The Fair Housing Act, which is recognized in April, works to protect both multicultural clients as well as Realtors who serve this expanding market. “The Fair Housing Act prohibits discrimination based on race, color, national origin, religion, sex, familial status or disability,� said Central Susquehanna Valley Board of Realtors president Pamela Whitenight. “The National Association of Realtors’ Code of Ethics also supports equal opportunity on the basis of sexual orientation and gender identity.� As homebuyers look for information about a neighborhood they’re interested in, they may think their Realtor should discuss information such as school districts, crime statistics or the ethnic makeup of a neighborhood. “I know many times a client

may ask for details regarding a school near the house they’re looking at,� Whitenight said. “The federal Fair Housing Act and the state fair housing laws prohibit Realtors from discussing this type of information to avoid the potential of steering to or away from a specific neighborhood. WASHINGTON (AP) — Americans responded to higher mortgage rates by snapping up new homes in February at the fastest pace since July. New-home sales rose 6.1 percent month-over-month to a seasonally adjusted annual rate of 592,000, the Commerce Department said recently. That sales pace is nearly 13 percent higher than February of last year, a positive sign for the housing market that demand is robust at the start of the spring home-buying season. Healthy job growth and a recovering economy have pushed up interest in new homes, while the prospect of rising mortgage rates since the November presidential election may have pulled some sales forward. An exceptionally warm February also likely helped fuel sales. “Sales were likely boosted by the much warmer-than-usual weather, which made visiting newhome construction sites less miserable than usual in February,” said Ian Shepherdson, chief economist at Pantheon Macroeconomics. Builders have ramped up the construction of new homes, which helps meet strong demand and boosts sales. That could provide a slight lift to the broader economy through construction jobs and the consumer spending linked to home purchases.

There were 266,000 new homes for sale in February, the most since July 2009 — a month after the recession ended — and up nearly 10 percent from a year earlier. The median sales price in February of a new home was $296,200, a decline that might reflect that much of the sales that month were in the cheaper Southern markets. Construction firms are bullish that sales will keep improving, even though they remain well below the heights of the housing boom seen more than a decade ago. The National Association of Home Builders/Wells Fargo builder sentiment index climbed to 71 in March, the highest reading since June 2005. Some buyers may be looking to lock-in their purchases out of concern that mortgage rates will rise, possibly hurting affordability.

According to Realtor.com, spring is the busiest and best season to sell a home. While a good home can find a buyer any time of year, homeowners might find the buyers’ pool is strongest in spring and into summer. The reasons for that are many, ranging from parents wanting to move when their children are not in school to buyers wanting to move when the weather is most accommodating. Because spring is such a popular time to sell a home, homeowners who want to put their homes on the market should use winter as an opportunity to prepare their homes for the prying eyes of prospective buyers. The following tips can help homeowners during the pre-selling preparation process. 1. Address the exterior of the home. Winter can be harsh on a home’s exterior, so as winter winds down, homeowners who want to sell their homes should make an effort to address anything that might negatively affect their homes’ curb appeal. That return was slightly less than that provided by midrange bathroom remodeling projects, which provided a 70 percent return at resale. More upscale remodeling projects provided even smaller returns, despite costing substantially more money. For example, the cost of major upscale kitchen remodeling proj-

ects averaged $113,000 during the time studied for the report. But only 59 percent of that sizable investment provided was recouped at resale. Upscale bathroom remodeling projects also underperformed compared to midrange projects, recouping slightly less than 60 percent at resale. No upscale project referenced in the report provided a greater return than replacing existing siding with new fiber-cement siding, a project that recouped homeowners a greater than 84 percent return at resale. In the weeks leading up to the open house, bathe pets more frequently, using a shampoo that promotes healthy skin so pet dander is not as prevalent. Open windows when the weather allows so more fresh air comes into the home.
