SOUTH NORFOLK Historical Highlights Located a few miles south of the larger city of Norfolk along the Southern Branch of the Elizabeth River, South Norfolk became an incorporated town in Norfolk County in 1919. Within three years, it became an independent city. In the early 1920s, streetcars ran from Ocean View in Norfolk, to South Norfolk. There was a ferry that docked at the end of Indian River Road and crossed the southern branch of the Elizabeth River to Portsmouth. The much larger independent city of Norfolk expanded rapidly into the adjacent communities after World War II. Although Virginia cities cannot annex each other, Norfolk's expansion threatened South Norfolk's viability as a separate community. The final straw came when Norfolk tried to annex the remaining portion of Norfolk County that bordered South Norfolk. This would have resulted in South Norfolk being completely surrounded by Norfolk. In 1963, after a referendum in South Norfolk and Norfolk County and with approval from the Virginia General Assembly, South Norfolk and Norfolk County merged to form the independent city of Chesapeake in 1963. The new name was also selected through a voter referendum. Portlock Galleries: Recent renovations to the historic Portlock School have created a new contemporary art gallery, visitors center, and unique meeting destination in the South Norfolk area of Chesapeake. In addition, there is an educational facility offering classes, lectures, and demonstrations throughout the year. The South Norfolk Memorial Library: The library serves as an anchor for the revitalization project of South Norfolk. The building is a mixed use facility with retail and residential space. The trendy bookseller look created in the Library fits perfectly with the upscale feel of the Gateway Building. The Library has some other firsts: a drive-thru window for picking up and returning materials, a café space that will be operated in partnership with the Community Services Board, and Early Literacy computers for young children provided by the Chesapeake Public Library Foundation. It has designated areas for all age groups, a history room, meeting rooms, an outside book drop off, a coffee cafe and more. Communication Process In order to facilitate a fluid working relationship between the developer and brokerage, it is suggested that a weekly meeting held every Monday morning. Attendants would include the developer, superintendent for the site, and lead agent(s). The main purpose would be to maintain communications between all parties during the process: delivery lead times, prospective buyer leads/follow ups, contracts in the pipeline—lender activity, updates on marketing efforts/results, settlement process – scheduled closings, and any changes in production schedule.

The Purchasing Process Communication: A full explanation of timeline from contract to delivery. A full explanation of all interior features, both standard and upgrades along with prices and availability

Contract: Sales staff will meet with Buyers to write contract and set up appointment for selections.

Earnest Money: At time of contract, $500 Earnest Money Deposit is collected and held in escrow with Prudential Towne Realty

Personalize with Style o Design Center appointment is scheduled, next available. o Buyers are guided through the selections process either by the decorator or sales agent. o Once selections are made, all upgrades ordered will paid for in advance by the buyers at time of selections appointment. o These monies are held by the builder in order to facilitate the purchasing and installation of upgrades. o It will be further explained to the buyers that monies used for upgrades are nonrefundable. o Once selections have been noted, any selections effecting price (upgrades), an addendum will be will be drafted and forwarded to lender and settlement for processing.

Reservations: A reservation form is designed to hold a property for a pre-agreed period of time giving the prospective buyers a grace period to commit prior to writing a contract. We suggest 72 hours. In order to reserve a unit, a reservation form will be filled out and a deposit of $500 certified check will be held at the design center until the period expires. Then if buyers decide to purchase this same deposit will be held in Escrow with Prudential Towne Realty and applied at settlement. If the buyers decide against purchasing a unit, then the certified check is returned to them.

“Are We There Yet”

The Closing Process Once a contract has been ratified, copies are disseminated to the lender and settlement firm. Lender will then begin working closely with the buyers through the application process. Settlement will note the closing date and will expect to be notified should the date change. During the construction of the condominium, buyers are coordinating all necessary documentation with the lead sales agent(s) and their agent, if applicable. Depending on the status of construction, buyers will be given a preliminary walk-through in order to verify any special order electrical, plumbing etc. Then the buyers do a final walk-through at completion prior to settlement. During this final step, buyers are presented a “punch list” in order to determine if any repairs or maintenance is desired. These items are usually cosmetic in nature and addressed by a superintendent in charge of the construction project. Once reviewed by all parties, buyers go to settlement and corrections, if needed, are completed by settlement. Also at the final walkthrough, the warranty process will be review again as to the coverage and to manage expectations. In addition, we are proposing a “Welcome Home” gift basket be presented to all buyers at settlement. Basket contains a welcome mat, change of address cards, some information and/or samples from the local merchants; which further ties them to their SoNo community. The change of address cards can be made in-house and produced simply through our Prudential Marketing Department.
