“When you still have a higher number o f people that can fit into the borough-based jails, what do we do with those that continue to do shootings, robberies, assaults, rapes, and other crimes?”Adams suggested that some of his critics decide on a plan B. But the mayor said the administration’s path is clear. “We’re going to follow the law,” he said “The law calls for the jails to be closed. We’re going to follow that law.” Significant construction already has taken place on a future parking garage and municipal building behind Queens Borough Hall. The existing former Queens Detention Facility, located behind the criminal courthouse on Queens Boulevard, will be demolished. The new site has been discussed as being 29 stories tall with 886 beds, including 126 for women. Other jails are planned for the Bronx, Brooklyn and Manhattan. The jails are in the 10-year capital plan and will be funde d through the sale of bonds. Lander: Inmate numbers head in wrong direction; Adams: ‘Give me a plan

On Aug. 29, however, both Adams and Comptroller Brad Lander expressed concern that self-imposed city deadlines could be j eopardized by a growing jail population. Lander visited Rikers with Councilwoman Carlina Rivera (D-Manhattan) and public Advocate Jumaane Williams. A law on the city’s books mandates that Rikers be closed as a jail by 2027.

“This administration will always follow the law, and the law currently says the jails on Rikers Island must close on time,” the spokesman said. “To follow the law and protect the safety of the communities and all involved in the borough-based jail projects, this work is proceeding.”

“After declining for years, the number of people incarcerated at Rikers has climbed back to a little below 6000 people,” Lander said in an email from his office. “The borough-based jails are intended to have a total capacity of 3300 people. Prior to Covid in 2019, the City was on track to lower the population and was down to approximately 4000 people detained, but with the rising population, the trend is in the wrong direction.” Adams, in a transcript from his press conference later that day, had numerous ques-

NYRA said, in addition to providing expanded access, the tunnels will serve as a conduit to the infield for commercial vehicles, allowing the agency to completely reconstruct the Belmont main track and its two turf courses. Fans of live horse racing in Queens will not have to leave the borough over the next few weeks, as the regular Belmont Park fall season will be moved to Aqueduct Race Track in South Ozone Park to accommodate ongoing construction at Belmont.

The New York Racing Association, in an article by Pat McKenna posted on its website at nyra.com/belmont, said the 28-day meet will begin at the Big A on Thursday, Sept. 15, and run through Sunday, Oct. 30. Live racing will take place Thursdays through Sundays.

The construction at Belmont, located just the other side of the Cross Island Parkway in Nassau County, will create tunnels to allow vehicular and pedestrian traffic to the track’s infield.

“Then for the holiday season we can decorate them with solar lights and it’ll look nice. And other times of the year, there will always be colorful flowers around the evergreen,” she said. Two will remain in the traffic circle to The Lindenwood planters were previously part of an art installation, seen at right back in July, to prevent traffic through the center of the intersection. Now they are being prepped to move to Cross Bay Boulevard.

The tubs, which were filled with plants and made into a modern art installation, were part of a beautification effort by former Councilman Eric Ulrich in 2021. He had appropriated $38,5000 in funding for the Queens Botanical Garden to erect the greenery in partnership with the civic, Community Board 10, the Department of Transportation and Queens-based artist team Combo Colab, the Chronicle reported at the time. It was set to remain in place for a year and aimed to brighten up the “empty eyesore,” Ulrich had said. Over time, the vessels became a point of contention and proved hard to maintain, despite help from the West Hamilton Beach Volunteer Fire Department, and residents wanted to see brighter arrangements in them. The civic wanted to relocate them and Councilwoman Joann Ariola (R-Ozone Park) had expressed the idea of wanting to put planters along Cross Bay Boulevard anyway so it made sense to use these. Ariola will provide funding to have the Botanical Garden again spruce up the tubs and then the civic will maintain their upkeep with help from Lisena Landscaping. “We’re going to do some type of evergreen in the middle,” Phyllis Inserillo, copresident of the civic, told the Chronicle.

Mental and physical health and safety have been on the decline following the pandemic and tragedies like the school shooting in Uvalde, Texas, last spring.This week, the city Department of Education announced its approach to doubling down on school safety. “This administration is prioritizing the reimagining of our commitment to supporting the whole child from the day they enter our schools to the day they graduate,” Schools Chancellor David Banks said in a press release from the DOE on Wednesday. “Our families’ biggest concerns should be on the studies of their children, which is why we are doubling down on this work to take concerns about safety out of the equation.”

It is expected to make the mandated 180 days for students to be in school easier to reach.A United Federation of Teachers spokesperson told the New York Post that teachers are expected to have a plan for a “digital classroom” in place by Sept. 30.

This year’s 9/11 remembrances in Howard Beach will be marked by a new addition to the community: a tree grown from the same one that was saved from Ground Zero.A September 11th Remembrance ceremony will be held at the Rockwood Park Jewish Center on 84th Street this Sunday at 2 p.m. near the site of the 9/11 memorial mural, which was unveiled last year. The September 11th Survivor Tree that was gifted to the Howard Beach Lindenwood Civic Association by the 9/11 Memorial Museum with help from Councilwoman Joann Ariola (R-Ozone Park) will be planted with help from survivors and the families of victims of the terror attack. Later that day, a candlelight memorial ceremony will be held at Our Lady of Grace, sponsored by the Stars Community Center. It will begin at 7 p.m. in the parking lot and the community will gather to remember the day with words and music. Fellowship and refreshments will follow, a flier states. Attendees are asked to bring their own candles as well as chairs and American flags.

The Division of School Facilities also conducted a survey of 1,400 buildings to assess classroom door locks, exterior door locks, alarms, panic buttons and more.

Councilwoman Joann Ariola (R-Ozone Park) sent a letter to Banks last weekend calling for all entrances of schools to be locked. In the letter, she cited a meeting she had in June with school safety officials, principals and NYPD and FDNY representatives in which she suggested using doorbells with cameras and locking all doors with a special key for emergency responders. Everyone agreed that a plan could be put together for this to happen, Ariola said in the letter. “We live in uncertain times, where illegal guns are easily obtainable and mental health is not addressed as efficiently as it should be,” sheShewrote.continued, “Let’s make this the most outstanding year we have ever seen for the Department of Education by putting safety first and locking all school doors that guard the ones we hold the most dear.”

FILE PHOTO The days of kids wearing their pajamas inside out to bring on a snow day are over for city students, Schools Chancellor David Banks announced on Tuesday. Students will instead be expected to participate via remote learning in the case of inclement weather. “With the new technology that we have — that’s one of the good things that came out of COVID — if a snow day comes around, we want to make sure that our kids continue to learn,” Banks said in an interview on Fox 5’s “Good Day New York.” Snow days had been done away with during the pandemic and the policy was renewed last year, according to reports, and now seems to be gone for good.

Instead, new, modern jails, with all the recommended creature comforts, should be built on the island, with the nightmare facilities that exist there now torn down. This is the idea behind legislation pressed by City Councilman Bob Holden of Maspeth to study the idea of building at Rikers instead of elsewhere. But we don’t expect that to happen any more than we expect to see better policing, the repeal of the state’s insane bail “reform” law of 2019 and the serious reworking of the Raise the Age law of 2017. These are all things that would make the city safer, but Albany is not on board. If the criminal justice pendulum is swinging at all back toward common sense, it’s taking far too long.

Never forget 9/11 DearI’mEditor:greatly troubled by the belief by some who think we need to move on from the events of 9/11, 21 years ago. There are those who think there has been too much talk of 9/11 and believe that event is ancient history. We lost thousands of good lives on that day, as well as in the subsequent war that was generated in Afghanistan, where we lost many good men and women who fought the war there for 20 years. Many of our members of the military who did not die came home with many disabilities.

NYCHA’s unsafe water

The money will be borrowed, through bond issuances that will leave the taxpayers on the hook for many years. But beyond the reduction in people’s safety, the dismissal of community concerns and the costs, the most egregious error made by those who pushed the borough jails plan through was the belief that the number of detainees needing to be locked up could be radically reduced, as if by magic. Events of the last few years show this to be folly. As planned, the four jails will be able to house up to 3,300 people. Right now there are a little under 6,000 locked up on Rikers Island. Only fools and ideologues believe that number is too high. Just about every day we learn of another heinous crime committed by someone with such an egregious record that it boggles the mind he wasn’t kept behind bars. And according to a source in the know, the number of people arrested in the city climbed 26 percent in the first half of this year compared to the same time last year, and the number of criminals sentenced to city facilities jumped 184 percent. That’s what’s needed.

Let us not forget the 343 firefighters who gave their lives to save the many on that day of infamy during the attack on the World Trade Center. Let’s also remember the first responders who gave their all and who are sick and dying from the effects of 9/11.

he plan to close Rikers Island and replace it with jails based in every borough save Staten Island was always more about wishful thinking, virtue signaling and pandering than anything practical. The only sensible aspect of it was that detainees would be closer to courthouses, making it faster and cheaper for the city to transport them back and forth. And that was more than overridden by the safety element — what better place could you possibly find to keep potentially violent people locked up than an island surrounded by treacherous waters? Of course communities from Kew Gardens to Chinatown that are slated to get the new jails objected. And of course their objections were duly noted and duly shelved. Construction on a new parking garage and municipal building next to the old Queens House of Detention is underway, work that is tied to the upcoming demolition of the former jail and erection of its replacement. Of course the $8 billion projected cost of the four new jails will turn out to be far higher, because that’s just how it goes with long-term government projects, and also because rampant inflation and supply chain woes driven by the Covid crisis kicked in only after the plan was set.

“We have to have a plan B, because those who have created plan A, that I inherited, obviously didn’t think about a plan B,” Adams said. “If we don’t drop down the prison population the way they thought we were, what do we do?

The Department of Consumer and Worker Protection filed a lawsuit Friday against the Starbucks Corp. in response to the firing of Austin Locke from the company’s Astoria-Ditmars Boulevard location days after he led store employees in a successful unionization push in July. The suit, which was filed with the Office of Administrative Trials and Hearings, specifically alleges that Starbucks violated the city’s Fair Workweek Law, which says that fast-food employees cannot be fired without just cause. The DCWP came to that conclusion through an investigation into Locke’s firing. That was prompted by a complaint which, with the help of Workers United, the union representing the Astoria-Ditmars Boulevard store, Locke himself filed with the agency in TheJuly.suit aims to get Locke reinstated and to have Starbucks pay him back pay and other compensation for work lost. The company would also be required to pay civil penalties, as the Fair Workweek Law stipulates. Whether those things will be accomplished will be determined by OATH when the case goes to trial. A trial date has not yet beenAskedset. about the case, a Starbucks spokesperson wrote in an email to the Chronicle, “We do not comment on pending litigation. A man spewing racist and anti-religious epithets outside of Queens College last week was silenced by police who confiscated his megaphone and ticketed him last Wednesday. Throughout the week, the man, who officials said is not part of the Queens College community, yelled racist, anti-Semitic, antiChristian and anti-Islamic statements and conspiracy theories, oftentimes vulgar, out of a white Volkswagen near the entrance on Melbourne Avenue, according to information from a college spokesperson obtained via email. A video of the incident was shared on Twitter by the nonprofit watchdog organization StopAntisemitism.org. The person who recorded the video was on campus and the yelling man is on the other side of the fence. The person filming says, “This fellow has been sitting in front of the Queens College campus for pretty much the entire day now and nothing is being done ... he can cause a ruckus and he can spread intimidation and fear.” The school’s Public Safety Office attempted to engage the individual but, because he was technically off campus, agents contacted the NYPD, according to an email from Queens College Chief Diversity Officer and Dean of Diversity Jerima DeWese to the campus community. The email stated that officials would continue to work with the NYPD to ensure safety on Officerscampus.onThursday night issued the 34-year-old man a C summons, or criminal court summons, for using a sound device for noncommercial purposes and without a permit, according to an NYPD spokesperson. Officers observed the man in a vehicle, which was parked on a crosswalk, with his body “protruding out of the sunroof,” speaking through the bullhorn. He refused to stop and was issued the C summons as well as a parking summons for being on the crosswalk. Among the things the man said, as seen on the video, were that Jews were siphoning the wealth of Germany and that “all these retarded colored folks just walk in here,” onto the campus named after a “f--king Jew.” The bullhorn was taken and vouchered, the spokesperson said. In the email to the campus community, DeWese said, “When hate speech occurs, it has effects and consequences on those who are exposed to it.”

Nightlife bill targets ODs

Locke is not the only Starbucks employee to allegedly be fired in relation to union activity. Seven employees at a Memphis, Tenn., location were fired after they took part in an in-store interview about their union efforts earlier this year. In August, a judge ordered the company to reinstate them. That was far from lost on Locke.“I’m happy that I’m getting, you know, some traction in the legal case for my reinstatement,” he told the Chronicle, “But I’m more worried about the almost 100 other Starbucks workers that have been illegally fired by Starbucks.”

Councilwoman Lynn Schulman (D-Forest Hills) also condemned the act on Twitter, saying she was “very disturbed” to hear of it.

The campus is home to 4,000 Jewish students and is the seventh-largest Jewish campus community in the nation, the QC Hillel wrote on “CampusesTwitter.have become increasingly hostile to Jewish life amid the national spike in antisemitism, and it is more critical than ever to ensure universities foster an inclusive environment where Jewish students can live and learn without fear,” the group wrote in a letter.

An earlier email from DeWese last week stated, “While we respect the First Amendment rights of all people, we thoroughly condemn hate speech and wish to make it clear that Queens College is in no way associated with such harmful rhetoric.”

A bill before the City Council would allow the city to train employees at “nightlife establishments” to give lifesaving medication to patrons suffering from an opioid overdose.

“Overdose deaths plague our society and that’s why it’s critically important to invest in harm reduction at our city’s social spaces, like bars, nightclubs, and restaurants. By giving the opioid antagonist Narcan to nightlife establishments and providing their employees with training to administer the medication, we can save lives, just like CPR kits can save lives.”

The board also met over the summer with the Mayor’s Community Affairs Unit to present a “shopping list of all the ongoing issues” it has throughout the district and a meeting is set to follow with higher ups in the NYPD, above Capt. Jerome Bacchi, the 106th Precinct commander, Braton said. Bacchi also gave an update of crime, which included arrests for petit larceny being up 65 percent this year, with 930 in total, accounting for over 100 per month. “A lot of it is caused by recidivists, so ... if you contact the politicians and say, ‘Hey we’ve had enough,’ maybe they’ll do something to enact some sort of reforms that will address that,” he said.

Community Board 10 met last week for the first time following the summer break, remaining online for the time being with plans to meet in person in October if state guidance permits.

The 102nd Precinct Community Council met following the summer break on Tuesday night, following the busy season and Commanding Officer Capt. Jeremy Kivlin’s exact three-month anniversary there. Kivlin, left, gave a rundown of the summer, saying that the precinct did “some really good things” — including responding to over 100 noise complaints for large parties, issuing 393 parking violations for tractor trailers parked overnight and seizing 81 ATVs and dirt bikes last month alone — but that there is still plenty to improve on. One highlight came July 27, when Officer Christopher Scheer, second from left, saved a man from jumping off of an overpass of the Van Wyck Expressway. Chair Betty Braton brought up the July news that the Travelodge on Redding Street in Ozone Park had been reactivated as a homeless shelter and announced that the board had also received a notice via telephone, not yet a formal letter, that the Hilton Garden Inn on 134th Avenue near JFK Airport had been as well, and that families were being moved in. Braton also announced that the Department of Transportation had deemed that the stretch of Cross Bay Boulevard from 164th to 165th avenues should be considered for mobile speed enforcement.

Ramos says she plans to pursue changes to the process for securing emergency housing, including the development of a system in which emergency services act as a broker between those in need and housing suppliers, and upgrades to resources available to displaced families looking for permanent housing. She will also look to continue legalization efforts for basement apartments and work to close what are called “bad faith” insurance loopholes, in which those declined for insurance coverage are left with few legal options for challenging the denial of their claim on grounds of bad faith acting by insurance“It’scompanies.unconscionable, to me, that we haven’t been able to provide any real economic relief to these families,” she said.

The program’s first run will take place at the New York City Housing Authority’s South Jamaica Houses. Construction is set to begin in 2023, with two grassy areas and a basketball court that will be rebuilt at a lower elevation targeted for water storage. Similar projects are in planning stages in the St. Albans/Addisleigh Park neighborhood and in East Harlem. Adams also announced an expansion of the city’s Floodnet sensors, designed to provide real-time flooding data to city agencies, residents, emergency response teams and researchers, along with “daylighting” plans to bring previously covered streams back to the surface in the Bronx.

As it went last September, Ramos’ office was tasked with connecting her constituents to the American Red Cross, who, in most cases, would cover three nights of emergency shelter before leaving it to displaced individuals and families to figure out the rest.

“The problem is, in a city like New York, and especially in a borough like ours, the vast majority of people being displaced are people who don’t necessarily have big networks here in Queens, here in New York,” she said.

As the city marks the one-year anniversary of Hurricane Ida, the effects of which have some displaced families still living in hotels, Mayor Adams warns that climate change could lead to intermittent weather abnormalities becoming the norm.

The city’s sewers were built to withstand rainfall at a rate of 1.75 inches per hour, according to Department of Environmental Protection Commissioner Rohit Aggarwala. Last summer alone, the city experienced two separate instances of rain falling at a faster rate: Hurrican Henri, when per hour totals reached 1.94 inches, and Ida, which dumped 3.75 inches per hour. “Our path to resilience requires us to look to nature, to augment our sewer system, to build green infrastructure that will compliment our gray concrete infrastructure,”

While the city will continue to build out traditional “gray” infrastructure, including the installment of sewers in areas of Southeast Queens that had previously been overlooked, an Ida-level event cannot be contained by sewers alone. Aggarwala says the creation of green infrastructure initiatives eases the burden on the traditional drainage system by redirecting or storing excess rainwater until a storm passes. Rain gardens — like the one at 135th Avenue and 127th Street where the officials spoke — are designed to absorb water into the ground and help keep the sewer system from being overwhelmed. Bluebelts, a program initiated on Staten Island that has expanded into Queens and the Bronx, involves the adaptation of naturally existing streams and wetlands into stormwater filters, bringing the water away from city streets and into larger bodies of water.Also announced was a pilot of the city’s Cloudburst program, aimed at redirecting stormwater from city streets into specially targeted public places.

Glenn Hirsch had a long and allegedly troubled history with the Great Wall, dating at least back to last fall when he became incensed that a food order he received did not come with what he considered to be enough duck sauce. He allegedly returned to the restaurant on multiple occasions to threaten the staff. He was accused of threatening restaurant personnel with a gun last January.

The wife of the accused “Duck Sauce Killer” was indicted on weapons charges Thursday for possessing guns allegedly in her home in connection with the April 30 murder of food delivery man Zhiwen Yan in Forest Hills. But the attorney representing Dorothy Hirsch is accusing the Office of Queens District Attorney Melinda Katz of leaving key evidence out of its presentation to the grand jury, evidence he believes would have benefited his client, including that she was a domestic violence victim at the hands of her late husband. Dorothy Hirsch, 63, a nurse from Briarwood, was charged with nine counts of second-degree criminal possession of a weapon, eight counts of unlawful possession of a firearm and a single count of unlawful possession of firearm ammunition.Hirsch’slate husband, Glenn Hirsch, had been charged with stalking and shooting Yan on a Forest Hills street as he made deliveries for the Great Wall Chinese restaurant.Glenn Hirsch was arrested June 1. One day later law enforcement allegedly seized eight guns and ammunition from Dorothy Hirsch’s home from a closet she and her attorney say was for her estranged husband’s exclusive“Asuse.alleged, the defendant was found in possession of a cache of illegal weapons,” Katz said in a press release from her office on Friday. “These deadly guns, which were recovered in an apartment that she alone owns and occupies, pose an inherent danger to countless nearby residents and the community at large. He told the Chronicle that it is neither illegal nor uncommon for a prosecutor to play hardball in similar situations. He also said it almost certainly is not without reason. “It’s not unusual that the police or a prosecutor would use leverage to try and get information from them,” Giacalone said. “But probable cause is needed to charge them, and since this is coming directly from the district attorney, he or she, whoever the assistant district attorney is, has probable cause, because you’re dealing with lawyers already. “It’s not like the police could make a mistake here. This comes directly form the district attorney, as far as I’m concerned ... It could have been leverage [against Glenn Hirsch] immediately, but there’s other evidence that maybe they discovered, or could prove that she knew about this.” While he said that comments from a defense attorney have to be taken with a grain of salt, “his or her job is to do exactly what they’re doing.“That’s why you have to follow the evidence … and when that’s coming directly from the District Attorney’s Office, especially in the age of criminal justice reform and all the other stuff that’s going on, they must have a pretty airtight case. In this environment, they’re not going to play games. Even though [Glenn Hirsch] is dead, they’re still doing this to her.”

Bederow said the DA’s Office “knows, and refused to tell the grand jurors” that some of the guns discovered in the closet at Dorothy Hirsch’s home had been linked forensically to Glenn Hirsch by his DNA, and that some of the guns had serial numbers matching gun cases found in Glenn Hirsch’s home. He asserts that the jurors were not told that the closet was for Glenn Hirsch’s exclusive use, and that he possessed a key to the apartment “and could come and go as he pleased.”

“The press release tends to suggest that there’s just guns in her house, therefore she possessed them knowingly, case closed,” Bederow said. “That is a simplistic description of what has happened here.” Bederow said the grand jurors “presumably” were not told that the guns were stored in black garbage bags that were not see-through and packed in ways that would not have let his client see that they contained firearms. He said the packaging was much the same as many of Glenn Hirsch’s belongings in his own apartment.“There’s no way to indicate what’s in there,” he said. “So there is substantial evidence that these guns exclusively belonged to Glenn and there is no evidence that they belong to Dorothy in the sense that she knew that they were in a closet that she was allowing Glenn to use for overflow storage in the same manner that he stored the rest of his junk. “The prosecution refused to tell the grand jury that Dorothy has been a victim of domestic violence from Glenn and refused to give us evidence of that, which we said would support her defense, and they had the gall to say that that’s not relevant. And that’s a very troubling way to treat a victim of domestic violence.”

Hirsch was accused of driving up behind Yan and getting out of his car at the intersection of 67th Drive and 108th Street before shooting him once in the chest.

The charges against Glenn Hirsch included the prosecutors’ allegation that he drove around the block where the Great Wall restaurant is located several times on the night of April 30 until he saw Yan emerge with his deliveries.

Q by Sophie Krichevsky Associate Editor When Kew Gardens Hills resident Richard Reif first attended Main Street Cinemas back in 1946, a day at the picture show cost only 25 cents. “You could spend the whole afternoon there, which me and my friends did,” he remembered fondly. “You got two feature films, a cartoon, a newsreel and an episode of a serial — and you could bring your own food.” So it’s not difficult to imagine his disappointment when, after seeing Idris Elba’s latest film, “The Beast,” last weekend, he found out that would be the last movie he ever saw at the theatre, which closed its doors earlier this week. It is rumored that the theater is closing due to a rent increase; however, the Chronicle was unable to confirm that, as owner Rudy Toolasprashad did not respond to multiple queries. City property records show that the lot — which includes the movie theater and all the stores between it and the corner of 72nd Drive — was purchased by G & Y Main Street Plaza LLC in February of this year. It is not clear whether the purchase has any connection to Main Street Cinemas’ shuttering. Like all theaters, Main Street Cinemas had previously closed during the earliest days of the pandemic. Though many other small film venues across the country never reopened, Main Street Cinemas welcomed movie-goers back in March 2021. “I thought then it would close for good, but it didn’t,” Reif said. “This summer you know, I went to movies like ‘Top Gun: Maverick,’ and ‘Elvis’ and ‘Thor,’ and there were big turnouts — people of all ages, parents brought their kids

So that really surprised me that it’s closing.” The institution has been a staple in the community since it opened in 1941, when it was called the The Main Street Playhouse. It played the starring role in the lives of many young people over the years. The first movie Reif saw at Main Street Cinemas was “Bambi.” “I cried when Bambi’s mother was shot, and I’ve hated hunters ever since,” he recalled. Though she could not pinpoint the first movie she saw there, Martha Taylor, who lives in Jamaica Estates and said she’s gone to Main Street Cinemas since she “was a little kid,” remembers watching “The Perils of Pauline,” an early 20th-century melodrama film serial, on countless Saturday mornings. “That was part of the fun of going to those neighborhood movies,” she told the Chronicle. Back when it was a single-screen venue, featuring both an orchestra section and a balcony, Reif said that teens sitting up top were rarely watching the movie. “The balcony became a makeout spot for teenagers,” Reif recalled. “So there was often more action in the seats.” (Double features of “The Virgin Queen” and “Tonight’s the Night” likely did not discourage them.)State Sen. We’ve all had to limit how much we eat out, how much we drive. The economy’s going downhill. I don’t know, but it may end up worse than the 2008 recession.“Thecity is unaffordable and dangerous; it’s not a place to live anymore.”LucyVelez, 19, who works at the new Goldfish Swim School at Atlas Park, agreed that the city has become unaffordable for most. “The rents are ridiculous,” complained the Forest HillsThenative.city saw a 35 percent increase in rent between June 2021 and June 2022, according to a report by StreetEasy. And rents may continue to rise. Not helping matters, high interest rates are making buying a home more difficult, resulting in more demand for a dwindling number of apartments. To save money, Velez is “buying a lot less and taking mass transit a lot more.” She predicted the economy will finally recover when “we’re back to our old, prepandemic habits.” Will those habits return? Possibly, but the numbers in Lander’s Aug. 8 Monthly Economic and Fiscal Outlook don’t paint a pretty picture. The city’s accommodation and food services, retail, arts, entertainment and recreation sectors all remain well below prepandemic measures in terms of employment and profits. Between 2019 and 2021, Queens lost 158 private establishments. Weekday subway ridership in the city is only 56 percent of pre-Covid levels, with weekday bus ridership at 62 percent. Office occupancy is returning at a snail’sLanderpace. has admitted the Big Apple’s economy is “showing mixed signals” and that a “downturn” and “uncertainty” might be on the horizon.New York State’s Department of Labor statistics show that the rest of the state has recovered jobs faster. But the city’s future is far from hopeless. Between June 2021 and June 2022, New York City gained 298,600 private-sector jobs. Its unemployment rate fell from 10.1 percent in July 2021 to 6.6 percent in July 2022. Queens has the second-lowest unemployment rate (6.1 percent) of the five boroughs, bested only by Manhattan (5.2 percent). In April 2020 Queens had a staggering unemployment rate of 17 percent, so it seems the borough is trending toward normalcy.Still,not everyone can snag jobs easily.“Both my roommates have finance degrees and would be considered traditionally ‘employable,’” noted Michael D., 28, of Astoria, after shopping in Howard Beach. “But even they struggled through Zoom interview after Zoom interview when trying to find work.” Speaking to the Chronicle outside the Queens Center mall, Keila G., an 18-year-old Applebee’s hostess from Elmhurst, said that all her friends are looking for jobs. “I know the food industry is trying to get more people,” she said. “My friends are trying to find what’s available.“Iwish the government, or someone, would sponsor something or increase awareness of how we can get jobs and improve our situations.” More generally, Poulidis asserted that small businesses deserve more attention.“Many small businesses in Queens were on the edge of survival during Covid,” he pointed out. “Maybe politicians should give them a tax break, instead of helping Boeing executives buy another yacht. He pointed to it, and in a discouraged tone, said, “This used to cost around $45 and now it’s like 80 bucks!” Former Mayor Ed Koch used to ask city residents, “How’m I doing?” In the days leading up to Labor Day, the Chronicle asked Queens denizens, “How’s the economy doing?” In typical Queens fashion, the answers were varied, earnest and passionate.Gonzalez had good reason to be exasperated. It’s no secret that inflation has hit a 40-year high. Consumer prices in the Big Apple rose 6.7 percent between June 2021 and June 2022. The drop is concerning, especially because NYC increased its minimum wage to $15 just a few years ago.

Most strikingly, tall apartment buildings suddenly give way to smaller, older houses, demonstrating that Queens, and its architecture, cannot be singularly defined. It was fitting that architect Rafael Herrin-Ferri discussed his book “All the Queens Houses: An Architectural Portrait of New York’s Largest and Most Diverse Borough” at the Kingsland Homestead, an 18th-century farmhouse that is home to the Queens Historical Society and its museum, on Saturday, Aug. 27. The 272-page book, which was published in October 2021 by Jovis Verlag, is a photographic survey of the unconventional and eye-catching houses of Queens. Like many books, it was born from a smaller project and the author’s insatiable curiosity. After moving from Manhattan to Sunnyside in 2009, the uatedHerrin-Ferri,Spanish-bornwhograd-fromCornellUniversity with a bachelor of architecture degree in 1996, was immediately struck by some of the peculiar architecture in his new neighborhood. He quickly learned that quirky houses could be found all over Queens. The author began casually taking photos of such homes as he came across them. By 2013, however, he started to take a more organized approach, going block by block throughout the entire 108-square-mile borough.Without a car, he would usually hop on the subway with his folding bike to reach his destination. When in a neighborhood, he’d bike up and down the streets, trying to pinpoint the unique among the commonplace with his camera.Technology helped immensely. Google Street View proved invaluable in locating desirable houses. The architect also used geographicaltracking computer programs to map out his journey.

Contributor Ethel Agnes Zimmermann was born in Astoria on Jan. 16, 1908, the only child of German immigrants Edward and Agnes Zimmermann. Ethel’s father was a bookkeeper, who lived to age 98. Her mother was a schoolteacher, and she lived to beTheir91. daughter graduated from W.C. Bryant High School, class of 1924, and was going to be a secretary. Census records show she lived with her family in an apartment building at 29-08 31 Ave. in Astoria. Blessed with a powerful belting mezzo-soprano voice and perfect enunciation, she started performing gigs in nightclubs. She changed her name from Zimmermann to Merman to better fit it on a marquee sign. She was on her way, crossing between Broadway and motion pictures with ease. With her singing and personality she became larger than life. She made history when she married her fourth husband, Academy Award-winner Ernest Borgnine, in 1964 and separated from him only days later, making it one of Hollywood’s shortest marriages. Merman performed up until the end of her life — always in demand and always giving a strong performance. She passed away at age 76 on Feb. 15, 1984. Her childhood apartment building appears to be in fine condition for a structure that is almost 100 years old today.

The format is mostly one house per page, which was intentional. “When you open the book, the houses are paired together to create a somewhat cinematic shot, as if you are walking with me,” Herrin-Ferri said.

Kurtzman, a Forest Hills resident, admitted that “it’s definitely a bit daunting to take on a show that is such a beloved part of so many people’s lives and childhoods. It has been a lot of fun to reconnect with all these characters and really get into their psyches.” She predicted that audiences are “going to come away smiling,” adding that they “might even learn a thing or two about the true meaning of happiness.”

So, what does Herrin-Ferri think of the Kingsland Homestead? “I like the Dutch colonial gambrel front and the asymmetrical quarter-round attic window, along with that yellow color.”

He was aware that some residents may view these homes as eyesores that ruin neighborhoods. In response to that concern, he shared a quote from Louis Comfort Tiffany, the famous decorative artist who had built a stained-glass factory in Corona: “Color is to the eye what music is to the ear.”

“Charlie Brown is the everyman of every person,” explained Dan Kuhlman, who is about to take center stage playing the iconic role in Royal Star Theatre’s production of the Peanuts-inspired musical “You’re a Good Man, Charlie Brown,” running four performances beginning Sept. 16. In fact, he said, “Every Peanuts character is an archetype, so much so that we can all find a little of ourselves in each of them.” Based on the world-famous comic strip by Charles M. Schulz, the show (featuring book, music and lyrics mostly by Clark Gesner) brings together Charlie Brown and all his childhood friends, both human and fourlegged, who, through songs, monologues and short scenes, offer insight into the true meaning of friendship. From footage of rehearsals filmed a couple of weeks before opening night, it’s obvious that the cast of six adults, under the direction of Alison Kurtzman, marking her “official directorial debut” on the Queens community theater scene, have acquitted themselves quite naturally to bringing out the childlike exuberance of the youngsters they portray. In addition to Kuhlman, the cast consists of (in time-honored alphabetical order) Danielle Fleming as Linus, Aglaia Ho as Lucy, Alex Jamison Ferlazzo as Sally, JK Larkin as Schroeder and Caitlin Leahy as Snoopy. Musical direction is by Brett Roelofs. Not only is Fleming’s character a generation younger than herself, he’s also of the opposite sex. No problem for Fleming, who finds that recalling what it was like to be a child allows everything to fall into place. Beyond that, she said, “It’s very nostalgic to have an understanding as an adult what the lines (spoken by a much younger character)Themean.”company includes some fine vocal soloists, offering strong choral work on numbers such as “Beethoven Day,” a paean to Schroeder’s musical idol. The backdrops and set pieces create an imaginative world appropriately in keeping with the comic-strip origins of the show, providing a cartoon-like feel. It’s fairly common practice for actors to make their way to Manhattan when seeking employment. In this case, for Kuhlman, the opposite holds true. A resident of Manhattan, he found his way here for the chance to experience the daily trials and tribulations of the title character.“Mygoal is simply to perform,” he said. “For me, it’s about the role, the show and the company, not the location. As long as the MTA can get me there, I’ll be a part of it.”

The homes range from brick row houses with unconventional colors in Jackson Heights to a minimalist, Mission-style twofamily home in Elmhurst and what HerrinFerri calls the “Bi-lateral Banner House,” a converted two-family in North Corona with a distinctive “birdcage-like balcony.”

Herrin-Ferri chose to focus on the “nontraditional, idiosyncratic, and authentic” architecture of Queens, almost all of which is in the form of low-rise housing: single-family homes, semidetached and converted twofamily houses, row housing and duplexes. He was drawn to houses with bold colors, as well as those that “charmingly” violated architectural and aesthetic rules. Fronts of homes that “engaged the street” especially piqued his interest. Most houses he shot had been altered in the last two decades. At the talk, he noted two major recent trends in Queens: increases in both polychromatic brick and stucco. After snapping thousands of photos, Herrin-Ferri finished surveying the borough in February 2020. He then selected about 230 of his best pictures for “All the Queens Houses.” Three-quarters of the book’s photos are accompanied by short descriptions that provide a fun, architectural evaluation. He consulted the city’s Department of City Planning and Department of Buildings websites, as well as ZoLa — NYC’s zoning and land-use map — to research the houses’ architectural histories. He even examined tax photos via the city’s Department of Finance.

The storm left the house’s foundation compromised and covered in mold; the walls have since been ripped out. But since their 153rd Street home is owned by the church, the Ho family is unable to make any of the repairs themselves, despite the home being unlivable.“Notonly we cannot sell, we cannot rebuild or remodel, but also I am afraid some homeless people would get in here and not go out, and I’d have to go to court,” Ho Pi said. They have been staying with friends for the last year. While the couple’s situation may be unusual, the damage to their home is not. When, last Thursday, a year after Hurricane Ida devastated the borough, the Chronicle accompanied Rep. Grace Meng (D-Flushing), state Sen. Toby Stavisky (D-Flushing) and Assemblymember Nily Rozic (D-Fresh Meadows) on a visit to the house and that of Hongsheng Leng around the corner at 153-10 Peck Ave. (who, along with his wife and daughter, was among the 11 Queens residents who perished as a result of the storm’s flooding), where they laid flowers, it was clear that the neighborhood has still not fully recovered.“Notevery house even has electricity right now,” Meng said last Thursday.

“Three pumps on the corner of Rose, they just burst,” Rozic recalled. “Like a geyser — it was bubbling,” Stavisky added.Those pumps have not yet been fixed. Alexander Hart, chief of staff for Councilmember Sandra Ung (D-Flushing), who came on behalf of the councilmember, said the office will be meeting with the Department of Environmental Protection in October to discuss the city’s plans for the neighborhood.

“While we have done a lot to help the community return to its prosperous state before the storm, there is still much more to be done,” Meng said in a statement. Ung vowed to work with Meng in order to get their constituents the resources they need.

“This whole subsection is built on swampland, save for one block at the end,” Rozic told the Chronicle that afternoon. When Ida hit, the water pumps in the area couldn’t handle the stress.

“The thing that happens — flooding again — it comes, some neighbors sell the houses, again, again, again,” Ho Pi said. “So our neighbors change — a lot of our neighbors change. But we’re still here.”

Some residents are not waiting on a new pump system — several homes on the Ho’s block had for-sale signs in their front yards last week. That’s not a new phenomenon.

“It’s unacceptable that one year after this devastating incident, there are still people without a permanent place to live,” Ung said in a statement to the Chronicle last week. “It is incumbent on government to support and protect all of our communities, especially our most vulnerable immigrant communities.”

Last Wednesday was a beautiful blue-sky, low80s with low humidity day, which seemed more like LA than Flushing. That was only fitting because the Mets were playing the Dodgers in a battle of two of baseball’s best teams. It was an ideal day for fans to watch the Mets take batting practice. The only problem was, as with nearly every other home game this season, the Mets opted not to. I found this perplexing since the Mets, while enjoying a particularly good season, are not exactly the 1927 New York Yankees when it comes to hitting, especially when either Jacob deGrom or Max Scherzer is on the mound.

On Friday, I asked Mets manager Buck Showalter about the disappearance of public batting practice. “That has been a recent change in the game. The thinking now is not to tire your players over a long season by taking batting practice on hot, humid days or before day games after night games. Hitting in the indoor cages is better for them,” he replied. Buck then added how he missed the communication that takes place during outdoor batting practice. Buck was being diplomatic. He misses outdoor batting practice, but he didn’t want to criticize the team’s analytics department. He knows teams have never taken BP before a day game or when the weather is unbearable. It was his constant use of the word “communication” that intrigued me. Batting practice has traditionally been a time for the media to chat with players. It’s the only player access writers who are not granted clubhouse access get, and it’s the only time fans can interact with players. I told a Mets player after I heard Buck’s comments that I believe many ballplayers prefer hitting indoors so they can avoid both fans and the media. “You’re not wrong!” he admitted.
