On Monday because of the Coronavirus risk, the Government made a ruling that all public gatherings over 500 people were not allowed to go ahead. Because of the health risk, we also respect the decision taken by Raglan Area School to cancel all non-school events on their premises. After considering our options, we decided the most responsible course of action is to have online church services until the risk has passed. However, while schools, kindergartens and day cares are permitted to continue, our mid-week activities; youth, mainly music, Flipt, Foodbank and counselling will continue as usual. ainui top surfers hit the waves at Manu Bay for the biennial Waikato Tainui Games.

Held over two consecutive weekends at three regional locations - Raglan, Ngaruawahia and Hopuhopu, whaanau competed in a wide range of activities, which included touch, volleyball, netball, basketball, power pulling, Haakarimata Track, table tennis, chess, tennis, Ki-oRahi, waaka ama, indoor bowls, euchre, tiaki taiao and talent quest. Dubbed the Marae Battle in the Moana, the surfing event has been running for the past eight years.

Event organiser Harley Muru says the main goal of the games is to bring people together from around the rohe (region) in a fun and friendly competition. “It was an action-packed weekend. We had 60 of our kids in the water giving surfing a go scoring points for their Marae, it was such an epic section of the competition.” Manu Bay was awash with over 100 keen surfers, with the youngest grommet aged four and the oldest 65. Battle for supremacy on the waves took place in all age divisions and it was a tightly fought competition. “It was a very competitive weekend with kids everywhere and people in every

corner of Manu Bay reserve. Thanks to Arna Solomon Banks for all her hard work and Kiri Morgan for being the awesome MC and to all the people who came to support the kaupapa,” he says. This year around 78,000 registered tribal members from 68 marae took part compete in fun events that encouraged all to participate, from tamariki to kaumaatua. One of our most popular and largest events on the Tainui calendar, the Tainui Games has been running now for 22 years. Although the competition is fierce at times the main focus of the games has always been whakawhanaungatanga and manaakitanga. Janine Jackson

Managing the impact of Covid-19 in your business

T

he following was announced by Finance Minister, Grant Robertson earlier this week.

IN SUMMARY: • $12.1 billion support for New Zealanders and business • $500 million boost for health • $8.7 billion in support for businesses and jobs • $2.8 billion for income support and boosting consumer spending • The $12.1 billion package includes: • Initial $500 million boost for health • $5.1 billion in wage subsidies for affected businesses in all sectors and regions, available from today • $126 million in COVID-19 leave and selfisolation support • $2.8 billion income support package for our most vulnerable, including a permanent $25 per week benefit increase and a doubling of the Winter Energy Payment for 2020 • $100 million redeployment package • $2.8 billion in business tax changes to free up cash flow, including a provisional tax threshold lift, the reinstatement of building depreciation and writing off interest on the late payment of tax • $600 million initial aviation support package This cash injection is on top of the $12 billion New Zealand Upgrade Programme that was announced in January. The Minister made

it clear that this is not a one-off package, it is just the beginning. Towards economic recovery the Government will be constantly monitoring the situation and adjusting its response. As with every action we have taken we will be constantly reviewing every measure to ensure it is getting to the people and businesses that need it the most,” Grant Robertson said. Government was also actively discussing working capital support for small and medium businesses and tailor-made support for larger and complex businesses. Finer details on specific components are: WAGE SUBSIDIES The wage subsidies will be available for businesses in all sectors and all regions that can show a 30 per cent decline in revenue for any month between January and June 2020 compared to the year before (including projected revenue). If eligible, employers would be paid $585.80 per week for full time staff, and $350 for part time. Payments are capped at $150,000 per business. They will be paid in a lump sum. The support will be available for twelve weeks with applications open today. Businesses must have taken active steps to mitigate the impact of COVID-19 (eg. engaged with their bank) and signed a declaration form to that effect. Estimated total cost: $5.1 billion COVID-19 LEAVE AND SELFISOLATION SUPPORT

Health in your Hands

The COVID-19 leave payment scheme will provide support (through employers/to sole traders and the self-employed) for those people unable to work because they are in self-isolation, are sick with COVID-19 or caring for dependents who are in either of these situations. The payments will be equal to the rate of the wage subsidy scheme but available for a maximum of eight weeks. Employers will be expected to meet all of their sick leave and other employment expectations. Estimated total cost: $126 million INCOME SUPPORT PACKAGE This package includes: A $25 per week increase for all main benefits from April 1 2020. MSD estimates that this will increase the incomes of approximately 350,000 low income families. This will also help as more people who have previously been in work are likely to need income support in the coming months, and act as a stimulus. The Winter Energy Payment for 2020 will be doubled to $1400 for couples and $900 for single people. It is estimated that around 850,000 recipients will benefit from this change. Once we include the partners of recipients, more than one million people are expected to benefit. Removing the hours test from the In Work Tax Credit to assist those who may face variable hours. Estimated total cost: $2.8 billion REDEPLOYMENT PACKAGE $100 million has been allocated to support worker redeployment. The Tairāwhiti region will be the first to receive assistance, with the package to be agreed by COVID-19 Cabinet Committee on Wednesday. FEWER SMALL BUSINESSES HAVING TO PAY PROVISIONAL TAX From April 1 2020 the threshold for provisional tax will lift from $2,500 to $5,000. This measure will reduce cashflow pressure and compliance costs for small taxpayers by allowing roughly 95,000 businesses to defer their tax payments. Estimated total cost: $4 million. REINSTATEMENT OF DEPRECIATION DEDUCTIONS FOR COMMERCIAL AND INDUSTRIAL BUILDINGs A reintroduction of depreciation deductions for commercial and industrial buildings will encourage business investment in the recovery phase and support productivity. It will support business confidence, continuity and recovery. Estimated total cost: $2.1 billion

etti Nash is 83 and still works as a Senior Air Stewardess in the States, averaging three flights a week. In 2017 she celebrated 60 years of flying. What’s more she is a solo mum with a disabled son. We cannot all rise to the heights of Betti but we still have plenty to offer, 20 % of our resilience is what we have inherited. The other 80% comes down to things such as environmental factors, when and where we were born, our circumstances, career choices, diet and skills we have developed, all make us who we are. How we react to events and situations can have an enormous impact on our physical and mental health especially in in our golden years. During the last century life expectancy has increased by 30 years in most developed countries. Better nutrition, sanitation and medical advances are some of the main factors helping us live longer. Meanwhile

WAIVING INTEREST ON SOME LATE TAX PAYMENTS Interest is usually payable by taxpayers when they pay their tax late. The Commissioner of Inland Revenue will be given a time-limited discretion to remit interest if a taxpayer’s ability to make a tax payment on time has been significantly adversely affected by the COVID-19 outbreak. This measure will provide targeted relief to directly affected taxpayers facing cashflow pressures and apply for all tax payments due on or after 14 February 2020. IMMEDIATE DEDUCTIONS FOR LOW VALUE ASSETS Immediate expensing allows businesses to fully deduct the cost of low-cost assets when they are purchased, with the threshold for the writeoff currently at $500. We are putting in place a temporary increase in the threshold to $5,000 for one year, reverting to $1,000 in the longer term (still higher than the current $500 threshold), which will reduce compliance costs for businesses. It will also have the side-benefit of stimulating business purchases. Estimated total cost: $667 million. SUPPORT FOR LARGE OR COMPLEX BUSINESSES Some businesses may fall outside the scope of the proposed business and employee support package (including working capital support), such as large or complex businesses. Officials have been asked to develop options so the Government can support larger businesses that have been materially impacted by COVID-19, where other avenues for support are not available, and the businesses are commercially viable over the longer-term. Any support would seek to mitigate the economic impact as adjustment occurs. Working capital support for small and medium sized businesses Officials are meeting with banks to discuss the potential for future working capital support, including in the form of loan guarantees for businesses that face temporary credit constraints. the birth rate is decreasing. For the first time in history there are more grandparents than grandchildren. Throughout the planet there are more people over 65 than under 5. The retirement age is fluctuates depending on our circumstances, and varies from country to country. For example, China has two retirement systems: a formal system, under which urban employees receive generous pensions and many women retire at 55, and an informal system, under which rural residents rely on family support in old age and have much longer working lives. Women tend to live longer than men. Japan has one of the longest life spans, with the average life expectancy for women being 87. Switzerland also boasts one of the world’s highest life expectancies particularly for males, overall Swiss men tend to live 12 years longer than the global average for men. How we spend our retirement years often depends whether we are a ‘Young Old’ or an ‘Old Old’. Keeping busy and active, having fun, learning

new skills and interacting with others and sharing our knowledge gained over a life time, helps keep us young even when our years may be many. Here in Raglan we recognize the “Young Old ” who go beyond the call of duty both in paid jobs and voluntary work who care and give their time to friends and family and others in the community. We also acknowledge all the groups that support our people of all ages. In the coming months we now need to rally together more than ever. The different groups for the seniors will continue as long as safely possible taking every precaution deemed necessary with regard to the Coronavirus particularly as the over 70 are the most vulnerable. Many may be fearful of going out or accepting visitors, so telephone calls could be vital. A friendly chat on the telephone for those living on their on their own, to make sure they are alright and they have groceries and medications. We do not need to add loneliness to their fears. Fresh faces, ideas as Art to Wear founder grows team behind innovative fashion show

Just as Jean is always introducing new hues to her own clothing lines, so she hopes this year's Art To Wear will be another colourful and entertaining extravaganza.

T

here’ll be some fresh faces behind the scenes as well as all manner of innovative creations on the catwalk at Raglan’s Art To Wear extravaganza this May as the woman behind the biennial fashion show makes a conscious effort to delegate more of the key roles.

“I’ve consciously grown the team (behind Art To Wear),” she explains. For many years the task of organising this immensely popular show was largely down to stalwarts Patti Mitchley, Penny Knuiman, Margot Gillard and of course Jean. “We’d grab a coffee at my place and pull it off,” she says. But then Patti and Margo eventually had to step back and Jean had to make up for their loss as well as spread the workload more widely. Now her team of fellow volunteers includes the likes of Liz Hosking – a past Art To Wear winner – who’s busy getting contributing schools’ involved, plus organising the aftershow exhibition of costumes at the Old School in Stewart St. Another relative newbie, Circus Aotearoa’s Irene Goed, will this year produce the show while another volunteer will handle the finances,

The event that textile artist Jean Carbon started in town 20-odd years ago is thriving on new blood and “new ideas to take it forward”, she told the Chronicle this week from her barnstyle home-cum-studio high on a ridge overlooking the Wainui Reserve. The location’s significant because it’s there that a team of eight or nine local women meet on a Sunday afternoon every month to plan the iconic show – and Jean says there’s never any shortage of ideas and energy.

and someone else again is in charge of putting together the recycled brica-brac bags which entrants deconstruct then use to create a costume. “It’s all about creating that team spirit,” Jean insists of the organisation of the event, which is staged under the umbrella of Raglan Community Arts Council and funded in part by New Zealand’s Creative Communities Scheme. Jean admits she still holds her breath about this time every second year to see if the required 60 entries (for funding eligibility) come in. “Only then do we know we have a show.” She’s still passionate about the weekend extravaganza that typically sells out, pulling in audiences of around 150 people at each of its three performances – a Saturday afternoon matinee followed by the night’s awards show, which is then repeated the Sunday afternoon specifically for the children’s awards.

Jean is adamant that children too get an opportunity to showcase their creative talents, and says local teen Charlie Irvin is a good case in point. “Charlie started (being involved) as a pre-schooler, now she’s left school and still puts in an entry.” Staging the Art To Wear show is all about helping create a vibrant community, says Jean. “It’s community (working) at its best.” She took it on when just starting out as an artist with her trademark tie-dyed silk scarves. The now 66 year old recalls setting up the event soon after she’d heard a report on national radio about not getting overwhelmed in trying to save the world. The message was simply to concentrate on doing one thing. “Well this is the one thing I do in my community.” Edith Symes
