Can the Veteran Administration ("The VA") Help Me Pay for Care in My Home? By Robert Nations, Senior Helpers North Bay
Can the VA Help Me Pay for Care in My Home? The answer is YES. The VA offers many programs for veterans. Here is an overview of two programs; Compensation and Pensions.
Veterans who entered active duty on or after September 8, 1980 generally must have served at least 24 months or the full period for which called or ordered to active duty.
Disability Compensation — This is a monetary benefit paid to veterans who are disabled by an injury or disease that was incurred or aggravated during active military service. Generally, people that qualify for this program are already receiving this benefit. However, your physical or mental condition may have changed. This change could result in new eligibility or an increase in benefits. If you were injured during your service and you have not accessed this benefit, you should make an appointment with your local VA Office.
Disability Pension – This is a monetary benefit paid to veterans with low income who are permanently disabled, age 65 and older What does it take to qualify for the pension program? ★ Discharge from the service dishonorable conditions.

★ Countable family income falls below a yearly limit set by law. ★ Cash Assests. Generally the VA will allow up to $80,000. Primary residence and car are exempt. Can a veteran or their surviving spouse use the pension program to pay for home care? Yes, if the Veteran and/or spouse needs assistance with at least 2 activities of daily living (ADLs). Within the pension program there are two benefits: ★ Aid & Attendance ★ House Bound The main differences are: ★ Aid Attendance – The person requires the aid of another person in order to perform Activities of Daily Living (ADLs). Examples of ADLs are meal prep, bathing, dressing, or protecting one’s self from the hazards of their daily environment.

Choosing a
Medicare Plan Ask yourself these questions E
ach year during the Medicare Open Enrollment Period (Oct. 15-Dec. 7), Medicare beneficiaries have a chance to make changes to their health and prescription drug coverage. Yet according to a 2013 survey by UnitedHealthcare, more than 60 percent say they have never shopped around to find coverage that may better suit their needs. That’s unfortunate because Medicare is not a onesize-fits-all program, and a lot can change in a year in terms of your health status and budget. The plans that are available can change every year, too. “Choosing your health care coverage is one of the most important decisions you make
each year because it can have a significant impact on your budget and quality of life,” said Tom Paul, chief consumer officer for UnitedHealthcare. “Although Original Medicare - Parts A and B - provides hospital and doctor coverage, most beneficiaries opt for additional coverage to help with the costs of prescription drugs as well as other health and budget needs. People typically have many choices when it comes to Medicare coverage, so it’s important to review all of your options.” To help sort through the Medicare options available in your area, consider asking yourself the following questions: 11
1. Are you comfortable accessing health care services from a network of doctors and hospitals? If so, you may want to consider a Medicare Advantage plan, which combines Parts A and B into one plan. According to the Kaiser Family Foundation, nearly 16 million Americans - or nearly 1 in 3 Medicare beneficiaries - are now enrolled in a Medicare Advantage plan. Most Medicare Advantage plans have a network of providers from which you can access care. Having a network allows the plan to coordinate your care, which can help improve Napa/Solano Edition
your health and ensure you’re receiving the care you need. If you go outside of the network, your plan may not help cover the costs.
coverage. They also have an outof-pocket maximum. This can help you predict your annual health care costs and provide some financial peace of mind.
Many Medicare Advantage plans offer extra benefits, such as a gym membership or routine hearing, vision or dental
2. Do you travel frequently or spend part of the year in a different state? If yes, you may want to consider Medicare supplement insurance. Medicare supplement plans work with Original Medicare to cover some or all of the outof-pocket expenses not paid by Parts A and B. These plans are a popular choice for people who travel, since the coverage travels with you and is accepted

by all doctors and hospitals that accept Medicare. Unlike Medicare Advantage plans, Medicare supplement plans typically do not have a network of providers.
3. Do you take prescription drugs or anticipate that you may need to start using them in the future? If so, look into Medicare Part D, which helps cover the costs of prescription drugs. Part D coverage is often included in Medicare Advantage plans, but it can also be purchased separately in a standalone plan.
Medicare Advantage plans, Medicare supplement plans and Medicare Part D plans are offered by private insurance companies. To review the plans available in your area, visit the plan finder tool on Medicare.gov. Solid Reasons You Need to Complete a
Hearing Test

earing is one of those things that many people end up taking for granted. That’s because most people don’t think it can happen to them. After all, what can cause damage to your ears anyways? Therein lies the problem. Most people don’t even know that they’re doing damage to their ears because they aren’t sure which activities are considered risky. They also don’t know how much better their lives can be when they fix issues related to their ears. For these reasons, and a whole lot more, it really is time to go in for a hearing test. Use any of the following reasons to help motivate you to finally go through with it.
Prime Time Living 18
1
You probably don’t know how at risk you actually are. There are a slew of risky
activities that most people do nowadays on a daily basis. The biggest culprit by far comes in the form of an mp3 player and in-ear headphones. Most people don’t enjoy music unless they pump the volume up to literally deafening levels. In-ear headphones magnify the risks because they are placed close to sensitive hearing tissues. Another example of a risky activity is driving fast on the freeway in a car that doesn’t insulate against sound very well. You can magnify the risk by having your windows rolled down. And these are just two examples of risky activities. There are actually many more that you could be doing even as you read this.

You may not know how quick and easy a hearing test can be. The professional that tests you will perform a non-invasive test that will give them a

fairly accurate gauge of how functional your ears are. It really is quick and painless. That doesn’t mean there aren’t more thorough kinds of testing that can be done, it’s just that you don’t have to have those done unless the initial tests suggest that you do.
3 4
You don’t have to spend a lot of money for a test. In fact, some
hearing providers will offer to have you tested for free. Of course, there may be a stipulation but you will definitely at least get a good deal. Maybe your company can cover any testing expenses, especially if they make you work in a noisy environment.
A test can get the ball rolling towards noticeably improving your quality of life. Ears are a vital part of
fluid communication with others. They also help you be more aware of your surroundings. When they’re not fully functional, your social
relationships suffer and you could be putting yourself in harm’s way without even knowing it. Studies even show that you may be losing out on cold hard cash if your hearing isn’t 100%. You could be missing valuable cues from others simply because you just didn’t hear them well enough. No one wants to go into a business transaction with someone who appears to be confused all the time, which is the appearance that one has when they have untreated hearing issues. Pets and Their People Love Paradise Valley Estates
W
hen Kim and Susan Marshall moved to Paradise Valley Estates in 2012, the couple looked forward to a quiet retirement in the Northern California hills. “We didn’t have pets at the time,
but we’d had a cat for 22 years and had dogs when our kids were younger,” says Kim. Today, the twosome has grown into a threesome with the addition of their 18-month-old “girl” — a Labradoodle named Moxie.
Healthy Love Why would a couple easing into retirement even consider a boisterous pup? “Moxie makes us so much happier,” he shares. The Marshalls aren’t alone in their appreciation of Moxie. More than 25 years of medical evidence suggests the love and care of a pet brings health and emotional benefits to the animals’ doting owners. Companionship and care activities can add meaning to empty-feeling days, reduce depression, lower a person’s blood pressure, or push owners to better care for their own health.
Pet-friendly by Design
Paradise Valley Estates residents honored their four-legged friends in a festive parade. Prime Time Living 22
A factor in the Marshall’s decision to grow their family was the widespread pet friendliness of their new home, Paradise Valley Estates. Many residents of the continuing care retirement community either own animal companions or good-naturedly scratch the bellies of their friends’ beloved pets. “There are more than 50 dogs living here,” he says. With walking paths galore and beautiful inviting green spaces, dogs already enjoyed plenty of space to walk or play with their owners. Or, they could attend special events like an annual pet parade held in their honor. This fall, the community added yet another

CHP SENIOR DRIVING CLASS AIMS TO KEEP EVERYONE SAFE
California’s senior population is proving to be one of the fastest growing driving-age demographics in the state. It is estimated, there will be over six million residents age 65 and older in California by the year 2020. Knowing that much of this community still relies on driving as their primary means of transportation, the California Highway Patrol (CHP) is continuing the Age Well Drive Smart program.
The Solano CHP, Fairfield Office has partnered with the California Department of Motor Vehicle’s Senior Ombudsman program and the Solano Transportation Authority to assess the needs of the senior driving community.
Funding for this program was provided by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration.
If you or a family member would like to attend this class, please call the Fairfield CHP Office to inquire about an upcoming class at (707) 428-2100. For more information on the program, please visit www.chp.ca.gov
The Age Well Drive Smart class is an education program specifically designed to help seniors tune up their driving skills, refresh their knowledge of the rules of the road, learn about normal age-related physical changes and how they affect driving ability. The program is supported by the Keeping Everyone Safe V grant from the California Office of Traffic Safety.
