Blandford grateful for Christmas Mother role By Laura McFarland Editor
T
he Queen is ready to relinquish her thrown, but she said her yearlong reign as the Powhatan Christmas Mother has truly been a royal experience. At about this time last year, Betsy Blandford, nicknamed the Queen when she was a Powhatan teacher, was shining her new crown and getting ready to step into her role as the 2019 Christmas Mother. She was both honored and excited to be asked and was looking forward to a fun year ahead. She had no idea what experience truly lay ahead for her. “I was pretty sure it was going to be work. As I finish this up, I am completely humbled and blown away by how im-
pactful the experience has been. I am so thankful that this group thought to ask me. And would I say yes again? A million times yes. I am so glad I said yes,” said Blandford. Members of the Powhatan Christmas Everyday Committee are just as pleased that Blandford said yes to this great responsibility, commending her as an excellent addition to the Powhatan Christmas Mother tradition. Mary Midget Harrison, Christmas Mother 2006, said members were elated when they heard that Blandford would be the Christmas Mother and are even more elated now that she was the Christmas Mother and did such an amazing job. Having been friends since the 1980s, Harrison said she has

long known Blandford to be pleasant, positive, and prone to see the good in everyone. She put all of those good traits and more to work with the committee, being both respectful and engaged with longtime members and extremely welcoming
to new members. “She is the same everywhere you meet her. She is always the jolliest person in the room. Like Santa, she is jolly,” Harrison said. Pat Lyons, Christmas Mother 2018, served as Blandford’s secretary, which is a role outgoing Christmas Mothers are asked to fill in their two-year commitment to the program. She said Blandford was outgoing, bubbly, and wonderful to work with for the last year. “Queen Betsy” exuded confidence and poise from her first meeting, said Pinckey Sowers, Christmas Mother 2013. “Her leadership skills were excellent but she was always willing to listen to others and was open to new ideas. She executed her duties with class and a large dose of dry humor, a real joy to work with,” Sowers said.
A year in the life With the mantle about to be passed to a new Christmas Mother, which will be announced next week, Blandford agreed to talk about the past year, how much it has meant to her, and finishing out her year in the position amidst a worldwide pandemic. Early fall 2019 was a time of great excitement for Blandford. People found out she was the Christmas Mother and the “response to that announcement with family and friends was a riot. People were so excited for me.” “The period after that was primarily setting up fundraising events and sending out the letters we send out to people asking for donations. POWHATAN – The Powhatan County Board of Supervisors recently set the stage for how they are looking to once again dive into the bigger picture of how the county will develop. During a workshop held on Monday, Aug. 17, supervisors and staff discussed where they stand on two crucial documents that will shape the years ahead. The board held separate discussions about the strategic plan they are looking to adopt and re-opening the comprehensive plan. No action was taken on either of these documents during this workshop.

POWHATAN – The life of a 5-year-old North Carolina boy whose time was cut short too soon was recently honored with a candlelight vigil held at the Powhatan County Courthouse. A large gathering of people attended the vigil on Aug. 16 to remember Cannon Hinnant, who was killed by a gunshot wound to the head about a week earlier, and support his great-aunt, Powhatan resident Diann Frank. Cannon died on Aug. 9 in Wilson, North Carolina, when a neighbor allegedly shot the little boy, who was riding his bicycle in the driveway, according to the Wilson Times newspaper.

O B I T UA R I E S AMANDA JONES Mrs. Amanda T. Jones, 79, of Powhatan, died peacefully at her home on Sunday, August 16, 2020, surrounded by her family. She was preceded in death by her parents, Alice H. and Fred H. Tanner; and brother, Dr. Terrell B. Tanner. Survivors include her husband of 58 years, W. Hardman Jones Jr.; daughter, Laura Jones (Jeff Burke) of Madison, Wis.; son, Will Jones (Christin) of Midlothian; grandsons, Tanner Jones of Arlington and Graham Jones of Midlothian; sister, Nancy Stewart (Carter) of Baldwin, Ga.; and countless other relatives and friends. Born in Concord, N.C., Amanda grew up on Cherry Street in Commerce, Ga., where she and her future husband
met as kindergarteners. After dating as classmates at Commerce High School and the University of Georgia, the couple married in June 1962 and began a lifetime of adventures. Hardman’s service in the U.S. Navy allowed them to explore both coasts, including St. Simons Island, Ga., which beJONES came their vacation destination for nearly 50 years. Amanda and Hardman settled in Richmond before retiring in Powhatan, where they became faithful members of St. Luke’s Episcopal Church. Amanda worked as a teach-
er and in retail, and volunteered for her church and Lewis Ginter Botanical Garden. Blessed with bright blue eyes, an endearing laugh and a radiant smile, she aged but never grew old. She had a generous spirit that lifted those close to her, and her loving care filled her gardens with color. She delighted in her family, music, books and well-prepared meals, and she savored her role as her grandsons’ Nana. Her final wish was peace for herself and those dear to her. In lieu of flowers, the family suggests donations to St. Luke’s Episcopal Church, 2245 Huguenot Trail, Powhatan, Va. 23139 or Lewis Ginter Botanical Garden, 1800 Lakeside Ave., Richmond, Va. 23228. The family will hold a private memorial service.

Powhatan County Public Library has reopened to the public, but due to COVID19-related safety measures, it will be open for limited hours and occupancy, from 10 a.m. to 4 p.m. Monday to Thursday and from 10 a.m. to 4 p.m. on Saturdays. For now, the library is closed on Fridays. Books to Go and Curbside Print services will also continue to be available; however, once the building reopens, the pickup stations will move to the library atrium. Library staff will continue to be available from 9 a.m. to 5 p.m. Monday to Friday to provide service and support to patrons. Library programs will remain online at this time. Face coverings are required inside the library. While Powhatan County remains under a local state of emergency, the library restrooms will remain closed to protect public health and safety. Convenience center employees will track monthly free loads by documenting the vehicle, license plate, and a description of the individual. At this time the convenience center will also resume metal recycling and oil/ antifreeze/paint collection but will NOT accept any fee-based materials such as tires, appliances or materials in excess of the monthly free load. Powhatan County Public Schools has found five locations to park school buses that will give Wi-Fi access to students who need it. The Wi-fi enabled school buses are part of the school district’s plan to help families with poor connection to the internet as they work to continue the 2019-2020 school year while distance learning. The five locations of the school buses are: Little Zion Baptist Church, 5680 Cartersville Road; Muddy Creek Baptist Church, 3470 Trenholm Road; Mount Zion Baptist Church, 2591 Ridge Road; Providence Presbyterian Church, 1950 Ridge Road; Powhatan Volunteer Rescue Squad Sub Station, 5901 Old Buckingham Road, and Macon District Volunteer Fire Department (Company 3), 6377 Old Buckingham Road. The school division saw negligible usage at the Fire Station 5 location and moved the bus from Company 5 to Mount Zion Baptist Church in the hope that it will be a more convenient location for community members to access free internet. The Free Clinic of Powhatan is open and serving the community throughout this pandemic. The clinic has now expanded its mental health/counseling services to be able to serve more folks in the community that are going through difficult times since the onset of COVID-19. Although the 25th annual Relay for Life of Powhatan originally scheduled for May 2 was postponed, organizers are still hoping to put it on later in 2020. As part of the 25th anniversary celebration, organizers want to honor the volunteers who started this wonderful event. In 1996, a spirited group of Powhatan volunteers held the first Relay For Life of Powhatan. They worked together to raise money for the American Cancer Society. Some were cancer survivors or cancer patients, and many others were friends or loved ones of people who had suffered with cancer. Organizers are trying to reach the volunteers from that 1996 Relay to show their appreciation for the great event that they founded and passed down. Labor Day Cornhole event open to public By Laura McFarland Editor
POWHATAN – A Labor Day Cornhole Tournament to benefit the Powhatan Dental Outreach Foundation will be held from noon to 6 p.m. on Saturday, Sept. 5 at the Powhatan Fairgrounds, 4042 Anderson Highway. Melinda Hitt, event coordinator, decided to hold the special event to offer a way people can still come together as a community over Labor Day weekend. “We just want to have a fun day and celebrate small businesses and help them promote themselves in the community,” she said. The day will have bands playing, food vendors, an ice cream vendor, and small business vendors such as crafts, jewelry, Tupperware, and farmers. The event is aimed at helping promote small business in the community. Vendors may apply to come set up a booth for free but must provide their own canopies,

The Powhatan Dental Outreach Foundation helps around 2,000 children in Honduras at the dental clinic the Hitts started there and helps about 3,500 children in Virginia a year.
Extension office offers water testing Contributed Report What’s in your water? Did you know that private water supplies like wells and springs are unregulated? It is the responsibility of the homeowner to regularly test water quality, maintain the water system, and address any problems. Affordable, confidential water testing and education will be offered in September through the Virginia Cooperative Extension office in Powhatan County. In an effort to ensure physical distancing, residents’ sample kits will be available through a “drive through” method in the parking lot of the Powhatan Village Building. Included with the sample kit, participants will receive written water sampling instructions, and a web link to view a video of the water sampling procedure. Extension staff will collect samples on the following morning with physical distancing measures in place and masks required. Water samples collected by participating homeowners will be analyzed for 14 parameters, including bacteria, metals, nitrate and hardness, at a cost of $60. Results and

Powhatan County Emergency Management distributed personal protective equipment (PPE) to churches, and other private nonprofits on Aug. 14 and 15. During these distribution days, 28 organizations took advantage of the offering. Emergency management distributed 8,400 surgical masks, 8,400 alcohol wipes, 44,800 latex gloves, and 1,344 bottles of hand sanitizer. The operation, which used CARES Act funding the county received to help in the COVID-19 response, was a success. Everyone was very grateful for the supplies and couldn’t thank the county enough, according to Curt Nellis, emergency management coordinator. He said he looks forward to offering PPE to households next.

Comprehensive plan At the start of this discussion, Andrew Pompei, planning director, pointed out that some supervisors have expressed a desire to revise the 2019 LongRange Comprehensive Plan, which is the county’s long-term visionary document, and associated zoning and subdivision ordinances. Pompei asked members to what degree the board is planning to revise the document to gauge the scale and complexity of the updating they may be wanting and what level of resources they want to dedicate to the effort. “It seems that most of the concerns regarding the
comprehensive plan focus on two components of the plan itself – the countywide Future Land Use Map, especially the growth areas located along Route 60, and the Major Thoroughfare Plan, which outlines how we’d like our transportation network to evolve over the coming years,� Pompei noted. In the 2019 discussions, the bulk of the comprehensive plan was easily agreed upon by the board, so most disagreements focused on a few key sections, especially the Future Land Use Map. The then-board of supervisors voted on June 24, 2019, to adopt the comprehensive plan after almost three years of work and review. In the 3-1 vote, David Williams,
who represents District 1 and was the only current board member at that meeting, was the sole vote against it. Larry Nordvig, District 2, was absent at that meeting. Once the comprehensive plan is updated to the current board’s satisfaction, development-related ordinances, the zoning ordinance and subdivision ordinance, could be amended to implement recommendations made in the updated plan. Pompei asked the board to consider that, depending upon the level of revision, updating the comprehensive plan and rewriting developmentrelated ordinances may require a significant amount of staff time, which will be in addition to daily administrative

Due to a position currently frozen in the department, if updates to the comprehensive plan and development-related ordinances are prioritized, other short- and longrange projects/initiatives will need to be delayed and/or reduced in scope. Minor adjustments to the map could likely take six months or less, but if the board wants more detailed changes to or a complete rewrite of the comprehensive plan, the process could take a year or more, Pompei said, adding that it took three years the last time it was completely updated. Additionally, if the board wishes to incorporate a Major Thoroughfare Plan, there are no onstaff transportation engineers or other employees that have the expertise needed to collect and analyze traffic-related data at that level. A consulting firm will need to be hired to help update the Major Thoroughfare Plan and develop recommended transportation projects. Karin Carmack, District 5, said she thinks the board, planning commission, and staff can work on changes to the Future Land Use Map and an initial Major Thoroughfare Plan in-house. The thoroughfare plan would eventually need help from a consulting firm. She didn’t see the need to do a total overhaul of the comprehensive plan. Bill Cox, District 4, pointed to issues such as the terminology used in the comprehensive plan and associated ordinances. He talked about the growth areas in the comprehensive plan currently, and said if the county were to maximize them, it would double the number of houses and more than
double the number of students in Powhatan. The board needs to take a hard look at the growth areas again and decide whether it is serious about commercial growth, Cox said. “In my opinion, we have to fundamentally start looking at what we are trying to achieve and then building around it,� he said. Cox said he believes it is going to take a fair amount of work to get the plan where they want it, but said he is worried about the land use map and thoroughfare plan, not the rest of the document. He also foresees a substantial rewrite of the ordinances. Williams said he thinks the board should start having one to two workshops a month about the comprehensive plan, and he wants the planning commission involved as well. Based on board feedback, Pompei outlined that staff will focus on the Future Land Use Map first, particularly Route 60 east and the Village areas. Then they will begin on the Major Thoroughfare Plan, but transportation will be a consideration throughout the process.
Strategic Plan Back in February, about a month before the effects of the pandemic really started to be felt in Powhatan, the supervisors were meeting with Ken Peterson, president of Good Government Ventures LLC, for special strategic planning workshops. The goal of the workshops was to develop a shared vision, mission statement and strategic plan moving toward the next 10 to 20 years. The pandemic caused

The current draft of the county’s vision statement is: We are a vibrant Community that loves its relaxed rural lifestyle and is proud of its excellent Public Services. We are located at the edge of the metropolitan area with urban amenities close at hand. We are a place where Business can prosper and the Stars are visible at night. The current iteration of the mission statement is: To provide excellent public services in an efficient, effective and accountable manner, and to defend the rights and freedoms of our citizens. As the board discussed last week, the workshops resulted in a draft plan that the supervisors intend to share with other parts of local government, such as the schools and sheriff’s office, to get their input. Cox pointed out there was still some significant data missing from the draft that needs to be supplied by staff members. Much of this data has to do with success indicators that help define how the plan’s strategic goals will be measured. The board asked to fill in the data to flesh out the strategic goals and bring it back for their review in September. During the workshop, the board could adopt the strategic plan draft that will be shared with the public. They will also announce the dates of open houses where the public can have input on the plans. Pesticide Collection Program returns to help destroy harmful chemicals Contributed Report The Virginia Department of Agriculture and Consumer Services’ (VDACS) Pesticide Collection Program is returning to the southeast. Since its inception in 1997, Virginia’s Pesticide Collection Program has collected and destroyed more than 1.5 million pounds of pesticides. Available at no cost to eligible participants, the program is supported by pesticide fees collected by VDACS. No general fund tax dollars are used to implement the program. Agricultural producers, licensed pesticide dealers, pest control firms, golf courses, and homeowners with excess or out-of-date pesticides are all eligible to participate. Although she hoped people would come to help honor the little boy, Frank said she didn’t really know what to expect. She was incredibly touched to see the large crowd, which included both friends and strangers. “It was just a wonderful feeling to see all the people there to support me for my great-nephew. Even if nobody showed up I would have been there by myself holding a candle for him. But I am glad all the people were there to support him because he mattered, too. He was my family,” she said. He was just starting to live and his life was cut short,” Frank said. On the recommendation of a friend, Frank asked Jerimy Ford, campus pastor for Passion Community Church, to speak during the vigil. Although he didn’t know Frank or Cannon, as a parent, Ford said he was immediately willing to help. “When I think about my kids – and obviously my kids are older – I think about all of the life and potential my kids have both experienced and showed as young adults. That was taken. That little boy didn’t get that opportunity. He didn’t get to live a life. He didn’t get to grow up to make a difference,” he said. Ford said his goal in

ly, who led the event, talked about the amazing life his longtime friend led and the many milestones he achieved in his native community. Walker was a lifelong resident of Powhatan County, where he attended high school at Powhatan High School (Class of 1958) and was a dairy farmer, Byerly said. His only significant time away from the county was attending Virginia Tech and serving in the U.S. Army. Walker was a former teacher; served as a planning commissioner for more than 30 years; served in the American Legion for 50 years, and was a member of the Farm Bureau for 55 years, holding numerous offices. He was also a father and grandfather. During the ceremony, Byerly and three other men who knew Walker well talked about his contributions to Powhatan and the way he touched their lives personally. Byerly talked about the help and advice Walker gave him when he was setting up his business, including meeting with him on a Sunday to talk about the business plans. “He volunteered his time, he volunteered his Sunday, he volunteered time away from his family. He volunteered to speak with me to benefit Powhatan County, as far as I was concerned. That was Owen Walker, and that is the Owen Walker I know. Owen spent a lifetime helping others out,
helping out our Powhatan County – helping it grow and develop,” Byerly said. “We owe him an abundance of gratitude. The dedication of the Owen R. Walker Memorial Bench is but a small token.” Longtime friend Max Timberlake Jr. recalled deciding to stop by one day to see Walker, who had recently come home from the hospital. Walker was sitting up and cheerfully telling stories like usual – living up to his reputation as being a fount of knowledge about what was going on in Powhatan County, Timberlake said. When he prepared to leave, Walker said to him, “Make sure you look after that planning commission.” “This man dedicated his life to serving this county and that was the last thing he told me,” Timberlake said. Wade Johnson, finance and athletic director for American Legion Post 201, talked about Walker’s dedication to the post for five decades. He served in almost every capacity with the post during that time, and the loss of his leadership and passion for it has already been felt. Walker was instrumental in bringing American Legion baseball to the post and was passionate about keeping it going and supporting it through the years. He was also involved in virtually every activity the post participated in, including parades, Brunswick stew sales, annual family days, Memorial Day services,
and more, Johnson said. On a more personal note, Johnson said he would stop by for visits related to post business that essentially only took a few minutes, but he usually found himself sticking around for a long conversation. “We always, always ended up sitting at the kitchen table for an hour or two while he told stories, discussed farming, local history, and politics. I enjoyed it, and that is how I learned more about Powhatan probably than any other source,” Johnson said. Carson Tucker, a former supervisor and planning commissioner, said he found Walker to be grounded in the earth, a listener, loyal, a just man, fair, and unassuming. When talking to him, people didn’t experience “highfalutin speeches,” a raised voice, stridency, screeching, grandstanding, or insult or intent to insult. “He was a quiet authority – straight to the heart of the matter no matter what the matter was. He was a model of civility and decorum – a role model for many of us on the planning commission and on the board of supervisors,” Tucker said. He added that even in his low-key approach, Walker had his passions: the U.S. Army, the American Legion, veterans, farming, teaching, youth sports, Powhatan – its earth and its people – and his family. Don’t allow others to manipulate with fear By Laura McFarland Editor
F
ear can be used as a weapon. So many times in my life I have witnessed people in positions of influence and power use fear to control others. You see it in politics way too often as people twist words and meanings to convince people to believe or act a certain way. This is extremely relevant right now. With a presidential election just over two months away, you better believe the news coverage and advertising will be getting manipulative and ugly as the campaigns try to capitalize on whatever fear, prejudice, or preconceived notions they think they can exploit to gain support. And let’s be honest enough to admit this phenomenon happens across the spectrum of politics because fear has been proven throughout history to be an effective tool. Boy, do those with agendas have plenty of issues to capitalize on right now: responses to a worldwide pandemic, record unemployment, heightened racial tensions, questions about the role of law enforcement, and new laws that some argue infringe on their constitutional rights, specifically dealing with the Second Amendment. And those are just the biggest headlines right now. I am sure there will be plenty more to choose from in the months ahead. Surprisingly enough based on the start of this column, what I am about to say is not meant to be political in nature. Politics is just a prime example of where fear
can be used to manipulate people. What I really want to talk about is the greatest enemy of fear: education. Nelson Mandela once said, “Education is the most powerful weapon which you can use to change the world.” I believe that is true. I am not only speaking about the education young people receive in their K-12 and college years, although those experiences are hugely important and truly can help change the world. When I talk about education in this instance, I am referring to the much broader fight against ignorance and fear all of us should engage in as we assimilate new information about people, issues, and events and form our own opinions about them. Let me give you a few good recent examples. On Aug. 9, I covered a town hall meeting focused on the issue of gun rights – specifically self-defense laws in Virginia and new laws relating to guns that went into effect in the state on July 1. Supervisor Larry Nordvig and Powhatan Citizens Alliance founder Don Silberbauer organized the event. Going into the town hall, I kind of knew what to expect having talked to the panelists from the commonwealth’s attorney’s office and the sheriff’s office on many occasions. What I couldn’t have told you definitively was what the more than 75 people who came out on a Sunday afternoon to listen to them hoped to get out of the event. I would guess that more than a few were driven by fear of the rioting going on in Richmond and other locations or fear of what Virginia’s new laws will mean for their rights as a gun owner.
First-hand knowledge: the post office delivers By Jim Ridolphi Contributing Columnist
You don’t have to search far to find a negative comment regarding the United States Postal Service, and the latest efforts to reform the agency have evoked severe criticism from both sides of the political aisle. I get it. It’s easy to complain about the Post Office and it’s often the butt of jokes comparing it to the Department of Motor Vehicles or other perceived government agencies that seem to miss the mark when it comes to efficiency. For many years of my life, I joined in the criticism and embraced a view that somehow disparaged the tens of thousands of employees who report to work at a post office each day. That all changed when I accepted a job at the Post Office as a rural carrier when I graduated from college. The job paid almost twice as much as any journalism position for which I had applied. In addition, I had this image of an easy gig in my mind, and joked with my friends that riding around delivering mail for a couple of hours a day seemed like an easy way to make a living. It didn’t take long to dispel those unsubstantiated assumptions, and I quickly learned that delivering the U.S. Mail is serious business, and most of the people who make that daily sacrifice perform that function with commitment and dedication. More than half of my co-workers were veterans, and the majority of the remaining employees were hard working average Americans who didn’t shy away from work that often seemed overwhelming. The waste and inefficiency I’d heard about all my life were hard to detect, and I often witnessed employees going above and be-
yond the call of duty to ensure every piece of mail was delivered. Through some of the hottest summers on record and winters with numerous snowfalls, we sorted, stacked and delivered mail. When schools and other businesses closed, the Post Office remained open and, often, routes that were meant to be mobile were carried on foot. So, I’ve listened with interest to recent discussions regarding the Postal Service and some politicians’ intent to dismantle and even privatize the agency. While I accept the idea that reform and redirection are necessary in any operation, I strongly reject the notion of downsizing or eliminating the Postal Service, or not providing the amount of funding it needs to survive and flourish. And surveys that quizzed citizens on that very question always illustrate an overwhelming majority of Americans support the Post Office. Many find it difficult to imagine a world without mail delivery – packages and envelopes that contain vital medicines, pension and Social Security checks or other critical correspondence. As my mailman approached my door last week as temperatures soared in the mid-90s, he looked tired and bewildered. I grabbed a cold water from the refrigerator and handed it to him and ask how things were going at the Post Office. He said the recent controversy regarding the service has severely affected morale at his branch, and many of his co-workers are worried about their job security. While talks of privatization and downsizing have occurred for decades, he said this time seems more real. in an air conditioned room and enjoyed a cold ice tea. I thought about how many times I had heard people say, “I mailed it yesterday, but who knows when it will get to you. You know how the mail is.” The truth is most of us actually do know how the mail is, and the one word that comes to my mind is dependable. As I considered a lifetime of receiving or mailing letters, I could think of only one example of a piece going missing or being lost in delivery. As a child, I never received a birthday card with the money removed. Come to think of it, none of my children have either. I tried to think of another service that had caused me so little irritation over a lifetime, but I came up short. I also thought back to the past several months. In those first weeks of quarantine, a time when there was no traffic or activity on the streets, the only vehicle entering my complex was a postal truck. I’m not sure if politicians understand that Americans won’t allow a dismantling of the Postal Service, or its importance to our everyday lives. For most of us, it’s an agency worth saving, and funding properly. Questioning if this agency can handle millions of mail-in ballots during the election process is an inquiry valid only to those who don’t appreciate or understand what U.S. Postal workers do on a daily basis. Get ballots to them on time and have citizens return them without delay, and the Postal Service will do the rest. And to the people who still get up at the crack of dawn and stand in front of cases sorting mail long before most of us hit the snooze button, our national disdain should be replaced with a message of thanks.
Sheriff Brad Nunnally, detective Marilyn Durham, and Rob Cerullo, deputy commonwealth’s attorney, gave presentations that obviously had some personal opinions slipped in there a few times but were overall fact-based explanations of our rights under the law. This wasn’t legal advice, as Cerullo pointed out numerous times, but rather a look at how the law works and what protections it does or does not afford us. What the listeners do with that knowledge, as with all of life, is up to them. I was similarly impressed when the Powhatan chapter of the NAACP and the Powhatan County Democratic Committee hosted a Criminal Justice Town Hall on June 18 and invited Nunnally, Cerullo, and commonwealth’s attorney Richard “Dickie” Cox to ask pressing questions people had about a wide range of topics. The three men answered questions about the demographics of Powhatan’s law enforcement offices, transparency of information available to the public, the use of excessive force, civilian review boards, cultural and diversity training, de-escalation training, defunding law enforcement, school resource officers (SROs), and mental health evaluations of law enforcement. We have citizens with some tough questions, and it is great public service when local organizations and elected officials step up and address them head-on with facts so they can dispel the rumors, lies, and social messaging “facts” that create unnecessary worry and strife. Local company shares progress during pandemic By Laura McFarland Editor

OWHATAN – Powhatan-based business DRP Collision recently had the opportunity to demonstrate how one local business has responded to COVID-19 in a positive way. The family-owned business was visited on Aug. 11 by Congresswoman Abigail Spanberger, D-7th, who toured the facility and learned about how owners Kendall and Margo Ickes decided to turn a potentially disastrous situation into an opportunity. Kendall Ickes said he and his wife try to be inviting about showing off their business on a regular basis but are especially proud of how they have worked to weather the pandemic. He had previously spoken with Spanberger at a Powhatan Chamber of Commerce meeting and then at the Powhatan Freedom Festival and had invited her to see their operation, so he was pleased she took them up on their offer. “Here is the big thing I wanted to get across on her visit. I have been saying it as the past Chamber president since the beginning – we are not going to recover from this coronavirus by waiting for it to be behind us. The only way we are going to recover is if we are better than ever because we had the time to invest in getting better,” he said. DRP Collision was having a banner year in early 2020 before the pandemic devastated the United States and had just celebrated its 10th anniversary in February, Kendall Ickes said. They had two record months back to back in January and February 2020. But in March the volume dropped significantly because of the virus. “We have been running about

half on average, but when they first closed schools and everybody was in a panic, our work just disappeared. We were like 10 percent of our normal volume for a couple of weeks,” he said. “It was very scary in the beginning. We knew it wouldn’t last forever, but it was intimidating.” Like so many businesses, the business owners found themselves in a dire situation. But they hope the decisions they made in the months that followed will give them a much firmer foundation as the country begins the economic climb back. With volume down, the couple turned the focus of the shop to more training, cleaning, organizing, and strategizing, Margo Ickes said. “We did a lot more team meetings and brainstorming with folks coming together to say, once this picks back up, where do we want to see ourselves, especially in the fall when volumes increase like they statistically do? How do we want to approach this differently so it is more organized, so you guys feel less stress during times of high volume,” she said. The company engaged in business process management classes to figure out what their
processes are and how they can be improved, identifying defects and eliminating waste within the business, she said. Those improvements have always been an important focuses for the Ickeses, but it takes so much time to focus on making even small changes incrementally because of the time it takes, Kendall said. “When we were running at half volume, we were able to take the staff, instead of laying them off, and kind of re-employ them into these other roles and say ‘help us figure out how to improve,’ ” he said. They always put 1 percent of sales away in case there is an issue, so they didn’t have to lay off any employees, Kendall Ickes said. They also applied for the Paycheck Protection Program (PPP), a program established by the CARES Act to provide small businesses with funds to pay up to eight weeks of payroll costs including benefits. Kendall Ickes said he long ago realized the potential of networking, and appreciated the opportunity to network with Spanberger to share his thoughts and concerns and those of his employees with her. “What I told my staff was it

She represents you and she is voting on your behalf, so having some kind of connection to even her staff, where we can reach out with a concern, it is very important for us to be able to do that,” he said. “We didn’t have that connection before, and now we do.” Spanberger said one of the favorite parts of her job is talking to people and businesses about the impact of either ongoing legislative discussions or actual pieces of proposed legislation so she can understand the direct impact at home in Virginia. DRP Collision is an interesting example of how a local small business used the PPP to keep their employees on the payroll and keep their doors open, she said. As the program is designed, for a brief period of time, the Ickes had the certainty of paying employees and keep-
ing the lights on, and they used that window to invest in the business and its future, she said. “It was very interesting to hear from Kendall how it is they used the funds. Yes they used it to pay their employees, but more than that, Kendall took it as an opportunity … and in this time of economic uncertainty, they have been able to keep their employees employed, and beyond that they have been able to innovate,” Spanberger said. Visits like this provide a reallife example for how local businesses are being impacted by COVID-19 and the measures being implemented to try to help them, she said. Not every business has been able to bounce back, and “hearing the array of experiences on the ground has been incredibly important to me as we are looking toward what is necessary in the way of additional COVID-19 relief,” she said. Rock Hands triumph for T-ball title Staff Reports POWHATAN - Playing in the first Powhatan Little League Advanced Tball Championship in seven years, the Powhatan Rock Hands won the championship 13-7 over the Powhatan
Braves at Fighting Creek Park on Friday. The two teams played with a fiverun limit per half-inning. The two teams tied at 5-5 after the first inning, but the Rock Hands went up 10-5 after the second, and then three infielders
collected three hits by the batters and got runners out at first base twice and third base once. The Rock Hands then grabbed a six-run lead in the top of the third inning to secure the win, as the Braves wouldn’t be able to score more than
five runs and catch up in the bottom half-inning. But the players were able to play the complete three-inning distance, with the coaches on both teams agreeing to finish the championship game and play the rest of it for fun.

The Richmond Kickers picked up their third consecutive victory on Friday, scoring two second-half goals to edge past New England Revolution II 2-1 on the road. After a scoreless half, Emiliano Terzaghi scored his fourth goal in five matches to put his team on the scoreboard in the 54th minute. Mayele Malango tied the match for New England 17 minutes later, but Richmond’s Ryley Kraft finally broke through for his first goal of the season at the 82nd minute to push his team into the lead. The Kickers (3-1-1) host Greenville Triumph SC at City Stadium in Richmond on Saturday at 6:30 p.m.

NOTICE OF PUBLIC HEARING POWHATAN COUNTY PLANNING COMMISSION Notice is hereby given, pursuant to § 15.2-2204 of the Code of Virginia, that the Planning Commission of Powhatan County will conduct a public hearing on Tuesday, September 1, 2020, at 6:00 PM in the Powhatan County Village Building Auditorium, 3910 Old Buckingham Road, to consider the following request: Case #20-03-CUP: Powhatan Solar II, LLC (District #3: Bethesda/Lees Landing) requests a conditional use permit (CUP) to permit a solar energy farm within the Agricultural-10 (A-10) zoning district per Sec. 83-162 of the Zoning Ordinance of the County of Powhatan. The use is proposed to be located on Tax Map Parcels #27-14, 27-14A, and 26-104, which are located at the northern end of State Route 626 (Brauer Road) and along the south side of State Route 615 (Three Bridge Road) west of State Route 1330 (Mill Mount Parkway). The subject properties consist of 927.38 acres. The maximum project area subject to this request is 200 acres. The 2019 Long-Range Comprehensive Plan designates the subject properties as Rural Residential and Natural Conservation on the Countywide Future Land Use Map.
