I

t’s business as usual at Raglan Engineering but still something of “a steep learning curve” for the new owner of the iconic tackleanything workshop that’s operated for decades out of the old Hartstone building on Park Drive. “I wish to continue as is,” Vaughan Anderson assured 60-odd loyal customers and suppliers who gathered on site last Saturday to both welcome him and farewell Peter Williams, who’s now retired after 48 years working in the depth of that very building – 23 of them as owner of the business. Vaughan insisted at the handover that “if it can be fixed, repaired, modified or created” then Raglan Engineering under his ownership will continue to do so in the time-honoured tradition of its outgoing owner, who liked nothing better than devising solutions to myriad challenges. While Vaughan’s a trained sheet-metal tradesman – with a particular expertise in

the construction of dairy factories – Peter’s background was as a mechanic. Vaughan however is on that learning curve and says he’s ready for what he calls community engineering. “Problems solved, service delivered as always,” he promises. As Peter wanted, Vaughan’s kept on the two existing staff. He’s also inherited the business’s tractor and forklift – assets Peter reckons are (or were) “every boy’s dream”. Vaughan – who’s 52 – says he feels right at home in Raglan, having learnt his trade down-country in Hawera near the black sand coast of the South Taranaki Bight. He’s been based in Hamilton since, has family in town here and has visited Raglan often over the years. Now living just an eight-minute walk away from his new workshop, with a harbour view from the smoko room upstairs and a brewery right next door, Vaughan’s amped. “What more could a man need?” he jokes. Peter, meantime, is delighted at the sale of the business he’s built up since the year 2000. It was very important his “second

home” went to the right person, he told the Chronicle – someone with the same ethos and with the same kind of interest in the community. The 68 year old’s had some health scares in recent years which have hastened his retirement plans. Ongoing cancer treatment has been put on hold long enough, says Peter, and come Christmas-time he might well have considered closing his beloved workshop if the “willing buyer” he wanted hadn’t turned up. Peter was particularly pleased to welcome his old boss John Hartstone back on site for the weekend barbecue event. At 20 years old this longtime local started out as a mechanic for John, only taking a leap of faith and setting up his own engineering business 25 years later. During that time he calculates he’s worn out something like 18 pairs of work boots, gone through four or five lunchboxes and cut his lunch 11,000 times. “I’m a systems man,” he laughs. “I think I bought my lunch only once!”

ong-time Raglan singer-songwriter Lynne Wilkins doesn’t have to look far for inspiration – it’s right on her doorstep at Wainamu beach. No surprise then that the lyrics to ‘Black Sand’, the opening track on her latest album with husband Michael Mackinnon, just came to her while walking on the beach one day. “The song wrote itself,” Lynne told the Chronicle. All she had to do was go back home, grab the guitar, forget about work, and…create. ‘Restless’ – on the same album – came to her in much the same way, she adds. Lynne calls them her beach-walking songs – and in the case of ‘Black Sand,’ a nod to the old ‘Raglan by the Sea’ tribute composed by legendary local muso Clarrie Cresswell, which was further popularised by the Raglan Mudsharks and a television documentary of the same name. The new album’s title track ‘When the West Wind Blows’ is also about Raglan, Lynne confirms, which is no great surprise considering she’s called Whāingaroa home for many years now. The Canada-born 67 year old reckons she gets all the musical inspiration she needs from the coastal environment she lives in, literally just across the road from the beach in Riria Kereopa Memorial Drive. Lynne – who last year sold her downtown accounting consultancy, Bizworx – shares with Michael a love not only of their oceanside idyll but also of the folk-grounded acoustic music they regularly perform in Raglan and beyond as WilkieMac. The duo is regularly at the Old School Arts Centre’s ‘Live & Local’ showcase evenings, and at open mic nights at the Raglan Club. admit, the most fun can actually be “the jam, not getting on stage”. The pair also plays at birthday parties, weddings, Scottish or Irish social dances called ceilis, and at more intimate house or backyard concerts all over the North Island from Plimmerton and Otaki to Greytown, Napier and New Plymouth. They do their own blend of contemporary and traditional folk music and covers. Lynne writes her own songs and plays the flute. Both play guitar and sing, often bringing other instrumentalists like fiddlers into the mix to enhance the Celtic sound. They have a bus to travel in and – now on the verge of retirement – are considering a South Island tour to promote their latest albums farther afield. Meantime they have a back-up plan in place should the twin effects of coastal erosion and rising sea levels one day overwhelm their idyllic Wainamu beach lifestyle. They can always head a few hours south to Ohura in the King Country, where there’s a section to build on and fellow musos to meet up with. Not too much out of their way considering WilkieMac load up the bus every summer and camp there in rural peace to escape the madness of Raglan’s peak season. Of course Lynne’s already written a song about their bolt-hole – titled simply ‘Ohura Tui’ – on their seven-track ‘When the West Wind Blows’ CD. The first five notes copy those of the tui singing there, she says. “I played along with them and the tune just kind of arrived… “The tui sang in E flat, but I transposed it to G because that is a standard key for Irish-style tunes.” ’When the West Wind Blows’ is stocked at Raglan iHub along with WilkieMac’s other recently recorded CDs, ‘The Pleasure Will Be Mine’ and ‘The Guinea Stamp’. Affordable housing initiative at Kōmako Place by Janine Jackson

A

non-profit housing development has delivered well-built and sustainable homes for five local families in Raglan at a low-cost.

The Kōmako Place initiative is the brainchild of Hayden and Hayley Vink of Wainui Environmental and Hay Property, and was driven by the experiences of friends who were struggling to get their foot on the Raglan housing ladder. “We want families to be able to live here and thrive here. So that was a big driver for us,” Hayden says. The Vinks’ ethos for the Kōmako Place enclave in Rangitahi Peninsula is ‘good homes can be built for good people, not good profit’ and a cost price three-bedroom, standalone home is a dream come true for first-home buyers in the hot Raglan housing market. The original purchase price they had in mind was around $550,000 but when the development broke ground three years ago they had to factor in the changing economic landscape for building. “With the rising cost of building, the project costs were going up and lending requirements were getting tougher, so the project got harder and harder,” Hayden says. And while their initial goal seems like wishful thinking now, they know they have produced quality, low-cost homes that will stand the test of time. “It could have been done for a lower cost but this would have been at the expense of good design. We live in Raglan - and want to see good development done here for future generations” he says Another problem the Vinks says first home buyers face in Raglan is housing stock largely made up of baches that typically need extensive renovations to bring them up to today’s healthy homes standards. “We know that the purchasers would struggle to even get in the market and then to have the funds to do any kind of renovation adds a whole lot more to the price. So we wanted to create a finished product with materials that will stand the test of time” Hayley says. They based a lot of the Kōmako Place development on non-profit Nightingale housing, which provides a variety of different affordable housing models in Australia. Drawing on this established non-profit organization for inspiration and ideas was invaluable. The Vinks aren’t new to building beautiful housing developments in Raglan. Hay Property and their Northpoint project in Rangitahi was recently named in the Master Builders House of the Year Top 100 and it scooped up Regional Category Winner Multi Unit Award and a Gold. Removing some of the risk associated with development projects was key to removing the profit margin and pushing ahead with the development. Strong partnerships and support from Rangitahi and the BNZ bank helped facilitate the project. "Rangitahi were instrumental in making this project happen and supported it wholeheartedly from feasibility to construction," Hayley says. BNZ’S partnership in Kōmako Place forms part of its commitment to providing

$10billion in sustainable finance by 2025 and a further $50million in no/low interest loans to drive better long term social, cultural and financial wellbeing of Kiwis. A development of this type is very exciting in the initiation phase, however getting through the process of funding, council consenting and understanding legal implications is challenging – let alone the balance of good design with value engineering. Hayley says she has heard of similar developments with passionate people who haven’t made it to the finished product stage. “There’s a lot of front-end stuff and no final product. Getting the funding, special sale and purchase agreements and covenants right is hard work. We had to have them all pre-sold before we could start. Which is fair, the banks don't take risks with that.” In fact, it was 18-months of front-end work before the project was funded and ready to break ground. The Vinks say covenants included in the purchase were put in place to encourage the local community to flourish. “The point of the rules was not to be overly restrictive but to make sure that the intent of the project had longevity – for example the houses must be owner occupied to deter short term holiday rentals," Hayley says. The project was designed by Red Architecture and built by Kiwi Designer Homes. “We were fortunate that across the board our team of contractors and consultants really got on board with the ethos of the project – charging fair or discounted rates for their services; we can’t thank them enough. Blair and the team at Kiwi Designer Homes did an awesome job and cost overruns were kept to

Having successfully completed their first non-profit housing development, Hayden and Hayley are considering having another go and know it will be easier second time around.

“I think now that we've done it, it’s not just a nice idea. People can see it and you can look and touch and feel it,” Hayley says. “From what we've learned in this process, there are opportunities to structure it better and improve the final product” Hayden says. “We'd love to talk to people that have a passion and funding avenues for this sort of development. To share what we have learned would make the whole process easier rather than starting from scratch."

We get drawn down paths where we can’t connect in the same ways, where we can no longer look out for one another, then a deep disconnect invades our existence. Isolation brings layers of complexity, and perspectives distort. We learn to take time and make as much space as we need, for who we are. Then find a way to embrace

n Saturday 14th October, New Zealand voted to change from a red to a blue Government to be supported by minor parties TBA. The election result comes at a time when the property market across the country appears to be slowly moving off the bottom, with the average house value in NZ increasing by 0.9% in the last 3 months – the first noticeable upwards movement in two years. Election aside, there’s already multiple things conspiring to put upwards pressure on property values: • Population growth is at a record 2.1% for the year, that’s an extra 105,900 people living in NZ compared to last year. The areas that have seen the most growth are Auckland, Waikato, Bay of Plenty and Otago (mainly Queenstown)

• The Credit Contracts and Consumer Finance Act (CCCFA) has recently been loosened meaning the ‘credit crunch’ has eased and mortgage finance is now more available The Blue Government campaigned on various property related policies. Here’s what we can expect them to change: • Re-introduction of mortgage interest deductibility for property investors. By 2026, landlords will be able to offset 100% of the interest on their investment mortgage/s against the rent income. The loss of this deduction has been a major driver of rent increases over the last 2 years. I’d like to say that this change will take the sting out of rapidly rising rents, but rising maintenance costs, rising council rates and dramatically rising insurance costs will keep pressure on rents. The prospect of eventual re-introduction of interest deductibility has already spurred on property investors and we’re seeing investors purchasing again after a 2 year hiatus • The ‘Brightline test’ for Capital Gains Tax (CGT) is proposed to be changed from its current 10 year timeframe to 2 years from July 2024. Changes Post-Election – Trial Periods By Jaime Lomas, Director DTI Lawyers

A

significant change postelection is that National intends to restore 90-day trial periods for all businesses within 100 days of being in office. Currently, trial periods may only be included for businesses who have less than 20 employees.

I

t is interesting to read, in Elizabeth Amoore’s book, “The Stories Behind the Headstones”, of one Margaret Leslie Mckenzie. Unlike many buried in Raglan, she spent most of her life elsewhere.

By all accounts, hers was a well-travelled life and one in which she seemed to have dispensed with a couple of husbands, in order to make her own mark on the world of 19th century NZ. Margaret was the daughter of a Margaret and John McKenzie and the granddaughter of Ruku and James Mckenzie. She was born in Invercargill in 1865. Like many of that generation, she married fairly young (20 years old) to Samuel Asa Moreton and they had four children. We next hear of Margaret in 1893, when she signed the Women’s Suffrage Petition Roll in Grassmere, Invercargill. By 1906, Margaret had moved North to Wanganui, where she married one William Henry Angell. Things became interesting when Margaret stated on her marriage certificate that she was widowed in 1899. Liz’s search of death records uncovered the fact that Samuel actually only died in 1923. Not to be outdone, William also gave false information, as the age he gave on his marriage certificate was at least 6 years younger than he actually was. By 1913 it seemed that Margaret and William were no longer seeing eye to eye. The couple had moved to Rotorua where William was convicted of assault on a female, for which he spent 5 months in prison. By this time, Margaret had obviously decided it was best to utilise her own resources if she was to survive. She became a guide at Whakarewa in Rotorua and was known as Guide Molly by her friends and colleagues there, as well as by the

many local and overseas visitors who flocked to see and hear about these geothermal wonders. An excerpt from an essay written about the guides of Whakarewa says: “Some of the women who remained at home could supplement their income by guiding, though it was a seasonal activity, and did not provide a steady income. The women were more appealing to tourists, and their natural flair and aptitude for the work reinforced their monopoly. They grasped the opportunity to sustain themselves and their families by doing work they enjoyed.” Not only was Molly known for her guiding but she was also a founding member, along with Deane Waretini, of the Rotorua Māori Choir. The choir was made famous due to Mr Gil Dech, noted pianist and conductor, who ‘superintended the making of gramophone records of the choir’ c.1929. He was also 'the man who made the Rotorua Māori Choir famous throughout the world through the medium of those gramophone records'. Sadly, Molly’s contribution to music was short-lived when she died in Raglan in 1916. Her obituary in the Taihape Times on 29 May stated that: “Molly had been ordered to the seaside for her health, and while she was at Raglan she burst a blood vessel and died while being motored to the Hamilton hospital. It states that: “Guide Molly gave her services when a Māori choir toured the North Island nearly two years ago in aid of suffering Belgians, and although she worked very hard on that tour she never complained at the sacrifices she made”. It also refers to her work and says: “Molly was a well-educated woman, and was much sought after by globetrotters as a guide to the wonders of Whakarewarewa.” For a woman of such resilience and talent, and who seems to have overcome many difficulties in her life, this was a sad and untimely end for Margaret.

If an employee is dismissed pursuant to a trial period, they are legally unable to raise a personal grievance for unjustified dismissal. Because of that restriction on an employee’s rights there are also strict requirements that must be followed for trial periods to be legally valid. Even if the ability for all businesses to use trial periods is reinstated, it is likely those requirements will still remain. It is therefore important all businesses are aware of those requirements and these are followed to the letter. For a trial period to be valid: The employee must be a new employee. It the employee commences work prior to signing the employment agreement containing the trial period, they are not considered a new employee upon signing. The date the trial commences and the length of the period must be stated.

A statement must be included in the trial period that if the employee is dismissed pursuant to it, they may not raise a claim for unjustified dismissal. The employer must advise the employee of their right to seek independent advice and must provide a reasonable opportunity for the employee to do so. The employer must actually advise the employee of this either verbally with accompanying letter, or through email. The inclusion of a declaration in the employment agreement is not sufficient. It is important to be mindful of what these requirements are to determine whether the trial period can be relied upon before an employee is unjustifiably dismissed in error. We strongly recommend that legal advice is first sought before issuing any decisions to terminate employment in reliance on a trial period. Please note: Until this policy change is implemented businesses with more than 19 employees should not be including trial periods in employment agreements.
