It was merely Primary Election Day, part Followingtwo. a laborious redistricting process, which required the splitting of the gubernatorial and state Assembly primaries, held on their originally scheduled June 28 date, and the Congressional and state Senate primaries, pushed back to Aug. 23 after the initially redrawn district maps for the bodies were deemed unconstitutional, borough voters went back to the polls on Tuesday to make their picks for party nominations in three Congressional and two state Senate races. The consensus, ideologically speaking, in the state Senate races was split. On the one hand, seventerm incumbent and centrist-leaning state Sen. Joe Addabbo Jr. (D-Howard Beach) handily secured Democratic Party renomination in the redrawn 15th District, now covering none of his Howard Beach base but more of central Queens. On the other, Community Board 4 member and Democratic Socialist Kristen Gonzalez won the party’s nomination in the 59th District, created as a result of this year’s redistricting process and covering parts of Brooklyn, Manhattan, and Long Island City and“OurAstoria.campaign went up against nearly a half a million in fear-mongering ads from outside real estate and right-wing super PACs, but today we proved that a progressive message of community and care is more important to New York’s working families,” Gonzalez said in aGonzalezstatement.secured 57 percent of the vote in the 59th, nearly doubling up second-place finisher former Councilwoman Elizabeth Crowley’s 31.9 percent and nearly matching Addabbo’s 28-point margin of victory in the 15th. Addabbo amassed 56.3 percent of the vote in the redrawn district, besting runner-up activist Japneet Singh’s 28.7 percent and Albert Baldeo’s 13.9 percent. Addabbo goes on to face Republican Danniel Maio in his first crack at winning over his new constituency. With none of the five candidates receiving a majority of the vote and four receiving 15 percent of the vote or more, Democratic National Committee member Robert Zimmerman pulled out the Democratic nomination for the Congressional seat in the 3rd District. by Deirdre Bardolf Associate Editor Almost exactly 40 years ago, Congressman Joseph Addabbo Sr. celebrated a primary win at Villa Russo in Richmond Hill for a district that had just been drastically redrawn after his 20 years of serving in elected office.

On Tuesday, his son, state Sen. Joe Addabbo Jr. (D-Howard Beach), celebrated a primary victory at the same venue, also following a reapportionment that greatly altered the district he has served for nearly as long. “He worked the hardest he ever worked because the lines changed,” Addabbo said of his father in his victory speech, alongside his wife, Dawn, and daughters, Arianna and Alexis. “He didn’t quit. He worked hard to make sure he was going to represent that new office, that new district, and that gave me the inspiration to work just as hard with these newThelines.”senior Addabbo’s new district in 1982 was transformed into a more diverse and competitive district but he held it that year and the next, which was his final term in office. This year, the redrawing of Addabbo’s district, which had been over 50 percent white, made it more diverse and cut out his home base of Howard Beach and south of there. Resorts World and Aqueduct Race Track were also drawn out of the district. He gained more of Richmond Hill and South Richmond Hill, as well as Middle Village, Forest Hills and Rego Park.Addabbo was up against accountant and former City Council candidate Japneet Singh and activist Albert Baldeo. Addabbo won with over 56 percent of the vote, according to the Board of Elections. Singh followed with about 29 percent and Baldeo trailed with 14. Voter turnout was low on the second Election Day in this year’s split primary with only about 18,000 votes cast in Queens. Around 7,000 of them were in the District 15 race. Addabbo received over 3,800 votes; Singh 1,972; and Baldeo 957.The unusual date had Addabbo nervous.“I’mcompeting with a beach day ... that was my concern,” he told the Chronicle. The new lines gave him back parts of Richmond Hill and South Richmond Hill that he previously represented in the City Council and earlier in his Senate career. In July, Addabbo told the Chronicle that he was focused on “reacquainting” himself with the issues in those neighborhoods, and that the issues had changed in recent years. In addition to quality-of-life concerns, he spoke of the rise of gun violence and hate crimes. He discussed the broader challenges New Yorkers face in light of an ongoing pandemic, higher gas prices and inflation. As a vocal supporter of the police, Addabbo solidified his position as a moderate Democrat, commenting on the plight of the party today and a “lefty movement” evident in the landslide win of Kristin Gonzalez to the state Senate in western Queens. Addabbo celebrated Tuesday night with members of different community groups, his staff, volunteers and family.

In response to the Ozone Park Residents Block Association, a DOT representative thanked the group for its concern and said the Pedestrian Unit and Traffic Operations would investigate safety measures at the Conduit by 78th and 79th“Uponstreets.completion of the review,

The Department for the Aging has partnered with the Department of Transportation for a pilot rideshare service for senior citizens and people with disabilities.
The program provides door-to-door service 24/7 for rides within the five boroughs and in Nassau and Westchester counties. Rides can either be scheduled in advance or requested on-demand using the DFTA My Ride app, website or dispatch. Wheelchair-accessible vehicles are available.
The DFTA is now accepting applications to take part in a three-month pilot, its second in three years; those selected would received a $600 subsidy for rides during that period and would need to fill out preand post-program surveys. Applicants must be at least 60 years old or, for those with disabilities, at least 18 years old. The pilot is open to residents in 14 outer borough community districts; in Queens, those districts are CD 6, 7, 10, 12 and 14. Only one person per household may apply. To apply, visit nyc.gov/aging/myride. Applications are due online Sept. 9; mailin applications should be sent to the DFTA’s Manhattan office and must be postmarked by Sept. 5.

Three vandals first targeted Tulsi Mandir on Aug. 3 when they toppled over a statue of Gandhi and a planter holding a sacred plant. Then, on Aug. 16, a group of six arrived around 1:30 a.m. and smashed the statue with what appeared to be a sledgehammer. They also vandalized the area and nearby 111th Street with spray paint and then fled in what police say was a white Mercedes, possibly a C-class, and a dark-colored Toyota Camry.

Two dead in ATV crash; cops on modified duty Community Board 9 held its first-ever small business resources and economic recovery forum last Thursday, drawing area business owners and leaders together to network and discuss challenges and opportunities.
Speakers included Tom Grech, president and CEO of the Queens Chamber of Commerce, Sam Smouha, program manager for commercial revitalization at the Queens Economic Development Corp., and Andrew Rubin, director of community affairs and government relations at Jamaica Hospital Medical Center. Grech spoke about revitalizing the tech industry in Queens and the effects of congestion pricing on business owners. Smouha discussed the lack of a business improvement district or merchant’s association in the Richmond Hill area and how creating an informal one would be a big step.
“These police officers and cops across the city have been told to prioritize getting illegal bikes and ATVs off the streets, because the community is sick of them,” he said in a statement. “They should not be punished for doing the job they were sent out to do.”
Two men driving an ATV toward the lower level of the Queensboro Bridge early last Friday morning died after crashing into the front of a Freightliner tractor, police said. Two officers who were reportedly chasing the ATV have been put on modified duty while the investigation continues.

The New York Times identified the officers as Niketas Janios and Marya Cardona Quintero; when the Chronicle asked the NYPD for confirmation on those names, its press office said via email, “The officers are modified pending an ongoing investigation.”
The passenger, who has yet to be identified, also sustained severe trauma to his head and body; he was transported to NewYork-Presbyterian/Weill Cornell Medical Center, where he was pronounced dead. The driver of the tractor was not injured and remained on the scene, the NYPD said. The crash occurred near the junction of Queens Plaza South, Jackson Avenue and Queens Plaza East.
Around 1:30 a.m. last Friday, police said, officers responded to a report that the driver, who has been identified as 22-year-old Bronx resident Angel Lopez, and the passenger were riding a 1999 Yamaha Chappy ATV westbound toward the lower roadway of the bridge. They hit a 2014 Freightliner tractor, causing them to fall onto the road. Lopez was then run over by the rig’s back wheel, causing severe trauma to his head and the rest of his body; he was pronounced dead on the scene.

The MTA needs money to continue to make improvements and maintain reliable (or at least semi-reliable) service. Whether one believes the MTA is mismanaged or needs extensive organization is another matter, and we must keep pressure on our leaders to ensure the MTA runs effectively. However, there is no debate that the MTA suffered a massive loss of revenue during the pandemic. The working world is a new landscape with a not-insignificant population of employed workers continuing to work remotely, so it’s not certain that ridership will return to pre-2020 levels.

I don’t understand this rationale: “The return of office workers will not be sped up. Unemployment will not improve.” Congestion pricing doesn’t claim to address these issues — it seeks to reduce traffic, improve air quality and support the MTA; this will help the majority of New Yorkers, who are lower- and middleincome residents and need a well-functioning public transit system. And while you can call them all up on your phone or computer, it’s often easier to just glance at an oldfashioned piece of paper displayed in what’s often the most social room in a modern household — especially around mealtimes. So go ahead, if you like it, put a magnet on it. Much of Queens has overcrowded schools, and efforts to relieve them are always a top concern for families. We have you covered, reporting that up to 3,110 new seats are set for this year. A new pre-kindergarten, extensions on elementary schools, a new middle school and a new high school building are all set to open — along with a long-desired annex for Francis Lewis High School that will provide 555 new seats. We also get into what’s being taught, specifically a welcome return to phonics for kids in kindergarten through second grade. Phonics is the teaching method that has students sound out words and learn to string syllables together. “Dog” leads to “dog-mat-ic” because youngsters can see the individual syllables. This replaces a tragic turn the city had taken into so-called “whole language” or “balanced literacy” teaching, a discredited method that stunts children’s learning. We do not focus solely on the city’s traditional district schools in the section. More and more families are choosing other options, so we take a look at how both Catholic schools and charter schools are doing. The answer is well. Parochial school enrollment is up, and if charter schools weren’t blocked by an outdated, ill-considered cap imposed by Albany, more of them would be opening up as we speak to accommodate the many families trying to get their kids in.
DearYourEditor:Aug. 18 article “Queens buses fare best in annual study” proves there is no reason to eliminate one-third of the borough’s bus stops for buses to go faster. According to MTA logic, if the best borough for bus service should have one-third of its bus stops removed, then Brooklyn should have half its bus stops removed because its buses are even slower. Why are they slow in the first place? The Q32, Queens’ slowest bus route, is so slow because of the Department of Transportation’s decision in 2003 to turn one of the traffic lanes on the Queens Boulevard service road into a parking lane and later to remove the parking for a bikeThelane.DOT’s solution, after causing the slow bus problem, is to create a bus lane in the main road, moving buses from the service road and slowing other traffic to a crawl. Everyone must stop this bus stop removal nonsense, and oppose DOT solutions that make congestion problems worse while the DOT blames the drivers for them. The soundscape of residential communities has shifted from relative quiet and birdsong to blistering thunderous repeated terrible excessive noise. Communities and the New York Aviation Roundtable have been working in good faith with the FAA and Port Authority for years since flight procedure changes were made at LGA in 2012. The destructive level of excessive and constant noise on Sunday made it impossible to open a window, enjoy public parks and open spaces, relax or enjoy a BBQ in our backyards and terraces, watch television, listen to music or hold a conversation. While Buttigieg intends to hold airlines accountable for flight delays, cancellations and ticket refunds, the residents of Flushing and everyone across northeast Queens respectfully plead with him to hold the aviation industry accountable for the destruction of health, property and communities negatively impacted by low-altitude commercialThereaircraft.aresolutions to co-exist with airports and for the industry to be good neighbors. Crime at the current rate will continue until both the insane bail reform laws are repealed and district attorneys who refuse to prosecute remain in office. There, bail reform, defund police efforts, lenient district attorneys and criminals ruling the streets with no fear of the law do not exist. More professional drivers have begun mobilizing against congestion pricing proposals as the Metropolitan Transportation Authority gears up for its first of six virtual public hearings on Aug. 25.

In addition to stop signs and speed bumps, Cook and resident Pat Dyer asked Garcia about converting stretches of narrow roadway on 130th and 133rd avenues leading into 150th Street into one-way lanes. Garcia said that process starts with the community board.
An aide mentioned, specifically relating to stop signs, the placement of too much signage can lead drivers to be more cavalier in their adherence, and lead to more rolling stops.
“I’m in touch with Ms. Cook, and we’ll be getting back as quickly as we can,” Garcia said.
As part of other efforts to mitigate speeding in the area, the residents gathered on the corner of Inwood and Sutter asked Garcia about the feasibility of speed bumps. Her answer to that question was two-fold.
Pertaining to most questions about potential DOT action and any perceived inaction, Garcia mentioned the possibility of past DOT studies that had deemed change unnecessary at the time, but had grown outdated. She specifically cited the city’s lowering of the default speed limit to 25 mph as a potential harbinger for reassessment of some studies.
An organization representing professional rideshare drivers is challenging the state’s plans to introduce congestion pricing, saying it will destroy drivers’ livelihoods.

As it relates to speed bumps in the South Ozone Park area, Garcia said, although she did not possess the same expertise as an engineer, she thought the space between driveways to be too narrow to allow for the implementation of such deterrents. Still, she said she plans to instruct experts to have a look. “Every idea is a good idea,” she said. “We just want to make sure, and this is why we don’t just drop a one-way down [when it’s asked for], because sometimes when you make changes on streets, it can lead to some unintended consequences.”
Garcia patiently listened to complaints in an informal sidewalk meeting that lasted nearly an hour — at one point, more than 10 neighbors joined the conversation, offering input on how traffic flow in the area could be better — and said she plans to pursue next steps.

To mitigate that, residents say a stop sign on Inwood is needed. That way, drivers coming down the roadway would be moving at a much slower speed as they approach a driver on Sutter potentially creeping out to get a better understanding of the surroundings.

After years of a hot dog stand slinging franks on 156th Avenue in Howard Beach, the seemingly abandoned operation was towed away on CouncilwomanMonday.Joann Ariola (R-Ozone Park) posted photos and a video on social media of an NYPD tow truck removing the stand, which was piled atop a trailer. But the decisions rely on precedent set by a case from 1907 that ruled municipal governments are not liable for damage from “extraordinary and excessive rainfalls” — even if the city’s sewer system was under capacity.

‘I can’t go anywhere else’
Nearly a year after the remnants of Hurricane Ida flooded the Forest Hills one-bedroom apartment where Heidi Pashko and her husband live, the couple is finally beginning to settle back into their first-floor home of over four decades. That’s after living with their son’s family for about nine months and spending almost $30,000 on repairs, Pashko said.She received a couple thousand dollars from the Federal Emergency Management Agency and filed a negligence claim against the city for damage caused by sewer overflows in the storm, in the hopes of receiving somePashkomoney.said she was “shocked” when she received a letter on Monday from City Comptroller Brad Lander completely denying herSheclaim.wasn’t the only one: 4,703 New Yorkers filed claims against the city after their homes flooded during Ida. All 4,703 were denied, according to the Comptroller’s Office. The crux of the claims is that the city’s negligence in sewer maintenance led to flooding damage. The storm killed at least 13 people in New York City on Sept. 1, 2021, as it dumped over three inches of rain in a single hour on Central Park, shattering previous rainfall records — and overwhelming the city’s sewer systems, which were built to handle rainfalls of under two inches an hour.

Queens Borough President Donovan Richards called for more federal infrastructure funding to fortify the borough from future storms — and also blasted the city’s handling of storm recovery.

He suggested the city develop a disaster recovery center to offer referrals to legal help, provide details about relief options and assist in submitting insurance claims.
Most of the claims to the comptroller came from Flushing and other neighborhoods in central and southeastern Queens. Amrita Bhagwandin, 52, said Ida flooded the basement and up to two feet into the first floor of her Hollis home. And Bhagwandin is terrified of what another storm could do to her home and the rest of the city. “It’s one year,” she said. “It is a whole year, and I just spoke to FEMA folks and said, ‘We are not ready for an emergency. We are so not ready for the emergency.’”

As of Monday, FEMA approved nearly $223 million in aid to 88,718 people statewide, with 61,696 people in New York City receiving just over $158 million, according to numbers FEMA’s Caetano provided. The average payment was $2,500. For undocumented immigrants and others ineligible for federal aid, the state and city created a separate $27 million Ida relief fund, offering a maximum of $72,000 per eligible household. The state reopened the application period through the end of April after an initial deadline of January. As of Monday, the state has doled out over $1.8 million to 373 applicants through the fund, according to Mercedes Padilla, a spokesperson for the state’s Office for New Americans. An additional 181 applicants also are slated to receive money, she said.In correspondence sent Monday to the city Office of Emergency Management and the state Division of Homeland Security and Emergency Services, Lander further outlined ways the government could be better positioned in the aftermath of disasters: Create capacity to be able to do case management; get contracts for legal assistance for people who need it; and include post-disaster needs in the city’s larger housing plan.

Since Gonzalez and Crowley declared their intentions to represent the area back in February, it was widely believed that the race would be a close one, with Crowley’s experience and centrism against Gonzalez’s progressive views andgrassroots approach making for the perfect storm. That theory, however, proved incorrect: Gonzalez won nearly 26 percent more of the vote than Crowley, who finished with 32.5 percent. Former City Council staffer Mike Corbett finished with 6.5 percent, and activist Nomiki Konst got 1.6 percent, despite having dropped out of the race (and endorsed Gonzalez) less than two weeks before the “Neighborhoodselection. across Brooklyn, Manhattan, and Queens resoundingly elected a 27-year-old socialist Latina to the New York state legislature,” Gonzalez said in a statement. “Tonight, we didn’t just prove that socialists can still win, but that our movement is undoubtedly growing.”

The iconic Forest Hills Jewish Center building is in the process of being sold, though the congregation intends to stay in the area, possibly in whatever new building arises in its place across from MacDonald Park.
The Real Deal reported the center purchased the property from Cord Meyer in 1949. The story said a memorandum of contract with the developers was signed last year but filed this week with city officials. Certain legal restrictions on the property also required the office of state Attorney General Letitia James to sign off on the deal before it could move forward. The property also was believed to have been ready for sale in 2019, with the Chronicle reporting at the time that it would be replaced with a 120-foot-tall tower with apartments and retail space. The deal eventually fell through. The plan back then was for the Forest Hills Jewish Center to relocate nearby at least temporarily, with the possibility of

And it certainly doesn’t hurt that it’s an everyman instrument with a happy sound. The 7-Line Army is a company that arranges trips for groups of Mets fans to see their team play on the road. The Phillies ticket sales department showed its appreciation by letting a company representative toss a pitch to the team’s mascot, the Phillie Phanatic, who jokingly refused to catch the ball. The two did hug right after that. This was a smart business decision by the Phillies. It sent the message Mets fans are welcome at Citizens Bank Park. The Phillies’ accounting department couldn’t care less who is providing the ticket and concession revenue.

I HAVE OFTEN WALKED by Ron Marzlock Chronicle Contributor Alberto Leguizamo, born in 1936, and Luz Marina Pelaez, born in 1941, both in Colombia, fell in love and got married. At age 19, Luz gave birth to a son, John Alberto, on July 22, 1960 in Bogota. They came to the United States in 1964. Alberto worked long hours as a waiter. A brother, Sergio, was born, followed by sisters Maria and Emily. For additional income, Alberto bought a tired-looking old 1910-built 2,350-squarefoot two-family home from the Genuino and Cliento family at 44-07 74 St. in Elmhurst. When John was 10 his parents divorced, and he split his time living with his mother in a apartment building nearby at 86-11 Whitney Ave. Apt. 4A. At Murray Bergtraum High School, a guidance teacher suggested he channel his talkative personality into acting. His first screen appearance was in Madonna’s 1983 “Borderline” video. He continued to pursue his dreams by going to acting schools and started doing stand-up comedy. It was his role as Luigi in the film “Super Mario Brothers” that got him noticed, and his career took off. Married since 2003 to Justine Lara Maurer, Leguizamo does it all: comedy, acting, producing and screenwriting. The 74th Street home was last sold for $525,000 in 2011 and is estimated to be worth $1,180,000 today. But this time she doesn’t have to share the“Yearsspotlight.ago, there was a group show where people could submit their work,” said Goetemann, a Kew Gardens resident who lives near the center. “I had a couple of paintings there.” Her show, including landscapes and seascapes, will be on display for the public through Sept. 28 at the Center at Maple Grove at 127-15 Kew Gardens Road. A Meet the Artist reception will take place at 5:30 p.m. on Saturday, Sept. 17. Goetemann, a native of Missouri, was a teacher in Los Angeles before moving to New York 22 years ago. She recently retired from her post with the city’s Department of Education as an English as a new language teacher.“My mom encouraged me,” Goetemann said of her first interest in art. “She liked to draw and bought me an easel when I was probably about 10. And she put me in classes at art stores. She thought that I had some aptitude toward it so she kind of encouraged me. “I asked Nance, ‘Would you be willing to try this?’” Schneider said. The uke pilot project was off and strumming.Therewere only four classes before Covid shut the libraries in 2020. Like everything else, the uke project moved online. It was a toss-up which task was more difficult, teaching a class of beginners how to play an instrument over the internet or training a crowd of seniors how to use Zoom.Schneider had been running the library’s remote-learning program for a decade and was probably the most experienced hand on the QPL staff in dealing with online stuff. Hinchliffe turned to the younger members — “I mean. like, the ones in their 60s and 70s,” she said — and asked them to help the older students learn how to sign on and use the app. “She was a master at that,” said Schneider.Nextmonth, the face-to-face classes are set to resume. The first will be at the Pomonok branch at 158-21 Jewel Ave. starting Sept.The8.two-hour classes are geared to beginners, though players with all levels of skill are welcome. The soon-to-be first-grader from Forest Hills has found 21 four-leaf clovers and two five-leaf clovers this summer, all during walks with her parents along 108th Street near Yellowstone Park. “It made my day to see Julia so happy when she found the clovers,” mom Liliana said via email. “We saved and preserved all of her clovers.”“Iam so happy and proud to find the special clovers and hope to find more of them,” Julia said. Her father, Michael, added, “I wish that this rare discovery will bring Julia lots of luck and happiness.”Tradition indeed says that clovers with four or five leaves bring good fortune (most have three). And they are rare — about one in 5,000 clovers has four leaves, according to a number of sources, while estimates for the five-leaf variety vary widely, from one in 20,000 to one in a million. The clovers with more than three leaves tend to grow in patches. Many companies and organizations use the four-leaf clover as a logo, while rocketlaunching California-based company SpaceX put one on each of its mission patches for good luck. One tradition says that the four leaves represent luck, faith, hope and love. Julia, 5, is saving her specimens. “Julia preserves the clovers and plans to add more clovers to her collection every year,” her parents said via email. “She loves nature, animals and hopes to become a veterinarian and an environmental activist when she grows up.” — Peter C.
