Directors Report 2011-2012 Queensland Justices Association Financial Report for the Year Ended 30 June 2012 DIRECTORS’ REPORT Your directors present this report on the entity for the financial year ended 30 June 2012. Directors have been in office since the start of the financial year to the date of this report unless otherwise stated. Company Secretary The following person held the position of entity secretary at the end of the financial year: Angela Yin BA (Journalism) Grad Dip Soc Admin M Human Serv JP (Qual). Angela Yin has worked for Queensland Justices Association performing the functions of Not For Profit (Reporting) for the past 2 years as the Registrar and Company Secretary. Angela Yin was appointed Registrar and Company Secretary on 24 May 2010. Principal Activities The principal activities of the entity during the financial year were:: Membership The QJAÕs membership was 5,398 as at 30 June 2012. * - 3,518 are JPs(Qual), 828 are C.Decs, 902 are JPs(C.Dec), 11 are JPs(Mag Crt), 2 are JPs(Legal Practitioner), 62 are Not Recorded and 75 are Associates. * - 3,811 are Regular Members, 1,158 Concession Members, 226 Joint Members, 128 Life Members and 75 Associate Members. Branches QJA continues to oversee the operation of 31 affiliate branches and contact groups. These branches and contact groups provide ongoing support for JPs to manage their needs on a local basis. New and re-formed branches and contact groups established in 2011-2012 include Caboolture and Warwick. Cairns Contact Group upgraded to Cairns Central Branch. No branches or Contact Groups closed. Training QJA continues to provide training for Justices of the Peace in locations throughout Queensland. This training is operated by local branches and the State Office, who administers the funding. In 2011-2012, a total of 12 students enrolled in our 3 courses offered throughout the year, in accordance with 39215QLD Ð Preparation for Justice of the Peace (Qualified). Two were held at State Office and one was held at Hervey Bay. The courseÕs accreditation expired on 25 July 2011 and QJA was not issued a licence for the new course 30942QLD Ð Course in Providing Community Justices Services (Commissioner for Declarations) (Justice of the Peace [Qualified]) until early 2012. QJA ran one unaccredited course during this period in Rockhampton, which had four students. QJA devoted some time to develop course materials for TAE40110 Ð Cert IV in Training & Assessment to retain the Serving Queensland’s Honorary Justices since 1918

DIRECTORS’ REPORT Registered Training Organisation status whilst it was temporarily Òout of scopeÓ due to circumstances which were beyond QJAÕs control. However, circumstances changed and QJA was able to gain the licence for the new accredited course. Professional Development th The 18 Annual State Conference was hosted by the QJA Noosa branch in October 2011 and over 150 JPs from surrounding areas attended. Other refresher seminars included:

QJA Bundaberg Branch in July 2011 Ð over 50 attendees QJA Ipswich Branch (auspiced by Rosewood contact group) in August 2011Ð over 65 attendees QJA Caboolture Branch in February 2012 Ð over 40 attendees QJA Maroochydore Branch in May 2012 Ð over 100 attendees QJA Logan Branch in June 2012 Ð over 100 attendees

Signing Facilities The QJA continues to support local communities with the provision of over 50 public signing facilities, whereby JPs volunteer in local shopping centres, libraries and courthouses. The QJA Journal The QJA continues to publish a quarterly periodical which provides professional updates and items of interest to Members. The Guide to JP Practice The QJA continues to update its self-published book The Guide to JP Practice in Queensland as changes come to hand. There were four updated Chapters in 2011-2012; including Chapter 3, Chapter 9, Chapter 23 and Chapter 25. The former Registrar Gregory Cuthbert is the editor and continues to write the updates. 203 copies of the Guide were sold in 2011-2012. Social and Electronic Media The QJA has a Company website with a secure Members Only section, has a Facebook page and maintains a presence on Twitter. The QJA also maintains a watch on other social media platforms to assess whether they present additional marketing and promotional opportunities. The QJA has over 600 Members registered for the Members Only section of the QJA Website, and over 200 on Facebook. Both these platforms attract interest from the community and are used by both Members and the Public to search for JPs and seek information about the role of JPs in Queensland. Community Development QJA continued with the QJA International WomenÕs Day initiative, which attracted sponsorship and advertising for the Journal. Over 80 female JPs attended the function hosted by State Office, under the auspice of the Working Committee. Events were also held by the Bundaberg and Ingham branches. Nature of Activities No significant changes in the nature of the entityÕs activity occurred during the financial year. Operating Results The operating result of the entity for the financial year was a deficit of $8,012. Dividends Paid or Recommended No dividends were paid or declared since the start of the financial year. No recommendation for payment of dividends has been made. Review of Operations A review of operations of the entity during the financial year indicated that the changes in available government grant funding and lack of access to training revenue led to a decrease in revenue by 10 %. The decrease in revenue, coupled with one-off expenses on the Membership Management System database and legal expenses for the Constitution contributed to the entity sustaining a small financial loss (equivalent to 3% of revenue). Significant Changes in State of Affairs No significant changes in the entityÕs state of affairs occurred during the financial year. 12

Report on the financial audit We have audited the accompanying financial report of Queensland Justices Association , which comprises the balance sheet as at 30 June 2012, the income statement, statement of changes in equity and cash flow statement for the year then ended, a summary of significant accounting policies, other explanatory notes and the directorsÕ declaration. NOTES TO THE FINANCIAL STATEMENTS FOR THE YEAR ENDED 30 JUNE 2012 NOTE 1: STATEMENT OF SIGNIFICANT ACCOUNTING POLICIES The financial report is a general purpose financial report that has been prepared in accordance with Accounting Standards, Urgent Issues Group Interpretations, other authoritative pronouncements of the Australian Accounting Standards Board and the Corporations Act 2001 The financial report covers the economic entity of Queensland Justices Association. Queensland Justices Association is a company limited by guarantee. The financial report has been prepared in accordance with the mandatory Australian Accounting Standards applicable to entities reporting under the Corporations Act 2001 and the significant accounting policies disclosed below, which the directors have determined are appropriate to meet the needs of members. Such accounting policies are consistent with the previous period unless stated otherwise. The financial statements have been prepared on an accruals basis and are based on historical costs unless otherwise stated in the notes. The accounting policies that have been adopted in the preparation of this report are as follows: Accounting Policies a.

Revenue The training course income was Revenue from the sale of goods is recognised upon the delivery of goods to customers. Grant revenue is recognised in the income statement when the entity obtains control of the grant and it is probable that the economic benefits gained from the grant will flow to the entity and the amount of the grant can be measured reliably. If conditions are attached to the grant which must be satisfied before it is eligible to receive the contribution, the recognition of the grant as revenue will be deferred until those conditions are satisfied. When grant revenue is received whereby the entity incurs an obligation to deliver economic value directly back to the contributor, this is considered a reciprocal transaction and the grant revenue is recognised in the balance sheet as a liability until the service has been delivered to the contributor, otherwise the grant is recognised as income on receipt.

Donations and bequests are recognised as revenue when received. Interest revenue is recognised using the effective interest rate method, which for floating rate financial assets is the rate inherent in the instrument. Dividend revenue is recognised when the right to receive a dividend has been established. Revenue from the rendering of a service is recognised upon the delivery of the service to the customers. Members of the Company are Justices of Peace and Commissioners for Declarations who pay an annual subscription fee. Subscription paid In advance is treated as current liabilities. All revenue is stated net of the amount of goods and services tax (GST). b.

Inventories Inventories are measured at the lower of cost and current replacement cost. Inventories acquired at no cost, or for nominal consideration are valued at the current replacement cost as at the date of acquisition.

Plant and Equipment Plant and equipment are measured on the cost basis less depreciation and impairment losses. The carrying amount of plant and equipment is reviewed annually by directors to ensure it is not in excess of the recoverable amount from these assets. The recoverable amount is assessed on the basis of the expected net cash flows that will be received from the assets employment and subsequent disposal. The expected net cash flows have been discounted to their present values in determining recoverable amounts. Plant and equipment that have been contributed at no cost or for nominal cost are valued and recognised at the fair value of the asset at the date it is acquired. Depreciation The depreciable amount of all fixed assets are depreciated on a straight line basis over the assetÕs useful life to the entity commencing from the time the asset is held ready for use. . The assetsÕ residual values and useful lives are reviewed, and adjusted if appropriate, at each balance sheet date. An assetÕs carrying amount is written down immediately to its recoverable amount if the assetÕs carrying amount is greater than its estimated recoverable amount. Gains and losses on disposals are determined by comparing proceeds with the carrying amount. These gains or losses are included in the income statement. When revalue assets are sold, amounts included in the revaluation reserve relating to that asset are transferred to retained earnings.

Leases Leases of fixed assets where substantially all the risks and benefits incidental to the ownership of the asset, but not the legal ownership that are transferred to entities in the economic entity are classified as finance leases. Finance leases are capitalised by recording an asset and a liability at the lower of the amounts equal to the fair value of the leased property or the present value of the minimum lease payments, including any guaranteed residual values. Lease payments are allocated between the reduction of the lease liability and the lease interest expense for the period. Leased assets are depreciated on a straight-line basis over the shorter of their estimated useful lives or the lease term. Lease payments for operating leases, where substantially all the risks and benefits remain with the lessor, are charged as expenses on a straight-line basis over the lease term.

Financial Instruments Initial recognition and measurement Financial assets and financial liabilities are recognised when the entity becomes a party to the contractual provisions to the instrument. For financial assets, this is equivalent to the date that the Company commits itself to either purchase or sell the asset (i.e. trade date accounting is adopted). Financial instruments are initially measured at fair value plus transactions costs except where the instrument is classified Ôat fair value through profit or losses in which case transaction costs are expensed to profit or loss immediately. Classification and subsequent measurement Finance instruments are subsequently measured at fair value, amortised cost using the effective interest rate method or cost. Fair value represents the amount for which an asset could be exchanged or a liability settled, between knowledgeable, willing parties. Where available, quoted prices in an active market are used to determine fair value. In other circumstances, valuation techniques are adopted. Amortised cost is calculated as: i.

the amount at which the financial asset or financial liability is measured at initial recognition;

ii.

less principal repayments;

iii.

plus or minus the cumulative amortisation of the difference, if any, between the amount initially recognised and the maturity amount calculated using the effective interest method; and

iv.

less any reduction for impairment.

The effective interest method is used to allocate interest income or interest expense over the relevant period and is equivalent to the rate that exactly discounts estimated future cash payments or receipts (including fees, transaction costs and other premiums or discounts) through the expected life (or when this cannot be reliably predicted, the contractual term) of the financial instrument to the net carrying amount of the financial asset or financial liability. Revisions to expected future net cash flows will necessitate an adjustment to the carrying value with a consequential recognition of an income or expense in profit or loss. The Group does not designate any interests in subsidiaries, associates or joint venture entities as being subject to the requirements of accounting standards specifically applicable to financial instruments. 18

Financial assets at fair value through profit or loss Financial assets are classified at Ôfair value through profit or lossÕ when they are held for trading for the purpose of short-term profit taking, or where they are derivatives not held for hedging purposes, or when they are designated as such to avoid an accounting mismatch or to enable performance evaluation where a group of financial assets is managed by key management personnel on a fair value basis in accordance with a documented risk management or investment strategy. Such assets are subsequently measured at fair value with changes in carrying value being included in profit or loss.

Loans and receivables Loans and receivables are non-derivative financial assets with fixed or determinable payments that are not quoted in an active market and are subsequently measured at amortised cost.

(iii)

Held-to-maturity investments Held-to-maturity nvestments are non-derivative financial assets that have fixed maturities and fixed or determinable payments, and it is the companyÕs intention to hold these investments to maturity. They are subsequently measured at amortised cost.

Available-for-sale financial assets Available-for-sale financial assets are non-derivative financial assets that are either not capable of being classified into other categories of financial assets due to their nature, or they are designated as such by management. They comprise investments in the equity of other entities where there is neither a fixed maturity nor fixed or determinable payments.

Financial liabilities Non-derivative financial liabilities (excluding financial guarantees) are subsequently measured at amortised cost.

Fair Value Fair value is determined based on current bid prices for all quoted investments. Valuation techniques are applied to determine the fair value for all unlisted securities, including recent armÕs length transactions, reference to similar instruments and option pricing models. Impairment At each reporting date, the entity assesses whether there is objective evidence that a financial instrument has been impaired. In the case of available-for-sale financial instruments, a prolonged decline in the value of the instrument is considered to determine whether impairment has arisen. Impairment losses are recognised in the Income Statement. Derecognition Financial assets are derecognised where the contractual rights to receipt of cash flows expires or the asset is transferred to another party whereby the entity no longer has any significant continuing involvement in the risks and benefits associated with the asset. Financial liabilities are derecognised where the related obligations are discharged, cancelled or expired. The difference between the carrying value of the financial liability, which is extinguished or transferred to another party and the fair value of consideration paid, including the transfer of non-cash assets or liabilities assumed, is recognised in profit or loss. f.

Impairment of Assets At each reporting date, the entity reviews the carrying values of its tangible and intangible assets to determine whether there is any indication that those assets have been impaired. If such an indication exists, the recoverable amount of the asset, being the higher of the assetÕs fair value less costs to sell and value in use, is compared to the assetÕs carrying value. Any excess of the assetÕs carrying value over its recoverable amount is expensed to the Income Statement. Where the future economic benefits of the asset are not primarily dependent upon on the assets ability to generate net cash inflows and when the entity would, if deprived of the asset, replace its remaining future economic benefits, value in use is determined as the depreciated replacement cost of an asset. Where it is not possible to estimate the recoverable amount of a class of asset, the entity estimates the recoverable amount of the cash-generating unit to which the asset belongs. Where an impairment loss on a revalue asset is identified, this is debited against the revaluation reserve in respect of the same class of asset to the extent that the impairment loss does not exceed the amount in the revaluation reserve for that same class of asset.

Employee Benefits Provision is made for the entityÕs liability for employee benefits arising from services rendered by employees to Balance Sheet date. Employee benefits expected to be settled within one year together with benefits arising from wages, salaries and annual leave which may be settled after one year, have been measured at the amounts expected to be paid when the liability is settled plus related on costs. Cash and Cash Equivalents Cash and cash equivalents include cash on hand, deposits held at-call with banks, other short-term highly liquid investments with original maturities of three months or less, and bank overdrafts.

Goods and Services Tax (GST) Revenues, expenses and assets are recognised net of the amount of GST, except where the amount of GST incurred is not recoverable from the Australian Taxation Office. In these circumstances the GST is recognised as part of the cost of acquisition of the asset or as part of an item of expense. Receivables and payables in the Balance Sheet are shown inclusive of GST.
