DHB sets up Consumer Council The Waikato District Health Board is setting up a Consumer Council to ensure community participation and engagement in the health services it provides. DHB consumer engagement team leader Wendy Entwistle told the Raglan Community Board last week
that in May-June it would be seeking expressions of interest by community members to become part of the council. The council will comprise of 15 paid members, including a chairperson, and the members will reflect the diversity of the district’s communities and health interest areas. The DHB aims to have the Consumer Council established in September.
New goals for Junior Soccer Club acting chairperson Aaron Mooar told the board that the club had grown to over 180 young players, and the new transportable goals were necessary to ensure that everyone got a game.
New Raglan road names The Raglan Community Board has to come up with a further list of 10 road names to be considered by Waikato District Council, including three iwi themed names. Current proposed road names for use in future subdivisions include Petchell (family name of Raglan general merchants 1923-2003), Amoore (family name of Raglan garage owners 1937-1975), Edwin Watkins (Raglan pioneer 1902 to about 1914) and Mataira (after Raglan author

Council has noted that distinctions could be made to the names Vernon (historian and author), Corlett (first teacher in Raglan) and Pegler (one of the first teachers) and Cresswell (Raglan musician), which also have duplications, by adding first names.
Raglan’s LTP priority list The Raglan Naturally project is top of the community’s priority list for Raglan projects to be included in the Long Term Plan. The Raglan Community Board asked residents what projects they would give priority for funding in the 2018 LTP. The other top eight, in
order, are: continuing development of footpaths, Whale Bay to Manu Bay walkway, heated swimming pool, public transport and CBD parking, convert Cliff St to one-way, complete upgrading entrance to Raglan and establish Wi Neera St property as a green reserve. Inger Vos
Volunteering for St John a big ask
St John Raglan currently has only two ambulance officers.
E
veryone wants to become a volunteer firefighter but no one wants to join St John, a meeting about getting 24/7 emergency services cover in Raglan heard this week. The public meeting on Monday at the Town Hall, attended by St John, the Raglan Fire Brigade, West Coast Health, Raglan House, Health Select Committee deputy chair and Taranaki-King Country MP Barbara Kuriger and Rodney MP Mark Mitchell, was organised by Raglan Lions to address the lack of round-the-clock healthcare services in Raglan. Raglan has one paid ambulance officer who works weekdays during office hours therefore St John relies heavily on volunteers to work the evenings and weekends. However, Raglan is a low recruitment area for St John, and it currently has only two ambulance officers who can operate independently and confidently. In comparison, the Raglan fire brigade has 26 members and a waiting list to join as a volunteer. St John Waikato duty manager Hugh Davison said it was harder for St John to recruit volunteers than the fire brigade because the workload was a lot higher. Often volunteers had a paid job as well, which meant working night and day and weekends.
“The fire brigade only does a tenth of the jobs that St John does. St John volunteers can pick up two to three jobs a day.” Also, St John volunteers are required to work an entire shift where as fire brigade volunteers only respond to pagers. Geoff Kelly, co-chair of the Raglan Chamber of Commerce and co-owner of the Herbal Dispensary, suggested the pager system could be considered for St John volunteers in Raglan. He said one of his employees was training as a St John volunteer and he’d have “no problems if she had to leave for an hour and a half, like in a fire situation”. Dr Mike Loten, of West Coast Health, said being a volunteer was hard work and they risked burnout if staffing numbers were inadequate. Dr Loten was part of Raglan’s 24/7 St John-administered PRIME service that ended in July last year due to a lack of volunteers to operate safely. He said while the Prime service was “incredibly valuable” for the community to have it was not there to get people to hospital. “It’s about pre-hospital care. We need enough ambulance staff to get people to hospital.” He said he had noticed that volunteers don't often get positive recognition, and that had to change.
“Maybe St John needs to reward the volunteers for the work that they do. It’s hard yakka. “Everyone wants to join the fire service. We need to get people to want to become a St John volunteer.” St John Raglan volunteer Jan Tapp told the meeting that she did not feel safe working alone at night. I felt safe when Prime was there. I don’t feel safe going out alone at night. It can be dangerous … so many things happen to ambulance officers now.” Raglan volunteer Carol Millar said there was a time when people were queuing up to be a St John volunteer in Raglan but that was no longer the case. She said she continued her work with St John because she felt a sense of duty regarding the wellbeing of the community and her family. A member in the audience told of how her husband had broken his hip and they had to wait three and a half hours for an ambulance. “It was traumatic, really.” Raglan fire chief Kevin Holmes said the community could be reassured that the brigade was always there to assist in an emergency situation. St John and the New Zealand Fire Service have a memorandum of understanding where the fire service provides medical backup if the ambulance is already out on a job. “We continue to give support where we can.” Waikato District operations manager Stuart Cockburn said St John was committed to providing more services where it could and with the resources it had. It had taken on five new volunteers but it would take some time to get them trained up. Mr Cockburn said St John was currently waiting for the outcome of a funding review by the Ministry of Health, and “we are hopeful to get a significant injection of funding”. However, he did not know what that would look like for Raglan. In the past two years, there had been an average of one job in every 24 hours in Raglan. It was “difficult financially” to support those numbers with more paid staff, Inger Vos he said.
Council to continue with lucrative freedom camping patrols Waikato District Council’s new Freedom Camping Bylaw is proving lucrative, with more than 300 fines for breaches handed out since patrols began in December. Council senior communications advisor Sheryl Flay said 309 infringements had been issued, of which 65 had been withdrawn and 58 had already been paid.
The fine for freedom camping in a prohibited area is $200, which means WDC would collect $48,800 for the 244 infringements issued in about three months. The Freedom Camping Bylaw came into force in October and prohibits freedom camping in a number of areas, including the CBD, the wharf, Cliff St, Wainui Reserve, Whale Bay, Manu Bay and Ruapuke Beach.

Dolphin Day, Whaingaroa Environment centre and the Department of Conservation put on an information evening the night before the event to give an update on the status of the Māui Dolphins. Speakers from DOC Marine Species and Threats Team, Massey University, eCoast, Waikato Regional Council, Karioi Maunga ki te Moana and Whaingaroa Environment Centre provided insight into the latest research and findings in their respective fields. Raglan kindy’s participated in The Under 5’s Energize Fun Day at Te Kopua Domain last Wednesday. Magnolia Tree Childcare, Whaingaroa Kohanga Reo, Let’s Grow and Raglan Kindergarten joined together for an active morning of playing games and sharing ideas for staying active. Under 5’ Energize is put on by Sport Waikato to promote a healthy eating philosophy and encourage physical activity during early childhood.
Xtreme Waste co-manager Rick Thorpe presented “a bunch of ideas” to the Raglan Community board last week, addressing residents’ concerns about the amount of rubbish in Raglan. Rick said eight of the new 100-litre bins would replace old 60-litre bins at the domain, while two new litter and recycling bins would go in at the wharf. He said the new bins, which were being made by Raglan Engineering, had spring-loaded lids to prevent seagulls from accessing rubbish. “With greater capacity and better designs the new bins will work better, and with more bins hopefully it will minimise paper issues.” Xtreme Waste, which is contracted by Waikato District Council to empty the rubbish bins in town, had been criticised by resident Wayne Trott at the previous meeting for not emptying the bins at night. That meant they were often full to overflowing, and the seagulls would pull the rubbish out or it would be blown everywhere by the wind, he said. Rick told the community board that Xtreme Waste had some flexibility in its contract with council but the hours of work were an issue. Xtreme Waste has a morning run at 6am and a late afternoon run, but if it wanted to add another run then it would have to push the afternoon run to midday and that would mean long hours for staff. Rick said he believed most of the problems with rubbish were “noncontractual issues” and he suggested other forms of control. Parking wardens or the freedom camping officer could issue $400 fines for littering, he said. “That will change behaviours if you get stung with one of those puppies.” Rick said it would be also good to have a mandatory waste management plan for large events, similar to the requirement of needing a traffic management plan or a health and safety plan. “You only need two 21sts on the beach and then the bins are overflowing.” Rick said rubbish problems highlighted a need to return to bottle refunds, something that was being endorsed by Local Government New Zealand. “Give them a value and no one puts them in the bins or the ocean.” Inger Vos
New website to promote Raglan artists

work on a new website that went live on Monday.
The Raglan Art Guide – Raglanart. nz – is intended as a sneak peak into the studios of local artists and a place where people can explore “uniquely Raglan art”. So far 10 artists have signed up. Photographer Richard Gemmell, who helped secure a Waikato District Council Creative Communities grant to set up the website, says the motivation behind the project was to promote Raglan art. “Raglan does the arts trail which is fantastic but, after that, until the next one comes around there isn’t really an art thing going on,” says Richard, a retired hill country sheep framer who has been getting more and more into his photography in the past 10 years. The website will keep people in the loop about what Raglan artists are up to and working on, where their studios and
galleries are, and give examples of their work. Under their profiles, artists can also include links to other sites where their work can be viewed. The not-for-profit website will also advertise upcoming events by the Raglan artists and people can sign up to a monthly newsletter to keep them in the loop. Richard says he hopes the website will also encourage networking by the artists involved, and “always out of networking ideas will come”. A get-together of interested artists has already been organised for Saturday, March 25. The non-competitive fun ride for kids aged 5 to 15 years came about a few years ago because so many youth were keen in taking part in the roundthe-mountain cycle race that is held every year on the last Sunday of July. “We decided to establish the first annual Kids Karioi Classic Bike Ride in 2014 because children from the area kept asking at what age they could participate in the adult version, the Karioi Classic bike ride,” says organiser Keri Bolton Oetzel.
She says she approached Karioi Classic organisers Dirk De Ruysscher and Lisa Thomson and there’s been no looking back. “This is the fourth annual kids’ version of the ride.” The event, which will be held at Raglan Area School’s playing fields and along part of the Kaitoke Walkway, includes three tracks: a special inside track provided by Sport Waikato for 5-yearolds; a 3km track for 6-10 year olds; and a 6km track for 11-15 year olds. “This is a fun ride, not a competition,” says Keri. “The event simply is to provide an opportunity for children to come out and give it a go, and in a safe, cooperative environment.” Keri says the event, which gets financial support from the Raglan Lions Club, happens thanks to a real community-based, grass-roots effort. Parents, Lions members and local teenagers all volunteer to help with registration, being track marshals and cheering on the riders as they come through the finish line. “Raglan Area School teacher Kylie Hollis always brings a group of students who practice for the ride together as part of the classroom curriculum.” The date is purposely scheduled for during the school holidays so that holidaymakers staying at the campground can also take part. ver 20 senior citizens have benefitted from The Eat Well – Live Well course run by Age Concern. Tutors Margaret Neukomm, a health education trainer, and chef Clive Anderson delivered an excellent, informative and entertaining programme about staying healthy as we age. Up-to-date information on nutrition, diet and exercise for seniors was presented in variety of ways, enabling everyone to understand the importance of healthy eating and keeping active. Clive demonstrated how to prepare and cook nutritious food. Participants received a booklet containing recipes and practical tips for older people, such as food portions, super foods, and food safety. There were some lively discussions on the importance of keeping hydrated, reducing our salt and sugar intake and understanding food labels. Also high on the agenda was fruit and vegetables. More than half the participants live on their own and welcomed the opportunity to socialise, share a meal and learn new ideas about preparing simple meals and snacks. The Raglan Senior Groups plan to continue to encourage an exercise programme and share healthy meals.
The Support Group has its AGM on Wednesday, April 5, and Senior Citizens’ AGM is on Thursday, April 13. Care and Craft meets weekly on a Monday and their AGM is on March 27. Thank you to the committee members and volunteers and a special acknowledgement to Phyllis Mc Eldowney who has been involved in all the Senior Groups for over 30 years. Philly is currently the president of Care and Craft and Support Group. Lots of services for the elderly can be accessed through the Raglan Community House, such as help with shopping and free hearing tests. Ph 825 8142 to make a booking. There is also a Drop-in Lounge from Monday to Friday. The Senior Technology Group meets at 2pm every Thursday for an informal session run by the members with the support of a tutor, keeping seniors up to date with their computers and cellphones. Four weekly computer courses are also available with computers supplied, and beginners welcome, however there is a small cost and bookings are essential.
