People Giving Back
Volunteering in Frederick County The Frederick Guide is pleased to highlight Gary Snyder of Frederick and the volunteering of time he donates to local non-profits. Gary Snyder has a passion for helping the homeless and true compassion for those who need to see kindness moving others’ actions. His service is motivated in part by his understanding that homelessness is not an affliction of the lazy, but a misfortune that does not discriminate, especially in precarious economic times. With his religious faith as an inspiration, he works to kindle hope in those who are vulnerable to the clutches of despair. His

experiences have shown him that many people in need benefit from a push in the right direction from a caring volunteer, and he has certainly served as such a catalyst for others. Tell us where you currently volunteer.
I volunteer at the Alan Linton homeless shelter at All Saints Episcopal Church.
in the community What made you choose that organization?
All Saints is the church I regularly attend, so I know what they stand for and the good works that they do. The Linton shelter provides the vital service of helping by giving shelter to people in trouble. I understand that people when given a hand up can rise to the occasion just by realizing that people care enough to give their time. This kind of service is more dear and more personal than just monetary donations. Obviously you feel it is important to volunteer. Tell us why.
At some time in life, everyone needs help. It is important to realize this and to be able to step forward to be a small part of turning someone’s life around by showing that you really do care. Can you tell us what you find personally gratifying about volunteering?
The feeling of accomplishment and the hope that you can inspire people to follow your lead. Being able to give back some of the gifts that God has given me. The realization that the shoe could be on the other foot and the hope that someone would be willing to help were this to happen to me. With the state of today’s economy, none of us are immune from the possibility of homelessness and the despair that goes along with it.
Please describe the best thing that has ever happened to you while volunteering.
Meeting people. I have made lasting friendships with other volunteers and with those needing help. You come to realize that people are all very much alike, but way too many are products of their environment, both social and economic. Hopefully a friendly face will help to convince them that people do care. If you had unlimited resources and no obstacles, what would you provide for the organization you serve and why?
With funding to nonprofit organizations being seriously and unwisely curtailed in Frederick County, there is a vast gaping hole between the services that can be provided with the current level of funding and the ever-increasing need that many face every day. Unemployment benefits are beginning to be exhausted, and people already in trouble with unemployment or underemployment are finding it harder to be self-sustaining. Many very proud and independent people are finding it increasingly difficult to provide the “American Dream” to their families. It would be nice to give a hand to these people by providing an unlimited source of training and support while they begin to turn their lives around and start on new careers and new lifestyles.
What is the most difficult thing you’ve had to face while volunteering?
Being able to find the time to do the things I would like to do, balancing my career, family and volunteerism. Thankfully I have the full support of my wife, Vicki.

It’s All in the Family:
Property Records in Genealogical Research By: Rebecca Crago, Research Center Coordinator, Historical Society of Frederick County The last article in this series examined census records and vital records as a focus for genealogical research in Frederick County. After mining these sources, it is common to seek information about property. The first place to check for property records dating back to 1748 is the Frederick County Courthouse, where a wealth of information can be found. The staff at the Register of Wills department can help you locate land records (deeds and surveys) by surname. Deeds include not only physical land property, but also what was considered “real property”— indentures and slaves, as well as their manumission records. During the colonial period, individuals living in Maryland paid rent to the Lord Proprietor, who owned all of the land. Records for Frederick County tenants survive between the years 1760 and 1761 and reside at the Maryland Historical Society among

the Calvert Papers. However, rent rolls for Frederick County and the former Prince George’s County were published and are available at the Historical Society of Frederick County. The Arthur M. Tracey Collection at the Carroll County Historical Society consists of a card index to all early land tracts in present-day Baltimore, Frederick, Carroll and Washington Counties prior to 1800. People who wished to own land had to submit a patent request to a surveyor, who granted parcels of land with a Certificate of Survey, available at the Frederick County Courthouse for the years 1784 to 1915. Deeds and surveys are not the only types of records at the courthouse pertinent to genealogical research. Wills provide great insight into a person’s estate at the time of his or her death
and show how property was divided among beneficiaries. The Archives and Research Center at the Historical Society has an index to these wills from 1743 to 1946, along with abstracts of wills between 1744 and 1794. In the absence of a will, it is important to check in the Equity and Administrative Account court records. These types of records also include information on the division of property and assets. While the courthouse in Frederick began keeping records as early as 1743, it’s important to remember that court proceedings continued to take place in the Prerogative Court in Annapolis until the end of the colonial period. It is difficult to determine why two governing agencies carried out proceedings for the same locality, but abstracts of Administrative Account records and Abstracts of Inventories both of which include information about personal property, can be found at the Archives and Research Center for many of these years.

When researching property, be sure to inquire at the Archives and Research Center about historic maps, which can show the location of properties found in land records. Look for the final article in this series about genealogical research in Frederick County, which will provide guidance about researching records for African Americans and slaves, along with information about what to do when you’ve reached your ancestors overseas.

Frederick County’s Odd Real Estate Market By: Mary Richeimer, Broker/Owner, The Buyer’s Best REALTORS Is it terrible, or is it wonderful? Yes. Are prices going down or going up? Yes. Are there more or fewer homes being sold this year? Yes. Are houses selling quickly or slowly? Yes. Confused? Join the crowd. Now you have an understanding of the strange housing market in Frederick County today. Over the last 10 years we’ve seen prices skyrocket and then plummet; foreclosures abound and then disappear; an abundance of short sales; and a disconnect among buyers and sellers about prices. Let’s look at some facts to bring some clarity to this confusion: • The average sold price in Frederick County is UP 8.51% over last year. • The median price is UP 12.38% over last year. • The number of average days on the market is DOWN by 15.2% to 106 days. • This all looks good for a market that has been struggling for the past several years. Here’s the problem and the explanation for the conflicting answers and misunderstandings about our market. Compared with this time last year: • Townhouse and condo sold prices are UP 5.32%. • Single family home sold prices are DOWN by almost 2%.

The optimism is primarily appearing in the lower end of the market as homeowners are keeping their current homes rather than moving up to larger ones, so we’re seeing more sales overall in townhouses and condos. First-time homebuyers and investors are taking advantage of the incredibly low interest rates and buying at the lower end of the market. Local real estate agents are reporting that sellers seem to think it’s a sellers’ market and buyers seem to think it’s a buyers’ market, which leads to the disconnect of buyers who believe that they can get a house for much less and sellers who believe equally as strongly that they can get much more for their wonderful homes. We’re also seeing almost a return to the buying frenzy of 2004, brought on by the drop in inventory. Houses that show well and are priced right are having multiple offers and selling in a few days for close to list price. Now, 23% of homes are selling in 10 days or less, 41% in 30 days or less and a whopping 57% in two months or less. So sellers, if your house has been on the market for 30-60 days, you may want to rethink your pricing strategy. July 1, 2012 was my first-year anniversary as the Frederick County Public Schools (FCPS) superintendent. In the past twelve months working with many local business and industry organizations, I have seen the considerable pride that our community takes in the school system. I have visited every school and attended activities ranging from band and math competitions to Veterans Day commemorations to commencements, where I shook hands with 2,958 graduates! I have met with students from our smallest kindergarteners to our confident high school seniors. And I
have talked with teachers from our newest to our 2011 National Teacher of the Year. At every turn, I have witnessed firsthand the exceptional return on investment that FCPS offers. In fact, FCPS ranks in the top tier among Maryland’s public schools for Return on Investment, according to the Center for American Progress 2011 report. We tied for 4th statewide for educational productivity.

childcare & education A year of getting to know Frederick County has shown me that our focus is where it should be: on providing a high-quality education for our youngest citizens. And produce we do. Although we rank 20th of Maryland’s 24 school systems in the cost we spend per pupil, our students consistently rank in the top 10 on Maryland School Assessments in reading and math. Our graduation rate is among the highest in the state and our dropout rate among the lowest. The percentage of FCPS students who took AP tests and earned scores qualifying for college credit ranks in the top four for Maryland school systems. All of our high schools serving grades 9-12 ranked in the nation’s top nine percent in the 2012 Challenge Index, and on SAT college entrance exams, FCPS students consistently outperform their peers state- and nationwide. We have excelled—and continue to excel—not only in academics but also in the arts, sports and community service. FCPS deserves tremendous credit for the fact that for the past four years Maryland public education has number one standing nationwide in not one but two independent evaluations: Education Week’s Quality Counts Report and the College Board’s Advanced Placement Report to the Nation. Community support is essential to sustain performance highlights like these. Keeping FCPS positioned as a leader in the top-achieving state in the nation will pay significant dividends for our community, as today’s students are the employees, leaders and neighbors of Frederick County tomorrow. A year of getting to know Frederick County has shown me that our focus is where it should be: on providing a high-quality education for our youngest citizens. On the Right Track with Summer Reading By: Tara Lebherz, Children’s Department Supervisor, Thurmont Regional Library Who doesn’t love summertime? Sun, swimming, the great outdoors and…libraries? Yes, libraries! Summer reading loss or “summer setback” is a documented reality for many kids. In fact, research from the National Summer Learning Association shows that: • Students typically score lower on standardized tests at the end of summer vacation than they do on the same tests at the beginning of the summer. • All young people experience learning losses when they do not engage in educational activities during the summer. 38

• Low-income students lose more than two months in reading achievement when they don’t participate in summer reading. Don’t lose hope yet! Studies have found that children and teens who participate in summer reading programs at their libraries start the school year ready to learn, have improved reading achievement, and display stronger motivation, enjoyment and confidence in reading. That’s your cue to bring your child to the closest Frederick County Public Libraries branch so that he or she can participate in the Summer Reading Program!
childcare & education Our Summer Reading Program helps prevent summer reading loss by encouraging participants to read. Kids and teens are directly rewarded for time spent reading; kids receive fun prizes, and teens are entered into prize drawings for cash gift cards. Upon completion, everyone gets to choose a special book as a prize. In addition, our library branches are hosting a multitude of programs throughout the summer that facilitate reading: book clubs, storytimes, performers, and more. All of our programs are tailored specifically to cultivate a love of reading in our patrons. “For many children and teens, the library is their home away from home throughout the summer because we have so many things to do,” says Janet Vogel, Children’s Services Supervisor at the C. Burr Artz Public Library. “I love to see so many coming to the library and enjoying our programs, books, magazines and DVDs.” How does the Summer Reading Program work? It’s simple! We have game boards for all ages—from babies to college freshmen. Kids and teens can register online or in person at any FCPL branch and pick up their game boards at the library. Kids complete simple reading tasks (e.g., read outside, read for “X” minutes, tell a librarian about a book) and receive prizes after completing a certain number. Teens keep track of their accomplishments online and are entered into gift card drawings for each task that they complete. For kids and teens of all ages, merely registering by July 31 enters them into the grand prize drawing—a $300 gift certificate to Great Wolf Lodge plus $300 in spending money PLUS an evening with special box seating at a Frederick Keys game! What can you do? First, sign your child up for the Summer Reading Program at any Frederick County Public Libraries branch. There’s no better way to help your child WANT to read. Next, ask a librarian for help in picking out appropriate books. Kids need books that interest them, but you don’t want the books to be so challenging that they get frustrated. A simple way to evaluate if a book is too difficult is to use the “five-finger” rule with your child. Choose a book, let your child read a page or two, and have him or her put up one finger for each word he or she can’t understand. If your child holds up five or more fingers, the book is probably too hard. Whether or not your child reads this summer could have an impact on how he or she does in school next year. The Summer Reading Program at the library is the easiest way to ensure that our children have a head start!

Our schools offer a variety of summer remedial, enrichment, and credit courses for all grades during the summer. An elementary Summer Success Program helps currently enrolled students who have not met the county readiness standard for the next level. In addition, regular summer school is offered to middle school students who need to repeat or review a core course taken during the school year. High school students can make up a failing grade, have an opportunity to improve a previously earned grade, or earn credit for a course not taken. WIC SUPPORT MAKES BREASTFEEDING WORK BY: Cindy Bowers, Peer Counselor, Frederick County WIC Program The WIC (Women, Infants and Children) Program in Frederick County has been around for many years to provide services for pregnant women, postpartum women, infants and children up to age 5. WIC is a health and nutrition program that provides clinic screenings, nutrition education and counseling, referrals and checks for healthy food.
In Frederick’s local agency, breastfeeding staff offer pregnant women education and information about the benefits of breastfeeding for both the baby and the mother. Women may select a class or an individual appointment to receive this basic information to help them make informed choices about breastfeeding.
WIC has always recommended breastfeeding as the gold standard for feeding an infant. Sometimes this message has been blurred, since mothers have the option to receive infant formula for their babies. In recent years, WIC support for breastfeeding has been greatly enhanced at the national and state levels, and Frederick County WIC is no exception.
Often women learn that much of the information they have heard about breastfeeding is more folk wisdom than fact. Most women know that breastfeeding is healthy for a baby. They have usually heard that breastfed babies are less likely to have allergies, asthma, frequent respiratory illnesses and ear infections. But many women have not personally seen another

health care breastfeeding mother and baby, so there is a mystery about the process. Because the popularity of breastfeeding has tended to run in generational cycles, many women do not have mothers with breastfeeding experience who can provide support, or, they are living long distances from family support. By talking with WIC breastfeeding staff, they can be reassured that most women can breastfeed and most babies can become successful breastfeeders. Even if a woman has a prior experience with breastfeeding that was not what she had hoped for, there is great comfort in learning that another attempt can be very satisfactory. It is easier for a woman to make a commitment to breastfeed and to seek available support once she has learned the facts and met WIC staff. During those first days and weeks with the new baby, telephone and in-person support is offered on a frequent basis to new breastfeeding moms.
WIC staff that are available to support breastfeeding women include an International Board Certified Lactation Consultant, a certified lactation consultant who has earned the highest distinction as a breastfeeding professional with specialized expertise. A breastfeeding coordinator who has earned a Certified Lactation Specialist (CLS) designation is available to counsel, teach and provide support as needed. WIC also has a peer counselor, a mother with breastfeeding experience, who is available to provide support and encouragement either in person or via the telephone.

Department of Aging Helps Clients MAP Out the Future By: Kathryn D. Schey, Maryland Access Point Coordinator, Frederick County Department of Aging The Frederick County Department of Aging is transitioning into an Aging and Disability Resource Center (ADRC) as part of an initiative under the federal Affordable Health Care Act. The transition is supported by the United States Administration on Aging and the Centers for Medicare and Medicaid Services. In Maryland, ADRCs are known as Maryland Access Point (MAP). The Frederick County Department of Aging recently received a grant to create a local MAP site, which will provide information and assistance, as well as resources and referrals, to persons over the age of 60, persons over the age of 18 with a disability, and the family members or caregivers who support them in their efforts to be healthy, active and independent. In order to become a fully functioning ADRC, the Frederick County MAP is partnering with The Freedom Center, a local non-profit Center for Independent Living that provides services and supports that empower people with disabilities to lead self-directed, independent and productive lives in a barrier-free community. In addition to working with this foundation, MAP will also be partnering with other social service agencies and providers in Frederick County that serve a similar constituency.
MAP is designed to streamline access to long-term supports and services through a “no wrong door” approach. One phone call can begin the process to determine what programs or benefits a person is eligible to receive, eliminating the need to contact multiple agencies. MAP staff can also assist with the application process for a variety of local, state and federal programs, including Homeowner’s and Renter’s Tax Credit. MAP also offers a variety of workshops that educate individuals concerning Medicare and Medigap insurance options and provide answers to some of the most challenging questions. It is the goal of MAP to provide information and assistance that is reliable, practical and relevant, so that those whom we serve can make informed decisions that support their preferred future.

Urbana District Park –
Meeting the Needs of the Urbana District Park Community and Frederick County Master Plan By: Bob Hicks, Assistant Director, Frederick County Division of Parks and Recreation
On June 19, 2012, the Frederick County Division of Parks and Recreation held a ribbon cutting ceremony to open Urbana District Park to the public. The goal of the first phase of development of Urbana District Park is to provide athletic facilities, as well as several passive recreational amenities, for the southern region of Frederick County. The Urbana District Park Master Plan was completed in June 2002. With a Master Plan Advisory Committee consisting of various representatives from the Urbana Community, the Urbana District Park Master Plan identifies future recreational facilities that will utilize the site to its maximum potential while preserving areas of the property that are environmentally sensitive. In September 2004, the Monocacy Land Company, with Natelli Communities, Inc., donated 95 acres of land that is now Urbana District Park. Phase I Design for Urbana District Park was completed by Human and Rohde, Inc., in July 2009. Later that same year, Phase I Construction was competitively advertised, and fourteen construction companies entered bids. The Board of County Commissioners awarded the Urbana District Park construction project to Conewago Enterprises, Inc., for $5,651,305. Construction began in March 2010.

transportation To assist with construction costs, Frederick County received $1,523,694 in Program Open Space funds from the Maryland Department of Natural Resources. Construction for this phase of development included two multipurpose fields, one football/lacrosse field, one baseball field, one softball field, one little league field, a new entrance drive, parking, walking/biking trails, water and electric utilities, restroom facilities, four reservable picnic pavilions, two playgrounds, a Parks Maintenance facility, landscaping/reforestation, and various site amenities. In addition, a pedestrian park entrance off of Lew Wallace Street was constructed to facilitate park access for the Urbana community. Future development phases of Urbana District Park may include a multipurpose building, as well as additional walking trails and facilities in the southern portion of the property.

TransIT’s Connector routes operate in Frederick City and urbanized areas of Frederick County serving medical, employment, education, and shopping centers. These routes operate MondayFriday from approximately 5:40AM to 9:30PM (9:45PM on Fridays) and from 7:30AM to 9:45PM on Saturday. Fares are $1.10 each way for all routes except the Frederick-Emmitsburg route which is $1.25. Seniors and disabled citizens may ride for half price. Ten-trip tickets and monthly passes are available and there are discounts for seniors and students. Commuter Shuttle Service:
• The Brunswick Shuttle operates between Brunswick, Knoxville, Jefferson, and Frederick. • The Emmitsburg/Thurmont Shuttle operates between Emmitsburg, Thurmont, and Frederick.

Battle of South Mountain

Kurt Holter/Tourism Council of Frederick County Frederick County is renowned for its rich Civil War history, and 2012 marks the 150th anniversary of General Robert E. Lee’s 1862 Maryland Campaign. The American Bus Association announced that the Civil War 150th Commemoration of the Maryland Campaign is one of the Top 100 Events in North America for 2012. The commemoration explores the impact of Lee’s first advance of the Confederate army into the north, beginning with crossing

the Potomac River into Maryland, including the Battles of South Mountain and Antietam, and concluding with Abraham Lincoln issuing the Emancipation Proclamation. Throughout the commemoration of this period, a number of partners are joining together to remember these important historical events. Reenactments, living history demonstrations, lectures, concerts, special exhibits, commemorative church services and more will take place from August through October 2012, with key battle anniversaries falling in September.

• Special Exhibit - The Fritchie Phenomena: Barbara Fritchie in Popular Culture—From June 1 through December 31, 2012, the Museum of Frederick County History will host a temporary exhibit on legendary heroine Barbara Fritchie. Immediately following the Civil War, little attention was paid to the patriotic flagwaving heroine of John Greenleaf Whittier’s 1863 poem “Barbara Fritchie.” That changed in the early 20th century. Souvenirs, businesses, events and consumer products from women’s hosiery to hams and candy used Fritchie’s name to capitalize on the popularity of the poem’s heroine. This exhibit examines the marketing of Barbara Fritchie and the use of her name and image to promote consumer products from the 1920s through 2000. • “The Return of Special Orders 191”—From August through October 2012, Monocacy National Battlefield will display Lee’s famous “Lost Orders,” Special Orders 191, on loan from the Library of Congress. These Confederate orders were found by Union soldiers on land that is now part of the Monocacy Battlefield, and some historians believe that the discovery directly impacted the outcome of Antietam. August 4, 2012 marks the grand opening of “The Return of Special Orders 191” exhibit. • Local premier: “Heart of the Civil War” film—On the evening of September 4, 2012, the Maryland Public Television documentary film “Heart of the Civil War” will premiere at the Weinberg Center for the Arts in Frederick, MD. The film went into production in 2011 in anticipation of the anniversary of the Maryland Campaign,

and is sponsored by the National Scenic Byway Program, the Maryland Heritage Areas Authority, and the Tourism Council of Frederick County. • 150th Anniversary of the Battle of South Mountain— The anniversary events, on September 11-15, 2012, include living history presentations, demonstrations, special exhibits, concerts and more. Opening ceremonies begin on September 14 at 10:00 a.m. Special programs will also be hosted in Middletown and Burkittsville. For instance, a 90-minute Civil War walking tour will start from the South Mountain Heritage Society in Burkittsville on September 11 and 14, while Middletown will play host to a 90-minute Civil War walking tour starting from Zion Lutheran Church on September 12 and 14. Burkittsville’s South Mountain Heritage Society will offer a memorial service, including music played on the 1862 Pomplitz/Rodewald organ, on September 14. Some other commemorative events for the Battle of South Mountain will take place at Fox’s Gap, but visitors are encouraged to explore www.heartofthecivilwar.org/calendar/campaign/md for more information. • Frederick: One Vast Hospital—The aftermath of the Battles of South Mountain and Antietam transformed Frederick into one vast hospital center as the sick, wounded and dying needed care. In coordination with the National Museum of Civil War Medicine, Frederick’s churches and structures that served as Civil War hospitals, such as the Visitation Academy and the Hessian Barracks, will open their doors for tours on September 21-22, 2012. Many more events are planned in Frederick County and the surrounding area for the Maryland Campaign commemorations. Frederick’s close proximity to the battlefields and historic sites, its

BURKITTSVILLE Source: www.mdmunicipal.org Burkittsville is a well preserved, virtually unchanged example of an American townscape of the late 18th and early 19th centuries, when the town was a service center for the rural area around it. Churches, houses, and trade establishments along Main Street were bordered at the rear by fields surrounding the town. The mountains rose to the west. To this day, the town retains those early visual characteristics. Main Street’s buildings are still bordered by fields of crops and dairy farms, although there are no longer any commercial establishments in the town. Burkittsville became closely involved with the Civil War when forces of the Union and Confederate armies engaged in the Battle of Crampton’s Gap, a bloody prelude to the Battle of Antietam. The town’s inhabitants fled for safety to nearby villages. Today, many of Burkittsville’s residents commute to jobs in the nearby metropolitan areas, but the town maintains a strong sense of community through its many services, social activities, special events, and town meetings.

Mount Airy The Town of Mount Airy is a nationally accredited “Main Street Maryland Community” and holds the State of Maryland’s esteemed “Community Legacy” designation. The outstanding location and beautiful, hilly terrain combined to make the town an attractive location for residential development during the last decades of the 20th century. It is known as the “Gateway to the Catoctin Mountains” where Catoctin Mountain Park and Cunningham Falls State Park are located. There are three covered bridges nearby: Loy’s Station Bridge, Roddy Road Bridge, and Utica Mills Bridge. Catoctin Iron Furnace and forge, built during the Revolutionary War, is just down the road. Frederick is about 15 miles south and Gettysburg is 20 miles north. Baltimore and Washington, DC are each about 60 miles away. The President’s retreat, Camp David, is also nearby. Thurmont is proud to have been designated a “Main Street Maryland Community.”

Walkersville Source: www.mdmunicipal.org Walkersville is a combination of two villages that were settled by German immigrants in the mid 1700s and early 1800s. By the late 1800s, the villages of Georgetown and Walkersville had grown so intertwined that it made sense to combine them into one entity, which was named Walkersville. Today, Walkersville aggressively pursues fiscal responsibility, recycling projects, and innovation. In 1995, it was credited with having the first State Police bicycle patrol in the nation. There are four schools, residential developments, a shopping center, several businesses and institutions, and numerous restaurants in the town. Woodsboro Source: www.mdmunicipal.org Early history suggests that the Woodsboro area was a hunting and trapping ground for a wandering tribe of Susquehanna Indians. From early times, the settlement was located at a crossroads on the Indian trail running from the Chesapeake Bay to the mountains. When the stagecoach became the primary mode of transportation, the place became an important stop on its itinerary. After the Civil War, the town developed some notoriety as a train stop that offered exceptional accommodations and relaxing pursuits. Today, Woodsboro is still primarily an agricultural area, but an important industry is centered on the three lime quarries that border the town.
