Board supports business growth efforts By Laura McFarland

The board passed three votes related to businesses and one request from a church, which is considered an institutional use but still potentially has an impact on economic development. Each of the ordinances that were passed garnered a good deal of discussion as to how the approved businesses will fit into their surrounding areas, and all had at least one citizen speak for, against or raise questions about the projects.

OWHATAN – The Powhatan County Board of Supervisors last week took several actions that will advance local business efforts to relocate, expand or start at different locations in the county. All of the approvals that took place at the board’s meeting on Monday, Sept. 24 related to either requesting a rezoning or a conditional use permit (CUP) to make building or starting a business possible in various places in Powhatan. Not all of the votes were unanimous.

Classic Granite and Marble A rezoning application was granted for the future site of Classic Granite

and Marble, which currently is in Midlothian but wants to relocate and expand at a property on Anderson Highway bordering Chesterfield County. The business brings in raw granite and marble and converts it into finished products for residential homes and commercial projects. Chris Shust, vice president of Balzer and Associates Inc., represented the company and gave a presentation about what it plans to do with the move. After that, there was light discussion and one comment during the public hearing before the board passed the rezoning request unanimously.

By Ali Rockett The man who shot and killed a Virginia State Police agent in Mosby Court last year has agreed to a plea deal that takes the death penalty off the table. On Thursday, Sept. 27, Travis A. Ball, 28, entered an Alford plea to the capital murder of Special Agent Michael T. Walter of Powhatan County. An SPECIAL AGENT Alford plea MICHAEL T. WALTER means that Ball acknowledges the evidence is strong enough to convict him, but that he doesn't admit guilt. "It will be a non-death sentencing, pursuant to an TRAVIS A. BALL agreed-upon range," said a statement from the office of Richmond Commonwealth's Attorney Michael Herring. Herring was not available for questions Thursday, the statement said. Under the plea agreement, Ball will receive a term of life in prison without parole, but that will be suspended and Richmond Circuit Judge Beverly Snukals will decide on an active sentence of 20 to 60 years. The agreement further states that prosecutors have withdrawn their intent to seek the death penalty.

Agriculture-10 (A-10) zoning district to be manufactured homes provided certain conditions were met, according to Andrew Pompei, planning director. Previously manufactured accessory dwellings were not allowed to be manufactured homes anywhere in the county. The structure has to comply with use standards described in the County Code and have a skirting/foundation material made of brick, stone, or other materials with a similar appearance, durability, and quality. It also has to have a primary street-facing façade that incorporates at least three of four architectural features: a covered porch that is at least 40 square feet in area, with a minimum depth of at least 5 feet; shutters adjacent to all windows; two or more types of exterior cladding (excluding skirting/foundation and roofing materials); and/or a frontfacing gable at least 8 feet wide on a portion of the façade. These conditions were stressed early on by Larry Nordvig, who represents District 2, to establish that there would be standards enforced on the accessory dwellings. “I don’t want people thinking oh my gosh we are going to have tens of thousands of mobile homes being rolled into Powhatan. I just don’t want that to be a concern for people,” he said. He said it is important to focus on the details so the board doesn’t accidentally open up a type of housing that wasn’t intended. “I am for expanding opportunities for affordable housing but without changing the fabric of the community. I don’t want to change the rural character of Powhat-

It was also pointed out that accessory dwelling units are allowed by conditional use permit (CUP) in Rural Residential-5 (RR-5); Single-Family Residential (R-2); Residential Utility (R-U); Residential-Commercial (R-C) and in A-10 if it is over 50 percent of square footage of main dwelling. David Williams, District 1, asked that there be a minimum lot size requirement of 10 acres in the A-10 district for them to have a detached accessory dwelling by-right. This was added as an amendment to the ordinance. Another issue that garnered discussion was the size of the allowed detached accessory dwelling unit, which shall not exceed 35 percent of the total gross floor area of the principal dwelling to which it is accessory, except in the A-10 district, where it goes up to 50 percent. The comments ranged from talking about how 35 percent of a primary dwelling could vary widely depending on how big it is all the way to wondering why the supervisors were putting restrictions on the size at all. This discussion did not halt the board from taking a vote passing the ordinance, but Nordvig asked if the supervisors could ask the planning commission to look at that those numbers in case it limited people. He gave the example of a 1,000-foot home. The 35 percent restriction would mean the accessory dwelling couldn’t be more than 350 feet, which might not be conducive to a fully-functioning separate unit. Richmond man convicted of grand larceny POWHATAN – A Powhatan County jury recently convicted a Richmond man arrested in the county for grand larceny by possessing stolen goods and sentenced him to three years in prison. Antonio Jermaine Spencer, 28, of Richmond was convicted on Friday, Sept. 21 in a one-day jury trial in Powhatan County Circuit Court. Judge Joseph M. Teefey Jr. presided over the case. The case started back on Jan. 19, when someone broke into the home of Charlotte McDannald of Richmond and stole about $10,000 worth of items, including a variety of jewelry, a camera and lenses

pregnant with him, Moncrief learned Logan had Down syndrome. Having loved dancing all her life, she worried he wouldn’t have the opportunity to share in one of her greatest loves. So, she decided to make her own opportunity. “I just thought about that and created this idea that I had, that they should be able to have this great experience that all these other dancers have where they can learn to dance, go out and perform, get great costumes, and have a sense of family in their studio. I just thought they should have that, so I created this and started with five students. One of them was my son,” Moncrief said, adding all five dancers are still with the troupe. With the help of great instructors, dedicated parents and volunteers, and talented dancers, Moncrief, who is owner and artistic director, has built Miracles in Motion into a successful nonprofit with classes across the Richmond region. Now that list includes Powhatan County. Miracles in Motion began offering its first all ages open class in September, meeting from 5 to 6 p.m. every Thursday at Stars in Motion Performing Arts Academy, located at 1799 South Creek One G and H. Michelle Roberts is the instructor of the Powhatan class. Sara Christman, owner of Stars in Motion Performing Arts Academy, said she had wanted to add a special needs class for years, but as a growing business, she was taking the time to make sure they did it right. When she felt the time was right, the school started researching dance groups for people with special needs and found Miracles in Motion. That is when they first reached out to Moncrief about a possible partnership. Christman said her desire to offer the classes began because her brother has special needs. While he participates in church

groups and Special Olympics, there weren’t many opportunities to be connected to the arts. “To bring the arts to people with special needs is just as important. Plus, anything that helps bring people together can’t be a bad thing,” she said. Jimmy Thomas, 11, of Powhatan loves music and enjoys the socialization of the dance class, said his mom, Jen Thomas. Going into the class, he may be in the worst possible mood, but “he will always leave in the best mood.” He also thrives on the praise heaped on him by the teachers and volunteers during the class. “I think it is something he is able to do and get applause and feel good about himself,” Jen Thomas said. “He has got some real significant disabilities physically and intellectually, and this is something that lets him live life and be happy.” Jimmy, who attends fourth grade at Flat Rock Elementary School, has been a dancer with Miracles in Motion for the last eight years. His mom said they were grateful when the new class in Powhatan started because it is so much closer to home.

As the class grows in numbers, it can be split into separate adult/teen and youth classes. Classes cover a variety of dancing techniques, including tap, modern, ballet, jazz and more, she said. Whether a dancer is fully mobile or wheelchair bound, each has one or more volunteers working with them to help them accomplish the dance moves within their abilities. For instance, a dancer who is wheelchair bound might have one volunteer pushing the chair, one moving their legs and another moving their arms so they have full physical interaction. “Whatever they need, we will meet their need. We will be sure to have them interact as much as they can,” she said. Brayden Case, 4, of Chesterfield loves music and enjoys dancing, and his family likes that he is strengthening his muscle tone and gaining socialization, said his grandmother, Cathy Kroeger. This is his second year attending Miracles in Motion classes and he started coming to Powhatan because it was

McGowen has been involved in the program for nine years with her daughter, Leah, now 17, one of the dancers. Through the years, she has seen how the program has impacted the dancers, physically, socially and emotionally. The program helps them strengthen muscle tone, increase flexibility, and improve coordination. They are interacting with other dancers and volunteers, which improves their social skills. The goal of the nonprofit has always been to offer a safe place where children, teens and adults with special needs might come in with heads bowed and unable to look anybody in the eye but, by the time they have been to a few classes, they have discovered joy in the art of dancing, Moncrief said. “All of those behaviors go away when they come to dance, and by the end of the year you rarely see them. They walk in, they are confident, their posture changes and they are looking you in the eye,” she said. “Often when they come into class they are looking down, not in the eye, but by the end of the year they are onstage, having a blast, doing their dances, learning the choreography and performing it to whatever their ability is.” In addition to its overall mission of helping dancers of any ability level, Moncrief noted two distinctive traits of Miracles in Motion that set it apart: that it accepts dancers of all ages and that the classes are made up about 50-50 of males and females. The first is important because there are some programs where people with special needs age out and can no longer

County’s SMART Scale submissions face heavy competition By Laura McFarland News Editor

The Commonwealth Transportation Board (CTB) recently announced that the datadriven SMART Scale project prioritization process reached new benchmarks as localities and planning organizations submitted the highest number of applications to date. Statewide, 468 applications were submitted, for a total requested amount of approximately $7 billion to support an initial total project value of $12.4 billion. The application intake period closed Aug. 8, which now makes way for detailed project screening and validation. Transportation projects will be vying for an estimated $850 million in available funds. The

SMART Scale process will score projects based on quantifiable factors, such as: safety, congestion reduction, accessibility, land use, environmental quality and economic development. Between 2015 and 2017, 757 applications were received, 691 projects met the requirements to be considered for scoring, and 310 projects were funded for a total of $2.45 billion. Powhatan County submitted four applications out of the 85 applications submitted in the Richmond region. All four projects met the requirements to be considered for scoring. While the 2018 SMART Scale is probably the most competitive round ever, with a record number of applications, the county is optimistic about Powhatan’s chances at receiving funding, said Bret Schardein, assistant county administrator. Powhatan has been successful in securing funding through SMART Scale in both of the prior application rounds, those projects being the widening of Route 711 between 288 and Chesterfield that is underway now, as well as planned improvements to the intersection of Route 711 and Huguenot Springs Road, he said. “Even with our experi-

ence and success with prior SMART Scale rounds, the process changed somewhat for this latest round, so we submitted a diverse range of projects, from small to large and across different parts of the county, so that if the new scoring favors one type over another, we’ve maximized our chances of getting a project funded in Powhatan,� Schardein said. The county engaged the public in helping narrow down the list of potential projects to four that were the most viable and had public support, he added. That process included discussion at several public board meetings, as well as holding an open house at the library to solicit input and feedback. “While we need to see what happens with this round of applications first, it won’t be long before we start to plan for

The request before the board was an ordinance to conditionally rezone about 21.36 acres that were formerly General Commercial (C) with proffered conditions. The applicant requested that 10.64 acres be zoned to Commerce Center (CC) and the remaining 10.72 acres be zoned Light Industrial (I-1) with proffered conditions. The parcels are located along eastbound Anderson Highway (Route 60) bordering the county line with Chesterfield. The part of the property that was rezoned to Light Industrial will be for the new location of Classic Granite and Marble, which is currently on Justice Road in Midlothian. According to Shust, the company does about $9 million a year in business and, with the expansion, looks to increase that amount by at least 50 percent in the first few years of operation. They will bring their current employees but also add to the workforce. Shust pointed out the company was striking one of the proffered conditions regarding its driveway spacing standards because it had originally proposed a right-out only exit in front of the business. It did not meet county or state access management standards so the owner realized it wasn’t right for the project. The proposed new Classic Granite and Marble building is currently planned to be three stories tall to accommodate the cranes inside the back part of the building needed to

move granite internally. The property now changed to Commerce Center (CC) will be used for future retail development. Shust said the materials used on the exterior of Classic Granite and Marble building will also be used on the future development for architectural consistency across the entire project. He also highlighted landscaping designed to help keep with Powhatan’s rural landscape. Work on the granite takes place inside of the building, cutting down on noise pollution, Shust said. The business will be connecting to county water and sewer, but it will also reclaim and recycle water internally. Larry Nordvig, who represents District 2, said that at the neighborhood meeting, those in attendance were supportive of the project. He commended the applicant for working with the county to do the project the right way. Chairman Carson Tucker, District 5, and Billy Melton, District 4, both offered positive comments for the project itself and the people who made it happen in the last few years. Tucker pointed out the board had been saying for awhile it wanted to see projects that are architecturally consistent. “My wish is that this becomes a model of how we as a community can work together with the development people so that we do the right thing by Route 60 and the rest of the county both from a tax point of view, from an employment point of view, from an aesthetic point of view, and most importantly, … from a safety point of view,” Tucker said. During the public hearing, Natalie Meredith didn’t speak against the project but spoke about

the need for a traffic study and dangerous conditions in that area, especially with the addition of more work projects.

Precast septic tank manufacturer The most debated ordinance of the night was a request by Nice Construction LLC for a CUP to construct concrete septic tanks at a 9.22acre property at 3627 Huguenot Trail. The property is currently zoned Agricultural-10 (A-10). This was the only ordinance that didn’t pass with a unanimous vote and it took four consecutive motions before someone even suggested language the supervisors were willing to vote on. In the end, it was passed 3-2 with Nordvig, Angie Cabell, District 3, and Melton voting for it and David Williams, District 1, and Tucker voting against it. The applicant, Larry Nice, purchased J&B Nixon Inc., which operated in the county for 20 years, in August 2017. The company has operated at the former location on Anderson Highway since then but needed to find a new location. Although the county classified it as a concrete plant, Nice Construction LLC will not be making concrete onsite. It will bring in concrete by truck that is then poured into prefabricated molds for septic tanks and water tanks. The Huguenot Trail property is bordered by Moslow Wood Products, Fine Creek Baptist Church and private homes. Nearby neighbors Monty Lewis, Lori and John Tracoma, Jonathan Terrell, Connie Harriss, and Ed Stiltner all spoke during the public hearing opposing the application. Some of the major concerns they had pertained to possible water pollution, noise pollution, poor sight distance, and adding trucks on Huguenot Trail in a stretch they say is already conducive to accidents. They also raised concern with the creep of business development since this would be going in next to Moslow. Darlene Bowlin spoke in support of the project, saying it would be helping an existing business that had trouble finding a location in the county where they were allowed to move. The most debated issue of the application pertained to the buffers around the property. A few of the board members mentioned a desire to raise the buffers, which were 60 feet on the sides and 100 feet from Huguenot Trail. When asked, the Nice family said they could make that work. They also touched on issues of sight distance, industrial creep, runoff and noise.

Cabell said she had concerns about the project initially but after looking at it more closely feels like it would be a good addition. She then made the first of three motions that died without a second. She made a motion to pass it as it was presented. Melton then made a motion to extend the two 60-foot buffers to 100 feet. Williams then made a motion to defer the issue to allow staff to improve the buffers issue. Nordvig made the final motion that passed 3-2 in favor of passing it with the amendment of increasing the two 60foot buffers to 100 feet and extending the 100foot buffer along Huguenot Trail to 140 feet.

Country Inn While there was discussion about the language in the ordinance, a CUP application by Robert and Josephine Pendergraph to permit a country inn within a historic home at 2815 Huguenot Springs Road was generally met with favor. According to proffered conditions in the CUP, the couple is allowed to operate the country inn with five rooms and hold no more than 50 calendar events a year at the inn, with no more than six of those events having more than 50 guests. Examples of events would include reunions, anniversary parties, engagement parties, weddings, holiday parties, receptions, farm to table dinners, corporate retreats, workshops, or other business meetings, meetings of nonprofit organizations, art classes, cooking classes, and similar activities. Speaking about the project, Josephine Pendergraph said Huguenot Springs historically was a 200-acre resort where people came to renew their health and spirit. The building was later conscripted as a Confederate hospital during the Civil War. She said they purchased the property seven years ago and now

plan to operate it as a 12.347-acre rural retreat and gathering place for the community. They will have space for people in the main house and in a guest house cottage. The main house is to be booked by a single party only in conjunction with, and not in addition to, events on the property. The cottage has one bedroom and can be booked separately. A farm kitchen and art gallery will be open seasonally and by appointment. While the supervisors did ask Pendergraph several questions, their discussion revolved around traffic and guest count. Williams wanted to make sure that the person directing traffic during larger events was a qualified Powhatan deputy or other law enforcement personnel. Melton wanted to make sure the language saying a maximum of 10 guests in the five rooms didn’t put the Pendergraphs in violation if someone brought a child, so they changed the language to 10 adults. Becky Lillywhite and Connie Harriss spoke in support of the project because of the Pendergraphs’ dedication to both preserving historical landmarks and supporting local agricultural endeavors. The board then voted unanimously to approve the project.

Church expansion Red Lane Baptist Church also requested a rezoning from Residential Utility (R-U) to Agricultural-10 (A-10) of about 14.233 acres of land located on State Route 628 (Red Lane Road) near its intersection with State Route 1204 (Tower Hill Road). Planning director Andrew Pompei pointed out

that a place of worship is currently a nonconforming use within the R-U zoning district but is permitted by-right within the A-10 zoning district. Rezoning the subject property will bring the existing use into conformance with the zoning ordinance and allow the church to pursue plans to construct an additional building to house administrative offices. Two people spoke during the public hearing. Mary Hatcher’s main concern was that as an adjacent property owner she had not received a letter informing her of this request and had no idea how it was going to affect her home. She said she did not have the opportunity ro look at the church’s plans and offer her input. Tim Gresham, an elder at the church, spoke in support of the rezoning. He said since the church was nonconforming, when they approached the county about a CUP, they were told it made more sense to ask for a rezoning. Supervisors asked Pompei for details on the addition to better understand how Hatcher could be impacted. He said the proposed building would be roughly 500 feet from the existing church and no wooded buffers would be disturbed to accomplish that. He pointed out that the A-10 is more restrictive than R-U. After they finished asking questions, they asked Hatcher if those answers put her at ease. She said it did. Even small changes can have a big impact By Laura McFarland News Editor

POWHATAN – Big reveals are fun. Take television for example. Whether you are watching a weight loss show or a home makeover program, that moment where all the hard work you have been watching throughout the episode is put aside and we see the result is always highly satisfying. The process can be fun, maddening, entertaining, annoying, and just plain difficult, but the reveal is that moment when you know it was all worth it to get this great result. At least that is how you hope it happens. I have had a few of these reveal moments recently, and each one has reminded me how satisfying it can be. The reveals came in the form of small changes made in my home to make it closer to the place I know it can be and where I enjoy spending a good deal of my time. I am tempted to say I was completely comfortable living in my home before, but, if that were true, I would never be motivated to make any changes. It would be more accurate to say I was inoculated to the aspects that were not convenient but that I was not yet motivated enough to change. I am blessed with an eclectic taste, so when I walk into homes where everything matches or is cohesive and maybe even came from the same store, I always admire it. Some of the homes I have visited for events and interviews right here in Powhatan County have been truly breathtaking. But that’s just not my aesthetic. I collect different

items at various points in my life and then bring them together in one place. To use the thesaurus appropriately, the word I would be looking for might be closer to hodgepodge. That means that while I can look at one of the rooms and see all of the different parts of my personality and interests represented, others might just see a jumbled mess or too much clutter. I am working on it, not because I think my aesthetic is wrong, but because I think we sometimes get so caught up in the way we have always done things that we forget to stop and re-evaluate how we have changed over

time. Time moves on and we are meant to change with it. Just like our knowledge hopefully grows as we age, so too can our likes and dislikes evolve with time. waiting to see how it turned out. Just a few small purchases and a few good friends willing to pitch in and help me let go of some stuff, even if it feels like they are prying my fingers loose with a crowbar sometimes. No, these are small changes to the decorations in a bathroom, going through my books and narrowing them down to ones I really want to read, and cleaning up the pantry/laundry room so it was not such a dumping ground for random things that have no permanent place. With each of these projects, a different friend helped support me in the hard decisions meant to make me adopt a more critical eye or think about something in a way I hadn’t considered before. It was enlightening and highly satisfying but definitely not easy. What did made the process easier was going in with an open mind, a critical eye and a willingness to fight for the things that are still truly important to me, even if it doesn’t match someone else’s aesthetic. Success also was intoxicating. When we would start a new project, I would remind myself of the feeling that came when we finished the previous task and stood back to enjoy the good results. For me, knowing you have it in you to make the change is half the battle. The rest is finding the will to let go of things you just haven’t realized no longer carry the same importance to you that they once did.

The Commodity Supplemental Food Program (CSFP) is enrolling new clients through the end of September. CSFP is a USDA program administered by FeedMore that supports the nutritional needs of low-income seniors at least 60 years of age by providing wholesome food to supplement their diet while helping stretch their food dollars. The group also needs help breaking down boxes for recycling. This job should be done weekly preferably on Tuesdays, Wednesdays and/ or Thursdays after packing days. This season, Powhatan cross country only has two home meets on its schedule. So, the Indians make the most of running on their home course. The boys team did just that on Sept. 25 as the team brought home the win over Western Albemarle, Orange and Charlottesville. “The meet went great,” Indians cohead coach Paul Smartschan wrote in an email. “Everyone competed hard and

seemed to enjoy the home course and fans. We had lots of season and course personal records.” Powhatan won the meet with 26 points, gapping Western Albemarle’s 48 in second. Orange was third with 72 and Charlottesville was fourth with 89. Indians sophomore Gavin Timmons led the way for Powhatan with a secondplace finish with a 17:41. Fellow sophomore Cooper Schardt wasn’t far behind with a 17:57 for third place. Will Paxton was fourth for the Indians

with an 18:26. John Cavedo was eighth with an 18:53, Colton Vosburg was ninth with a 19:01 and Noah Allen was 18th with a 20:23. Davis Tester was 19th with a 20:28 and Logan Allen rounded out the top 20 with a 20:54. Powhatan BoS approves policy for dedications By Laura McFarland News Editor

T

he Powhatan County Board of Supervisors last week unanimously approved a policy that will establish how the county will handle memorial plaques and facility dedications related to its recreation areas. During its meeting on Monday, Sept. 24, the board heard a presentation from Chris Shust, vice chair of the Parks and Recreation Advisory Commission, about the policy the group had developed since it was formed. The supervisors had previously been introduced to the policy by another commission member, Joshua Cabaniss, at the board’s Sept. 13 meeting. Both men stressed that this policy does not relate to the naming of recreation fields in the county.

The purpose of the policy is to establish a program for family and friends to memorialize and acknowledge contributions of individuals to the betterment of Powhatan County and society. This policy addresses procedures and guidelines in order to ensure a fair and consistent approach is followed for plaque and facility dedications, Shust said. The policy sets a standardized plaque for placement on a field, facility, or other donated equipment such as bleachers and backstops. These signs will be consistent with signage used by the county at other facilities, he said. They will be approved on a first come, first-served basis. To be eligible for this recognition, an individual or group must have made a significant contribution to the field of education, government, public service science, human betterment or community outreach, according to the policy.

“We wanted to make sure that everybody was held to the same standards, and we had an outline of what those standards were and what we were looking for to consider somebody for this. We didn’t want anybody to just be able to put somebody’s name up on a building because they had some money. We wanted to understand that they actually were a contributing member of the community that we all live and work and play in,� Cabaniss said on Sept. 13. Requests will be made in writing to the Public Works Department, which will obtain any additional information necessary, collect fees and bring the application to the Parks and Recreation Advisory Commission at their next scheduled meeting. The commission will review the request and determine if the dedication meets the criteria listed in the policy. If it

If the application is approved, the board will schedule a dedication. Shust pointed out that the policy provides an avenue for return of plaque to individuals or family if the facility/field is demolished and not replaced. The policy lays out the cost of different dedications, including examples such as $1,500 for a plaque, $7,500 for a field sign or $15,000 for a field backstop. Language in the policy said that no facility or plaque should be dedicated for active members of the board of supervisors. After a little discussion, the board agreed to extend that to all elected officials before approving the policy unanimously.

from losing two sets. They won three and four and forced a fifth. I think they played really well that game. I’m not mad that we lost that game to Albemarle. It wasn’t like it was a three-set sweep, we fought for it and made them earn it.� It was the fourth time this season that the Indians have been in a five-set showdown and one of several times that the team has come back from losing the first two sets. “It’s hard to do,� Foos said. “It’s a struggle and very hard to do. It shows they’re not willing to give up.� The Indians faced Western Albemarle on Oct. 2 and will host Charlottesville on Oct. 4 as the schedule comes back around for the second trip through the district. “We still need to pick up our pace more,� Foos said. “I think we can do a bit better. Fluvanna is a great team. Those are the teams that we need to make sure that we’re beating and taking care of so we’re ready for teams like Midlothian and Hanover. They’re getting better, too. It’s one of those things...if Hanover was playing this team tonight, would they have allowed them to win that set? It’s just about being prideful and get the job done. owhatan’s Jacob Taylor eclipsed the 200-yard mark for the third time this season as he rushed for 266 yards and two touchdowns for the Indians in a 23-6 win over Charlottesville on Sept. 28. The Indians bounced back from the loss to Western Albemarle and improved to 3-1 on the season with the win. Jacob Moss started the scoring on the night with a 19-yard touchdown pass to Brendan McMullin in the first quarter. In the second quarter, Taylor got his first of the night with a run from 7 yards out. After a Mason Pinnell field goal in the third quarter, Taylor scored again in the fourth with a 15-yard run.
