Woodsons named Powhatan Christmas Mother and Father By Laura McFarland Editor
P
OWHATAN – Stepping into the role of the Christmas Mother without fully understanding what lies ahead is a well-established tradition in Powhatan County. But when JoAnn and Jim Woodson agreed to take on the roles of the Christmas Mother and Father for the 2020 season, they were making an even bigger leap than usual. The Woodsons know they are continuing a beloved tradition that dates back more than five decades in the county and holds a special place in the hearts of many. But in a time when COVID-19 precautions have turned so many traditions on their head, the couple had more than the usual questions about how the program would work. While they don’t have all of those answers yet, the Woodsons say that they have seen the list of members on the Powhatan Christmas Everyday Committee and know the caliber of

volunteers who will be helping them along the way. “I am not worried because I feel like we are part of a well-oiled machine whose goal is to get it done,” JoAnn said. “You look at that list and say, ‘Hey I am not worried about this. We are going to get it done,’ ” Jim agreed. “On the other hand we are not going to be naïve to the fact that we are going to take the safety precautions in certain areas where it is needed.” Despite some uncertainty about what the year ahead will bring, the Woodsons said they are excited for the opportunity to serve the community in this new way. It will be an electrifying challenge and something completely different for them, even having been married 43 years, having three children together, and having held well recognized positions in the county through their careers with Powhatan County Public Schools. POWHATAN – Powhatan County Public Schools was a hive of activity last week as the division returned for the first week of the 20202021 school year. With 80 percent of returning students in the hybrid model split between Monday/Tuesday and Thursday/Friday in-school schedules and 20 percent experiencing school virtually only, the first week made for a variety of experiences, said Tracie Omohundro, assistant superintendent for instruction. But while there were hurdles the schools and staff members had to overcome, it was overall a great start to a very unusual school year, Omohundro said on Friday, Aug. 28. “There are always going to be challenges when you start something new, and we certainly had some challenges. However, we appreciate the patience of our parents and the innovation and the hard work of our classroom teachers to make this work. Under all of the challenging circumstances, it has been a tremendous first week of school,” she said. One of the chief concerns going into the week was always going to be he health precautions regarding COVID-19 with students and educators once again sharing space. Omohundro said the schools did a great job embracing the health plan to try to keep students and staff as safe as possible. The schools saw “tremendous compliance with students wearing masks” and had good instruction on social distancing and sanitizing as they went through the week. Powhatan High School and Powhatan Middle School employed one-way hallways in many areas in the transitions between classes and kept reminding students of the need for social distancing. Conditional use permit approved for new Verizon cell tower in county By Laura McFarland Editor
POWHATAN – The Powhatan County Board of Supervisors last week unanimously approved a conditional use permit (CUP) to allow a telecommunications tower up to 200 feet tall to be built in southeastern Powhatan. During its meeting on Monday, Aug. 24, the board discussed and ultimately approved the CUP requested by Cellco Partnership doing business as Verizon Wireless at a property in the 3000 block of Moyer Road. The property, which is zoned Agricultural-10, consists of 148.30 acres of land located on the south side of Moyer Road between Timber Trace Road
and Pineview Drive. The proposed telecommunications tower will be located within a fencedin gravel compound (2,500 square feet) located on a portion of the property (10,000 square feet) that will be leased by the applicant. No one spoke at the public hearing held on this case, and afterward the discussion turned not to the tower itself but what would go on it. The county had been in negotiation with the applicant to possibly allow Powhatan to co-locate on the tower with public safety equipment, hopefully in the top 20 feet. Some of the board members wanted to see that agreement formalized before granting the CUP, but it was

Powhatan County Public Library has reopened to the public, but due to COVID19-related safety measures, it will be open for limited hours and occupancy, from 10 a.m. to 4 p.m. Monday to Thursday and from 10 a.m. to 4 p.m. on Saturdays. For now, the library is closed on Fridays. Books to Go and Curbside Print services will also continue to be available; however, once the building reopens, the pickup stations will move to the library atrium. Senior Connections shared a reminder that it is still offering free fans or window ACs to qualifying residents, but the program is ending soon. To receive a box fan or AC unit, applicants must: be 60 years old or older; need additional cooling in the home; not have received a fan in 2019 or an AC in 2018/2019 from this program; currently live without AC in the home, and meet household income requirements. This is less than $1,595 per month for one person and less than $2,155 per month for two people. The program, which is sponsored by Dominion Virginia Power, serves Powhatan County and seven other localities. The program ends Sept. 30. Contact 804343-3005 for assistance. Powhatan County Public Schools has found five locations to park school buses that will give Wi-Fi access to students who need it. The Wi-fi enabled school buses are part of the school district’s plan to help families with poor connection to the internet as they work to continue the 2019-2020 school year while distance learning. The five locations of the school buses are: Little Zion Baptist Church, 5680 Cartersville Road; Muddy Creek Baptist Church, 3470 Trenholm Road; Mount Zion Baptist Church, 2591 Ridge Road; Providence Presbyterian Church, 1950 Ridge Road; Powhatan Volunteer Rescue Squad Sub Station, 5901 Old Buckingham Road, and Macon District Volunteer Fire Department (Company 3), 6377 Old Buckingham Road. The school division saw negligible usage at the Fire Station 5 location and moved the bus from Company 5 to Mount Zion Baptist Church in the hope that it will be a more convenient location for community members to access free internet.
The Powhatan Convenience Center is now allowing a modified schedule for disposal of “free loads,” which are small amounts of construction and demolition waste generated at a residence. They may be disposed of at no cost, no more than once per month, provided such waste is limited to the amount contained in one level pickup truck load without supplemental sides. Convenience center employees will track monthly free loads by documenting the vehicle, license plate, and a description of the individual. At this time the convenience center will also resume metal recycling and oil/antifreeze/paint collection but will NOT accept any fee-based materials such as tires, appliances or materials in excess of the monthly free load. Commercial businesses are NOT permitted to use the convenience center. Free loads will only be allowed Tuesday to Friday subject to available capacity. Any resident attempting to dispose of free load material on Saturday or Sunday will be turned away.

According to the Centers for Disease Control, more than 48,000 Americans died by suicide in 2018, ranking it the nation’s 10th leading cause of death. These numbers represent a staggering 35 percent increase since 1999. September is National Suicide Prevention Awareness Month. In addition, Sept. 6 to 12 marks National Suicide Prevention Week. That makes September the ideal time for all Virginians to become aware of their resources for helping to prevent a suicide. BeWellVA has created a single, easy-to-use source for finding out how to help others who may be considering suicide. Created through a collaboration with central Virginia’s seven Community Services Boards, BeWellVA’s website, BeWellVA.com, offers connections for getting help, learning more about mental health and suicide prevention, attending events and accessing specialized resources for active duty military and veterans. BeWellVA is an initiative that focuses on bringing awareness to the increasing number of deaths by suicide and promoting wellness for life. 2020 May Be A Good Time To Consider A Roth Conversion Sometimes opportunities show up in the strangest places, like a pandemic. COVID 19 has caused much havoc on the economy and affected every family in some fashion. Even though, 2020 might be the year to consider converting your eligible investment account to a Roth IRA. The Cares Act provided new rules for beneficiaries of IRAs. Changed is how much time many non-spouse beneficiaries of an IRA can take before they are required to empty the account,which is now 10 years. Then in the hallways there is signage and all hands were on deck as far as staffing to make sure students were maintaining social distancing,” Omohundro said. “Certainly there were times we were working on one-way hallways or understanding the traffic flows out of certain classrooms or areas where we had to make a few adjustments, but, overall. students were responsive when we asked them to separate a little bit more or change course as they walked down the hallway.”
Connections Outside of in-person instruction, one of the next biggest issues was ensuring quality education virtually in a county where internet connectivity is a huge issue for many families. As information comes to the schools from families who are having connectivity issues, staff members are troubleshooting and trying to find ways to make the situations work for those students, Omohundro said. One solution will be to send home paper packets for students. Another will be to use thumb drives that the division purchased to send content home with hybrid students. “If the student is a hybrid student that needs to take some work home for the three days they are at home, they can check out a

We have not seen widespread use of that at this point, but it is available,” she said. The school division is also in the planning process of identifying locations for families to come in either during the day or in the evenings so they can access the internet in a PCPS building. Staff has created a draft schedule that should be released by mid-September after working out some details on elementary access. Especially once the younger students return to classes full-time, making sure there is room and proper safety and cleaning measures in place for those spaces is critical, she said. As part of the attendance policy for students when they are at home, the schools are monitoring when they are accessing Schoology, which was a program used at the secondary level and has now been implemented at the elementary schools. Getting used to the program proved to be one of the most significant challenges for the fully virtual teachers and families during the first week as they were getting used to how it works, Omohundro said. That meant some students might be logged on while others weren’t there yet, which throws off the rhythm the teachers try to develop with a new class. “I just think overall there was a learning curve with some of the new systems we had in place,” she said. “One thing we have all learned is how to be problem solvers. So, a challenge would happen,
and then we problemsolved and moved on to the next thing. And if another challenge came up, we problem-solved it and we moved forward. It really has been such a team effort, and I am really thankful for the team we have in Powhatan.” While learning procedures and protocols, especially regarding the health plan, and learning new programs were big parts of the first week, Omohundro added that teachers at every level have already started teaching content. As far as assessing any gaps that may have occurred in learning during the spring 2020 semester when schools were shut down and the division rushed a distance learning program, instructional coaches and specialists will be assessing students in the coming weeks to see where they are and what areas they may need additional help, she said. Omohundro pointed out that while there may have been some hiccups, the entire division pulled off a major feat in getting the hybrid and virtual models ready to launch on Aug. 24. School administrations and transportation specialists usually have months to work on schedules and bus routes, but once the school board made its decision about the models, staff had only weeks to make it happen. Similarly, teachers are usually making minor tweaks to their classrooms and content, but they were extremely busy learning and incorporating new techniques immediately before the semester began. “I am just very proud of the work we did in a short amount of time to be ready for kids,” Omohundro said.

who studied physical education and health at James Madison University. She wanted to teach physical education in Powhatan when the pair moved back as a married couple in 1979, but there were no P.E. classes at the elementary school. So she began substitute teaching and started an after school movement education and gymnastics program. She advocated for a physical education program to be added at Powhatan Elementary, which was the only elementary school at the time. “People thought physical education was recess. They didn’t understand physical education was health education and laying the foundation,� she said. JoAnn formally started her career as a physical education teacher at Powhatan Elementary in 1982 and stayed in the position
until she retired. The educator loves children and cherishes the time she had working at the school trying to inspire youth to live healthier lives. “I wanted to make sure children get a good foundation in health and fitness and have fun. They can’t do anything else without it. You’ve got to value that,� she said. JoAnn retired in 2015 to spend more time with her grandchildren – the Woodsons now have six of them between ages 1 and 14 – and her mother. Jim joined his wife in retirement in 2017 after working at Powhatan High School since 1979. Listing all of his accomplishments in the world of local sports could take a while. Most notably, the PHS alum (Class of 1973), coached at the school for 40 years. He was most widely known as the Indians varsity football coach, a post he has held for 34 years, and for earning the title of the

winningest football coach in the history of the Richmond area, with a career record of 282-105-1. He also coached JV football and basketball and varsity basketball and was athletics director for 18 years before retiring. He coached varsity football until 2018. When this year’s Christmas Mother selection committee met, the Woodsons were at the top of the list, said Betsy Blandford, Christmas Mother 2019. As longtime residents and dedicated educators, they have had a huge impact in Powhatan already. Added to that, they are warm, clearly can talk with all types of people, and have hearts to serve others. “They expressed during our conversations a desire to give back to the community, which I think is a value that is important for the Christmas Mother,� Betsy said. Carol Baltimore, who served as Christmas Mother 2011 along with her husband Bob, said she has known for a while that JoAnn would make a great Christmas Mother and, if he was willing, her husband would be a valuable addition as well. Carol, a former teacher, has known JoAnn all of her life. She never actually taught JoAnn, but she was her cheerleading sponsor at the high school and started to get to know her better then. They continued to get to know each other through the years because of their own bond and the dynamic of their husbands, who have known each other since Jim was in elementary school. Through the years, Carol said she has wit-
nessed how the Woodsons genuinely care about people in general and want to help and serve the residents of Powhatan. In particular, she appreciates that, although they have lived in the county for so long, the couple doesn’t dwell in the past too much. “JoAnn and Jimmy are looking to serve the county as it is now because it is certainly changing,� she said. Bob Baltimore said he has known JoAnn and Jim since they were in elementary school, and Jim was in the first classroom Bob ever entered to teach. “He says that he didn’t do it but I’m positive he is the one who put the tack in my seat that day,� Bob said. Bob is confident the Woodsons will do a wonderful job as Christmas Mother and Father as they love this county and have served it faithfully in so many ways. In this difficult and trying time, they are the perfect couple to carry on and to grow the legacy and charitable work of the program, he said. “Their recognition as teachers who devoted themselves to educating the youth of Powhatan gives them instant credibility with the citizens of Powhatan,� Bob said. “I would say to them that as they work through the season, know the importance of what the Christmas Mother Committee does and that it goes far beyond giving gifts at Christmas. Helping people who need assistance at Christmas is worth all the effort and time you will put in to make it happen.� Bob also added a sec-
ond piece of advice for Jim: “Do what the Christmas Mother tells you and everything will go well.� While being Christmas Mother and Father are year-long positions, the mission the Woodsons are the most excited about is making sure children and seniors in need can have a truly wonderful Christmas. Thinking back on her time as a teacher, JoAnn said she often wondered during the holiday season how many of her students may not be waking up on Christmas morning with presents under the tree. “You can’t fix it but you know with the Christmas Mother out there, they are going to have a Christmas. That one happy day, that is huge for children,� she said. “Everybody wants to open a present at Christmas. Everybody wants to get the boots, the clothes, the golf clubs, hint hint,� Jim said, grinning at his wife. “But it is more than the present. It is knowing somebody cares. Somebody thought about me enough to give this to me. Somebody is caring for and loving me and that is probably the essence of all of it.� Jim said he wants to assist his wife and do all he can to help and give back to the community. He considers it a privilege and a blessing to help those that need it in large part because others once did that for him. Jim said he moved to Powhatan with his mother when he was 8 years old, but before he returned to live with her, he had been placed in at least four different foster homes. “It was shocker when we came to Powhatan. I
am familiar with not having. When I got here there wasn’t a bathroom in the house. There was an outhouse,� he said. “There was no car, there was no phone until I was 16 years old, and the first car in the house was mine. That is what we lived through for those times.� Fortunately there were good people in the community that helped and provided the guidance he needed, Jim said. A long list of local men mentored and coached him as a child and teenager. When he thinks about possibly helping more children today in the county, he said it is a satisfying feeling. “We couldn’t have been where we are today without the help of the people in the community who helped us. And it is gratifying to give back,� he said. While there are plenty of unknowns, the Woodsons are also aware that in the aftermath of COVID-19, there are people who have always been able to provide for their families but may be going through hard times. JoAnn said she hopes they are willing to come and get some support and encouragement “because that is what we are here for.� “I hope that everybody wakes up to presents and a happy fulfilled Christmas, that we find them all and that Powhatan County has a blessed and happy Christmas. to create the proposed Donnelly Creek subdivision. Chairman David Williams, who represents District 1, Larry Nordvig, District 2, Mike Byerly, District 3, and Bill Cox, District 4, voted to deny the project. Karin Carmack, District 5, voted against denying it. The rezoning case took a solid two hours out of the board’s three-hour meeting with a good portion of that time focused on the potential transportation impacts of the project and access management. The properties are located north of the intersection of U.S. Route 60/ Holly Hills Road and south of the intersection of Page Road/Old Powhatan Estates. In its proposal, Markel Eagle Partners asked to rezone 38.09 acres into Village Residential Planned Development (VR-PD) to accommodate an age-restricted subdivision with up to 79 single-family detached homes within two distinct districts, said Nathalie Croft, director of land planning for Eagle Construction of VA. The subdivision would also have two separate neighborhood parks. The remaining 5.06 acres the company asked to be rezoned to Commerce Center (CC) with proffered conditions, to accommodate a commercial development, Croft said. While this part of the project was mentioned briefly, it was not elaborated on because it would remain with the property owner, Sprouses Corner LLC, and it is not currently known what type of businesses would be located there. It was pointed out during the discussion that the Powhatan Planning Commission voted against the project 5-0. However, staff recommended it.

munity and staff in the early stages of planning. The plan notes the limited options available for lowmaintenance housing on smaller lots, she said. “The county’s population is changing and will change over the next 20 years. Powhatan residents wanting to downsize their homes or properties and the maintenance burden they require, but really wanting to remain in Powhatan is who we have designed this for,” she said. Donnelly Creek would evoke a traditional neighborhood character with a variety of home and lot sizes, decorative street signs, light fixtures, and street furniture to create a cohesive theme and sense of place, Croft said. Other features she outlined included a village district
with a Village Green; large pockets of open space, and a large retention pond with a fountain and surrounded by a walking trail. Three stub road connections were included in plans to allow for cohesive development in the future. The residential project included proffers for a 125-foot natural buffer along Page Road and a basic buffer wherever the neighborhood abuts existing residential lots; an agerestriction requiring that at least 80 percent of the homes have at least one resident who is 55 or older; lengthening the turn lanes into the site from Route 60, and making the primary construction entrance on Route 60. Proffers related to the commercial parcel cover exterior materials and parking lot surfacing proffers that provided stricter requirements than the requested zoning district and access to adjacent parcels to ensure future connectivity. “While specific users have not yet been identified for this parcel, we believe that by improving access with a full median crossover and a concentration of homes, the demand and opportunity for high-quality commercial establishments will be greatly increased,” Croft said. Based on the county’s adopted five-year Capital Improvement Program (CIP), Eagle calculated a cash proffer of $2,753 per home, which would be more than $217,000 in total, Croft said. The company calculated that the neighborhood would have a positive fiscal impact of $28,914 per year and about $1.53 million in one-time revenues made up of water connection fees, sewer connection fees, and building permit fees.

Contributed Report The members of the AMMD Pine Grove Project delivered a new computer to Cumberland Middle School (CMS), which is to be given to a student in need of one for remote learning. Realizing that some students lack the resources necessary to participate fully in online learning, the organization wanted to do their part to assist. Members contacted Michael Camden, CMS principal, and An-
drew Hoyt, CMS assistant principal, to coordinate the selection of a student to receive the device. The AMMD Pine Grove Project is an organization formed to protect, restore, and repurpose the historic Rosenwald Pine Grove Elementary School to serve the entire county as a cultural center. The group holds monthly meetings, held each fourth Sunday at Pine Grove Elementary School at 2:30 p.m.
Cumberland School Board fills vacancy Contributed Report Leigh McCrea was appointed to the Cumberland School Board to fill the vacancy in the 4th District left by the resignation of Wendy Tillett. McCrea currently serves as the probation officer for the Department of Juvenile Justice for the 10 District Court. She holds a Bachelor of Science in Criminal Justice from Virginia Commonwealth University and she has been a Cumberland resident since 2006. In 2014, McCrea began Friends of the Cumberland County Animal Control, a nonprofit organization that supports the local animal control of-

Being a loser has its perks sometimes By Laura McFarland Editor
I
am a loser. But it’s OK; I’m proud of it. On Nov. 2, 2018, I began a journey I had been on before. I had reached a point in my life where the image I saw in my head of who I was didn’t match up with reality. I saw myself as a happy thirtysomething woman who loved a wide variety of things: quilting, hiking, festivals, reading, theme parks, dancing, movies, hanging out with friends, etc. While some of those rang true, others weren’t within the realm of possibility. I loved hiking but walking up a small hill left me out of breath. I loved roller coasters, but if I had tried in that moment to ride one, I likely couldn’t have fit in the seat of one. I loved dancing, but a few minutes into a song and my knees were screaming bloody murder from the impact. I loved festivals, but overheating and exhaustion tried to rob me of the joy I found in them. In short, my mind was willing, but my body wasn’t where it needed to be in some cases to allow me to do the things I loved. So, I decided to change. I signed up for a nationally known weight loss program, which had proven successful for me before. But, for one reason or another, I had stopped taking advantage of the plan. I don’t criticize any other (healthy) ways people choose to lose weight. For my journey, I just wanted something that involved balance, doing the work, and learning how to keep the weight off after it was gone. Some people were surprised when I decided to start when I did, but it was actually a very deliberate choice. It was about a week before my birthday, and Thanksgiving and Christmas were right around the corner. Some people wait until after special occasions, but, the way I saw it, there are always going to be special occasions; I might as well learn how to deal with them moving forward.

Board comments A large part of the meeting was spent on the issue of transportation as the board questioned Croft and Erich Strohhacker, traffic engineer and president of Green Light Solutions Inc., about the potential impact of Donnelly Creek on Powhatan traffic. In particular, they talked about how adding a new subdivision would impact not only the homes around the planned subdivision but Holly Hills subdivision on the other side of Route 60. One of the proffers Eagle made regarding improvements to the intersection of Route 60 and the primary entrance to the property was to extend the existing eastbound left turn lane from its existing 100-foot storage length to 325 feet and the westbound right turn lane from its existing 175-foot storage length to 450 feet. However, the applicant also requested a waiver of intersection spacing standards for the proposed entrance. The standard is for there to be at least 625 feet in distance from roads classified as major arterials, but the existing entrance is 245 feet east of the existing median crossover.
And move forward I did. I’m not going to bore you with the details. The short answer is, eating better and some increased physical activity (although, admittedly not as much as I should have done). I never wanted to make this column a weight loss journal. I didn’t want to post photos of my food or tell you the calorie count in what I am eating. But I told myself if I could reach this one certain milestone, it would be worth a celebratory column. So here I am – celebrating the loss of 100 pounds as of weigh-in on Aug. 21. I told you I was proud of being a loser, didn’t I? It’s not the end of my journey. I am still working on getting where I want to be. But of all the milestones I recently have celebrated, I really wanted to share this one with the people in my life, even if you only know me from the words in this newspaper. Because I discovered a little bit about myself on this journey that went way beyond what clothes size I am buying now. As happy as I was to be losing weight, I don’t think I really felt confident about where I was until I had lost about 75 pounds. I know the moment it really sunk in, too. I was scheduled to attend the Free Clinic of Powhatan’s 2019 appreciation party at the Mill at Fine Creek and was looking forward to the opportunity to dress up for the occasion. Looking in my closet, I found two possibilities – one red dress and one black dress. Doing what any girl does these days, I took photos of myself wearing each and sent them to my weight loss group, family and friends. “Which should I wear?” I asked. I received many responses and about 95 percent of them told me to wear black, the more slimming of the two. But there was this red dress, tags still on and ready to party. When I got off work that Friday, I literally had 30 minutes to get ready. And as I paused in front of the closet door where the two dresses still hung, I took the leap – I wore the red.
At one point in the discussion, Carmack suggested deferring the case for 30 days to see if the developer would agree to also proffer a right turn lane into Holly Hills while heading east on Route 60 as well as an acceleration lane when you take the right out of the entrance in the north of the proposed development. After more discussion about how much good this could do and if it was right to ask the developer for these changes, the board voted down the motion 3-2 with only Byerly and Carmack supporting it. Immediately after that vote, Williams made a motion to deny the developer’s application, which ultimately failed 4-1. Cox said he had concerns about the project: creating more congestion; relying on piecemeal development; not conforming to the county’s access management standards, and adding more residential instead of commercial real estate to the county, furthering the imbalance of the current tax burden on residents. Carmack, the only one to support the development, said that since 2010, the county has advertised this area as a growth area. The goal of having this area as Village Residential was to create a phasing of density the further one moves away from Route 60, which is supposed to be commercial. She also reiterated it is agerestricted, not all of its residents would necessarily be going to work at peak hours, and it would provide older people a way to downsize in terms of property while remaining in Powhatan. Like Cox, Nordvig had several concerns regarding the project: the planning commission unanimously recommended denial; county water hookups are intended for commercial, not residential, use; not having a large burden on the schools because of the age restriction would be balanced out by the fire and rescue component providing help to an aging population; the additional burden on congestion around the Holly Hills neighborhood; having another cut through road that will increase traffic on Page Road; the real estate tax imbalance of commercial versus residential; saying many people in the 55 to 67 age range could still be working, and it stresses a comprehensive plan that the current board has already agreed they want to change. Williams, who made the motion to deny the project, said access management standards are sacrosanct to him because how people get in and out of the county is paramount. I can’t begin to describe the way I felt in that red dress. It wasn’t that the dress gave me confidence; it was that my confidence gave me the permission I needed to wear the dress. And even though all the lines weren’t perfectly smooth, I wore it with pride in myself and what I had accomplished. I mentioned some of my hobbies at the top. Those are what I call my “whys.” I remember during a meeting when the leader asked us for our “why.” Forget that generic stuff of “I want to feel healthier”; she wanted to hear a reason that was intensely personal to us. I was about 80 pounds down at that point. When I looked inside I knew my why, so I shared it. I told the group about the hiking and the roller coasters and even the red dress. My WHY was that I wanted to become the person on the outside I already saw in my mind’s eye. Unfortunately, not long after that, I hit a plateau where I seemed to completely lose focus. For months, I battled the same 10 pounds, gaining and losing in a repetitive cycle that showed my heart wasn’t in it at the time. And I can only blame COVID-19 for a portion of those months. But in early August, I gave myself a needed kick in the butt to get back on track and was able to reach this milestone as a result. I won’t belabor the point. But for anybody who is thinking about a change they feel they need to make, I would simply say to think about your WHY and give it a try and keep thinking about your WHY to help make it a reality. And for anybody who has already started to make a change but has faced challenges and feels like giving up, I will share an anonymous saying someone posted in one of my groups – “If you quit now, you’ll end up right back where you first began. Powhatan Middle School was in the local spotlight over the weekend because of an allegation that a student was not allowed to wear a T-shirt with the American flag and the Pledge of Allegiance printed on it. Dr. Eric Jones, superintendent, issued a statement on Saturday, Aug. 29 denying the alleged incident, which was reported on a local radio station the day before and garnered immediate backlash online. The radio station reported that a PMS student was sent home for wearing the shirt without verifying the information with anyone with the school division before airing the allegation, Jones said before flatly denying it was true. “On Thursday afternoon, PMS did receive a call from a parent who reported that a male teacher told her child that his Tshirt with the flag and the pledge on it was offensive and he needed to cover it up. We received no additional information about the teacher or the location where this occurred from
and how COVID-related topics can be applied,” he said. Karin Carmack, District 5, asked if the county has considered using any of the CARES Act funds for broadband. Smither said it has been considered, but staff is currently reaching out to verify that the funds can be used in certain ways to help the broadband situation in the county. The key areas where it might qualify would involve access for students and telemedicine. CARES Act funds have to be used by Dec. 31, 2020, which is another consideration. The discussion continued for several minutes on how this could work for the county and possibly improve broadband access for some residents, even if it is only for a small section of the community. While nothing besides the overall appropriation of the funds was approved, several supervisors expressed a willingness to pursue the topic of allowing some of the funds to be used for broadband. Smither also commended emergency management coordinator Curt Nellis and finance director Charla Schubert for making sure the CARES Act funds are managed properly. This revenue will be used specifically for the COVID-19 related expenditures. New county administrator Ned Smither said that the county has currently obligated or spent approximately $2 million of qualified CARES Act costs, including grants for local businesses and nonprofit organizations. The county has an additional list of projects to review totaling $1.8 million, leaving $1.36 million for other projects as they arise. “Uncertainty remains as an issue over the next four months, particularly with our school system and local government

The Virginia High School League is considering a plan where teams would play 60% of their normal regular-season games, followed by a shortened time frame for regional playoffs and two rounds of state playoffs. The plan would cut region playoffs in football to four teams and eliminate state quarterfinals in all sports. In late July, the VHSL’s executive committee voted not to play sports this fall because of the coronavirus pandemic and rearrange the three seasons – winter, followed by fall and spring – into a condensed calendar starting in December. The VHSL executive committee met during a working session Monday to discuss a draft – but not a final plan – for the regular season and postseason formats. Region playoffs would be conducted in one week. For region playoffs except for football, VHSL executive director Billy Haun said each region could determine the number of qualifiers and the format, although only one team would advance to the state semifinals in all sports. Football generally has eight-team regionals, but teams can only play one game a week, Haun said, and the plan has only two weekends to play games. Football teams would be given seven weeks to play six regular-season games, starting Feb. 22 and running through Friday, April 2. Regionals could begin on Wednesday, April 7, and run through Saturday, April 17. The state semifinals would be on April 24, with the championship games on May 1. Basketball also has eight-team regionals, with two teams from each region moving on to the state quarterfinals. Basketball teams would start play on Dec. 21 and have 14 regular-season games. Regional tournaments would run Feb. 8-13. The state semifinals would be Feb. 16 and the finals Feb. 20. Under what the league called the “Championship + 1” format, teams that do not advance to regional tournaments can schedule another game, as long as it’s completed by the deadline for region playoffs. Spring sports would start play on either April 21 or 26, with the state finals finished by June 26. Regular-season games/meets for each sport are as follows: gymnastics (6), indoor track (6), swim and dive (6), wrestling (8), competition cheer (3), cross country (6), field hockey (10), golf (8), volleyball (12), baseball (12), lacrosse (9), soccer (10), softball (12), tennis (10), outdoor track and field (9). For other state tourneys: • Wrestling would have an eight-person bracket contested in one day; Cross country would have the top team

Heaviest lifts were delivered by Virginia’s Baron Dixon (ages 5054/308 pounds) in the strict curl (169 pounds), Virginia’s James Gardner (45-49/198 pounds) in the bench press (358 pounds), Virginia’s Kyle Bushong (20-24/308 pounds) in the squat (573 pounds) and Maryland’s James McClanahan (20-24/275 pounds) in the deadlift (606 pounds).

from each region and the top five individual finishers; Indoor track would have the top three region finishers in each event; • Outdoor track, as well as swimming and diving, would have the top four region finishers in each event; • Boys golf would have the top team from each region plus the top three individuals; girls golf would have zone
qualifiers; • Gymnastics would have the top team from each region plus the three individual finishers in each event. Also under the plan, regular-season games that are not played because of COVID-19 issues would not be considered a forfeit. The executive committee will give regions a chance to digest the plan and give feedback before meeting again on Sept. 3. Any plan still is contingent on more athletic activity being allowed to
start in the winter. With the state still under Phase Three reopening restrictions, sports considered high risk, such as football and basketball, likely can’t be played until the guidelines are loosened. “Before we even get to a point where we can play, they’ve got to let us back in school,” said Highland Springs head football coach Loren Johnson. “When it’s all said and done, if we can play, I’m ecstatic about that. I want to play. If we can play and have some playoffs, even better.”
