STAR POWER Queens has been the home to some of the greatest actors, musicians, writers, scientists, political figures and sports stars this country has ever known. Sure, some of them may make it big in Hollywood, on the baseball diamond, on the New York Times Best Seller list or in the halls of justice, but their humble beginnings can be traced to the quiet streets of our borough. We have compiled a fairly comprehensive list of these celebrities in this special keepsake edition for our readers to enjoy, to learn a little something and to see just a bit of themselves in the stars that make up the Queens pantheon of luminaries that have dotted our landscape.

Event To Fight Crime Set For Next Tuesday hoods and communities,” said Stavisky. “National Night Out is a necessary reminder that we all play a role in keeping the community safe.” The 109th Precinct in Flushing is planning big for their NNO event. Free rides, food, carnival games and tons of entertainment will be on hand. The carnival will be held at PS 20, located at 142-30 Barclay Ave. from 5 p.m. to 9 p.m. Communities in Queens that are already registered to participate include Astoria, Bayside, Flushing, Middle Village, Queens Village, Rego Park and Rochdale Village. To register to participate in NNO visit nationaltownwatch.org/nno. Traditionally, residents participated in the event by displaying lights and front porch vigils. As the tradition has grown, so have the many ways of participating. Some neighborhoods are having block parties, parades or even cookouts. Others celebrate by having flashlight walks, contests or even visits with the local police. Reach Intern Stefan Singh at ssingh@queenstribune.com or (718) 3577400, Ext. 128.

BREAKING NEWS: Muni Lot 1 Gets Land Use Nod Only a full vote of the City Council is now needed to make Flushing Commons a reality. The behemoth $850 million mixeduse development set for Flushing’s fiveacre Muni Lot 1 passed the council’s Land Use Committee with a unanimous vote Wednesday afternoon. The project is expected to come before the full Coun-

Major concessions were reportedly made by the project’s developer TDC/ Rockefeller and the City in the form of an increase of small business assistance from $2 million to $6 million and a five-year cap on long term parking rates. School Closure Study Shows Inconsistency By JESSICA ABLAMSKY In the strict hierarchy that is public education in New York City, the reigning commandant is Mayor Mike Bloomberg. The state legislature gave him that power in 2002, and reaffirmed it last year. Acknowledging that the Dept. of Education, over which Bloomberg maintains control, has a “poor track record” of involving parents and other community members in decision making processes, a report by City Public Advocate Bill de Blasio and advocacy group the Alliance for Quality Education makes a variety of recommendations to improve school closure and co-location. School closure has been big news over the past year. In June, the State Court of Appeals upheld a lower court decision that blocked the DOE from shuttering Jamaica High School and 18 other schools citywide, due to inadequate Educational Impact Statements. The DOE intended to replace the schools with smaller entities. Less sexy, but perhaps with wider impact, is co-location. More than half of all City schools are located within an existing school building. Co-locations frequently involve loss of programs, and space, which can have a detrimental impact on students’ education, according to the report. Before DOE officials approve such changes to City schools, current law requires an Educational Impact Statement that explains the effect on students and the community be made available for public comment. Based on an analysis of 39 Statements, the report found that EIS did not explain how school space would be shared; members of the community were not given adequate time for comment or enough detail to make an informed decision regarding closure or colocation; none of the 19 schools proposed for closure this year met DOE standards for immediate closure; and no EIS laid out a clear plan for educational improvement for students effected by school closure. “We are always looking to improve our community engagement efforts,” said DOE spokesman Jack Zarin-Rosenfeld. “With a better public process in place, more parents will understand the urgent need to replace schools that fail children year after year with new schools that have been shown to perform far better. We wish the Public Advocate showed the same amount of concern for our children stuck in failing schools as he does for DOE processes.” There are no consistent standards for what the DOE calls a failing school, according to the report. The DOE has three standards for assessing improvement and closure that differ slightly. What they have in common is an emphasis on improvement measures before closure is imposed. Under Bloomberg’s school reform plan, Children First, principals are required to meet certain accountability goals. Consid-

A report by the Public Advocate slams the DOE’s methodology for closing schools like Jamaica High School. ered for immediate closure are schools that receive a failing grade on their progress report and score less than proficient on their quality review. Schools face possible closure if they do not show improvement over time when they receive an F or D on a progress report, or a C three years in a row. Progress report grades are not a standard measure, as the system has “evolved dramatically” over the years, according to the report. This makes it hard to determine whether a school is improving, or if closure is warranted. Reach Reporter Jessica Ablamsky at jablamsky@queenstribune.com, or (718) 357-7400, Ext. 124.

By STEFAN SINGH All of Queens and the rest of the nation are invited to stand up against crime and celebrate the 27th annual National Night Out. On Aug. 3, thousands of communities from all 50 states, U.S. territories, Canadian cities and military bases worldwide will join forces in the battle royale against crime. National Night Out is designed to raise awareness of crime and drug prevention nationwide. It will generate support for, and participation in, local anti-crime programs. NNO brings communities together with local law enforcement, creating a bond that will build trust and respect. With this yearly celebration, people stand strong as America delivers a clear message to criminals, letting them know that neighborhoods are organized and fighting back. Sen. Toby Ann Stavisky (D-Flushing) plans to spend “America’s Night Out Against Crime” enjoying the festivities in the 107th, 109th and 112th precincts. “While this is a national night of recognition, it is important to remember that every night should be a night dedicated to the safety of our neighbor-

Will New York Revisit Non-Partisan Elections? By MICHAEL SCHENKLER Last week I shared with you some thoughts about the likelihood of a final term limit resolution being put on the ballot this November by the Charter Revision Com-

mission. As we all sit and wait to see the structure of that proposal, which will hopefully allow the people to limit the terms of their elected city officials whereby those officials can’t again overrule the will of the people, there are other reports which may pique the interest of reformers. The Charter Revision Com-

mission, appointed by Mayor Mike Bloomberg, may offer to the voters the opportunity to amend any provision of the Cit y Char ter it believes appropriate. And as can be expected, they are likely to consider the wishes of Mayor Mike. Not only has he created the commission comprised largely of allies, his personal wealth enables him to deliver for members of the commission and their cause s as well as provide financial suppor t for ballot proposals offered by the Commission. In 2003, backed by more than $7 million of the mayor’s own mone y, non-par t isan elect ions were badly defeated at the ballot box. On June 8, of this year, the people of the state of California adopted a similar proposal, possibly giving the mayor hope for what appears to be one of his political missions for our city. The proposal, as it is being pushed by his people, is referred to as a “top two primary” where

regardless of party designation – which would be permitted on the ballot – the top two finishers in the primary would face off in the November General Election. Opposed by the institutional Democrats whose party wins just about every Cit y election held – with a handful of Council seats going Republican – the proposal has created whispers and some divisivene ss in other par tie s and good government groups. While we believe the impact of passing such a proposal will have little effect in the end on who wins what, we do believe it is worthy of consideration and should be put to the voters. We provide one admonition to Chancellor Goldstein, Commission Chair: if you do, remember to include in the proposition that the results can only be modified by a vote of the people. You never know when the elected think they know better and will overturn the will of the people.

Budget Deadlock - Day 120 How long has it been, the wise one asks, That we’ve had no budget in ol’ New York? One hundred twenty days, a third of a year, Do you think people are starting to talk? Well they haven’t been talking very loud, Indeed there’s been little inspection, Cause very few of our State Legislators Have a real challenge during the coming election. There are no answers we have to the problem, We can’t resolve this with a quip or line clever, We expect someday they’ll pass a budget But they may remain dysfunctional forever. We sit and we wait for Superman. Or some superbeing to end our strife. We sit and we wait, and sit and we wait, And may be waiting for the rest of our life. To Shelly and Sampson and their minions, They are all mere mortal women and men, After this failure perhaps I could do no better, But I know I wouldn’t run again. ---MSchenkler@QueensTribune.com

Police To Scan Data Manually To Comply With Stop & Frisk By HENRY STERN The new stop and fr isk law, wh ich precludes an electronic database of those stopped by the police but not arrested, passed 85-55 in the Assembly, with 14 Democrats joining 41 Republicans in opposing Henry it. In the Senate, all 32 Democrats supported it. If any one of them had opposed it, abstained, or been absent, the bill would not have passed. All 29 Republicans opposed it. Governor Paterson signed the bill on July 16th, ignoring appeals by Mayor Bloomberg, Commissioner Ray Kelly, the News and the Post. Governor Paterson’s explanation, a spontaneous expansion of his signing statement, was quoted in a Daily News editorial: “‘That is not a policy for a democracy. Maybe that might work in Bosnia. Maybe that might in Somalia. Maybe it would have worked in the Soviet Union or in 1984. But we can’t allow it to happen here.’” The News’ editorial continued with increasing vigor, denouncing Paterson’s remarks as “slander”. We quote: “He also cited t he Police Department’s computerized files in the same breath with egregious infringements on civil rights, including the Alien and Sedition Acts [1798], and the internment of Japanese-Americans during World War II. “This is gubernatorial slander of a department that has a

deserved reputation for succe ssful crimefighting well within the bounds of the U.S. Constitution. Somalia? Bosnia? The Soviet Union? Are those the precincts into which Paterson believes Commissioner Ray Kelly has led the Stern NYPD?” The new law was sponsored in the Senate by Eric Adams, and co-sponsored by Pe d ro E s p a d a , Ve l m a n e t t e Montgomer y, Kevin Parker and J o s e Pe r a l t a , w h o d e fe a t e d Hiram Monserrate, his predecessor. T he Assembly sponsor was Hakeem Jeffrie s. T he Po l i c e D e p a r t m e n t’s init ial response to the state restrict ion was repor ted i n a stor y by Rocco Parasca ndola, chief of the Daily News police bureau: “Cops can no longer keep a giant electronic library of everyone they stop on the street - but officers can still collect names the old-fashioned way, a new N YPD memo says. “The internal memo was sent out Friday, just after Gov. Paterson signed a law banning the NYPD from entering personal information of innocent people into a citywide database.” We have not heard the last of this issue. Although opinion on the merits of the bill appears to be divided, as the Assembly Democrats are, t he una nimit y of Senate Democrats and Attorne y General ca ndidat e s i ndicates that they are marching to the tune of a different drummer.

The Geese Return To Prospect Park Dont Try To Fool With Mother Nature The geese are back in Prospect Park. According to a count from two of our readers, Ed Bahlman and Anne-Katrin Titze, 28-Canada Geese have resettled at Prospect Park Lake since their feathered friends were rounded up and gassed to death on July 8th. We have every reason to believe that our readers’ count is accurate, as it was Ms. Titze who conducted the official New York State Ornithological Association and NYS Department of Environmental Conservat ion Water fowl Count of the area in January 2010. Although the return of the geese is fair news for fans of the local fowl, we were hesita nt to report it for fear that we would be sentencing these new set tlers to the same fate as their predecessors. Upon further reflection, however, we were convinced that these geese would certainly not go unnoticed by the authorities, and so the best chance of advocating for their safety was to make public the fact of their residence. The return of the geese deepens our suspicion that the eradication of the Prospect Park 400 was not adequately thought through. Does the U.S. Department of Agriculture, which is said to have ordered the mass killing, intend to hunt down these 28 geese too, along with those yet to join them? Are they to be gassed on a rolling basis or will the executioner come

once a year after mating season, while they are molting and unable to fly? Clearly, there are problems with the government’s explanation of its actions. As we pointed out in our column on June 16th, the seven-mile kill zone extending from both LaGuardia and J.F.K., designated by the Agriculture Department for geese removal, does not accurately encompass Prospect Park, which is between 9 and 10 miles away from both airports. We still maintain the public deserves more information about the government’s policy of geese

removal. We do not dismiss the possibilit y that the removal of some geese may be necessary for air safety, but there are unanswered que st ions about t he Brooklyn geese, the cruelty of their execution and the disposition of their bo die s. We belie ve t hat before more geese and goslings are butchered, a clear statement of procedures and alternatives is needed. We share this planet with millions of other species. We should not exterminate animals without clear evidence that it is necessary to do so to safeguard human life. StarQuest@NYCivic.org

Keep Consistent It comes as little surprise to this paper that the effort to railroad 19 schools – including Jamaica High School – into closure was, at best, contrived. According to a report issued this week by Public Advocate Bill de Blasio, the DOE’s standards for closing were not met, and even if they had been, the standards are lacking just that – a consistent measurable standard. Perhaps the schools would know what their goals were if the standards by which they are measured wouldn’t continuously fluctuate. It seems that the data used for measuring success keeps changing, and it is merely at the whim of the Chancellor that schools are opened, closed, re-sited or co-located. Yes, overall some numbers that track performance have gone up, but the standards of performance keep changing so, again, we have no way of knowing the true performance of a school on a year-to-year basis. When the Chancellor threw out all the old curriculums used throughout the city and replaced them with a single set eight years ago, the idea was that we could compare apples to apples to see which schools and districts truly needed the most help. It would seem today that the same should happen for the standards for closing to which a school is held. Before the DOE heads down the road toward attempting again to close Jamaica High School, they should reveal a consistent data set to show the actual need rather than manufacturing the numbers to suit their own needs.

Misidentified To The Editor: The Woodhaven Business Improvement District would like to further clarify the Woodhaven’s Jamaica Avenue area of the study of vacant commercial properties. The article and map displayed as a result of the study of Jamaica Avenue included only five blocks of Woodhaven’s Jamaica Avenue’s 25 blocks of our commercial strip. The larger and dominant part of this study consisted of Richmond Hill’s area of Jamaica Avenue. Therefore, the labeling of these 73 closed stores should not have been “Woodhaven,” but “Richmond Hill.” The 25 blocks of Woodhaven’s Jamaica Avenue, which is a Business Improvement District (considering some storefronts being used for storage) have a 10 percent or lower vacancy rate. Our commercial strip has been fortunate for, as difficult as the economy has been, we have been able to attract new stores and businesses. Hopefully, with the assistance of our U.S. Congressman’s proposed five point Federal Program, State Economic Programs and the Queens economic development Center, our small stores and businesses will ride out this economic downturn and rebound.

If our small stores and businesses, like ours on Jamaica Avenue experience economic recovery, then the economic recovery throughout our country would have begun. Mathew Xenakis, President, Woodhaven Business Improvement

Five Points To The Editor: As a small business owner, I want to address the new study that was released July 19 by Congressman [Anthony] Weiner. The study revealed that there is currently a 12 percent vacancy rate in store fronts in Queens. This news is not a shock to anyone. What I find troubling is that Anthony Weiner is using this as a self promotion opportunity with his “5 Point Plan” to help small businesses. Weiner’s 5 Point Plan Is promoted on his website as solutions “to help the small business owners get back on their feet.” However, upon examination they are not “real” solutions to any small business struggling to stay afloat. Weiner Point No. 1 – Tax credits for small businesses offering health insurance. Let’s keep it in perspective that ObamaCare mandates that all employers must provide health

care for employees. Businesses that don’t comply are fined by the IRS. This is not a tax credit incentive; it is an underhanded way to gain compliance for something that is going to cost small businesses a lot of money. Weiner Point No. 2 – Tax Break for hiring an unemployed worker. How about a real tax cut that will enable me to expand my workforce? Under the Obama “Hire Act,” if I hire an unemployed worker (must be collecting unemployment benefits) for $25,000 annual, I get a 6.2 percent tax break (or $1,550). But considering how much more I will be paying with Obama’s new taxes and ObamaCare, this does little, once you do the math. The government may benefit from this, with less unemployment checks paid, but the small business owner is still getting saddled with huge tax increases. Weiner Point No. 3 – Greater access to capital small business loans. Political sleight of hand. Weiner is “calling on the Senate” to pass a bill that will offer $30 billion in new lending to small businesses. This is the same Congressman Weiner who voted NO on $46 Billion in tax cuts for small businesses and voted in favor of the Obama tax hikes and ObamaCare which are going to crush a lot more small businesses. Weiner’s voting record is all we need to go on. Weiner Point No. 4 – Grace period for late parkers. The 5-minute grace for parking meters is a good thing for busy shoppers and business owners. But our economic problems are not a result of parking tickets. Not to mention that as a congressman, Weiner can’t do anything about this. It sounds like posturing for his next mayoral run to me. Weiner Point No. 5 – Mobile Permit and Adjudication Vans. Sounds like another plug for his mayoral run. This isn’t anything Weiner has done or can do, so don’t be deceived. The Weiner plan only says that the city “should” have this. It is time that people recognize that as a key ObamaCare supporter and an Obama tax hike supporter, Weiner is a big part of the problem. He continues to release his political propaganda, as he votes against the interests of Queens small businesses. Sean Heaphy, Clearwater Pools, Howard Beach

A Final ‘No’ To The Editor: The pending full vote by the New York City Council to go forward with the Flushing Commons development project for Municipal Lot 1 will permanently close the door on other opportunities. ity would take hundreds of buses off the surrounding streets, where they discharge and pick up riders. Public officials for 50 years have failed to secure funding necessary to support environmental review, design, engineering and construction of this badly needed transportation improvement. Since the 1960s, there has been an explosion in the number of commuters riding buses to Flushing and transferring to the number 7 subway line. This has been complimented by a huge growth of commercial businesses accompanied by the demolition of homes to support construction of apartment houses and multi-family homes in the surrounding neighborhood. Construction of a climate controlled intermodal bus terminal could assist in improving traffic circulation in downtown Flushing. Tens of thousands of rush hour riders would be protected from being abused by hot summers and cold winters – rain, snow and winds. There could be a smoother transfer between the bus and subway. Using air-rights over any intermodal bus terminal could continue providing hundreds of badly needed parking spaces. Diogens is still searching for a brave NYC Council member to step forward and honor this commitment from decades ago before this final opportunity disappears forever. Larry Penner, Great Neck

Get Serious To The Editor: It is now approaching two years of unbearable rail traffic in Middle Village, specifically in the vicinity of 69th Place. Calls to [Councilwoman] Elizabeth Crowley’s office have gone unanswered. Attempts to meet with her have been for naught, she has never made herself available. When confronting her at civic meetings, she has no answers of substance. In a meeting at St Margaret, Anthony Weiner, while recognizing this situation existed, vaguely stated that he had planned on some sort of visit in the near future. Nothing ever happened. We are bombarded daily with stinking rail cars parked behind peoples’ homes, unbearable noise from moving cars in the very early morning hours and throughout the day, LOUD diesel engines that idle for 30-40 minutes or more hooking up to these rail cars, especially in the early morning hours, and additional idling of two or more diesels for periods lasting up to 90 minutes or more, all the while churning noxious fumes within 20-30 feet from peoples’ homes. and idling only to wait and wait and wait in futility. While they promise to come, they never do. It is high time that Elizabeth Crowley, and Anthony Weiner get serious about representing this community. They have never missed a chance to get into a photo but when there is a serious need to come to the aid of their constituents they have failed miserably. Joseph Dalfino, Middle Village

Respect Nature To The Editor: I have just seen a photo circulated in many regional papers, as well as the internet, about a Whale who crashes down on a yacht off the South African coast. I must say this surely was one whale of a story. Thank God Skipper Ralph Mothes and his girlfriend Paloma Werner were not hurt. It just goes to show you that the ocean is a very dangerous place and must be respected. I should know this only too well for I have served in the United States Navy on many different ships, in all kinds of weather, and have been injured a few times. We all need to remember that the ocean is the whale’s turf and we are just merely visitors to their natural home. Fred Bedell Jr., Glen Oaks

No Ed Cuts To The Editor: With all of the budget cuts that are going to have to be made in these hard economic times, one place where absolutely no budget cuts should be made is in the field of education. Teachers in this country work very hard to provide the best education possible to their students under some of the most difficult conditions possible. Classroom overcrowding, unruly and disruptive students, lack of administrative support, lack of teaching materials necessary to help formulate and drive instruction and, in some cases, parents who are also very difficult to deal with, are several of the elements that teachers have to cope with. It is very disconcerting to hear that nearly 100,000 teachers nationwide may be losing their jobs due to the very poor economy. Teachers should and must be paid decent livable wages, and also must be treated with the utmost professional courtesy and respect. The education system is the backbone for molding students into respectable citizens. Let’s strengthen it rather than weaken and deplete it. Louis, Louis A piece of historic fiction is set to make its debut at the renowned Apollo Theater in Harlem next month, focusing on the life of one of the great heroes of jazz and a Queens legend. “Louis,” a silent film, is a story about a 6year-old Louis Armstrong growing up in a bordello in New Orleans, and the adventures he get into overturning the rule of racist corrupt society. A highlight of the premiere will be a live soundtrack performance by jazz trumpet icon Wynton Marsalis, along with an all-star backing band. “The idea of accompanying a silent film telling a mythical tale of a young Louis Armstrong was appealing to me,” said Marsalis. “Of course, calling it a silent film is a misnomer – there will be plenty of music, and jazz is like a conversation between the players so there’ll be no shortage of dialogue.” This performance is part of a five-city tour which kicks off in Chicago Aug. 25, then travels to Detroit Aug. 26, Washington, DC, Aug. 28, and concludes in Philadelphia Aug. 31. Tickets for the Apollo performance can be purchased by call (800) 745-3000, or going to www.ticketmaster.com.

Our Town: Forest Hills! We’ve all heard Jay-Z and Alicia Keys’ ode to New York, “Empire State of Mind.” It spent a few weeks at No. 1 on the Billboard charts last year and became the de facto Yankees theme song during last year’s World Series. Well comedian Bill Eichner and SNL star Rachel Dratch bring us “Forest Hills State Of Mind,” a delightful parody about the neighborhood, which they describe as being home to “upper middle-class Jews” and “Pear-shaped Russian women.” Eichner raps while Dratch plays the Alicia Keys role of singing the chorus and playing, among other instruments, the trombone, on the roof of what is supposed to

be a Forest Hills apartment building (though from the looks of the proximity of the Manhattan skyline, is actually in Long Island City) Eichner’s rap verses, though riddled with vulgarity, make those of us who have lived the Forest Hills life nod in agreement. Who hasn’t gone into the Barnes & Nobles on Austin Street just to use the bathroom? Admit it. How many times have you ridden the R train from Queens Plaza to 71st/ Continental instead of the E just to get a seat? We patiently await the inevitable “Howard Beach State of Mind.”

Models Of Queens

“For as long as I can remember, I have had aspirations of becoming an actress,” said Sally Ferreira, who is about to hit the airwaves in a new Latina model show that is based on the style of “America’s Next Model.” But this self-described “tough Dominicana” doesn’t plan on being just any old actress. “My dreams have been filled with visions of powerful women who have paved the way for young performers eager to follow in their respective footsteps. My journey as a model, dancer and entertainer has bought me to this wonderful opportunity that I plan to take full advantage of.” A graduate of Bryant High School, Sally has been working for years as a professional model, and has a slew of experience in print, commercials, music videos and television. She has been the featured talent in videos by 50 Cent and Keshia Cole, was in the Sex In The City movie, and has modeled for the David Wright Foundation, among a long list of paid gigs. Party Like A Virgin When Madonna is away the staffers will play. While the Material Girl was busy tending to her brood, staffers at her Marylebone, London home hosted a karaoke party. Fed up neighbors called Westminster Council to quell the noise, enforcement officers were

not invited to the party so the door remained shut. Officers issued a noise abatement order, which seemed to put a stop to the party. A further offense can net Madonna, a one-time Corona resident, a £5,000 fine. No worries though, she earns that just by rolling over in the morning.

Confidentially, New York . . .

Get The Money Some subway hooligan left this subterranean homage to Queens native Nas, who has a song titled “Queens Get The Money,” on a subway sign. While we’re supportive of artistic expression, it’s silly to saddle the MTA’s dwindling coffers with cleaning up an arcane rap reference. “Queens Gets No Respect,” would have been a much better idea. It's accuratre and gives homage to one of its funnier natives, comedianRodney Dangerfield.

LIGHTS... CAMERA...

QUEENS

Besides being home to a Who’s Who of celebrities, Queens has played a significant role in a slew of films, music videos and television shows. From our two famed studios – Silvercup and Kaufman-Astoria, which used to belong to Paramount Studios – a whole host of films and TV shows have soared into the stratosphere. “The Godfather,” “The Usual Suspects,” “Goodfellas,” “30 Rock,” “The Sopranos,” “Spider-Man,” “Men In Black,” “Coming To America” and “The French Connection” are just a handful of classics and current favorites that use our streets as backdrops. Most recently, the new Will Ferrell cop comedy, “The Other Guys,” premiering Aug. 6, shot in locations throughout the borough, and a horror film set to debut at the New York City International Film Festival, “Emerging Past,” was also filmed across Western Queens – as well as in the offices of the Queens Tribune. The stars are everywhere – you just have to look around to see them. Production crews prep the set inside the office of the Queens Tribune for “Emerging Past,” which will premiere at the New York City International Film Festival Aug. 14. Tribune Photo by Ira Cohen
