Background ASEAN-QA – a joint initiative by AQAN, AUN, DAAD, ENQA, HRK, SEAMEO RIHED – aims at strengthening the capacity for internal and external quality assurance (QA) through dialogue and training events for ASEAN QA professionals based on regional standards. Higher education gains more and more strategic relevance for the viability of national and regional economic systems. Higher education today is characterised by universities’ competition for the best students and researchers, and by the need for developing and sustaining high quality services at institutional and national / regional levels. Current development goals refer to international competitiveness in order to prevent brain drain of Asian high performing students and researchers. Convergence of higher education systems, strengthening of mutual recognition of degrees and harmonisation of quality development policies as well as creation of trust between universities and sharing of good practice in the field of QA are of major importance in this context. Airport to and from the hotel: The AUN will reimburse 1,000 baht for your own airport arrangement from the airport to the hotel and vice versa. Airport Transport Bangkok is served by two airports. Suvarnabhumi Airport (BKK) serves all international flights and the majority of domestic flights to and from Bangkok. Don Muang Airport (DMK) now serves domestic flights only, after being replaced by the new airport in 2006. Both airports are located approximately 45 minutes from the city and are primarily serviced by taxis. The two airports are about 30km (18 miles) apart, which is important to note when planning to connect between international or domestic flights. Airport Transfer by Siam City: For your convenience, a transfer from Suvarnabhumi International Airport or Don Muang Airport can be provided through our hotel's Travel Counter. When booking, simply advise us of your flight number and arrival time and our limousine driver and airport representative will be waiting to meet you at the arrivals' gate. Airport pick-up (drop-off): Mercedes Benz - Baht 1,600 Toyota van - Baht 2,000 Note: The transfer fee is to be paid to the hotel upon arrival. Advance booking required. Airport Taxi: Located on the 2nd level of the Arrival Hall of Suvarnabhumni Airport taxis from the airport are readily available. As most taxi drivers do not speak English, it is advisable to contact the taxi hiring station to assist you with communicating with the driver. The one-way fare from the airport to the city is approximately 400 Thai Baht and highway toll charges are additional (around 25 Baht each). Airport Express Bus: This is an air-conditioned bus service between Suvarnabhumi International Airport and the Siam City Hotel. The cost is Baht 150 and it takes about 1 hour, departing every 20min. Airport Express services operate from 5:00 am to midnight daily. You will need to catch bus AE4 Suvarnabhumi-Hua Lamphong (via expressway), getting off at stop 6: BTS Phaya Thai (Florida Hotel), which is directly opposite the hotel. The bus departs from the airport Arrival Hall, level 1 (gate 8).

5. Foreign Exchange and ATMs Currency and Money: Thai (Baht) 1 Euro = 40 Baht 1 Dollar = 30 Baht Foreign exchange services are easily available 24 hours a day on arrival at Bangkok and other major international airports in Thailand. Major foreign currencies are easily exchangeable either at exchange bureaus or at banks. Banks are open from 8.30 am to 3.30 pm. Some bureaus may stay open longer than this. These bureaus and banks charge commissions for their services which may vary and it may be necessary to shop around. You can also look in the business section of some of the local newspapers where exchange rates offered by different institutions are listed. Some major hotels also provide foreign exchange services but this is restricted to major currencies such as; the American dollar, the Euro and the British Pound. 6. Credit Cards and ATMs: You can use your credit card to withdraw money from local ATMs that offer this service. Credit Cards can also be used to pay for hotel bookings, at some restaurants and shops. MasterCard, Visa and American Express Credit Cards are widely accepted in Thailand. 7. Visa Requirements Some of foreign citizen who wishes to enter the Kingdom of Thailand is required to obtain a visa from a Royal Thai Embassy or a Royal Thai Consulate-General. To apply for a visa, a foreigner must possess a valid passport or travel document that is recognised by the Royal Thai Government and comply with the conditions set forth in the Immigration Act of Thailand B.E.2522 (1979) and its relevant regulations. In addition, the visa applicant must be outside of Thailand at the time of application. The applicant will be issued with a type of visa in accordance to his or her purpose of visit. 8. Electric Outlets Electricity in Thailand is 220 Volts, alternating at 50 cycles per second. If you travel to Thailand with a device that does not accept 220 Volts at 50 Hertz, you will need a voltage converter. Thailand Plug Adapters and Outlet Shapes Outlets in Thailand generally accept 2 types of plug:

If your appliance’s plug has a different shape than the photos shown above, you will need a plug adapter. Depending on how much you plan to travel in the future, it may be worthwhile to purchase a combination voltage converter and plug adaptor. Converters, Transformers, and Adaptors Converters should be used only with electric appliances, such as hair dryers, irons, and toothbrushes. Electric appliances are simple heating devices or have simple mechanical motors. Converters should not be used for more than three hours at a time. Transformers are used with electronic appliances. Electronic appliances have a chip or circuit. Examples are radios, CD players, shavers, computers, computer printers, and televisions. Transformers can also be used with electric appliances and may be operated continually for many days. Converters and transformers are available for appliances of different wattages. To determine how many watts your appliance requires, look at the label located on the appliance or in the owner's manual. The label or manual will show the input voltage (100, 120, 220, 240) written as volts, V, volts AC or VAC, the wattage (written as watts or W) and sometimes the amperage (0.5 Amps or 0.5 A or 500 mA). If only the amperage is shown, multiply the input voltage by the amps to find the watts. Volts x Amps = Watts. (Example - 120V x 0.5A = 60W; meaning a 120-volt appliance rated at 0.5 amps is a 60 watt appliance and requires a transformer or converter of at least 60 watts). Plug Adaptors do not convert electricity. Adaptors will allow a dual-voltage appliance or an appliance paired with a transformer or converter of one country to be plugged into the wall outlet of another country. The plug of a US electrical device will not fit into outlets in most countries without an adapter. Taking Your Laptop Abroad AC adapters as well as most laptops and battery chargers are dual voltage. Because they are dual voltage, they only require a plug adaptor for Thailand. It is advisable that you use a surge protector with your laptop. You can purchase a surge protector in your host country.

For those who do not have international roaming on you mobile phone, SIM Cards can be easily brought and cheaply in Bangkok from nearby “Seven Eleven”, convenient store on the left (when you face towards the road) to Siam City Hotel. There are various networks for you selection. More information can be provided for those interested. 10. Weather A tropical city known for its hot climate and plentiful sunny weather, temperatures in Bangkok regularly stay well above 30°C / 86°F all through the year. However, during August and September is rainy season. At this time of the year you can expect short spells of rainy weather, with frequent afternoon showers, monsoons and spells of thunder at times, although on some days, the rainy weather may last all day. Around 90 percent of the rain falls at this time of the year, although even during Bangkok's rainiest weather, there is still usually plenty of sunshine to go around. Thus, the participants are advised to bring along an umbrella. 11. ASEAN-QA Partners ASEAN University Network (AUN) was established in 1995. AUN is designed to be the network of leading universities in the region with the aims to facilitate, strengthen and expand cooperation in higher education. The network also serves as the policy-oriented body in higher education in ASEAN as well as the policy consultant for government agencies. conventional academic activities, AUN also undertakes a number of cultural programmes to build mutual understand and increase linkage of peoples which would in turn yield positive impact in the forging of regional identity and the promotion of regional mobility in the near future. Going beyond ASEAN, AUN also extends its cooperation with the active ASEAN Dialogue Partners such as China, Japan, Republic of Korea, European Union and the United States. Through this, AUN has served as the gateway for both internal and external academic communities to cooperate, exchange experiences and ideas, and explore possibility of future collaborative framework in various fields. The ASEAN Quality Assurance Network (AQAN) is an organisation and a regional network of quality assurance agencies and authorities responsible for quality assurance of higher education in the Southeast Asian countries. AQAN wants to promote ASEAN-QA in accordance with its mission to promote and share good practices of quality assurance in higher education in the Southeast Asia region; and to collaborate on capacity building of quality assurance in higher education in the region. SEAMEO RIHED is the Southeast Asian Ministers of Education Organization Regional Center for Higher Education and Development for Higher Education and Development. SEAMEO RIHED wants to promote ASEAN-QA in accordance with its mission to enhance regional understanding, cooperation and unity of purpose among the Member Countries and to achieve a better quality of life through: - The establishment of networks and partnerships of higher education institutions - The provision of an intellectual forum for policy makers and experts in higher education and development, and - The development of a regional centre and network of excellence for the promotion of higher education and sustainable human resource development. The German Academic Exchange Service (DAAD) is the largest funding organisation in the world supporting the international exchange of students and scholars. It is a registered association and its members are German institutions of higher education and student bodies. The DAAD supports the internationalisation of German universities, promotes German studies and the German language abroad, assists developing countries in establishing effective universities and advises decision makers on matters of cultural, education and development policy. Its budget is derived mainly from the federal funding for various ministries, primarily the German Federal Foreign Office, but also from the European Union and a number of enterprises, organisations and foreign governments. The DAAD aims to promote ASEAN-QA mainly in accordance with 18 | P a g e


one of its five strategic goals to assist developing countries in the southern hemisphere in the establishment of effective higher education systems. Within the DIES Programme the DAAD has gained vast experience in supporting partners to set up effective regional quality assurance systems in different regions of the world. As quality assurance is regarded as a major factor to build trust between countries and institutions and to facilitate recognition of credits and degrees this project is also very much in line with the DAAD's mission to promote internationalization and higher education cooperation between German and foreign universities. The German Rectors’ Conference (HRK) is the voluntary association of state and staterecognised universities and other higher education institutions in Germany. It currently has 264 member institutions at which more than 96 per cent of all students in Germany are registered. The HRK is the political and public voice of the universities and is the forum for the higher education institutions' joint opinion-forming process. The HRK addresses all topics relating to the responsibilities of higher education institutions: Research, teaching, studies, advanced continuing education and training, knowledge and technology transfer, international cooperation, and self-administration issues. HRK aims to promote ASEAN-QA in accordance with its international strategy and its mission to further the cooperation of universities worldwide. HRK's longstanding experience in and commitment to the development of quality assurance at the institutional and the system level - both in a national and international context - will enhance the development of ASEAN-QA. The European Association for Quality Assurance in Higher Education (ENQA) is a non-governmental association of the European quality assurance agencies with currently 52 members and 34 Associates and Affiliates coming from the countries of the European Higher Education Area. The main purposes of ENQA are to represent its members at the European level in political decision making processes; to function as a think tank for developing further quality assurance in the EHEA; and to function as a communication platform for sharing and disseminating information and expertise in quality assurance. ENQA wants to promote ASEAN-QA in accordance with its goal to be actively involved in international developments in order to disseminates information on experience, good practice and new developments in the field of quality assessment and quality assurance in higher education to stakeholders, namely to public authorities, higher education institutions,' students and quality assurance agencies, and in order to develop quality assurance further beyond regional borders with view to foster mutual understanding and recognition of quality assurance procedures and decisions.

Potsdam University: Drawing on the expertise of its member institutions, DAAD and HRK have invited Potsdam University to take the responsibility for the overall coordination of ASEAN-QA. Potsdam. University is one of the leading German higher education institutions in the field of quality assurance and draws back on a DIES partnership with Vietnam in the field of quality 4 assurance capacity building. The responsibility of Potsdam University includes the coordination of the different training activities under ASEAN-QA, flanking dialogue events and subsequent site-visit exercises in close cooperation with the partners, the coordination of the IQA and EQA trainer teams, the fine-tuning of the curriculum, communication with the IQA and EQA participants as well as all day-to-day management issues, including finances. DIES: “Dialogue on Innovative Higher Education Strategies� The programme was jointly developed by the DAAD and the HRK and financed by the German Federal Ministry for Economic Cooperation and Development (BMZ). It aims to encourage international exchange of experience on questions of innovative higher education policy and to promote partnership-based cooperation between universities in industrial and developing countries in the field of higher education management.
