As your Vice President, I believe that it is my duty to propose solutions to our current challenges and to assist in predicting those that will face us in the future. I truly believe that a strong bid for the World Championships in Athletics is one that can provide the best platform to showcase our great sport to the entire world, but that can also develop ideas and solutions to overcome the challenges that our sport faces. The right partner for a stronger World Championships The IAAF World Championships should continually set new standards for the entire international sports community. Doha 2017 is the right partner to ensure that the 2017 IAAF World Championships do exactly this. Doha 2017 is a tested and trusted organiser Qatar, with just one hour time difference from central Europe, is a dynamic and innovative country with state of the art infra-structure in all fields from sports facilities, accommodation, transportation and media and broadcast systems. The Qatar Association of Athletics Federation and the Qatar Olympic Committee have become trusted organisers for the IAAF through the hosting of the annual Samsung Diamond League in Doha and the successful IAAF World Indoor Championships in 2010. As an experienced host, Doha 2017 knows that the world can change rapidly and therefore is committed to being an innovative and flexible host to ensure that the standards expected in 2017 are far exceeded. Doha 2017 is a committed and ambitious host The Qatar National Vision for 2030 is a national plan that sees sport as a fundamental pillar of society. The Qatar Olympic Committee, in August 2011, launched a revised Sport Sector Strategy that works in parallel to Qatar’s 2030 vision. The 2017 Championships will be placed within the context of the national plan and the Qatar Olympic Committee’s Sport Sector Strategy and hence will be an integral part of the further development of Qatar – and therefore of great importance to the country. Doha 2017 has the commitment and support from all levels of government in Qatar including the full and unconditional support of the Emir of Qatar, His Highness Sheikh Hamad Bin Khalifa Al-Thani, and the Crown Prince and Heir Apparent, His Highness Sheikh Tamim Bin Hamad Al-Thani. They have guaranteed that they would use any measures necessary to ensure that all obligations of Doha 2017 are completely fulfilled, but furthermore are ready to invest heavily in hosting a successful Championships in terms of infrastructure, technology and sports development. Doha 2017 will work actively with the IAAF to attract new commercial opportunities for Athletics in the region providing a gateway to new markets and new revenues.

The right partner for a stronger future for Athletics In 2017, Doha can and will organise a fantastic event for athletes, the Athletics family, media and fans. But that simply is not enough. The goal is to also ensure that Doha 2017, in partnership with the IAAF, uses the World Championships to develop concrete solutions to many of the challenges that Athletics faces. The sport that leaves Doha after 2017 will be a stronger sport that is ready to expand. It is only by working together that the IAAF and Member Federations will be able to overcome the barriers that block the growth of Athletics in many regions of the world. Doha 2017 is the right partner to work with the IAAF to overcome these barriers. Doha 2017 is the right partner to develop solutions to technical barriers There are technical barriers that are restricting the further growth of Athletics. Doha 2017, in partnership with the IAAF, will work to overcome these barriers. Doha 2017 has selected three specific technical barriers to be their focus. The first is the global promotion of Athletics and specifically how to entice fans from around the world to travel to the World Championships no matter where it is being held. The second is how to host a Championships regardless of climate – whether it is too hot or too cold – opening the possibility of hosting a major Athletics event to new regions. And the third is how to develop synergies between Football and Athletics to safeguard Athletic tracks in stadiums around the world. Together with the IAAF, Doha 2017 is the right partner to overcome these technical barriers that are blocking the further expansion of Athletics and to share these solutions with other Member Federations around the world.

Doha 2017 is the right partner to develop solutions to mental barriers It is not only technical barriers that are blocking the future growth and development of Athletics, but also mental barriers. Misperceptions and stereotypes of many cultures and regions around the world are blocking the expansion of the sport. Doha 2017 has selected three barriers where, together with the IAAF, solutions can be found for a stronger future for Athletics. The first mental barrier is that many regions think it is too difficult to develop a tradition for Athletics if one does not already exist in the country. Secondly, many places in the world are perceived to not have a strong fan culture and therefore are not given the opportunity to host major Athletics events. And finally, many regions face barriers integrating para-athletics into their sport culture. Qatar has faced these challenges and therefore, Doha 2017 will work hand in hand with the IAAF to overcome such barriers. Doha 2017 is committed to finding solutions that governments and Member Federations in the region and around the world can use so that Athletics can continue to spread to new regions and create new opportunities.

The IAAF World Championships hosted in Doha will set new standards for the entire international sports community and be an event like the IAAF and the world has never seen before. As a tested and trusted organiser, Doha 2017 will deliver a compact hassle free event with world-class facilities and services in everything from venues, accommodation, hospitality, catering, media facilities and broadcast coverage. With a newly-renovated solar powered, climate controlled stadium with the most recent technology and equipment and a newly developed Athletes’ village called Athletics City that offers the best in accommodation, entertainment and catering services – everything at the 2017 IAAF World Championships in Doha will amaze the Athletics family, athletes and fans.

General Information A World Championships that exceeds all expectations The IAAF World Championships should continually set new standards for the entire international sports community. Doha 2017 offers a compact event plan with a vibrant city, world-class facilities and innovative approaches.

The Venue The 2017 IAAF World Championships will be held in the Khalifa Stadium, in Qatar’s capital city Doha. Khalifa Stadium is part of Qatar’s innovative Aspire Zone. Rising to international prominence through the successful staging of the 2006 Asian Games, the Aspire Zone boasts some of the world’s finest sport stadia and venues offering a unique sport venues, sports medicine, research and education destination for the international sports industry. Aspire Zone is able to service the highest sporting demands ranging from hosting major sports events to training and pre-competition camps, to conferences and research as well as injury diagnosis, treatment and rehabilitation. Khalifa Stadium sits at the heart of all of this with direct access to warm-up venues and medical facilities. For more information about the Stadium, refer to the chapter titled ‘The Stadium’.

The City Qatar is a young nation with half of the 1.7 million population aged below 30. A majority of this population is made of expatriates from over 70 nationalities. The altitude of Doha varies between 0 and 20 meters. Qatar is a peninsula with an area of 11,437 square kilometres, projecting northward about 160 kilometres into the Southern Arabian Gulf surrounded by Saudi Arabia, Bahrain, the United Arab Emirates and Iran. Qatar is just one-hour time difference from central Europe. Doha, the largest city in Qatar, hosting nearly half of the population, is also the seat of government and the location of the main commercial and financial institutions. Situated halfway along the east coast of the peninsula, the city is an important cultural and commercial centre with a busy commercial seaport and a modern international airport that links the country to the rest of the world. For an overview of Doha and the proposed venues please refer to Appendix A.

Preferred dates for the World Championships Doha 2017 proposes to host the IAAF World Championships during a nine-day period during the second half of September 2017. The exact dates depend on the 2017 IAAF calendar which is yet to be set. Doha 2017 proposes September 9th to September 17th, 2017 and has offered to host the IPC Athletics World Championships in the weeks that follow. Q. Understanding that the IAAF has the final authority to decide the dates of the World Championships, are these dates flexible? A. Yes, these dates are flexible. The above mentioned dates have received formal approval from the IAAF, but Doha 2017 is open to further discussions on the subject. Q. What is the reason for these dates? A. The temperature in Doha in the second half of September is pleasant. These dates have been officially accepted by the IAAF, but are subject to change to ensure they comply with the IAAF’s Competition Calendar in 2017.

Q. Will there be any festivals, exhibitions, etc., taking place during this period? A. There will be no non-Athletics related events during the time of the Championships. Doha 2017 wants to make sure that Doha and Qatar are fully focused on the IAAF World Championships during the event. Doha 2017 does intend, however, to organise Athletics-related events around the Championships, including a spectacular Athletics exhibition in the brand new Qatar Olympic & Sports Museum (to be opened in 2014), which will be located in Khalifa stadium, a fan park with many exciting activities that will be constructed in the Aspire Park, and other tourist activities. The World Championships will be the central focus of these activities, but visitors to Doha will have plenty to do surrounding the Athletics sessions. Q. The RIGHT PARTNER Major events held in the stadium Over the last six years, the following events have been held in Khalifa stadium: • The 2011 Asian Cup (Group A matches, Quarter Final, Semi-Final and Final) • 2010: Brazil vs Argentina (football friendly) • The 2009 Gymnasiade • 2009: England vs Brazil (football friendly) • The 2006 Asian Games The stadium will also be used for the Arab Games (2011) and the FIFA World Cup (2022).

Opening and closing ceremonies Doha 2017 proposes an opening ceremony that takes place outside of the competition venue at the heart of Doha. Just steps away from the iconic Museum of Islamic Art and the proposed Athletes’ Village, the proposed ceremony location is the fabulous setting of the Doha Corniche, the U-shaped waterfront promenade that extends for several kilometres along Doha Bay. This main thoroughfare connects Doha’s emerging West Bay business district with the south of the city and Doha International Airport. The Corniche has become a meeting place for new generations of Qataris, and a popular location for Qatari nationals and visitors alike. Easily one of the most attractive areas of the city, a significant number of Doha’s landmarks are found along the Corniche. The Corniche begins near the newly constructed Museum of Islamic Art and ends at the Sheraton Park. It is surrounded by skyscrapers reminiscent of New York City’s Manhattan. The Corniche will be an attractive and accessible meeting centre during the 2017 IAAF World Championships as it is adjacent to the proposed Athletes’ Village and IAAF hotel – that will be combined in a new and innovative concept called Athletics City.

This phenomenal and attractive area will be the perfect location for the opening ceremony of the 2017 IAAF World Championships which will be organised on the water, and be visible by thousands of spectators all watching from ashore, on the Corniche. Doha 2017 proposes to make it even more exciting by having the first event of the Championships follow the opening ceremony – a spectacular night marathon – where

runners will follow a course along the water’s edge, with a tremendous illuminated view of Doha’s city centre as the backdrop. A marathon held immediately after the opening ceremony will guarantee an engaged public right in the middle of the city centre. A VIP dinner during the marathon will be organised at the Islamic Museum of Art just minutes away from the Corniche. Large screens will provide VIP guests with the opportunity to follow the event closely. Doha proposes that the closing ceremony be held in Khalifa stadium, following the last competition on the final day of the event. With a captive audience in the stadium following the exciting finals, a spectacular event will take place right in the heart of where the action was for the duration of the Championships. On the field in Khalifa stadium one of the most spectacular closing ceremonies will take place in one of the most technologically advanced and architecturally magnificent stadiums in the world.

EOA signature Doha 2017 proposes to have four signatories for the EOA: • the IAAF • Dentsu • the Qatar Association of Athletics Federations (QAAF) • the Qatar Olympic Committee (QOC), which will act as the Government entity guaranteeing the event. In Qatar, the Olympic Committee acts as the Ministry of Sport with the Heir Apparent as President.

IAAF Congress The right stage to debate the future of Athletics Qatar is a place where innovation and new ideas for the future are born. In 2017, there will be no better place than Doha to reflect on the future of Athletics. The IAAF Congress will be hosted in an innovative and flexible way as per the proposed new IAAF Congress format that is being discussed within the IAAF. Doha 2017 is the right partner to ensure that the Congress exceeds the expectations of each and every delegate. As a partner, Doha 2017 will actively assist the IAAF to set new standards for future Congresses while providing a truly spectacular setting for the event.

The Congress Venue The 2017 Congress will take place in the Qatar Foundation’s newly built Convention Centre, named the Qatar National Convention Centre (QNCC). Opening in 2011, the QNCC will be an unparalleled convention facility, boasting iconic design and cutting edge facilities in a world-first greentechnology venue. QNCC is the first of its kind being built to the gold certification of U.S. Green Building Council’s Leadership in Energy and Environment Design (LEED). Please see the end of this chapter for a letter of support from the Qatar National Convention Centre. On completion, the QNCC will provide a venue of choice for regional and international conventions, exhibitions, gala events, concerts and banquets. QNCC’s sheer size, sensational spaces over three levels and high-tech solutions will set new standards: • 40,000 m2 of exhibition space • Conference hall for 4,000 delegates • 2,300-seat lyric style theatre • Three additional tiered auditoriums • Theatre-style seating, banquet space for up to 10,000 in exhibition halls • Total of 57 meeting rooms • Spacious pre-function, exhibition foyers • Luxurious lounges, hospitality suites • Dedicated registration desks, business centre, media rooms QNCC is located alongside elite universities and research and technology institutions in Education City, a new global hub of innovation. A special working group has been put together within the IAAF to develop a new format for future IAAF Congresses that will engage delegates in a more active way. Doha 2017 fully supports this change and as Qatar is well experienced in holding large international conferences and congresses the organising committee will be innovative and flexible to adapt to the new format proposed by the IAAF. The Congress Opening Ceremony Venue Doha 2017 proposes two options for the opening ceremony and dinner of the Congress. The first option would be to host the opening ceremony and dinner at the QNCC. The opening could be hosted in the grand theatre style hall and the dinner in the big hall.

The second option is to host them at the newly constructed Qatar Olympic & Sports Museum (QOSM) that will be built inside the Khalifa Stadium as part of its refurbishments prior to 2017. The museum will be completed in 2014 and will be a spectacular and unique setting for the opening ceremony of the Congress and the opening dinner. The QOSM plans to be more than just a place for exhibition, it will be a true experience for visitors. Technology and multimedia equipment will create a dynamic environment throughout the facility. The intention is to attract visitors to participate rather than observe, to be engaged and influenced rather to only receive information, encouraging repeat visits. During the 2017 IAAF World Championships an exhibition about the history of Athletics in the Olympic Games will be showcased in the Museum. Just imagine all Congress delegates enjoying a top-level catered meal while sitting in the heart of an ‘Athletics and Olympics’ exhibition in the very Stadium where the Championships will take place a few days later. The QOSM will feature permanent and temporary exhibitions. In addition to the Museum section itself, it will include the following facilities: • Conference Centre (available for bookings) • Library and Sports Knowledge Centre • Meeting / Seminar Rooms • Sports Restaurant & Café (open to public) • Museum Merchandising Shop Plans and detailed maps of the QOSM will be made available to the IAAF as soon as they can be publicly communicated.

Stadium In 2017, one of the greatest stadiums in the world Khalifa Stadium is the right venue for the 2017 IAAF World Championships. Already a state-of-the-art venue, the stadium will undergo an exciting redevelopment project to be completed in 2016. This redevelopment is taking place in preparation for the 2017 IAAF World Championships and the 2022 FIFA World Cup. Khalifa Stadiums will be one of the most technologically advanced stadiums in the world, making it possible for IAAF to run its World Championships like never before.

Aspire Zone – Khalifa Stadium Khalifa Stadium is part of Qatar’s innovative Aspire Zone. Aspire Zone is able to service the highest sporting demands ranging from hosting major sports events to training and pre-competition camps to conferences and research as well as injury diagnosis, treatment and rehabilitation. Khalifa Stadium sits at the heart of all of this. With spectacular style and magnificent illumination, Khalifa Stadium has set a new benchmark for both architectural possibilities and the features it encompasses. More than a stadium, it retains a unique style and aesthetic expression of its own. Khalifa Stadium is finely-tuned to continually attract events for the fast growing industry of sports and entertainment. The Stadium’s facilities are well tailored to host major sports events of international standard, especially football and Athletics. The Khalifa Stadium will be refurbished prior to the 2017 IAAF World Championships – further improving this already fantastic venue and making it a unique climate-controlled stadium. Please refer to the end of this chapter for a letter of support from Aspire Zone for the use of Khalifa Stadium for the 2017 IAAF World Championships. For an overview of the Stadium location related to other venues please refer to Appendix A. Capacity Khalifa Stadium, Qatar’s National Stadium, was built in 2005, just prior to the 2006 Asian Games. Today, the total capacity of the stadium is 40,000. Even though it is planned that the Stadium’s capacity will be extended during its renovations, the plan for the 2017 IAAF World Championships is to remain at a maximum capacity of 40,000 seats. Of these seats there are a total of 18,574 that will be covered (West Stand: 14,696, East Stand Lower Bowl: 314 and East Sky Boxes: 764). The renovation of the stadium planned to be completed by 2016 will feature a significant increase (48,000 square meters) in hospitality areas under the east stand of the Stadium.

Currently the west stand has the Presidential VVIP and VIP suites that will exceed expectations in terms of quality. The space requirements will be met through a combination of existing west stand suites and newly developed facilities. Only minor refurbishments will be needed in order to fully comply to all IAAF requirements as mentioned in the EOA. The renovations and addition of new hospitality areas in the east stand will just add to this existing capacity, adding more comfort and space for the IAAF guests and sponsors. One of the main features of the renovation project will be the Qatar Olympic & Sports Museum which will be used during the Championships for cultural, recreational as well as VIP functions. It is proposed, amongst other activities, that the Congress Opening Ceremony and dinner be held inside the museum (see previous chapter for more details). Car Park The car park, immediately adjacent to the stadium, has a capacity of 5,000 vehicles. Public Transportation Public transportation to the stadium exists, but will be considerably extended for the World Championships. In 2017, every hotel in Doha that will accommodate spectators will have dedicated transport to and from the Stadium. Direct dedicated lines will also be organised to and from the International Airport. Please refer to “Transportation� chapter for more details.

Sponsor display purposes The main stand of the Khalifa Stadium features approximately 1,000 m2 of exhibition areas for sponsor displays. The new east stand renovation project will result in the east stand of the stadium featuring more than 3,000 m2 that will be available for additional space, if needed. Presidential, VIP stands and Athletes/officials seats Presidential Box: 30 seats VVIP Stands: minimum 300 seats for IAAF Council, IAAF VVIPs, LOC VVIPs, Sponsor VVIPs. VIP Stands: minimum 1,500 seats for Congress Delegates, IAAF Family, other IAAF guests, LOC Guests, Sponsors and Partners. Athlete and Official seats: the Athlete and Official delegation seats will be placed near the finish line on the west stand. There will be more than 1,000 dedicated seats. All these areas are immediately adjacent to the VIP and VVIP stands and are of course directly connected to each other. Catering will be provided, in the west stand through the existing high quality catering facilities which will be further enhanced during the 2017 Championships. The redeveloped east stand will feature two large separate VIP function rooms with catering services. For maps of Khalifa stadium, please refer to Appendix B.

Display of all participating IAAF Member Federation Flags The Khalifa Stadium has a large arch that was installed for the fireworks show of the Opening Ceremony of the 2006 Asian Games. This arch will display all IAAF Member Federations Flags throughout the entire duration of the event. Video and Text screens Inside the Stadium, the new east stand will be the basis for a spectacular new feature for an IAAF World Championships. Doha 2017 will install the largest ever panoramic, 100m long “wall-screen� that will enable the spectators to live a truly unique experience, enjoying the best of both worlds: the live excitement in the stadium together with a never seen before panoramic view of the Championships on the screen. In addition to delivering pure emotions for the spectators (replays, high definition super slow motion), the screen will also be a phenomenal tool used to enhance the event presentation. The screen will show multi-event score boards, multi-event broadcasting, unlimited showcase opportunities for IAAF sponsors, just to name a few. Imagine the possibilities. The screens will also provide the regular screen information as per all IAAF requirements.

In addition to this screen, two high-quality 15m x 9m (145 m2) LED screens will be installed in the north and south end curves of the stadium, meeting all IAAF requirements.

Location of competitors’ call room • For athletes in throwing events the first call room will be located at the proposed specialist throws warm-up area. After processing, the athletes will be transported about 750m by golf buggy to the final call. • For athletes in all other events the first call room will be located at the main warm-up area, from where athletes will walk approximately 100m via a below ground air conditioned corridor to the final call. • The final call room will be existing rooms on the ground floor of the stadium near the 100m start, supplemented by additional space in an air conditioned temporary structure immediately adjacent to the stadium forecourt. For events taking place outside the Stadium (Marathon, Race-walk), there will be a single call room, located in a temporary air-conditioned structure within 30m of the proposed start/finish area. It is proposed that the current surface will be removed and based on the current preferences of both the IAAF and the top level international athletes, be replaced by Mondo’s latest surface technology. This new surface will be replaced at the latest in 2016 and will be used in events prior to the World Championships. By 2016, Khalifa stadium will also be fully equipped with the latest cooling technology developed specifically for Qatar. The entire field of play will be cooled up to three meters high. The ideal temperature

can be decided by the IAAF, making the stadium even cooler than 25 degrees – cooler than many recent World Championships. The climate controlled stadium will have solar thermal collectors and photovoltaic panels on the outside of the stadium and on its roof that will harness energy from the Qatari sun. This energy will be used to chill water, which in turn will cool air before it is blown through the stadium. For more information about this revolutionary system, please refer to Section II of this bid book. It is proposed in order to provide maximum flexibility in all weather conditions, for television and event presentation to install pole vault runways outside the straight track in addition to the existing runways in the more traditional positions on the “D”. For similar reasons additional shot put circles will be installed so that there are two circles at least side by side at each end of the stadium.

As part of the redevelopment of the entire east stand of the Stadium with the building of more than 48,000 m2 of hospitality, retail and Museum space, significant structural changes are proposed to the inside tribune as well. Whilst the internal stadium rooms are already purpose-built for all the key functions, some adaptation will be made to the proposed mixed zone and post event control areas to provide good athlete flows and adequate access for other personnel working in or servicing these areas. Q. Are there all the necessary Competition facilities available at the stadium (ie. Call Room, Photo Finish Room, Results Management Area, Changing Facilities, etc.?) A. Yes. The final call room will be in the stadium, on its external ground floor perimeter within a short walk to the 100m start. The existing three rooms will be supplemented with an immediately adjacent airconditioned temporary structure on the stadium forecourt, which will be used during particularly busy sessions such as the first morning and for throwing events. The photo finish area is existing and purpose-built. It is located under the roof of the main straight tribune in line with the finish. The cameras will be placed on solid structures external to the room as well as on the standard infield pole. Changing rooms, showers and ice bath facilities are available within the main stadium between the call room and post event areas. Toilet facilities are located throughout the stadium on the ground floor level for the use of athletes as and when required. Doping control and ceremonial rooms are both existing and purpose built and are also located on the ground floor corridor between the call room and post event areas. A perfectly sized and well equipped auditorium is available on the other side of the corridor for post event media conferences. Existing post event control areas immediately adjacent to the track exit adjacent to the finish line will be supplemented by temporary structures and some internal renovation to ensure good flow and adequate space is provided for both the athletes, the media and service personnel in the mixed zone and post event recovery areas.

Warm-Up Facilities IAAF Technical Regulations state that there should be a warm-up track, with warm-up facilities for throwing events, within easy walking distance of the stadium. The Doha 2017 plan is to utilise two warm-up areas, both in close proximity to the Main Stadium. One area will be for running and jumping events and a separate area will be used for throwing events. Both areas will be entirely refurbished by 2016, will be closed off to the public and will be fully equipped to meet the requirements and comfort of the athletes, including but not limited to: • Announcing booths, administration areas, space for call up scoreboards • Changing rooms, rest areas, toilets, showers, ice baths, weightlifting platforms • Water and refreshment supplies • Purpose built areas for team medical staff • LOC provided medical staff for teams without their own • Work areas for team administration staff

Road Races Venues Doha will provide one of the most picturesque and dramatic road race venues in the history of the IAAF World Championships. Staged along Doha’s famous central waterfront promenade – the Corniche – the entire course runs beside the water, with Doha Bay on one side and Doha City Centre along the other. • Marathon Course (men and women) – The course start is beside the Asian Games landmark ‘Oryx’ statue, midway along the Corniche. This is the same starting point as for the marathon during the 2006 Asian

Games. The course begins heading north along the Corniche, taking athletes to a turnpoint at the Sheraton Hotel, before heading back around the half-moon bay towards central Doha. A further turn point at Souq Waqif returns the athletes back to Oryx Statue. This provides a 10km lap. The Marathon will comprise 4 laps of this circuit followed by a shortened lap of 2.195km, with the finish back at Oryx Statue. • 50 and 20km Walk –These events will be held over a 2km loop course, also starting from Oryx Statue. Athletes will likewise head north along the Corniche to a turn point at the Sheraton Hotel and return to Oryx Statue to complete the 2km lap. The races will comprise 25 and 10 laps of this course respectively. The road race venue will be fully equipped to meet the requirements and comfort of the athletes, including but not limited to: • Announcing booths, administration areas, space for call up scoreboards • Changing rooms, rest areas, toilets, showers, ice baths, weightlifting platforms • Water and refreshment supplies • Purpose built areas for team medical staff • LOC will provide medical staff for teams without their own • Work areas for team administration staff • Large video screens with capacity to deliver graphic messages and announcements about call times and other matters relevant to the competition • Technical room and repair shop, and with adequate equipment for warm-up of each athlete • Call rooms The schedule for the marathon races will be decided in cooperation with the IAAF. It is proposed to host one of the marathon races in the evening following the Opening Ceremonies and exact timing is flexible. The second marathon race would be scheduled to fit the needs of the IAAF and media and broadcasting partners. The Corniche venue will be alive with plenty of activities for spectators and will also provide a perfect setting for sponsor and partner displays and advertising. Special lighting solutions would be used to ensure that both the judging and the broadcasting of the night marathon along the Corniche are done in optimal conditions. Training Venues Doha 2017 will provide athletes with three dedicated training venues in addition to the competition and warm-up venues. Al Sadd Sports Club will be used for running, jumping and throwing, Qatar Sports Club will be used as a training venue for running and jumping events and Al Arabi Sports Club will be a dedicated training venue for throwing events. All three venues are existing, well-established, multi-sports clubs with all the necessary facilities already in place. For a general map showing all proposed locations, please refer to Appendix A. Al Sadd Sports Club – running, jumping and throwing

Al Sadd Sports Club is one of Qatar’s leading multi-sport clubs, first established in 1969. The club is located just 6.5km journey from Athletics City and only 4km from Khalifa Stadium. All the club’s facilities were completely redeveloped in 2004. Al Sadd Sports Club will be a training venue catering for all events at Doha 2017 - running, jumping and throwing. The Club comprises an 8-lane 400m track and immediately adjacent are three football fields, providing a generous training area for throwing events. Both training areas sit alongside a large indoor sports hall, which will contain all facilities required by IAAF. The track will be renewed for Doha 2017, with new Mondo surface laid the year before the event.

Qatar Sports Club – running and jumping

Qatar Sports Club is an international-class Athletics competition venue, which has hosted IAAF Super Grand Prix and Samsung Diamond League events every year since 2003. The venue is centrally located near Doha’s waterfront Corniche and just a 4km journey from Athletics City. It comprises two 8-lane Athletics tracks, one in the main stadium and a separate track immediately adjacent (50m away). The venue already contains all the facilities required by the IAAF for a World Championships training venue, but will nonetheless be further upgraded for Doha 2017, with new Mondo surfaces laid the year before the event. Medical and Doping control World-class medical facilities and personnel Qatar’s Hamad Medical Corporation (HMC) and the Ministry of Health have been involved with all major sports events held in Qatar and have a great wealth of experience in how to run an efficient international sporting event operation. In addition, with the world renowned Aspetar hospital just steps away from the competition venue and a brand new WADA accredited lab, Doha 2017 offers the very best in medical and anti-doping services.

Experienced sport specialists for the best Medical services ever Q. Can you guarantee to abide by the IAAF Competition Medical Handbook? A. Yes. Doha has a well-established and high quality health service system provided by the public sector through a large network of health centres and hospitals. Hamad Medical Corporation (HMC) is the leading nonprofit healthcare provider in Qatar and one of the largest healthcare organisations in the Middle East. It was established in 1979 to cater to the wide-ranging needs of a growing population in Qatar. HMC’s current portfolio includes 5 hospitals and a comprehensive emergency medical service that are integral components of the communities they serve. Over the past 30 years, HMC has rapidly developed medical facilities capable of providing state-of-the-art diagnosis and treatment of illnesses and injuries. In 2009, HMC was the first and so far only public health system outside of the USA to have achieved accreditation from the Joint Commission International for all its 5 hospitals and its Home Healthcare Services simultaneously. In 2010, HMC was awarded the ‘Quality Award for Government Healthcare Institutions’ by the Arab Hospital Federation. Ambulance services are provided through the Emergency Medical Services (EMS) and cover both emergency and non-emergency transportation of patients. In addition to ambulances they provide rapid response vehicles and the ‘Life Flight’ air ambulance service. In 2009, EMS staff members provided 34,000 man hours of emergency cover for 555 special events across Qatar. HMC was the in charge of providing medical coverage for the following Athletics activities: IAAF World Indoor Championships March 2010, Samsung Diamond League 2010 and 2011 and Super Grand Prix for Athletics 2007, 2008 and 2009. Qatar’s Hamad Medical Corporation together with the Ministry of Health have a permanent team looking after all major sporting events taking place in Qatar. Both the Qatar Olympic Committee and the Qatar Association of Athletics Federation have been successfully working with the team in the past and can guarantee a strong team of experienced specialists for the 2017 IAAF World Championships. That team will be a trusted partner for the IAAF and will make sure that every single requirement in terms of medical services will be delivered in a smooth, practical and safe way.

All Athletes and the IAAF delegation will be assigned local primary care doctors in the official stadium and training facilities and also in the official accommodation. The medical staff will be familiar with the designated hospital, and will liaise with hospital staff to arrange preferential emergency treatment or admission if required. Hamad Hospital will be the official dedicated hospital for the 2017 Championships. Located just 8km from Khalifa Stadium, this 24-hour care hospital has 600 emergency beds and 750 doctors specialised in a range of different areas. In addition, just next to Khalifa Stadium in the Aspire Zone is Gulf region’s first specialised Orthopaedic and Sports Medicine Hospital, named “Aspetar”. In 2009, Aspetar was officially accredited by F-MARC as a FIFA Medical Centre of Excellence. Aspetar provides the highest possible medical treatment for sportsrelated injuries in a state-of-the-art facility, staffed by some of the world’s leading sports medicine practitioners and researchers.

Through the delivery of excellence in sports medicine, physiotherapy, sports science, orthopaedic surgery and rehabilitation, Aspetar services the needs of sports clubs and associations throughout the state of Qatar, and regularly services international athletes and professional sportspeople. The distance from the venue to the Aspetar hospital is 500 m and to Hamad Hospital is 8km. In addition, an emergency medical clinic will be located in Khalifa Stadium adjacent to the field of play and two first aid stations for spectators in both the east and west stand.

Brand new WADA lab for Doping Control Q. Can you guarantee to abide by the IAAF Anti-Doping Regulations? A. Yes. The Qatar Anti-Doping Committee is very active and very involved in all events held in the country. Q. Do you recognise that the doping tests will be conducted in a WADA accredited laboratory assigned by the IAAF? A. Yes. A Wada accredited anti-doping lab is currently under construction in Doha, immediately adjacent to the Aspetar Medical Centre, right next to Khalifa Stadium. The 10,000 m2 “Anti-Doping Lab Qatar” (ADLQ) will open in 2015 and will cater Athletes throughout the Gulf region and the whole West Asia. The facility is also expected to offer free anti-doping testing for countries in the region that cannot afford such tests. ADLQ is proposed to be the centre of all anti-doping operations during the 2017 IAAF World Championships. The lab will be equipped in a way that it will be able to test every single participating athlete as it was the case this year in Daegu. IAAF President Lamine Diack and IAAF Vice Presidents Sebastian Coe and Sergey Bubka where present at the launch event of this initiative in Doha last March.

Do you confirm that the WADA accredited anti-doping laboratory that will be responsible for the doping control analyses knows in advance the anticipated high number of samples to be analysed and confirms its availability / capability to manage them daily in the time frame enabling them to provide 48 hour results as is the practice for the IAAF World Championships? A. Yes Minimum requirements for the Doping Control Centre Doha 2017 confirms that for the 2017 IAAF World Championships an international competent doping control team will be hired, including: • Doctors and/or doping control officers • Assistants to witness the urine collection • An appropriate number of escorts for the athletes notification Doha 2017 confirms that for the 2017 IAAF World Championships , the following minimum requirements for facilities and material will be available: • A waiting room with adequate seating (10-20 people), a variety of refrigerated sealed drinks and, if possible, TV screens • A working room equipped with the necessary furniture for four people attending the sampling procedure • WCs adjoining the working room, at least 2 toilets (male and female) • Sampling material and Control Notification forms approved by the IAAF Medical and Anti-Doping Commission • Transportation for the athletes back to the hotel at the end of the control.

Sponsorship/ Advertising 450 million people just one hour time difference from central Europe The 2017 IAAF World Championships in Qatar would put the IAAF partners in direct contact with a new, untapped region of over 450 million people, from Northern Africa to West Asia, all this at only one hour time difference with central Europe. Clean venues and current regulations Doha 2017 fully guarantees that for the 2017 IAAF World Championships, the entire stadium and all sites to be used for the event (official hotels, Athletes’ Accommodation, Sponsor Village, parking areas, warm-up areas, training venues, etc.) will be completely free from all advertising and franchise rights. Please see letter of support from Aspire Zone confirming a clean venue in the chapter entitled ‘Stadium’. In the following, stadium is defined as the arena, concourses, offices and rooms and all other areas up to the fenced limit of the stadium site. Q. Can you guarantee provision of a ‘clean’ stadium for the duration of the event for the main stadium? A. Yes Q. Can you guarantee to abide by the IAAF Marketing Regulations? A. Yes Q. Except the boxes that will be used by the Qatar Authorities (max 3) as well as the IAAF President and Cabinet, all other boxes will be usable by IAAF Sponsors. Q. Is corporate advertising visible from the stadium? A. No. In addition, the Bid Committee has already received the full support of the government and local authorities regarding protection against ambush marketing and trademark infringements. Additionally, an Emiri Decree was established before Doha 2006 for

the protection of intellectual property rights. With ambush marketing processes in place for organising international sporting events, it is guaranteed that administrative issues around the Championships would be minimal. Q. Are there any existing catering contracts for the stadium? A. Aspire Logistics (stadium operator) holds catering rights in the zone. However, in the case of the IAAF World Championships these rights will be renegotiable and Aspire Logistics will be invited to tender along with other operators. Q. Does National Law prohibit or affect in any way the advertising of alcohol products? A. Yes. Qatar, like many other countries, now prohibits the advertising of alcohol products. Alcohol consumption is however permitted in pre-determined zones, like fan-zones, international hotels, etc. Q. Can you confirm that the spectators will have a clear view of the events in the stadium over the sponsor’s advertising boards (1m high and placed 30cm from the track)? A. Yes Q. What area around the track is available for the display of sponsors’ advertising boards if placed 30cm from the track? A. The entire area, there is no restriction other than what’s required for normal athlete access/IAAF rules.

Marketing opportunities in the region Bringing the 2017 IAAF World Championships to Doha will dramatically expand the commercial opportunities for the IAAF and the IAAF sponsors by tapping into some of the most dynamic and fastest growing economies in the world. Major companies in the region are eager to use the platform offered by an international Championship in the number one Olympic sport. And with dominant pan-Arabic cable television networks based in Doha, the hosting of the 2017 IAAF World Championships will open new and interesting broadcasting opportunities for the IAAF all across the Middle East and North Africa. Doha: the gateway to 450 million people for the IAAF partners The 2017 IAAF World Championships in Doha will be much more than only a Qatari event. The plan for the event is to create a platform from which Athletics and the IAAF can access an extraordinary untapped market of more than 450 million people across 22 countries from the Gulf to Middle East all the way to west and central Asia and North Africa. The specificity of the Gulf countries’ markets is that while they are intrinsically small, they have a much easier reach to other neighbouring countries and markets than anywhere in the world. Arab countries have specific connections that can spin a specific event into a much broader larger platform than its original scope and setting might be. The IAAF World Championships in Doha can be turned into a regional and supra-regional event, for the direct benefit of the current IAAF commercial partners. New contacts, new opportunities Times are changing for all sports and Athletics is no exception to this rule. A World Championships in Doha will enable the IAAF not only to strengthen its own brand (by adding a new geographical dimension to the core identity of its World Championships) but also to be introduced to brand new contacts in an untapped market, full of new opportunities. Through its close link with the Qatar Olympic Committee, Doha 2017 will provide the IAAF with direct contacts to some of the major corporations in Qatar, which will be interested in discussing Athletics’ plans for the future in the region.

Broadcast A free live International Signal for the entire duration of the 2017 World Championship is guaranteed. The proposed host broadcaster for the event is Al Jazeera Sport, which will broadcast the event live in its entirety. Al-Jazeera has a long experience in broadcasting the international events in Qatar (see below) and has acquired the broadcasting rights from the IAAF for the Middle East and North Africa until 2013. Doha 2017 is aware that Al Jazeera is interested in renewing this contract and negotiations with IAAF are expected to conclude shortly. Al Jazeera is committed to working with the IAAF and its partners to ensure that the level of broadcasting is of the highest quality in 2017 and that it sets new standards. Please refer to the end of this chapter for a letter guaranteeing the provision of this live signal. Is it also guaranteed that Doha 2017 will abide by the IAAF Broadcast Regulations and Clause 2.4 (Financial Responsibilities) in particular. The Qatar Olympic Committee and the Qatari sport community have a long history of collaborating with Al Jazeera Sport. The hosting of the 2017 IAAF World Championships in Doha will open new and interesting broadcasting opportunities for IAAF all across the Middle East and at the same time the European markets will be served well with only a one-hour time difference between Doha and Europe. Special attention will be given to the broadcasting of the night marathon to ensure spectacular coverage of this night event showcasing the marathon in a new way. Doha 2017 is fully committed to developing solutions to the technical issues involved in the night marathon, especially provision of suitable lighting for spectator, HD broadcast and judging needs. Qatar already has high-level expertise in this area, having conducted over 1,300 hours of meticulous research on how to suitably illuminate a motor-racing track in order to safely and attractively host the world’s first night-time MotoGP race. The resulting lighting system at Doha’s Losail International Circuit produces 450 million lumens of light, enough to light a residential street stretching from Doha to Moscow. Qatar’s expertise, resources and will to find solutions will open the door to athletics staging more night road racing all around the world.

Broadcasting experience Qatar has an impressive track record of host broadcast successes in international sport, with events such as (amongst others): • WTA Tennis Masters, annually • IAAF Super Grand Prix and Samsung Diamond League 2004-2011 • Arab Games 2011 (39 sports, 26 venues) • IAAF World Indoor Championships 2010 • Asian Football Cup 2010 • 15th Asian Games Doha 2006 • One of the host broadcasters for African Nations Cup, football 2006 • 3rd West Asian Games 2005 • Coordinator and host broadcasters for Super Bike and Power Boat competitions The 15th Asian Games hosted in Doha in 2006 is an obvious highlight where Al Jazeera Sport Channel planned, prepared and managed all host broadcasting activities. The 15th Asian Games were the largest ever, both in terms of investment and the level of competition, with over 40 competition venues. The enormous event required a massive host broadcast operation with more than 2,000 hours of television coverage, a quality and quantity of broadcast that no Asian Games had witnessed before. All events were covered in full digital 16/9 widescreen format with almost 650 cameras assigned to cover the 39 sports. A significant logistics operation witnessed over 600 tons of broadcast equipment flown into Doha and almost 1,900 Games-time staff from 45 countries hired to work on an event with more sports and venues than the Summer Olympic Games. The 15th Asian Games Doha clearly demonstrated to the world that Qatar is capable of hosting major international sports events – also with regard to television and host broadcasting. Based on a strong partnership between Doha 2017 and Al Jazeera Sport, the coverage of the 2017 IAAF World Championships in Doha will aim at setting new standards for the future of the IAAF flagship event.

The two partners will also work together in implementing an optimal seating strategy to ensure that seats within the camera shooting angles are filled up first and then filling the stadium around these prime seats. Freedom of operation Under Qatari law, the media enjoys full freedom of operation. There are limited restrictions concerning the use of media material produced on the national territory intended principally for broadcast outside the territory. The customs authorities simply ask to be informed in advance about any broadcast material that enters the country. Finally, there are also no restrictions on the use of internet in Qatar.

Written Press and Photographers It is guaranteed that Doha 2017 will abide by the IAAF Written Press and Photographers Guidelines and Chapter 11 in particular. Based on the experience from recent major events organisation and with the use of a range of next generation technologies, the 2017 IAAF World Championships in Doha will be unlike anything seen before – in Athletics or in any other sport. All media will be offered special discount travel, accommodation and IT support packages for their visit to Doha. As technologies in most areas are developing very fast – not at least communication technologies – it is difficult to precisely outline the specific technology systems that will be in place in 2017. One thing is sure: only the very best and most stable systems will be used and Doha 2017 is committed to set new standards.

Communication systems For media and IAAF Family A secure, smooth and flexible communication system is a key component in any major sports event and Doha 2017 plans to base the entire World Championships communication on wireless communication supported by work stations in all venues and hotels. Please refer to the end of this chapter for a letter from QTel confirming their support to provide communication systems, infrastructure and operations needed for the 2017 IAAF World Championships. The key elements of the 2017 IAAF World Championships’ internal communication are the following: • Wireless network: a secured wireless network will be available throughout the competition venue, throughout Athletics City, in the IAAF hotel as well as media hotel and in transportation buses allowing everyone access to up-to-the-minute information about results and other news to and from the stadium. • Intranet with differentiated access levels: all relevant information and updates regarding the 2017 IAAF World Championships will be filed on an Intranet which will be constantly updated during the Championships. The Intranet will operate with different access levels for various groups and individuals and can therefore be used on all levels from media information to confidential correspondence to IAAF Council Members. • Mobile tablets: all managers, IAAF officials and referees as well as representatives from broadcasters and media will receive a preprogrammed mobile tablet loaded with all relevant information upon arrival in Doha. All groups and individuals can access the Intranet (on various access levels) using the mobile tablets which are also installed with dedicated email addresses. All communication from Doha 2017 to all these groups and individuals during the course of the Championships will be in digital form. • Hotlines and call centre: every team official, IAAF official or media representative can contact Doha 2017 call centre via the mobile tablet on email, Skype or phone communication at any time free of charge during the Championships.

For fans and spectators The key elements of the 2017 IAAF World Championships external communication to fans and spectators are the following: • Wireless network: the network in the Stadium can be accessed for free for spectators during the competition. Spectators can log on with their mobile devices. • Website: obviously in close collaboration with the IAAF, the 2017 IAAF World Championships website will be constantly updated and depending on broadcasting rights, various footage will be streamed, including live interviews with players and/or live news from behind the scenes (training halls, warm up venues, etc.). • On-line social networks: the use of digital social networks is a key component in generating excitement for the Championships in the years leading up to 2017. The networks will be further activated during the Championships with athletes blogging every day to fans, various competitions among fans, and the opportunity for fans to vote for Athlete of the day, etc. • Mobile phone/smart phones: based on systems already tested at other sports events in Qatar, spectators and fans will receive information, news and updates from Doha 2017 on their mobile devices throughout the Championships.

Setting new standards The key words for Doha 2017 in terms of technology are: green (very little paper printed), flexible (the technologies used will be designed for each target group) and state-of-the art (only the best and most stable systems and technologies will be used). That is why the 2017 IAAF World Championships in Doha will be a demonstration of a smart use of technology like never before.

MMC and IBC The 2017 IAAF World Championships in Doha will provide the 3,000+ accredited media representatives with working conditions that would be unique and unprecedented in many ways. First, the very compact aspect of the proposed plan in the city of Doha would enable the media to all stay in nearby hotels creating a very tight international working atmosphere allowing for an exchange that will benefit the coverage of the event. Second, all media will be able to travel back and forth from their hotels to the main stadium and the adjacent MMC and IBC in less than 15 minutes, creating fast and efficient conditions for the press. It is proposed that the Aspire’s Women Indoor Hall be the Main Media Centre. This venue is currently a basketball/handball arena (3,000 seats) with an additional warm up basketball size gym. This media centre was used for previous events hosted in Khalifa stadium and provides a worldclass facility for the media. It is located immediately adjacent to the Khalifa Stadium and the warm up facility, making it extremely easy for all media to access the venues.

The IBC could be located within the same premises adjacent to the MMC. However, if more space is needed to accommodate the broadcasting media, a tent can be installed between the Women’s Indoor Hall and Khalifa Stadium for this purpose. No shortage of rooms – guaranteed Qatar’s hospitality industry is unique in the world. With a total of 4,500 five star, 3,000 four star and 1,500 three star hotel rooms located within the boundaries of the Capital City of Doha alone, Qatar offers proportionally one of the highest numbers of rooms per capita in the world. In Doha, there will be no shortage of hotel rooms, guaranteed. In recent years there has been a rapid development in the hotel sector, with state-of-the-art hotels being built to accommodate guests from all over the world. Currently there are 17,000 hotel rooms available in Doha, and by 2017 this will have risen to a total of 30,000 rooms. Flexibility and quality will be offered to all those coming to the World Championships, and with the expectation of further developments of new hotels it is certain that guests of the IAAF and visitors alike will be accommodated with care and consideration as per the guidelines provided within the EOA. From athletes to VIP guests, Doha 2017 can ensure that everyone’s travel is kept to no more than 20 minutes to and from the Stadium. Athletics City Doha 2017 is proposing a spectacular accommodation solution for the IAAF Family, the Athletes and IAAF Congress Delegates. A single, brand new, 35-hectare, mixed-use development, right in the heart of Doha that will be handed over in its entirety for the dedicated use of the 2017 Championships. Currently under construction, this project will be called “Athletics City” for the 2017 Championships. It is located just steps from the Corniche, the proposed location for the Opening Ceremony and the road races. Fully accessible by foot and bike, this unique development is also located right next to Souq Waqif and the Emiri Palace. Athletics City is a groundbreaking luxury development, a “city within the city”, with apartments, hotels, retail shops, restaurants, cafés and a full range of luxury leisure and entertainment facilities. It represents a stunning new architectural transformation for the centre of Doha, recreating a way of living that is rooted in Qatari culture. This project is already being recognized worldwide as defining a new architectural language for the 21st century. Athletics City The first option proposes to host the entire IAAF Family within the vibrant heart of Athletics City. The core of the IAAF Family (President and cabinet, Council Members, IAAF Staff, authorized Athletes representatives and VVIPs) would be hosted in the five-star Mandarin Oriental Hotel (160 deluxe rooms and 95 serviced apartments) in the very centre of Athletics City, right beside its main square. They would enjoy the best of both worlds: the luxury of a world-renowned five star hotel and the enjoyment of being right at the heart of the event with the athletes. Other Accommodation Congress Delegates Congress Delegates will also enjoy the experience of staying with the athletes and IAAF Family in Athletics City. The primary hotel will be the MGallery Hotel within Athletics City, providing 210 rooms. A further 140 rooms will be available in the Mercure Grand Hotel, located directly opposite the main entry to Athletics City on Wadi Musheireb Street. Sponsors Doha 2017 will offer the IAAF’s sponsors unique and exclusive accommodation options. The Torch Doha is a brand new 5-star luxury hotel located inside the iconic Aspire Tower and literally overlooks Khalifa Stadium, while the Marriott Renaissance will provide an ideally located option in the heart of the West Bay business district. Media Doha is a familiar destination for the world’s sporting media and the city knows exactly how to take care of them. The main media hotel will be the four star Ramada Plaza Doha (400 rooms), which will include a sub-press centre. The Ramada team has worked with the Qatar Olympic Committee on a number of occasions hosting large groups of media. Spectators With a total number of 17,000 hotel rooms from all categories within the city of Doha alone (rising to 30,000 rooms by 2017), there will be plenty of options for the visitors coming from around the world to enjoy the 2017 IAAF World Championships. Different packages will be offered including flights to Qatar, tickets, local transportation and accommodation. These special packages are further described in the chapter entitled ‘Overcoming technical barriers’ in the Promotion section. As noted earlier, it is important to highlight that within the next few years there will be yet another large increase in the development of hotels. As such, by 2017 there will be newer and even more convenient hotels providing additional options. In particular there will be an increase in the number of three and four star hotels, ensuring visitors have a range of selection for their accommodation. As a result of the much larger volumes of passengers flying into and through the country today, the Doha International Airport is currently under construction, and will replace the existing airport in 2012 with a capacity of 24 million passengers on opening with direct links to 150 destinations. This new facility will set a new standard in airport and airline efficiency, passenger convenience and service standards. As the

new home for Qatar Airways (the world’s fastest growing premium airline) it is envisioned to become a major international gateway to the region. Getting around Doha The primary means of transportation in Qatar is by road, due to the very cheap price of petroleum. The country as a result has an advanced road system undergoing vast upgrades in response to the country’s rapidly rising population, with several highways undergoing upgrades and new expressways under construction. A large bus network connects Doha with other towns in the country, and is the means of public transportation in the city. By 2017, more roads will have been constructed and ready for public use. In addition, a dedicated World Championships lane will be provided along the Corniche and Al Waab Street leading to the stadium for all official transportation related to the World Championships. Police escorts will also be available. Currently, no rail network exists in the country. In November 2009, however, the government signed a $26 billion contract with the German company Deutsche Bahn to construct a railroad system over the next 20 years. The network will connect the country itself, and will include an international link with neighbouring states as part of a larger rail network being constructed across the countries of the Gulf Cooperation Council. A railway and road link is also under construction between Qatar and Bahrain as part of the Qatar Bahrain Causeway. If a car is preferred, either taking a taxi or renting a vehicle is an option. Whatever the preference, there are numerous rental firms available in the city centre as well as at the airport – all car sizes are available. Taxis are comfortable and clean, and not to mention plentiful. With all taxis clearly licensed, they are generally easy to hail and operate at fixed mileage rates depending on the time of day. Getting around Qatar is easy either by bus or car. However, to further enhance the efficiency of the transportation system, additional special bus connections will be provided and implemented throughout the 2017 IAAF World Championships in order to meet the needs of all.

Transfers during the Championships Q. What type of transport will be available from the airport to lodgings? A. Doha 2017’s partner Mowasalat Ground Transportation (see below) will be responsible for all transport to and from the airport for accredited personnel, free of charge. In addition, private hotel transport and taxis are widely available at the airport. Q. What type of transport will be available from the lodgings to training venues? A. A special, permanent shuttle service from Athletics City to the training venues will be organised by Mowasalat during the event.

Q. Please tell us if public transport will be free of charge for all categories of accredited persons. A. Yes. The logistics for all local transportation will be handled by a professional, experienced and efficient team within the country. Using the national transportation supplier, Mowasalat Ground Transportation, who has worked with many international events hosted in Qatar, Doha 2017 will be able to manage all the transportation needs, both large and small, for the entire event from start to end. Mowasalat is dedicated to finding the optimal transport solutions and executing them in an efficient and professional manner. Please refer to the letter of support from them at the end of this chapter. Mowasalat has provided the transportation solutions for the 2010 World Indoor Championships as well as the 2009 FIVB Men’s Club World Volleyball Championship and the 2006 Asian Games. The IAAF, the QAAF and QOC were very satisfied with their punctuality. With their continual development Mowasalat strives to exceed their clients’ need for quality, safety and volume. Doha 2017, therefore, recommends the logistics for all local transportation of high ranking IAAF representatives and guests of the IAAF be handled by this team of experts offering a VIP quality service solution. Furthermore, Doha 2017 will also work closely together with the police and the local defence volunteers to secure a reliable and punctual traffic flow between the stadium, training venues, accommodation and airport. Doha 2017 guarantees a full option of transfers for athletes, team officials, coaches and officials, as well as the Athletics family and media. The main mode of transportation will be buses, but plenty of cars and smaller carrier vans will also be available. During the Championships visitors can enjoy a wide range of options from car rentals, taxis or the efficient and free bus system can take visitors directly to the city centre. It is guaranteed that the special and free shuttle-system that will be set up in Doha will cover the needs of all the guests and an efficient time schedule will be made according to these needs. The compactness of Doha will ensure that transportation throughout the city is always made easy and will not be an issue during the Championships as nothing will be more than a 20 minute drive.

Visas Easy entry for everyone Qatar has been welcoming sportsmen and women and sports lovers from all over the world for many years and for various international sports events. Doha 2017 will use tried and tested systems and processes that ensure efficient and smooth entry into the country for everyone attending the 2017 World Championships.

Simple and hassle free visa processes There are various ways of entering Qatar: by land through Abu Samra; by air through Doha International Airport; and by seas through the ports of Doha, and Mesaieed. Q: Will visas be available on arrival in your country? A: Please refer to the end of this chapter for a guarantee letter from the Ministry of Interior in regards to all visa processes. Doha 2017 will ensure that everyone has a smooth entry into Qatar for the 2017 IAAF World Championships. Qatar has a tried and tested system in place that was successfully used for past sports events, including the 13th IAAF World Indoor Championships in 2010. The IAAF was very satisfied with the procedures during this event and recommended its further use to the Daegu 2011 LOC. The visa application system is completely online and integrated into the Local Organising Committee’s website. This system ensures that every single National Federation has direct access to the visa application system irrespective of their nationality or the visa category they fall within. Therefore, similar to the procedure at the 2010 IAAF World Indoor Championships, the Athletes, officials, NOCs and IAAF family can all obtain a visa through the Organising Committee and will not be restricted to contacting an embassy. The online system is a direct link to Qatar Immigration. A simple form needs to be filled in online to make the visa request. The request is then processed by Qatar Immigration and the user receives a login and password via email. Through the Local Organising Committee website, the user can then login and print their visa. This very simple procedure will ensure hassle free visa applications for all those who require a visa prior to arriving in Qatar. Visas are issued according to the individual’s passport and not according to their country of residence. If applicants have more than one passport, the choice is theirs as to which one is used for the visa application. There are four categories under which nationalities are divided for visas: • Category 1: Countries that do not require an entry visa. • Category 2: Countries whose citizens need a visa to enter Qatar but can obtain a visa upon arrival in Qatar. • Category 3: Countries whose citizens need a visa to enter Qatar and have a consulate or embassy in their country. • Category 4: Countries whose citizens need a visa to enter Qatar and do not have consulate or an embassy in their country.

Holders of HKG passports can obtain a visa at the airport irrespective of where they are coming from. However, if the passport is CHN then a visa request needs to be made in advance. PLE passport holders should apply through the LOC with the normal procedures knowing that the deadlines will have to be absolutely respected and last minute requests may be difficult to process. Also, note that the visa is issued according to the passport of the applicant and the LOC will ensure that a visa is obtained in advance as long as the passport copy and application have been submitted within the deadlines. The applicant is free to use his/her ‘main’ country passport or the territory passport (where available). In emergency cases and last minute requests, it is recommended that the ‘main’ country’s passport is used.

Customs duties and taxes No tax will be imposed on prize money that is awarded in Doha at the 2017 IAAF World Championships. The government guarantees that import and export of goods belonging to the team delegations, the IAAF delegation, the sponsors, the IAAF’s TV partners and the media, such as, but not limited to, the following goods listed below, will be permitted to be free of customs duties, taxes and any other costs and levies. (The exemptions provided are limited to various taxes and government charges, there might be charges levied on handling agents): 1. Personal belongings to all those accredited to the event. 2. Technical equipment for the players and officials. 3. Entire technical equipment, as specified by the host broadcaster, required for the production and transmission of the multilateral international television and radio signal. 4. Technical equipment (e.g. telecommunication equipment, cameras, small computers, etc.) belonging to other media representatives. 5. Entire technical equipment needed to produce videos, DVDs, etc. 6. Entire technical equipment (e.g. recording and playback equipment, films, lighting, etc.) for IAAF’s TV partners, in particular, the entire technical equipment required by the Host Broadcaster for the production of unilateral television and radio coverage. 7. Medical equipment and pharmaceuticals for the teams and IAAF medical representatives 8. Food (with some exceptions). 9. Other technical equipment and material belonging to the IAAF delegation and the IAAF TV partners, including the host broadcaster, required in the headquarters and various organisational centres (e.g. photocopying machines, typewriters, fax machines, telecommunication equipment, mobile phones, etc.). 10. Technical equipment required by the IAAF and/or the LOC. 11. Equipment from the IAAF sponsors required by IAAF and/or the LOC for the implementation of all the marketing rights in connection with the event, including but not limited to, advertising and promotional material for the complete event including the official draw, workshops and the final competition. 12. Security One of the safest cities in the world Although Doha is one of the safest cities in the world, security for the 2017 IAAF World Championships will be planned and executed to the highest standards, without infringing on people’s freedom to participate in a great celebration. Doha 2017 wants the world to join in a truly international celebration of Athletics.

A safe and welcoming city Doha enjoys a peaceful and secure way of life and there are no activist minorities or any other terrorist groups whether political, ethical, religious, etc. Even so, the Ministry of Interior always has contingency and emergency plans, which are reviewed and checked periodically. Qatar has no history of significant terrorist acts or activities and Doha has a very low crime rate together with high public safety standards. Doha has hosted a number of prestigious international events in recent times some of which like the Doha Asian Games 2006 have been quite challenging in terms of number of event locations, athletes competing and media/spectators from various countries. The State of Qatar takes great pride in its success in providing a complete but discreet security and a safe environment for such events while maximizing the spectator experience. Once the security checks are cleared and participants and guests are within the venues, they can expect a truly unique sporting experience. The compactness of Doha as a city would be one of the important enablers in providing a high level of security. The Ministry of Interior, through its different departments, will be responsible for the security during the 2017 IAAF World Championships. The Ministry has been/will be responsible for the security of many different big sporting events in Qatar such as: • Arab Games – 2011 • Asian Football Cup – 2011 • IAAF World Indoor Championships 2010 • Samsung Diamond League, annually • 15th Asian Games Doha – 2006 • ATP and WTA International Tennis Championship, annually • Asian Basketball Championship – 2005 • 3rd West Asian Games – 2005 • FIFA Youth World Cup – 1995 • First Men’s Handball Youth World Championship – 2005

Qatar’s existing national Command Centre model was validated during the 2006 Asian Games and provides Qatar with an internationally recognised best practices command and control solution. A confidential overall security concept would be provided prior to the event to be approved by the IAAF. The Government would ensure that the Athletes and the IAAF delegation are escorted by the police to and from the facilities if need be. The following places would receive special focus: • Airport • Athletics City and hotels • Stadium, Warm-up area, training facilities • Media centre • During transportation of IAAF members, athletes, sponsors, etc. • At the cultural events during or before the competition for national and foreign VIPs and delegations requiring special security measures A special focus will be placed on Athletics City, which is an open site within the city centre. Doha 2017 proposes two options for securing the site. First, the entire perimeter of Athletics City can be closed off (and access authorised only to accredited personnel).

The second option is to secure by section (blocks of building), with a specific accreditation system that will identify the building blocks accessible by the accreditation holders. This preferred option would allow for a unique concept, which, for the first time, would allow the general public to access an Athletes’ Village to fully experience the excitement of the event. This would also allow the athletes to enjoy the unique hospitality and friendliness of the Qatari people. Furthermore, a police escort will be organised when requested or needed to ensure that the athletes reach their destinations safely and quickly (to and from Athletics City, to competitions and/or training venues, etc.).

Accreditation centres An efficient and state-of-the-art accreditation system would be developed in accordance with the IAAF requirements and in close collaboration with the IAAF to ensure a quick and hassle free accreditation process for all involved. As per previous successful experiences, the system would be administered by the LOC in direct collaboration with the IAAF and the Ministry of Interior that will use its existing processes. This well tested and extremely reliable system has worked perfectly in the recent past. At this time, three main accreditation centres are planned to be organised for the 2017 IAAF World Championships. 1. Athletics City: the main accreditation centre will be placed in the heart of Athletics City. 2. IAAF Hotel: whether the IAAF choses the option of being in or out of Athletics City, a sub accreditation centres for the IAAF family will be organised in the IAAF hotels. 3. MMC: the media will be accredited in the Main Media Centre. An alternative option will be to have the media accreditation centre at the main media hotel, based on the IAAF past experiences and preferences.

Organising Committee To support the aim of hosting the 2017 IAAF World Championships in Doha, the Doha 2017 Organising Committee will comprise of Qatar’s top event organisers and representatives from the Qatar Government, the Qatar tourism partners as well as the QAAF and Qatar Olympic Committee. The Organising Committee will be headed by Sheikh Saoud Bin Abdulrahman Al-Thani (Secretary General, QOC) and Abdulla Al Zaini (President, QAAF). A Steering Committee will set the direction of the event with two separate, yet interrelated focuses: hosting a fantastic Championships in 2017 and developing solutions, as outlined in Section 2 of this document, to expand the sport of Athletics. With the talent and skill level of individuals with major international sporting experience, there will be no lack of ability and knowledge to meet both objectives. The daily operations will be managed by dedicated staff who have worked on many events in Qatar. There will be two main operation groups, one focused on event operations and one responsible for the promotional activities. Together, these two groups will oversee the implementation of the plans for the event and manage areas such as finance, competition and communication. With more than 20% allocated to marketing and promotion, the Doha 2017 budget is the most “promotion-oriented” World Championships budget ever. Promotion is a central aspect of the Doha 2017 bid, and the bid committee has a clear vision for how it intends to not only promote the World Championships in the years leading to it, but to also assist the IAAF in doing a global promotions campaign for Athletics. In total value, the Doha 2017 operational budget is guaranteed by the government and supplemented by national projects that are already underway and budgeted separately, such as: the stadium redevelopment including the development of the climate control system, the Qatar Olympic & Sports Museum, the Msheireb development for the Athetics City, the IPC Athletics World Championships, Aspetar’s Research projects, Schools Olympic Program and Athletics talent development. SECTION II: The right partner for a stronger future for Athletics A World Championship that doesn’t result in progress for Athletics is a lost opportunity for the IAAF, the global sport of Athletics and the host city. The goal, therefore, is to ensure that Doha 2017, in partnership with the IAAF, uses the World Championships to develop concrete solutions to many of the challenges that face Athletics. The Athletics that will leave Doha after the 2017 IAAF World Championships will be a stronger sport that is ready to expand. Like many places around the world, Qatar has faced challenges in hosting international

sports events and in developing sport in its region. Investment, innovation and hard-work have allowed Qatar to overcome many of the barriers and challenges it has been faced with. It is only by working together that the IAAF and Member Federations around the world will be able to overcome both the technical and mental barriers that block the further expansion of Athletics in many regions of the world. Doha 2017 is the right partner to work together with the IAAF to overcome these barriers. Doha 2017 is the right partner for a stronger future for Athletics.

Overcoming technical barriers There are technical barriers that are restricting the further growth of Athletics. Doha 2017 will invest in finding solutions and will work in partnership with the IAAF to overcome these barriers so that Athletics can expand.

Promotion – engaging with international fans! No empty seats! That is the goal of Doha 2017. It may seem ambitious, but it is actually very achievable. Today, Athletics has access to just over a handful of markets that can guarantee a full stadium and a strong fan atmosphere at the World Championships. This means that there are many markets that, although willing and able, may not be given the opportunity to host a World Championships for fear of an empty stadium. The growth and expansion of Athletics to these regions is therefore blocked. The markets that are able to fill stadiums are markets where Athletics is quite popular and so the stadium is filled with national fans. Even when a World Championships is hosted in these markets, the international Athletics fan base does not generally travel to take part in the event. In the recent past, less than 5% of ticket sales have been made internationally. Events, such as the FIFA World Cup and the Rugby World Cup, have hundreds of thousands of international fans travelling to take part. What is blocking Athletics from having the same? Such a globalized and popular sport as Athletics has no reason to not have a truly international celebration at its World Championships. Doha 2017 is committed to making this happen. The right packages at the right price with the right promotion Athletics fans need to be inspired, enabled and encouraged to travel every other year to the World Championships, no matter where it is held in the world. Doha 2017 is committed to finding a solution to make this happen and believes that the solution lies simply in the right packages at the right price with the right promotion. The newly renovated Khalifa Stadium which will be the venue for the 2017 World Championships will have a capacity of 40’000 seats for the 2017 IAAF World Championships. The goal of Doha 2017 is no empty seats. Some might say an ambitious goal, Doha 2017 believes it to be an (easily) achievable one. The World Championships will be sold out for every session – in Doha and for every future IAAF World Championships.

One-day ticket sales (Qatar and Gulf Region) The goal is to sell 25 000 tickets per day regionally in Qatar and throughout the Gulf Region. Doha has been developing its experience in hosting events over the past few years and as a specific area has been working to improve how it promotes and sells tickets on a regional level. Ticket sales at annual events, such as the Samsung Diamond League, have been increasing with every edition of the event. Other large scale events, such as the Asian Games in 2006, the IAAF World Indoor Championships in 2010 and this year’s Arab Games to be held at the end of 2011 have provided a solid platform to develop and test the event promotion systems used in Qatar. By 2017, these systems will have been further developed and tested to ensure a fantastic level of national and regional promotion.

Travel between countries in the Gulf is also easy and affordable enabling many visitors to come to Doha for one or two days to take part in the World Championships and surrounding festivities. The ticket sales campaign at this level will focus on selling 1 day ticket packages through the following channels: • Web-based communication and social networks: tickets will mainly be sold on-line with a priority given to a developed ‘Doha 2017 on-line community’. This group will be able to buy first and at favourable rates before tickets are sold nationwide. • School activities: the Qatar Olympic Committee’s successful Schools Olympic Programme provides a gateway to targeting youth, families and school groups throughout the country – tickets sales at reduced prices and competitions where tickets can be won will be integrated into this successful school programme. The annual launch of the annual Schools Olympic Programme will coincide with the 2017 IAAF World Championships providing a perfect synergy between the event and schools throughout the country. • Family and Friends packages: packages have been developed for this year’s Arab Games that provide, for a discounted price, access to a group of tickets that can be shared with friends or family. The package also includes discounts on merchandise and selected stores and restaurants. These have proved quite successful and will be further developed for Doha 2017. • VIP and corporate packages: special VIP and corporate packages will be available for Doha 2017 that include VIP tickets, VIP entrance to the stadium, catering and additional pre and post entertainment options for ticket holders. From previous events, VIP and corporate packages have proved quite popular and will be further developed for Doha 2017. • Volunteer packages: volunteers are by nature not paid for their work but volunteers will have access to Doha 2017 tickets at a discounted price for themselves, family or friends. • Expat communities: ‘ticket sales ambassadors’ representing the various nationalities within the expat communities will promote and coordinate the sale of tickets for the fast growing expat communities in Qatar and throughout the GCC countries. • Competitions: a wide range of competitions organised in cooperation with various Qatari media groups, restaurants and commercial stores will be planned and activated.

Doha 2017 has already secured the full support of many National Athletics Federations throughout the GCC region who will work in partnership with Doha 2017 to promote the World Championships and sell tickets in their own countries. Four-day ticket packages (Wider Arab Region and Internationally) The International level is where the barrier really exists – simply not enough fans travel from around the world to attend the IAAF World Championships. This has to change and Doha 2017 has the solution. Doha 2017’s target is quite conservative – to sell (only) 15 000 tickets per day throughout the wider Arab region and internationally. This may seem ambitious, but is actually quite a conservative target. In total, this means that two packages of 10 000 tickets will need to be sold at the international level – a total of 20 000 tickets. In Daegu in 2011, 41 countries won medals. This means that if focus is solely on Athletics countries where medals have recently been won, that under 500 tickets need to be sold per country. For a popular sport like Athletics this is achievable – if these packages are at the right price and promoted in the right way. Doha 2017 is the right partner to make sure this happens. These packages will also be promoted using online media including: • Popular Athletics websites and events such as Area competitions and National Championships will be targeted with advertisements produced in up to 20 different languages. The ads will link to Qatar sites where the attractive travel/hotel/ticket packages will be sold. • An on-line advertisement campaign will be coordinated with the National Athletics Federations and various incentive programmes will be set up offering these Federations a financial benefit for each fan they have from their country at the Championships. • Social network communication platforms in different languages will be designed for the international level enabling international fans to exchange information about travel plans. Following 2017, Athletics will have a tested concept for worldwide promotion and ticket sales that will be beneficial for future organisers. Promotion will no longer be a barrier to the success of the World Championships in the future and the World Championships will become a true international fan experience.

Climate – never too hot or too cold In line with the IAAF green project, that states that the World Championships in Athletics should continue to be a venue for determining World Champions not only among a few who are blessed by their environment, but from among all humanity, Doha 2017 is committed to finding sustainable solutions that will allow countries restricted by climate, whether it is too hot or too cold, to host major Athletics events in a sustainable way. Climate should not be a barrier for Athletics in the future. SOLAR-POWERED AND TEMPERATURE-CONTROLLED STADIUM Qatar already has a climate controlled stadium, the Al-Sadd Stadium, but by 2017 more advanced technology solutions will have been developed and implemented in the Khalifa Stadium. Khalifa Stadium, proposed venue for the 2017 IAAF World Championships, will be newly renovated for the 2017 IAAF World Championships. As part of this renovation the temperature within the stadium will be controlled, allowing athletes to compete to the best of their ability and fans to enjoy full days of exciting events.

There will be solar thermal collectors and photovoltaic panels on the outside of the stadium and on its roof that will harness energy from the Qatari sun. This energy will be used to chill water, which in turn will cool air before it is blown through the stadium, keeping the field at temperatures that can be regulated between 25 and 29 degrees

Stadium seats will be controlled using air pumped at the spectator’s ankle zone, while the same air will also be projected from the back and neck area of the seats, ensuring that each seating row of the stadium provides maximum comfort and enjoyment to fans. This system has been developed to ensure no interference with the activities of the Athletes, including the throwing disciplines and can guarantee a minimum of three metres of cooled air space above athletes and spectators. This ability to regulate temperatures will create competitive conditions like never before. Competitive conditions like never before The ability to control the temperature in Khalifa Stadium means that for the first time ever the precise optimal conditions for every event at the Championships can be created. It has been established that the effect of the environmental temperature is dependent of the duration of the event, meaning that it can differ depending if it is a sprint, power or endurance event. Environmental temperatures should be higher for short duration events than for endurance events (Racinais & Oksa, 2010). For a given event, the relationship between performance and temperature is not linear but an optimum temperature exists. Over the next six years, Aspetar will conduct research in partnership with the IAAF, QAAF and QOC to determine the precise optimal temperatures for every event at an IAAF World Championships. Based on this research, the optimal schedule of events can be created so that every session suits particular conditions. At Khalifa Stadium, the temperatures can then be regulated to create the perfect conditions for each session accordingly. This will mean that every event is held in the perfect condition for the athletes to have peak performances and to break records! It has also been shown that hot ambient conditions might allow athletes to benefit from a reduced warm-up. A warm environment means a much shorter period of exercise is required to increase metabolism and warm-up muscles to optimal levels. This in turn means that athletes can begin competition less fatigued, putting them in better condition for peak performance. At Doha 2017, Athletes can then benefit from a shorter warm-up combined with a stadium that is set to the optimal temperature for their specific event. Again, the perfect conditions can be created for the breaking of records in all disciplines. Athletes competing in medium to long duration track events, i.e. from 400m to 10,000m, will enjoy additional benefits. Research studies show that warm climate produces a positive acclimatisation effect

on endurance performance. This is achieved by conducting pre-event conditioning training in a warm climate such as Doha’s. The effect of this warm environment acclimatsation is to increase the plasma volume in the body, enhancing endurance performance. Aspetar’s research showed that six days of acclimatisation are sufficient to improve performance, even in a thermo-neutral environment (Buchheit, et al., 2011). By coming to Doha one or two weeks before the Championships and then racing in a stadium that is temperature regulated at the optimum temperature, the perfect setting can be created for the breaking of world records. For long duration road race events, i.e. marathon, 20km walk and 50km walk, experience from other international events (e.g. Hawaii triathlon) have shown that with the correct acclimatisation, hydration and nutrition, athletes can achieve peak performance in warm climates relative to cooler ones. The ability, therefore, for Doha 2017 to regulated the temperatures during the World Championships creates, for the first time ever, the perfect conditions for athletes’ peak performance at an Athletics World Championships. Such solutions will be developed and can be used in other countries around the world contributing to many more opportunities for optimal performance conditions to be created at future World Championships. Climate will no longer be a barrier for Athletics.

Sustainable CHAMPIONSHIPS The technology used to regulate the temperature in the stadium also contributes to the sustainability of the Championships. The stadium’s solar panels will operate year round, continuously exporting electricity to the national grid. On event days, the higher electrical demand will bring electricity back into the stadium, and together with the generators that use biofuels, will provide power for both technical and general use. The amount of electricity generated in this way from the sun exceeds the amount of electricity imported for events over the year, making the stadium zero carbon, contributing to environmentally sustainable Championships. This will be one of the man factors contributing to a sustainable and green World Championships in Doha. A commitment in all areas will be made to ensure that the Championships are a green event. Innovative new methods will be used in all areas including for example communication (less paper used), transportation (efficient methods) and waste disposal (recycling programmes). Doha 2017 will ensure the latest standards are met in this area but also that new innovative approaches are developed.

Stadium – finding synergy between Athletics and Football Athletics needs to have stadiums in order to host competitions in both new and more traditional markets. The IAAF, therefore, needs to ensure that Athletics facilities continue to be a priority in stadiums around the world. As new stadiums are built or old stadiums are renovated, a synergy needs to be found to combine the requirements or Football and Athletics so that both can happily co-exist.

As Qatar develops new stadiums in preparation for the 2022 World Cup in Football, Doha 2017 will work with the architects and engineers, as well as with the Organising Committee to develop solutions and synergies between the two sports. Doha 2017 will investigate how optimal conditions can be met for both sports in a stadium – for example testing concepts such as lowering the pitch so that temporary seating can be placed around the pitch that can be removed during Athletics meets. Other areas such as finding solutions to ensure that permanent lighting and equipment that is optimal for both sports can be integrated in stadium design around the world will also be the focus. The Qatar Olympic Committee engineering department has been involved in multiple stadium development projects abroad where it has assisted in the construction and development of stadium in underdeveloped areas. These projects showcase Qatar’s commitment and ability to assist other countries in finding solutions to their stadium needs. For example, the Qatar Olympic Committee has been involved in, among others, the following projects: • Asmara Stadium in Eritrea: Qatar supported the renovation of the existing stadium, including an upgrade of the Athletics track in the stadium. • Doha Sports City at Sakhneen, Palestine: Qatar supported the development of a multi-sports complex. • Touzer Main Stadium in Tunis: Qatar supported the renovation of the main stadium, including the Athletics track. Qatar is dedicated to the development of Athletics on a national, regional and international level. There is also a commitment to football in the region in preparation for the 2022 World Cup. Doha 2017 is therefore in an optimal position to work on finding solutions for how Athletics and Football can find synergies that will ensure that they both flourish in stadiums around the world in the future. Today, Khalifa stadium is fully equipped and ready to host the 2017 IAAF World Championships. It will however be renovated prior to 2017 ensuring that it is ready to host both the IAAF World Championships and the 2022 World Cup. The stadium will keep its track following 2017.

Overcoming mental barriers It is not only technical barriers that are blocking the future growth and development of Athletics in new regions, but also mental barriers. Misperceptions and stereotypes of many regions around the world are blocking the expansion of the sport. Over the past decade or so, Qatar has been working hard at changing the misperceptions and stereotypes that exist in and about its country. This is why Doha 2017 is the right partner to work together with the IAAF to find solutions of how to overcome the mental barriers in other regions of the world.

Athletics Tradition – development at all levels Athletics is very strong in certain markets in the world, but in others, a tradition for the sport does not exist. It is often believed that if a tradition does not exist for the sport in a country it will take many decades and major investment to develop one. Thus, a lack of Athletics tradition in a country becomes a barrier for investing in developing one. In Qatar, a tradition for the sport has developed rapidly through a consistent focus on grassroots development through school programmes and elite level training opportunities. Both Qatari men and women are being provided the opportunity to engage in Athletics and future heroes are being prepared. As Qatar continues to invest in further developing Athletics, Doha 2017, in partnership with the IAAF, can help other countries to develop the sport in a similar way. By expanding some of the very successful Qatari programmes throughout the region, as well as developing new programmes that can be replicated by other Member Federations, Athletics will be able to grow rapidly in places that previously had no Athletics tradition. The 450 million plus people living in the Gulf region and West Asia – a majority of who are under 25 years old – will also provide a fantastic platform for a dramatic expansion of the popularity of Athletics and the development of a new tradition for the sport moving forward.

Grassroots development The success of the Qatar Olympic Committee’s Schools Olympic Programme, Qatar’s strong commitment to health and education and the success of the IAAF Kids’ Athletics programme ensures that working together – Doha 2017 and the IAAF – can reach out to the young generation throughout the Middle East.

Qatar has already seen thousands of its youth introduced to Athletics through two highly successful programmes – Kids Athletics‘ and the Schools Olympic Programme. Kids Athletics began in 2003, with the QAAF working in cooperation with schools across Qatar to provide a structured introduction to Athletics within normal class time. 1,350 students in 45 schools took part in the first year and this had expanded to 3,200 students in 80 schools by 2007. This huge success led the Qatar Olympic Committee to take over the programme and dramatically expand it, renaming it the ‘Schools Olympic Programme’. While other sports were introduced, Athletics remained the heart and soul of the programme. Promoted under specific slogan’s every year (2011: Sport & Family, 2010: Sport & Culture, 2009: Sport & Environment and 2008: Sport for Health), the driving philosophy is to educate children to develop and maintain a healthy lifestyle by engaging them in sport. It also aims to develop more socially aware and responsible young people, with events for athletes with special needs integrated into the main competition programme, and in 2011 special activities on environmental awareness were also included. With focused effort and huge enthusiasm from the QAAF, the Qatar Olympic Committee, the schools and the students, 17,492 students took part over the five months of the 2010/2011 Schools Olympic Programme. The culmination of the programme each year is three days of finals competitions held in Qatar’s world-leading indoor sports facility at Aspire Dome. This year over 2,400 of the country’s best young athletes – including those with special needs – descended on Aspire Dome to compete for the winners’ medals. Qatar’s Schools Olympic Programme has received both regional and international recognition for its rapid achievements in expanding Athletics participation. It is already a beacon for Athletics development across the Middle East and Doha 2017 will provide the perfect springboard for expanding the programme throughout the region. Developing young talents Qatar is also committed to the development of young, promising, home-grown Qatari stars. A structure development programme has been developed combining the best of Qatari sport facilities, coaches and development programmes. With recent medal results in both the Youth Olympic Games and the IAAF Junior World Championships it can be expected that Qatar will be competing for medals at the 2017 IAAF World Championships.

With increasing participation on all levels from local, Arab, GCC, Asian and international level, including representation at the 2010 Youth Olympic Games, native Qatari’s are demonstrating success and an increasing passion for Athletics competitions. Women development is also a priority and many young women athletes are already showing tremendous results signifying that the future stars of Athletics in Qatar will represent both genders. A specific training programme for the development of young female Qatari stars has been developed and demonstrates increasing results in women participation in Athletics throughout Qatar. The goals of the programme are to promote the sport of Athletics for girls and raise the level of performance on all levels of competition. In order to reach these goals, there is a concentrated effort in Qatar to provide suitable training environments and qualified coaches and courses. The programme, that visits schools throughout Qatar, has had increasing results as shown in the graphs below. Fan Culture – celebrating Athletics together For many countries, especially in the Middle East, hosting major international sports events is a fairly new initiative. As the region starts to showcase itself on the international stage, it has become apparent that there are many misperceptions as to the local fan culture. Qatar has worked hard to demonstrate that it has a fan culture where people come together on the streets to celebrate and have fun with other nationals but also integrating easily and happily with visitors from around the world. Doha 2017 will ensure that the atmosphere surrounding the World Championships will be fantastic and that each and every person that visits Doha will be able to celebrate and enjoy themselves in a comfortable and relaxing way. A fan area will be developed in Aspire Park that will provide the platform for fun and entertainment. Together with the IAAF, Doha 2017 will break down the misperceptions that exist about the region and its fan culture. This will allow for other countries in the region to put themselves forward to host events in the future not having to overcome any cultural barriers or misperceptions.

Para-sport – Athletics for all In May 2011, the IAAF and the International Paralympic Committee (IPC) signed a Memorandum of Understanding to further develop the sport of Athletics, both for able-bodied athletes and athletes with disability. The Qatar Olympic Committee, the Qatar Association of Athletics Federation and Doha 2017 fully support this MoU. Doha 2017 therefore has expressed an interest in hosting the IPC World Championships in Athletics directly following the 2017 IAAF World Championships. The letter expressing this interest to the IPC can be found at the end of this chapter.

An investment in the integration of para-sport and disabled persons has been made in Qatar. As such, the Qatar Paralympic Committee and the Qatar Olympic Committee have developed school programmes promoting the integration of para-sports. For example, the two organisations cohost an annual sport festival that has over 200 participants. The festival attracts a great number of students and spectators to encourage the athletes. This event is supported by many leading educational and social institutions from Doha and showcases the integration of para-sport in the community. The upcoming 2011 Arab Games hosted in Doha will include para-athletics competitions. In order for Athletics, both able-bodied and athletes with disabilities, to develop further in the region, the acceptance and support of parasport throughout the region needs to be further developed. As Qatar has already taken steps towards this integration and changing the societal perception of people with disabilities, Doha 2017 is the right partner to further stimulate a change of perception throughout the region and around the world. Doha 2017 is the right partner to support the IPC and IAAF in implementing their plan to encourage the worldwide growth of Athletics for para-athletes and the Paralympic Movement through an on-going awareness campaign targeting IAAF Member Federations.
