On 19th October, gratitude and pride filled the air as the club presented cheques amounting to $225,000 to eight charitable organizations and 12 schools, made possible through the successful fundraiser, Raffles Charity Day 2013.
As always, it’s a bumper issue containing the latest Club news and pointers on what’s coming up in the weeks ahead.

VICE-PRESIDENT’S MESSAGE Greetings members.
F
irstly my thoughts on Palm Course are that we must march forward. The land lease issue has been a concern for many golf clubs and their members. Our Chairman, President, Vice President, Treasurer and Secretary met with authorities from MinLaw , CEO of DLA and other senior officers from JTC,URA and SLA on 19th September. We shared the outcome of our meeting via a letter (dated 23 September) published on the club’s notice board and at the AGM. Here is an abstract of the presentation at AGM held on 27 September: LEASE RENEWAL 1. This is part of a series of engagements that the Government is carrying out as part of its on-going policy review of golf course lease extensions. 2. Utilisation rate. We discussed a proposal to require golf clubs, whose leases can be extended, to increase their utilisation. They sought our views on the metric for utilisation: (a) members per 9/18-hole and/or (b) number of flights/rounds played per month/year. The framework is still being worked out to ensure that it is practical and implementable, and nothing is set in stone. Note that this would not be a criterion for a lease extension, but rather a condition of lease extension (i.e. to be imposed on clubs whose lease can be extended).
RCC’s LEASE EXTENSION There is some misunderstanding that SLA committed to renew RCC’s lease at the meeting. No such commitment was given. They explained that whether a lease can be extended is primarily driven by whether there are plans to use the land for another purpose. For RCC, given that our lease expires in 2028, this is quite some time away, and at this stage, there are no confirmed plans that may require RCC’s land. Hence, we provided the indication in our letter that there are no plans not to renew RCC’s lease. SLA has committed to inform us early if there are confirmed plans.

After the meeting with SLA , the current General Committee believes our current lease is secured till 31/10/2028. The General Committee is also of the view that in order not to lose precious time, RCC should move on with the upgrading of Palm Course as its condition will continue to deteriorate further and will not only causes playability issues but, more importantly, results in a severe impact on our club’s revenue. In spite of the outcome of the recent EOGM and AGM, there are members who shared their strong views that something has to be done at the Palm Course. What are these ‘something’s’? Do we re-visit all the options or are we happy with a patch-up renovation? Going forward, I will re-constitute the subcommittee into a new Palm Upgrading Project Subcommittee. The main task covers gathering of feedbacks and putting in place, a project action plan that is ready for execution within the next 12 months. I would like to invite members who have the passion and are prepared to sacrifice personal time to come forward and serve in the subcommittee. It would be advantageous if these members have some experience in areas related to civil/ soil engineering, project management, and golf course management/maintenance. More information will be made available soon. The previous Palm Redevelopment subcommittee has done a fair amount of homework since last October so we do not need to reinvent the wheel. I do not think our beloved Palm Course deserves to be ranked last in the golf course rankings in Singapore. I look forward to members who shared our vision in the rebirth of Palm Course, raising their hands and together, we move forth towards an improved course. Wong Toon Suan Vice-President

ANNUAL GENERAL MEETING 2013

his year’s AGM, which attracted more than 170 members, was held on the evening of 27th September 2013. As this was a non-election year, the quorum was reached at 7:30pm and the meeting commenced soon afterwards. The matters raised for discussion at the AGM under Any Other Business [Constitution – Clause 30.1 (d)], included:

1. Additional Budget Approval for Palm Course Redevelopment: To seek approval from Members for an additional budget of $250K to conduct investigative works for an alternative proposal to redevelop Palm Course.

2. Mr Francis Pang (Membership No: 14158) – Dangerous Play: The General Committee will define Dangerous Play as applicable in Raffles Country Club and what appropriate disciplinary action should be taken. There have been increasing incidents of possible dangerous play and it’s best that members of the Club have a clear understanding of what danger play is, to protect the safety of all players on the course. 3. Vote of no confidence on/against RCC President Mr Simon Yuen: a) Mr Willie Ong Hoo Eng (Membership No: 10171) called for a vote of no confidence on/against RCC President, Mr Simon Yuen. b) Mr Loh Kum Chuen (Membership No: 14937) urged Members to re-consider the petition on the vote of no confidence on/against RCC President, Mr Simon Yuen. The petition against president Simon Yuen was deemed improper and disallowed. In addition, an earlier proposal for an additional budget of $250,000 to look at alternative ways to develop the Palm Course was voted down. After a lengthy discussion, which lasted for more than three hours, the meeting closed at 11:00pm.

RCD 2013 CHEQUE PRESENTATION On 19th October, Saturday, it was a full house in the Stamford Suite for this year’s Raffles Charity Day (RCD) 2013 Cheque Presentation, Scholarships and Bursaries Award Ceremony, with many school children, charity representatives, committee and RCC members present to witness this momentous occasion.

his year, a total of $225,000 was raised for a number of charitable organisations such as Assumption Pathway School, Tan Ah Tah – SAWL Fund, St, Andrew Autism Centre, Kidney Dialysis Foundation Limited, Society for the Aged Sick, LeJia Society, Handicaps Welfare Association and Metta Welfare Association. In addition, a portion will help needy students studying in the Jurong area, with bursaries and scholarships being awarded to those from schools such as Boon Lay Garden Primary School, Jurong West Primary, Jurong West Secondary School, Lakeside Primary School, Pioneer Primary, Pioneer Secondary School, Rulang Primary School, Boon Lay Secondary School, Hua Yi Secondary school, Hong Kah Secondary School, Yuan Ching Secondary School and Jurong Secondary School. According to Eric Teoh, President of Society for the Aged Sick, the cheque for $24,218.84 will be very helpful as the Society recently added another 160 beds. “We now have 404 beds. We are very privileged and we hope this will continue as RCC has been supporting us for many years.”

Adds Pauline Cheong from Metta Welfare Association, “We are very appreciative of RCC organising the Raffles Charity Day
Weekend and selecting Metta as one of its beneficiaries as well. Metta has quite a lot of services which it provides to the community – from children, youth and adults with intellectual disabilities, to the elderly and terminally ill patients. Not all of our programs are fully funded so we do need to raise funds and this will be very very useful.” She adds, “We are able to channel these funds to very specific causes, for example RCC would like us to channel this more towards our elderly in particular the day rehab centre for the elderly which is mainly for elderly patients who are recovering from strokes, accidents and so on.” RCC Captain David Soh thanked the organisers, sponsors, well-wishers and RCC staff who made the July RCD Charity Golf Weekend such a success, and revealed that over the past 20 years, RCC has raised in excess of $5 million for charity. “We have disbursed this money to the different charitable organisations. We have also raised money for scholarships and bursaries in the Jurong precinct and this year we are awarding seven secondary schools with scholarships and five primary schools with bursaries – that’s 120 recipients”, said David at the Award Ceremony, adding, “Congratulations to the children for your hard work!”

CONGRATULATIONS TO RCC ALPHA TEAM ON WINNING THE TEAM GOLF LEAGUE 2013, SINGAPORE

ongratulations to our members, the RCC Alpha team for emerging as the champion at the Team Golf League 2013, Singapore! The team comprises: Wang Hwee San, Bobby Ang, Lau Wing Cheok, John Yam, Kelvin Tan, Denise Seow, Aurora Regacho, Vice Captain Loh Kum Chuen and Captain David Soh. Well done RCC Alpha on your victory!
at the World Final to do Singapore and RCC proud. He finished in sixth place out of 34 players in the B division and his East Asia Team also came in sixth out of 33 teams. The World Final, which was played in Stuttgart from 26th September to 1st October, featured 99 participants from 60 countries. Each of the 33 teams (which consisted of three players each) competed for the Nations Cup. Patrick’s East Asia team also included players from Indonesia and The Philippines. The participants were divided into three divisions (A, B & C) based on their handicap, and Patrick competed in the B division - HI 8.8 to 16.1.
C MERCEDES WORLD FINAL 2013
ongratulations to RCC member Patrick Low who qualified for the 2013 Mercedes World Final in Germany! After playing the Mercedes Medal this year @ RCC, Patrick was selected to compete against other club winners at the Mercedes National Final which was held at Jurong Country Club in June this year. He amassed a total of 37 Stableford points to top Division A and book his ticket to Brisbane – as part of a seven-team Singapore contingent - for the Mercedes Trophy Asian Final held from 14th to 16th August. Patrick finished first out of the Singapore participants to qualify for the World Final. The elements in Germany may have been a little chilly, but Patrick Low overcame the weather and the ‘commando’ style course

Participants were not allowed to practise on the course prior to the event, hence Patrick had to prepare himself well both physically and mentally. Buggies were also not allowed during the competition and due to the cold conditions, Patrick ended up wearing three layers of clothing to keep himself warm and also wore gloves when putting. Patrick, who was appointed League Captain for the RCC SGA 2014 League in Sept 2013, felt very honoured to be representing Singapore in this once-in-a-lifetime experience, and his advice to fellow golfers is: to enjoy the game, have passion and perseverance. He also thanked RCC for the support and opportunity to play at the monthly medal which led him to participate in this competition.

affles Country Club member, Cheong Yoke Keng and playing partner Thomas Aw recently competed in the Audi quattro Cup World Final 2013 in Los Angeles, USA, and came second in Group B. Their 77 points were three shy of Guatemala’s total while Germany finished in third position with 74 points. Thomas (handicap 13.9) and Yoke Keng (20.2) qualified for the largest global amateur golf tournament series by defeating David Lim and Woon Yen Khai by two points in the sixth Singapore edition of the Audi quattro Cup which was held early September on Sentosa’s Serapong course. The experience of representing Singapore in the World Final was wonderful for both participants, who took home a trophy and TaylorMade irons, driver and cart bag. Says Yoke Keng, “It’s been like a dream come true. Firstly, joining the Audi tournament with no expectations – just a game of fun. And then when we got to represent Singapore, we didn’t know what to expect. The hospitality has been great and the way it has been organised – very meticulous.” Congratulations Yoke Keng!

9-HOLE PLAY POLICY (a) On weekdays, the courses are open for 9-hole play from 4.30pm or after the last 18-hole group has completed the turnaround whichever is earlier. (b) On weekends, the course are open for 9-hole play only after the players on the timesheet have completed their turnaround. (c) The issuance of Course Ticket for 9-hole play cease at 6.15pm. (d) Any members who wish to make a turnaround after the 9-hole play must obtain a new course ticket by 6.15pm before proceeding to tee off for another 9-hole. (e) The last tee off for 9-hole play is at 6.30pm. (f) For safety reasons, players must stop play at 7.30pm and make their way back to the club house at this hour.
RECRUITMENT & SELECTION OF 2014 RCC-SGA LEAGUE TEAM
W
e are recruiting ardent golfers who are committed to bringing glory to RCC. Please register at the Notice Board outside the changing rooms if you wish to be considered for the 2014 Team RCC Selection (24-30 Men & 10-12 Ladies, inclusive of reserves). The 2014 SGA League Tournament will commence from April till September 2014 and will be held on a fortnightly basis on the 13 golf courses in Singapore. Preliminary selection will be made from results of the October and November 2013 Medal competitions (including the RCC Match Play Competition) , followed by special match play competitions to be organised for selected, short-listed players. Selected candidates (6 golfers per Division for Men and 8-10 for Ladies) will then be placed in the various Divisions according to their handicap index, performance and potential:-

Premier Division - (HI below 7.0) A Division - (HI 7.1-11.0), B Division - (HI 11.1-18.0) Seniors Division - (Age 55 and above with HI preferably below 9.0) Ladies Divisions - (HI below 15.0) Club Captain and Lady Captain will have the right to appoint additional players for the team, if deemed necessary. Each Division will have a Team Leader and an Assistant Team Leader to coordinate the activities and play format for their respective Divisions. Besides the honour of representing RCC in the tournament, selected players have a chance to play in all the 12 golf courses in Singapore for free and will be given privileges such as free buggies on practice days at RCC and at the respective tournament golf courses, free golf balls for practice at RCC Driving Range, free golf shirts and priority in representing RCC in Inter-Club Friendly tournaments.

RCC QUARTERLY FISHING On 21 October 2013, a total of 30 members and 82 guests took part in the quarterly fishing get-together. Most of them were regular members who fished on Palm Course holes 2, 11 and 12. It was a cool and breezy afternoon and participants had a fun and relaxing day showcasing their skills in fishing. Despite the drizzle at the start of the event, everyone continued casting their lines and went home happy with their catch of the day in hand. For those who have participated, we thank you for your support and hope to see you again at our next fishing event!

LAKE COURSE GREENS
Conversion to TifEagle Ultradwarf Bermuda grass
T
he weakening conditions of the old Tifdwarf greens on the Lake Course have led to the Golf and General Committee’s supporting the change to TifEagle Ultradwarf Bermuda grass. This change has come about by the nature of the Tifdwarf Bermuda grass variety, for within five to seven years after establishment of Tifdwarf putting surfaces, small off-type areas typically begin to appear in the base turf. Initially, this is primarily an aesthetic issue, but over time these off-type areas often develop differences in texture, growth habit, and tolerance of both mechanical and environmental stresses. Selective control of these off-type grasses is not feasible, and with each passing season there is a progression in both the size and number of off type areas. During the summer rainy season, particularly in Florida, some of the off-types show susceptibility to environmental stresses such as high temperature, humidity, and reduced sunlight

intensity. When an additional stress factor such as a low height of cut or verti-cutting is added to the equation, the off-types rapidly decline and may take from a few weeks to a couple of months to recover. As the off-type areas increase in size and numbers, adjustments in programs and practices have to be made, and more often than not, management decisions are based on their impact on the off-type areas. As a result, it becomes progressively more difficult to provide consistently acceptable playing surfaces. This is the stage we are at now and as many other clubs have already done in Singapore, we will switch our Lake Course greens over to an improved green variety. TifEagle Ultradwarf Bermuda grass TifEagle is our grass choice based on its proven performance in the climate of Southeast Asia. There are 72 holes of TifEagle putting surfaces in Singapore already at Kranji Sanctuary Golf Club and Sentosa. These greens have been established for over 7 years and show no off-types or genetic mutations as typical of the Tifdwarf. We know TifEagle will provide fast, uniform and smooth surfaces that will provide the high quality playing conditions that the Raffles C.C. membership deserves. We have also engaged the Golf Course Architect of the Lake Course, Mr. Neil Haworth to come review the green surfaces before we take on the necessary renovation steps. He will advise us on the grading of the green contours, proper tie-in to the green surrounds and locations of the chipping areas. Along with the visit from Neil to give us proper direction on the green surfaces we have sent green soil samples to Brookside Sports Turf Laboratories for analysis of the organic layers in the greens to best determine the depth of material we will have to remove from the greens to get them back to optimum growing conditions and drainage capabilities.
Lake Course Greens Here are the basic renovation steps for the Lake Course greens as follows: 1. Prepare temporary greens in the fairway of each hole to allow play to continue during the renovation process. 2. Soil Analysis to determine the proper way to address the green soil profile. 3. Architect review of the existing green shapes to provide guidance in the resurfacing of the greens.

Supply labour and machine for extra shaping/tie in with green surround. 7. Supply and plant Zoysia grass (white flower) sod excluding maintenance (estimated 8,000m2). 8. MOON CAKE “MID AUTUMN” FESTIVAL BBQ 2013 How the atrium fountain went al fresco and found an audience…
A
total of 115 guests of whom 31 are non-golfing members, 37 medalplaying members, 28 guests and 19 children attended the fun and heartwarming mid-autumn festivities on Saturday, 14th September 2013. Despite our concerns with weather conditions, the night ensued was joyous and momentous, especially the birthday girl who drew many well wishes on her special day. The perfect weather condition was icing on the cake for us. Richard, RCC’s Executive Housekeeper and his team smiled with glee when they received heaps of compliments on the incredible décor at the atrium and fountain area that glowed with a thousand candle lit lanterns. There were also beautiful yellow pompom chrysanthemums on every table. Many of those in attendance beamed with delight at the sumptuous buffet spread, and the chef’s BBQ, served al fresco style.
It was an evening for both the young and those young at heart, with families coming out to celebrate at the popular Atrium and golfers enjoying themselves after their game. The Mid Autumn Festival has proven for the past three years to be one of those events that bring everyone together, and it can only get bigger and better. The Lifestyle Sub-Committee Organizing Chairman of this event, Ms. Denise Siow, promises more surprises next year for the Mooncake festival. Mr. Peter Tan was also in high spirits as he witnessed the camaraderie between golfers and non-golfers at this traditional festive celebration. affles Country Club members have proven to be pretty adept behind the microphones and perhaps potential ‘Singapore Idol’ contenders, judging by the club’s recent Karaoke singing contest. Led by truly some of the best singers this club can find, the crowd was serenaded down memory lane with soothing classic hits and some oldies but goodies.
Like many club events, this fun karaoke night proved that laughter is good for the soul and a jolly get-together for friends and music lovers to connect is very much appreciated. Besides renewing old ties and making new contacts, our members and guests adored the relaxed and entertaining ambience where they let their hair down and recharge with lighthearted fun.
Guided by the quiet but skillful vocalist coach, Ms. Wu Xiao Qi, this karaoke contest was a success by measure of the good turnout of members and their guests. Out of the 17 contestants who participated, Mr. Wong Sung Kian took home the winner’s trophy.

RCC CORPORATE GOLF CHALLENGE 2013 Palm Course, 25th Oct 2013 A Day of Corporate Privileges, great networking and fruitful connections!
O
n 25th October 2013, the Club welcomed close to 70 corporate members, guests and corporate clients for the inaugural RCC Corporate Golf Challenge 2013. As a mark of appreciation for their continual support, this complimentary golf and dine event was organised to provide a dynamic networking platform for corporate members to expand contacts, build relationships and renew ties in an enjoyable setting. In line with RCC 25th Anniversary, a Floating Membership was also launched at the event, to offer more value and flexibility for existing corporate members. Companies who purchase the floating membership will be allocated one membership card and this card can be circulated among the senior management. Besides a glass of champagne to kick start the day, golfers were treated to an array of gourmet pizzas, tart canapés, tasty light dishes and galore of sweet pastries. Come evening, golfers were ushered into a lush looking Albatross for the delectable sit-down dinner that started in synchrony with an opening no. by Fete Musicians, a young string quartet. Whilst indulging in the exquisite wine and dine, most were excited, as the night follows, to find out their ranking at the afternoon’s Single Stroke Play Stableford Competition.

Although there wasn’t a hole-in-one winner, Mark Lui, from C&S Logistics came in first and walked away with a golf bag, 8 weekday green vouchers while the 1st and 2nd runner up went to Joseph Ng and Liew Chon Seng respectively. Several of our sub-committee members, Alex Eow and Patrick Low gave a big thumbs up to the management for the successful turn-out and seamless execution of the event. The night culminated in many “oohs” and “ahs” during the lucky draw announcement. A big winner of the day, Ikeda Masanori was overjoyed when we presented the complimentary 2 Nights accommodation for 2 at Pan Pacific Nirwana Bali Resort in addition to his win on Nearest the Pin at Hole No. 7. Said Ikeda,“Thank you RCC! LETTERS OF COMPLIMENT Hi, It was nice meeting up with you. Enjoyed the New member’s gathering and got to know you a little. Truly, I must compliment your F&B staff at the Golfer’s Terrace. My Gold Kaki & I were delightfully surprised by the speed of the serving. The place was packed and we managed to get our drink & Tim Sum in good time. We came from another Club and I must say that it was a vast improvement.
Sirs, I am a fairly frequent player of your courses taking advantage of the deal I receive through AMEX. Last week there was a mix up with my booking as I believed that it was to be at 7.36am on Thursday. Unbeknown to me it had been rearranged for the previous day. So. when I arrived at the course on Thursday I was more than a bit surprised to find out that I was exactly one day late.
Actually, there was a “Lightning Call” (Stop Play) and all of us hurried back to the Club house for shelter. Of course being new to RCC, we took slightly longer to make our way back. By the time we reached the Golfer’s Terrace, the place was packed. We managed to find a quiet corner at the far end, near the Pro Shop. As usual, we ordered our drinks and got some Tim Sum to accompany it. To our surprise, the drinks & food came in good time. We were delighted with the prompt service.
Your staff on reception though were excellent. Not only did they find my booking but they were also able to find me a slot so my friend and I could play as planned. I was delighted and wanted to go on record to express my gratitude to the reception staff for customer service over and above expectations.Many thanks to all.
Normally, most golfers’ spirit would be dampened by a Lightning Call. What makes matter worse is the long wait time for the F&B orders to be served.
