Intersection improvement project gets underway Surveying the intersection and surrounding area is one step in the process of developing a new configuration for the N.C. 150 and N.C. 68 intersection

by PATTI STOKES OAK RIDGE – It’s hard not to notice the surveyors in neon-colored vests and hats who are working these days in and around the intersection of N.C. 150 and N.C. 68. While NCDOT contractor Blythe Construction is working on adding shoulders and re-surfacing a five-mile segment of N.C. 150 that runs between N.C. 68 in

SUMMERFIELD – With a little more than a week to pass before the arrival of July 4, Linda Southard, chair of the Summerfield Historic Committee, and committee member Betsy Ingram step back to assess their work. They’ve just put the finishing touches on a patriotic display located in Summerfield Town Hall’s museum area, and want to spread the word to community members to stop by and view photographs and stories the committee has compiled on local veterans. Besides preserving and restoring Summerfield’s historical properties, the committee is dedicated to honor-

ing the community’s veterans. Since 2008 committee members have been involved with hosting annual Veteran Appreciation events, and for almost 10 years they have been in the process of interviewing local men and women who served in the armed forces so their stories will be preserved for present as well as future generations. Southard points to an article about Ralph Walker which was published last fall in the News & Record. A farm boy, Walker graduated from Summerfield High School in 1943 and was drafted into the Army a year later. In March 1945, on a day he’ll never forget, the 45th Infantry Division that he was a member of liberated thousands of prisoners in a concentration camp at Dachau.

Water will be topic of specialcalled meeting on July 14 SUMMERFIELD – Summerfield Town Council will hold a special-called meeting on Thursday, July 14, at 6 p.m. The two meeting agenda items are: 1) to present the findings of a water and fire protection study, and 2) to consider the Rockingham County Memorandum of Understanding. Regarding the first agenda item, on Jan. 12, council approved a contract with The Wooten Company in the amount of $8,500 to review options for providing a supply of water for fire protection inside the town limits, and to submit a report. Critics of the study have said it is not the Town’s responsibility to provide water to the fire department, and the Town funding a fire protection study is outof-line. Proponents of the study say the Town has a responsibility to provide for the safety of its citizens, and with the fire department’s concerns about a growing population, which brings more houses

and more traffic, combined with a 50 percent reduction in water access points over the last 20 years, it is obligated to partner with the department in developing a plan for future water needs. The second agenda item relates back to the April 12 town council meeting, when Summerfield Mayor Mark Brown presented a Memorandum of Understanding in which Reidsville, Madison, Mayodan, Stokesdale, Oak Ridge and Summerfield were asked to agree to work collaboratively with Rockingham County to support a regional water initiative for the purposes of water supply planning and future economic development. No action was taken on the MOU at the time.

What’s going on at the property at the corner of N.C. 68 and Linville Road in Oak Ridge? For a while, there were trucks going in and out of an entrance off N.C. 68 and it looked like there was some sort of construction going on. Has the property been sold? The property you’re referring to, located at 8001-8015 Linville Road, was once home to the late Buster and Edna Linville. It’s now owned by their son, David. The approximately 30-acre piece of property is being marketed by Foundry Commercial, a real estate firm in Raleigh, for $3.25 million.

The work that’s been going on at that location is not related to a sale, however, but rather to the natural gas pipeline that runs through the property. A 9,400-square-foot building at this site on N.C. 68 in Oak Ridge, just south of McDonald’s, will be home to an urgent medical care facility, with additional office space available for lease.

bama, Georgia, South Carolina, North Carolina, Virginia, Maryland and Pennsylvania to the New Jersey and New York City area. What is being built next to the McDonald’s on N.C. 68 in Oak Ridge? We’ve answered this question before, but now that construction is underway, people are focusing on it more and in recent weeks we’ve been asked several times what’s going on at the site – so we’ll answer it again … The commercial property at 8001 Marketplace Drive, just south of McDonald’s, is owned by a development company, Oak Ridge Marketplace 3.

Philip Cooke, an owner of the company, says a 9,400-square-foot building is being constructed on the site and will be home to an urgent care medical facility, with additional office space available for lease. Cooke says the building should be ready for occupancy by mid-September. By the way, for those of you who have also asked, the activity at this site is not to be confused with activity taking place at a neighboring site south on N.C. 68 – at that site a Bojangles’ will be constructed; the site plan for the restaurant was approved by the Oak Ridge Planning and Zoning Board last month, but a timeline for construction and the restaurant opening has not been announced.

...continued from p. 1 applied for and received a beautification grant from NCDOT for the Town’s main intersection. However, the Town put the brakes on developing a beautification plan after learning NCDOT was moving forward with plans to reconfigure the intersection. “Then there were discussions about right-of-ways with Duke Energy; the state was going to have to pay for relocating the (power) poles, but didn’t have the money,” Oakley said. So the project got put on hold. It came back to the forefront a few years ago, when the Town learned Greensboro Metropolitan Planning Organization was reviewing projects for future funding. “We asked them to look at this again,” Oakley said. “They evaluated it, and after rankings, they told us we were one of the

top projects on the priority list.”

Fast forward to May 31, when property owners in close proximity to the N.C. 150 and N.C. 68 intersection were notified by letter that engineers, surveyors, geologists and others representing NCDOT would be working on or near their property for the next several months collecting data necessary for the design of the intersection

Derek Bradner, a regional engineer with NCDOT, confirmed surveyors are in the process of creating a map of the intersection and surrounding area which will include underground utility locations, pavement elevations and property boundaries. Their work should be completed within the next month, after which the data

they have compiled will be forwarded to a design engineer to develop a new intersection configuration. “One of the things they (NCDOT) discussed was dropping the slip lanes (which allow vehicles to turn at an intersection without entering it) and making a T intersection,” said Oakley. “The original plan had a crosswalk on N.C. 68, from the academy to the shopping center. Then they said they planned to assign a designer to look at all possibilities; they mentioned the possibility of a roundabout.” Oakley said the Town’s goals completely align with NCDOT’s, which is for the intersection to be as safe and efficient in moving traffic as possible. The Town would also like it to be attractive, and to that end has discussed hiring its own design engineer to develop a beautification plan for the intersection after NCDOT has completed its functional design.

Snow Angel is one of 10 Gypsy Vanners recently given away by Lexlin Gypsy Ranch in Rockwood, Tennessee, just outside of Knoxville. Owner Eric Barton, an ex-Marine who likes helping veterans and centers that provide equine therapy, says the ranch has given away about 48 horses in the past five years through its two gift programs. “We’ve been very blessed, and this is something we like to do to give back to the community,” Barton said. “We’ve actually received more of a blessing in giving these horses away than we have selling them.” These are not your average horses, nor are they being “put out to pasture” because they’re too old to do anything else. They are registered and bred from

Citizen participation, input welcome In recent editions of the Northwest Observer there were gripes about Oak Ridge taxes. And at a recent Town Council meeting I mentioned how it was difficult to respond or act on those gripes without details. It’s easy to say “cut taxes.” But how much do we need to cut taxes? For some it’s 100 percent, some are OK where it is, others might want 10 percent. What services do we cut if the new tax rate doesn’t cover current expenditures? As families, these are the same types of questions we ask when we decide to reduce spending. Saying to my family “we need to save money” isn’t enough for them to know how much to save or what behavior to change. Is $10 a week enough? Do we need to stop dining out? Or just go to less expensive restaurants? After paying off the park debt this year, our town was cautious in considering a tax rate change. As mentioned at our meeting, we are now debt-free, which gives us flexibility going forward. I believe all members of Council sent a strong message that we

will look closely at reducing taxes during next year’s budget cycle. We need you to help by participating in that process so we know what services you want both now and in the future. And for ideas on how to better manage your taxes. The budget planning cycle starts the end of each year and is open to all. Also, each Town Council meeting has a period for public input and every council member’s contact information is available on the Town’s website. I welcome your input on how we can better manage the Town’s budget. One last point. When looking at your tax bill, please note that it includes county tax, fire district tax and Oak Ridge tax. Only the Oak Ridge portion is under town control. The total tax on a home valued at $367,400 is approximately $3,420; the Oak Ridge portion is approximately $317. On June 24 their computers went down and the cashier couldn’t total the orders manually because there wasn’t a key to open the register. Next she and Ingram point to an article about lifetime Summerfield resident Dewey Trogdon, who served in the Korean War and later worked his way from the ground up to become CEO of Cone Mills. Dr. Bill Shields, born in Summerfield in 1919, served our country in World War II, and later, in the Korean War as chief of one of three surgical services at U.S. Naval Hospital in Bethesda, Maryland, and as commanding medical officer in U.S. Naval Hospital in Saipan, Pacific; Shields also received a commendation for outstanding service while performing undercover work for the CIA. After his military service, he was a surgeon in both private and clinical practice until his retirement in 1987. And then there is the story of William “Doc” Long, a World War II veteran. Had it not been for the pocket Bible given to him by an aunt before he left for war, he would have likely died on the battlefield. Though small, the Bible was tough enough to stop the piece of shrapnel that would have otherwise struck him in the heart. While the Bible saved his life, it couldn’t protect him from the 18 hours he lay helpless from wounds that would leave him with permanent nerve damage to one arm. Everett Barham, James Long (Doc’s

brother), and brothers John, Roy and Leonard Lee are among several other veterans whose stories and photographs are on display. One table in the Town Hall’s museum room honors soldiers killed in action as well as those who returned home safely but have since died, including longtime VFW Post 7999 members Bob White, an Army veteran who served during the Korean War, and John Lee, an Army veteran who served in World War II. Another table gives a nod to the Veterans Memorial, located at Summerfield Community Park, and to members of VFW Post 7999 who worked diligently to plan, fund and bring it to reality. “It’s so important that we honor our veterans,” Southard said. “And if we don’t save this (information), there will be no record of it.”
