Draft natural hazards chapter of District Plan opens for feedback

aikato District Council needs your input on the natural hazards chapter of the Draft District Plan.

Mr Ebenhoh says the review of the natural hazards chapter has identified the type, scale and frequency of natural hazards that affect the district and where possible, these hazard areas have been mapped to identify where special development controls are needed. “Technical assessments have helped identify the draft mapped areas. The draft maps cover areas defended by stopbanks and areas at risk of river flooding, coastal erosion, coastal flooding, and the risk of mine subsidence above some parts of the Huntly East Mine. The natural hazards chapter (officially known as Stage 2 of the Waikato District Plan Review) proposes a way for us all to manage the risk to people, property and infrastructure from natural hazards. The draft chapter includes policies and rules, together with the hazard maps, and are available to view on our website and in hard copy at our offices and libraries. The draft provisions and maps are for consultation only and do not have any legal weight at this stage. Waikato District Council Planning and Policy Manager Jim Ebenhoh says the natural hazards chapter has been drafted to fit with the other Proposed District Plan chapters which have already been consulted on and are currently in the hearings process. “We invite you to have a say on the draft natural hazards chapter and the hazard maps between now and 5pm on Friday 1 November 2019. We will be holding a series of public drop-in sessions in Raglan, Ngaruawahia, Huntly, Tuakau and Port Waikato. ecuring a near-certain spot at surfing’s Olympic Games debut in Tokyo next year is a dream come true for Raglan’s Billy Stairmand, who’s “taking a breather” back home this month before heading off to compete next in Hawaii. “I’m a little bit burnt out,” the soonto-be 30 year old told the Chronicle of his seven-week stretch away competing overseas. But at the same time he’s “stoked” to have achieved a goal he set himself some 18 months ago after tying the knot at Whale Bay with his girlfriend of five years, Liana Parker. “I wanted to represent New Zealand – and Raglan of course,” he says of his campaign to become an Olympian. “This is a dream come true.” Billy contested an astonishing five heats in mid-September at the ISA World Games in Japan – where he came up against some really big-name surfers – to secure his place in the Tokyo Olympics. He beat out fellow Kiwi Kehu Butler, and earlier his old rival Ricardo Christie, to claim the qualification spot. Billy says he was focused at the time only on “making heats” and not worrying about the Olympics, but came away with his name on one of the 20 places available

in the men’s competition at the Games which start the last week of next July. The only other Kiwi to earn provisional qualification is Whangamata surfer Ella Williams who is set to be among the 20 women Olympians. Competitively Billy’s had an impressive year with just being there in the ISAs a boost to his confidence, let alone doing better than expected. But it’s been “pretty crazy” too, he reckons, with two major events since he qualified. And he’s still in competition mode as there’s another goal he set himself at the time of his wedding. “I also want to make the (World Surf League) Championship Tour … I need to get a few more good results.” Constantly travelling and competing however takes its toll. “Obviously being away from home is the hardest thing,” Billy says, casting a glance Liana’s way with their dog Obie alongside. And losing is hard. “In surfing you lose way more than you win,” he reveals. “You’ve got to learn how to lose.” That might mean feeling “gutted” for a while, maybe calling or messaging family and friends for some reassurance – pretty much whatever it takes to adjust his mindset.

Yet this year has been consistently “amazing”, he says, in terms of having body, mind and equipment aligned. He just wants to “keep it going” and to surf at international level for the next five years or so. The kid with the long blond hair who grew up riding Raglan’s waves – encouraged first by his father Alec, then trained through the local surf academy – no longer has a coach as such. Instead, Billy says, he relies on informal sessions with a friend to ensure he’s physically and mentally in top form to do justice to a career on the pro surfer circuit. But it’s to coaching or perhaps running surf camps he’s looking at himself when considering starting a business of his own sometime because “it’s all I’ve ever known”. Meanwhile Billy’s amped on achieving his WSL goal, and of course on a good showing at the Olympics. Although last month’s ISA qualifying series took place at Miyazaki in Japan, he’s unfazed at competing in Tokyo. It may be a different beach but he’s surfed it before, coming away with a third placing. And this time round he’ll have Liana there for support. Edith Symes

Affordable housing in Raglan – we want to hear what you think

O

ur local Whaingaroa Raglan Affordable Housing Project – aka WRAP – invites you to participate in our first round of community consultation about future affordable housing development for Raglan. Come along to the forum at the Town Hall at any time during the day on Sunday the 3rd of November and contribute your thoughts, aspirations, and experiences about housing. How do you want to live in Raglan in the future? What sort of housing should we be delivering to support everyone into warm, dry, secure, homes that we can all afford including those with limited or no income. How do your children see themselves living in Raglan in the future? WRAP received funding from WEL Energy Trust in June this year for this community consultation phase, as continuation funding after completing our goals in 2018 to report on the costs of housing, and the effect the cost and limited access to housing is having on our community. Two reports resulted from that work; search for the Raglan Housing Study on the Waikato District Council website. On Sunday the 3rd of November, we will create a space where, in five broad themes we will have a chance to discuss and debate issues that will inform any future affordable housing projects in Raglan. The objective is collect input, as widely as possible from anyone who is interested in or affected by the

issues of access and cost of housing in Raglan. WRAP have sought out speakers from our local community and experts in design, planning, consenting and construction to provide panels that will be informative and will also help us to shape our own thinking about housing. Each of the sessions will have about 20 minutes for the combined panellists to explain their backgrounds, then the remaining 40 minutes for discussion and collation of ideas. In the final discussion forum for the day we will be considering how our needs will change in the future, connecting up thinking around climate change, asking our young people how they would like to live, what older generations might need, how do those in between who have young families manage to establish homes independently and how do we cater for those in need of emergency housing. The WRAP team will collate all of the outputs from the hui for inclusion in future designs and plans for affordable housing projects in Raglan in line with our community plan Raglan Naturally. So come along to the town hall and have your say – entry is free, stay all day, pop in for a particular themed discussion or just dash in, jot your ideas down on the ideas boards and rush on with your day. rade Aid Whaingaroa celebrates 30 years delivering the fair trade message and products to Raglan this month. The shop sprang to life in 1989 when Māori land rights activist Eva Rickard was the first in the area to dabble in Trade Aid products, selling fair trade coffee from her Māori arts shop Waka Huia in Wainui Rd. There have been many incarnations over the years, including altering the size of the

current location and subletting sections of the premises to cope with rent rises over the years. Shop manager Donna McGough says it’s the awesome community spirit, environmentalism and social activism that has lent itself to the success and longevity of the shop. “Our community is wonderful and they see us through the hard winter months that affect most of the shops in town. Trade Aid NZ would be very unlikely to start up a shop nowadays in a small town like Raglan,” she says.

Aid do things a little differently than your average business, Donna says, and has been combining development and trade for over 40 years. “We are an example of how businesses can help build a better world and that there is an alternative way of trade – a fair way,” she says. Trade Aid’s trading partners benefit from the fair and stable prices they receive for their products enabling them to invest in a variety of capacity building activities and resources, including training, health facilities, environmental initiatives, and educational services for their members. Run as a social enterprise and overseen by a local trust, Trade Aid has a couple of paid staff members and a handful of local volunteers who are committed to supporting Trade Aid’s work. “The Raglan Trade Aid team see their efforts as a very practical and useful way of making a difference," she says. The longest-serving shop volunteers and trustees Ann Kingsbury and Len Swann- both in their 70s - still make the trip from Ruapuke to volunteer in the shop one day a week as well as attending monthly Trade Aid Trust meetings. The pair have nearly 50 years combined service as shop volunteers – Ann started in 1995 and shoulder-tapped her cousin Len to do the same three months later. “The best thing about volunteering at Trade Aid is being surrounded by such beautifully hand-crafted objects and fine foodstuffs; the fact that they are fairly traded is a bonus. I also really value the interaction with colleagues and customers,” Ann says. Former shop staff and volunteers will be invited to a celebration morning tea. he Raglan Sailing Club (RSC) will soon be starting their summer sailing calendar of Learn To Sail (LTS) courses for both children and adults. This year will have Level 1 beginners courses as well as added Level 2/3 sessions and a new course for adult beginners. There will also be lots of fun events over the season as part of the Club calendar. To start things off there will be a ‘Have a Go’ day on Sunday 13th October from 9am – 12pm

at Lorenzen Bay. The day is free of charge and is a great way to try your hand in one of their fleet of small boats in a safe and social environment. Please bring warm clothing, a change of clothes and a life jacket if you have one but the Club has a number of life jackets for use. Sailing is a wonderful way of enjoying our great harbour so come and give it a try! Study finds that online voting won’t engage more youth as voter turn out sees all time low

oter turnout for this Saturday's local elections is heading for a record low, with an official saying online voting must be brought in to halt the decline. Electionsnz.com chief returning officer Warwick Lampp said turnout had been trending down for some time. He said based on current estimates, turnout this election was likely to be at an all-time low. Every local government election there are those who advocate for online voting as a fix for dismal voter engagement. But while the convenience would no doubt be popular with many, online voting would not solve the historical low turnout rates, says Dr Julienne Molineaux from the Auckland University of Technology. “Overseas experience is that online voting tends to be popular with those who are already likely to vote and who have high levels of digital literacy. “It does little to help add new people to the voter pool, and this holds even for young voters.” Dr Molineaux says the reason most people don’t vote in local government elections has little to do with the technology used – be it post or digital technology. Non-voters are not a homogenous group and reasons they give for not casting their ballots include: • Not being interested in politics or local government;

• Low levels of civics literacy, such as not knowing an election was on, or how to enrol or vote; • Wanting to vote but not having enough information about candidates, policies or issues to complete the ballot. Dr Molineaux says shifting the ballot from paper to a screen would not help solve these problems. A lack of information is an important hurdle, even for those who see voting as socially desirable. “The local government ballot is very complex and the lack of political party branding makes decision-making hard, even for those who follow politics. “Having the ballot on a screen will not reduce decision-making hurdles, nor reduce cynicism among people who have switched off from politics.” Dr Molineaux says the security risks of online voting should also not be under-estimated. “IT security experts are unanimous that voting systems are vulnerable to hacking and corruption.” Dr Molineaux is a researcher at The Policy Observatory, based at the Auckland University of Technology. New and improved facilities as golf club marks 50 years

olfers are revelling in the new, improved facilities at the Raglan Golf Club’s Te Hutewai Road 18-hole course. The non-stop action at the attractive course received a major boost with the recent felling of several stands of mature pine trees. Contractors milled the export-quality timber which returned a tidy income for the club. That kick-started plans for improvements on the course and clubhouse. Gone are the sheep that contently grazed the course for many years. “Members agreed that, although the flock of sheep had done a wonderful job keeping the fairway grass under control for a long time, the course would offer a more attractive surface if it is maintained in other ways,” said club president Peter Aim.

“So, we sold the sheep and we are investing in new machinery to use in the upkeep of the course.” On the list are mowers and a tractor. “It will be more work and time consuming, but at the end of the day we will have a great golf course,” Aim said. “Already, after just a short time, the feedback from golfers has been absolutely positive and the course will continue to get better and better – it’s pretty exciting.” The felling of the pines has also given the club the opportunity to explore beautification and other options. “We have developed a re-planting plan,” Aim said. Natives, along with various species, feature on the plan which is already underway. Changes to the ninth and 17th holes are also under discussion.

A working bee at the golf course in 1968 “We want to raise the course rating and we are considering the idea of lengthening those two holes,” he explained. Practice nets have been erected and the finishing touches will be completed in a short while. The roadside vegetation has been tidied, as has the entrance driveway to the course and the carpark has been extended. The clubhouse hasn’t been forgotten. “The clubhouse is looking great,” said Aim. “Members, as they have done with working bees on the course, have pitched in with painting and other projects to upgrade the clubhouse interior. Also the floors have been upgraded to polished concrete and look fabulous. “There’s a wonderfully positive vibe around the club and with an enthusiastic, vibrant executive, things are going ahead in leaps and bounds.”

ongratulations and happy 50th birthday to the Raglan Golf Club. The club celebrated it's 50th year as the Raglan Golf Club, previously known as the Waitetuna Golf Club. The weekend started with a Māori blessing, golf tournament, dinner, auction, ambrose golf challenge and a Sunday lunch. Tony Burns (pictured) our club patron gave an informative historical address at the Saturday dinner. Winners of the colouring competition were: 4-5years - Zoe Roberts 6-9 years - William Coleman 10-12 years - Libby Thomson/Jasmin Anderson 13years and over - Jack Thomson. A great weekend was enjoyed by all.
