Subsidized Childcare in Canada

he childcare issue, as we can see, concerns only those parents that have children who need care in their absence. Now, talking about subsidized childcare, there may be two aspects of subsidized childcare in Canada – (1) universal and (2) low-incomebased. Universal subsidized childcare means that all the parents, regardless of their level of income, are eligible whereas the lowincome-based subsidized childcare means that upper-level-income families are not eligible. Ahead of this year’s federal elections in October, some political parties might talk about this issue, just as the New Democratic Party (NDP) has already done.

omeopathy is a natural system of medicine which was developed in Germany more than 250 years ago. Homeopathy uses highly diluted doses of substances to stimulate body’s own healing mechanism to promote health. Homeopathic medicines, known as remedies, are based on the discovery that natural substances are capable of curing the same symptoms that they can cause. By studying the symptoms that developed when a healthy person tests or “proves” a remedy, homeopaths can determine which symptoms the remedy is capable of curing. This is called Law of Similar or “Like cures like “. Why is homeopathic medicine a better choice than conventional medicine? People tend to turn to homeopathy because they have tried conventional medicine and it has either failed them completely or they had to cope with unpleasant or serious side effect from the drugs. Others have felt tired and below par for many years (symptoms which often precede more serious

The CRTC is also requiring that Bell, Bell Aliant, MTS, Shaw and Sogetel issue notices to their subscribers to inform them of this delay and submit frequent progress reports to the CRTC regarding their compliance.

School of Business brings home the gold by Anne Russell on March 30, 2015 Four UFV School of Business students travelled to Kelowna with faculty advisor Kevin deWolde, to participate in the Western Canada Business Simulation Competition. The team won the gold and several top individual awards, including top VP HR award, top CEO award, and top VP Marketing award. The UFV team worked incredibly hard, establishing early on that they would be the team to beat. DeWolde called them a “high functioning team, efficient and seamless, and we should be proud of them.” Although the competition itself is over the span of three days, the students have been preparing since February, working with business simulation software to develop corporate strategy, write a strategic plan, and prepare a presentation. “It was a great opportunity to participate in the simulation,” says Jarret Bainbridge, who won the top VP Marketing award. “I’m glad UFV put a team together. This has been one of the biggest

highlights of my time at UFV. n Tuesday March 31st, 2015 over 1,200 students at Princess Margaret Secondary School took part in a career event:
“Princess Margaret School’s Ignite 2015… Best Laid Plans!
With the success of the inaugural Ignite career day in 2014, it was evident to the partners on the planning committee to make this a yearly event for the students of Princess Margaret. The administration and staff of the school, along with the Association of South Asian Professionals of British Columbia (ASAP) and the Surrey school district’s Safe School depart-
ment provided the students with an opportunity to learn from over 50 presenters from various professions in 45 panel sessions for students in grades 10 to 12. This year keynote speakers were Ross Laird from Kwantlen Polytechnic University for senior students (grades 10-12)) and Stephen Price from Simon Fraser University for the junior students (grades 8- 9). After listening to the keynote speakers, senior students attended 3 different panel sessions of their choice, with each panel session being thirty minutes in length on topics/careers which students registered for beforehand. Professionals from ASAP and other agencies in the Lower Mainland took part as panelists, with careers including medicine, law enforcement, social services, business, media and education among others. Principal Neder Dhillon notes that the “range

and quality of presentations, including the keynote speakers, will serve to strengthen the ability of individual students to make informed and positive decisions influencing their path in life.” “Shortly after last year’s event the planning committee began the process for this year’s event. We all agreed having so many different community partners working together to ensure the success of the event was the best example we could provide for our students and the community surrounding Princess Margaret,” says Jeff Randhawa, of the Surrey School District’s Safe School department. Artists of the Central Fraser Valley Graphic Guild “Flow” into the Kariton Art Gallery The Abbotsford Arts Council is pleased to present “Flow,” an exhibition featuring works in multiple mediums by members of the Central Fraser Valley Graphic Guild at the Kariton Art Gallery (2387 Ware Street, Abbotsford) in a group exhibition taking place from April 18 to May 12, 2015. The opening reception of the exhibit and artist “meet and greet” will be held Saturday, April 18, 2015, from 6pm to 8pm. In this show, artists will present their individual interpretation through multiple mediums on the theme of “Flow.” Flow is defined as the action or movement in a steady, continuous stream, and the word itself evokes images of movement and fluidity. The viewer may imagine a river or moving water, but besides visual imagery, the process of creating and how a specific medium is used can involve a form of “Flow.” The Central Fraser Valley Graphic Guild is a non-profit society representing a group of local artists from various artistic backgrounds and levels of expertise working in a diversity of mediums. Shruti Hassan after entering into a contractual agreement to be the female lead in a bilingual starring Nagarjuna and Karthi directed by Vamsi Paidipalli has reneged on her contractual obligations. She has arbitrarily pulled out of the project citing dates clash as a flimsy excuse. The dates were mutually discussed with her and schedules were planned around her convenience. The said movie has commenced its shoot and first schedule was completed and unexpectedly Shruti conveyed through an email that she wanted to exit the project. This unethical and unprofessional act of Shruti Hassan has resulted in Picture House Media Ltd incurring financial as well as reputation loss. Though the financial loss is running into several crores, it is the loss of time and reputation that is significant because the schedules of all other artists who have committed their dates will be disrupted. With an intention of ensuring that such unprofessional attitude is not repeated and to protect the interests of its various stakeholders, Picture House Media Ltd has initiated both civil and criminal proceedings against Shruti Hassan and the Honourable Judge has taken cognizance of this civil offence and issued an injunction restraining her from signing any new movie until further orders. Spread the Word to End the Word campaign
Roshan Gosal, a Special Olympics coach and a selected a member of the Special Olympics British Columbia Youth Activation Council has become an advocate for the ‘Spread the Word to End the Word’ campaign. Spread the Word to End the Word is an ongoing effort by Special Olympics to raise awareness about the dehumanizing and hurtful effects of the Rword (retard or retarded) and encourage people to pledge to stop using it.
“When I initially introduced the campaign to my friends and family, I realized that many of them were simply unaware of the powerful negative impact of the R-word. Even when used in a joke or said in frustration, it is no different than any other hate word. Abbotsford is a community of diversity and most languages have an R-word. We need to do more to build a world of respect and inclusion of all people” said Roshan.

B.C. on the Move is government’s new 10-year plan for the improvement of the province’s transportation network. It provides a comprehensive road map for transportation investments and strategic policy actions over the next decade. The actions prioritized in B.C. on the Move will enhance safety, grow the economy, maintain and replace aging infrastructure, and support trade for B.C.’s expanding resource sectors through Canada’s Asia-Pacific Gateway.
Over the next three years, the Ministry of Transportation and Infrastructure will invest almost $2.5 billion to improve British Columbia’s transportation network. B.C. on the Move was developed incorporating feedback received from a wide-ranging public engagement, during which over 12,500 survey responses were received from British Columbians throughout the province, and the B.C. on the Move website was visited over 44,000 times.

THE CANADA PENSION PLAN AT 50! Lester Pearson was a remarkable Canadian. We first came to know him as a proficient global statesman, skilled in the diplomacy of multilateralism. He assisted at the birth of the United Nations, invented the concept of peacekeeping, and won the Nobel Peace Prize. In 1963, he became Prime Minister of Canada. Five years in that job, Mr. Pearson never once had a majority in Parliament, but still he led one of the most productive governments in Canadian history. This past February, we celebrated the 50th anniversary of Canada’s Red Maple Leaf Flag -- one of Mr. Pearson’s proudest accomplishments. Next year, we’ll mark the 50th anniversary of national medicare, another Pearsonian legacy. And this week, the legislation that originally created the Canada Pension Plan (CPP) will turn 50 years old. It passed the House of Commons on March 29th, 1965, was approved in the Senate on April 1st and received Royal Assent on April 3rd. The CPP and its Quebec counterpart came into effect on January 1st, 1966. The stated purpose of the Canada Pension Plan was to ensure all working Canadians have an opportunity to retire in dignity. It builds on basic Old Age Security to achieve greater social justice linked to progress in the economy. Established by federal-provincial agreement, the CPP is a mandatory contributory plan into which all employees and employers pay regular premiums. That money is invested to generate the returns necessary to cover the plan’s benefits. As such, CPP contributions are essential long-term investments in portable retirement incomes for a large portion of Canadians, supporting their future living standards. That sounds like common sense today, but 50 years ago it took extraordinary vision, diplomacy, negotiation and persistence to get it done. National Health and Welfare Minister, Judy LaMarsh, was a dynamo at the centre of the action. Quebec Premier Jean Lesage was pivotal, along with Ontario’s John Robarts. Stanley Knowles and Paul Martin Sr. were constant Parliamentary advocates.

And Lester Pearson provided the driving determination. The CPP was an historic accomplishment! But by the 1990’s -- with longer life expectancies, aging demographics and escalating unfunded liabilities -- doubts had arisen about the future soundness of the Canada Pension Plan. Would it run out of money? Was the investment strategy getting adequate returns? Were the benefits supportable? Was the administration strong, efficient and independent? The plan clearly required major renovations to save it, and that would take federal-provincial consensus, which is always hard to get. As part of a multi-pronged effort to restore fiscal integrity to the Government of Canada, then-federal Finance Minister Paul Martin Jr. decided to tackle the CPP challenge. He found a key ally in the Provincial Treasurer of Alberta, Jim Dinning. Ontario Finance Minister Ernie Eves was also helpful. Together, they built the business case, the social consensus and the national momentum to rejuvenate the CPP. It’s an interesting historical footnote that saving the plan earned strong support across Canada -- except for provincial NDP governments in British Columbia and Saskatchewan, and Stephen Harper and his Reform (now Conservative) Party. Today, the CPP ranks as one of only a handful of successful public pension plans worldwide. Its administration is competent and cost-effective. It’s a distinct fund, independently managed according to investment policies that are free from political interference. It has a proven track-record as an international leader in the pension industry, generating world-class rates of return. External actuaries have recently judged the CPP to be sound and secure for another 75 years (the maximum actuaries will go). Because it’s been neglected for the past 9 years, the CPP is labouring under one major limitation. The maximum regular benefit a contributor can receive is just over $12,000 per year. The average is just more than half that. Those amounts are far from sufficient to ensure retirees

can maintain their quality of life, without other significant savings.
New student aid grants support in-demand occupations
But the typical 35-year-old today is saving less than half of what their parents did at that age. Three-quarters of those working in the private sector don’t have access to an employer-sponsored pension plan. And of those who are within 10 years of retirement, fewer than one-third have $100,000 or more set aside to sustain themselves. Another third have no retirement savings at all.
Two new student grants – including expansion of the BC Loan Forgiveness Program to more occupations – will support education and training programs that lead to in-demand careers, as part of the B.C.’s Skills for Jobs Blueprint.
While they have tinkered with various private sector pension adjustments, the Harper government has not been helpful in dealing with basic retirement income insecurity. They eliminated previous investment tools like Income Trusts, destroying about $25-billion in value formerly in the savings accounts of some 2-million Canadians. They are delaying eligibility for Old Age Security and the Guaranteed Income Supplement by two years, which will take nearly $30,000 from the lowest-income and most vulnerable seniors -- most often women living alone. And Mr. Harper has vetoed every suggestion to upgrade the CPP. All of which is to say: Canada has big challenges to face in the immediate future if we’re to honour Lester Pearson’s ambition of a fair, efficient, adequate system of retirement income for all Canadians.
“Student aid grants encourage students with financial need to study in-demand programs and pursue occupations in under-served or designated communities,” said Advanced Education Minister Andrew Wilkinson. “The expanded BC Loan Forgiveness Program along with the new BC Completion Grant for Graduates will help students get out of debt faster and support a strong, growing and diverse economy.” The BC Loan Forgiveness Program is being expanded to include more health and other specialized occupations. New health occupations include ultrasonography and medical laboratory technologists. Specialized occupations working with children in public facilities include audiologists and speech-language pathologists. Other changes to the BC Loan Forgiveness Program include ensuring that recipients work a minimum of 400 hours
per year at a public health facility in an underserved or designated community or school district for five years, instead of three. After five years, the outstanding B.C. portion of their student loan will be paid in full. Recipients working between 100-399 hours per year will still be eligible; however, their B.C. student loan will be forgiven by a prorated amount. The new BC Completion Grant for Graduates program provides $500 to help students reduce their B.C. student loan after they complete programs that support in-demand occupations. Examples would be mechanical engineering or business administration. Graduates can apply for the grant starting April 1, 2015. As part of B.C.’s Skills for Jobs Blueprint, government committed to review student financial aid grants to ensure they support in-demand occupations. The BC Completion Grant for Graduates, the BC Loan Forgiveness program, and the BC Access Grant for Labour Market Priorities encourage British Columbians to enrol and complete their studies in in-demand programs and work in underserved or designated communities.
The annual cost of the Loan Forgiveness Program and the BC Completion Grant for Graduates is approximately $2.5 million each for a total of $5 million. The BC Access Grant, introduced in September 2014, provides up to $16,400 to cover up-front costs of training, relocation expenses and tools for trades students. Since announcing the BC Access Grant for Labour Market Priorities, more than 700 students have received approximately $1.96 million. Quick facts: •

Bill 11 to strengthen K-12 accountability, efficiency and professional development
Bill 11, the Education Statutes Amendment Act (2015) will help school districts reduce overhead costs, establish a modern framework for teacher professional development and put a stronger focus on accountability for student outcomes, Education Minister Peter Fassbender announced today.
Proposed amendments to the School Act, the Independent School Act and the Teachers Act are focussed on four objectives: •
building a framework for continuing professional development;
•
facilitating delivery of shared services among school districts;
•
improving the accountability framework for student learning; and
•
aligning the provisions on the disclosure of student data with the Freedom of Information and Protection of Privacy Act.
It is common practice in many professions to set standards for ongoing professional development. Currently, there are no detailed requirements for certified teachers to maintain currency of practice. The proposed amendments to the Teachers Act will provide the minister with
the authority to establish a more robust framework. Working with the profession, the goal is to enhance public confidence that certified teachers have access to, and are regularly participating in, highquality professional development aimed at improving student achievement.
Boards of education have been tasked with finding administrative savings and efficiencies, similar to what has occurred in the health and post-secondary sectors. Amendments to the School Act will provide boards with clear authority to enter into shared service or alternative service delivery agreements with other boards or public sector entities. To maximize the opportunities and benefits, the changes also provide the Minister with the authority to require boards to participate in specific service delivery arrangements. School districts are currently required to produce a series of annual reports to ensure they are accountable for local student achievement. In recent years it has become clear the K-12 system would benefit from more meaningful and flexible approaches. Amendments to the School Act will remove inflexible language and processes and replace them with more targeted, co-constructed approaches to enhance the system-wide focus on student learning.
The use and analysis of high-quality data is essential to improving K-12 programs and operations and monitoring the impact of new curriculum and other learning innovations. Amendments will align the School Act with more current provisions and safeguards found in the Freedom of

The agency explains the AAA rating demonstrates B.C.’s high debt affordability, strong fiscal management and fiscal flexibility. British Columbia continues to maintain the highest credit rating possible with Moody’s, Standard and Poor’s and Fitch. Standard & Poor’s most recently affirmed its AAA rating in May 2014 following Budget 2014. The Dominion Bond Rating Service affirmed B.C.’s AA (high) credit rating in April 2014 and Fitch affirmed the Province’s AAA rating in April 2014.
