This is largely due to the challenges it faces, outside of the normal ‘vehicle choice’ conundrum. This challenge must be overcome. As the UK government continues to drive home the ‘Net Zero’ message and looks at bringing forward the date of the ICE vehicle ban from 2040 to 2035, the UK fleet sector is trying to keep pace and make the necessary changes to ensure this happens. And the UK Emergency Services are under increasing pressure to do the same. For this reason, emergency GREENFLEET is here to help. This morning’s programme is designed to not only give you the very latest from UK government, but also highlight the products, services and solutions that are out there too.

SPEAKER profiles PHIL KILLINGLEY Deputy Head, OZEV

Phil is Deputy Head of the UK Government’s Office for Zero Emission Vehicles (OZEV), which is responsible for a multi-billion pound programme to drive uptake of zero emission vehicles in the UK. He has worked for OZEV since 2016, leading teams on overall strategy, vehicle incentives, public communication, local delivery and innovation. He has over 15 years of experience in transport and environmental policy including roles in air quality; road traffic operations; rail and aviation strategy and regulation; and local transport strategy and funding.

JO OSBORNE Regional Commercial Director (Fleet and Aviation), BlueLight Commercial

Jo was the Director of Procurement for the forces of Yorkshire and Humber. She played a lead role in the establishment and implementation of the Regional Procurement Team there, transitioning and transforming four disparate transactional teams into one harmonised category management function. The Team was successful in attaining the CIPS Procurement Excellence Standard Award and scored as ‘Better’ against the Government Commercial Framework. She is also the Commercial Lead for the National Police Air Service (NPAS); established in 2012 to provide all police forces in England and Wales with air support. Jo supported the organisation to set up all elements of its commercial framework on a national basis, developing a clear procurement strategy. And she leads the national fleet category, working in partnership with colleagues from the National Association of Police Fleet Managers (NAPFM). The associated £280m third-party spend incorporates all vehicles owned, leased, or hired by Police Fleet - including those services and goods needed to repair, maintain, modify, and keep vehicles safe, roadworthy and available for use.

TONY CHALK Head of Fleet, Police Scotland

Tony Chalk has been in Police Fleet Management for over 20 years, joining from Northgate Vehicle Rental where he was a Regional Manager. In 2013, as Head of Fleet he successfully merged the 10 legacy Police fleets in Scotland to create one national fleet department with over 3500 vehicles. This resulted in the standardisation of the fleet and a national fleet management ICT and telematics system installed in 3000 vehicles. In 2019 he refreshed the fleet strategy with the commitment that Police Scotland would have a fully Ultra Low Emission fleet by 2030, which has been supported by the Scottish Police Authority and Scottish Government. Until 2020, Tony was also Chair of the National Association of Police Fleet Managers (NAPFM). He is a Fellow of the Institute of Car Fleet Management (ICFM) and has an Executive Master’s degree in Business Administration (MBA). Married with two grown up children, his hobbies include walking his three dogs.

SPEAKER profiles ELLIE CROFT Energy and Sustainability Officer Property & Facilities, Hampshire & Isle of Wight Fire & Rescue Service

In November 2020, Ellie joined Hampshire and the Isle of Wight Fire and Rescue Service as their Energy and Sustainability Officer. Her role includes reporting the Service’s Carbon Footprint and driving Carbon Reduction Projects across both improvements to the building estate and through the installation of electric vehicle charging points. After completing her degree, Ellie spent three years working for Hampshire County Council, primarily in their Energy Team, before leaving to spend several years as a front-line response and patrol Police Officer.

SALLY STOLWORTHY Senior Policy Advisor, OZEV

KIM HARRISON Senior Category Lead, Fleet, Crown Commercial Service

Sally currently works in the Office for Zero Emission Vehicles (OZEV). OZEV is a crossgovernment team (DfT and BEIS) working to move the UK vehicle fleet away from the internal combustion engine to Zero Emission Vehicles. Sally leads on the Government Fleet Commitment which is one of the Greening Government Commitments. This involves supporting Central Government to move its 40,000 cars and vans to 100% zero emission by 2027 to meet the commitment.

Kim has worked in public sector commercial roles for more than 12 years, including in further education, health and government. Kim has specialised in Fleet for the past 8 years, with CCS and as part of the wider Government Commercial Organisation. She has experience of managing agreements and relationships with vehicle manufacturers, funders and fleet managers, converters and telematics providers. In her current role, Kim sets the CCS Fleet strategies across various categories, ensuring their evolution drives commercial value and best practice across public sector fleets. She is a Member of the Chartered Institute of Procurement and Supply (CIPS) and a Fellow of the Institute for Car Fleet Management (ICFM).

SPEAKER profiles JAMES MACKINTOSH Public Sector Manager (Toyota & Lexus) - Toyota GB PLC

James joined Toyota in November 2018, to oversee the north of the UK, handling their public sector fleet and business customers. With extensive experience in the fleet industry under his belt, through his time with Nissan GB and JCT600, his knowledge has become integral in communicating Toyota’s Self Charging Hybrid Technology to SME’S and Public sector organisations across the north and Scotland, and he has helped and supported these organisations to make the switch into new, cleaner technology.

MATHEW KIZIUK Northern Regional Manager for Fleet Sales and Dealer Development, Maxus

Mathew was appointed Northern Regional Manager for Fleet Sales and Dealer Development for Harris MAXUS UK, part of The Harris Group. With 17 years’ experience in the auto trade including 7 years’ working with electric vehicles, Mathew has been heavily involved in the EV revolution, including within his former role as Regional Development Manager at Renault UK as well as his involvement with The EV Café. In his new role at Harris MAXUS UK, Mathew will be responsible for looking after fleet customers from Birmingham up as far as Scotland, as well as Northern Ireland and the Isle of Man. His role will also involve developing and assisting the Harris MAXUS dealer network in these areas. Mathew has vast experience in dealing with large volume fleet customers and currently holds the record for the UK’s largest EV deal, where he supplied an impressive 1,100 vehicles to electric car subscription service ONTO. Mathew added, “I am humbled to be offered the opportunity to join MAXUS at the start of its journey in the UK, I feel we have a market leading proposition in the world of electric LCV’s and some gamechanging products in the pipeline over the next couple of years. I look forward to introducing the fleets of the North to the MAXUS brand.”

MIKE HARAN Fleet Account Manager, Maxus UK

Mike has worked in the automotive business for the last 27 years, 26 of them in Ford Dealers. He worked briefly in aftersales followed by a long career in car and predominantly commercial vehicle sales. For the ten years prior to making the move over to LDV/Maxus Mike ran large fleet departments for the likes of Bristol Street Motors and Evans Halshaw. Wanting to stay at the cutting edge and recognising that electric powered vehicles was the way forward Mike joined LDV/Maxus in late 2019. Mike is responsible for key fleets for Maxus.

SPEAKER profiles CRAIG COOKE Executive Director of Strategic & Digital Integration / Deputy Chief Ambulance Officer, West Midlands Ambulance Service University NHS Foundation Trust

Craig joined the former Warwickshire Ambulance Service as a Cadet in 1990 before going on to qualify as a paramedic; a qualification he has held to this day and continues to use operationally treating patients. He has undertaken various roles in front-line operations and also in the control room before working his way to the rank of the Director of Operations prior to the merger of the former ambulance service with West Midlands Ambulance Service in 2006. Since then, Craig has been instrumental in the realisation of the innovative Make Ready ambulance programme for the Region, implementation, reconfiguration and merging of 999 and 111 control rooms, the digital integration of new telephony and infrastructure within the service as well as holding responsibility for the Trust’s fleet modernisation plan and commitment to drive down the Trust’s carbon footprint not only with more streamlined and lighter vehicles but also with the addition of new electrified front-line ambulances and support vehicles.

Mel’s early career in senior management with Her Majesty’s Courts & Tribunal Service paved the way for a new career in the roads sector. Starting as an Operations Manager with National Highways (previously known as Highways England), she helped establish the West Midlands traffic operation before taking on national operations senior management roles, and then stepping up to act as Interim Executive Director for customer operations, leading National Highways 365 day 24/7 national traffic operation. As well as leading customer operations, Mel also sponsored the continued professional development of the customer experience group, who delivered the company’s published Customer Service Strategy. As the company set out its plans for reorganisation Mel led traffic operations through transition into a new operating model, with a focus on delivering for customers. In 2016 she took up her current role as Operations Customer Service Director, responsible for ensuring that operations delivers in a way that enhances customer journey experience and minimises the impact on the communities National Highways serves.

As one of the founders of Traffilog UK, Ben has been working with fleet managers and fleet owners in order to improve driver and vehicle performance. This experience ranges from working with vehicle manufacturers and leasing companies implementing predictive and preventative maintenance solutions to working with large fleets to improve safety and efficiency using driver and vehicle performance data. Due to Traffilog being the leading provider to U.K. government fleets, Ben has gained significant experience in working with a broad range of Police, Fire and NHS organisations as well as many local and central government agencies. These many varied projects are all similar in that they deliver significant cost savings whilst offering other benefits such as improved safety and compliance.

Dr Chris Jardine is the Technical Director of Joju Charging. Chris is responsible for ensuring technical quality at Joju, to ensure the products we install are of the highest standards. He is also a Senior Lecturer at Oxford University’s Environmental Change Institute and is an expert in energy systems and measures for climate change mitigation. Chris is also founder member of Joju Solar and has been involved with solar PV since 2001 when he ran Oxford University’s research into solar energy and microgeneration. He is recognised as one of the UK’s foremost experts in the performance of solar PV and is the author of prize-winning papers on the subject, as well as leading publications such as “PV in the UK” and “Power from the People”. Chris says: “Within Joju Solar I am responsible for ensuring the products we use are of the highest available quality, that we are always at the forefront of our industry, and that all staff are trained to deliver excellent quality installations.”

As Partnership Manager at the IMI, Graham is an experienced business development professional, joining the business with 12 years’ experience working in further education with a particular focus and passion for apprenticeships which led to roles as Head of Apprenticeships & Employer Engagement in high performing FE colleges. Prior to this, Graham enjoyed a 12-year career in the automotive sector, starting as an apprentice himself and culminating as an aftersales manager in a franchised dealership. It was in this role where Graham discovered his passion for apprenticeships and people development. Graham remained close to the automotive sector during his FE career and with the opportunity to join the IMI he saw an ideal match of values and mission. In his current role at the IMI, Graham is a vocal advocate of EV technology, responsible for the account management of some of the key partnerships that help IMI facilitate its mission of promoting professionalism and career growth across all automotive subsectors in which it operates.

Kate specialises in Electric Vehicles, Recharging Infrastructure and Energy Retailing and was the first recipient of the GREENFLEET EV Champion Award in 2014. She has been a strong advocate of the electrification of transport since 2010, heading up the EV Team at EDF Energy, and subsequently as Projects Director at Route Monkey. Kate is an Associate for Delta-ee, providing insight and consultancy support for their Electric Vehicles & Electricity Service. Kate has been involved in a range of ground-breaking projects including the design and technical specification of the recharging infrastructure for the London 2012 Olympic Electric Vehicle Fleet. She has worked closely with OEMs, Infrastructure providers and Energy Companies across Europe.
