Dam water causes council concern By Racheal Willett The balancing act between a full Murray River, bringing with it recreational and environmental benefits, and the impact of flooding on landowners within Corowa shire, continues to be a concern for council in the lead up to the
release of the Murray the September 20 council meeting. Darling Basin Plan. With the plan set to be released in November, the impact of environmental releases from Hume Dam, fluctuating river levels and low-level flooding at Corowa and downstream, were areas of concern discussed at

Corowa Shire Council are concerned about “pulse” environmental releases from the Hume Dam as part of the soon to be released Murray Darling Basin Plan. time and money in the Corowa lagoon redevelopment and now it’s going to be out of play for two or three months during the tourist season.” Mr Leslie said the impact of environmental releases on floodplain landowners and irrigators was an area of concern for the Murray Catchment Management Authority. “How those releases will be managed is still being determined as part of the basin plan,”
Mr Leslie said. “But to deliver a pulse with sufficient amplitude to have the required impact downstream it’s likely to be somewhere in the order of 40,000 megalitres per day. Even that might not be sufficient to meet downstream environmental targets.” “We are providing support to the Murray River Action Group so their members can assess the likely impact of environmental releases up to 40,000 megalitres
per day,” Mr Leslie said. “It is important that their interests are considered including impact on animal health, weeds, damage and clean up and product losses.” After the meeting Mr Leslie said the balance between environmental benefit and landowner impact was difficult to manage. “It is a balancing act because areas along the river, such as the Corowa lagoon, are recognised for their aesthetic beauty
and value because they are on river floodplains,” he said. “These areas are supposed to flood but since the Hume Dam was constructed in the 1930s they haven’t been allowed to flood as much as they naturally would. Changes to the management of the system will mean a return to a more natural operation of the river but managing that requires negotiating a balance that benefits everyone.”

Council heard from Murray Catchment Management Authority General Manager David Leslie who said the Federal Government’s $12 billion investment in the Water for the Future Program could include securing entitlements for up to 1200 gigalitres of water in Hume Dam for environmental releases. Mr Leslie said environmental releases would likely be in the form of a “pulse”, possibly of up to 40,000 megalitres per day, designed to send a large flow of water from the Hume Dam through the river system to result in overbank flooding. downstream. He said it was anticipated environmental releases would take place between September and December, with releases slowed significantly from January to May. Cr Gary Poidevin raised concerns about the fluctuating river level and the damage likely to be caused by flooding. “So basically we’re going to have pretty much no water in the river for three months and then too much water for the other three months,” said Cr Gary Poidevin. “If these releases are being done for environmental benefit what about the environmental damage they are likely to cause? Also, we’ve invested

paid by first home buyers. It applies to homes that cost or are built for $600,000 or less. The stamp duty rebate, which must be applied for after settlement, complements the existing first home owner grants. Under this scheme, buyers are eligible for
a grant of $7000 when purchasing a home up to the value of $750,000. If the home is newly built and its price does not exceed $600,000, there is an additional bonus of $13,000. Buyers in a regional area, in addition to the previous two figures,
will get another bonus of $6500 if the price or construction does not exceed $600,000. State government figures show that more than 28,000 people claimed the first home owner’s grant for an established or new home in the last financial year alone.
