Hosed­off residents urge revolt over water hikes “I’m all for a bit of revolution,â€? said Linda Silvester, one of 15­odd residents at the low­key gathering at Raglan Town Hall. â€œKapiti Coast ratepayers revolted against these meters,â€? she added in reference to the revelation Raglan is to be the council guinea pig for water metering. Her protest followed the news that by mid next year Raglan’s drinking water is set to cost almost double what it does now and that water metering is the culprit. As council watchdog John Lawson pointed out at the meeting, the rest of the district pays more than we do so â€œthe idea is to try and equate the chargesâ€?. WDC’s water rate is already set to rise from $357 in 2011 to $399.84 this July, a 12 per cent hike in itself.

Chance tonight to bone up on plan D("?(/,$ E"9/0"1/$ F,*<1"#$ ,-:1"(#9$ !&0&$ to be at Raglan Town Hall supper room tonight (Thursday) from 6pm for a public information session on their long term plan. Final submissions are due by 4pm on Wednesday May 9, while submissions on the regional council’s LTP are due on Friday week, April 27.  But the big crunch comes with the change to metering in 2013 when the cost of Raglan’s water will skyrocket to a sum the council claims will average out at about $600 per year.  That !"##$%&$'()&$*+$,-$($.(/$0(/&$12(03&$,-$4555678$ and a usage charge of $1.84 per cubic metre, which the council says will work out at about $489. However John Lawson suspects the real cost will be â€œa lot moreâ€? and says it sounds like 9,'&$:3*0&9$9*++#"&)$%;$/2&$1,*<1"#$2(=&$%&&<$ >+#*1?&)$,*/$,-$/2&$("0@$(<)$2(=&$#"//#&$91"&</":1$ basis. Even at $600, Raglan’s future water costs had some residents spluttering at Friday’s meeting. >A9$/2&0&$($+0,:/$/,$1,*<1"#$"<$,*0$47BBC@$(9?&)$ one concerned resident â€“ at which it was agreed /2(/$DEF$!(9$"<)&&)$>+0,:/&&0"<3@6 Issues such as these needed to be addressed by Raglan people, said Residents & Ratepayers president Bob MacLeod who also chaired Friday’s open forum. â€œPick out the things that bother you (in the LTP) and submit,â€? he urged. â€œIt’s your chance now to make them (WDC) accountable.â€? The meeting also resolved there should beÂ

no rate increases in the district and argued the 2.4 percent rise proposed in the LTP for next year masked big hikes in other council rates and fees. “Do councils just assume they can put the 0(/&9$ *+$ &=&0;$ ;&(0C@$ (9?&)$ (<,/2&0$ !,00"&)$ 0&9")&</$ G$ /,$ !2"12$ /2&$ (<9!&0$ -0,'$ /2&$ .,,0$ was a resounding â€œyesâ€?. It was suggested WDC should have a policy of zero overall increase in rates, charges and fees. No other business, it was argued, could get away with such huge annual price hikes. Another suggestion was that rates should be pegged to the cost of living because the current system was â€œunsustainable, morally wrongâ€?. Residents also questioned the 10­year plan’s proposed increase in council debt from $39.5 million to $126 million, which Raglan Community Board chair Rodger Gallagher &H+#("<&)$!(9$#(03&#;$/,$:<(<1&$'(I,0$+0,I&1/9$ in the Franklin area. â€œHuge infrastructure costs are going to come out of rates.â€? As a stalwart of the local Museum Society, Rodger complained no money was set aside in the LTP to run Raglan’s new museum. â€œThey (councils) are required by law to support museums,â€? he pointed out. â€œBut it’s all gone to support developments up north.â€? Even Huntly Museum would have its $100,000 per year cut, he added. Rodger strongly encouraged his fellow ratepayers to put in submissions. â€œWe can put 15pk pressure on (council) and change things,â€? he insisted. Another issue raised by Raglan West resident Kevin Doig at the meeting was that there was no mention in the 2012­2022 plan of the one­way Opotoru bridge, which would need replacing some time at a cost of $8­10 million. He pointed out the bridge was a â€œcriticalâ€? structure for much ',0&$/2(<$/0(-:1J$(<)$/2(/$!"/2,*/$ it there’d be no water or rubbish dump services on the eastern side of town. Waikato Regional Council’s LTP and the â€œovercrowdedâ€? bus service that council provides for Raglan also came up for criticism. Meanwhile John Lawson, in a critique of the LTP, has pointed out the proposed capital spending overall of $1.8m for reserves and $3.5m for sports facilities which was mostly for Pokeno. Money which had been set aside for walkways and footpathsÂ

around Raglan seemed to have been diverted into a $300,000 council contribution to the Te Awa Walkway, he said.  The LTP now provided for only eight Raglan footpathing, three kerbing and channelling and two road upgrade projects over the 10 years. Local funding was now limited to $29,000 for the Raglan Surf Life Saving Club and $6500 for the Raglan Coastguard, with no future increases.  Several schemes suggested by the community board were rejected by council â€“ among them a Te Uku­Raglan­Whale Bay minibus, an upgrade of the â€˜City to Sea’ walkway to a cycleway, the use of number 1 Wi Neera Street, a swimming pool, a junior soccer storage shed and an indoor sports complex. And housing did not rate a mention in the LTP even though Whaingaroa Affordable Housing Trust’s current initiative â€“ the Habitat for Humanity build on Cross Street â€“ was now making good progress. The meeting heard the LTP also offered an opportunity to revisit the â€œunfair ratesâ€? paid by Raglan.

Whaanga residents get Habitat for Humanity time to sit and ponder home under construction Whaanga Coast ratepayers have eight weeks left to explore alternatives to linking up with Raglan’s town sewerage system after Waikato District Council again extended the deadline to sign up, this time to June 15. The extension was revealed by Raglan ward councillor Clint Baddeley, who reiterated the council had explored all the options for a collective solution to the issue and stood by the reticulated system it had recommended. But it seems the council may still have its work cut out to get the 50 signatures it needs to make the scheme a goer, even though it recently indicated it had now signed up 22 of the 110­odd Whaanga Coast residential ratepayers it wants to link in to the existing town system. For Viviers, Shirleen and their six children the wait is over: their new home in Raglan is under construction. Since last week the build site has been humming with energy. Family members, volunteers and builders are all pulling their weight to get the house built as soon as possible. Viviers and Shirleen applied for the Habitat house only eight months ago. They could not have imagined then, that they would be building their own home in 2012. “We had set long­term goals for ourselves several years ago. Now we can reach our goal of homeownership together with Habitat.” “We want to teach our children that you need to work hard for what you want. Through partnering with Habitat we feel we are working towards something tangible for our children.” Shirleen is taking pictures of every phase of the build process. “I am making a scrapbook for the kids,” Shirleen says. “I want to involve the children as much as we can. The scrapbook will help them tell the story of the house. It is part of teaching them to respect the house that will be their home.” The house will be closed in this week. 2012 Poppies – New Design Poppy sales are the most important source of support and funding for RSA organisations around New Zealand, and this year, to mark the 90th Poppy Day appeal, a new look poppy will be on sale. Proceeds from poppy sales are used to help branches work with veterans, ex­servicemen and women and their dependants. Last year $1.7m was raised from nation­wide sales and all the money raised locally is spent in that local community. Now the RNZRSA has committed to a new poppy supply agreement, however due to the 2011 earthquakes in Christchurch RSA’s in that area have been given the

opportunity to distribute poppies from their previous stockpiles for use in this years appeal.

Raglan RSA Memorabilia Project A project has got underway to catalogue the display of RSA memorabilia, housed at The Raglan Club. Local RSA member Colin Hodgkinson is in charge of the project which will see all the items currently on display properly documented. According to fellow RSA member, Andy Millar, the process is an important one. The plan, he says, is to eventually display all the items in purpose­built display cases. Funding has been set aside for this project; however the Raglan branch is seeking further funds from the community. Why do we pay for water? There seems to quite a lot of it around.What we are actually paying for is having it delivered in agood condition to our taps. In some parts of the world mothers or their children walk for several 26-17$%)$*' $8$)&' 9"&' :;*%' %1' (--' "' #$<' =13%"63$)*' <6%>' 9;061;*' <"%$)?' /;)' water supply is luxury. In about a year the water meter point that has been installed in your garden <6--'=17$'63%1'"=%613?'!1'63*%$"9'1#'"'(@$9'=>")4$'13'&1;)')"%$*'06--'&1;'<6--' be billed for what you use. I’ve seen a prediction that this will increase what you pay. On the other hand you can then do things to minimise your charge for water. You could throw out the dish washer or washing machine. There are other, less extreme, useful tips for saving water. Put a brick or similar object in the toilet cistern to minimise water use. Let the dishes pile up during the day so that the kids only need one sink full of water when they do the lot after tea. O.K. wishfull thinking, when you do the evening wash up. Do not let teenagers in your house, their excessive time in the shower is expensive, makes you wonder what sins they are trying to wash away. If you actually have such young people in your family just turn off the hot water. They won’t linger long under a cold shower and it will dowse their libido nicely. Give up hosing your garden when there is a drought, unless it’s a very long water 9$(=6%? I have a theory, backed up by no reliable evidence, that too much plant watering is like over protecting children, they don’t learn survival skills. Plants who have too much watering get lazy, they don’t send their little roots out to search for moisture. Good root expansion aids survival. Over watered plants with tiny roots just hang about waiting to be served with water, by you. They will be very vulnerable and are proof that too much kindness kills, in my opinion.

The three categories for funding are Community Board Discretionary Funds, Events Sponsorship and Rural Ward Discretionary Funding. Applications for Community Board Discretionary Funds and Events Sponsorship close on the second FRIDAY of MARCH, MAY, JULY and OCTOBER. Applications for the Rural Ward Discretionary Fund close on the third FRIDAY of FEBRUARY, JUNE and SEPTEMBER. We’ve made the change to streamline the application process. It also gives our community groups and voluntary organisations a better chance for successful application.
