I was born in the UK and moved to Portugal in 1978, living in Faro. My education included both Portuguese and international schools, finishing in the UK. I worked at Casa Velha restaurant in the late 80s, followed by roles in tourism and as cabin crew. Since 2005, I’ve worked in real estate, joining Quinta do Lago in 2014. I’m bilingual in English and Portuguese, with knowledge of French. I love travelling, meeting people, Pilates, and long walks with my Golden Retriever.

I adore Quinta do Lago for its peace, serenity, and sense of well-being. My favourite spots are the nature reserve boardwalk and the surrounding area. I’m proud to be part of this fabulous resort, achieving great sales and being part of a wonderful team and family.

SAMANTHA mendes

I was born in France but am wholeheartedly Portuguese. With a background in Communication and Marketing, I’ve been working in luxury real estate since 2009. I love meeting new people and using creative thinking to find solutions for buyers. I speak Portuguese, French, English, and Spanish. I don’t enjoy writing bios but excel at negotiating win-win deals.

What I love most about Quinta do Lago is its sense of community, making everyone feel they belong. My favourite spot is the gazebo by the Ria Formosa, overlooking the bridge and Gigi’s. Each visit feels unique, with changing winds, tides, light, and seasons.

Since last year, the property market in Quinta has continued to show evident signs of resilience, confidence, and sustainability, despite the volatile circumstances globally and the changes in fiscal incentives (NHR), special residence regimes (Golden Visa) and rental legislation (suspension of Alojamento Local licenses).

The permanent, consistent and increasing investment of the Quinta do Lago group in its facilities and operations offer an unparalleled seal of quality and trust, which is immediately acknowledged and recognized by the market and its stakeholders and adds value to a well controlled and balanced market, regardless of economic or financial cycles and trends.

MARKET OUTLOOK

Since the beginning of 2024, a number of correctly priced properties between +€12m and -€18m have sold in record time (some without even appearing formally in the market, and during the instruction phase).

There can be few better placed to understand this than Lauren Heley, a second-generation property developer whose family has been at the resort since 1996. Combining her knowledge of Quinta’s heritage with her real estate experience around the world, she is now developing an exceptional property on the resort through her own development company, Flawless Selection.

A good few years ago, we were fortunate in securing a plot in Rua Sado, one of the most prestigious locations in Quinta with one of the most generous plot sizes [3,367 sqm], zoned by Andre Jordan himself in his original 1972 master plan, and chosen by Formula One legend Ayrton Senna for his European home,” says Lauren, 28, who holds a Masters’ Degree in Housing and City Planning and a diploma in interior design.

“We wanted to create something completely fresh, a superior home that stands the test of time, yet testament to what previous generations have achieved at Quinta.”

O Sonho, ‘or The Dream’ is a 1624 sq m house designed to work either as a long-term residence, or a holiday property, with sustainability, technology, and modern living requirements. In sync with today’s most advanced environmental resources and designed with preservation in

mind, it has seven bedrooms, thirteen bathrooms and carefully considered layout of staff quarters, outside relaxation areas and sits in a low-maintenance and autochthonous garden overlooking the 7th hole of the award-winning South Course. A mindful use of clean water is part of the sustainability concerns for the younger generation of property owners, hence why drought-resistant vegetation, less grass and more mediterranean-feel gardens was the desired solution.

“We sought to design something homely and functional, nothing too vast, windows not too big, ceilings not too high that would be in sync with its natural surroundings,” says Lauren, who travelled through Portugal and destinations further afield in her research of sustainable building styles and materials. “I loved the warmth and natural organic aesthetic of properties being built in the Alentejo for example.”

Time spent exploring Dubai as well as southern Portugal helped her to best understand how homes can best withstand extreme heat, as summer temperatures on the Algarve can now top 40 degrees. Along with a slab-roof ‘heat halo’ shading the property, the 6m-high front door only half opens to conserve heat or coolness within the home. Simple yet effective solutions such

as this one translate into real sustainability and overall comfort, unlike other supposed “green” and environmentally friendly features that so often are boasted by property developers at a global scale. The indoor/outdoor living blends the home with nature - it all becomes one in the way you live.

As locally as she could, she sourced a wood-effect sustainable light-weight material for the four pillars embellishing the imposing façade of the property, as well as analysing how to improve staff access in the layout. “It was key to offer separate staff access to ensure they can operate discreetly – whether using the separate back kitchen for food preparation or laundry, accessing their own live-in accommodation or a spa professional visiting a treatment room in the basement.”

Providing direct access to the pool area, the basement is an extensive flexible space that can also include a gym, cinema, golf simulator, games room, TV lounge – as the owner prefers. This

same adaptability applies to the seventh bedroom which might be a home office or an additional guest room, whilst putting two bedrooms on the same floor as the master suite was a deliberate step-change from the trend for whole-floor masters – resulting in a more family-orientated layout.

“Many families find it more practical to have children on the same floor,” says Lauren. “This is one of the more traditional aspects of the home juxtaposed with the latest technology.” Sustainability features were essential to achieve the goal of an energy-efficient home: photovoltaic and solar panels, an air source heat pump and multiple electric car chargers.

Lauren explains her choice of using João Cabrita, the architect behind an increasing number of inspiring properties on Quinta, including examples on Reserva and San Lorenzo North: “As a young woman in a competitive and male-dominated industry I had to choose people who could support me with the creative

She found creating dedicated and loyal partnerships with the long-established services that Quinta da Lago equally helpful, working alongside Team 6, Quinta’s in-house security team, to incorporate CCTV and the alarm system; and Clube da Quinta, the resort’s full-service management team who will look after maintenance and upkeep for the future of owner’s tranquillity .

Q Landscape is expertly creating a low-maintenance and drought-resistant Mediterranean garden that still looks very aesthetically impressive. Cypresses and lavender provide a sense of arrival, whilst rustic, naturally shaped olive trees and fruit trees provide shade in the back. A lit path of olive trees leads down to the viewing spot over the 7th hole of the South Course; plus, the villa will have direct buggy access to The Clubhouse, removing the need to drive on the road.

The Campus, Quinta’s cutting-edge sporting complex, now the de-facto social hub of the resort for many of the new-generation owners, is just across the road from the property. “It was listening

to many of our neighbours there that we began to understand what to aim fo r with O Sonho,” says Lauren, who lives nearby with her partner Mike , who now works alongside her at Flawless Selection.

Just as Lauren had developed a fondness for the resort since she was a child, Mike had fallen in love with Quinta do Lago on golf trips. When the opportunity to develop something very special arose, they decided to move to the resort to develop their business opportunities and create a meaningful and balanced life.

“I’ve seen Quinta do Lago evolve over the years, with a large change after the pandemic, as younger families and individuals came seeking a more relaxed, secure and in-tune with nature lifestyle, for which the Algarve (and especially Quinta) is treasured. The Campus and its the community feel was the decisive reason that really made us feel like we could live here all year round, with the padel, the gym and the café.”

Following the completion of O Sonho in Easter 2025, Lauren and Mike are going to develop another plot in Quinta and also a site of townhouses, in Almancil all of which will advance their fresh take on development and prioritise design excellence, build quality and timely delivery.

SIMPLEX URBANISTIC PLANNING

On January 8th, the Decree-Law No. 10/2024, better known as Simplex Urban Planning, was published. This law reformed a set of rules in the areas of urbanistic planning and land management, aiming to simplify, modernise, and expedite urban management and land planning processes.

Among the more than two dozen measures, the following stand out:

● Shifting the control of urbanistic operations, which, as a rule, no longer takes place at a pre-execution stage (prior control) and is now relegated to an execution or even completion stage;

● The revocation of Decree-Law 281/99, of July 26th, and the removal of the requirement to present the construction or usage licence to the Notary, allowing any properties to be transacted even if they do not have a formal license;

● Changing the use of units to residential no longer depends on the authorisation of the condominium owners;

● The intention to digitalise processes, achieve greater uniformity and transparency, and reduce bureaucracy, by planning to create platforms that allow the processing of applications in a digital context from 2025 onwards;

● Adoption of a tacit approval regime for construction licences, to which the tacit approval certification regime applies through the issuance of a certificate obtained in an electronic procedure;

● Prior communication becomes the applicable procedure for a series of urbanistic operations, particularly concerning properties where there are already requests for favourable prior information;

● A contract may be subject to the buyer securing the necessary financing for the transaction, a satisfactory evaluation of the paperwork during due diligence, and a satisfactory Structural Survey report, among others.

● The timeline for completion of the transaction usually takes between 30 and 90 days to occur.

● The implications of a potential contractual breach whilst generic consequences can be mutually agreed upon. They usually include the vendor’s right to retain the initial deposit if the breach is caused by the buyer. If the vendor causes the breach, the obligation to return twice the value of the initial deposit to the buyer is included.

VISAS IN portugal

Obtain the residency in Portugal and find out which option suits you best.

Portugal stands out in rankings as one of the most attractive countries for foreigners, and the reasons seem obvious. Safety, a favourable climate, diverse cuisine, and an affordable cost of living are decisive factors. Additionally, the ease of obtaining residency and staying leagally in the country is also a significant reason.

It is at this point that some recent changes deserve consideration.

TYPES OF VISAS IN PORTUGAL

Choosing the right type of visa should be assessed on a caseby-case basis, depending on the specific needs and intentions of each individual and the purpose of their stay.

Currently, and in a simplified manner, there are two types of visas for entering Portugal:

● Schengen Visas; and

● National Visas.

The Schengen Visa is intended for stays of less than 90 days and is aimed at situations such as tourism, family visits, business prospecting, meetings, consultations, or other short-term trips.

For stays of over three months, there are various types of national visas, distinguished as follows:

● Temporary stay visas (usually for stays longer than three months and up to one year, including, for example, seasonal work, prolonged medical treatments, etc.); and

● Residence visas (for stays longer than one year).

Among the residence visas, the most commonly used options by foreigners who intend to reside and regularise their stay in Portugal include the D7 visa, the D2 visa, and the Digital Nomad Visa.

D7, D2, AND DIGITAL NOMAD VISA

The process for the D2 visa, the D7 visa, and the Digital Nomad Visa is similar, starting at the Portuguese Consulate/Embassy with the visa application that will allow the foreigner to enter Portugal to personally apply for a residence permit.

However, in their essence, these visas are different.

The D2 (also known as the residence visa for entrepreneurs) is aimed at non-EU citizens who wish to start a business in Portugal or work as self-employed individuals.

The D7 Visa (also known as the residence visa for holders of passive income) is an interesting option for non-EU foreigners who have their own income from retirement, movable or immovable property, intellectual property, or financial investments.

The Digital Nomad Visa is designed for foreign citizens who, as freelancers or company employees, perform their work remotely and wish to work from Portugal for external clients.

Holders of a residence permit based on the D7 visa, the D2 visa, or the Digital Nomad Visa must reside in Portugal, not being absent for more than six consecutive months or eight intermittent months.

RESIDENCE PERMIT FOR INVESTMENT ACTIVITY (ARI)

When there is no intention or possibility to move residency to Portugal, another relevant option for non-EU foreigners who wish to invest in Portugal is the residence permit for investment activity (ARI), also known as the Golden Visa.

Unlike the D2, D7, and Digital Nomad Visa, the ARI is not a visa but a residence permit applied for directly in Portugal, when it is possible to prove a qualified investment, namely:

● Subscription of qualified investment or venture capital funds;

● Donations to the arts or research activities;

● Job creation;

● Capitalisation of new or existing companies.

In this case, only a stay of 14 days every two years in Portugal is required.

EACH TYPE OF RESIDENCE PERMIT HAS SPECIFIC REQUIREMENTS

For this reason, it is advisable to consult AIMA and have the support of a qualified professional to obtain more detailed and updated information.

RNH 2.0: THE NEW TAX INCENTIVE FOR SCIENTIFIC RESEARCH AND INNOVATION (IFICI)

With the approved end of the Non-Habitual Residents (NHR) Regime, despite the provision of an important transitional rule that allows the regime to be applied to those who already benefited from it or were in the process of transferring tax residence to Portugal, the Portuguese government has created a new special

tax incentive regime aimed at attracting talent and promoting research and innovation in Portugal.

This new regime, which some call RNH 2.0, is a regime applicable to taxpayers who meet three essential conditions:

● Become tax residents in Portugal;

● Have not been tax residents in the five previous years;

● Earn income in certain professional categories.

The eligible professional careers include, but are not limited to:

a) Higher education teachers and researchers integrated into the national science and technology system, as well as professionals from recognised technology and innovation centres;

b) Qualified jobs and members of governing bodies in entities benefiting from tax incentives for productive investment;

c) Highly qualified professions, defined by a government ordinance (which has not yet been published) in the areas of finance and economics;

d) Jobs and members of governing bodies in entities certified as start-ups, under Law No. 21/2023, of May 25.

The tax advantages associated with this regime are:

(i) A special rate of 20% on professional income (employment contract or service provision);

(ii) Exemption on some income earned abroad as was the case with the NHR regime, with the express exception of retirement pensions;

This special regime will be available for a period of ten consecutive years, provided that beneficiaries remain tax residents in Portugal and continue to earn income from eligible activities.

Among the residence visas, the most commonly used options by foreigners who intend to reside and regularise their stay in Portugal include the D7 visa, the D2 visa, and the Digital Nomad Visa.
