As we head into the summer months we are faced with many challenges, including the possibility of more car thefts and burglaries. There were some ideas mentioned in the meeting about how the community can get involved, but from your perspective and in your opinion: What challenges have you noticed? What are some creative ways that we can monitor this problem to keep each other and our visitors to Whaingaroa safe?

Geoff: The police do a great job in Raglan and are a terrific example of community policing in action. Also mention must go to the Raglan Night Owls and the Maori Wardens for there efforts and maybe we should try to better fund these two organisations on a community level. Policing is a joint community effort and we must all roll up our sleeves and support those who are involved in it as it can be a thank less task. Like all towns Raglan has its fair share of problems but I suggest most would be alcohol related and a tighter control and more education may help reduce social problems and disorder in town. Ro: Responsibility seems to be required by parents to know where and what their young people are doing. Provide for entertainment, involvement in sport and healthy activities to keep young minds and bodies active and engaged. Responsilbilty of neighbours to look out for each others property, welfare and lend a hand when needed. Make sure that possible offenders are aware of the consequences of criminal actions. Teach respect, morals and ethics. It starts in the home. Eve: This is a hard one. I’m not sure about any ‘creative’ ideas but I just think keeping a good eye out for any dodgy looking scenarios etc. Have each others backs.

Kelly: Police are good, but I would prefer to improve the situation by looking to the root cause. I feel one of the biggest things is leading by example. It’s up to the community to portray what behaviour is and isn’t acceptable. Practise kindness and patience (much needed over that summer period), support each other and enjoy the sunshine. Alcohol is the major contributing factor, so maybe hand someone a glass of water if they look like they need it.

John: West Waikato crime statistics show 4,608 crimes in the last year, of which property crimes were 3,435. West Waikato Inspector Chris Page said a 9.7% increase was largely due to thefts around Huntly. Huntly West unemployment was 23.8% at the 2013 census. In Raglan and the rest of the district it was 6.9%. Unemployment is rising. From 2009 to 2014 average incomes of the poorest fifth rose by $200, but the richest fifth by $5,700. About 40 studies have linked inequal- http://ww ity with up to a five-fold difference in murder rates, across many countries. A national solution is needed. Weather Map

Bill Neal shows off the brand that’s riding a wave of success.

L

ife really is sweet as for Raglan popcorn-maker Bill Neal.

Five years on from setting up business at his Wainui Road home, in a basement that once housed a couple of horses, he’s now basking in the success of being named one of the top five businesses – from a field of 200 major players – in a category of this month’s Deloitte Rising Star Awards. And with the business having long outgrown the basement, he’s looking forward to opening his third Hamilton popcorn factory in just a couple more weeks. “It’s going crazy,” he says of his ‘Sweet As’ brand of kettle corn which quickly went from being sold on Saturdays at Frankton Market and through several stores in Raglan to being stocked in supermarkets nationwide – then on to international success with exports to Australia, Asia and America. Come February or March next year Bill’s also moving into franchising, much he says like the ‘Cookie Time’ brand which has been an iconic Kiwi company for 30-odd years. Keeping it Kiwi – from growing the sweetcorn to staffing the business – is hugely important to “American Bill”, as he was first known around Raglan when surfing here back 14 years ago. Now he’s just called “the popcorn guy” whose product proudly claims it’s both NZ grown and established in Raglan.

GOD IS REAL! HERE’S MY STORY

“I’m the only one (in the business) who’s not a Kiwi,” he reckons, although that’s about to be rectified as 59-year-old Bill is soon to become a New Zealand citizen. Bill believes he’s giving back to the Kiwis who supported him through a back injury which forced him to put his local excavation business on hold and consider other options. “ACC saved my life,” he says of a health system that’s not available in America. He’s now employing ACC interns himself in the factories and at the office, he adds, as a means of repaying that debt of gratitude. While making ‘Sweet As’ popcorn began as a one-man operation, Bill now has more than 40 staff involved and says others are soon to come on board. “It’s real exciting but very challenging to run that many people,” he told the Chronicle last week. Bill calls himself the company director, referring light-heartedly to six-yearold son Ryan as the vice president. Ryan apparently uttered the single word “popcorn” when the pair of them were looking for something else to do. “He comes in and packages,” says Bill. “It’s neat to see him involved.” Bill says he has a great management team behind his sweet success, and that it’s a pleasure to go to work like never before. He’s also grateful for the support of locals like artist Tracy Brechelt who designs the

logos and Raglan Roast which carries the brand. He’s gone from popping corn at home – using a large cauldron-style cooker or kettle to turn out 35 bags per hour of the stuff – to a current production of about 500 bags per hour. There are now five flavours on the market, both sweet and savoury, and bags of coconut-flavoured corn will be launched on January 1. “Coconut’s the hot deal right now, everyone’s going for it.” The company already produces coconut popcorn bars and they’re a hit, he says ahead of a trip to present them to the American market. Bill believes he’s been lucky finding his way into a niche market, but was mortgaged to the hilt to make it happen. “It was scary for a while,” he admits. He does no advertising, relying on people simply tasting and talking. “Word of mouth by Kiwis is phenomenal.” ‘Sweet As’ is sold in more than 1000 stores nationwide – including BP, Mobil and Z service stations – and has also found its way into 350 schools, as a healthier dairy and gluten-free alternative to potato chips. And Bill reckons he still gets time to surf. “I love Raglan, it’s a great place to think,” he adds. Edith Symes

I grew up going to church but stopped going after my parents divorced when I was 11yrs old. I had an awareness of God all my life but never knew him as a loving heavenly father. Instead I considered him as grumpy and distant - a bit like my dad was. So I looked after myself and strived to do well; graduating University and scoring my dream job, aspiring to be married and start a family, own my own home and run a business on the side. In my mid 20’s I felt like life was going well towards achieving those goals but at the same time life felt unfulfilled and a bit depressing. It was at this point that I started to pay attention to God and began to realise that He has always been close and has always loved me, contradicting what I thought I knew about Him. My relationship with God through Jesus is my most valuable and precious achievement -

one which I did not have to earn but was freely offered by a loving heavenly Father and Lord Saviour. When I first turned to God, someone handed me a little verse and I kept it on my dressing table. At 29yrs, my goals began to dissolve. My 5 year relationship broke up 1 month out from our wedding day, we sold our property and stopped our business. I felt like I was entering my 30’s and past by ‘best before date’. Many times over the following years I read that verse and felt God speaking His unfailing love into my aching heart. “For I know the plans I have for you” says the Lord. “They are plans for good and not for disaster, to give you a future and a hope. I am now married to Ed, we have 2 boys, are building our first home and are growing a business. Yet with God, the best is yet to come. Marion Wright

The council applied to the High Court to have the couple’s lease terminated after they failed to maintain and repair the hot springs facility over time. Following the court hearing in August, Justice Christian Whata recently released his decision, giving the couple a list of repairs to complete over the next three months. The issue has been dragging on for some

time, with the council identifying health and safety issues at the springs in a 2013 report and then barricading off most of the pool facilities. A November 2013 council inspection discovered, among other concerns, that the geothermal water was not being chlorinated, exposing bathers to the dangerous Nagleria Fowleri organism, which can cause amoebic meningitis. The water was also rising to the potentially scalding temperature of 56 degrees. The land at Waingaro Hot Springs is owned by the council but for the past 22 years it has been leased to the Singhs, who own the buildings and facilities on the site. During their time at the springs, the couple have had two drownings, breached

advertising standards by using old footage of the facility, lost their PoolSafe accreditation in 2012 and failed to keep up with required mainenance. In his decision, Justice Whata found the Singhs guilty of multiple breaches but also accused the council of being unhelpful, saying the council should have been more active in bringing their concerns to the Singhs’ attention. “The conduct of the council has not been exemplary...the council took blunderbuss approach to the non-compliances and some of the items were not essential,” he said. “The Singhs have however taken significant steps to remedy their breach, even though as I have said they should have completed the requisite repairs by the time of the hearing. They have expended more than $450,000 to comply with the notice of cancellation.” He directed the Singhs to make repairs to the unit motel block, reception kiosk, spa pools, hydroslide pump room, pool filter enclosure and timber steps within 90 days and get their ACC Poolsafe Accreditation. The Singhs’ lawyer, David Taylor, alleged the breaches were not deliberate and the delay in getting work done was due to a lack of clarity as to what was necessary and council blocking applications for building consent and certificate of compliance. Council chief executive Gavin Ion said its focus was the health and safety of the community “as we’re responsible for ensuring any facilities operating in our district, either private entities or councilowned, are maintained to a high standard and meet the necessary health and safety requirements”. Early Childhood Specialist in Timor-Leste his week the Chronicle caught T up with Justine Davies who is currently living in Timore-Leste working as an Early Childhood Specialist. We asked Justine about her experiences so far:

Where are you currently living? I’m currently living in Dili, the capital of Timor-Leste with about 234,000 other people. What are you doing there? Having a great time. I applied for a job via the ‘Ethical Jobs’ website, did a skype interview and got on a plane. My official title is ‘Early Childhood Specialist’. The job I applied for was to implement a parenting project. The project was cancelled before it began (six months after I arrived). Living in Timor is a lesson in patience. I work in a preschool attached to a peace centre named Ba Futuru (which translates as, ‘for the future’) alongside six Timorese teachers. I teach four and five year olds in the mornings and in the afternoons I train the teachers. How did this come about? I lost my mind and wanted a year of the unknown. Also I wanted to share the wonderful experiences and knowledge I gained at Raglan Childcare over about twelve years. I wanted to work in parent education. What are you enjoying about the experience? Sipping coconuts. I’m a text message away from organising a boat to a remote tropical island. I can jump in the car and

Justine with her classroom of Timorese children. tour beautiful untouched mountain country. The Timorese people are very gentle, caring and happy. I live close to the beach and it’s 30 degrees every day. There is a small expat community here, it’s a very social lifestyle and I never know what to expect from each day. I am enjoying learning a new language and being involved in early childhood education in Timor. When I’m in a meeting with the Ministry of Education, putting in my two cents about minimum standards for early childhood education I want to pinch myself. What is challenging ? For me the pollution is the most challenging aspect of living here. Everyone is constantly covered in dust. Open sewers

full of plastic bottles and rubbish line the streets. People here splash the sewer water onto the road to get rid of the dust and then everyone breathes it in as it evaporates. The streets smell of burning rubbish (plastic). Also I am just recovering from dengue fever (transmitted by mosquitos not as bad as it sounds) and I miss my 17 year old daughter terribly. What do you miss about Raglan? I miss living in a place where people live consciously in their environment…I miss clean, fresh air. Any plans to come back? My job finishes at the end of the year and after a Bali holiday I plan to come back for a Raglan summer!

Community health hub gathers momentum

Artist impression of the proposed community health hub.

T

he West Coast Health Charitable Trust (WCHCT) is hoping to buy the land for its visionary communityowned health hub over the next few months, as ongoing fundraising continues. About a year down the track, the trust has raised about $860,000 in pledges, mostly in grants and sponsorship from community and health organisations such as the Lions and

Midland Health Network, says trustee Fiona Edwards. The Raglan Community Trust, which used to own the Raglan Trust Hospital, has given some of that money as a partner in the joint venture. “It’s going to be a big project for Raglan, and it’s going to take time,” Fiona says. The WCHCT hopes to have raised another million dollars by this time next year so it can start earthworks at the site, which is almost

opposite the current West Coast Health Clinic location in Wallis Street. An anticipated $3 million is required for the venture, which aims to build a dedicated health centre to ensure long-term affordable health care stays in Raglan. The trust hoped to start building by the end of next year. “It’s going to be a big effort to raise $3 million,” Fiona says. “We definitely need the community’s help.” The trust plans to approach larger

businesses and organisations to ask for help with products or services for the project as well. “We will be knocking on many doors,” Fiona says. The WCHCT is also planning a big fundraising and awareness campaign at Labour Weekend in Raglan, with raffles and information available. Plans have been drawn up for a 478-square metre medical hub to house doctors, nurses, health specialists, a councillor, a pharmacy, rooms for community health groups and health resources. It will also have a treatment area, two critical care beds with an access bay for an ambulance, an isolation area, administration rooms, a reception area, a large waiting room and a 17-car parking area. Fiona says the West Coast Health Clinic, which has outgrown its current premises, will move to the new centre once it’s built as a lease. Other health organisations are expected to join the clinic there, while the existing clinic premises may be filled with other health providers, in line with the vision of a health hub. Rachel Benn

Long standing Raglan property goes on market sounds of the Kereru, Tui, Bell Bird, Shining Cuckoo, Morepark and more. Even a penguin showed up one day to share their space. You’ll come across plenty of geko and weta as well on your way down to the beach. Ross and Wanda have taken special care of the land to ensure these native birds and insects feel right at home, where they belong. “You become a part of the bush there. The landscape shapes you and nourishes all of your senses,” said Wanda. “The neighbours are awesome. It’s a simple and tranquil life.” Ross metioned. The the property and private beach access situated so close to the Manu Bay boat ramp, has allowed their family to enjoy years of fishing, and of course, the quick access to the surf. The property is the perfect place for a family, even two families could occupy the

two sepearte spaces. It is comfortable and spacious, with the big yard, outdoor fire pit, small private walking tracks through the bush, organic gardens and much more. And the ample covered deck space is the perfect place to watch the sunset into the sea, day after day. For Ross and Wanda, it’s time to bid farewell to their cherished space. They hope to pass it on to someone with similar conservation values, who will take full advatange of the beautiful land they have called home for so many years. The property will be up for auction on Saturday, 14 November, 2015 at 1pm. For more information about the property, contact Julie Hanna at Ray White Raglan, 07 825 8669 or julie.hanna@raywhite.com. road was still gravel and you had to cross two one-lane bridges to get to Manu Bay. When they first found the property, they knew they had stumbled upon a piece of paradise. With its private beach access, and a quick hop and a skip over the rocks to the Manu Bay break, they quickly settled into their new found serenity. In those days, people didn’t realise what Raglan had. It was all about the east coast back then and Raglan was considered apart of the untamed ‘wild west’. For Ross and Wanda, they knew they had happened across something truly unique. Since taking on the property, they have added a second cottage and have built

up multiple sheds. Even Ross’s 1946 OB Bedford Bus still sits on the property. Their kids took full advantage of the it, each taking their turn living in the eclectic space. The property spreads just over four acres of land (1.67 ha), and features five rooms across two separate dwellings and four bathrooms, two of which are situated outside in the bush itself. Over the years Ross and Wanda have welcomed friends, family and strangers (via Air Bnb) into their little piece of paradise. Even the likes of Midge Marsden and Dave McCartney have taken advantage of the magic found within the bush, taking their instruments out for a practice, lighting up the hill with their music. Don’t discount mother nature when it comes to beautiful sounds. The bush on the property is full and flourishing with the

You might also be drawn to visit Jeanette at her stand within the expo where she works with individuals, healing and guiding. This weekend 60 natural health professionals present their products and services. “It’s a great opportunity to discuss your health needs with a variety of practitioners without the obligation of an appointment”, says organiser Claire Jensen. “The natural health field is evolving and developing so fast, every year there is something new and different.” You can try some massage, explore new pain relief technology, experience new, pure essential oils. Many opportunities are being presented to relieve stress, abdominal pain, learn about meditation and much more. Explore, experience and enjoy. The Natural Health Expo has been a successful event in Hamilton for 19 years. Come and join us. Take your time. There’s no bustle, plan to stay all day. See the website www.naturalhealthexpo. co.nz for details regarding exhibitors and hourly free seminars with knowledgeable speakers. Expo entry: $9, under 15 year olds: gold coin. Congregational Church.

It continued as a Congregational Church until 1943 when it became the first Union Church in New Zealand. The Union was between the Congregational, Presbyterian

and Methodist Churches, as it continues today. Our 120th Celebration on Saturday, 7th November, is to honour the Congregational component and we expect an excess of 100 guests. The celebration will begin at 10am with invited guest speaker Stephen Cullen. There will be a catered lunch at noon

in our hall, all attendees must RSVP to k.m.wooderson@actrix.co.nz. The celebration continues after lunch Saturday with a time of sharing the history through pictures and writings as well as personal recollections. We will finish our weekend celebration with our Sunday (8 November) Church

service at 10 am, again Stephen Cullen will be bringing the message. We are very proud of our Christian heritage in Raglan and very much want to share it with our beloved community. May God keep and bless y’all, Pastor Douglas Stephenson

It will be a time to be patient as our town expands with visitors. Members of the community recently met with Inspector Naila Hassan Area Commander Western Waikato Police and our local police to discuss police coverage of Raglan, particularly over new-years eve given community concerns raised last year. When I met with Waikato Regional Commander Bruce Bird earlier in the year he gave an undertaking that this would occur and it has, which is great. It is also important to note that the police are reliant on the public to report anything that is of concern to the community. This year there will be a far greater presents of police including the Inspector herself. Please remember there is a liquor ban in public places from 23rd December to 6th January and a total ban all year round in the CBD. If you require more information on liquor ban areas or any information on by-laws please access the waikatodistrict. govt.nz website. Council intends to notify on the 28th October 2015 the Waikato District Council Public Places By-law 2015.

This by-law covers parking, traffic control and public places, it also covers trading in public places. Submissions will be open until 30th November 2015, with hearings taking place in February 2016. It is important that ratepayers submit in this process whether you support the current by-law or want changes. As part of the long-term plan process council consulted on whether to have a late night opening of our library and council office, this will start on the Wednesday 14th October extending hours to 8pm. As part of improving our parks and reserves, you may have noticed that Warihi Park in Wallis St has been upgraded; I hope the kids enjoy it. As a constant improvement council is consulting presently on neighbourhood reserves, once again check the website or enquire at the Council office. You would also be aware that the Raglan Mountain Bike Club were successful in receiving Government funding for the development of the Ocean Trails Mountain Bike track in the pines on Wainui Reserve, this is a project that Council has supported through its wellbeing fund and I look forward to it getting underway very soon. Recently commissioners released the decision regarding

The Waikato District Council has prepared the following Plan Change to the Waikato District Plan.

Background

Background

Proposed Plan Change 8 (PC8) proposes to make approximately 24 separate minor changes to the Waikato District Plan: Waikato Section. These technical amendments predominantly consist of changes to rules and definitions necessary to enhance their clarity for interpretation and improve the efficiency of some rules for the end user by being more permissive regarding their activity status.

Proposed Plan Change 19: Election Signs – District-Wide, involves the removal of all provisions (rules and methods) regarding election signage for local body elections that are embodied in the Waikato and Franklin Sections of the Operative Waikato District Plan. It is intended that the District Plan rules will be replaced by a district wide Public Places bylaw, which is currently being developed by Council.

Details of the Plan Change can be viewed on the Council’s website www.waikatodistrict.govt/sayit or in Council offices and libraries from 17 October 2015.
