Flood impact on firewood By Racheal Willett Authorities are encouraging residents to plan their trip for firewood collection carefully as flooding and wet conditions continue to affect some areas around Yarrawonga.
Parks Victoria and the Department of Sustainability and Environment said wet conditions in Victoria’s River Red Gum parks and forests would affect the spring firewood collection season which started on September 1. River Red Gum District Chief Ranger Craig Stubbings said that recurrent flooding of the Murray, Goulburn and Ovens Rivers has limited safe access to forests in the surrounding areas. “Firewood collection will not be feasible in most River Red Gum parks and forests as many areas of forest are still underwater,” said Mr Stubbings. “In order to protect public safety and
the environment, access to domestic firewood collection areas near Cohuna, Echuca, Barmah, Shepparton, Cobram and Yarrawonga will not open until the water subsides.” Parks Victoria is hoping to open firewood collection areas in River Red Gum parks as conditions dry out later in the season but this is strongly dependent on weather conditions and safe access to the forest. DSE advises there will be no firewood collection areas on Gunbower Island this spring due to flooding. “We understand the impact this will have on local communities and urge those people that rely on firewood as a source of fuel to plan ahead to meet their needs,” said Mr Stubbings. “Check with the local office or visit the DSE website before you head out as you may need to travel further afield to collect firewood this sea-
son. Please also bear in mind that firewood collected from some parks and forests may be green but this will burn well if cut and stored correctly for 12 months.” The spring domestic firewood collection season runs from 1 September 2012 to 30 November 2012. Firewood may only be collected for personal use from designated firewood collection areas marked by official signs during the season. Signs will display the rules and collection limits. “Firewood supplies on public land are limited so we ask people to adhere to regulations to help manage the longterm sustainability of the resource,” said Mr Stubbings. “Under new legislation, heavy penalties apply for firewood offences, and DSE and Parks Victoria officers will be increasing patrols of forests, parks and reserves to ensure people are doing the right thing.”

Acting Shadow Minister for Regional and Rural Development, John Lenders has accused the Victorian Government of using the Regional Growth Fund to invest in areas that were once considered metropolitan centres by including 11 new local government areas eligible for funding under the Regional Growth Fund Act 2011. Those areas are Cardinia Shire, Casey City, Hume City, Knox City, Manningham City, Melton Shire, Mornington Peninsula Shire, Nillumbik Shire, Whittle-
sea City, Wyndham City, and Yarra Ranges Shire council areas. It means more than 1.5 million extra people will share in the fund. “National Party Leader and Deputy Premier Peter Ryan promised Victorians that the fund would be used to invest in regional Victoria, particularly in the areas of infrastructure, industry and job creation,” Mr Lenders said. “On coming to office the government cut $500 million from the fund and has been using the remainder to fill Mr Baillieu’s budget black holes and funding programs in Melbourne. “The government took $5 million from the fund so the Department of Education could run a Local Solutions Year 12
Retention Fund program after it slashed millions of dollars from the education budget and $48 million from VCAL. “It is clear that the government is siphoning off regional Victoria’s money to fund projects in Melbourne proving the regional growth fund is a sham,” Mr Lenders said. Member for Murray Valley Tim McCurdy said under the RGF Act 2011 the Minister for Regional and Rural Development can make regulations relating to the geographic areas that Regional Growth Fund funds can be allocated. “As such, the Minister has enabled areas outside those defined as “regional and rural” to access the RGF on a limited, case-by-case basis,” Mr McCurdy said.
“This has been done for significant projects of regional and rural significance, which have clear, flow-on benefits to regional Victoria such as the Energy for the Regions programs as well as cases where specific locations have been identified as high bushfire risk with the Fire Ready Communities Program. “The case for providing funding from regional and rural programs to interface council areas is determined by a number of factors and takes in to consideration the impact on regional funding programs and the level of broader support for allowing interface councils to access regional programs.”
