State Highway 23 roadworks designed to improve safety

Improvements to SH23 are on the way.

P

art of a $600 million nationwide road safety programme to help bring down the country’s road toll, the State Highway 23 improvements will cost over $23million. Improvements include centreline rumble strips, sections of roadside safety barrier have been installed between Waitetuna and Raglan and road widening in other areas for more sections of roadside safety barrier to be installed. One slow vehicle bay on SH23 will be added between Waitetuna and Raglan, off the westbound lane, towards Raglan. This has yet to be signposted and NZTA are continuing to investigate what other areas may work as additional pullover areas for slower vehicles and how to utilise

signage to encourage better use of existing and any additional slow vehicle bays. The current stage of works between Waitetuna and Raglan is expected to finish later this year and any further stages of safety improvements between Waitetuna and Raglan will likely begin in 2019. At Te Uku, NZ Transport Authority are planning to underground several power poles in order to widen the road across from the shops and school in order to install a painted median in the centre of the road. The median is designed to visually reduce the width of the road to encourage motorists to observe the speed limit through Te Uku as well as providing room for traffic turning into the Te Uku School and store. A NZTA spokesperson says they will investigate the speed issues raised by the

Te Uku petition once it has been received. Due to community feedback around safety at intersections, NZTA are also resurfacing the Waitetuna Valley Road intersection and the SH23 curve with high friction asphalt surfacing and at Te Mata Road roadside banks will be trimmed back to increase visibility to the east. Some utility service investigation and geotechnical testing on SH23 between Hamilton and Highbrook Way is expected to get underway in the next few months to help finalise design details for safety improvements to be constructed in 2019. These are expected to take 18 to 24 months to complete. NZTA will update the communities along State Highway 23 in the coming months. Janine Jackson

Housing survey for Raglan will be hitting letterboxes this August

Keep your eye out for the housing surveys which will be inserted in to the Chronicle in coming weeks.

S

ometime during the first week of August all owners of property in the Raglan ward will receive a copy of the first Raglan housing survey from the Raglan Community House special

housing project group WRAP (Whaingaroa Raglan (Housing) Affordability Project). Fiona McNabb, the WRAP Project Lead, says “The Waikato

District Council is supporting the project by printing and distributing the survey to all rateable properties in their database within the Raglan ward.”

Where properties are rented, the mail-out will be addressed to the landlord, so to ensure everyone has access to the survey, WRAP have funded insertion of the survey with every copy of the Chronicle for four weeks starting on the week of August 6. The survey has been developed with input from many people within the working group, including volunteers who have reviewed and shared their input and researchers from Waikato University who are experts in survey design. WRAP received initial funding from WEL Energy Trust to conduct research into the impact of the rising cost of housing and rent alongside the reduction of our rental housing stock over the past few years. While some data is available from the census, current data is from 2013 and the latest data won’t be available until after March 2019. However, none of this data helps us understand the level of stress caused by the cost of housing or issues with finding a place to rent, nor the impacts of a future where access to home ownership in Raglan looks like an unlikely prospect for many. The surveys will be able to be dropped off in secure drop-boxes around town until the closing date of September 22. The sealed boxes

will then be sent directly to a data input team at Waikato University. The data will be organized into a report by Professor Chris Ryan of the Management School and then shared back to the community via the WRAP group. No individual will be able to be identified from the data so personal privacy will be preserved and the original forms will be destroyed once the data input is completed. The WRAP team are planning to host a forum near the end of October to share some of the results and open up a community conversation about housing, what other communities are doing to address the same types of problems we face and how we might begin to design some solutions. Mike Rarere from the Raglan Community House who is also on the WRAP steering group says, “This survey is the first real opportunity we have had to truly understand the depth of the problem that we see every day with some of our visitors to the centre. It is crucial that we get a really good response to this survey whether you have a housing issue or not so that we can understand exactly what sectors of our community are affected.” WRAP

Raglan Naturally working together for Whaingaroa

The Raglan Naturally focus groups have been working on creating snapshots of the community these past couple of months.

C

reated by the community in 2001 as a shared vision of Raglan's future, the Raglan Naturally community plan was designed as a living document to guide and manage growth and development while protecting and enhancing Raglan's unique character.

Project coordinator Gabrielle says an amazing amount of time has been invested by a dedicated group of volunteers representing many

different voices, points of view and with a wealth of different skill sets. “It is really wonderful to see enthusiasm and interest from a diverse group of people as we work toward creating an updated community plan.” The Raglan Naturally committee meets monthly to advise and steer the project. Gabrielle says the focus groups are currently working on their specific areas, gathering information to create a starting point for the community

wide engagement in September. The groups each have a coordinator and they have met a number of times. The coordinators have also been meeting regularly to share and contribute to the process. “The focus groups play a key role in gathering information, connecting with relevant people in the community and painting a picture of where we are at in each focus area, the strengths and assets in our community, and the potential challenges and opportunities in the future,” she says. Raglan Naturally has held three workshops to support the focus groups, starting with a Future Focus workshop with seven speakers discussing how to plan for the future. A Te Tiriti o Waitangi workshop facilitated by Ingrid Huygens provided rich learning about the treaty and ended with a discussion about how this fits our local context and what learning opportunities to continue with. Thirdly, a full day focus group workshop gave opportunities to share and integrate information gathered for wider community engagement. “Raglan Naturally is growing and maintaining momentum. In Whaingaroa we have an abundance of experience, knowledge and wisdom to add to this project. This is a learning journey for us and everyone is welcome to come on board,” Gabrielle says. Raglan Naturally encompasses the Raglan Ward including Ruapuke, Te Mata, Te Uku, Waitetuna and Waingaro. RN

The Raglan Surf Life Saving team celebrate success at the annual Toyota Financial Services Surf Life Saving Noirthern Region Awards of Excellence.

essica Reilly and Maia Barbuzza of the Raglan Surf Life Saving Club have won awards at the annual Toyota Financial Services Surf Life Saving Northern Region Awards of Excellence held on Saturday, July 14.

A medical student, Jessica won the Lifeguard of the Year award. She spent nearly 140 hours on the beach as a volunteer lifeguard, most of them as a Patrol Captain. Jessica also supported other patrols with her experience. She was the club’s Lifesaving Convenor, spent seven weeks as a paid

his week the Chronicle spoke to volunteer extraordinaire, John Lawson.

Tell me about the various groups in Raglan that you offer your time to and what it involves. Friends of Wainui. We meet at 9am every 2nd and 4th Monday of the month to work on the 10ha Bush Park on Wainui Rd. We aim to reduce plant and animal pests, get more trees growing and maintain the tracks. Whaingaroa Environmental Defence. WED aims to keep Whaingaroans informed about what’s happening to our environment and provide a means of collectively speaking up about it. A lot is about council, who create problems, or could regulate them. Te Whakaoranga o Karioi, Karioi Maunga Volunteers. I’m just one of many volunteers, who check traps on and around Karioi and have them at home. In the last year we’ve caught 127 possums, 1,630 rats, 46 stoats and 21 weasels - they must have eaten a lot of birds and plants before they were trapped.,

I’m also involved in Raglan Community Radio, Raglan Ramblers, Kaiwhenua Organics, Raglan Greens and of course Raglan Naturally You volunteer a lot of your time towards these projects but what are you most dedicated to in the community? What gets you out of bed in the morning? Whichever is in need of most urgent action that morning. When did you choose Raglan as your home and why did you decide to settle here? Because Olivia, my daughter, told me to move here. My preference was to return a 100 hectare block at Te Akau to regenerating native bush. But she made a good decision. What is your career background? Law degree, then valuation of shares in unquoted companies, then Agenda 21, then farming a 12hectare lifestyle block, then retirement. You have a keen interest in Raglan history and have kindly helped us out at the Chronicle with informative history pieces over the years. Is there a time period that you find particularly interesting? No. I just find it helps me understand how we’ve got to where we are and recognise that attitudes have changed, but not all of us have changed at the same rate. I also find it interesting to know how things used to be and how they would have been regarded/used.

My contributions to it will push in the direction of sustainability, improving biodiversity, zero carbon, cooperation, eliminating poverty and inclusive and appropriate levels of decision making. Do you come from a family background of environmentalists? My dad was interested in birds and my mum in plants. Both were influenced by my interest in the environment. What motivates you to dedicate so much time to all these causes?

A concern that we’re having an unprecedented impact on the environment and have no idea what the long-term effect will be. Already we’re seeing impacts such as more extreme weather, kiwis likely to disappear from the mainland in a few decades and most of our rivers polluted. Xtreme Zero Waste announces Cheryl Reynolds as new CEO W

aikato entrepreneur and business leader, Cheryl Reynolds, has been announced as the new transitional CEO at Raglan’s leading community enterprise Xtreme Zero Waste this July.

With Cheryl Reynolds at the helm of the resource recovery centre, the Board and Team are working together on re-positioning Xtreme Zero Waste to meet the growing demands from the Raglan community and other communities across New Zealand and the South Pacific who are keen to duplicate Xtreme’s success over the past 18 years. “I am thrilled to be taking on this new challenge as CEO of Xtreme Zero Waste because I love Raglan, I’m proud of Xtreme and the impact it’s had over the past 18 years, and I believe Xtreme’s successful community enterprise model provides an important way forward for the rest of Aotearoa and the world,” says Cheryl. A Raglan resident for 15 years, Reynolds says after having 11 successful ventures under her belt and 15 years’ experience in the New Zealand start-up scene, it was a new and exciting phase to connect with her home community. Reynolds is also co-creating start-up venture number 12, which blends creativity, strategic philanthropy and social entrepreneurship. Reynolds says to create both roles within Raglan, in and for

the community and more widely for the planet, is both exciting and challenging, and the work that Xtreme Zero Waste does is inspiring and she is proud to be part of such an influential and important community enterprise. “This new role at Xtreme and the development of my new venture complement each other really well. They both aim to support flourishing communities on a thriving planet and also have an opportunity to continue making Raglan a pioneering model for stewardship of our planet,” says Cheryl. Isa's new novel Fishing For Maui.

O

ne-time Raglan resident Isa Ritchie reckons it’s exciting – “kind of trippy” even – to see her new novel in mainstream New Zealand bookshops at last.

It took a good few years of staggered writing to complete ‘Fishing for Maui’, she confesses. At the time she was living for the most part with family out Whale Bay and juggling finding the time and motivation to write with the demands of parenting and completing a masters degree through Waikato University. “I got a bit distracted … I was quite busy,” the 34 year old recalls. But finally – after achieving her masters and also a PhD like generations of family

before her – the novel’s been published and an excited Isa was busy early this month signing copies at a book launch in Wellington, where she now lives. Not that she’s forgetting her roots. “I plan to do a second launch or book event in Hamilton or Raglan soon,” the second-time novelist told the Chronicle. ‘Fishing for Maui’ is actually set in both these places – where Isa grew up – with themes around food, whanau and mental illness as told from the perspectives of nine characters from the same family. It is also about identity and one character’s quest to reconnect with his Maori heritage through the Maui legends. Isa’s storyline is based on real events – but in a different context – from her own experience as a Pakeha child in a bicultural family. And in real life it was interesting to see how those around her reacted differently, she explains, when one family member went through a breakdown. Quite a chunk of the 365-page novel, which Isa started writing in Hamilton but finished in Raglan, was penned in the warm ambience of The Shack, she says. Rather than double trip back out to the bay she’d hang out at the popular downtown eatery while waiting for daughter Tesla – now nearly 10 – to finish kindy. The cafe environment offered a helpful level of distraction, Isa adds, and was “really good discipline”

because now she’s able to repeat the exercise and write 500 words or so in an hour’s lunch break at work. Currently based in the capital as a social policy adviser in the public service, Isa has for a long time wanted to get her writing “out there” while not necessarily aspiring to be a fulltime author. “I don’t want to put too much pressure on creative things (in my life).” Even so a third novel, ‘Innerspace’, is already taking shape. She published her first work of fiction, ‘The Seekers’ Garden’, back in 2012. Isa credits her grandmother – Emeritus Professor Jane Ritchie, who now lives in Raglan West – as a “big influence on my writing”. An academic and voracious reader, the octogenarian “always gave us lots of books to read over the years”, says Isa. Jane provided useful feedback throughout her grand-daughter’s own writing process, particularly when Isa was exploring the complex interconnectedness of food for her thesis which she then wove into the storyline of ‘Fishing for Maui’. Isa is the fourth generation in her family – after mother Jenny, Jane and great-grandparents Pearl and Ernest Beaglehole – to achieve a PhD. She graduated at Te Kohinga Marama Marae on the Waikato University campus at the end of last year. Her new novel is published by Te Ra Aroha Press under a Creative Commons copyright licence that

enables an author to give people the right to share, use and build upon their work. It is stocked locally in Zinnia, and Isa hopes other shops

What is Avatar® about? Avatar is really about yourself. Some people would consider doing something for themselves as selfish, but actually doing something positive for yourself can rub off on others in a good way. How did you become involved? My mother introduced me to Avatar. She had done the course in the nineties and had always wanted her kids to do it. So, when I had talked to her about how I was not happy with how my life was going she suggested Avatar. At the time I was reasonably successful at what I was doing. I was making money, had just bought a boat, had good friends and was doing all the things you are supposed to do, but at a personal level I was wondering what the purpose of it all was about. I read one of the Avatar books mum had in the bookcase and that really inspired me, so I registered for the next course in Auckland. That was back in 2004, so I have been involved with Avatar for over 14 years. Who would benefit most from taking part in Avatar? Anyone could benefit from taking The Avatar Course as long as they have the desire to change something. Avatar is a very personal thing and it's really up to the person to decide what it is they would like to change. What are some of your personal highlights from being involved in The Avatar Course? I have had so many highlights. One was taking my dad through the course. Working with

him on the exercises was at times like looking at a mirror. I knew all his tricks so it was a lot of fun. Another highlight was to work with my Mum when she reviewed Avatar and did the Masters course. I had always thought of mum as mum, but I realised I didn't really know her. So really getting to know my Mum was very special. I also had a lot of friends come and do Avatar when I first started and that was a fun time. Any other details you’d like to add about Avatar courses, particularly for Raglan residents? There are a couple of things people may be interested in. The compassion card, which is one of the Avatar exercises that can be used anytime, has recently been translated into Maori. It’s already in 33 different languages. It’s part of a global project to increase the compassion index in the world. So far over 6 million have been handed out. It's a very simple and powerful exercise. I would also be happy to catch up in person to answer any questions people have about Avatar and I am running a 2-Day ReSurfacing® Workshop in Raglan on August 4-5 for anybody interested. Cyclists hit the mountain for Karioi Classic this weekend

his Sunday, July 29, Raglan will be cycling capital of New Zealand again for one day. The ninth edition of the iconic winter cycling event will offer three distances of grinding metal roads around our beautiful maunga. 43Km, 57km and 85km. This year, the organisers are going the extra mile and adding a Spanish flavour to the event. Each competitor gets a free paella meal after the finish, catered by chef Ferran from Paella Catering Raglan. On race day there will be a few road closures in place, until approximately 2pm. It would be really good to think about Bow St as a whole rather than doing things bit by bit - the seats just got replaced, now the parking it being looked at and at some point soon the road itself will have to be rebuilt. We never look at Bow St as a whole and ask what we want the physical heart of the community to be like. Vehicles are the main priority by default right now and while they’re important, maybe they shouldn’t be as important as people. For me, the big picture view is about the experience of visiting Bow St - I want it to be a great place to meet and hang out with people. The fact is that Bow St is already a place that locals go to catch up with each other, but it could be even better. The Placemaking project was attacked furiously and will never rear its head again but there were a lot of good ideas that came out of it, including making the entire street more people friendly. Paving the driving area in cobblestones and making less of a boundary between road and footpath tells drivers they’re now in a people place and they tend to slow

down even more than they currently do. It’s noticeable that people already love sitting under the trees outside Trade aid so maybe we could make other parts of the street feel like that too. Our café owners clearly know how much people like drinking their coffee on the sidewalk but why not provide something similar for people who want to be in that space but don’t want to buy a coffee? I would love to be able to grab a seat somewhere down Bow St and sit and watch the world go. At least 20 years ago Raglan replaced its asphalt sidewalk with cobblestones, trees and seating. Sometime soon Bow St will need a whole rebuild so maybe now is the time to think about how we take the next step and make Bow St a real people place rather than trying to squeeze the people stuff in around the traffic. After I wrote this piece I interviewed our community board chairperson Bob McLeod and he said they are currently developing a masterplan approach to towns in the district that would enable exactly this sort of thing to happen, so stay tuned. Staying Plastic Free

It’s been wonderful to see so many people carrying their reuseable bags, thinking about plastic wrapped purchases and using keep-cups (or mugs) for takeaway coffees all around town this month! Awesome effort team! The Plastic Free July events and activities were also a hit - there was an amazing turn out for the beach clean at Ruapuke, a full house for the Blue film screening with great panel discussions, a big turn out for Timebank’s No-Sew Bag workshop, plenty of visitors to the Upcycling Co-Op pop up store and lots of people signed up for the Timebank Beeswax Wraps workshop this weekend. Phew - a busy month with awesome energy! Let’s keep those behaviours going - see how little plastic you can use in your life. Although manufacturers have a responsibility to review plastic packaging, as consumers, we have the power to make change and influence how much plastic is on our shelves - Remember: Refuse, Reuse, Reduce, Rot, Recycle

• Trouble for the oceans means trouble for people. Human health, economic prosperity, and a stable climate depend on a healthy ocean • The Ocean supplies half the oxygen we breathe, and absorbs a third of the carbon dioxide we produce! •In general, about a fifth of marine litter is made up of fishing gear and other materials lost at sea by accident, industrial losses, or illegal dumping, but roughly 80% of litter in the seas comes from land! •Single-use, disposable plastic accounts for 72 per cent of rubbish picked up on New Zealand beaches, according to research from Sustainable Coastlines • In the ocean, sunlight and waves cause floating plastics to break into increasingly smaller particles, but they never completely disappear or bio-degrade. • Fish, turtles and birds eat plastics, which often look like perfect bite-sized morsels of real food, by mistake. Inside the gut these particles are lethal - both through their physical presence reducing space for food and because they release toxic chemicals • New Zealand’s oceans are the most dangerous in the world for seabirds eating plastic waste. Studies in 2017 found one third of seabirds (and one third of turtles) found on NZ coasts had ingested plastic. • The plastics problem needs a two prong solution: cleaning up what’s already out there and stopping more from getting in. We urgently need to stop the over 12 million tonnes of plastic flowing out into our oceans every year. It’s time for action!

Community Cleaning up the Coast

It was inspiring to see a group of over 40 locals hit the coast south of Ruapuke beach for a community beach clean earlier this month. Adults, kids and dogs managed to cover a huge stretch of beach and picked up nearly 2 cubic metres of rubbish from this isolated and beautiful coastline. The audit, undertaken at Xtreme Zero Waste last week recorded a huge variety of objects within this collection, including: 2 big blue barrels, one set of orange cable buoys, 250 litres of hard plastic (that’s more than one big barrel full), 100 litres of rope/mesh, 63 foamed plastics, 20 litres of soft plastic, 5 litres of strapping bands, 1 litre of balloons and party-ware, 1 litre of foil wrappers....and 245 bottle caps, 72 bottles, 48 shotgun wadding/shells, 37 lightsticks, 27 glass bottles, 23 jandals, 17 cigarette lighters, 14 plastic buoys, 10 straws, 8 bits of processed timber, 5 plastic utensils, 5 balls, 4 pegs, 4 lollipop sticks, 3 lightbulbs (all intact!), 3 glass fragments, 1 six-pack rings, 1 brush, 1 box of lures, 1 helmet, 1 coffee-mug, 1 asthma inhaler, some piping and one fluorescent light bulb. The findings of this audit show how so many of our purchases are making it out to sea - let’s all take a closer look at how our lifestyles might be impacting our environment. Raglan refusing single-use for Plastic Free July

From straws and coffee cups to plastic bags and takeaway containers, local businesses are making positive moves towards operating in a plastic-free world. Plastic Bag Free Raglan (PBFR) project lead Amanda Moxey and Xtreme Zero Waste education and communications coordinator Nenya Chapman say local businesses have embraced the plastic free initiative with 92 of 103 businesses now accredited Plastic Bag Free. Newly accredited PBFR businesses this month are Thirsty Liquor, 2 Plus More Dollar Store, Top Cut Butchers, Harbour View Hotel and Raglan Rock. “The PBFR team would also like to say well done to Joes Takeaway’s and Wainui Road Food Market for trialling being plastic bag free for the month of July.,” Amanda says. “The community have been amazingly engaged with the Plastic Free journey. Let’s continue to support our businesses by remembering our reusables and avoid single use takeaway products,” Nenya says. The cost of purchasing compostable containers is something the businesses are partially or fully covering. “By taking our own reusables, we are helping out a local business, and contributing to the circular economy model by keeping resources in use for as long as possible,” Nenya says. The shifting focus of PBFR is to become Plastic Free Raglan and to support changing habits by using alternatives for single use coffee cups, plastic straws, water bottles and plastic take-away containers. There are also plans to trial a Mug Library, as well as other plastic free initiatives in the near future. A recent coffee cup tally revealed over 3000 cups were used in Raglan on a weekly basis and the survey was done in the winter months so the numbers could quadruple in summer. “Most of our local cafes give a discount of at least 50 cents for bringing a reusable cup, which is a great incentive. We can also take our own takeaway container to local takeaway businesses,” Amanda says. There are now compostable product collection points at WOK, Raglan Roast in Volcom Lane, Raglan Four Square, The Herbal Dispensary and Waikato District Council Raglan library, and Nenya says this provides opportunities to correctly dispose of compostable containers and keep them out of the landfill. PBFR have been running a competition on their Facebook page for the best plastic alternatives and this week is the last chance to put forward your best plastic-free idea.
