La Joya builds on tradition of folklórico program

There is so much that’s unique and special about the Rio Grande Valley, and much of that influence is due to our location – in a mild, subtropical region right on the border with Mexico. Whether you enjoy the Valley for the mild winter weather, the wonderful Mexican food or the culture, the Valley’s location at the southernmost tip of the United States, sharing a border with Mexico is a big part of what makes the region so special. The weather – typically in the 60s-80s through most of the winter, the Tex-Mex cuisine – you just can’t find authentic Mexican food up north, and the culture – shown in dance, song and other forms of entertainment – are a blend that cannot be matched anywhere but the Rio Grande Valley. With so many residents of the Rio Grande Valley being first or second generation immigrants or having family in Mexico it’s no wonder the culture here is a beautiful mix, a near immersion for residents of both countries. One of the most beautiful and colorful cultural traditions we enjoy coming out of Mexico is folklóric dance. Commonly referred to as baile folklórico, the “folkloric dance” is a term for traditional Latin American dances that emphasize local folk culture with ballet characteristics. Amalia Hernandez is considered the

pioneer of folklórico, having established in the 1950s the Ballet Folklorico and a school in Mexico City for the study and practice of the dance’s techniques. Three Rio Grande Valley high schools in the Mission area have adapted that tradition wholeheartedly with La Joya High School, Juarez-Lincoln High School and Palmview High School, all within the La Joya school district. In fact, La Joya High School was the first school district in Texas– and probably first in the nation – to begin a folkloric and mariachi program. La Joya’s Grupo Folklórico celebrated its 35th anniversary in February 2017. The group’s name “Tabasco,” was established in 1982. The main purpose of the program was to showcase the Mexican cultural roots of the students in La Joya ISD and as a graduation initiative. The philosophy of the La Joya High School folklórico program has been to perform and preserve the folklore and culture of Mexico, Spain and Latin America through its music and dance in their annual concerts entitled “Orgullo y Tradición.” Grupo Folklórico Tabasco has entertained audiences throughout the school district, the Rio Grande Valley and it has been recipient of state, national and international recognition. At the state level, the group was given

a State of Texas Proclamation for promoting cultural heritage in the community and state and has performed for former Texas governors Mark White and Ann Richards. At the national level, they have performed at the French Quarter Festival in New Orleans and in Washington D.C. at the White House for President Bush Sr. in 1990. The group has also performed for a number of senators and congressman as well as President Clinton and Vice President Al Gore on several occasions. The group was invited to perform at the annual Carnival of Nice in France both in 1987 and in 1994. “We continue to celebrate our 35th anniversary,” said Cristobal Rojas, folklorico director at La Joya High School and dance department chair. “We also continue to embrace and build our next generation of dancers through our rigorous dance program. Rojas said that the program is the longest and most prosperous public high school

folklórico dance program in the nation. Each region in Mexico, the Southwestern United States and Central American countries is known for a handful of locally characteristic dances. The costumes and the music attempt to reflect the living cultures of their regions. Grupo Folklorico Tabasco Schedule Nov. 4-5: Three Schools -1 Voice concert series will have performances at 2 p.m. and 7 p.m. on Saturday, Nov. 4 and 2 p.m. on Sunday, Nov. 5. The concert includes the mariachi and folklorico dance programs from all three high schools – La Joya, Juarez-Lincoln and Palmview. General Admission tickets are $8. One of the enchantments of the bi-cultural atmosphere that abounds in the Rio -Grande Valley is the beautiful sound of 2mariachi music. d Of course, just as is the case for all -genres of music, not all mariachi performeers are equal in talent. So, on occasion you amay encounter a group that sounds – well, not so good. But when you hear a highly ltalented, well-trained mariachi group perform, the sounds are amazing. l Fortunately for Winter Texans and local yresidents alike, many local high schools mhave adopted mariachi music programs 3and have cultivated the art for the enjoywment of all who come to their concerts. e Some of the best mariachi performers in the nation are here in the Rio Grande Valley. Whether it’s the nationally acclaimed University of Texas RGV Mariachi Aztlan or one of three mariachi groups at La Joya ISD, including La Joya High School, Juarez-Lincoln High School and Palmview High School, it would be difficult to find better, more exciting and enchanting mariachi groups anywhere. The excitement to be a part of a mariachi group is also on the rise. Mariachi Director Martin Cantu took over the La Joya High School Mariachi program three years ago, continuing a long tradition for

the school. The program has a junior varsity and varsity program with more than 30 members. “It’s a process to go through, trying to build a program,” Cantu said. “But the program is doing really well and we have been able to qualify for state the two years I’ve been here. The kids do a tremendous job and they really enjoy the program.” Cantu was first introduced to mariachi when he was at Memorial Middle School in La Joya. The program’s director, Mayra Garcia, was his first director. He attended high school for his first two years at La Joya but when that school divided into the three high schools the district currently oversees, he went to Palmview, where Garcia was the director. Later he performed with Mariachi Aztlan UTRGV and, upon graduating, was hired at La Joya. “The experience has been amazing – it’s fantastic here in La Joya and the school really supports the program,” Cantu said. “If we need something and show them the need, we get it.” Interestingly, Mayra Garcia is still the director at Palmview High School for the Mariachi Los Lobos. The La Joya Palmview High School Mariachi program was established in the year 2008 in an effort to preserve the traditions and the culture

of our community and Hispanic student population. The award-winning Mariachi “Los Lobos” has earned many accolades since its creation, including superior Division 1 and first-place awards in local and state competitions. In 2011 and 2015 the mariachi group was named the Best 6A High School Mariachi in the State of Texas. The group has received three resolutions at the Texas State Capitol in Austin

for their success in various events. In January of 2013, Mariachi “Los Lobos” was selected as representatives of Texas for Barack Obama’s Presidential Inauguration and in 2014, they were named Texas 6A Mariachi State Co-Champions. The group holds yearly concerts that bring in more than 3,000 people from all over North America and Europe, Garcia said.

Quinta Mazatlan: An urban tropical paradise

There’s something about Quinta Mazatlan that goes beyond the tangible. Bentsen Rio Grande Valley State Park and World Birding Center

The Rio Grande Valley is unique in many ways. Some of those special qualities include neighboring Mexico, a lowcost of living, Winter Texans here six months a year or more and, of course, people visiting from all over the country (and the world at times) to see rare species of birds and butterflies at one of nine separate World Birding Centers, including Bentsen-Rio Grande Valley State Park. Since it opened, Bensten has grown in its popularity for the wide variety of birds and insects it attracts. Travelers will come with bucket list (birding checklist) in hand to try and get a glimpse of tropical birds, butterflies and dragonflies that inhabit the

Rio Grande Valley. The 797-acre state park and World Birding Center has documented more than 350 species of birds and over 200 species of butterflies. Winter Texans have an avid love of the Valley’s state parks and birding centers, said Roy Rodriguez, director of Bentsen State Park. The feelings go both ways, he said. “We eagerly await the arrival of our Winter Texan friends,” Rodriguez said. “Most of our volunteers and hosts started out as winter visitors, hoping to see local wildlife while enjoying the mild weather. Many return year after year, excited about volunteering or introducing new friends to the park and some decide they like it so much, they move to the Valley permanently.” The park is located a few miles southwest of Mission, an area along the Rio Grande that was first settled by Spaniards in the 1740s. Land was portioned out and the area where the park is located was granted to Jose Antonio Zamora. A small settlement known as Las Nuevas was abandoned in the late 1930s when the Bentsen family purchased more than 3,000 acres. The Bentsens developed more than See BENTSEN pg. 11

From pg. 10 2,000 acres north of the area where the park is today but preserved the area that is now Bentsen-Rio Grande Valley State Park because of its beautiful ebony trees. In 1944 the Bentsens signed over the land for the park to the Texas Parks Board, selling it for $1 in 1944 with a stipulation – that the land be “solely for Public Park Purposes and...known and designated as Bentsen Rio Grande Valley State Park.” The park opened in 1962. The Visitor’s Center has a bilingual (English/ Spanish) exhibit hall, park store and meeting room surrounded by butterfly gardens. Visitors can take a transportation shuttle, ride bikes, hike through the park or experience tent camping and fishing. A two-story observation tower gives vis-

itors a bird’s-eye view of the canopy as well as a peek into Mexico. Two enclosed bird blinds allow visitors to see birds up close. Edinburg Scenic Wetlands

EDINBURG -— You could call the Edinburg Scenic Wetlands and World Birding Center a trendsetter. In March 2003 it was the first of nine World Birding Centers to open throughout the Rio Grande Valley. Like the other magnificent parks and nature sites in the Valley, the Edinburg Scenic Wetlands is a showcase for wildlife and native habitat, all within an urban setting. The center was built within a city park near the heart of the city of Edinburg. Built on former farm fields, the 40-acre attraction offers wildlife views but stresses its unique natural and educational experiences. Its mission statement says that the center “works to educate people about the environmental necessity, economic value, and natural beauty of local wetlands.” With plenty of water along the 40 acres, the Edinburg Scenic Wetlands and World Birding Center offers, different from the other sites, a unique experience. While the setting is friendly to birds and butterflies, there is a wide variety of unique water-loving creatures that make the place their home. Shallow ponds attract these water-loving creatures, sheltered by fringes of native growth. Around the interpretive center, butterflies vie for nectar from six acres of colorful flowering beds, grown according to nature’s original native design.

Waterfowl and shorebirds like the Green Kingfisher, Least Grebe and American Avocet are just some of the waterfowl and shorebirds that can be easily viewed from platforms overlooking peaceful lagoons. According to the center, at least 13 species of ducks flock to the wetlands during the winter months. Of course, the other interesting part of the center other than the animals is the colorful native plants and water resources that combine to recreate an endangered wetlands environment. As with all the World Birding Centers, there is an interpretive center that includes a gift shop with books, games, apparel and souvenirs, exhibits on the birds, butterflies, dragonflies and wetlands and an education classroom with several programs being offered. One of the most unique aspects of the park is its wetlands and gardens, which include a 3.5-acre native butterfly garden habitat, two large wetland ponds, a canal, a dragonfly pond and discovery pond. There are also 2.5 miles of walking trails that intersect the gardens and ponds. The Edinburg Scenic Wetlands World Birding Center is located at 714 S Raul Longoria Rd, Edinburg. Upper Valley golf courses invest in improvements In his 1972 book, “Golf – My Slice of Life,” comedian and author Ted Ray wrote “Golf is a fascinating game. It has taken me nearly forty years to discover I can’t play it.” Probably millions of people can relate to that statement – if not, they’ve probably made a living playing the sport that for many, according to former Boston Globe sports journalist Bob Ryan, is “a passion, an obsession, a romance and a nice acquaintanceship with trees, sand and water.” Those comments describe the modern version of the sport, which originated in the 15th century to a tee. It is a sport that one can play when they’re 7, or when they’re 70. The Rio Grande Valley golf courses will be seeing many more of the latter as the Winter Texan season gets into full swing. Carlos Espinosa , director of golf for Palm View Golf Course, said he has already seen Winter Texans on the course. This year, they’re in for a treat at the city of McAllen’s public course. Since they were last here, the course resurfaced their

greens with the newest grass that’s on the market, a Champion G12 Bermuda grass. Palm View is just the third golf course in the United States to use the grass. The See IMPROVEMENTS pg. 22

previous greens were surfaced with a grass manufactured in the 1960s. “It is a fast green, but also a flexible green,” said Espinosa, who has been with the course for 18 years. “It takes about a year to get that grass established but the growing season has exceeded everyone’s expectations this year – we just need to manage those expectations, but our Winter Texan friends will like the greens; they perform really well.” Tierra del Sol Golf Club in Pharr invested close to a million dollars in renovations to their golf course three years ago and is still benefiting from those changes as word-of-mouth travels and golfers who haven’t played the course in years are returning to see what all the talk is about. Espinosa is hoping the same goes for Palm View. “The city management here has been absolutely splendid when it comes to making sure this golf course is a premiere destination for our Winter Texans and those who live in the Valley,” he said. “We couldn’t do all the things we have done without that leadership and without them realizing how special our Winter Texans are. We’re always glad to have them here.”

In recent years, Palm View has remodeled its clubhouse, added new air conditioning units to the meeting and dining room in the clubhouse, and has worked heavily on its irrigation system. A few of the golf courses in the Upper Valley have made upgrades, including Shary Municipal Golf Course in Mission. Visitors will notice a slew of new golf carts on the course, as the city purchased 60 E-Z Go carts. Likewise, Monte Cristo Golf Course in Edinburg bought 16 new carts. West of Mission at Howling Trails Golf Course, formerly Martin Valley Ranch Golf Course, was purchased by La Joya ISD in March 2014, and remains open to the public. Visitors to the course and the surrounding Winter Texan parks will see continued construction. Raul Gutierrez, director of the golf course, said the proposed $9 million natatorium will be opened later this year, as well as the new planetarium. The school district is also planning to add tennis courts. The planetarium and natatorium will have hours open to the public.

Shary Municipal Golf Course is popular Winter Texan attraction MISSION — Shary Municipal Golf Course is one of the original courses in the Rio Grande Valley. Established in 1929, Shary Municipal Golf Course is a 27-hole golf course with a full service lighted driving range that is open everyday, except Easter, Thanksgiving and Christmas Day. Daily play can be by tee time reservation or on a walk-in basis. Most golfers walk the course, but the course offers a fleet of 78 electric carts, including 60 brand new carts purchased this year. Private carts are also welcomed for a nominal fee. Daily green fees are competitively priced, as are annual green fees of $900, or $800 for senior citizens (age 60 and over). Shary also offers a three-month membership for $500. Winter specials include 18 holes with 1/2 cart for $25 after 1 p.m., or 9 holes with 1/2 cart for $15 after 2 p.m. The clubhouse also has a full service snack bar/dining area for the patrons and guests. The Golf Shop offers a complete selection of golf equipment and golf attire for men and women. Shary Golf Course has made a number of improvements to the course over the past few years, including a new sprinkler and irrigation system to keep the course greener, as well as hiring one of the Valley’s best greens keepers. This year the course invested in buying 60 brand new golf carts for use by the patrons.

Shary Director of Golf Mario Flores expects a larger crowd on all 27 holes this year. Not only does he already have a group of Winter Texans golfing in a couples group every Monday afternoon, but he’s hearing from the nearby RV & MH parks that there’s an increase in Winter Texan reservations in the Valley. “It seems like they are here a little earlier and in more force,” said Flores, in his fourth year as golf course director. “That’s good because we have 60 new golf carts and that means we can make more tee times and use all 27 holes a lot more.” The signature hole on the way back nine (as opposed to just the back nine, referring to 10-18) is No. 22, a par-4 hole with a lake guarding the front and bordering an elevated green. The re-investment into the golf course is something that has slowly been happening across the Rio Grande Valley. Palm View renovated its greens, Tierra del Sol completely overhauled its course and several courses have added new carts, either because their other carts were just too old or because they were in need of more. “We like to show our appreciation for our Winter Texans, they are just a great group,” Flores said. “We have a Winter Texan Appreciation Tournament and they definitely show up for it. There was a time when the course was downtrodden; the brown hard pan of Mother Earth was more visible than the grass from the road. Since the La Joya School District purchased the course and land, however, the green is returning thanks to some much-needed TLC. While the course is owned by the school district and all three high schools hold their home tournaments there, it is also open to the public and golf director Raul Gutierrez said it is business as usual. In fact, it’s business busier than usual. Some golf courses across the Valley already have some Winter Texans coming by during their regular schedule. With that 8 many parks around Howling Trails (forf merly known as Martin Valley Ranch), Gutierrez said it looks like there may be more rounds played during this season than the past couple. “It seems like we are getting ready earlier and that’s a good thing,” Gutierrez said. “Obviously the Winter Texans mean a lot to this golf course and we like to make sure we take care of them. There are a lot of long-term relationships that have been built at the clubhouse and on the golf course over the years.” The course is not extremely long – about 5,600 yards from the championship tees. It shortens to a little less than 5,100 yards from the men’s tees and 4,500 from the women’s tees. So as far as length, it isn’t the most challenging. That doesn’t mean it

doesn’t have some holes where you have to make a “golfer’s shot” as opposed to just reaching back and trying to hit everything straight and as hard as one can. A neat and unusual trademark of the course is the above ground water cannons that are spread throughout the course. These actually are played like a tree – if you hit one of them, good luck finding your ball. At least the course is wide open without a lot of hazards, making a bad shot not a round killer. “This is a great course for all levels of play, that’s why we have our high school tournaments out here,” Gutierrez said. “We’ve seen more young people play on the course and we are expecting more of our Winter Texans friends coming out this year, so it should be a very good year of golf.” When the school district purchased the course, it also purchased some land for new amenities. Gutierrez said at least two of those – the planetarium and the natatorium should be open sometime during the Winter Texan season for the public to enjoy. “I don’t think the water park will be open,” he said. “But it’s winter time anyway.” For more information, to make a tee time, or to see what groups and or specials there are, call (956) 585-6330. already up from the season before. Wrigley’s RV Park at Monte Cristo sits adjacent to the golf course and every year golfers from that RV Park and the surrounding area put together one of the most unique tournaments in the Valley in December – the annual Can-Am Tournament that pits Canadians vs. Americans in a bragging rights event that brings about 30-35 carts to each event. Golfers will decorate their carts with United States or Canada flags and various other celebratory materials like balloons, ribbons, loud horns and whatever else they can come up with to represent their country in this friendly competition. There is also the weekly John Autry Senior Scramble, a four-person tournament that takes place every Wednesday during Winter Texan season. Prizes are awarded after the event and a free meal is included in the $20 entry fee per person. When there are no tournaments, Winter Texans also get a discounted rate of $32 instead of $40. Being a little removed from the middle of the busy cities throughout the Rio Grande Valley, Monte Cristo offers those who live there a country club atmosphere without the country club expenses. It

has two swimming pools, tennis courts, a driving range, a putting practice green and a clubhouse/restaurant. While it is a country club, it is also open to public play. The course’s signature hole is a par-3 island hole that plays just 128 yards from the white tees. The landing area isn’t exceptionally large but it is big enough from that distance to land safely without that “perfect” tee shot. The biggest concern – like at all the courses in South Texas – is how much wind you will be facing. The course is covered with seven lakes that come into play on a little more than half of the holes but aren’t incredibly dangerous. Because it sits away from the hustle and bustle, Monte Cristo is also a course where wildlife such as deer, rabbits, rare birds and butterflies can be seen running around and also enjoying the course and its vegetation, water and trees. “There’s a lot of scenery and greenery here,” Cubriel said. “There’s wildlife, trees, wonderful landscaping – it’s just a beautiful course.”

Tierra del Sol Golf Course

PHARR — Three years later and the word is still spreading – Tierra del Sol is not the same golf course you may remember, especially if you haven’t visited it in the past three years. The course, run by the City of Pharr, spent $1 million in renovations three years ago, transforming the course from a rough, brown-heavy, 18-hole facility to one of the greenest and nicest in the Rio Grande Valley. Among the many improvements were a new sprinkler system, tee to green cart

paths, new grass, the leveling of tee boxes and a retaining box on No. 6, where golfers must carry water from a peninsula-styled tee box. The project was completed by Signet Golf Associates, out of Pinehurst, N.C. Pinehurst has been home to multiple U.S. Opens and that area is surrounded by hundreds of golf courses. wind to make it the primary hazard. The next biggest hazard is water, which golfers will face on most holes. Golfers can catch a double whammy on the course’s signature hole, No. 5, a 400yard plus par-4 with water along the right and out of bounds on the left. Catching the wind on this hole could turn it into a bogey or worse score in no time at all. Playing from the the back black tees the course will carry 6,700 yards or more, but players can choose one of two other sets to heavily cut down the distance – while still keeping it challenging. Still, the course is a good one for all levels and ages. Many holes are wide open, giving golfers a plenty of room for error and several opportunities to lower

their score. Earlier in the year, the golf course manager said that they were already seeing an increase in the number or rounds played as they started focusing on their February Winter Texan Appreciation Golf Tournament, the first one it had put together. “If you show our Winter Texans that you are putting money into the course and making the amenities better for them, they have no quarrels about paying extra,” said Oscar Trevino, then the golf course manager. “I don’t like to say that the Winter Texans are the golf courses’ lifeblood but it sure is close for the courses in the Valley. But they are loyal golfers and we love having them around.”

The City of Mission welcomes our Winter Texans back to our community. The City staff is ready to assist in making your stay as enjoyable as possible. Below is a brief description of the City Departments as well phone numbers. POLICE – CRIME PREVENTION - 1200 E. 8th St. The Mission Police Department employs over 181 employees and has a 24 hour operating patrol bureau. Mission Police Officers are committed to serving the public to safeguard every citizen’s life and property and to maintaining the community as a safe and friendly place to live, work and play. The Mission Crime Stoppers program has also been an effective tool in crime prevention and consists of having a 24 hour a day telephone line which is available to the public who want to report suspicious/ criminal activity at any hour of the day. MUNICIPAL COURT - 1200 E. 8th St. The Municipal Court is the local branch of the judicial system, which enforces criminal laws, traffic laws and municipal ordinances within the court’s jurisdiction. The court’s office hours are Monday through Friday 8 am. to 5 pm. Payments are taken 8am to 4:30pm. The court remains open throughout the lunch hour to better serve the community. FIRE-FIRE PREVENTION – 415 W. Tom Landry The Mission Fire Department consists of 66 career firefighters and a Fire Chief as well as volunteer firefighters. The Fire Department responds to calls that include vehicle accidents, medical emergencies, heart attacks, strokes, building fires, structural fires, vehicular fires and brush fires. The Mission Fire Department is divided into three (3) divisions: administration, fire prevention and operations. The Fire Prevention Division educates the public about safety and fire prevention tips. WATER SERVICES – City Hall Water tapping and connections may be arranged with the Water Department. New accounts require a deposit and service fee. SOLID WASTE & BRUSH PICK-UP – 105 Abelino Farias St. The City of Mission Sanitation Department furnishes reliable and efficient residential solid waste and brush collection services. The Department’s goal is to provide excellent customer service and a safe and economical waste collection, processing and disposal service, Commercial and roll-off services are provided by BFI waste services, the City’s contractor. Office hours are Monday through Friday, 8:00 a.m. to 5:00 p.m. PARKS AND RECREATION – 721 N. Bryan The Parks and Recreation Department consists of four divisions: Parks, Recreation, Aquatics and Facility Maintenance. The Parks and Recreation Department has the responsibility of developing and maintaining 25 City Parks, 2 pools and 35 facilities in the most cost effective manner possible. In addition, Parks and Recreation Department is responsible for city-wide graffiti removal, right-of-way mowing and pruning of trees, new construction/improvement projects, special events, recreational activity, etc. PLANNING DEPARTMENT – City Hall The Planning Department guides the orderly development of the city using several primary ordinances. It is divided into the following divisions: Inspections Division, Planning Division, Code Enforcement Division. This Department can provide information on the City’s requirements for building permits, new subdivisions, zoning classifications, set-backs, new construction, additions or remodeling. The Code Enforcement Division ensures the compliance of all ordinances including weedy lots, junked vehicles as well as health code compliance. ANIMAL CONTROL – 2801 N. Holland This City Division promotes and protects public safety and animal care through sheltering, pet placement programs, education and animal law enforcement. LIBRARY SERVICES – 801 E. 12th St. The Speer Memorial Library has over 250 computers and laptops available for public use 7 days a week and provides free WiFi access. In addition to books, magazines, newspapers, music CDs, DVDs and study rooms, the Library also provides free E-book services. We have programming year round for adults and children including Book Club Discussions, Arts & Crafts, Story Time, and more. Temporary and seasonal exhibits bring additional variety to the Museum’s programming.
