OWHATAN – All Powhatan schools made the decision last week to shut down for two weeks in light of growing concerns about the spread of COVID-19. Dr. Eric Jones, superintendent, sent out a message on Thursday, March 12 throughout Powhatan County Public Schools to say that the schools would be closed from Monday, March 16 through Friday, March 27. The division will continue to assess the situation, and decide later if the closure needs to be extended, with families notified as soon as possible of all changes, he said. “Please know that this is not a decision that we make lightly. We realize that any change to educational schedules is disruptive and inconvenient. However, our priority must always be the health and safety of our students, staff mem-

During the board’s meeting on Tuesday, March 10, Jones gave a formal presentation on the budget for those in attendance and held a public hearing inviting local input. The superintendent uses the presentation each year as way to highlight the school division’s accomplishments and priotities. He updated the public on where the budget currently stands. It has seen some significant changes since it was first presented at a workshop on Feb. 11. He was expected to give a similar presentation to the Powhatan County Board of Supervisors on March 16, which happened after press time. The revised budget Jones presented, which is still not final, reflects changes not only to expenditures the division has learned about but funding it expects to receive. POWHATAN – Powhatan County Public Schools is celebrating the arts education with a Youth Art Month exhibit currently on display at the Pocahontas Landmark Center. The exhibit, which opened on March 1, will be on display through the end of the month at the center to showcase a variety of artwork created by elementary, middle, and high school stu-

dents, said Tracie Omohundro, assistant superintendent for instruction. Despite recent school closures, the display remains open to the public, but that situation is fluid, she added. Youth Art Month is an annual tradition for the school division, with exhibits and events held at different schools and the public library in the past. The opening of Pocahontas Landmark Center has provided an ideal place for a large volume of student work to see ART, pg. 8

CUMBERLAND – Central Virginia Electric Cooperative (CVEC) and Firefly Fiber Broadband recently received $28 million in funds to help bring broadband to several rural counties, including Cumberland County. CVEC and Firefly received the 50 percent grant/50 percent loan from the U.S. Department of Agriculture (USDA) Reconnect Program and will use the funds to build fiber to 11 of its 30 substations, according to Melissa Gay, manager of communica-

tions for CVEC. Cartersville, which is located at the northern tip of Cumberland County, is scheduled to be the second substation for building fiber using grants funds, after a substation in Buckingham County. Work in Cumberland is expected to be finished in summer 2020 and service available to 1,288 homes and businesses. This includes 1,131 members in Cumberland and the rest in Goochland County. CVEC has committed to a $120 million plan to install more than 4,500 miles of fiber-optic cable in see CVEC, pg. 6

Waitsell E. “Gene” Gwaltney, 87, of Powhatan, joined his wife, Francis B. Gwaltney, in their heavenly home on Thursday, March 12, 2020. Gene was a 1952 graduate of Powhatan High School and remained close friends with the members of his class. He served our country as a member of the National Guard and throughout a 34year career with the FBI, where he worked as an office operations specialist on the midnight to 8 a.m. shift. He also operated Gwaltney and GWALTNEY Sons Painting full-time during the days. He is survived by his four children, Robert (Kris), Keith (Donna), Brendan Fleming (John), Jennifer Johnson (Chad): eight grandchildren and five great-grandchildren. Gene was a member of both Bethel Baptist Church and May Memorial Baptist Church. Throughout life, he spent the little downtime he had loving his family. The family received friends from 2 to 4 p.m. on Sunday, March 15 at the Bennett & Barden Funeral Home, 3215 Anderson Hwy. (Rt.60), Powhatan and services were held there at 2:30 p.m. on Monday, March 16. Interment Powhatan Community Cemetery. Memorial contributions may be made to May Memorial Baptist Church. To help limit the spread of COVID-19, the Powhatan County Public Library will be closed to the public for two weeks, from March 16 to 28. This includes meeting room reservations. While the library is closed, the book drop will also be closed. Fines accrued during the closure will be waived. Library WiFi and e-branch resources are available 24/7.

Senior Connections normally offers a lunch and social event called Friendship Cafe at St. John Neumann Catholic Church for seniors ages 60 plus, but it has been put on hold until further notice due to their higher risk of COVID-19. The agency is formulating a plan to deliver shelf stable meals and setting up phone calls to keep seniors connected. For more information, contact Senior Connections intake at 804343-3000. Feeding Powhatan is a nonprofit food pantry that exists to feed people who are struggling financially in the Powhatan community. In 1996, a spirited group of Powhatan volunteers held the first Relay For Life of Powhatan. They worked together to raise money for the American Cancer Society. Some were cancer survivors or cancer patients, and many others were friends or loved ones of people who had suffered with cancer. Organizers are trying to reach the volunteers from that 1996 Relay to show their appreciation for the great event that they founded and passed down. St. Luke’s Episcopal Church is offering a Monday morning Montessori based Christian Formation program for children ages 3-7. The Catechesis of the Good Shepherd (CGS) program is centered on contemplation and enjoyment of God. The Monday morning program provides an alternative option for parents in the community who are seeking to involve their child in a Montessori based Christian experience. Each of the three “Catechists” has over 100 hours of training and are certified CGS instructors. A box was provided by the National Association of Counties (NACo) to provide citizens a place to bring flags that need to be retired properly. It is located at the County Administration Building in the vestibule area by the front doors. Habitat for Humanity Powhatan depends on volunteers and so many friends and companies have helped in the past and continue to do so. The need is for so many different skills - just showing up and helping, specific talents like plumbing, electricity and drywall, cooking for events, and staffing the new soon to be open Habitat Store. Habitat has hired a part-time volunteer coordinator, Maria Sharples, to set up a data base, respond to volunteer phone calls and assign volunteers to projects. Hope Project provides free transportation for Powhatan County residents to court, rehab, job interviews, doctor's appointments, and probation meetings for the those who have lost their driver's licenses due to drug-related charges. Powhatan offers local update on COVID-19 Contributed Report Powhatan County Administration continues to monitor closely the COVID-19 situation. Currently, there are no known cases in Powhatan. The county is taking proactive steps. First and foremost, staff members want to maintain a safe workplace and protect the health of employees, customers, visitors, and others. They also want to ensure the continuity of business operations. The following provides some information on steps Powhatan County is taking and the status of county operations. First, Powhatan County is not under a local state of emergency. The governor has declared a State of Emergency for the Commonwealth. This provides additional direction and resources for addressing the impacts statewide. If residents are in an area without good internet and need access, either to get the latest information on COVID-19, to work from home, or you just need to get out of the house to watch a movie, the county has several free public Wi-Fi spots available. The network Powhatan_guest is accessible in the parking lots of the Powhatan County Library (2270 Mann Road),

It is also available from the Courthouse (3880 Old Buckingham Road), but parking near the building is limited. Steps to reduce illness The county asks all employees and the public to cooperate in taking steps to reduce the transmission of communicable diseases in the workplace, including the following: „ Stay home when you are sick. „ Wash your hands frequently with warm, soapy water for at least 20 seconds. „ Use hand sanitizers that are found throughout the workplace and in common areas. „ Cover your mouth with tissues whenever you sneeze, and discard used tissues in the trash or cough or sneeze into your upper sleeve, not your hands. „ Avoid people who are sick with respiratory symptoms. „ Clean frequently touched surfaces. „ Practice social distancing, which the CDC defines social distancing as "remaining out of congregate settings, avoiding mass gatherings and maintaining distance (approximately 6 feet) from others when possible."

County offices Public participation is the foundation of our form of government. Therefore, as the county continues to conduct business via meetings of the board of supervisors

and other bodies, staff wants to remind people of the ability to view these meetings from home via live stream, which can be accessed at http://www.powhatanva.gov/432/Live-Stream-of-PowhatanCounty-Meetings . As of this moment, Powhatan County has not closed administrative offices. Staff members have been testing the county’s remote work capabilities to ensure that in the event that they have limited staff on premise, they are able to serve the public as uninterrupted as possible. Some offices may have limited staff as people stay home to care for children out of school or self-quarantine out of an abundance of caution, so they appreciate residents’ patience as they work to balance public service with protecting public health. Some of the business the public conducts with the county can be done without needing to visit county offices in person. Staff is working to expand the number of services available remotely and will send out updates as new services become available. In the meantime, residents may call ahead of coming in to see if their business can be conducted via phone, email, fax, or postal mail. Powhatan County has created a Coronavirus Response Team comprised of county leadership from emergency management, sheriff’s office, fire/rescue, 911 dispatch, IT, public information, administration, schools, the department of social services and public works. The team will be meeting frequently in the Emergency

Operations Center to continue to monitor, plan, and coordinate efforts to address impacts.

Regional planning This week, regional cooperation and precautionary planning took a new step forward as 50+ emergency managers, first responders, health experts, and public information professionals met to review roles and responsibilities. Participating agencies include Powhatan, Chesterfield, Henrico, Richmond, Hanover, Goochland and the Central Virginia Healthcare Coalition. Leadership of the participating localities has authorized the activation of the Central Virginia All Hazards Incident Management Team to help guide the region’s preparations for, and response to, a potential local occurrence of COVID-19. As a region, they are committed to working with state and local partners to safeguard residents and make sure they share the most current information available. People should be aware that there is misinformation being shared, particularly on social media, much of it looking legitimate. The best sources for official vetted information are the Center for Disease Control and the Virginia Department of Health. The best website for information nationally is the CDC https://www.cdc. gov/coronavirus/2019-ncov/index.html. The concept behind The Helping Hands Award is anyone (student, parent, colleague or supervisor) can nominate any Powhatan County Public Schools staff member who is inspiring, empowering, or innovating to receive recognition. During the month of January, Dr. Eric Jones, superintendent, and other members of the district leadership team surprised five staff members during their workday to inform them they were nominated and selected to be a Helping Hands Award Winner. which is $1.8 million over the budget the board adopted last year. The budget has increased by $251,768 over what staff members presented in February, but they told the board at that time there would be changes as they learned more about state funding and possible expenses. The school division also has a separate food service budget proposed at $1.4 million and seeing only a $15,000 change. The Feb. 11 version of the budget accounted for state contributions using figures in the governor’s proposed budget. For the updated presentation, state revenue projections have been adjusted to reflect the average increase in the budgets proposed by the governor, House of Delegates, and State Senate. The General Assembly adjourned March 7, so Jones said he is expecting to have the actual state contribution by the school board meeting scheduled for March 24. In the meantime, the updated budget increased the state contribution projection to $24 million, which is an overall increase of

$917,980 over the adopted 2019-2020 budget and $239,699 more than the Feb. 11 budget. Jones had previously highlighted this expected increase as a way to offset higher-than-expected health insurance rate costs, which ended up being more than twice what the schools planned for in the first draft of the budget.

Health insurance Staff was initially advised by David Rowe, a health insurance consultant from Bankers Insurance who works with the county, to put in a placeholder of 5 percent for its expected health insurance rate increase. The board learned on Feb. 25 that the number was going to be much higher – anywhere from 8.8 percent and 12.9 percent, representing an additional $152,287 to $314,090 in projected costs. The board learned last week that the new negotiated rate is a 10.7 percent increase, or $422,268, over the 20192020 figures. Larry Johns, assistant superintendent for finance and business operations, said the reduction from 12.9 percent to 10.7

percent, a differenced of $173,644, is the result of Rowe’s analysis of claims and negotiations with Anthem Local Choice. The board had expressed frustration on Feb. 25 at the big jump and learning that Rowe had not informed the school division and the county that such a big increase was coming. Rowe came to the March 10 workshop and answered a series of questions from board members, with most asked by Susan Smith, who represents District 2. Rowe apologized for unwittingly causing consternation in the Powhatan community and said when he initially heard about the higher-thanexpected rate increase, he “went into combat mode� to try to get it lowered. He admitted he should have shared the information with the county and school division when he heard the initial number instead of trying to fix it first. Rowe said he worked with Powhatan for nine years as the Anthem representative before spending the last 12 years as the county’s health care consultant. The county does not have a contract with him, instead paying him once a year for serving as the consultant that year. He was able to answer some of the board’s questions about the recent history of the county’s health insurance plan. In February 2018, Johns credited Rowe’s negotiations as a huge reason the county and schools saw only a 10 percent rate increase instead of a projected 21.4 percent increase. Kim Hymel, District 5, said that while she appreciated Rowe’s apology, she didn’t like the way the county or staff members were treated in this manner. She immediately recommended the school division look

at other options. “The taxpayer money, we are responsible for using it wisely. I think we need to change,� Hymel said. Since the county and school division purchase health insurance together, chairman Joe Walters, District 4, said he would discuss the issue with supervisor David Williams about putting the item on the agenda for the boards’ joint meeting on March 16. That meeting occurred after press time.

Budget priorities In addition to the health insurance rate increase, the upcoming budget also has to account for a 1 percent increase in the Virginia Retirement System, or $46,200, Jones said. One of the largest proposed changes in this year’s expenditures is a 2 percent salary increase for all school employees and a 3 percent increase for bus drivers to help the county remain competitive in the face of driver shortages, Jones said. These add up to a total of $722,847 in additional funds. The governor has proposed a 3 salary increase in the second year for funded Standards of Quality instructional and support positions. Anything Powhatan does this year would still count toward receiving the state incentive dollars if the county offered at least a 1 percent increase next year. Other budget priorities for this budget include: $166,748 to fund 4.12 full-time equivalent positions and seven stipend increases; an increase of $166,748 as an adjustment to the family health insurance rates on two specific plans to provide targeted relief and make the division more attractive, and $354,063 in line item changes.

Ruritans present dictionaries to Powhatan third-graders The Powhatan Ruritan Club has been providing thirdgraders in Powhatan schools and Blessed Sacrament Huguenot with dictionaries. The club started small with BSH and then Pocahontas Elementary School. Next came Powhatan Elementary. Then, thanks to a donation from retired teacher Eleanor Poole, the club added Flat Rock Elementary. Each year the dictionaries change. Members give some out in groups at schools and some schools they visit each classroom. Shown top left, Eleanor Poole, Harold Gregg, and Jake Berman give out dictionaries at Powhatan Elementary. As part of their visits to different schools the Ruritans ask each class teacher different questions, and students check their answers in dictionaries.

Heirlooms are varieties grown from seed saved from last year's crop or passed from family to friend or friend to friend. Simply put, their characteristics remain true every planting, every year. Hybrid seeds are developed for particular traits to grow better in our gardens such as for disease resistance. The plants will resemble the catalog description when planted the first year. The seeds can be saved, but the characteristics for the second year will be different from the first year. The tomato plants grown from saved hybrid seeds could turn out to be cherry-size or beef steak-size, for example. There is no uniformity from generation to generation. The guidance we are getting is no large gatherings of people, and in a school that happens on a daily basis several times a day.” Even before the schools were ordered closed by the governor, Jones said the division was not experiencing pushback because of the decision to close. “If anything, I had more pushback saying why didn’t we do this sooner? There was general concern about the spread. There were some rumors about staff and or students being infected, which we don’t have any confirmed cases or suspicions of any cases at this point. But there was, I think, a fear and a concern moving forward about the safety of our students and our staff,” he said. On Friday, March 13, schools were in session as usual. Teachers gave directions about how instruction would be handled during the closures. On Sunday, March 15, Jones sent out instructions to parents and staff for the two-week closure regarding meals for students, instruction, school counseling, and community supports.

Instruction From March 16 to 27, students will not participate in any on-site instructional activities. The elementary schools provided students with paper packets of materials in addition to information about online resources, Jones said. Parents and guardians of students in grades two to five were given the opportunity to check out Chromebooks to support at-home learning.

Families of elementary students who did not receive a packet due to absence on Friday who still need a hard copy should contact their principal so it can be mailed to them. Powhatan Middle and High schools did a combination of online distance learning with packets available for students who may not have internet access, Jones said. Internet access will be made available at certain PCPS schools as hubs for those families who need it, but details were still being finalized at press time. Students with disabilities who are engaged in the general curriculum have been provided the same learning activities as their typically developing peers. Students’ case managers are collaborating with general education teachers and the students on their caseloads to ensure that children have access to any needed accommodations. Students in integrated services programs have received packets of materials from the teachers, enabling them to stay engaged in the learning process.

All PCPS students and children 18 years or younger, and special needs students under age 21, are eligible to receive free meals for the two weeks. The fiber network will use laser beams and glass fibers to move data at speeds of up to one gigabit per second, delivering communications to members served in their electric territory. The fiber-optic network will be installed on and adjacent to existing overhead and underground electric distribution lines, utilizing the existing infrastructure, she said. The joint grant application and award is based on CVEC installing and owning the fiber-optic cable, and its wholly owned subsidiary Firefly Fiber Broadband using the fiber to offer retail internet and phone services. The big utilities were not interested in expending the resources to put electricity in our communities. Folks banded together to form CVEC and they solved that problem. Calendar changes During the school board’s regular meeting on March 10, the members asked to amend the 20192020 school calendar because there have not been any snow days this year. Annually, PCPS exceeds the instructional hour minimum to allow for school closings due to emergencies or inclement weather. Staff recommended providing an additional student/staff holiday on Friday, May 22 prior to the Memorial Day holiday, as well as ending the school year on Thursday, June 11 (a half-day). Fiber has never been that close before and here it is. So I am not going to say the possibilities are endless because we are rural broadband – that is laughable. We know that they are not endless. It is a miracle when they occur sometimes, which is really sad,” Gay said. “But it does increase the possibility for internet in Powhatan in ways that have not been before. Right now it really is Cumberland. It is in our service territory.” While CVEC has only announced 11 substations out of the 30 it currently has to install, it has plans for a full build out by 2023, Gay said. But when it is done with that build out and serving its customers, Firefly “will be looking to finish solving this problem, because we’ve got this down to a science.” sents District 1, said he was fine changing the calendar, but he wanted to make it conditional with the understanding that if the schools have to be closed at all due to an outbreak, the district might need to take the altered days back to make up for lost time. The school board voted unanimously to make the calendar changes with that understanding. However, Jones said Thursday that he had a conference call with the state superintendent, Dr. James Lane, earlier that day reiterating that as a result of the governor’s state of emergency declaration, he now has the power to waive certain regulations, including the 180 day or 990 hour requirement for schools. “I think that schools that close as a result of the COVID-19 fears or as a preventative measure will be given a waiver against that, so we are not going to have to make up this whole time,” Jones said. Given the uncertainty of what will happen moving forward, the days will stay on the calendar but may have to become full school days, he added. In instructions Jones sent out to staff on March 15, he said the end-of-the marking period will be moved from March 27 to April 3 but may need to be adjusted again if students are out longer than the currently planned two weeks. Currently, there is no plan to adjust the school division’s previously scheduled Spring Break, which will be held from April 6 to 10. Out-of-state school/ school division trips are canceled through April 13. This includes all field trips, athletic trips, or co-curricular trips. The division will make a decision on trips scheduled after April 13 as staff receives updated health information and communicate it promptly to all involved.

Exhibit celebrates power of art education By Laura McFarland Editor

A

quick tour around my home is all you would need to see how my taste in art varies. One of my grandmothers was an amateur artist, and I loved to watch her paint. Several of her paintings adorn my walls and each has its own meaning. Most were created for other people, but one of a black horse running in the desert she did specifically for me because I loved horses so much. On a different wall is artwork related to my travels: photographs, small paintings, print reproductions, and knick-knacks I picked up specific to a different country. There is more — the gorgeous seascape I picked up for $3 at a yard sale, a painting an artist friend created representing my different nerdy interests, a reproduction tapestry I fell in love with during a trip, photos of family and friends, and more. The eclecticism of my artwork represents my personality in many ways. Most importantly, it all brings me joy.

Art has that power. I experienced a good dose of that joy a few times this month when I walked around the Pocahontas Landmark Center while waiting for school board meetings to start. In recognition of Youth Art Month, the school division has a display up throughout the building for the month of March of student work. Elementary, middle, and high school student work is proudly displayed in the halls and the school board room and is available for anyone who wants to come and visit. Youth Art Month, which was started in 1961 by the Council for Art Education, is a fantastic way to bring awareness to the public about the power of art education in our schools. The program provides a medium for recognizing skills developed through visual arts experiences unlike any other curriculum subjects, including problem-solving, creativity, observation, and communication. The skill and creativity of Powhatan students of all ages is amazing, which is demonstrated beautifully in this art show. There are groupings of similar projects where you see the students were all given

It was one of the many transactions in my life that caused immediate regret accompanied by that usually correct inner voice alerting you to the mistake almost as soon as you made it. That’s how I felt as a friend loaded up more than 200 albums that had seemingly outlived their usefulness. The sheer volume had become a storage problem, and, with the impending birth of twins, we needed all the space we could find. It was a reoccurring conversation with my then wife, only intensified by the need for more space as we prepared for the addition of two babies to our household. I contended the albums were more than just recordings and represented a major portion of my life, each one carefully selected and saved for decades. She said they were taking up too much room in the storage area in the attic eaves, and had to go. Some of the LPs were purchased at Gary’s in Willow Lawn, a record shop that resembled thousands of others in the 1960s complete with listening booths and walls of 45 RPM hits arranged on the walls. I later succumbed to a trend that changed that familiar image as record stores became big business and superstores began to market the latest releases. A place called Sight and Sound opened in Willow Lawn and featured the top albums of the week at special prices. It’s when I began an expansion of my limited collection, and began purchasing those hit list albums. Over the years, the collection followed me from apartment to apartment, long after my turntable was gone, and 8-tracks, cassettes and discs became the delivery system for all of the latest releases. It appeared that the record was indeed headed for extinction. I still hung on to the aging albums, somehow equating them to some sort of fountain of youth that should not be disturbed. Years later, as my friend carefully loaded the collection into his car, I decided to grab just a handful of albums, for sentimental reasons I suppose and as a reminder of the influence they had on my life. My daughter is now a fan of vinyl LPs, and she asked if I had any of the old albums. At the bottom of a box, I discovered those rescued records and began to search through

the small stack to see what had survived. As I browsed through the titles, the reasoning behind what to keep and what to give away was hard to decipher. The first album was called Buckingham, Nicks. It’s a rare record of the pair prior to their association with Fleetwood Mac, and many of the tunes would later appear on the group’s albums, but the original versions were more pure and innocent. Now, there were many that needed no explanation for their reprieve, including ZZ Top’s Rio Grande Mud, Led Zeppelin’s Houses of the Holy or the Beatles’ Sgt. Pepper’s Lonely Hearts Club Band. Others offered no clue as to why they made the last minute escape. Cat Stevens’ Teaser and the Firecat was probably saved due the uniqueness of its cover and artwork. Hall and Oates’ Abandoned Luncheonette was in the middle of the stack right next to Larry Raspberry and Highsteppers High Steppin and Fancy Dancin. Rory Buchanon’s Livestock and Leslie West’s Mountain also were among the saved, along with a few other classics. Each album was accompanied with its own special set of memories — a double Beach Boys live album, the Allman Brothers live at Filmore East and Jimi Hendrix Are You experienced, just to name a few. As I got to the bottom of the pile, the last entry was an a capella album called We still ain’t got no band by The Persuasions. I realized these albums would be of little interest to my daughter, and the whole experience had only heightened my remorse at losing all of those records. I quickly realized they were much more than shiny reminders of great songs and artists, but provided a window to the past, each collection as unique as the collector. And, even if they hadn’t been played in years, the albums still delivered a message that, at some point, was important to at least some of us. But the real impact of all of those old albums became more apparent as I read through the song lists. Each evoked a memory of a specific time, a certain girlfriend, or a friend or place long forgotten but always linked to one of those records. I’m glad my records are safe with a friend who appreciates the value and significance of a record collection that took years to collect, but only moments to lose. the same assignment. The way they approached the subjects are a reflection of their individuality. Walking through the halls, you will see majestic owls flying across a night sky, overly happy upended ice cream cones, studies of a pumpkin in a field, mixed media pieces with heavy political meaning, paintings of historic structures from around Virginia, pencil drawings of ancient urns, sugar skulls from Dia de los Muertos, and a portrait of a smiling girl in the snow. Having a well-rounded education is important, and I have always felt art is part of that formula. While I don’t have much skill in the drawing department, I discovered other artistic outlets in my life as I grew older, and they all brought positive impacts to my life in some way. I wish the same for Powhatan’s youth. The exhibit was scheduled to run through March at the Pocahontas Landmark Center. Was sprawl too much for your garden or yard to contain? And finally—and most importantly—were the varieties you chose worth the hard work and effort? A transplanted gardener from another state or country will find gardening isn’t quite the same as it was “back home.” We can grow many things here that we couldn’t in other regions. Yet at the same time the climate in Central Virginia is challenging to many cultivars. Not all vegetables tolerate our summer heat and humidity. For those born and raised here foreign insect varieties and blights, uncommon 20 or 30 years ago, have also made an impact. With summer droughts becoming more common, consider vegetable varieties more suitable for growing in containers. They can be used in small garden plots as well. Tomato cultivars resistant to early or late blight-- in my own experience-also prove more successful than heirloom varieties. There are those that claim the taste isn't nearly as good. Well............. some new disease resistant cultivars have improved over the years. The seeds may cost a little more, but at the end of the season, if your garden is still pumping out tomatoes and your neighbors’ plants are withered and dead….. Yep, you can pat yourself on the back. That extra initial investment for a hybrid seed paid off well. Yet don't diss the heirlooms. “Box Car Willy,” a large red tomato, as well as “Moon and Stars,” a watermelon cultivar, are two heirloom varieties I've grown for years in my own garden. Their innate resistance to blight and disease continues to amaze.

How can I learn which plant and vegetable varieties work best in Central Virginia? The answer is easy. Avoid the Third Rail in Gardening Gardeners often hear people talk about soil pH. If your vegetable plants didn’t yield the anticipated boun- ty last season, could soil be to blame? Possibly. Most fruits and vegetables grow best in neutral soil with a pH of about 6.2-7.2 However, blueberry bushes, azaleas, rhododendrons and camellias prefer an acidic or a low pH level. Have a new garden plot? Don't argue. Get a soil test. This is a cost cut you can't afford. Soil tests kits with instructions are available at Virginia Cooperative Extension offices. The basic price is only $10. Each Virginia county has an office (Goochland (804)5565841 or Powhatan (804) 598-5640). The soil test not only provides information on the soil, pH, and available levels of phosphorous, but on potassium and other essential elements or nutrients. The Virginia Tech Soil Test report also offers instructions on how to adjust or modify problems with the soil. Enjoy seed selecting while you can. Planting time is only a few months away! Capital Chips is owned and operated by Jennifer Davidson, who started the business back in 2017 in a small commercial kitchen shed at her home in Chesterfield County. The business has since taken off and is growing in the most organic way with one new retail customer at a time. Running a business is a new area for Davidson, who is a former Powhatan middle school teacher of 15 years. With a new and up-

graded production facility that is churning out bags of chips for the Richmond market and beyond, Davidson is learning the aspects of business day by day. Capital Chips has grown so fast and organically that vendors are seeking out her chips to sell in their businesses with hardly any marketing. Her business was

started as a way for her to spend more time with her family. Davidson’s motto to business is “if it is meant to be” with a positive outlook engrained into each of her products. Powhatan baseball’s games in the Mingo Bay Baseball Classic tournament, originally scheduled for the week of Spring Break (April 6-10), have been cancelled as well. As it currently stands, the new opening day for Powhatan High School spring sports will be Tuesday,

April 14. Llewellyn on Friday said that spring sports have not been cancelled for the overall 2020 season. “It is my hope to get our spring sports student-athletes back playing as soon as we can and NO, spring sports have not been cancelled!” Llewellyn wrote. “Obviously this is new territory for us and the information seems to be changing daily, if not hourly, and we will update our plans accordingly with the situation. “Our goal is to keep everyone safe and healthy and get back to practicing and playing when possible.” The school closures and subsequent suspension of athletic activities are among nationwide efforts to limit large

CHARLOTTESVILLE – Due to the rapidly changing landscape regarding COVID-19, and in an effort to support Virginia High School League member schools and school divisions, the VHSL Crisis Management Committee met and decided to delay the start of the spring sports season by two weeks, with the first play date now scheduled for March 30, announced VHSL Executive Director Dr. John W. “Billy” Haun. The original spring sports first play date was

scheduled for Monday, March 16. The outdoor track championships, tennis championships, and the VHSL Spring Jubilee are not affected by this delay and all championships are still scheduled on their original dates. The Crisis Management Committee will meet again Wednesday, March 25 to re-evaluate current conditions. “After continuing to assess the impact of COVID-19, we convened the VHSL Crisis Management Committee and it was decided that the best course of action and most prudent at this time was to

delay spring sports’ first play date by two weeks,” VHSL Executive Director Dr. John W. “Billy” Haun said. “The VHSL continues to assess the impact of COVID-19 and will continue discussions with public health officials and key stakeholders.” During this two-week delay to the start of the spring sports season, local school divisions will have the authority to schedule spring practices. Any game not played due to this delay, or a school division not being allowed to travel, will not count as a forfeit.

baseball and softball. And if you count the annual Powder Puff games that are part of the Homecoming week tradition at Powhatan High School, you can say she’s played football, too. These past couple of years, she’s competed in field hockey in the fall, basketball in the wintertime and lacrosse in the spring. She’s been a key contributor to wins in all three. “I just fell in love with the field – the field is where I love to be. It’s my home…and I love basketball, don’t get me wrong, but I just like to run fast, and just the adrenaline of being on a huge team,” Taylor said. “It’s truly: everything involving a field is a team sport, because you can’t get down a hundred yards without the need of someone else. You just have to have that dependable attitude, and you have to be able to lean on your teammates, and that just helps me a lot off the field.” And when it comes to field hockey, “there is nothing better than hearing that ball hit the back,” Taylor said with a smile. That’s a sound she’ll look to keep hearing in college, as Taylor will attend and play women’s field hockey for Virginia Wesleyan University in Hampton Roads. Making her commitment and knowing where she’ll be going has given Taylor more confidence to guide the younger players and show them that “if you put your heart into it every season, every practice, every workout, it does pay off.” “It’s just good to have that feeling, to know that they can look up to me,” she said. “I remember being younger and looking up to Kylee Maiolo, and when she committed [to Randolph-Macon to play basketball], it was like the biggest thing ever to me, and whenever I didn’t want to do anything – whenever I was down – I’d always think about her committing and wanting to be in that same spot, so it’s nice to finally be here.” After applying to about a dozen colleges, going on tours and reaching out to the field hockey coaches, Taylor saw that she had a real connection with Virginia Wesleyan’s Christina Walker, who reminds her of her Powhatan head field hockey coach Stephanie Tyson. “I went up there and toured – it’s a beautiful campus – and I fell in love with the team,” she said, “and so I just went ahead and committed.” Taylor was in eighth grade and playing soccer on the JV team when coach Tyson encouraged her to come play field hockey. “The first day, I came to camp and I didn’t have a stick – I didn’t have anything – and she handed me a stick and she asked me to do one pull,” Taylor said, “and I don’t know how, but I just did it right, and right then, she literally sent me over to the varsity group and she was like, ‘You better get the hang of it, because you’re going to be on the starting field by the time the game starts.’ “I just did what I was told,” she said laughing. Competing across various athletic disciplines has taught Taylor that, “you’re not going to be good at everything, but if you try your hardest, then that’s all that matters.” “It’s easier for me to keep my calm in games knowing that: ‘Hey, I’m not the best one out here…I can learn more,’ and playing different sports, I have to learn something new every single year,” Taylor said, “so I know, when I’m coming back to field hockey, that I can still learn something new. If I’m 16 and 17 years old and picking up a brand new sport, I know that there’s so many more factors left in the sport I love the most that I can still learn.” It also makes you better off the field, she added. “It helps me handle situations off the field, and I know, if I ever need help with anything, my girls always got me,” Taylor said, “and if I didn’t play sports, I would never have learned that.” She praised Tyson, assistant field hockey coach Caryn Rehme and her head girls lacrosse coach Laura Camp for pushing her and telling her to not give up. “If it wasn’t for them, I would’ve stopped. I had no film until this last senior year,” Taylor said. “Playing in college became like a backburner, and I really just focused on my academics, which got me scholarships, but I still had that unfulfilled spot in my heart, knowing that I wanted to play, and so Tyson and Rehme just helped me out

out with the team and doing things like that,” Taylor said. “It was just everything I’ve always wanted it to be and I’m so excited to move forward. “I’m especially looking forward to

Tyson coming to the games and watching me play. It’s been a really big dream of hers since I joined the team to see me move to the next level and be competitive in a collegiate setting.”

The keys to his strong start, he said, were his teammates helping him in their preparation during practice and his coaches telling him to go out there and throw strikes. “Teammates had my back out there, made some great plays,” said Conner, whose changeup and fastball were clicking in Tuesday’s opener. A joyous outburst of “Let’s go!” was unleashed on the field when Conner fanned the side in the third inning. “I was pumped out there,” he said. “It was really exciting.” Closer Robbie Kurtz struck out three, gave up one hit and caught a runner stealing home with the throw to catcher Zach Miles, who also threw out two runners trying to steal bases earlier in the game. “I thought we made routine plays. We made plays when we had to make them,” said head coach James Poore. The Knights seized the lead with a 3-0 second-inning effort and never let it go. Owen Long also batted 2-for-2, and he scored twice when, both times, he: attempted to steal third; reached the base as the ball got past the third baseman and skipped further downfield; got briefly tangled up with the third baseman as he tried to take off for home, and; got free and dashed across home plate ahead of both incoming throws. “We spend a lot of time on small ball, on bunting, safety squeeze,” Poore said. “It paid off today for sure.” While the Knights lost a considerable amount of players from last year’s team and brought back four returners in Conner, Dawson, Kurtz and Long, Poore praised the team’s hard work and chemistry, and from Tuesday’s game, he expects that his group will only “get better and better and better.” “It’s a really good group of guys,” Poore said. “I just think that they mesh well together, so we should be able to improve…couldn’t be prouder of the guys; they did a great job.” The Knights overall split the week with an 11-0 home loss to Tidewater Academy on Thursday.

O-2020-04 (Case #19-06-REZC): Markel Eagle Partners, LLC (District #1: Subletts/Manakin/Flat Rock) requests the rezoning of Tax Map Parcels #42-55A, 42-55B, 42-57G, 42-72 and a portion of Tax Map Parcel #42-55 from Agricultural-10 (A-10) and General Commercial (C) with proered conditions (Case #06-14REZC) to Commerce Center (CC) with proered conditions and Village Residential Planned Development (VR-PD) with proered conditions and amendment of the zoning district map of approximately 43.15 acres of land with frontage along the north side of U.S. Route 60 (Anderson Highway) at its intersection with State Route 1101 (Holly Hills Road) and along the south side of State Route 675 (Page Road) at its intersection with State Route 1110 (Old Powhatan Estates), including 1680 Anderson Highway and 1647 Page Road. Approximately 5.06 acres will be rezoned to CC with proered conditions and approximately 38.09 acres will be rezoned to VR-PD with proered conditions (Maximum Density: 79 Dwelling Units/2.07 Dwelling Units Per Acre). Proered conditions associated with the proposed CC zoning district address building materials, parking lot surfacing, and shared access. Proered conditions associated with the proposed VRPD zoning district address adherence to a master plan, maximum residential densities (up to 79 singlefamily dwelling units), perimeter buers, stormwater management, transportation improvements, provision of age-restricted units, and cash proers. The 2019 Long-Range Comprehensive Plan designates the subject properties as Commerce Center and Village Residential (Route 60 Corridor East Special Area Plan) on the Countywide Future Land Use Plan, with maximum recommended densities in the Village Residential land use designation being four dwelling units per acre. O-2020-05 (Case #20-04-AZ): The County of Powhatan requests the amendment of provisions set forth in Chapter 83 (Zoning Ordinance), Article IV (Village Growth Area Districts), Division 2 (Village Growth Area Planned Development Districts) to clarify language describing the intent of Village Growth Area Planned Development Districts and to require that development within Village Growth Area Planned Development Districts incorporate certain design concepts that are identiďŹ ed within a planned development (PD) plan.
