So, we went to the World Series in South Carolina. It’s a whole other level there. We’ll have to step it up.” As O’Quinn and the coaches ready the players for this next level of play, the team must also work to raise money in order to get to the event, which is in Louisiana. “We’ve set up a GoFundMe page,” O’Quinn said. “We’re asking local businesses and everyone for help to be able to go. We won’t be able to do it without help.” The funds will go toward paying for new uni-

Castlebury finished sixth in the region, which put him in the Top-42 riders in the nation and qualified him the the AMA Amateur Nationals. GOLF Powhatan’s Jay Woodson competed in the Delta Dental State Open of Virginia from July 19-21 at

Ballhack Golf Club. Woodson tied for ninth overall on the leaderboard with a 6-under 210 for the tournament. He was six strokes back of the winner Fielding Brewbaker. Woodson shot a 7-under 65 on July 22, the third day of the tournament. In the first round, he had 14 pars, two bogeys, one triple bogey and one birdie for a 4-over 76. The second round was better for Woodson, as he sank seven birdies, eight par putt, two bogeys and one double bogey for a 3-under 69. Woodson’s third round was a strong performance, with nine birdies, seven pars, two bogeys and no double bogeys. Woodson is a four-time champion of the Delta Dental State Open of Virginia.

Notice is hereby given, pursuant to § 15.2-2204 of the Code of Virginia, that the Planning Commission of Powhatan County will conduct a public hearing on Tuesday, August 7, 2018, at 7:00 PM in the Powhatan County Village Building Auditorium, 3910 Old Buckingham Road, to consider the following requests: 18-05-CUP: Red Lane Baptist Church (District #3: Bethesda/Lees Landing) requests a conditional use permit (CUP) to permit a place of worship within the Residential Utility (R-U) zoning district per Sec. 83352 of the Zoning Ordinance of the County of Powhatan. The existing place of worship is currently a nonconforming use per Sec. 83-501 of the Zoning Ordinance of the County of Powhatan. The use is located at Tax Map 28A4-1-B-6, 28A4-B-1-7, 28A4-1-W-36, and 28A4-1-W-37 (2095 Red Lane Road), which consist of 14.233 acres. The 2010 Long-Range Comprehensive Plan designates the subject property as Rural Residential on the Countywide Land Use Plan Map. 18-05-AZ: Powhatan County requests the amendment and reenactment of the Zoning Ordinance of the County of Powhatan (Chapter 83), Article IV (Village Growth Area Districts), Section 83-250 (Light Industrial District) and Section 83-260 (Heavy Industrial District) to increase the maximum structure height from 35 feet to 45 feet and to allow structures to be constructed greater than 45 feet in height with approval of a conditional use permit. 18-06-AZ: Powhatan County requests the amendment and reenactment of the Zoning Ordinance of the County of Powhatan (Chapter 83), Article VII (Use Standards), Section 83-438 (Standards for Specific Accessory Uses and Structures) to modify use standards associated with accessory apartment and accessory dwelling unit (detached) regarding occupation by property owners, occupation by family members, and unit construction, and amendment of Article XI (Definitions), Section 83-521 (Definitions) to remove language restricting occupation of an accessory dwelling unit (detached) to immediate family.
