Welcome to this edition of Raffles Connection. It’s hard to believe that six months of 2013 have already passed and we have hosted another successful Raffles Charity Day weekend which took place in July. As always, the money raised goes towards the less fortunate as well as a number of needy students in the area and we would like to greatly thank our participating members and their guests as well as all the sponsors for their generous support. On pages 6 and 7, you can read about the talk that course designer Beau Welling presented to club members in May. He talked about his vision for Palm course at the event which attracted a large number of members keen to hear more about his design. With a new committee on board, we also hear from our new Vice-President Wong Toon Suan on pages 2 and 3, and take time to read what our new Golf Superintendent Steve Bruton has to say in his Welcome Message on pages 4 and 5. As usual, Raffles Connection is packed with snippets of club news, a bumper calendar of events table and club food and beverage specials. Check out the latest in golf equipment and apparel on pages 24 and 25 and if you want to know just where the hottest places in town are for afternoon tea, then read all about the delectable goodies on pages 26 and 27.

The Case for the Redevelopment of Palm Course: Do we need to get the job done? I, like many pioneer members, started my golf at RCC. That was some 25 years ago. Those were the days when the beginners feared the water of the scenic Lake Course, and the speedy greens of Palm Course, which also required good course management. There were common sights where players needed to rush back to pro shop for a new box of balls before they completed 18 holes, and almost every golfer carried a ball picker in his bag as the extra weapon beside the 14 clubs. The Lake Course was redeveloped in 2000 due to many problems such as sinking and waterlogged fairways; poor drainage systems etc. I was fortunate to be part of the Lake Course Redevelopment Sub-Committee and subsequently witnessed the new Lake Course which was like a phoenix rising from the ashes. After 12 years, Lake Course is still a very playable and enjoyable layout where our fairways drain well after a heavy storm, and members and guests can reenter the fairways the moment the course is re-opened after a heavy storm. We certainly can’t say the same for our beloved Palm Course. After weathering through tough nature elements and heavy usage, it is no longer one of the most feared courses in Singapore. There are unhealthy signs if one really subjects the Palm Course through a thorough ‘medical check’. To be fair to the Palm Course, it has almost outlived its useful life. The Palm Course Redevelopment Sub-Committee was formed to look into the various options in revitalising/re-developing the Palm Course, and to bring it back to its old glorious days. The Sub-Committee members, comprises experienced engineers, contractors, and key officer bearers of the GC. We had looked at various options, such as ad hoc repairs; hole patch-ups; renovation and redevelopment . The decision is unanimous that we have to carry out major works for the Palm Course for the following reasons:

(1) We are losing revenue. There was hardly any income from corporate games at Palm in the first quarter. Palm utilisation during weekdays remained less than 40% as against Lake which is close to 60%. On top of that, Palm is incurring higher maintenance costs. From the latest budget estimate, we will need 15-20% more when compared to the last financial year. The loss in income and incurring higher maintenance - a double whammy - will only get worse in the years to come. (2) After serving the Palm for 25 years, the irrigation and drainage system are failing us. Our technical assessment is we must replace both as soon as possible. An inefficient irrigation system costs us more electricity and water to get the job done. We need to rip up the course to replace both the irrigation and drainage systems, a rather major engineering work which will definitely cause lots of disruption if we carry it out on an ad hoc basis while the course is in operation. (3) Our fairways are not in a healthy condition after years of wear and tear. Many of our fairways are invaded by cow grass and sedges after 25 years in operation. Poor drainage leads to soggy fairways and players have to face mysterious missing balls on the fairway after producing a beautiful tee shot. Even on a dry day, burst irrigation pipes also cause sogginess on some fairways, and players have to face unpleasant experience and frustration. (4) We used to have the fastest greens at Palm that were feared and respected by players. We lost that reputation long ago. The turf has mutated in parts and the gradient changed. We are struggling to get our green speeds at an unsatisfactory range of 7.5-8.5. (5) Our 19 ponds, which play an important part of the irrigation system besides providing challenges and scenic ambience, are not in a healthy state due to siltation and the building up of organic material over the past 25 years. the ponds, though inter-connected, are not free flowing. Increasingly, RCC needs to pay PUB to draw expensive water from the reservoir for irrigation purposes. We need to revitalise the ponds and it is going to be another major engineering work.

My Sub-Committee is working passionately to get the redevelopment plan going. Our invitation for the submission of a conceptual plan attracted 10 companies with 15 submissions. These included big names from the region and the world. After many rounds of evaluation, we selected Beau Welling’s proposal which has been displayed at the club for members’ viewing and feedback.

RCC will soon appoint a quantity surveyor through a competitive tender. Hopefully by sometime in early July, we will have a good estimate of the project.

Beau has proposed a design that is a championship course as well as playable by all levels of golfers. The key elements of his design are: • Memorability • Variety • Shot values • Resistance to scoring Let me just quote what Beau said in an article in the Strait Times on 25/5 to provide a good insight of his design philosophy: 03

“…It will be a thinker’s course, in which you don’t just take your drive out and swing as hard as you can…”

The GC is also working on various funding sources, including the use of some of the club’s reserves, selling new memberships, etc, with the aim to keep the development charges levied on members, if any, to a low number. The Palm Course Redevelopment Sub-Committee is committed to delivering a new Palm Course, which will be in a league of its own and which our members will be proud of in 20-24 months’ time. Introducing Steve Bruton,

New Course Superintendent Steve Bruton has been a Class A member of the Golf Course Superintendent's Association of America for over 20 years. After he finished attending Oklahoma State University in 1986, Steve completed an internship at Southern Hills C.C. in Tulsa, Oklahoma that prepared him for a challenging and rewarding career in the golf industry as a Golf Course Superintendent. Steve has been fortunate to work with many great golf designers such as Jack Nicklaus, Pete Dye, Tom Weiskopf, and Neil Haworth in the capacity of grow-in work, turf maintenance conditioning or tournament preparation. The past seven years he has spent most of his time between Shanghai Links, Sheshan Golf Club and last year working with Lake Malaren Golf Club, which is the venue for the BMW Master’s event in Shanghai. Now, Steve is very excited to join the Raffles Country Club team as the Course Superintendent and looks forward to improving the maintenance standards, Palm Course Redevelopment project and to meet all the members. He is preparing a new website (www. rafflesturf.com) as a mean to inform and communicate with RCC members. This website will be up and running by the end of June. All the best

An Evening With Beau Welling

An opportunity to learn firsthand about the proposed design changes to the Palm course took place on 21st May, when golf course architect Beau Welling shared his vision for Palm’s redevelopment.

Beau, Schmidt-Curley and Ernie Els were shortlisted. One advantage that Welling had over the others was that he took time to play the Palm course and therefore decided which holes he wanted to retain.

The evening talk – at which Beau also participated in a lively Q&A session – attracted a healthy number of members keen to hear more from the man chosen to revamp the 24-year-old course.

After working on around 90 courses for golf architect Tom Fazio, Welling set up Beau Welling Design in North Carolina, USA, and in addition to working on projects in Tianjin, China, Georgia, USA and the practice area in Tiger Woods’ residence, he is currently doing the master planning for a 54-hole resort in Hua Hin, Thailand.

If the redevelopment is approved, there will be a number of changes in addition to the course being lengthened. Landing Zones will be pinched to provide a greater demand on accuracy and ‘Tournament’ pins will be designed tucked close to a hazard or isolated on small sections of the green. A new practice facility near the Clubhouse will be double ended - the Clubhouse end will be used primarily as a warm up area while the other will be for driving and short game practice. Holes 5, 6 and 7 will be completely new while a number of others will be improved and changed. For example, hole number 14 (305 metres) has been made into a drivable par-4. There will also be an extra hole built (par-3) which can be played in case any hole needs to be down for serious maintenance or can be used to train people in golf course maintenance. RCC President Simon Yuen explained at the evening talk that the project is likely to cost around $24-$25 million and with around $15 million currently available obviously another $10 million will have to be raised. The club plans to do this through selling corporate m e m b e r s h i p s (t wo n o m i n e e s) to corporations at an entrance fee of $140,000. Present corporate members will be offered an opportunity to enhance their membership to two nominees at $60,000. Members will also be asked to contribute – roughly $100 a month, capped at $4,000, with perks given back such as golf vouchers.

New Reciprocal Partnership Kelab Golf Sultan Abdul Aziz Shah

We have just established a new reciprocal partnership with Kelab Golf Sultan Abdul Aziz Shah. (Please refer to below for terms & conditions)

- Visiting Members may enjoy the use of the Host Club facilities to the same extent as their own membership privileges at their Home Club (i.e. golfing; members may use all facilities but social members shall use only the recreational facilities), subject to availability of the facilities at the same time of the visit. - Each visiting Member may use the facilities of the Host Club for not more than 14 times in any one calendar year, on a noncumulative basis.

- Members on absent membership status are not entitled to the reciprocal privileges. - Visiting Members shall not be eligible to sign for any expenses incurred at the Host Club. All payments shall be made in cash direct to the Host Club in accordance with the rules and practices there. - This reciprocal arrangement is not applicable to members of the Reciprocal Club who are citizens or residing permanently in the country within 200KM of where the Host Club is located.

Ng Jing Wen She may only be 12 years old, but Ng Jing Wen has notched up an impressive golf resume, playing in a number of tournaments since 2010. The Naval Base Primary School student, whose handicap is 14.4 as of February this year, had a notable achievement in last year’s Orchid Country Club’s OCC Ladies Invite tournament where she came first runner up.

World Championship Malaysia 2012 her scores of 85, 80 and 87 meant that she ended up in seventh spot out of 24.

At the 10th Tiger Cubs Championships 2012, which was played on the NSRCC Executive Par 3 course, she finished fifth out of 16, and at the Kids Golf

As of 2nd April 2013, Raffles Country Club (RCC) has ‘adopted’ Jing Wen as a golf trainee. She will be allowed to practice at RCC and of course compete in various tournaments representing the club.

Minimum Spending Levy Please be reminded that the Minimum Spending Levy kicked in from 1st April 2012. This is fixed at $75 per quarter and no levy needs to be paid if the minimum spending sum is met. If, however, your spending falls below that $75 threshold, the difference will be charged. This levy includes charges for golfing, food and beverages as well as lifestyle activities, and will be billed at the end of each quarter. The next quarter is October to December 2013. Please note that the levy is subject to the prevailing GST. Hence, please remember to spend a minimum amount of $80.25 (including 7% GST) to avoid the levy.

Inter-Club Friendly RCC vs Tropicana (Home)

During 22nd to 25th May, a total of 25 RCC members (including four who went by car) travelled to Kuala Lumpur to play at Tropicana Golf & Country Resort. They played four rounds of golf in total - one practice round and one actual tournament, in addition to two social game rounds at KGSAAS. For the Tropicana-RCC ICFG, the system of play was Stableford, 4-ball better ball. Our RCC members thought that we had won overall as we played very well and our opponents thought that they had already lost before we completed the games (as they thought it was matchplay). However, the final results shocked us - 10.5 vs. 1.5 (winner in each flight gains 1 point and loser 0 points). Although we lost in this tournament, we won new friends from Tropicana and also strengthened our friendship amongst RCC members.

We are also very happy to have played at Kelab Golf Sultan Abdul Aziz Shah (KGSAAS) – our newly signed reciprocal club on the 24th and 25th May. Our social games at KGSAAS were enjoyable and some won big money. We played all of the 27 holes during the two days. The RCC group was ver y co operative and helpful. The feedback was that everyone enjoyed the trip, the great company, and the good food and hotel accommodation. Cheers! Loh Kum Chuen Vice Captain

Raffles Country Club for me is situated in one of the most beautiful parts of the island. I remember when I first arrived in 2010, I had to pinch myself to see if it was real or not. At that time, our Golfing Wing was still undergoing renovation. Standing in the foyer staring out to the Tengeh Reservoir, I said to myself, “This place is awesome!”

Alta Vista A Gem in Cebu It has been a year since I made my one and only golf trip to the Philippines. Joe, my kaki, told me he was going on another Philippines golf trip, this time to Cebu in the Visayas Islands. With fond memories lingering of my last trip, I begged to be included. The group ‘leader’ was Koh TJ (father of our RCC pro Koh Dengshan) and the only member who has been to Cebu before. We were scheduled to play two games at RCC’s reciprocal club Alta Vista, and one more game was planned for Cebu Golf & Country Club, if they were not closed for a major renovation. Club President Simon Yuen and some other nonRCC members were also going to be on the trip. We arrived at Mactan International Airport on 10th April at lunchtime. There was a surprise in store! Andrew Aznar, the President of Alta Vista, was at the airport to greet TJ and Simon and it turned out that TJ is a close friend of Andrew. A quick buffet lunch was followed by tee off. Several Board Members of Alta Vista and Nimrod, the GM, joined us for golf. The scorecard said that the blue tees only measured 5989 yards. It looked easy! But the course, designed by Gary Player, is on a mountain slope. If you are not on the fairway, then its OB though the fairways were quite generous. The greens were hard and fast (around nine on the stimpmetre). Have you tried reading the putting line on mountain slope greens? The true character of Alta Vista was its beauty and memorability. Every hole was diverse and stunning in beauty, and different clubs were required at each tee box. Our second shots were played from a rich variety of lies, uphill, downhill and side hill. I must have used every club in the bag. Alta Vista played the ever-generous host for dinner. A band, which had played in Singapore and Malaysia before, was brought in, and they entertained us with old favourites and even Chinese songs.

Old Blue Eyes (Frank Sinatra) would have turned over in his grave! (I must have a word with Adam about bringing the band to play at Albatross). We also played at the Cebu Golf & Country Club. It was quite flat and not really memorable but it was only 10 minutes drive from our hotel, which, in turn, was only a par 4 to Ayala Mall, the largest shopping mall in Cebu. Shopping and food aplenty!

How do I rate Alta Vista? My kakis and I sneaked in more games and on the last day we went straight from Alta Vista to the airport. One kaki said it was the most enjoyable reciprocal course he has played on. Seven games (six of which were at Alta Vista) in five days speak louder than words. I would unreservedly recommend fellow members of RCC to visit Cebu and play Alta Vista.
