Message from Simon Coveney Minister for Foreign Affairs & Trade and deputy leader of Fine Gael risks, employing new people and embarking on their business journeys. It is so important for local economies and towns to have a lifeblood of SMEs operating within it. I am glad to see the SME sector well represented in this publication.

I’M delighted to see an initiative such as this promoting business and tourism in a vibrant town like Kinsale. The theme of innovation and entrepreneurship, and the collaboration from various stakeholders in the community coming together to promote Kinsale is very encouraging and shows the great spirit of innovation in the area. Of course Kinsale has been an enterprising place for over 300 years with an entrepreneurial ethos, and it is now also the start and finish point on the world famous Wild Atlantic Way.

I would like to congratulate the Blue Haven team on winning the Boutique Hotel of the Year award. This is a great accolade and endorsement for a hotel in the area. I look forward to sharing this guide with my colleagues and perhaps it is a template for other towns in due course.

My constituency office is in nearby Carrigaline – another good trading town – and I have always enjoyed coming to Kinsale with my family thanks to the warmth of the welcome, the personable ‘Céad Míle Fáilte’ and the wonderful hospitality that is evident throughout the town.

The town is on an upward trajectory, thanks in no small way to the Wild Atlantic Way which provides huge opportunity for the likes of Kinsale, with its active harbour and marine sector. A lot of people are employed with major local employers including Eli Lilly, the Old Head golf course, the Blue Haven Collection and other major stakeholders in the town.

I look forward to sharing this guide with my colleagues and perhaps it is a template for other towns in due course.

While it is great to have such large employers, it is also very important to have an active SME sector – the lifeblood of every town in Ireland – from your local butcher, hairdresser and corner shop. Ireland’s economic outlook is positive prudent also, which has helped re-build confidence in the economy. What has been most important, however, for the recovery, is the extent to which Irish businesses from the smallest to the largest have been very pro-active in lifting the economy out of a very difficult situation. The power of entrepreneurial activity and endeavour should never be taken for granted.

HAVING come through an incredibly difficult period since 2008, the Irish economy has come back very strongly over the past couple of years and most economic indicators are now in or around where they were prior to the economic crash. Ireland has been lucky in the sense that external factors have been helpful in recent years.

The medium-term prospects for the Irish economy look reasonably good at this juncture. The challenges are very clear, and include housing, the provision of public services, managing the balance between public expenditure and taxation, and of course Brexit. These challenges must be faced up to and overcome.

Ireland needs more balanced regional economic development, not least because Dublin is becoming congested and the costs of living and of doing business are high and rising. Housing is also a big issue.

In 2016, 41% of overseas visitors to Ireland originated from Great Britain, and they accounted for 23% of total overseas visitor revenues.The immediate challenge for Irish tourism emanates from sterling weakness, but the longer-term issue concerns any threat to the common travel area between the UK and Ireland.

The advantages that Cork offers are obvious. It has strong air, rail and road connectivity; it has a strong multi-national presence; it has a good infrastructure; and the costs of living and of doing business are positive. For a town such as Kinsale, the attractions it offers for anybody considering moving to or setting up a business in the south west are very obvious. It is within a short commuting distance of Cork; it is a very vibrant town; and the quality of life is amongst the best that the country has to offer. The challenge for Cork and indeed for Kinsale is to ensure that a strong marketing effort is undertaken to highlight all they have to offer. It will not happen of its own volition – a strong and co-ordinated effort will be required.

In the first six months of 2017, visitor numbers from the UK were 6.4% lower than the first half of 2016. Visitors from the UK accounted for 38.3% of total overseas visitors to Ireland in the first half of 2017. The good news is that other source markets are growing strongly. For a regional economy such as Cork, the challenges from Brexit are very clear. However, there are also opportunities. Some UK companies will inevitably relocate some of their activities to Ireland to service the EU market 13

... your move to Kinsale If an individual is contemplating moving to Ireland they must consider the taxation implications. Ireland is an attractive place to move to due to the remittance basis of taxation for non-domiciles and the potential for tax savings with careful planning. In Ireland, an individual’s residency and domicile determine their liability to income tax. Therefore, it is important to set out these concepts. Residence An individual is resident in Ireland if, in the tax year from 1 January to 31 December an individual is physically present in Ireland for 183 days or more or spends a combined total of 280 days or more in Ireland in both the current and preceding tax years.

Ordinary Residence An individual is ordinarily resident in Ireland for a tax year if they have been an Irish resident for each of the three preceding tax years. Once they become ordinarily resident in Ireland, they do not cease to be ordinarily resident for a tax year unless they have been a non-resident of Ireland for each of the preceding three tax years.

Domicile This is a complex term and is based on the notion of an individual’s permanent home to which that person intends ultimately to return. An individual can never be without a domicile. Individuals who are Irish resident and domiciled will be liable to income tax on their worldwide income and gains. Individuals who are resident but non-domiciled are liable to income tax on Irish employment income, Irish source income and income remitted to Ireland. Therefore, there are advantages in retaining a foreign domicile as the remittance basis of taxation applies and income and gains earned before an individual moves to Ireland can be brought in to Ireland entirely tax free.

Remittance basis of taxation The remittance basis of taxation allows an individual who is resident but not domiciled in Ireland to be taxed on their non-Irish employment income relating to non-Irish duties, and their foreign investment income and foreign gains, only to the extent that these types of income are remitted to Ireland. 14


BUSINESS For income tax purposes, only remittances of income are liable to income tax. Funds built up prior to the move to Ireland are treated as capital for remittances and are not liable to income tax. Remittances made out of a mixed fund (consisting of both income and capital) are deemed to be made first out of income until the income is exhausted, and only as to the balance out of capital. It is possible to avoid this problem by keeping foreign sourced income earned after becoming Irish-resident and foreign-sourced capital funds in separate bank accounts. Remittances could then be made out of capital – such remittances are free of Irish income tax.

Capital Gains Tax - Implications of residence, ordinary residence and domicile A non-Irish-domiciled individual who is resident or ordinarily resident is liable to capital gains tax on gains arising on the disposal of chargeable assets situated in Ireland at the time of the disposal and remittances into Ireland of proceeds of gains from the disposal of assets situated outside of Ireland. Where an individual is non-resident and non-ordinarily resident, they are only liable to capital gains tax on gains arising on the disposal of specified Irish assets which include land and buildings situated in Ireland. Irish situated assets are always liable to income tax regardless of an individual’s status.

Year of arrival For individuals moving to Ireland for employment purposes, split year relief may be available in the year of arrival. This provides that any foreign employment income earned outside Ireland up until the date of arrival will not be liable to tax even if remitted into Ireland.

Assignment to Ireland – SARP Relief Individuals earning more that €75,000 per year who are assigned to Ireland between 2012 and 2020 by their employer may be eligible for the Special Assignee Relief Programme (SARP). The relief will allow a relevant amount of compensation, otherwise liable to tax in Ireland, to be excluded from tax.

Foreign Earnings Deduction A deduction will be available for employees working temporarily overseas in qualifying countries. The deduction is subject to a maximum claim of €35,000 and applies for the years 2012 to 2020. In order to receive this deduction, the employee must spend at least 30 days working in a qualifying country in a tax year or in a continuous 12-month period. The “qualifying days” must form part of a period of at least three consecutive days spent working in the qualifying country. The deduction is claimed at the end of the tax year when making an annual return of income for that year. However it cannot be claimed where another relief is claimed by the employee.

Kinsale is, of course, superbly placed to benefit from Ireland’s and Cork’s uplift in tourism. Kinsale is a popular coastal resort town located just 25km south of Cork City. It is the gateway to scenic West Cork and the start/finish point of the Wild Atlantic Way. The town is also renowned for its watersports and its restaurants and hosts an annual gourmet festival. Kinsale was one of the first towns to recover from the well-documented property downturn. Significant new active residential developments by Gannon Homes at Kinsale Manor comprising 125 units, and Cumnor Construction at Convent Gardens, comprising approximately 90 units, are testament to this.

CORK County has a population of approximately 543,000 people and is a key driver of regional economic activity in Ireland. I believe in business we’ve always got to be thinking of the next idea. For example, we’ve launched a ‘Gift Wish list’ service for Birthdays, Anniversaries, Valentines and Christmas. All the client has to do is call in, fill out a wish list of what they would like, we’ll then contact their loved one(s) and all they need to do is decide what they would like to purchase. I‘m now the only independent lingerie boutique in County Cork and through word of mouth women are visiting Kinari because of the attention to detail, both in fitting and advice that I offer, along with understanding my clients’ present and future needs. I found setting up a business in Kinsale has been very well supported by the local community which I’m grateful for. Kinsale has a very positive outlook as a town and businesses are more than willing to help each other grow and succeed. The Cool Route Project The Royal Yacht Club, Crosshaven, has said that the project is firmly focused on bringing new marine borne business to local harbours and that it doesn’t matter if the visiting boat originated its voyage 10 miles or 100 miles from its destination.

COOL Route is an initiative focused on bringing new marine business to the coast of Cork has recently completed major research to promote its success. The Cool Route project was set up in 2015, and investigates all aspects of the logistics and business potential of promoting greater levels of cruising on NW European waters on all of the coasts stretching from Cork in the south of Ireland, to Western and Northern Ireland, on to Western Scotland, and then to the Faroe Islands and up to Tromsø in Western Norway.

The strategy involves action by the main harbour beneficiaries. This may involve enhancing facilities, increasing marketing, organising weekend events, perhaps a barbecue or music and entertainment. Twenty visiting boats can bring between 60 to 100 visitors, and the presence of boats in your harbour will bring as many day visitors. This combined effect can have significant economic benefits for local business and tourism. A good example was seen in Bantry recently when the new marina was officially opened in August. It is already contributing added value to this attractive West Cork location, with a noticeable increase in sailors evident in local shops, restaurants and pubs.

The Royal Cork Yacht Club has led the way in gathering information to both establish and promote the route by undertaking a ‘Cruising Preferences Study,’ with over 500 responses received, mainly from Ireland and the UK which highlighted the needs, preferences and priorities of cruising sailors.

The Cool Route Information and Booking System is a GIS-based platform designed to connect ports and local businesses. The plan is to build economic leverage between these enterprises and the asset represented by the local marinas. Project research has shown that the south coast of Ireland is attracting approximately 2% of its potential sailing business. This market is ripe for growth, potentially delivering significant revenues to local business. Project marketing strategy has identified the need for sailing destinations, such as Kinsale, to become more proactive in marketing themselves to the sailing market.

A key finding was that the preferred daily journey was 25 nautical miles and partner Glasgow Caledonian University found that with the exception of the west coast of Ireland, there are no distance gaps of over 25nm, other than the sea crossings from Northern Ireland to Scotland and Scotland to the Faroe Islands and Norway. Cruising folk also like to have a dry step ashore, be that on to a marina or a pontoon. A Route Traffic Study was also undertaken which found there are in excess of 150,000 vessels capable of voyaging different parts of the route. Gavin Deane, general manager at

I know this because I’ve lived here all my life and worked closely within the community as Social Protection Manager for 45 years.

Young scientists For a town of its size, Kinsale has an incredible track record in terms of its young people excelling in the world of science and technology KINSALE Community School’s (KCS) heritage of participation in extramural youth science goes back 15 years, almost to the formation of the school. Starting with the first principal Sr Mary O’Donovan, who dedicated resources to the programme and continuing to the current day under the leadership of Shaun Holly, the school has focused on using participation in

My Kinsale Conor Harte Kinsale Olympian reveals how town moulded Irish hockey stars two local lads achieve their sporting dreams by allowing the use of their facilities. There’s something for everyone in Kinsale, and it was in Acton’s Hotel where David and I learned how to swim!

WE’VE been lucky enough to travel the world – and we’re well qualified to say that no place compares to our hometown, Kinsale. Between my twin brother David and myself, we’ve amassed over 400 international hockey caps for the Irish senior men’s team, we represented Ireland at the 2016 Olympic Games where David was team captain,

The town now boasts Kinsale Hockey Club, too. Formed in 2012, thanks to Kieran Harte, Kim Kerins, Ann Murphy and numerous other committed volunteers and locals, it is based in the new sports hub called Sáile opposite Kinsale Community School. It also provides indoor hockey to all ages and anything indoor in our climate can only be a success – and hopefully future Kinsale Olympians will emerge from this club and keep this fantastic town at the forefront of world sport.

How did Kinsale help us? The answer: In every way possible.

Like I said, no place compares to Kinsale and its people, and with such a strong sporting community, it really is in a league of its own.

we’ve won European medals, David has been named the world’s best hockey goalkeeper for the past two years, and all that can be traced back to the fantastic start we had in Kinsale, a unique town with a tight-knit community that ticks all the boxes. David and myself played with both Kinsale Badminton Club and Kinsale Tennis Club – and with both we learned valuable skills that we apply in sport and in everyday life, such as team-work, discipline, commitment, self motivation and determination. Kinsale RFC’s excellent new gym facility and pristine rugby pitches were made available to us in the build-up to the 2016 Olympics in Rio. We had never kicked a ball for Kinsale Rugby Club but that sense of community spirit and support was so evident, as they helped

Sport for all! Sáile, Kinsale’s Sports & Community Hall, which opened in September 2015, is playing an important role for all local sports clubs and community groups Along with the outdoor all-weather pitches, which opened in 2010, Sáile is fast becoming a community hub, a base for all local sporting and community groups. Over 1,800 weekly users are benefitting from having use of the indoor hall and all weather pitches, outdoor tennis and basketball court and community garden. The new indoor 735sqm hall boasts a Juncker’s sprung floor, which is ideal for sports events and has professional markings for Basketball, Badminton, Volleyball, Hockey, Soccer and Handball. Competition basketball hoops, along with shot clocks, and score board were recently installed.

Since opening its doors the indoor hall has been busy hosting a range of sports and community events. My Kinsale Orla Finn Six-time All-Ireland winning Cork star forward Orla Finn has helped put Kinsale GAA Club on the national map IT starts with the club and it finishes with the club – and that’s why I am so lucky that I can call Kinsale GAA Club my home.

With Cork, I’ve won six All-Ireland senior titles, an All-Star award in 2016 and much more along the way – but it’s because of Kinsale GAA Club and the wonderful people that make it what it is that I have enjoyed this success. I wouldn’t be where I am today if it wasn’t for Kinsale, the people and the club.

I’ve achieved a lot in my football career with both Kinsale and Cork over the years – and I’m still only 25 years old! – and I’ve been very lucky to play with some great players. It’s thanks to Kinsale that I’ve enjoyed the career I have to date.

With Kinsale, all parts of the club are under the one umbrella, and that is unique. We support each other. When we’re playing the fellas are supporting us, and it’s vice versa when they’re playing. We are lucky in Kinsale that we all work together and pull together for the same goal. That’s what makes this club so different and so special.

I started playing football when I was ten years old, the Kinsale U12 team was my first team, and after that I’ve played all the way up with my club, and from U14 all the way to senior with Cork.

The town itself is a great support, too. When Kinsale ladies team won the Cork and Munster junior football finals in 2016, there was a great buzz around town, everyone rolled in behind us – it was unbelievable. That shows how close our community is. One for all and all for one. This year we won the Cork intermediate ladies final recently and we will be playing senior county championship football in 2018. It’s another step forward for the club and another indication of the hard work that goes on by all behind the scenes.

Hotels Kinsale is a leader in the hospitality industry and is recognised globally for the calibre and consistency of its hotels THERE is always strong demand for accommodation in the town such is its obvious allure for tourists and the fact that it’s located at the start of the Wild Atlantic Way has only added to this. Food is obviously central to Kinsale’s identity and the hotels are conscious of doing their bit to uphold this, with an emphasis on food providence and utilising local produce on menus as much as possible. I have worked in Kinsale all my life and have seen many changes there. It is great to see the town evolving. There’s a great community spirit and I have a lot of good friends in the area and throughout West Cork. I first came to town and set up business in 1959. I am now retired and my good wife Betty and I are lucky to have caring neighbours, friends and family, and our grandchildren closeby.

Kinsale has been an enterprising town through ups and downs over the last 300 years. It is good to see new business opening and expanding in the town all the time. As a retired person, it is a safe town to live in and has lots of nice people to engage with. It’s good to see the loyalty and support that businesses give each other and while business has changed a lot, the basic principles of hard work and treating people fairly still apply.

GAA has always been my passion, both as a referee, and in my roles as chairman, secretary and treasurer of Courcey Rovers over 30 years. I was on the executive of the South East GAA Board for over 10 years and I still enjoy watching games.

Restaurants Kinsale and great food are synonymous, with the town boasting the highest concentration of restaurants in Ireland WITH well over 60 dining options, the biggest problem when it comes to eating out in the gourmet town is deciding where to go.

The town has been on the map as a foodie destination since the 1970s when a group of trail blazing restaurateurs decided it would be more beneficial to offer a diverse range of dining experiences, than compete directly, and they banded together to form what is now known as the Good Food Circle, comprising 11 different restaurants.

Well-known TV personalilty Derek Davis, who passed away in 2015, loved spending time in Kinsale and was a great ambassador for the town’s food culture. But ultimately it is the hard, consistent work by the restaurateurs and their staff that maintains it.

This October they will host their 41st Gourmet Festival which continues to go from strength to strength and draw large numbers to the area. A chowder festival also runs in April. For obvious reasons seafood is Kinsale’s speciality – what’s caught that day is on that night’s menu – but every genre is catered for, from fine dining and haute cuisine to enjoying a bag of chips overlooking the sea, to tapas in a stylish bar setting.

Lots of restaurants boast second and third generation chefs/owners, but new talent is always welcome to keep the town’s name out there. Kinsale is also renowned for its jewellery design culture and is home to talented silver and goldsmiths who can create bespoke pieces as well as other contemporary designers who have set up base in the area – Kinsale Silver being one example. THE cobbled streets may not be designed for high heels but there’s no shortage of glamour to be found in Kinsale. The vibe is laid back – but not lazy – and reflects that of a town with a yacht club, golf culture and lively social scene. There are a number of public and private hospitals in Cork city. If you have an emergency that requires urgent attention there are Accident and Emergency Departments in the Cork University Hospital and the Mercy Hospital which do not close. Anybody can attend these hospitals directly in an emergency situation. The Bon Secours Hospital and The Mater Private Hospital in Cork city are private hospitals which also have Emergency departments but are not open 24 hours a day.

WELCOME to Kinsale, gourmet capital of Ireland and gateway to the Wild Atlantic Way. Sailing, water-sports, beach walks, golf and the country’s best restaurants – Kinsale has them all. Wellness is big business these days but in Kinsale the natural pathway to wellness is at your doorstep with an active outdoor life and fine fresh seafood. However, if you do need a doctor whether it’s an annual check-up or something more serious Kinsale and Cork are well served with dedicated local family doctors (GPs) and an excellent hospital network 20 minutes away in Cork city. Kinsale is well served with a primary care centre, local hospital, dental, physiotherapy, psychotherapy, speech therapy, Haven Bay and chiropractic services all in the town and of great value to the community. It is also an age-friendly town.

If you have a non-urgent medical problem which may require a consultation with a hospital specialist, it is best to first attend a local family doctor or general practice. Your GP will advise you on the most appropriate consultant and hospital setting for you. At Union Quay Medical Centre and Global Travel vaccinations (www.uqmc.ie and www.gtv.ie) in Cork city we provide a full range of family doctor services including doctor consultations, skin surgery, 24-hour blood pressure monitors, travel vaccinations, health screening, addiction services, counselling and also offer a full Occupational health service. In Kinsale there are two main general practices. Both provide a wide range of medical services to patients in the local Kinsale area. They are open Monday to Friday from 9-5 and a half day on Saturday. Fees depend on the service provided but most doctor consultations cost €50. You can attend the GP without paying a fee if you have a valid Irish medical card or a current European Health Insurance Card. After 6pm urgent problems that require a doctor are provided by the local out-of-hours GP service called SouthDoc. SouthDoc does not have a base in Kinsale but is located a short distance 69

My Kinsale

AS a parent, calling Kinsale ‘home’ is a privilege. Like many newcomers to Kinsale, we’d lived and worked abroad for some time. Returning home to a small town was hair-raising, yet we were curious to seek out a town that could offer it all. The check list was complex, near an airport, near the city, great outdoors on land and water, community spirit, quirky cafés, decent shops, quality housing, reliable neighbours, good schools.

The beauty of the surroundings brings the energy out in everyone. Young or old, dog walking or iron man training, it all happens in Kinsale. The triathlons, golf tournaments, deep sea diving, sailing, equestrian and horse racing events, cycling routes, sports matches, dance shows and fantastic plays this little town offers are all the stuff dreams are made of.

Twelve years on, all the boxes have been ticked. We took the gamble with a young child and another on the way. It was scary. No family ties, we were 100% blow-ins!

The secret is out. The number of new families in the town is escalating every year. Local businesses are thriving, thanks to the influx of professionals who seek a work/life balance to achieve their best in all aspects of their lives.

Friends who choose not to take such a gamble envy the opportunities this town offers. Our family has opportunities to try whatever interests them. Music, art, soccer, GAA, sailing, rugby, dance, hockey, golf or marital arts – just a few of the choices on offer. Families also have a choice of four amazing primary schools and an award winning secondary school. A mere 20km drive has you in two Third Level colleges, UCC or CIT. Oh and don’t forget the airport, 13 miles up the road.

To raise your family here is a dream. To be spoiled for choice in a stylish, fashionable town where you can get a bespoke hat, dress, bag or a diamond ring, run your business, mingle with friends for lunch and walk on the beach after school, that’s Kinsale. To call Kinsale your home, is a privilege.

If you’re active and into the great outdoors, you’re spoilt for choice. You can swim in the sea … either a relaxing dip or some serious open water sea swimming. Cyclists flock to our country roads to start their journey on the Wild Atlantic Way or to do a quick personal best on the Old Head approach, taking in the beaches and the Blue Horizon killer hill. On this route, where scenery can affect one’s Strava times, the cyclist is tempted to race a yacht sailing around the Sovereigns or ride alongside a
