Storages at their best since 2002 Dartmouth Reservoir storage level is at its highest since late 2002 according to Murray Darling Basin Authority. Dartmouth Reservoir storage rose by 20 GL during the week to reach 2,713 GL or 70% capacity. Release was reduced early in the week from
700 ML/day, for electricity generation, back to the normal minimum of 200 ML/day. Back in late 2002 Dartmouth was being drawn upon to supply downstream demands to fulfil its primary role as a drought ‘reserve’. Following another major draw down during
the extreme dry period of 2006-07, the storage reached its second lowest volume since it was constructed (12%). It has subsequently remained at relatively low levels until last year, when a return of higher and more consistent rainfall has improved inflows and enabled the storage to
steadily recover, ready to be called upon during future dry years. At Hume Reservoir, the storage rose by 23 GL during the week to 2,939 GL (98% capacity). The release was progressively reduced during the week in response to the dry conditions and is currently 6,500 ML/day.
However, with outlooks showing rainfall in coming weeks the release is expected to rise slightly over the coming days to maintain or increase airspace. Operations in coming weeks will be affected by rainfall and demand forecasts, which remain under close and constant review.
Lake Mulwala level is currently 124.82 m AHD and with rain forecast is expected to be lowered to about 124.7 m AHD over the coming week. Inflows have receded during the week and the release through Yarrawonga Weir has been reduced from 50,000 to 20,900 ML/day. The re-
lease is now expected to be reduced more slowly and decrease towards 15,000 ML/day over the coming days. MDBA active storage decreased by 7 GL during the week and is now 7,387 GL (86% capacity).

Firewood collection permits abolished Firewood collection on public land will be easier and more affordable under changes made by the Victorian Government to abolish permits for the collection of firewood on public land.
“These changes (effective September 1) will make firewood collection much easier, particularly for Victorians living in regional Victoria,” according to Victorian Minister for Environment Ryan Smith. “The new approach will reduce the burden of red tape put in place under the previous Labor government and make it easier for house-
holds to access an annual supply of firewood.” Mr Ryan said the government recognised firewood was an important source of heating for many Victorians during winter and the new policy approach would make sure it continued to be available. “Residents can continue to collect firewood for domestic use during autumn and spring, between March 1 and June 30 and 1 September and November 30,” Mr Smith said. “This approach will make the rules consistent wherever you are in Victoria and reduce safety and environmental risks.”
Mr Smith said the government had considered more collection times outside of spring and autumn. “After carefully weighing the options and taking into account public feedback, we have decided to maintain existing collection times,” he said. “The threat of bushfires over summer and the risk of damaging forest access tracks during wet weather during winter were key factors in the decision to maintain current collection times.” Designated firewood collection areas and seasons with no permit requirements will come into effect
on 1 September 2011 – the start of the spring collection season. Firewood collected without a permit cannot be sold. Conservation groups have described the state government decision to scrap permits to collect firewood on public land as environmentally irresponsible and anti-competitive. The Victorian National Parks Association and The Wilderness Society have expressed grave concern that the growing farm forestry sector, where farmers grow trees for firewood on private land, will be put at risk by the decision.
“Abolishing permits flies in the face of long-standing advice from experts and advisory bodies that removal of fallen timber is detrimental to threatened native species,” said Nick Roberts from the VNPA. “Animals like the tree goanna and ground-dwelling birds like the Bush Curlew, need fallen logs and debris for shelter and nesting, and uncontrolled firewood collection will damage their habitat. This is bad for the environment, bad for private enterprise and anticompetitive.”
