A  hundred  pairs  of  hands  stretched  across  the  sand  at  low  tide  on  Ngarunui  Beach  last  Saturday,  making  a  silent  but  powerful  statement  against  offshore  drilling  along  our  coast.

The  local  KASM  and  Greenpeace  supporters  were  one  of  six  protest  groups  around  the  country  who  joined  Saturday’s  global  demonstration  Hands  Across  the  Sands  â€“  a  movement  which  spread  soon  after  BP’s  disastrous  oil  spill  in  the  Gulf  of  Mexico  two  years  ago. “It’s  such  an  important  issue,â€?  said  longtime  Raglan  resident  Cynthia  Tucker,  one  of  the  many  to  add  her  support  to  a  cause  which  protest  organisers  point  out  has  huge  relevance  locally.   For  Raglan  people  it’s  the  â€œtwin  threatsâ€?  of  strip  mining  the  seabed  and  deep-­sea  oil  drilling  in  New  Zealand  waters,  KASM’s  Phil  McCabe  reminded  those  at  the  beach  on  Saturday  afternoon.  He  warned  of  the  â€œbig,  greedy  eyesâ€?  of  Trans-­Tasman  Resources,  a  Wellington-­ based  mining  company  which  has  extensive  foreign  shareholding  and  exclusive  rights  to  minerals  in  an  area  covering  10,000  square  kilometres  of  our  seabed. $OWKRXJK WKH FRPSDQ\ÂśV ÂżUVW application  is  for  an  area  not  directly  off  Raglan’s  coast,  Phil  earlier  called  it  a  â€œprecedent-­settingâ€?  case  which  if  the  permit  is  granted  would  make  things  much  easier  for  subsequent  applications  both  by  TTR  â€“  which  wants  to  extract  four  billion  tonnes  of  concentrated  iron  ore  from  South  Taranaki  to  the  Kaipara  Harbour  â€“  and  other  foreign-­owned  mining  companies  which  have  rights  over  huge  areas  of  New  Zealand  waters. Back  in  March  this  year  200  locals  turned  out  to  join  KASM’s  silent  protest  on  the  one-­way  Raglan  West  bridge,  directed  at  TTR’s  visiting  representative  Andrew  Sommerville. “KASM  is  going  to  need  your  help  (again),â€?  Phil  told  Saturday’s  protest.  â€œWe  need  really  loud,  broad  spectrum  opposition  to  this  proposal  or  it’ll  happen.â€?      Edith  Symes

Ironically  the  takeaways  came  from  the  restaurant  across  the  road,  as  Raglan  Seafoods  has  yet  to  re-­ HVWDEOLVK OHW DORQH ÂżQDOO\ VLJQ on  the  dotted  line  as  anchor  tenant  after  its  premises  went  up  in  smoke  along  with  everything  else  in  the  spectacular  April  2010  blaze  that  razed  the  1920s  wharf  building. But  this  was  an  occasion  for  celebration  and  Mr  Sanson  thanked  everybody  from  Raglan  Community  Board  and  the  local  Coastguard  to  the  business  community  and  the  mana  whenua  of  Whaingaroa  for  their  support  in  getting  the  wharf  up  and  running  again.  The  big-­ticket  Waikato  District  Council  project  comes  at  a  total  cost  of  DOPRVW PLOOLRQ D ÂżJXUH which  includes  structural  reinforcement  of  the  old  concrete  piles  of  the  wharf  itself. Cr  Baddeley  emphasised  at  the  opening  that  the  wharf  was  DERXW PRUH WKDQ ÂżVK DQG FKLSV and  that  all  the  commercial  activity  there  was  important  to  the  town. He  told  of  his  own  â€œclose  connection  with  this  wharfâ€?  and  about  his  early  working  life  as  a  storeman  there  in  the  â€˜70s  when  cement  ships  ZRXOG RIĂ€RDG WKHLU FDUJRV DW the  Golden  Bay  silos. In  particular  he  recalled  the  day  his  car  wouldn’t  start  and  he  had  to  run  to  work  and  then  race  up  the  tallest  silo’s  internal  staircase  to  change  the  safety  valve  after  the  high Â

/DVW 6XQGD\ DV RQ HYHU\ ÂżUVW 6XQGD\ of  the  month,  it  became  cluttered  upstairs  and  down  with  a  core  group  of  potters  and  painters  sharing  ideas,  inspiration  and  lunch  and  who  every  so  often  also  come  together  here  for  exhibitions  and  summer  schools.  It’s  Mountain  Dreaming  Arts  Workshop  and  the  home-­cum-­studio  too  of  Susan  Flight,  an  artist  and  tutor  who  six  years  ago  returned  from  living  in  Queensland  with  a  dream  to  create  a  place  where  people  â€œcould  do  artwork  and  be  creativeâ€?.  Susan  does  fairly  structured  teaching  as  well  as  have  a  good  time  during  the  full-­ on  Sunday  workshops.  It’s  â€œso  wonderfulâ€?,  she  enthuses,  to  have  other  people  to  share  art  with.  And  at  75  years  young,  she  insists  artists  don’t  retire  â€“  â€œthey  just  get  wrinklesâ€?. Susan’s  been  every  kind  of  artist  from  drawer  and  painter  to  printmaker  and  WH[WLOH ZRUNHU Âł, VXSSRUWHG ÂżYH FKLOGUHQ with  textile  artistry,â€?  proudly  proclaims  the  grandmother  of  10. These  days  she’s  a  clay  artist  with  more  than  a  touch  of  fantasy  to  her  creations  which  occupy  shelves,  dressers  and  tables  throughout  the  one-­time  shearing  shed  in  Waimaunga  Road  on  the  foothills  of  Mt  Karioi. The  stereotypical  red  shed  has  retained  its  rustic  appeal  in  the  makeover,  with  old  pens  and  a  sheep  race  still  visible.  â€œI  worked  at  keeping  it  shed-­like,â€?  says  Susan. It’s  been  gutted  and  rebuilt  with  secondhand  materials  from  the  dump  and  a  donated  kitchen.  Susan  sleeps  in  the  large  open-­plan  space,  surrounded  by  art  and  craft,  and  relishes  the  expansive  environment  outside  her  own  doors  and  windows.  â€œI  like  space,â€?  she  admits. That  core  group  of  nine  are  now  gearing  up  for  another  exhibition,  their  third  in  six  years.   It’s  entitled  â€˜Milestones  â€“  Journeys  in  Clay’  and  is  set  to  open  in  late  October. Then  there’s  the  annual  summer  school  to  look  forward  to,  which  in  January  this  year  saw  students  construct  an  outside  sandcastle  kiln  which  became  a  fairytale  Ă€DPH FDVWOH ZKHQ LJQLWHG DQG LV QRZ slowly  â€œdissolvingâ€?  away. Next  January’s  school  will  focus  on  clay  and  glass  art,  Susan  says,  when  once  again  the  shed-­cum-­studio  will  be  opened  to  the  great  outdoors,  a  marquee  erected  on  the  lawn  and  three  tutors  with  up  to  25  students  between  them  will  work  simultaneously  on  art  for  art’s  sake. Food waste collection trial kicks off A  trial  collection  of  food  waste  for  100  households  in  Raglan  has  been  launched  this  week  by  Waikato  District  Council  contractor  Xtreme  Waste. The  Raglan  households  in  the  trial  will  have  a  separate  bin  for  food  waste  such  as  meat,  dairy  and  vegetable  scraps,  which  will  be  processed  at  the  Raglan  Recycle  Centre  and  Transfer  Station  using  composting  and  worm-­farming  systems.  This  will  create  a  rich  garden  fertiliser  which  is  expected  to  be  available  for  sale  to  the  public  later  this  year. “We’re  encouraging  the  Raglan Â

Residents present case for change Last  week  Waikato  District  Council  (WDC)  heard  5  residents  of  Whaingaroa  tell  them  that,  if  they’re  going  to  expand  the  area  covered  by  Raglan  Community  Board  (RCB),  then  it  should  include  Te  Uku,  Te  Mata  and  all  of  the  Waitetuna  and  Cogswell  Valley  areas.  As  part  of  its  6  yearly  Representation  Review  WDC  had  proposed  an  extension  of  the  RCB  area,  but  excluding  those  centres. Whaingaroa  Environmental  Defence  (WED)  said  that  there  should  also  be  separate  representation  on  RCB  for  the  town  and  country  areas.  WED  drew  attention  to  Thames  Coromandel,  where  council  is  delegating  most  of  its  powers  to  community  boards  as  has  been  done  in  Southland  and  other  areas Â

for  some  time.  Functions  delegated  elsewhere  include  Sewage,  Reserves,  /LEUDULHV $LUÂżHOGV &HPHWHULHV Transport,  Strategic  Planning,  Economic  Development  and  Bylaws.  WED  believes  that  this  will  be  more  democratic  and  waste  fewer  rates. Mayor  Allan  Sanson  questioned  whether  community  board  areas  could  be  divided  with  members  representing  VSHFLÂżF DUHDV &KLHI ([HFXWLYH *DYLQ Ion  assured  him  that  was  provided  for  in  the  Local  Government  Act.  Newcastle  Ward  councillor,  Noel  Smith,  said  he’d  spoken  to  local  iwi  who  welcomed  the  inclusion  of  Waitetuna  in  his  ward,  rather  than  Raglan  ward. Council  will  publicise  its  decisions  on  the  submissions  on  9  August  and  appeals  to  the  Local  Government  Commission  can  be  made  by  10  September.      John  Lawson

On  Monday  the  6th  of  August  2012  the  covers  were  pulled  off  the  new  Raglan  Wharf  building.  7KH EXLOGLQJ ZDV RIÂżFLDOO\ opened  by  the  Waikato  District  Council.  This  represents  the  successful  completion  of  rebuilding  after  the  original  historic  wharf  EXLOGLQJ FDXJKW ÂżUH DQG EXUQW down  in  the  morning  of  April  13,  2010.  The  focus  now  moves  from  project  delivery  to  securing  suitable  tenants  for  the  completed  building.  Vaughan  Heslop,  a  specialist  commercial  property  agent  with  Lodge  real  estate,  will  handle  the  marketing  of  the  building  for  lease.  Talking  about  the  building  Vaughan  commented,  â€œI  think  it  is  fantastic  that  the  rebuild  has  been  topical  amongst  members  of  the  community. 2. Extend the Ngaruawahia Ward boundary to incorporate Waikeri Marae. Decision Having considered all of the submissions the Council resolved to adopt its initial proposal as the Council’s final proposal, subject to the following amendment: The existing Raglan Ward boundary is extended to incorporate the area along the Raglan deviation. The Council considers that the boundary changes are appropriate for the following reasons: t The revised Raglan Ward boundary better reflects the communities of interest for surrounding areas with Raglan. t Inclusion of the Raglan deviation in the Raglan Ward is a physical barrier that better defines the area. The Council rejected the other matters raised in submissions for the following reasons:

Raglan Community Board Boundary t The council considered that extending the Raglan Community Board boundary would dilute the role of the Ward Councillor in the rural area and that the concerns of submitters were best dealt with outside the representation review process (through a review of delegations, for example).

Onewhero-Tuakau Community Board t The council did not support extending the community board boundary as the submitter did not provide evidence that residents in the area support this approach. The council received no submissions from residents in the area on this matter. t Amalgamate the Existing Onewhero and Awaroa ki Tuakau Wards t The council considered that the Waikato River was a logical geographical boundary that separated the two areas. t Amalgamating the two existing wards would require re-drafting of the remaining ward structure and this has not been consulted on with the public. Incorporate Port Waikato in the Awaroa ki Tuakau Ward t The council considered that the Waikato River was a logical geographical boundary that separated Port Waikato from the Awaroa ki Tuakau Ward. t The proposed change did not comply with the fair representation requirements of the Local Electoral Act. Additional Council Representation t Most submissions did not support additional Council representation. t The council did not support Councillors being elected at large as this was supported by only one submitter. Reduction in Council Representation t Only one submission proposed a reduction in the number of councillors outlined in the initial proposal. This submission did not provide evidence to convince the council this would result in better representation for the community. The vast size of the district and the range of options previously considered convinced the council to retain the same number of councillors as the initial proposal. Proposal for fewer wards with multiple Councillors t The nature of the District is such that the council was unable to identify an option that addressed communities of interest, fair representation for the rural community and effective representation for all within a smaller number of wards. Appeals and objections Any person who made a submission on the Council’s initial proposal may lodge an appeal against the Council’s decision. An appeal must relate to the matters raised in that person’s submission. Any person who objects to the final proposal may lodge an objection to the Council’s final proposal. Any objection must identify the matters to which the objection relates. Appeals and objections must be made in writing.
