City plan is prepared by the municipality Rules and regulations are set by the Ministry of Science, Industry and Technology Municipality, chambers or industrial associations may apply to the governorship for an industrial park Governorship of the city evaluates and ministry approves the application Entrepreneurs committee is established under the leadership of the governor Entrepreneurs committee is responsible for the infrastructure, allocating the parcels and act as onestop-shop for the industrialists Entrepereneurs committee remains in charge until the 2/3 of the park is completed and in production
