properly in the first place… need I say more? So, to prevent further expenditure to you the ratepayer I have been told, by the Council, that the signs will be removed. We will now no longer have a sign warning motorists of children walking on the road because we have no footpaths, there will be no road works sign warning of the temporary nature of the road ahead and there will be no 20kph warning of the need to reduce speed from 100kph. For clarity, the approaches to the temporary bridge are similar to the ones BMX bikers use on their jumps. In conclusion, are the Council spending your money wisely? They at least will not have to keep coming back to put signs up that should have been done properly in the first place and if someone is killed or injured due to the lack of warning signs? Well that’s another Government department’s expense, that’s the taxpayer not the ratepayer. Aren’t we fortunate to have such thoughtful people at the helm? C. Hobson.

Raglan seen as soft target for burglaries

aglan Surf Emporium was hit by burglars last Thursday in a smash-and-grab style robbery that has hit the town four times over the past three months. Fallenfront, across the road from the Surf Emporium, was a target of three of the four robberies that police believe may be linked. Owner John (JC) Clapham says Raglan is being seen as a soft target by offenders looking to quickly on-sell popular lines of street and surf clothing and other branded items. “People are asking - what can we do as a community to stop this sort of thing happening here?” JC was at the shop within minutes of the burglars leaving and says the offenders had left the scene around three-minutes after forcing their way in through the front doors. “The alarm went off at 5.50am and I was in there by 6am,” he says. “A lot of
people are saying to me - they must have just missed the burglars - but what are you going to do with a group of heavy guys with crow bars?” The offenders have stolen clothing, Rip Curl watches and an amount of cash from the till drawers. Raglan police constable, Gary Ryburn, was on-call the morning of the burglary and says CCTV footage shows two cars driving past the incident as it was happening. “They [the offenders] were really bold going in at that time of the morning,” he says. “It’s important that the community is vigilant and reports any suspicious activity. Don’t feel like you’re wasting police time; just ring 111.” The two cars used in the burglary were reported stolen from Huntly and were found abandoned back in Huntly later that afternoon with Raglan Surf Emporium till drawers, coat hangers and other items related to the incident.
“Police have strong lines of enquiry as to who the offenders are,” Ryburn says. The vehicles used in the burglary are with forensics in Hamilton undergoing examination and DNA has been found on the crow bar left behind at the shop. Although the Surf Emporium’s glass doors are made of toughened glass, the offenders have used a crow bar to pry the glass way from the frame. Ryburn says local businesses selling similar items need to look at their security measures and suggests internal roller doors and high-quality security cameras. “The incident at Soul Shoes last year was solved very quickly because their cameras were able to capture a good image of the female offender who as apprehended in Hamilton several days later.” Police are appealing for anyone with information to contact police on 07 858 6200 or anonymously at Crimestoppers on 0800 555 111. Tarot Talk

ello again from Tarot Talk - a weekly column in which I introduce a Tarot card for the week and provide a little information about it. I hope you continue to enjoy this space.
This week's card is the Four of Cups. The person shown on this card is seated on the ground, arms folded across their chest. In front of them three cups can be seen but a fourth is on offer however they are ignoring or not seeing this offer. Fours represent structure and stability and Cups represent the emotions and the element of water. When water is contained, it stops moving and becomes stagnant. Something is missing and you may be yearning for something but don’t know what. The Four of Cups can indicate that now is the time to start making long term plans. It’s a time to meditate and to contemplate. Although you may be feeling depressed and discontented, remain optimistic and don’t ignore opportunities that may present themselves. New starts, new directions and new hope are all indicated. This card could say that you are ignoring an opportunity that exists or that you may do so if you don’t keep alert to all and every possibility. This card can also sometimes suggest that we are afraid to allow change because we might lose what we have already. We hang on, refusing to look at possible alternatives. It could be that you just have to start to make a move in a new direction before a new opportunity will manifest itself. Remember that change is constant and it is usually better to make changes ourselves rather than have life force them on us. here’s nothing unusual about a young couple travelling the country with gear stacked on top of their campervan, but Ben and Ani Parodi did things a little differently – they had up to 800 jars of sauce overhead. And the enterprising duo have returned to Raglan from their two-month trip with 100 new retail outlets for their own brand of chimichurri, a mild sauce from their native Argentina. “We also made lots more contacts (for later),” Ben told the Chronicle this week, with wife Ani adding how receptive outlets around the country were to their unique recipe. Now the pair, who’ve lived five-and-ahalf years in Raglan, are also experimenting with a hot version of their chimichurri which they plan to launch in spring. “People (in Raglan) have been asking for it,” says 32-year-old Ben. So it’s back to the Old School kitchen in Stewart Street to concoct a different blend of the condiment traditionally served with grilled meat back in Argentina. Ani says the uncooked sauce – with ingredients like parsley, olive oil, oregano, garlic, onions and chili – was a family favourite when she was growing up. The 30 year old’s grandma, whose recipe she adapted, made chimichurri for regular Sunday get-togethers which included 12 aunties and 32 cousins around the barbecue. But though chimichurri “back home” is a meat sauce for barbeques and sausage sandwiches, Ben adds, people here use it with everything from roasts to marinated veggies and for spicing up eggs or dressing salads. “It’s versatile.” Ani says they wanted more fresh flavour in their chimichurri so ditched some dried ingredients in favour of produce from their own garden at home in Opotoru Rd. Never mind they have to get up at 6am on occasion and chop parsley for four hours, she laughs.
Ben says they’ve followed the Raglan trend by using all-natural ingredients – and no sugar, additives or preservatives. The pair started up their Salsa Brava business a year ago when both had parttime jobs in Raglan and time on their hands. They’d not long returned from a trip back to Argentina to get married. But it was Raglan that inspired them to give chimichurri a go commercially, they say. Ben reckons there are “so many people here doing their own thing”. And having travelled the globe together embracing different cultures, they felt the time was right. .“New Zealand has such a small culture with lots of food influences,” Ben explains. But whereas Mexican food for instance is commonplace, there’s not much from South America. “We both love South America and love food!”
Support for their venture has come from other local success stories like Raglan Coconut Yoghurt and Venezuelan Juan Gomez, who used to sell his own arepas and churros downtown from a bright yellow food van. Before taking their product on the road in February – and getting an “amazing” response – the pair say they had “huge help” from neighbour and Whatawhata School principal Matt Stockton in turning their Nissan van into a camper and building a large insulated box on top to carry their chimichurri. Their product is stocked in both Raglan supermarkets, where there are regular tastings, and is also available from the downtown butchery. The whole Raglan community have been really keen to support the business, says Ani. “They want you to succeed.” Edith Symes

elix Sargent gets to combine his love of dogs and passion for reading at the Waikato District Council’s Dogs in Libraries programme. The nine-year-old Raglan Area School student finds the experience relaxing and Koey the Labrador Boxer cross is happy to chill with the young readers who queue up to share their favourite books. “I love seeing the dogs and Koey looks so relaxed when I read to her,” Felix says. Koey’s minder and WDC education and engagement officer, Helen Williams, says the programme not only gives children the opportunity to practise reading aloud, many also use the experience to overcome their fear of dogs. “I can help with the reading or not, it totally depends on what the
child wants. They often feel less selfconscious reading to Koey.” Waikato District Council brought the programme to the Waikato district in 2016 and the Raglan Monday session is always booked out, Helen says. Rescued as a pup, two-year-old Koey and her other reading canine colleague, Charlie Brown, have undergone extensive testing to ensure they have the right temperament, are healthy and safe. Dogs in Libraries is open to anyone of any age, the sessions are 15 minutes long and need to be booked ahead of time. A
t last week’s community board meeting I asked Waikato District Council staff to name the big three companies responsible for a large proportion of waste sent to landfill in our district. They declined to take the opportunity. It’s a good example of how power works because their own report is pretty
clear how significant they are, but they’re obviously keen not to upset the big guys by even naming them in a public forum. This same report estimates that 65% of waste to landfill in the district comes from industrial, commercial and institutional organisations and this figure is probably that high because of the three big players. In Raglan, our own Xtreme Zero Waste has an open book policy and provides accurate reliable info about their work. Because of that, we know that we divert
75% of our waste from landfill and that this figure will rise soon when we get the results in from the first year of the food waste pickup. It’s something to be proud of but it was a bit of let down to discover that there is only so much we can do here and that effort needs to be made elsewhere. Council staff admitted that residential recycling is the easy part of the equation, which is why they are looking to apply Raglan’s approach to the rest of the district. I interviewed Rick Thorpe from Xtreme Zero Waste on the Morning Show recently and he pointed out that as well as the problem getting data from commercial organisations there is an even bigger data vacuum in the rural sector where farmers traditionally have buried their waste in the ground. No one really knows how much there is or how much of it is recyclable. Council is planning to introduce a bylaw to make organisations report the amount of waste they produce and staff also said they were looking at a licensing system for the future as well, so it’s not all bad news - but it is going to be slow going I suspect. More good news too. Rick was complimentary to our local farmers many of whom have been working with Xtreme for a long time to deal with farm waste – just one of many local examples where community
groups have worked with people in business to find solutions. The community’s efforts to get rid of single use plastic bags in town is another great example of that. I completely understand council’s wish not to stand on the toes of our corporate residents. I’m sure they would much rather work with them to solve the problem like we have done in Raglan, but it’s also true that big companies are vulnerable to bad publicity damaging their brand, so I was pleased to discover that council staff did in fact name the three big ‘wasters’ in a recent report. They are Afco, Brinks Chicken and Goodman Fielder Quality Bakers. I’m not advocating any action just now but it’s useful to remember that just as community support was essential to Xtreme Zero Waste surviving its early years, it may turn out once more that strength of community feeling will have a part to play with what the big commercial operators do. Let’s talk - new directions ahead for mental health and addiction services
W
aikato District Health Board are holding public meetings in Waikato communities to talk about mental health and addictions.
There will be a public meeting in Raglan at the Community House, 45 Bow Street on Monday 21 May at 10am and everyone is welcome. Waikato DHB started the public meetings back in December last year with the first being in Taumarunui. The community are being asked to share experiences, views and ideas that will help guide the new direction of mental health and addiction services in the Waikato. Engaging with Māori is also a priority and the DHB is working with local Māori service providers and their iwi to find the best way to reach Māori communities to hear their voice. The aim is for anyone to have their say - those experiencing mental health issues, whānau and friends who provide support to help their loved ones, and also providers of mental health services. Waikato DHB Executive Director Mental Health and Addictions, Vicki Aitken, is aware that the services do not always meet the needs of the people they are intended to help. “We want the community to have involvement in the whole process so we can get it right,” Ms Aitken said.
“People are coming to us sicker and too late. We need to have services that are quick and responsive before people become too unwell.” “We need better coordination between our Mental Health and Addictions services, GPs, non-government agencies and community groups so people can access appropriate care before they become too unwell.” The earlier people with mental health and addiction issues are able to be helped the greater the chance of them living a happy and fulfilling life. Hui participants will be kept in the loop and offered further opportunities for engagement and involvement as the DHB works its way around communities in the Waikato DHB area. Hearings begin on the Council’s 10-year plan
H
earings for submissions on Waikato District Council’s 10-year Long Term Plan (LTP) begin today (Wednesday 16 May).
The Council received more than 700 submissions on the LTP. Presentations in support of 47 of them will be heard this week before the LTP is finalised for adoption on 27 June. Rates affordability has been a common theme in many of the submissions. The LTP proposes a general rate increase of 6.24% from 1 July, with targeted rates for refuse and ‘three waters’ services increasing by amounts ranging from 2% for stormwater to a 13.9% increase for wastewater that was agreed in a separate consultation last year. Property examples in the Council’s LTP consultation document illustrated rates rises ranging from 2.68% to 12.75% for properties of average value in different categories grouped by property type, value and location, and services available. Mayor Allan Sanson says, “We’re the third-fastest growing district in the country and so we have to maintain a fine balance between spending to support growth, and maintaining affordability. We need to spend money on maintaining and developing our infrastructure – our roads and waters services – but we’re also planning for ways
to save money for our ratepayers over the long term.” The Council’s LTP consultation document presented options for managing the district’s water, wastewater and stormwater services that could save up to $28.3 million or more over the next 10 years, and options for reducing the rates burden on lower value properties by reducing the fixed charge component of the general rate (the Uniform Annual General Charge). About half the costs associated with the proposed 6.24% general rates increase are for transport and roading, which will add an extra $1.8m to general rates from 2018/19. Of this, a new annual budget of $1.1m has been allocated for emergency works following the district’s experience of storms in March and April 2017 that caused more than $2.5m worth of damage to roads in the district. his week we had a quick chat community. Being an active part of my own children's to 10th Grade team manager sport means I am there to support them and their team mates. Sioux Swann.
Who are you managing this season. What age and stage are they? Raglan 10th grade. Most players are 9 and 10, or year 6 at school. This is my 5th year managing the team. What's involved with managing a rugby team? Communicating with the families about game times and venues (facebook and messenger are making this task easier), organising water bottles and oranges for half time, assisting the coaches on the day with scoring, timing and subbing players, and basic sideline first aid. What do you like about managing? I love sport, so assisting and encouraging children to participate in sport feels good. I enjoy the connections we make within the team and the wider
What would you say to parents considering managing a team? Put your hand up, you will be welcome! It is so rewarding to watch the kids out there on the field enjoying their game. n the early 2010s NZ Football introduced the First Kicks program to junior soccer around the country.
Team
There was a bit of grumbling from those averse to change but when the 5 and 6 year olds from the clubs that did the first trials started to regularly beat the teams from other clubs that died away pretty quickly. First Kicks uses a raft of fun ageappropriate games devised by experts in football development - so even parents who’ve never played the game can be effective coaches. The best thing about First Kicks for Raglan though is that it is flexible and most Saturday morning games are held in Raglan (with just three potential trips over the divvy for Saturday Morning Festivals). Who are you coaching this season. What age and stage are they? I am coaching yr 7/8 team for the Raglan Netball Club. There are nine girls in the team and we are called the 'Karioi Mystics'. We have played two grading games, so are now awaiting the results to decide which grade we will be playing in. Have you coached before? if so who? I have not coached before. However, I played netball for my school teams all through my school years and then played indoor netball as an adult. What do you like about the coaching experience?
What are your hopes and aspirations for your team this season? To be honest I hope the team gets in a few wins (everyone likes to win), but mostly I aspire to every member of the team including myself learning, growing, get fitter, healthier, having fun and enhancing their love for the game. aitetuna resident, Karen Britton, recently visited W Maui, Hawaii to attend an international gathering of pioneers in the field of conscious death and dying, family-led home funerals and green burials.
Workshops included natural body care (chemical-free which still enables in-home ‘wakes’ and viewings), family-led home funerals, creativity for the ill, sacred space and ritual and the world of doula practice. Teachers included Australia’s Zenith Virago and America’s Ram Dass, Reverend Bodhi Be, Deanna Cochran and Jerrigrace
Lyons. Karen was the sole Kiwi participant who was mistaken for an Australian more than once, although one canny participant recognised her accent as Kiwi because, well… Flight of the Concords! In New Zealand, holistic and sustainable death-care began with the green burial movement (still in its infancy), which uses eco coffins and shrouds and leads a burgeoning awareness of the financial, environmental and social costs of regular funeral home practices and offers more environmentally-sustainable alternatives. Few Kiwis are aware that in New Zealand anyone can undertake the legal requirements at end-of-life, such as the ‘Cause of Death
Certificate’, ‘Notification of Death for Registration’ form, that family and friends can build or supply an eco-coffin and that a body doesn’t need to be embalmed with toxic chemicals. Kiwis can transport a body or have a burial at sea (all following legal requirements, of course). There may be little or no need for funeral directors, their expensive coffins and ‘packages’, and the trappings of an industry that costs a grieving family on average $8,000 to $10,000 while also costing the planet! Americans call the alternative death care the work of an ‘end-of-life doula’ or ‘death doula’. In the U.S. ‘birth doulas’ are holistic mid-wives for child-birth. Like the birthing process, end-of-life is a natural transition and can benefit from non-medical support addressing physical, mental and spiritual needs of the terminally ill, the dead and their family and friends. An end-of-life doula may be a family member, friend or community-member with these skills. The tasks undertaken may include to: create sacred space, sit vigil at a bedside, help fulfil final wishes, contact family, help with a home-led funeral, guide the family in washing the body in preparation for burial or cremation as an act of love, assist with home funeral arrangements, liaise with care professionals or pre-plan estate matters or funeral details. An eco-friendly, people-friendly end of life, however requires a bit of knowledge and pre-planning. It is Karen’s dream that New Zealanders adopt a holistic approach to death – better for those dying and their carers, better for the environment, for future generations, and it is more fitting and sacred for the dead and their loved ones.

Raglan’s water tops taste test reticulation and treatment teams to supply our communities with quality drinking water,” said WDC General Manager Service Delivery Ian Cathcart. “We acknowledge we’re dealing with issues in some parts of our network, such as in Huntly where we are working hard to solve problems with discoloured water. “But the bottom line is that all of our district’s water supply is compliant with national drinking water standards.” WDC Acting Waters Manager Karl Pavlovich said compliance was an expectation for his team. “Our aim, though, is to provide our communities with the best drinking water possible,” he said. “We are celebrating this win but we know we have much work to do to meet that aim.” Executive Officer of WIOG Craig Hiddleston congratulated the waters operational staff at Waikato District Council. “The competition is run annually and recognises the efforts of the operators within the local water service providers in delivering valuable safe drinking water to their communities,” he said. “It started in 2016 and is recognised within the water sector as a prestigious award for all municipalities, both councils and utility operators.” WDC’s Raglan Ward Councillor Lisa Thomson is delighted with the victory, but was far from surprised. “Raglan water is like a fine wine…..and it definitely needs to be celebrated.” WDC

That’s the opinion of a judging panel at the Water Industry Operations Group (WIOG) national conference, who last week named Waikato District Council (WDC) as the winner of the annual WIOG New Zealand Water Taste Test. WDC fought off competition from 15 other councils and made the final, along with Palmerston North City Council and Waimate District Council. The independent judging panel decided WDC’s sample, taken from Raglan, had the best-tasting water

aikato District Council is in the process of reviewing its District Plan and in doing so we’re talking with a group of property owners who will see a change.
Before we notify the Proposed District Plan in July, Council is consulting with a group of property owners who will see additions to their property in terms of key features. Council has identified around 60 new heritage buildings as part of work on the Draft District Plan. We’re proposing to add these to the heritage register. This will mean that there will be rules that will control subdivision, use and development of land associated with the heritage building. There have also been around 700 significant natural areas identified across the district which cover about 4000 properties. The key change in the Proposed Plan for these property owners is to do with the clearance of manuka and kanuka. We’ve also identified 64 important landscapes and natural character areas which cover about 1800 properties. The Proposed District Plan also provides protection
