Dear Editor It was nice to see the positive article about Raglan Area School in last week’s Chronicle. The school is indeed doing well. However, I feel the article failed to recognise the dedication of the principal Malcom Cox, who has worked hard to build a welcoming and inclusive culture within the school, and the equally dedicated senior and other teachers who care for and educate our children. We are lucky that our local school has so

many committed and inspirational teachers. They are all responsible for how well the school is doing. If the purpose of the article was to highlight the reasons for the growing roll, then I think these things needed to be mentioned. All four of my children attend the school. The eldest has been there nine years. Throughout that time, they have all received a quality education that their teachers and the school can be proud of. Sarah Johnson Raglan

Following on from its smoke testing of pipes being carried out in February, contractors have started cleaning and inspecting underground wastewater pipes in the northern part of the town. Cleaning the pipes will remove blockages caused by objects like nappies, pieces of cloth and wet-wipes. These blockages can lead to wastewater spills, which is something council is trying to avoid. Once clean, the pipes can be inspected via Closed Circuit Television (CCTV) cameras. The inspection provides valuable information about the condition of the pipes which helps council plan what maintenance is needed.

General manager service delivery, Tim Harty says this work forms an important part of a districtwide assessment into the condition of council’s underground pipes, especially in Raglan. “It is part of council’s ongoing commitment to improving wastewater infrastructure so that we can minimise any wastewater overflows or leaks,” he says. The contractors, InterGroup Ltd, are due to start the cleaning and CCTV inspection work during the last week of February. Work will continue until the end of June 2017. If there are manholes or access chambers on private property, the owner will be contacted and arrangements will be made. Council thanks the Raglan community for its support of this important work.

Dummy water bills to help residents ‘conserve water use’ before paying

T

rial readings of water meters have been delivered to homeowners this month to help them take control of their water use.

Under the metering system for the 2017/18 year, residents’ water bills will be charged in two parts: a fixed charge of $213.83 for the year and a water usage charge of $1.82 per cubic metre (1000 litres). Residents currently pay $549.42 in their rates for water management. Waikato District Council general manager service delivery Tim Harty said the new charges covered the treatment, distribution and management of water supply to ensure that when water reached residents it was free from harmful organisms and met water supply standards. “The charges are set to cover the costs of running the system only, as it is illegal for councils to profit from providing water.”

According to the 2013 census, the average household size in Raglan is 2.3 people. WDC has based the 2017/18 charges on a two-person household using an average of 170 cubic metres of water for a 12-month period – 232 litres per person per day. Using this average, the total proposed water rates (targeted rate plus water use) for 2017/18 for a two-person household would be $523.23. The total proposed water rates (targeted rate plus water use) for 2017/18 for a three-person household would be $596.03. Mr Harty said council arrived at these values by modelling historic water usage and the cost of supplying those volumes against various pricing structures. “Ultimately the final pricing structure is decided based upon what is deemed the most equitable to all users. We anticipate that the overall rates collection would be the same.” Mr Harty said two trial readings would be sent out and they were designed to help

ratepayers understand their meter, thereby helping them to monitor and conserve water use. Homeowners were also urged to check that the water meter assigned to their property was correct. This can be done by turning off the toby by the meter and checking that water no longer runs from taps on the property. Property owners are expected to pay the targeted rate but may pass on water use charges to tenants as part of a tenancy agreement. The charging system of water begins July 1, and water meters will be read and water use charged for every six months. A second trial reading will be sent out to residents in May. Tips on how to reduce water use can be found at www.smartwater.org.nz The Waikato District Council is holding an information session on water meters at the Raglan Creative Market on March 12. local surfing Manu Bay Raglan Point the Single Fin

With a colourful array of retro and single-fin surfboards showing up out of the woodwork, it was a great family day filled with friendly competition. “It was a great day with nice offshore waves for all and over 50 surfers young and old competing which was great,” said sponsor and emcee Kyle Leuthart. The winner was Taylor Hutchison, with Mikey Banks second, Jayden Willoughby third and Gabby Sansom fourth. Taylor also won last years 2016 event so this make it his second title in a row. Sticking with tradition, the pie eating contest was also a highlight of the day with kids and adults alike taking part. The junior division was taken out by a very gutsy Izzy Fenton, with the senior division being won by Simon '8 Ball' RiceEdwards. “Thanks to Raglan Pies for the delicious fare to compete with,” said Kyle. The raffle for the Camenzind Surfboards handcrafted single fin with Neil Wernham board art and board production costs sponsored by Kyle Leuthart of LJHooker Raglan was won by an ecstatic Isao Fukuda who only bought one ticket on the day.

Several thousand dollars was raised for the Raglan Point Boardriders club through this $5 a ticket raffle which was drawn by Constable Raewyn McLachlan near the end of the contest. “It's a great way to fundraise myself and LJHooker are proud to support this now annual event which brings everyone together to have some fun,” said Kyle.

“I will be releasing a short film of the event through my facebook page in the coming weeks, looking forward to doing it all again in 2018. “Huge thanks to contest director Marcus Hodgkinson for the organisation of the event as well as the Raglan Point Boardriders Club for hosting and organising the day.”

Feedback urged on new bus timetable

Raglan Community Board meeting: News In Brief

Raglan residents are being urged to have their say regarding the new bus timetable that will be in service in April 2017.

At the Raglan Community Board open forum on Tuesday last week, the new Sunday timetable was criticised for not linking up with other bus services in Hamilton. People needed to be in Hamilton by 10am to catch other buses out of the city, said one resident, and having departure times of 11.30am and 4.30pm meant that visitors from out of town would have to leave Raglan a day earlier and stay the night in Hamilton if they wanted to link up with other bus services. “A timeslot that is no use to anyone, what is the point?” A survey on the new bus service is available at http://www.busit. co.nz/raglan/ with feedback welcome on the changes, including timetable and bus routes.

The Raglan Community Board is holding monthly informal meetings on the fourth Tuesday of every month in the Supper Room of the Town Hall at 7pm.

The meetings are open to all and they are an opportunity for residents to meet with the board and discuss matters of interest or concern together. It is also an option for those who cannot attend the 2pm community board meetings that are held on the second Tuesday of most months.

Raglan resident Wayne Trott again raised the issue of overflowing rubbish bins at the open forum of the Raglan Community Board meeting last week.

The Raglan community has been asked for its input into a Natural Parks Reserve Management Plan being developed by Waikato District Council.

Wayne, who regularly brings his concerns about rubbish to the community board, said the bins were not being emptied late enough at night and rubbish was “blowing everywhere through the countryside”. He said he had rung collectors Xtreme Waste about his concerns and their “excuse was they collect it at 6 in the morning, but if you emptied it at night

The plan will outline the future use, management and development of the natural parks it administers across the district. Those proposed to be included in the plan from the Raglan area are the Aroaro Bay Reserve (corner of Wallis and John St), the Greenslade Rd Reserve, Okete Nature Reserve, the Raglan Reservoir (Te Uku), Ruapuke Beach Esplanade, Totara Grove Reserve (Waitetuna) and the Waterworks

priority

Want a say in what projects you would like to see considered for funding in the Long Term Plan 2018? The Raglan Community Board has a Priority Projects list from which it is urging residents to tick their pick of the top 3 or suggest other projects. The eight projects listed by the community board are: Continued development of footpaths; heated swimming pool; central business parking; Whale Bay to Manu Bay walkway; public transport; establish Wi Neera St property as a green reserve; one-way traffic on Cliff St; and complete upgrading the entrance to Raglan. Have your say before Tuesday, February 28. Forms are available at the council’s Raglan Area Office at the library.

Boat ramps The Waikato District Council has hired Bloxam Burnett & Olliver to assess all its boat ramps. The council wants to know which boat ramps are used the most and if there are any concerns or issues with structures. A survey for all boat ramp users and stakeholders is available at www.waikatodistrict.govt.nz/ boat-ramps, to be completed and returned to rduirs@bbo.co.nz before March 15. Inger Vos

The council has called for written suggestions to be considered for inclusion in the draft reserve management plan to made available for submissions later this year. Suggestions must be received by March 3, and can be done online at waikatodistrictgovt.nz/sayit or by posting, emailing or faxing to the council office or library.

then you don’t have to be up at 6am”. The rubbish issues were particularly bad during long weekends and sunny spells, he said, and the birds would pull all the rubbish out if they weren’t emptied at night. Wayne said in Tauranga at the foreshore they had 200 litre drums for rubbish bins and “they don’t seem to have half the problems we have with rubbish”.

“It’s just gross,” says the Soul Shoes owner and Silos resident, who no longer swims at the boat ramp because of it and wants council to make it an illegal practice. Taranaki District Council hits people with an instant $400 fine for dumping fish waste and shellfish such as kina on its reserves and beaches. “Council says it’s not illegal but you wouldn’t dump any other offcuts from processing in the harbour. You wouldn’t dump a dead cow there!”

Marie says there are always fish frames at the boat ramp whenever there is fishing. She says fishermen go home to fillet their fish and then come back with the frames to dump them. “It’s been ongoing for three years. We live here so we see it all the time. “Would you want to swim there?” She says she has asked Waikato District Council to put up signs prohibiting it but they say it’s not illegal and the regional council harbour master has also told her its not his job to police it. “It has nothing to do with anyone. “The more people that speak out about it the better.” Waikato District Council monitoring team leader Craig Birkett says the fine issued

by Taranaki District Council is most likely issued through the Litter Act 1979. “This Act enables councils to issue infringements where an officer observes or has reasonable cause to believe that littering has occurred in a public place. “We make every effort to identify people that dump rubbish but we do need the community’s help in identifying those responsible. We urge people to report any dumping they see, and record any details of the vehicle involved, including the registration plate, colour, make and model of the vehicle, and the time of day so the appropriate legal action can be taken.” Photos are best, Craig says. “When we obtain evidence of the dumping we can issue a fine or consider court action. If someone is caught illegally dumping they are fined $400.” Raglan Sport Fishing Club Sheryl Hart says the dumping of fish frames in public areas is not meant to happen but does, and it was difficult to police offenders. “We don’t approve of it,” says Sheryl. She says the fish frames are pollution and they attract sharks. “If someone stood on them, blood poisoning from fish injuries is very high.” Sheryl says if people were dumping frames after having filleted fish in Raglan than they were likely local offenders. “Put them on Raglan Notice Board. Fifteen minutes later someone walks up your driveway and picks them up and you have made a friend.” She says the club would look at organising a drop-off for fishermen from out of town where they could dispose of their fish frames instead of dumping them in the harbour. Islay Mist sails off for new home in Sounds A

permanent fixture in Raglan Harbour for some 20 years sailed off on Friday for a new home in Marlborough Sounds.

The Islay Mist, a large charter and crayfish boat formerly owned by Brian Hooker who died a couple of years ago, made the trip in about 32 hours, says friend Kevin Ormsby. “It was quite an unusual feeling,” says Kevin, of watching the boat sail away for the last time and for good. He wasn’t 100 per cent sure but he believed the boat would be used for mussel work and charters.

The new owner spent a week on board the Islay Mist preparing it for the long journey. Brian Hooker, owner of Raglan Charters, lived in Hamilton but had 30 years’ experience fishing on the west coast. “He would have been doing as much as the commercial fishing boats if not more,” says Kevin. The boat had just been sitting in the Raglan Harbour for the past two years while Brian’s family decided what to do with it. Inger Vos
