SPEAKERS Natasha Robinson, Joint Head, OLEV With job share partner Vicky Edmonds, Natasha heads the Government’s Office of Low Emission Vehicles (OLEV) - a cross-Whitehall team which is responsible for placing the UK at the forefront of development and deployment of zero emission vehicles. OLEV is also responsible for developing and delivering a package of measures to create an early flourishing market for zero emission vehicles, charting a longer-term path to mass market and ensuring that the UK makes the most of the economic opportunity this offers. Before OLEV Natasha had various roles within the Department for Transport. This included three years in finance with overall responsibility for planning the Department’s medium-and-long term budgets and three years as Principal Private Secretary for State for Transport.
John Gorton, Head of Transport, Kent & Essex Police Responsible for all fleet and transport-related matters for both Kent & Essex Police, John is a chartered fleet professional and qualified engineer with a track record of improving the safety, efficiency and effectiveness of front line emergency service operations. With many years’ experience leading fleet operations for the London Fire Brigade, Metropolitan Police and now Kent & Essex Police, John has become an expert in both light and commercial emergency vehicle operations. He has also won awards as a fleet industry specialist and provided professional consultancy support as part of an international EU mission to the Albania State Police and to other EU forces. Currently, as Vice-Chair of the National Association of Police Fleet Managers, he is engaged in the development of the National Police Vehicle Framework agreement for all UK police forces. From June 2020 he formally takes on the role as the Chair, leading the NAPFM into an exciting and challenging period of change for this unique sector of the industry.
Jo Osborne, Regional Commercial Director (Fleet and Aviation) Jo was the Director of Procurement for the forces of Yorkshire and Humber. She played a lead role in the establishment and implementation of the Regional Procurement Team there, transitioning and transforming four disparate transactional teams into one harmonised category management function. The Team was successful in attaining the CIPS Procurement Excellence Standard Award and scored as ‘Better’ against the Government Commercial Framework. She is also the Commercial Lead for the National Police Air Service (NPAS); established in 2012 to provide all police forces in England and Wales with air support. Jo supported the organisation to set up all elements of its commercial framework on a national basis, developing a clear procurement strategy. And she leads the national fleet category, working in partnership with colleagues from the National Association of Police Fleet Managers (NAPFM). The associated £280m third-party spend incorporates all vehicles owned, leased, or hired by Police Fleet - including those services and goods needed to repair, maintain, modify, and keep vehicles safe, roadworthy and available for use.
Tammy Carter, Head of Fleet, Crown Commercial Service Charged with leading the fleet team within CCS, Tammy has worked in the public sector for more than five years. Prior to this she has over 20 years fleet experience in the private sector where she was responsible for the procurement and management of a fleet of circa 1,500 vehicles. Tammy’s portfolio also includes experience across the total fleet solutions including strategy and policy setting, risk management, procurement, contract management and key stakeholder engagement. Featuring at number 17 in the list of the most 100 influential people in Green Fleet, Tammy leads not only the CCS fleet team in the creation, execution and evolution of the fleet strategies, but also drives through commercial value and best practice across public sector fleets. Tammy is a Member of the Institute for Car Fleet Management (ICFM) and leads CCS’s membership of the Association of Car Fleet Operators (ACFO).

SPEAKERS Joanne Kenny, Commercial Manager, Crown Commercial Service Jo Kenny has worked in the public sector for over 30 years with over 20 years’ experience in procurement and supplier management. She joined CCS in October 2017 after spending 30 years in the Department for Work and Pensions, where she delivered high profile projects and managed suppliers delivering key Governmental programmes. Jo has experience in developing and launching new commercial arrangements, managing suppliers to deliver performance improvements and increasing the levels of customer service they provide.
Alexis Percival, Yorkshire Environmental and Sustainability Manager, Yorkshire Ambulance Service NHS Trust Alexis Percival is the Environmental and Sustainability Manager for Yorkshire Ambulance Service NHS Trust. She started as the first Sustainability Manager for an ambulance service in the country in 2009. Her role is a challenging one – trying to encourage staff to drive in a more efficient green manner as well as get to the job to save lives. She has been working to slash the carbon footprint of the ambulance service through innovative technologies in the estates and fleet as well as working with her procurement department to decrease emissions through buying choices. She is in charge of the carbon management and reduction programme implementing awareness schemes, rolling out a carbon champion scheme and installing innovative low carbon technologies across the estate. She has worked on developing low to zero emission ambulances with innovative low carbon fleet technologies. She is in charge of rolling out the EV charging infrastructure for the ambulance service fleet. She set up the setting up the GrEAN (Green Environmental Ambulance Network) in 2010. She has over 20 years of experience in the environmental field as an environmental consultant working on large national and international projects in the UK as well as Brazil, Germany, Mozambique and Australia. She took a career break and spent 3 years driving around the world in an ex-military ambulance.
Mike Haran, Fleet Account Manager, Maxus UK Mike has worked in the automotive business for the last 27 years, 26 of them in Ford Dealers. He worked briefly in aftersales followed by a long career in car and predominantly commercial vehicle sales. For the ten years prior to making the move over to LDV/Maxus Mike ran large fleet departments for the likes of Bristol Street Motors and Evans Halshaw. Wanting to stay at the cutting edge and recognizing that electric powered vehicles was the way forward Mike joined LDV/Maxus in late 2019. Mike is responsible for key fleets for Maxus.
Jon Hunt, Manager, Alternative Fuels, Toyota (GB) plc Jon Hunt has worked in the automotive industry for 30 years, and is currently the Manager for Alternative Fuels at Toyota where he has worked for over 26 years in a variety of sales and marketing roles in the UK and Europe for both the Toyota and Lexus Brands. Since 2014 Jon has been responsible for the commercialisation of the Toyota hydrogen fuel cell electric vehicle (FCEV) programme in the UK and helped to shape the nascent infrastructure provision. He sold and delivered the first Mirai Fuel Cell Electric Vehicle outside Japan in September 2015 and in the UK he has delivered more than 150 of them. Regularly involved in presenting, discussing policy, and the wider adoption of low emission technology Jon is the Chair of the Society of Motor Manufacturers Hydrogen Fuel Cell Task Force and in 2017, 2018 and 2019 Jon was recognised in the top 20 of the GreenFleet Top 100 most influential list.

SPEAKERS Jeanette Griggs, Special Vehicles Manager, Volvo Jeanette Griggs is Special Vehicles Manager for Volvo Car UK and has a wealth of automotive experience. Following 11 years in various customer and retailer management roles for another vehicle manufacturer, she joined Volvo in 2012 as Corporate Sales Manager, and moved to Special Vehicles in 2019 whilst still retaining the responsibility for the management of wider public sector programmes. Jeanette heads the Special Vehicles department for Volvo Cars, liaising with blue light and government customers, running their one stop shop programme, and working with the factory to develop new and innovative solutions for specialist vehicle roles.
Chris Chandler, Principle Consultant, Lex Autolease Chris has been a high profile Fleet Management Consultant for over 23 years working with organisations such as The Energy Saving Trust, Go Ultra Low, OLEV and the BVRLA. At Lex Autolease, Chris set up the plug-in vehicle proposition which has resulted in the Lex Autolease alternatively fuelled fleet size increasing to over 32,500 vehicles, and the introduction of a Hydrogen Fuel Cell vehicle. He works closely with customers developing their environmental strategies and has helped some fleets reach over 40% zero emission vehicle penetration. In 2017 these efforts were recognised by GreenFleet awarding Lex Autolease with Green Leasing Company of the Year. Chris is very proud to have been in the prestigious GreenFleet 100 for the last four years.
Dr. Russell Fowler, Senior Project Manager, National Grid Russell is the Senior Project Manager looking at National Grid’s role in transport decarbonisation – from rapid charging of EVs to synthetic fuels for aviation. Prior to this he led the analysis for RIIO-2, National Grid ESO’s first price control after legal separation, helping the ESO to operate the system, carbon free by 2025. Before that, Russell lead the production of the Future Energy Scenarios (FES) document, the detailed electricity demand analysis that stood behind it and in 2012 was part of the Electricity Market Reform (EMR) project, producing analysis and reports for the first low carbon capacity and security of supply auctions. Throughout his career, Russell has held various analysis and finance roles at both RWE npower and EON and has a PhD in mathematics from the University of Birmingham.
Nicole Fletcher, Head of Sustainable Development, London Fire Brigade Leading on the delivery of sustainability and Responsible Procurement policy, strategy and implementation across the London Fire Brigade, Nicole has been working with her fleet colleagues to introduce low emission vehicles over a number of years, establishing an Ultra Low Emission Fleet programme and delivery of charging infrastructure that now covers more than 95% of the estate.
Dr. Chris Jardine, Technical Director Joju Solar Dr Christian Jardine is a founder member of Joju Solar and has been involved with solar PV since 2001 when he ran Oxford University’s research into solar energy and microgeneration. He is recognised as one of the UK’s foremost experts in the performance of solar PV and is the author of prize-winning papers on the subject, as well as leading publications such as “PV in the UK” and “Power from the People”. Chris says: “Within Joju Solar I am responsible for ensuring the products we use are of the highest available quality, that we are always at the forefront of our industry, and that all staff are trained to deliver excellent quality installations.”

He created and has led our EV Infrastructure business for 6 years, building and leading teams to deliver our portfolio of innovative EV solutions for a wide range of UK and International clients.
Steve Imm, Head of Transport, Gloucestershire Constabulary Steve Imm is the Head of Transport Services at Gloucestershire Constabulary. He started his career in the public sector in 2010 joining as a Custody Detention Officer before climbing the ranks to become Contract Manager in 2015. In 2018 his career took a turn when he was recruited to the role of Head of Transport. He brings with him an innovative approach to fleet management and has been able to bring a fresh and new perspective as to how Gloucestershire manages its fleet of operational vehicles.
Dr. Stuart Somerville, Strategy Director, Babcock International Stuart Somerville is the Strategy Director at Babcock International Group with responsibility for a range of strategies and programmes. Stuart describes himself as pracademic with extensive academic work applied throughout his career to challenging real world settings. He has a PhD in behavioural science for his weight of work focused on high performance teams and organisations; he separately completed an MSc focused on team coaching. Stuart is currently supervising research on focused high performance in highly adaptive collaborative environments, human interfaces with technology and performance mind sets. He has led the work on fleet electrification and alternative fuels helping develop detailed strategies and behavioural modelling to support future work. Stuart is the owner of non-for-profit business that is focussed on the third sector seeking to create success in groups. During the COVID pandemic, this has provided high performance group coaching and podcasts to the NHS. Out with Stuart’s academic work, his experiences in the development of behavioural and culture change is extensive and varied; from writing influence plans in Afghanistan through to developing behavioural change agendas in FT100 businesses.
Jack Carey, Programme Manager, Babcock International Jack Carey has spent 6 years with Babcock International Group, covering various commercial and project management roles, across a number of industries. Jack’s current role is the Asset Replacement Manager for the 21 year Fleet Management Contract with London Fire Brigade (LFB). His team is responsible for replacing the fleet of Circa 450 vehicles and 40,000 items of operational equipment. The current strategic focus for Jack’s team is to support LFB with the transition to a zero emission fleet.
Simon Lee, Head of Training, Euro Car Parts Simon joined ECP in August 2017 after 8 years with Sky Tv. Simon is Head of Training and along with his team of trainers and partners, he has built a programme of courses at a network of locations all over the UK to help upskill technicians. These include bespoke courses for the emergency services. Simon’s previous role with Euro Car Parts was Head of Garage.

BREAKOUT EXPERTS Sophie Adams, Head of Consumer Experience, OLEV Sophie has recently joined OLEV as the Head of Consumer Experience. In her new role she is driving a positive consumer experience for anyone using the public charging network, focusing on opening-up industry data and ensuring the network is reliable and easy to use. Prior to this she was the service owner for the data exchange in Ofgem and has worked in the energy and water sectors. She is passionate about tackling the climate change emergency and understanding how we can better protect consumers across all sectors.
Sukky Choongh, Environmental Manager – Air Quality and Ultra Low Emission Vehicles, Society of Motor Manufacturers & Traders Sukky Choongh graduated from Kings College London in 2010 with an MSc in Environmental Health. She joined SMMT in July 2017 as Environmental Manager for Air Quality and Ultra Low Emission Vehicles. Working with government bodies and cities across the UK, Sukky supports their ambitions for the increased uptake of ultra-low emissions vehicles and air quality improvement strategies.
James Mackintosh, Public Sector Manager (Toyota & Lexus) - Toyota GB PLC James joined Toyota in November 2018, to oversee the north of the UK, handling their public sector fleet and business customers. With extensive experience in the fleet industry under his belt, through his time with Nissan GB and JCT600, his knowledge has become integral in communicating Toyota’s Self Charging Hybrid Technology to SME’S and Public sector organisations across the north and Scotland, and he has helped and supported these organisations to make the switch into new, cleaner technology.
Mel Holmes, Customer Relationship Manager, Lex Autolease Melanie has worked as a Public Sector Relationship Manager for over 25 years. Managing Central Government, Fire and Police, and all other Public Sector customers and she has worked in the Finance industry for over 40 years, so has a wealth of experience. Melanie offers expert advice and consultation on customer fleet requirements, as well as facilitating additional expert advice from support services. This includes a variety of finance products (Contract Hire, Salary Sacrifice, Sale and Leaseback C/H,) and additional value creation products (Accident Management, ULR, Credit Hire, Fleet Management, Daily Rental, Duty of Care, to protect clients against Corporate Social Responsibility and Consultancy).
Kate Armitage, Host & GREENFLEET Ambassador Kate specialises in Electric Vehicles, Recharging Infrastructure and Energy Retailing and was the first recipient of the GREENFLEET EV Champion Award in 2014. She has been a strong advocate of the electrification of transport since 2010, heading up the EV Team at EDF Energy, and subsequently as Projects Director at Route Monkey. Kate is an Associate for Delta-ee, providing insight and consultancy support for their Electric Vehicles & Electricity Service. Kate has been involved in a range of groundbreaking projects including the design and technical specification of the recharging infrastructure.

The Emergency Fleet Exhibition & NAPFM Conference The Emergency Fleet Exhibition focuses on transport and related fleet products for the Ambulance, Police and Fire & Rescue sectors. The 2021 exhibition will showcase a comprehensive range of vehicles, equipment and services for the benefit of this specialised area of the public sector, it attracts a focused high-level audience from the other emergency services, local authorities and some Government departments. Over 100 key suppliers will be showing vehicles, equipment and technology used by the Ambulance, Police and Fire & Rescue sectors, and rescue organisations. These exhibitors will include major vehicle manufacturers of emergency
vehicles who will be displaying current and future vehicle technologies, making it the essential event for everyone involved with emergency fleet. The main conference will feature emergency services vehicle specific topics. In addition there will be theatres within the main exhibition area featuring seminars specific to the emergency fleet industry.
