From the President

with BQ’s Peter Williamson

Out of the woodwork, in conjunction with Channel 7, Bowls Queensland is now excited to inform you all about our new television advertising programme, aimed at promoting bowls clubs as the place to be. It’s a message worthy of sharing, that bowls clubs are places to enjoy, socialise, and play a great game. The Domina BCIB State District Sides and Queensland State Championships are now completed. Thank you to all who participated and congratulations to those who achieved their dreams and those who won divisions and state titles. The Coaching and Umpire committees are powering forward to have more personnel available to assist club members to: •

Better understand the game.

Have help at hand to overcome any potential problems on basic strengths.

Keeping members in the sport, particularly members who find difficulties and are now using bowling arms to continue on the green.

The CEO and I were invited to Melbourne last month as guests of Bowls Australia. Along with the other State Presidents, CEOs and selected members of public institutions, we discussed and put forward suggestions for a working document to assist in the formation of Bowls Australia’s next Strategic Plan. A number of Districts have suggested Bowls Queensland investigate the playing of Over 40s and Over 60s competitions. These suggestions will be discussed with the BQ Board, BQ Match etc. If you as a bowls club member and Bowler reader wish to have some input into these discussions, please have your club discuss and forward to BQ. The Boundary review committee is working industriously to insure all clubs may have their say in the Districts Boundary review.

WHAT DOES BOWLS QLD DO FOR YOU? BOWLS ON THE SMALL SCREEN Have you seen the BQ AD? In a first for Queensland, BQ has commissioned a TV AD to showcase everything there is to love about the sport, captured in 15 – 30 seconds. “Bowls Tasmania ran a successful TV campaign in 2016 to attract non-bowlers to a Come and Try Day, we’re going to try the same sort of strategy in QLD for the next six months,” BQ CEO Brett Wilkie said. “We’ll also upload the AD to BQ Facebook, check it out

Since the last issue of Bowler, donations have been received from Brisbane North District Ladies Bowls Association, Weipa Bowls Club, Caboolture District Bowls Association and Mooloolaba Bowls Club.

BQ president Peter Williamson said the TV AD had been in the works for a long time but now was the right time to act. The new BQ AD will be played at varying times in different regions throughout the State on the Seven Network, including Chanel 7, 7Mate and ESPN.

A payment from the fund will be made to Mudgeeraba Bowls Club. Bowls QLD accepts donations into the fund year round. “Clubs affected by the disaster are encouraged to apply for funding as 100 per cent of all donations received will be passed on to clubs in need,” BQ president Peter Williamson said.

QLD V NSW YOUTH SERIES Kallangur Bowls Club has been announced as the host club for the QLD v NSW Under 25 Test Series (July 27-28). The U25 test teams are made up of seven men and seven women, competing over singles, pairs and fours. The QLD U18 team will travel to Taren Point NSW over the weekend of July 3-4 to contest a three-test series over four disciplines. On debut for QLD U18s are Indi Conlan, 17 and Kane Nelson, 12. Coordinator of selectors Peter Stanton said two dynamic youth sides had been selected. U18: Jessie (Broadbeach),

CEO REPORT

with Brett Wilkie

Another successful Domina BCIB State District Sides and State Championships has been run and won. Many thanks to Bowls Queensland’s match and umpire committees, board and staff for the hours of tireless work; to all the host clubs who committed greens, facilities, staff and volunteers; and to our sponsors Domina BCIB Insurance and Goodridge Clothing. To all players and officials, especially those who travelled long distances and played in both events, well done, and congratulations to the new state titleholders. The Open Men’s and Women’s Singles, Pairs, Triples and Fours winners will represent QLD at the Australian Championships at Club Sapphire in Merimbula NSW in late November. I thoroughly enjoyed playing District Sides, catching up with old friends and meeting new ones. From a CEO point of view, I had unique access to bowlers from all parts of QLD to seek valuable feedback on what we can do to keep our sport heading in the right direction.

LIVE STREAM The live stream of the State Singles finals on Facebook was very popular with more than 7,500 views. This was a low budget production (filmed on my iPhone, thanks to my cocommentators!) Given the enthusiastic response, I will look at options to improve the quality of this service and cover more BQ events live for viewers around Queensland, Australia and the world. Some viewers joined the QLD Singles live stream from the UK, South Africa, Thailand, Hong Kong, USA and New Zealand.

TV AD Bowls QLD recently signed off on its first TV commercial to spread the good word about our game to a wider audience, to be screened across the Seven Network, including Channel 7, 7Mate and ESPN (mainly on 7Mate due to cost factors) until the end of the year. This AD will put our great game in front of many thousands of viewers across QLD, including our target audience of non-bowlers. The TV advertisement is an initiative of the Bowls QLD Board. Thank you to Bowls Australia for contributing footage and Edge Hill Bowls Club for their assistance with filming. The new AD will be accessible on social media, which is where all of our BQ community can play a support role. As part of the package, “The Great Day Out” lifestyle show on Channel 7 will do a story on our sport, scheduled for broadcast on Sunday July 2 from 5:30pm.

BQ State Champion of Club Champions - Mermaid Beach Bowls Club, sponsored by City of Gold Coast. BQ State Division 1 Pennant Final Tweed Heads Bowls Club In addition, the date and location of Australian Senior Sides has changed. The new date is October 16-19, hosted by SA (previously NT in September). Please note, this tournament will now clash with QLD’s District Mixed Pairs State Final (October 14-15, Souths Suburban Mackay). There has also been a change with respect to the Australian U18 Championships. The date has stayed the same (Sept 30-Oct 2) but host state is now NSW (previously SA).

WORLD CLASS EVENTS There are some world-class events scheduled for the Gold Coast this month, including the Trans Tasman, Multi Nations and the Australian Open.

STRATEGIC PLAN President Peter Williamson and I attended a recent Bowls Australia Strategic Planning Forum in Victoria, which was the start of the production of a new Strategic Plan for BA. Bowls QLD will also update its Strategic Plan for the future of bowls in QLD.

WOMEN’S WINNER - TROPICAL FAR NORTH QLD

Nobody was sure who had won Div 3 until the results were plugged into the system. BQ Match’s Jim See was at Coolangatta where the drama unfolded. His money was on Brisbane North women and Gateway men, but there were two surprises. WOMEN In the final round there were two game-changers, Downs defeated North Qld by 28 shots and Tropical Far North

A CRACKER OF A DRIVE! You better make sure you have a spare jack on standby if Aaron Hewson from Brisbane North District is on your rink. Luckily at Coolangatta Bowls Club they had a spare and it was needed after “Hewie” fired off a drive that struck the jack with enough force to send pieces of it all over the rink. After the debris settled a discussion broke out at the head with eight people claiming they had shot, each player declaring a portion of the jack was closest to their bowl! The umpire soon sorted them out, declaring a dead end. "I've missed a few but not many in 40 years so I've got plenty of experience to offer,” skip Horne said. Shaping up against Central QLD in the first round, the Fraser Coast boys found themselves outdone in the longevity stakes. CQ skip Col James said he had been coming to District Sides for 41 years! So there was homage to pay Col and the Championships got underway (Fraser Coast having the last word with a 75-66 win). Caboolture women win the 2017 Top of the Minnows award for being a tiny district making it into the big time of Div 1 Finals at Tweed Heads for the first time. They didn’t win a game, their closest loss seven shots against Gateway, but they were good enough to deny the mob up the road a prestige Div 1 spot, the Sunny Coast super troupers stuck in Div 2 again where they successfully defended their title. Mixed Pairs

11 STATE TITLES IN 14 DAYS

Cool half dozen for the Iceman The first title to be decided at the 2017 BQ State Championships was the Mixed Pairs and defending champ Kurt “Iceman” Brown won his sixth title in nine years. "There is so much history for me in this event, winning with Gail (Crompton) back in 2009 was the start of my career in bowls; I met Emma (Brown) through the State Mixed Pairs and we've won it together twice; I won with Ester (Regan), that was amazing; and now with Mel (Larcombe) at her last tournament in QLD," King Kurt said. Brown wiped the field in his pet event, the other finalists paying tribute. “"To play against Kurt Brown in the final, he's won this event 100 times, mate, you are a superstar of the sport, it's been an honour and a privilege, to play both you and Mel, you shone all carnival, congratulations," said Mixed Pairs silver medallist Scot MacDonald from Toombul. MacDonald and skip Jules Johnson from Emerald had a brilliant progression into the final but came to a screaming halt against King Kurt, 28-8. "I wish we could have given you a better game but we've done very well to get here,

it's been an amazing experience," Jules said. Both semi finals were close, Steve and Chris Baxter going down by three shots and Paul Staggard jnr and Gail Waitai putting Brown under pressure with a final kick. “I felt confident all game and it was a pleasure to play and do as well as we did," Gail Waitai said. “Bloody oath, she’s a great skip, I’d play with her anytime,” Paul Staggard jnr said. And praise for the victor. "He's so cool and calm out on the green, he's the Iceman!"

MEN The men’s final was surprisingly one sided given the calibre of the field, a comfortable 28 - 17 win to Canadian international Ryan Bester, well supported by Broadbeach Scot Kevin Anderson winning his first ever QLD state title and Aussie Sean Ingham winning his second State Triples (2011, 2017). Kurt Brown and Ian Shoey Schuback OAM from Kawana led by 14-year-old bowls sensation Nick Cahill from Bargara took the silver. “We're stoked with the

The victory was extra sweet for Larcombe because she had to settle for silver last year against the Millerick twins and Karen Goldsworthy. (This year, Larcombe played the Millerick-Goldsworthy defending state champs in the semis and made no mistake, 24-13.) “It means a lot for me to win with these girls who played so well throughout the competition,” Mel Larcombe said. “I didn’t want to let them down by being too tired after District Sides and Mixed Pairs and I’m very happy with the result.”

result especially up against such a good side in the final and after a tough day in sectional play,” Ingham said.

The game was even until the 9th end when Bester pulled off six shots to open up a 13-7 lead.

“I think our camaraderie helped get us through as we are all great mates and work together and enjoy going out together for a few beers too, so I think that’s what helped us in the business-end of the final.”

Brown’s rink was put on the back foot, only able to claw back 10 shots and the game was called on the 24th end, 28-17. Despite the loss, Brown said it had been a great competition. “Nicky led very well and Shoey is obviously amazing, a couple of things went against us but you know, that’s just bowls,” Brown said. He said the highlight of the final for him was Nick Cahill’s bowls. “I won’t be bowling in six years time if Nicky is still bowling because no one will be able to beat him!” Brown said. “He takes out all four junior state titles and then to get a runner-up in the open is just amazing at the age of 14.” Men’s Triples champs Sean Ingham, Kevin Anderson, Ryan Bester

were just outplayed, the Helensvale boys were outstanding all the way through, in the quarters, the semi and the final,” Jenkins said.

The standout games of the Fours finals series were the men's semi between Kurt Brown and Nev Jenkins (more than four hours in duration!) and the women's final between Chrissie Pavlov and Lynsey Clarke (Chrissie started with a 10-shot lead and finished two shots behind). The Fours finals were played at Tweed Heads on Monday May 15 across sunshine and rain. MEN Men's Semi - Jenkins 19 def 18 Brown "We played our final in the semi," Jenkins second Nigel Smith said of the four-hour marathon. "We were out there for four hours and 15 minutes." It all came down to the last end. Trailing Kurt Brown 18 - 16, Jenkins third Geoff Hawken landed a beauty on the jack. Ian Schuback for Brown had nothing in reply and the skips stepped up. Nev Jenkins landed a pearler, Brown elected not to drive twice, instead playing two swingers, and it cost him the final. "I knew I played the wrong shot," Brown said afterwards. South Tweed’s Geoff Hawken, 76, Nigel Smith, 68, skip Nev Jenkins, 67, and youngster John Bain, 58 (ex Coffs Harbour) were through to the State Men’s Fours final against the team of the tournament from Club Helensvale, Des Cann, Matt Lucas, Brett Wilkie and skip Nathan Rice. The elder statesmen waved the white flag after the 17th end (down 9-24) but they weren't tired, just out-played. "Of course it's hard not to be a bit flat after a big game like the semi but the fact is, we

The new state champions, Helensvale’s Des Cann, Matt Lucas, Brett Wilkie and Nathan Rice were beaten only once in the sections by Jay Cross’s Swifts boys but belted every other team before and after. They are proud to represent QLD at the Australian Championships in November. "That's why we sacrificed ourselves," Jenkins joked, "We thought they'd do a better job, representing QLD at Nationals..." It’s hard to beat the Helensvale system, all winners praising the club ethos of having fun, on and off the green.

Women’s final, Clarke v Pavlov

“I’m in good hands with these boys,” skip Nathan Rice said. WOMEN The Women's State Fours final was close and exciting with an especially thrilling start, Chrissie Pavlov's girls up 10-0 after the first four ends. Four ends later, the score was 10-10, Lynsey Clarke never losing focus or belief that things would come right.

Men’s final, Rice v Jenkins

The light drizzle ramped up to steady rain but the battle continued, shot for shot, 18-18 on the 18th end, Clarke managing to get her nose in front over the final three ends, 21-19. "The best thing about this year's final was the spirit in which it was played, they played well but we did too, and we're all good friends," silver medal skip Chrissie Pavlov said. "I'm ecstatic to win, it was one of the hardest state championships I've ever won, it was a really good battle, we're all super competitive and it was quality bowls," gold medal s k i p

and new state champion Lynsey Clarke said. "We can't hate you for winning, you're so nice!" Palov-third Ann Russell said. The Women’s State Fours Champs are Natasha Jones, Chloe Stewart, Julie Keegan, Lynsey Clarke, the runners up, Anne McClure, Sue McKenzie, Ann Russell, Chrissie Pavlov.

BQ STATE CHAMPIONSHIPS MAY 8 - 21 2017, GOLD COAST TWEED

Pairs

MEN

WOMEN Last year’s bridesmaids Tewantin Noosa’s Jenny Lonie and Robyn McAnelly were once again denied just short of the summit, this time by ace Helensvale duo Natasha Jones and Lynsey Clarke. The Hawks besties made sure of the title 25-13, Lonie and McAnelly wearing the silver again. “We ran into one of the Australian skips and they were both a bit too good, we didn’t play as well as we did in the semi,” McAnelly said. Lonie and McAnelly

Hawks duo Anthony Kiepe and Des Cann pulled off a dramatic eleventh hour victory 21-20 in the Men’s Pairs against Caloundra’s Wade Mutzelburg and Joel Andersen. “They had us worried, we were down about eight shots and it was getting very close to the end, every time we had numbers at the head they would just kill it or drive it into the ditch,” Cann said. “Luckily on the last end Chookie (Kiepe) nailed his first bowl at the jack and then with his third bowl he pushed up his second to put all three on the jack, I managed to sneak one in for four and placed my last one to make five. “I wasn’t feeling the pressure till Joel played his last bowl and that was the most nerve-racking moment of the whole tournament for me and he just put it slightly narrow and it caught some traffic in the head to leave us five shots up and hand us the game.”

MEN - OVER 60s

“We went down in the final last year by one shot and missed out on this one but next year we will be back!”

Geoff Jensen from New Farm and skip Max Jaffray from Tweed Heads were devastating out of the blocks in the Men’s Over 60s Pairs final, taking it all the way to a 26-14 state title victory over Bribie Island’s Peter Hughes and Nigel Melbourne from Kawana.

It was the Australian Jackaroo captain’s fourth State Pairs title (2008, 2009, 2015, 2017) in 10 years, her second with Jones (2015, 2017).

“It all went pretty well to script for us and Max had a really good day, the opposition skip just missed a few vital shots,” Jensen said.

“It's nice to be back in the winner's circle after things didn’t quite fall our way last year,” Clarke said.

“I think the turning point for us was getting a six on the 13th end which took the pressure off and helped us relax.

Over 60s champs Jensen and Jaffray

“I’m really happy with the result, we played last year and we were knocked out in the quarterfinal so it was good to have a comeback this year and take out the title.”

WOMEN - OVER 60s After an excruciating three-shot loss in last year’s Women’s Over 60s Pairs final, 2016 silver medalists Adele Pershouse from Bargara and Mary Geary from Mooloolaba were determined to go one better. It didn’t look likely in the early stages, silver medalists Susan Jardine from Moore Park (Bundaberg) and Kay Cook from Bargara off to a cracking start. “We gave away six ends, before we could even get on the board they were six shots up, but we managed to grab a five and make it 6-5 and from there we persevered,” Geary said. “They played very well and we were outbowled at the beginning.” However the great friends’ previous state finals experience showed and they got their happy ending 19-10, although Pershouse felt she could have done more. “I didn’t play my best, it was the worst game of my competition,” Pershouse said. “You played well at the end! And you were there when I needed you!” skip Geary interrupted. The pair are keen to return for next year to have a crack at defending their new state title.

Singles

MEN Queensland’s 2017 Men’s Singles champion Nathan Rice was rapt to be lifting the Cup for the third time (2010, 2012, 2017).

The final day of the 2017 BQ State Champs was a thriller, the weather held, the crowds were enthusiastic, the finalists top shelf, the titles hard fought, and the games were streamed LIVE by BQ for the first time ever. CEO Brett Wilkie created a sensation when he live streamed the event on his mobile phone, assisted by Julie Keegan, Sean Ingham, Ryan Burnett, Kurt Brown and Kristy Thatcher. WOMEN Kiwi Katelyn Inch took a risk coming to Australia at the end of January to progress her campaign for Commonwealth Games selection on the greens of Broadbeach. “Trying to get selected for New Zealand, currently in the squad, just trying to get some more experience and play more bowls, give it my best shot,” Inch said. “It definitely was a risk, I didn’t know how it was going to turn out, I didn’t know anyone, but it’s definitely paid off, I love playing on these greens now, I’m getting more used to them every day.”

“It’s fantastic, so hard to win, this is pretty big for me, I’m trying to push back into the Commonwealth Games side, I had to try to put my name back out there again, it’s been a bit quiet for a while, it’s nice to be back in the winner’s circle,” Rice said. “I was very confident the way I’ve been playing and it got me over the line.” Silver medalist Dean McWhinney was in killer form, five shots ahead 20-15 on the 28th end, but Rice turned the tables over the next six ends to win 25-21. “I got off the blocks pretty well, the greens changed a fraction and I think that’s what put me off, Nate just jumped on top and pretty much controlled the whole game then,” McWhinney said. “Great to be in the final though, it’s always hard to be in the final of a State event, I enjoyed it very much.”

Silver medalist Dee-Ann Robertson was never out of the game, the biggest margin being five shots behind on the 21st end, 14-19. Five ends later, Robertson was one shot off, 20-21. Inch took four more ends to get the magic number, 25-21, and win the title. “We both did as good as we could have, a few ends that Katelyn converted that got her the game, good on her,” Robertson said.

WOMEN’S FOURS Natasha Jones, Chloe Stewart, Julie Keegan, Lynsey Clarke Silver: Anne McClure, Sue McKenzie, Ann Rusell, Chrissie Pavlov

Winning the QLD Singles will ensure her name sounds across the ditch. “It’s an event I’ve never played before, everything was new, everything was exciting, I wasn’t as nervous as I usually get, I just had to hang in there and keep grinding away,” Inch said.

COMMEMORATIVE ANZAC TEST SERIES QLD WINS 4TH ANNUAL CLASH AGAINST DEFENCE With the BQ President’s XII one series win ahead of Defence, the ADF bowlers had one mission on their minds at the start of the fourth annual test series at Paradise Point Bowls Club (April 28-29). “It hurt to give the trophy back to QLD last year and we’re determined to win it back this year,” ADF Lawn Bowls president Phil Black said. But it wasn’t to be, a one shot win to QLD in the second test giving the President’s XII the narrowest of Series wins, taking the for and against tally over the last four years to: QLD 3 - 1 ADF.

“It’s one of the proudest and most enjoyable bowls competitions I’ve ever been involved in,” Mt Gravatt’s Christine Baxter said, her first time selected to play for the President’s XII. “It’s a very positive experience and an honour for QLD to host Defence each year, as part of the 100 year commemoration of ANZAC,” BQ president Peter Williamson said.

FIRST TEST The first test began on Friday night on the indoor green at Paradise Point Bowls Cluba, the Defence Force took an early 11-0 lead after ADF skip Phil Black led the charge against QLD skip Nev Jenkins.

“Thank you to Paradise Point Bowls Club for assisting BQ to host this significant series.”

However, Jenkins and his rink of Alan Thorp, Roger Goodridge and Cohen Litfin staged an amazing fightback to win the rink 2421.

REMEMBERING SNOW

WARR BROWN

It’s been just over a year since beloved Oakey Bowls Club life member Neville ‘Snow’ McCormack died. To honour Snow, the club held a Memorial Bowls Day to raise funds to create a memorial garden in the Oakey Hospital grounds, where Snow spent his final days in the Dr E.A.F. McDonald Nursing Home.

You’ve probably never thought of Laidley as being ‘strategically located’ but it was the popular choice as host club for a new annual Over 60s challenge between Downs and Brisbane Districts. “We’re located right in the middle, Toowoomba clubs come down and the Brisbane clubs come up,” Downs District president Kerry Green said. The Warr Brown Challenge is named after two members dear to the hearts

MULTI-B OWL At time of going to print, QLD had won a bronze and silver medal at this year’s Multi-Disability Lawn Bowls National Championships at Raymond Terrace NSW (May 21-26). Tony Bonnell, Serena Bonnell and Louise Hoskins won bronze in the Triples and Tony Bonnell and Brett Sellars won silver in the Men’s Pairs. This year’s Multibowl had 43 players from six states and territories competing over men and women’s singles and pairs and open triples.

of both districts, Downs secretary Harry Warr and Brisbane chairman of selectors Keith Brown. The Challenge will be played in April each year on a Wednesday, each district fielding 21 players, 7 x Triples, playing two games of nine ends. Much to Kerry Green’s horror, Brisbane won the inaugural challenge on April 19, Downs District now playing catch up.

Laidley Fours The $3600 Laidley Men’s Fours Carnival held on April 22-23 was won by a cobbled together team skipped by Warren Haines, including Kerry Green, Geoff Weier and Caleb Bowles (pictured below). “It was great to have all the greens full, best greens in the district, we played five games over the two days, we put our ‘scratch’ team together at 8am on the morning of the tournament and we ended up winning all five games to share the winner’s prize, $1600,” Green said.

Other competitors for QLD were Don Currie, Shane Kerr, Dale Mansfield, Deb McGarry, Annette Goldsworthy and team manager Bernie Wolland.

Snow served as games director at Oakey for 28 years, as well as helping out at the bar and maintaining the greens. ““If you ever needed to find Snow around town, it was common knowledge “he was at the Club”,” daughter Kerry Hedge said. Photos courtesy High Country Herald, Oakey

No thing to do on a Monday nigh t ? South Townsville’s ‘green machine’ was the proud winner of Townsville’s new Monday Night bowls comp, the brainchild of Suburban Bowls Club’s Dave Whiting.

WORLD MASTERS It was an impressive medal haul for Hamilton Bowls Club’s Shaun Kelly and Wally Schmidt at the World Masters Games in Auckland, NZ (April 21-30). The Brisbane pair brought home a total of three medals, 2 silver and 1 gold, in the Age Group 40-49 Years across three disciplines, Pairs, Fours, Mixed Pairs. It was a silver in the Fours teamed up with NZ’s Terry Makira and Jack Buncuga, missing the gold by 4 shots. The QLDers were still going for gold and got their chance in the Men’s Pairs final against a Samoa/NZ combo Arthur Bell and Bruce Walters. Schmidt & Kelly preserved their unbeaten record in the comp, winning 13-5 in the final and the coveted gold.

The plan was to get the city’s four men’s clubs Suburban, Jubilee, South Townsville and Cutheringa together for hot nibbles, cold beer and sport. With a perpetual trophy donated by Jubilee president Allan Henderson, the Monday Night timeslot from 6.30pm worked brilliantly.

fielding five rinks of Four (teams could change weekly), with main scoring on rink wins followed by margins, over 18 ends. “All matches were played in good spirit, with no dummy spits,” Erikson said. “One Monday night had to be cancelled with Cyclone Debbie huffing and puffing.” South Townsville was the 2017 champion with 19 rink wins out of a possible 30 and a margin of 88, Suburban was runner up.

“The new comp helped the clubs with extra revenue and gave selectors a chance to view players in a good competition and on different surfaces, even though it was played under lights,” player Wayne Erikson said. “With North Queensland and State Pennant just around the corner, it turned out to be a good hit out for everyone.” The Monday night comp was played on a ‘home and away’ basis, each club

Umpire with Joan Brotherton

START OF PLAY As part of my duties on the Bowls QLD umpire committee, I was fortunate to visit the clubs of Tugun, Coolangatta, Tweed Heads and South Tweed during the four days of Domina BCIB District Sides. I enjoyed my time with the duty umpires and met many players from around the state.Talking with them and listening to their various questions, queries, and suggestions was interesting and very helpful.

5.3.2: In any end, the start of play is the delivery of the jack by the first player to play in that end. Law 5.4: Play in other ends: In all ends after the first but apart from in an extra end, the winner of the previous scoring end must place the mat and then deliver the jack and the first bowl.

It also has given me ideas for various Question & Answer columns for the Bowler magazine, in an effort to help and assist all bowlers to understand the Laws of the Sport of Bowls as best I can.

1

Law 5.3: The Start of Play: 5.3.1: In any game, the start of play is the delivery of the jack by the first player to play in the first end.

Law 2.2: Constitution of players: 2.2.1: Intended players will become constituted immediately their first game in the competition has commenced (when the jack is delivered in the first end as per Law 5.3). 2.2.1.1: An intended player becomes constituted, even when a substitute is playing in their place, immediately their first game in the competition has commenced (when the jack is delivered in the first end as per Law 5.3). 2.2.2: The intended players of a team credited with a win by default become constituted players. 2.2.3: If an intended player, team or side forfeits they become constituted players and are ineligible to act as replacement players or substitutes in that competition.

If you attended Domina BCIB State District Sides and/or BQ State Championships, I hope you bowled well and enjoyed the camaraderie of our wonderful sport.

Is the start of play when you place the mat or when you deliver the jack?

2

When are you constituted?

Delivering the bowl – Law 5.4 Law 6.1: At the start of each end: Before the start of play in each end, the player to play first must place the centre line of the mat lengthwise along the centre line of the rink, with the mat line at least 2 metres from the rear ditch and at least 23 metres from the front ditch (for Domestic play).

Facing the green - placing the mat as per Law 6.1

2.2.4: An intended player, team or side receiving an unpaired bye in the first round of a competition become constituted as soon as their opponents for the second round become constituted. 2.2.5: An intended player, team or side receiving matching byes in the first round of a competition become constituted immediately when their first game in the competition has commenced (when the jack is delivered in the first end as per Law 5.3).

Facing the rink number - placing the mat as per Law 6.1

KALLANGUR REPRIEVE Kallangur bowlers will no longer have the land sold out from under them after Moreton Bay Regional Council agreed not to offer the land for sale, at this stage. The community rallied around the club and in fact, a community bowls day to support the club turned into a celebration when the Council announced its change of heart. Bowlers showed non-bowlers how to have a go, Kallangur Lions cooked a BBQ and local councilors and state government representatives attended to see first hand why bowls clubs are worth saving.

BOWLERS RALLY FOR SAMMIE Queensland teammates have rallied around Sammie Wilson after her shock diagnosis of cancer last month. Sammie’s work colleagues at Musgrave Hill held a bowls day on May 28 to raise funds to help her young family meet expenses. Many in the bowls community responded to a Go Fund Me call, including big-hearted Cloncurry bowler Damien McGee with a generous donation of $5000 because “Bowlers stick together”. Offers of assistance can be directed to Musgrave Hill Bowls Club.

CLUB LAW

Q C A T A Cheaper Way to Recover Your Debts The Queensland Civil and Administrative Tribunal, or QCAT, is an independent tribunal which can provide cost effective and efficient dispute resolution in a wide range of legal matters. QCAT is an amalgamation of several smaller tribunals which formerly existed in Queensland, including the Small Claims Tribunal and the Commercial and Consumer Tribunal.

What types of matters can QCAT hear? QCAT has jurisdiction in a wide range of matters, including those involving property damage,

disputes between tenants and landlords, disputes over the supply of goods and services, and minor debt disputes up to the amount of $25,000.

Should I start an action in QCAT to recover my debt? QCAT can make the debt recovery process for clubs and other small businesses significantly quicker and easier. It offers the benefit of a formal dispute resolution process at only a fraction of the cost, and formality, of traditional Court proceedings. With the aim of making QCAT more accessible to the community, QCAT minor debt disputes are decided by tribunal members (as opposed to judges), with the parties ordinarily being self-represented. A party wishing to be legally represented may apply to QCAT for permission. Although these applications will be considered with regard to the circumstances of the particular case at hand, in our experience QCAT is reluctant to make such orders in its minor debt jurisdiction. That said, parties can still seek legal advice and assistance as to, for example, the prospects of their claim, the preparation of documentation and the QCAT process generally. The emphasis that QCAT places on the parties appearing on their own behalf at mediations, hearings etc assists in minimising legal costs significantly. This is critical in disputes involving minor debts.

Curt Schatz partner mullins lawyers

How does the process work? Before starting proceedings in QCAT it is wise to attempt to resolve the dispute directly with the debtor. This may be achieved, for example, through sending letters of demand, or by meeting face to face with the debtor to try and find a solution. If an agreement can’t be reached, you can make an application to QCAT by completing and lodging the appropriate form (which is to include all the relevant facts information in relation to the dispute), and paying the application fee. The forms and fees can be found on the QCAT website. After you file your application you are required to serve a copy on the Respondent. They will then have a chance to file a response. Following this, QCAT will either arrange for a mediation to be held, where a tribunal member will look to assist the parties to resolve the dispute, or list the matter for a hearing. QCAT is not bound by traditional rules of evidence which further assists in providing a more straightforward hearing process for self-represented applicants.

What if I’m still not paid? If you obtain a decision in your favour, the QCAT decision can be registered with the Magistrates’ Court and enforced as a judgment of that Court (which can include redirecting the debtor’s earnings, seizing the debtor’s assets, or negotiating a payment plan). If you require any assistance in relation to debt recovery matters, including through QCAT, please do not hesitate to contact us to discuss on 3224 0230.

Foster says taster days like the disability Gala are a step in the right direction for bowls. “It doesn’t matter who comes into our sport as long as it is growing and more people are participating, if we don’t get out there and start working hard we are not going to have the population for lawn bowls in the future.” BDBA Geoff Manser and Anna Doyle from Mitchelton Special School Sabrina Sim

Foster thanked all the volunteers who helped with the gala day.

“I think lawn bowls is a great game for children with disabilities, you can play at different paces, the space you play in is a lot smaller, the parents can participate, and you can see results straight away,” Foster said.
