Climate Quarter I have been involved in a project related to adaptation to climate change. In 2021, I was one of the project managers of the „Climate Quarter’’ project. The multidisciplinary team has provided consultancy for the City of Cracow in the field of regeneration of public space as a part of the project. The main idea was the transformation towards climate neutrality. The project’s outcome was a development of a masterplan coordinating planning and mobility aspects. Our team has provided guidelines for public spaces transport, mobility, blue-green infrastructure) During the process we have also delivered a complex diagnosis of the area, which was the basis for further design decisions. The crucial part of the assignment was the dialogue with stakeholders (social consultations, workshops).

The projects’ aim was to coordinate activities related to urban planning, spatial planning and mobility management for Kazimierz in Krakow. These activities were aimed at improving the conditions for the movement of pedestrians, cyclists and passengers of public transport, so that each user can meet their own needs. Strengthening these ways of moving was one of the methods used by Cracow to counteract the climate crisis, e.g. thanks to the reduction of energy consumption and pollutant emissions.

The project was also part of the activities initiated by the Krakow City Hall as part of the European Climate KIC Deep Demonstration initiative. The aim of the initiative was to test solutions in the field of change management in local government and to implement adaptation measures in such areas as municipal management of the city and mobility. The action has a model character, and ultimately it is to become a model for further municipal activities. The reason for the implementation of the „Climate Quarter’’

project was also Krakow’s commitment to preventing climate change. The city authorities have declared that in 2050 the city will achieve zero emissions. In 2023 „Climate Quarter” project received the main prize in the competition of the Minister of Development and Technology for outstanding achievements in the field of spatial planning and development.

Local Development Programme I am working as an urban policy expert and city advisor at the Association of Polish Cities since June 2019. I am engaged in projects dedicated to local and territorial development. I support several Polish cities in the process of implementation of development plans and strategies. The scope of my work is focused on strengthening social and economic cohesion by improving the quality of the environment, entrepreneurship, efficiency of public administration and living standards for all residents. Currently I am helping in the implementation phase but also with consultancy in the field of revitalization, spatial planning, real estate management, and housing which is helpful in decision making for the local administration. In the Local Development Programme I am supporting the city of Starachowice. Compared to the current demographic situation, the city will lose one third of its inhabitants in the next 30 years. Empty quarters, closed schools, problems with the budget, no investments, no manpower - the main problem of Starachowice to which the project responds is the shrinkage of the city and the low attractiveness of settlement. The most important activities of the project: • Preparations for the creation of an Eco-School in place of Primary School No. 11,

Reconstruction of the historic and dilapidated building into the „Little Palace” Creativity Center; • Improvement of the quality of educational services in the city; • Activation of non-governmental organizations and civil society as well as the activation of social activity of the city’’s inhabitants; • Adaptation of the city to climate change and increasing the environmental awareness of the inhabitants; • New housing policy and preparation to accept new residents from outside Poland and creating conditions for their better adaptation in the city (new housing strategy, technical documentation for new ecological buildings); • Building the city’s brand and promotion strategy; • Increasing the competences of local administration The aim of the project is to improve the quality of life of residents through the implementation of comprehensive social, educational, environmental and economic programs and projects, and to strengthen the institutional potential of the Leader and partner organizations. The partnership brings together institutions and organizations with various ranges of activity, activity profiles and potentials.

One of my current challenges is being the coordinator of the climate neutral city/green experience exchange network. EMPIRIAE Experience Exchange Networks are a unique Association of Polish Cities project based on the popular networking concept, delivered as part of the “Local Development” Programme. The Network is a platform for exchanging knowledge and experience, bringing together representatives of cities and towns offered the capacity to learn from each other and develop new solutions associated with specific issues, of key importance to the development of small and medium-sized cities and towns.

EMPIRIAE is an opportunity to consult individual activities with a broad specialist and expert community. They allow a fresh take on any given issue, as well as immediate feedback and evaluation of any action taken. They let other cities’ and towns’ experience be used in a creative way. The Network focuses on issues key to the development of Polish cities and towns, closely related to activities submitted as part of the “Local Development” Programme delivery.

Additionally I work in the Advisory Support Center, the biggest consultancy project in Poland. I am responsible for the preparation of strategies and action plans for several territorial partnerships of local administration units: • Towns and Municipalities of the Limanowa County • Association of Krynica and Poprad communes • Towns and Municipalities of the Gniezno County. The strategies are the tool to apply for EU funds. The strategies are preceded by delivering a complex diagnosis (including socio-economic, demographic, spatial, financial and economic, management and organizational aspects). During the program I delivered a workshop about the implementation and financing of projects in the field of adaptation to climate change. I have experience with urban development and climate change mitigation policy.

Revitalisation of Przedmieście Oławskie The core of the project was to create a viable programme and deliver a revitalization process in a comprehensive and flexible way, considering the diversity of needs and participants. Strategic planning and implementation of targeted projects kickstarted wider regenerative processes and led to improve the quality of life in the entire neighbourhood. Przedmieście Oławskie is an urban district near the city center. It typifies dense 19th-century neighbourhoods, with representative public spaces and ornately decorated tenement houses with spacious courtyards. The degradation and deprivation of this area prompted the decision to launch a revitalization process, which was started in 2012 by the development of a strategic masterplan document. The masterplan assessed the issues of the area in an interdisciplinary way and was ‘a roadmap‘ for revitalization activities, a base for further planning documents. The man problems were social and economic deprivation (poor quality of life, high population density, high crime rates, low levels of economic activity, poor performance in civic participation) and a chronic lack of maintenance and investment in the built environment and infrastructure for decades, devastating damage sustained in the Great Flood of 1997.

As a result, the residents lost trust in the local authority and became disillusioned about the environment and their prospects. It was necessary to program a long-term, continuous and multifaceted process, involving all people who cared about the area, apply effective actions and carefully select priorities - main areas of intervention. Implementing specific actions there was supposed to bring positive effects to as many inhabitants as possible and to trigger off further actions. In the revitalization area, many diverse investments were carried out, leading to various procedures. Listed buildings were restored in accordance with conservation guidelines. However, wherever possible, the designers attempted to create modern solutions, both in terms of urban fabric and of architectural expression, construction and materials. The revitalization aimed to follow sustainable city development and environmental protection principles. The investments and the activities for residents initiated and carried out by the revitalization operator (Wrocławska Rewitalizacja) were financed by EU and municipal funds.

Vacant premises in the groundfloor

Multigenerational house

Vacant premises in the groundfloor program aims to remove barriers that prevent renting of these premises. Empty properties in the ground floor do not generate income, their current technical condition makes it impossible to find a tenant. Of the dozens of analyzed premises, 10 units were selected, which were included in the program The program’s objective, which aims to remove barriers that prevent renting these premises. In 2016 chosen design teams prepared a building documentation for the renovation and reconstruction of the premises. The purpose of the renovations was also to create conditions for the development of premises by private entities selected through dedicated tenders in order to be able to identify the activities that will best contribute to the development of the estate. I was responsible for managing the program which aimed to renovate empty municipal premises in groundfloor to use them for social and cultural activities in the deprived Olawskie neighbourhood. I have been engaged in creating the program’s guidelines, choosing the strategic premises for the redevelpment. Furthermore I have created the architectural guidelines for the renovation of empty premises. I have cooperated with the administator and design team during the implentation phase. I was also in charge of communication and cooperation with the contractors, infrastructure providers, various specialists, building communities and community leaders.

I was involved in creating the guidelines for multigenerational house in the deprived Olawskie neighbourhood. The project included comissioning sociological research. I cooperated with interdisciplinary team on the guidelines for the sociological research. The research provided the input for the architectural workshop. The idea of the workshop was to create different models of a multigenerational home. I was responsible for creating design guidelines for the design team. The workshop resulted in various design proposals. Our role was to summarise the results and prepare recommendations for different municipalities in Poland. koncepcja zagospodarowania podwórza - strefy I worked with the design team of architects on the redevelopment project of the courtyard in Olawskie neighbourhood. It is small courtyard, located close to the city centre. The idea of the project was to renovate the deprived courtyard and transform it into a semipublic space. The design included introducing community gardens, recreational area and the minimal areas for parking and communication. I was responsible for coordination of the design phase as well as conducting public consultation. Our role was also to negotiate the project with land owner and the municipality of Wroclaw.

Masterplan was developed for revitalisation of the entire neighbourhood. It consisted of two parts: analytical and conceptual. It was a necessary document for making management decisions. Based on Masterplan, it was be possible to carry out detailed conceptual designs for quarters, but also to create schedules for individual activities, define financial outlays. The analysis of the entire estate enabled choosing priority interventions in the neighbourhood: the development of degraded courtyard interiors, urban vacant buildings and degraded riverbank areas, for which a number of more detailed studies were carried out, such as model development of the block, a system of connections between the backyards, the masterplan for Olawa riverfront.

Masterplan recognized the potential and problems of the area.It allowed to look at a part of the river embankment in a wider, urban context, as a fragment of a green wedge along the river Olawa. The primary goal was to preserve the natural character of the area. This should lead to all design activities related to improving the accessibility of the site. The water front had to be transformed to create a public space that will allow recreation for various groups of inhabitants of both the Olawskie area and whole Wroclaw. Masterplan opened the way to initiate a coordinated design process and became the basis for design guidelines for the site. The redevelopment of the riverfront has been completed in 2019.

The masteplan analyzed the network of connections between courtyards in terms of the possibility of its consolidation and development. Its organization is not a project in itself, but it should be a part of all activities undertaken in the area. The redevelopment actions were an incentive to look at the connections more thoroughly. They should be carried out with respect for this way of moving and ensure safety and comfort for both pedestrians and residents who are not always in favor of admitting people from outside to their backyards.

I have worked in a team on a concept design (Ist prize in competition) for the Piotrkowska St. in Lodz, one of the most important public spaces in Poland. The concept was used as a guideline for the building documentation. Piotrkowska St. is a key public space of Lodz, which is a postindustrial city in Poland. Modernisation of the surface of the road, pavement and street furniture in Piotrkowska St. was completed in 2014. The modernisation was also based on our concept design, but the building documentation was prepared by different architecture studio.

PhD degree

Cooperation

In the end of 2018 I have obtained a PhD degree in urban regeneration at the Faculty of Architecture of Cracow University of Technology. My dissertation was focused on the relationship between the attributes of the architecture of the street and revitalizations process. The aim of the dissertation was to identify connections between changes in the functional and spatial structure of streets and the effects of the implemented revitalization strategies. Swidnicka St. in Wroclaw was the main study of my thesis. It was the main shopping street in the city. In recent years it has gradually worsened. I have analysed the architecture of the street as well as the effects of the implemented strategy. Furthermore, during my academic career I have released five papers and given around 20 speeches at conferences.

In the years 2012-2019 I have represented Wroclawska Rewitalizacja during various events, speeches, study tours in Poland and abroad. I conducted study visits and speeches regarding the management of the revitalization process for other cities from Poland, Europe and other continents. I was responsible for building working alliance and partnership between Wroclaw and Reykjavik. During my academic career I have released five papers and given around 20 speeches at conferences. I have also specialised in preparation and delivery of architectural lectures to various audiences, including architects, urban designers and communities. I have taken part in research project about „Integrated urban renewal strategies in Wroclaw and Stuttgart knowledge transfer, case studies and cooperation structure for renewal of historical quarters”. In 2020, I took part in the seminar for International Building Exhibition 2027 (IBA’27) about the transformation of the river into liveable spaces. I took active part in working on a series of conferences regarding challenges of today’s cities such as: smart city strategies, climate change, urban policy making. Currently I am doing guided walks around Wrocław, especially in the area of Przedmieście Oławskie and WuWA housing estate.

PhD title: The architecture of the street architecture and the downtown renewal strategy. The urban design aspects of the regeneration of streets in chosen areas of Polish cities. Project year: 2012 - 2018 Świdnicka St. in Wrocław

The analysis enabled to see the results of the strategy in the streets’ space.

Study visit at WuWA. WuWA is one of the six model housing estates created by the Werkbund, built in Europe between 1927 and 1931.The public spaces of the estate were renovated The process was managed by Wroclawska Rewitalizacja.
